WICHITA - Hays had their second make-up game in the month as they traveled to Wichita and faced the Independent Panthers.

GIRLS: #6 Hays 73, Independent 18 Hays scored the first seven points of the game and never looked back on the way to a 73-18 victory. A 21-3 run that started in the first quarter and lasted into the early second pushed the Indian lead to 23 points at 30-7.

Independent could never put together a run to threaten the Indians. Hays outscored the Panthers 16-3 in the second quarter for a 41-10 lead at halftime.

Hays outscored Independent in all four quarter. The Indians had an 18-6 advantage in the third and 14-2 edge in the fourth for the 73-18 victory.&nbsp;

10 players scored in the victory led by Jenna Schmeidler with 16. Zoe Winter matched a season high 14 points. Hays matched a season low with seven turnovers. Independent had 34 turnovers.

Hays(9-0) heads to the Colby Orange &amp; Black Thursday where they will face Goodland in the first round. Independent falls to 1-7.

BOYS: Hays 76, Independent 22 Hays scored the first 30 points of the game on their way to a 76-22 on Monday. It is the most points Hays has scored this season.

The Indians didn't allow any made field goals on just eight total shots by the Panthers in the first half. Hays forced 21 turnovers in the first half. Independent ended the game with 31 turnovers and made seven field goals.

The Panthers managed just four free throw makes and Hays led 43-4 at half.&nbsp;

The Hays lead continued to increase as they went up 51-4 two minutes into the third quarter. The Panthers managed four field goals in the quarter including three three pointers. Hays still led 64-16 heading to the fourth.&nbsp;

Hays (5-4) has won back-to-back games for the second time this season. The Indians head to the Colby Orange &amp; Black on Thursday where they will face Concordia in the first round.

🏀 Both Hays teams win big at Independent

Ronald LaVerne Insley of Hays,
Kansas, passed away Saturday, January 18, 2025 at KU Medical Center in Kansas
City surrounded by his loved ones. It was his 77th birthday.

Ron was born in Concordia, Kansas,&nbsp;on
January 18, 1948, the son of Murl and Vivian (Hansen) Insley.&nbsp; His
childhood was spent in nearby Miltonvale where he rode his bike with friends,
climbed trees and jumped out of barn lofts–always hoping to fly, but too often
ending up with a broken arm.&nbsp; He was free to have all the adventures he
wanted as long as he returned home before the evening town whistle.

His family moved often during his
high school years, but he spent his senior year at Hays High, graduating in
1966, along with his future wife Carolyn Gassner. They officially met two years
later during a square dancing class at Fort Hays State.

Ron and Carolyn wed on June 27,
1970, and were married 54 years.&nbsp; They had three children: a daughter,
Lisa Marie, a stillborn daughter, Holly Dawn, and a son, Matthew LaVerne. Ron
was a constant presence at both of his children’s sports, music and school
activities. He mourned Holly Dawn’s death until his own.

Ron worked as a maintenance
technician at Travenol Laboratories, Hadley Hospital/Hays Med, Hussman
Corporation, and the Hadley Center. He was known for his dedication to work,
his ability to fix anything and his compressor-carrying strength. He was also a
well-liked colleague who was always willing to share a cup of coffee.

Ron’s story was also one of
survival. He overcame colon cancer in 1988 and then in 1992 he became just the
fifty-first liver transplant patient at KU Med.&nbsp; During those challenging
middle years, Ron’s Christian faith sustained him and his family.&nbsp; He
remarkably recovered and always had a grateful heart for each extra day God
granted him.

Those days were filled with joyful
activity. He shared his love of Wilson Lake with his family and friends and
they spent countless hours boating, water skiing, tubing and eating there. Even
though he was an amazing water skier, he spent most of the time piloting the
boat so that others could enjoy the lake.

Perhaps Ron’s most important trait
was his servant heart. He led the high school youth group at North Oak
Community Church as a volunteer for 15+ years, always eager to take them to a
church conference, on a mission trip or for a skiing adventure. He was a warm
mentoring presence for countless young people through the years. At home he
served his family by whipping up delicious meals and working in the yard; his
neighbors by clearing snow and fixing things and his community by using his
boundless energy to help in any way that he could.

