WASHINGTON (AP) — The U.S. announced plans on Tuesday to provide an additional $625 million in military aid to Ukraine, a package that includes additional advanced rocket systems credited with helping the country’s military gain momentum in its war with Russia.

President Joe Biden provided details on the latest package—which includes four High Mobility Artillery Rocket Systems, known as HIMARS, 200 mine resistant vehicles, hundreds of thousands of rounds of artillery and mortar ammunition—in a call with Ukrainian President Volodymyr Zelenskyy. Vice President Kamala Harris joined the leaders on Tuesday’s call.

The U.S. and Ukraine leaders spoke as&nbsp;<a href="https://apnews.com/article/russia-ukraine-moscow-91c46d82268b3d5210b811ba67d66d33">Russia’s upper house of parliament</a>&nbsp;on Tuesday formally approved the annexation of swaths of Ukrainian territory following referendums that Ukraine and its Western allies dismissed as fraudulent.

“President Biden also affirmed the continued readiness of the United States to impose severe costs on any individual, entity, or country that provides support to Russia’s purported annexation,” the White House said in a statement.

This round of military aid marks the first time the U.S. has sent additional HIMARS to Ukraine since late July. The systems—which will bring the total number of HIMARS sent to Ukraine to 20— have become a key tool in Ukraine’s ability to strike bridges that Russia has used to supply its troops, enabling Ukrainian forces to make inroads in Russia-controlled regions.

The U.S. in recent weeks also provided funding through a separate program — the Ukraine Security Assistance Initiative — so another 18 HIMARS can be purchased through longer-term contracts. USAI funds are being used as part of the effort by the U.S. and Western allies to ensure Ukraine’s forces are trained and equipped to defend their country in the years to come. But those contracts will take several years to fulfill.

This is the first tranche of U.S. aid delivered in the new fiscal year, which began Oct. 1.

Ukraine has pressed its counteroffensive in the Kherson region since the summer, relentlessly pummeling Russian supply lines and making inroads into Russian-held areas west of the Dnieper River. Ukrainian troops have been using the HIMARS to repeatedly hit the main bridge across the Dnieper and a dam that served as a second crossing. It also has struck pontoon bridges that Russia has used to supply its troops.

Ukraine’s battlefield successes in Kherson are notable since that is one of the four areas that Russia is in the process of annexing.

Alert: Political scams expected to increase as midterm elections near

SHAWNEE COUNTY—Law enforcement authorities are investigating two suspects on drug allegations after a traffic stop.

Just before 8:30p.m. Sept. 30, a K9 deputy conducted a traffic stop on a Ford Taurus, with an expired temporary license plate, on Interstate 470 at SW 21st Street in Topeka, according to Deputy Abigail Christian.

 The K9 partner assisted and illegal narcotics were located.

Deputies arrested the driver, Brantin A. Beeton, 28, and the passenger, Chelsea A. Peavler, 30, both of Topeka. 

They were booked into the Shawnee County Department of Corrections. Beeton on requested charges of possession of methamphetamine, possession of drug paraphernalia, driving while license suspended, no vehicle liability insurance and operating a motor vehicle with an expired tag. Peavler was held on requested charges of possession of methamphetamine and possession of drug paraphernalia

Kansas sheriff's K9 finds meth during interstate traffic stop

WASHINGTON (AP) — Lawyers for former President Donald Trump asked the U.S. Supreme Court on Tuesday to step into the legal fight over the classified documents seized during an&nbsp;<a href="https://apnews.com/article/donald-trump-mar-a-lago-government-and-politics-9e8d683afe87389407950af7ccfdbdd6">FBI search of his Florida estate</a>, escalating a dispute over the powers of an independent arbiter appointed to inspect the records.

The Trump team asked the justices to overturn a lower court ruling and allow the arbiter, called a special master, to review the&nbsp;<a href="https://apnews.com/article/donald-trump-mar-a-lago-government-and-politics-6bd103a8e418166b17a34d77e8d9102d">roughly 100 documents with classification markings</a>&nbsp;that were taken in the Aug. 8 search of Mar-a-Lago.