Always someone who enjoyed the
simple pleasures of life, Ron tended and shared beautiful roses from his garden
with his family and neighbors. He delighted in trains of all sizes, often
setting up a model railroad around the Christmas tree.&nbsp; He loved dogs and
always welcomed Rio and Lago to share part of his electric blanket. Ron had a
sweet tooth, especially for salt-water taffy, licorice and chocolate-covered
cherries.

Ron will be remembered as a
devoted and loving husband, father, and grandfather. He cherished his three
granddaughters, Tiffany, Corlyn, and Alayna. The girls remember always trying
to be the first one awake so that they could cuddle with grandpa, ordering any
breakfast they wanted in grandpa’s short-order kitchen, swinging for hours in
the backyard as he pushed them tirelessly, sharing road trips across the
country, and, most importantly, knowing that he unconditionally loved
them.&nbsp;

Ron is survived by his wife,
Carolyn; his daughter Lisa, her husband John and their three daughters; and his
son Matthew and his wife Jennifer.&nbsp; He is also survived by his brother
Rudi, his sister-in-law Donna and her husband Robert as well as nieces &amp;
nephews and grandnieces &amp; nephews.&nbsp; He was preceded in death by his
father Murl, his mother Vivian and daughter Holly Dawn.

Funeral services will be at 10:30
am on Saturday, January 25, 2025 at North Oak Community Church.&nbsp; Burial
will follow in Fort Hays Memorial Gardens Cemetery.&nbsp; Visitation will be
from 5:00 pm until 7:00 on Friday and from 9:30 am until service time on
Saturday, all at the church.&nbsp; Memorials
are suggested to the North Oak Community Church youth group.&nbsp; Funeral services are in the care of Hays

Ronald LaVerne Insley

Vernon F. 'Vernie' Pfannenstiel, 88, Hays, died Sunday,
January 19, 2025 at HaysMed.

He was born August 18, 1936 on the family farm near Antonino,
the son of Joseph and Alvina (Leiker) Pfannenstiel. Vernie graduated from Hays
High School and loved his work as a painter, owning and operating Pfannenstiel
Painting.&nbsp; On June 6, 1959 he was united
in marriage to Mary Jane Lang in Ellis, and they celebrated 65 years of
marriage.&nbsp; He enjoyed dancing with Mary
Jane and time outdoors whether camping, fishing, or hunting.&nbsp; He loved his family, his grandchildren and great
grandchildren who all knew him as Grandpa Vernie were dear to his heart.

Survivors include his wife Mary Jane, three children,
LaVerna, Duane (Wanda), and Jan (Dennis), two brothers, Gerald (Janice)
Pfannenstiel and Lee Pfannenstiel, two sisters, Mary Zimmer and JoAnn (Darrell)
VonFeldt, two sisters-in-law, Delores Pfannenstiel and Darlene Pfannenstiel,
seven grandchildren, nine great grandchildren, and numerous nieces and nephews.

He was preceded in death by his parents, two sons, Darrell
and Ron, three brothers, Virgil, Arlen, and Dennis (Noveline) Pfannenstiel, and
a brother-in-law, Eugene Zimmer.&nbsp; 

Mass of Christian Burial will be at 10:00 am on Thursday,
January 23, 2025 at Immaculate Heart of Mary Catholic Church with Fr. Brian
McCaffrey officiating.&nbsp; Burial will
follow in St. Francis Cemetery, Munjor.&nbsp;
Visitation will be from 5:00 pm until 7:00 on Wednesday and from 9:00 am
until 9:45 on Thursday, all at Hays Memorial Chapel Funeral Home.&nbsp; A vigil service and rosary will be at 6:30 pm

KANSAS CITY, Mo. – Kaleb Hammeke&nbsp;of Fort Hays State Men's Basketball was named the MIAA Men's Basketball Athlete of the Week on Monday. Hammeke helped FHSU to a pair of wins at home last week over Missouri Western and Northwest Missouri State, averaging 17.5 points, 4.5 rebounds, 4.0 assists, and 2.5 steals per game. This is the second time he has earned the honor this season after being selected back on December 30.

Last Thursday, Hammeke led the Tigers with 19 points, four assists, and four steals, while shooting 8-of-12 from the field in the 11-point win over Missouri Western. With his final rebound of the game, Hammeke reached 500 career rebounds. He became the only active NCAA Division II men's basketball player with at least 1,500 points, 500 assists, and 500 rebounds in a career and joined four players from Division I as the only five active players at all NCAA levels to accomplish the feat.

This past Saturday in a seven-point win over Northwest Missouri State, Hammeke had 16 points and dished out four assists, while playing all 40 minutes. He passed the 1,800-point mark for his career, now with 1,802.For the week, Hammeke shot 52 percent from the field overall, including 50 percent beyond the 3-point line. He has scored in double figures in all 16 games this season, helping the Tigers to a 12-4 overall mark. He recently became FHSU's all-time leading scorer in men's basketball back on January 9 when the Tigers defeated Emporia State in Hays.&nbsp;&nbsp;

The Hays High School boys’ swim team is hosting its annual invitational Tuesday at Fort Hays State University.

The meet starts at 4 p.m. at FHSU’s pool in the Tiger Aquatics Center. The aquatics center in Cunningham Hall adjoins the Gross Memorial Coliseum complex and has adequate seating for fans.

The Indian swimmers have been enjoying a banner season under first-year coach Tyler Stein, an FHSU student and former high school swimmer in Great Bend.

HHS has reached state consideration times in several events and has automatically qualified the 200-meter freestyle relay for the Class 5-1A State Championships Feb. 20-22 in Lenexa.

The Indians still have several meets at which to reach the state-qualification standards, including the Western Athletic Conference meet on Feb. 13 in Garden City.

Bill D. Scott, age 90, passed
away Tuesday January 14, 2025, at Cedar Village, Ness City, KS.&nbsp; 

Bill was born Sunday, May 20, 1934,
in Ransom, Ks., the eldest son of Robert Wayne and Jessie Ann (Petty) Scott.

He attended grade school at
Cottage County school near their home northeast of Ransom.&nbsp; After his parents moved further west to his
grandparent Petty’s farmstead, he attended Cyrus Country school.&nbsp; In 1945 the Cyrus Country school closed, and Bill
completed his school years in Ransom, graduating High School in 1952.

Bill attended Abilene Christian
College in Abilene Texas, where he studied music and was a member of the
Abilene Christian Acapella chorus.

On July 5, 1954, Bill married
Mary Arliss Moody in Dodge City, Kansas.&nbsp;
They moved to his grandparent’s farm northeast of Ransom soon after.&nbsp; 

Bill and Mary began farming and
started their own herd of Shorthorn cattle.&nbsp;
Over time he built the herd and became a member of the Kansas Shorthorn
Association.&nbsp; He served on the board and
participated in and organized livestock shows and sales.&nbsp; He served as the sales manager for the Kansas
Shorthorn Futurity for many years, something he was especially proud of.&nbsp; Bill also served on the board of directors of
the American Shorthorn Association from 1983-1988.&nbsp; Throughout these years he showed his cattle
numerous times with many awards.&nbsp; Bill
served on the Ness County Fair Board and the Ransom School Board.

Besides his Shorthorn cattle,
Bill’s other passion was Barbershop harmony.&nbsp;
He was a member of the Hays High Plains Barbershop Chorus for 42
years.&nbsp; He was an assistant director and
sang in a quartet for a few of those years.

Bill loved and often talked about
Cedar Bluff Reservoir.&nbsp; He watched it
being constructed during his youth and spent many days fishing, boating and
picnicking at the lake.&nbsp; He devoted many
hours to the Western Kansas Water Watchers Association; a group formed to
promote and protect water levels at Cedar Bluff.

Bill and Mary were members of the
Church of Christ and later attended the First Mennonite Church in Ransom.