A three-judge panel from the Atlanta-based U.S. Court of Appeals for the 11th Circuit&nbsp;<a href="https://apnews.com/article/donald-trump-mar-a-lago-criminal-investigations-government-and-politics-fe24760ff9a350ea7aecd1a13c8eef16">last month limited the special master's review</a>&nbsp;to the much larger tranche of non-classified documents. The judges, including two Trump appointees, sided with the Justice Department, which had argued there was no legal basis for the special master to conduct his own review of the classified records.

But Trump's lawyers said in their application to the Supreme Court that it was essential for the special master to have access to the classified records to “determine whether documents bearing classification markings are in fact classified, and regardless of classification, whether those records are personal records or Presidential records.”

“Since President Trump had absolute authority over classification decisions during his Presidency, the current status of any disputed document cannot possibly be determined solely by reference to the markings on that document,” the application states.

It says that without the special master review, “the unchallenged views of the current Justice Department would supersede the established authority of the Chief Executive.” An independent review, the Trump team says, ensures a “transparent process that provides much-needed oversight.”

The FBI says it seized roughly 11,000 documents, including about 100 with classification markings, during its search. The Trump team asked a judge in Florida, Aileen Cannon, to appoint a special master to do an independent review of the records.

Cannon&nbsp;<a href="https://apnews.com/article/new-york-donald-trump-brooklyn-mar-a-lago-government-and-politics-4a6200ebc4fe6418c25ca380a43a6338">subsequently assigned a veteran Brooklyn judge, Raymond Dearie,</a>&nbsp;to review the records and segregate those that may be protected by claims of attorney-client privilege and executive privilege. She also barred the FBI from being able to use the classified documents as part of its criminal investigation.

The Justice Department appealed, prompting the 11th Circuit to lift Cannon's hold on investigators' ability to scrutinize the classified records. The appeals court also ruled that the department did not have to provide Dearie with access to the classified records.

Trump’s lawyers submitted the Supreme Court application to Justice Clarence Thomas, who oversees emergency matters from Florida and several other Southern states. Thomas can act on his own or, as is usually done, refer the emergency appeal to the rest of the court. Late Tuesday the court said the government was being asked to respond to the petition by Oct. 11.

Thomas has previously&nbsp;<a href="https://apnews.com/article/stephen-breyer-us-supreme-court-elections-donald-trump-clarence-thomas-f3adf2919f789fcd03b9da6271a62501">come under scrutiny for his vote</a>&nbsp;in a different Trump documents case, in which he was the only member of the court to vote against&nbsp;<a href="https://apnews.com/article/us-supreme-court-congress-donald-trump-30d5d01db49f0591d641d9e92d4092a8">allowing the U.S. House committee investigating the Jan. 6, 2021, Capitol riot</a>&nbsp;to obtain Trump records held by the National Archives and Records Administration.

Thomas’ wife,&nbsp;<a href="https://apnews.com/hub/virginia-thomas">Virginia “Ginni” Thomas</a>, is a conservative activist and staunch Trump supporter who attended the Jan. 6 “Stop the Steal” rally on the Ellipse and wrote to then-White House chief of staff Mark Meadows in the weeks following the election encouraging him to work to overturn Biden’s victory and keep Trump in office. She also&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-biden-us-supreme-court-clarence-thomas-arizona-9e6929dfc81fa53a9b5f9d70b2ba15e8">contacted lawmakers in Arizona</a>&nbsp;and&nbsp;<a href="https://apnews.com/article/capitol-siege-2022-midterm-elections-biden-us-supreme-court-technology-c01dc9baeb939d78772aca14d601c794">Wisconsin</a>&nbsp;in the weeks after the election. WASHINGTON (AP) —The Biden administration unveiled a set of far-reaching goals Tuesday aimed at averting harms caused by the rise of artificial intelligence systems, including guidelines for how to protect people’s personal data and limit surveillance.