Bill leaves to mourn his passing,
his wife of 70 years, Mary Scott; sons Kent Scott of Ottawa, Ks; Craig Scott of
Ransom, Ks; daughter Karen Story and husband Alvin of Grain Valley, Missouri;
five grandchildren, Tracy (Kyle) Proffer; Kelly (Darrell) Morris; Chailyn
Scott; Aaron Story and Andrew Story: 4 great-grandchildren, Ford Proffer, Beau
Proffer and Jane Proffer; and Selah Morris; 2 step great-grandchildren, Bryar
Morris and Sibby Morris.&nbsp; Bill is also
survived by his best friend - his brother Bob G. Scott and his wife Patsy of
Maize, Ks, by his nephew Kip Scott and wife Jody; niece, Jill Hoffman and
husband Phil; and one first cousin, John Petty, Nashville, TN.

Bill was preceded in death by his
parents, Robert &amp; Jessie Scott; grandson, Kyle Scott; granddaughter,
Chantelle Scott; and his nephew Todd Scott.

Memorial services will be on
Friday, January 24, 2025, at 2:00 P.M. at Fitzgerald Funeral Home, Ness City,
Ks.&nbsp; Visitation with the family will

Michele Ann Potter, age 50, of
WaKeeney, Kansas passed away at her home on Friday, November 15, 2024, at her
home.

She was born August 13, 1974, in Stanton, California to Thomas Dale and Deborah
Ann (McGinnis) Potter.

She grew up and attended high School in Bakersfield, California.&nbsp; She
moved to Ransom in 2005, then to WaKeeney in 2010.&nbsp; She was a mother, a
homemaker and enjoyed country music, cooking, crocheting, diamond painting, dolphins
and crafts.

Michele is survived by her children, Amber Marie Potter and Dustin Schmeidler,
Hays, KS; Jennifer Leanne Potter, Hays, KS; Matthew Thomas Potter, WaKeeney,
KS; her significant other, Jerry Wiseman, WaKeeney, KS; her father, Thomas D.

Francis 'Frank' Rohr, age 71, of Yukon, passed away on January 17, 2025. He was born on January 30, 1953, in Hays, Kansas, to Jerry and Viola (Werth) Rohr.

While in high school, Frank worked for his dad at Rohr’s Bodyshop. He joined the United States Air Force in 1972, missing his graduation from Hays High School to enlist. Frank returned the next year when Susan graduated, and married the love of his life in 1973.

The young family moved with Frank’s stations, spending 3 years in England, where he also worked at the local racetrack as fire and rescue, and later California where their son, Clint, was born. During his years stationed in California, he spent time trout fishing and horseback riding. In 1980, Frank left the Air Force and returned to civilian life.

The family moved to Mustang, OK, because of Frank's job with Great Guns in the oil field. While in Mustang, their daughter Stacie was born. He later transitioned to BPB Wireline, which became Reeves and later Weatherford. Frank's career took him all over the world. He was known for his innovative ideas, technical knowledge, and strong work ethic. In 2016, he retired from the oil field after 35+ years.

In 2014, Frank received a life-saving lung transplant, which allowed him to welcome his first granddaughter, Charlie, into the world. This incredible gift gave him the opportunity to spend precious years with his family, creating memories they will treasure forever.

Frank loved all things country music and was very involved with the Oklahoma Opry. He was also very active in AA and remained sober for 36 years. AA changed and saved his life.

Frank is preceded in death by his parents and a brother-in-law, Jerry Fjelstad.

He is survived by his loving wife, Susan; son Clint and wife Pepper, and their children Charlie and Ramsey; daughter Stacie; sister Gloria Fjelstad; sister Jerri Ann Leiker and husband Lester; brother Larry Rohr and wife Mary; beloved Yorkie, Chewy; as well as many friends and family.

A memorial service for Frank is scheduled for Thursday, January 30th, at 2 pm at McNeil’s Funeral Service. January 30th would have been his 72nd 'belly button' birthday.

MANHEIM, Pa. – Fort Hays State Women's Wrestling is among the NWCA Top 25 for the first time in program history, released on January 16. The Tigers moved into the rankings at No. 21 for NCAA schools, thanks to a pair of individuals listed in the national rankings. FHSU is in its first year of competition as a team in 2024-25.Fort Hays State received three points for the poll since&nbsp;<a href="https://fhsuathletics.com/sports/womens-wrestling/roster/nichole-moore/8375">Nichole Moore</a>&nbsp;is now ranked No. 9 at 138 and&nbsp;<a href="https://fhsuathletics.com/sports/womens-wrestling/roster/lexie-lopez/8283">Lexie Lopez</a>&nbsp;is ranked No. 10 at 124. Team rankings are based on points generated from individuals in the national rankings. The NWCA ranks a Top 10 in each of the 10 classes.

This is the second time this season Moore and Lopez have been in the individual rankings. Moore started the season ranked No. 8 at 131 before she settled in as a mainstay for the Tigers at 138. This is the second time Lopez has held the No. 10 ranking at 124 this season.

Italian Cafe brings a taste of Italy to Hays. It offers a welcoming atmosphere and fresh, authentic Italian cuisine.

The cafe, 700 Vine St., opened on Jan. 2 and is owned by Nick Gjocaj, an Albanian native who manages multiple restaurants across several states with support from others.

"The main thing is family. The kitchen is always run by a family member," he said.

Gjocaj said that despite having no Italian background, he learned to cook from his uncle in New York, who worked for Italians. In 1990, his uncle moved to Texas and started his own businesses, inspiring Gjocaj to follow in his footsteps.

Gjocaj embraced Italian cuisine and restaurant management, opening his first restaurant in Texas in 2008. Since then, he has opened additional locations in Texas, Mississippi and now Kansas.

"I didn't even know where Hays was," he said. "It's a small town, smaller than I'm used to, but it's quiet for sure. I like it so far."

Gjocaj's cafe offers linguini white clam sauce, chicken fettuccine alfredo, eggplant parmesan, Cajun seafood, various salads and a kids' menu.

Gjocaj recommends his signature pink sauce, which pairs perfectly with lobster ravioli, shrimp tortellini and several chicken options.

"Everything is fresh and from scratch. We have no processed food whatsoever," he said. "I have the best lasagna in Kansas. I can guarantee you that."

Gjocaj relocated to Hays about two months ago and was introduced to the restaurant building, formerly Al's Kitchen, by his cousin.

Gjocaj and his cousin work in the kitchen and, supported by additional staff, take on other roles as needed.

This approach is consistent with his other establishment, where he relies on family members such as cousins, uncles and nephews to serve the best Italy has to offer.

"It takes a while until I find someone to run it, but that's how I maintain is with family. Most of the restaurants I own have someone from my family in the kitchen," Gjocaj said.

After Gjocaj took over, the building underwent interior renovations. He transformed the space into a sit-down restaurant by adding walls to separate the kitchen from the dining area and creating a dedicated waitress section.

Gjocaj said his dream has always been to be a community-focused business rather than growing into a large-scale operation.

In the short time since the Italian cafe opened, it has already begun building relationships with Hays families who can not get enough of Gjocaj's cooking.

"That means a lot to me because those families know me by name," he said. "I never dreamed of being one of the big guys. I always wanted to be the small business owner where everybody feels comfortable and at home."

The Italian Cafe is open 11 a.m. to 9 p.m. Tuesdays through Sundays.

New Italian Cafe opens, fills Hays with aromas of homemade cooking

The Hays Arts Council is pleased to announce the newest members to its Board of Directors. Established in 1967, the Hays Arts Council is a non-profit organization dedicated to promoting and supporting the arts in Hays, Kansas. Through its wide range of programs, events, and exhibitions, the Hays Arts Council enriches the cultural vibrancy of the region.

The newly appointed members joining the Board of Directors are:

●&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Kaiti Blackburn, Jana’s Campaign

●&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Sherrida Johnson, first-year art education student at Fort Hays State University, serving as the student representative

Hays Arts Council welcomes new members to board of directors

Over half of the farmland in Kansas is leased. 

Therefore, there are many different lease arrangements, factors to consider, and places where misunderstandings can happen. Additionally, many leases are still oral leases that are “signed” with a handshake.

One of the best ways to create a better understanding between tenant and landlord in most cases is to have a written lease.&nbsp; Having a written lease can lead to many topics for discussion that otherwise might not be considered. 

They would include but are not limited to:

Hunting/fishing rights Recreation access Payment due dates Termination procedures

A bonus of a written lease is that it documents the terms of the business relationship in case the contract is questioned. This can be especially important if the land changes hands.

Obviously, it is not necessary to have a written lease in order to have good communication between tenant and landlord but it can be helpful in spelling things out and avoiding misunderstandings and hard feelings. 

There may be some cases when introducing the possibility of implementing a written lease might damage the business relationship. Whether you have a written lease or not, make sure those lines of communication are kept open, visit with each other at least a few times a year.

Therefore, there are many different lease arrangements, factors to consider, and places where misunderstandings can happen. BOOR: Getting it in writing – Agriculture land leases

&nbsp;Cherine G. Ward - age 70, of Hays, Kansas
passed away on Friday, January 10, 2025, at her home. 

She was born on October 22, 1954, in
Sterling, Kansas to Truel W. Yeubanks and Gladys(Weathers.&nbsp; She married
Arlen Thad Ward on February 17, 1973, in Lyons, Kansas.

 Cherine worked at the Central Kansas
Medical Center in Great Bend for 23 years, in admissions before moving to Hays
in 2002.&nbsp; She was at Hays Medical Center for a few years, and the Viaro
Cellular Store.

Cherine grew up in the Alden, Sterling and
Lyons area, attended the Sterling Grade School, and was a 1972 graduate of
Lyons High School.&nbsp; &nbsp;

Her survivors include her husband, Thad Ward,
Hays, KS; her children, Micky Ward and Christy, Hays, Ks; Melanie Petz and
husband, Jerome, Colby, KS. and Doug Ward and wife, Candi; her sister, Cherry Rosendahl and husband,
Tom, Ellinwood, KS; her ten grandchildren; and her one great granddaughter.

 She was preceded in death by her parents,
Truel and Gladys Yeubanks; her brothers, Dennis Yeubanks; and Darrel Yeubanks;
her sisters, Karen Royer; Connie Unruh; and Julie Ann Yeubanks.

A &nbsp;Celebration of Life Gathering
will be from 1:00 to 2:30 P.M. on Friday, January 24, 2025, at Cline’s-Keithley
Mortuary of Hays.&nbsp; &nbsp;A private family inurnment will be held at a
later date.

The Hays USD 489 school board will consider a contract for the sale of Lincoln Elementary School at its meeting at 6:30 tonight at Rockwell Administration Center.

The 100-year-old school will close at the end of this school year.

Hays developer Michael Graham plans to purchase the building for $850,000 and renovate it into apartments.

Closing on the property is set for Oct. 1, according to the contract the school board will vote on tonight.

Graham said he plans to renovate the school into about 26 to 28 one- and two-bedroom apartments. He said the apartments will be moderate-income housing. He also plans to build on the property surrounding the school.

The Lincoln closure is part of a series of bond-funded projects, including renovations and the expansion of Roosevelt Elementary School and O'Loughlin Elementary School.

The Roosevelt's grand opening was in December.&nbsp;<a href="https://hayspost.com/posts/9c9d8521-815b-4f1d-8bf6-ddea11091306">Work on O'Loughlin will begin this month, weather permitting.&nbsp;</a>

Staff at Hays Middle School will present a change in the school's schedule, which includes an earlier start time and five class periods per day.

The new schedule will include science and math classes every day.

Students would have seminar and non-English and math classes every other day.

The board will also hear a report on the district's audit, approve district-level administrative contracts, approve policy changes and hear a bond project construction update.

<div><iframe title="Post Podcast: Hays mayor, city manager discuss major projects in 2025" allowtransparency="true" height="300" width="100%" style="border: none; min-width: min(100%, 430px);height:300px;" scrolling="no" data-name="pb-iframe-player" src="https://www.podbean.com/player-v2/?from=embed&i=cpzfp-17b3b80-pb&square=1&share=1&download=1&fonts=Arial&skin=3267a3&font-color=auto&rtl=0&logo_link=podcast_page&btn-skin=60a0c8&size=300" loading="lazy" allowfullscreen=""></iframe></div>By BECKY KISER Hays PostThis is Sandy Jacobs' eighth year serving on the Hays City Commission.She expected by now to have opened the tap on the R-9 long-term water supply project for the cities of Hays and Russell.It still hasn't happened.&nbsp;"I thought that first year it'd all be said and done and we'd be cutting ribbons," Jacobs said.The R-9 project in Edwards County remains the city's number one focus in 2025, said Jacobs and Hays City Manager Toby Dougherty in a&nbsp;recent Hays Post interview on KAYS radio.Over the past few years, Hays and Russell have faced several litigations with Edwards County and the Water Protection Association of Central Kansas, known as&nbsp;<a href="https://hayspost.com/posts/6ba60233-696b-4260-a8bd-a9a413710f75">WaterPACK</a>.&nbsp;&nbsp;Almost a year ago, an <a href="https://hayspost.com/posts/8d8e87f6-e3c9-4950-bcea-9cac40e269bd">administrative judge ruled in favor of Hays' and Russell's R9 Ranch water transfer application.</a>&nbsp;It would be the first such transfer in Kansas.More recently, said Dougherty, there's been another positive court ruling for Hays and Russell.The transfer application must be approved by a three-person hearing panel.&nbsp;"The opponents in this case filed a motion for one of the panelists to recuse himself. They thought he was biased. ... The panel turned it down saying the chief engineer [of the Kansas Department of Agriculture's Division of Water Resources] was not biased and they denied the motion."So the opponents filed in Riley County District Court and we had to have a hearing... The judge dismissed the case late last month."We're hoping the panel gets back on schedule and approves the order very quickly, within the next couple of months."&nbsp;Project design is about 60% complete.&nbsp;Construction of the 66-mile pipeline will run from the cities of Hays and Russell's wellfield at the R9 in Edwards County to the Hays Smoky Hill River water wellfield south of Schoenchen.Other big projects the city will undertake in 2025 are the fruition of what was started in 2024.Hays will begin remodeling the downtown Astra Bank once it's moved to a new facility being built at 27th and Main.The bank building will remodeled to become the new Hays police station and also house the municipal court."It's going to be nice for our police to move [out of the Ellis County Law Enforcement Center and] into their own facility," Jacobs said.&nbsp;Housing is another priority project in Hays."We've got wonderful housing figures and there's more starting," the mayor said."We're finally getting into The Grove [north of HaysMed] and we're putting streets in there." The retiree-focused housing development by Grow Hays will have a community center, which now has the roof on it.&nbsp;"It's going to be a huge, huge addition to our community — quality of life."Jacobs expects to be cutting a grand opening ribbon in August or September.&nbsp;She's excited about the momentum of housing development in Hays, including from the private sector.&nbsp;Major street projects in this year's capital improvement plan include <a href="https://hayspost.com/posts/c4ad57f2-2ae5-4d25-9d31-3b26980fc7f9">reconstruction of 32nd/33rd Streets</a>&nbsp;and finishing the <a href="https://hayspost.com/posts/a6378a72-e89e-43a9-8e6a-c77e0665c595">widening and improvement of east 13th Street</a> near the location the new high school that is being built. Dougherty, Assistant City Manager Jarrod Kuckelman and Vice-Mayor Mason Ruder recently met with local representatives in Washington, D.C.&nbsp;"Every single person we talked with said how&nbsp;prepared&nbsp;and&nbsp; sophisticated we were as a city for what we've done for this project. Researching things to help make it a reality without having to fully raise [water] rates to do it," Ruder said."That's&nbsp; a testament to city commissioners before us and to staff. ... I can't wait until we get that water up here. That'll be nice," he said.&nbsp;