<a href="https://www.whitehouse.gov/ostp/news-updates/2022/10/04/fact-sheet-biden-harris-administration-announces-key-actions-to-advance-tech-accountability-and-protect-the-rights-of-the-american-public/">The Blueprint for an AI Bill of Rights</a>&nbsp;notably does not set out specific enforcement actions, but instead is intended as a White House call to action for the U.S. government to safeguard digital and civil rights in an AI-fueled world, officials said.

“This is the Biden-Harris administration really saying that we need to work together, not only just across government, but across all sectors, to really put equity at the center and civil rights at the center of the ways that we make and use and govern technologies,” said Alondra Nelson, deputy director for science and society at the White House Office of Science and Technology Policy. “We can and should expect better and demand better from our technologies.”

The office said the white paper represents a major advance in the administration’s agenda to hold technology companies accountable, and highlighted various federal agencies’ commitments to weighing new rules and studying the specific impacts of AI technologies. The document emerged after a year-long consultation with more than two dozen different departments, and also incorporates feedback from civil society groups, technologists, industry researchers and tech companies including Palantir and Microsoft.

It suggests five core principles that the White House says should be built into AI systems to limit the impacts of algorithmic bias, give users control over their data and ensure that automated systems are used safely and transparently.

The resulting non-binding principles cite academic research, agency studies and news reports that have documented real-world harms from AI-powered tools, including facial recognition tools that contributed to wrongful arrests and an automated system that discriminated against loan seekers who attended a Historically Black College or University.

The white paper also said parents and social workers alike could benefit from knowing if child welfare agencies were using algorithms to help decide when families should be investigated for maltreatment.

Earlier this year after the publication of an&nbsp;<a href="https://bit.ly/3wc5Ljt">AP review of an algorithmic tool</a>&nbsp;used in a Pennsylvania child welfare system, OSTP staffers reached out to sources quoted in the article to learn more, according to multiple people who participated in the call. AP’s investigation found that the Allegheny County tool in its first years of operation showed a pattern of flagging a disproportionate number of Black children for a “mandatory” neglect investigation, when compared with white children.

In May, sources said Carnegie Mellon University researchers and staffers from the American Civil Liberties Union spoke with OSTP officials about child welfare agencies’ use of algorithms. Nelson said protecting children from technology harms remains an area of concern.

“If a tool or an automated system is disproportionately harming a vulnerable community, there should be, one would hope, that there would be levers and opportunities to address that through some of the specific applications and prescriptive suggestions,” said Nelson, who also serves as deputy assistant to President Joe Biden.

OSTP did not provide additional comment about the May meeting.

Still, because many AI-powered tools are developed, adopted or funded at the state and local level, the federal government has limited oversight regarding their use. The white paper makes no specific mention of how the Biden administration could influence specific policies at state or local levels, but a senior administration official said the administration was exploring how to align federal grants with AI guidance.

The white paper does not have power over the tech companies that develop the tools nor does it include any new legislative proposals. Nelson said agencies would continue to use existing rules to prevent automated systems from unfairly disadvantaging people.

The white paper also did not specifically address AI-powered technologies funded through the Department of Justice, whose civil rights division separately has been examining algorithmic harms, bias and discrimination, Nelson said.

Tucked between the calls for greater oversight, the white paper also said when appropriately implemented, AI systems have the power to bring about lasting benefits to society, such as helping farmers grow food more efficiently or identifying diseases.

“Fueled by the power of American innovation, these tools hold the potential to redefine every part of our society and make life better for everyone. This important progress must not come at the price of civil rights or democratic values,” the document said.

🎥White House unveils artificial intelligence 'Bill of Rights'

SEDGWICK COUNTY—Law enforcement authorities are investigating a fatal stabbing have a suspect in custody.

Just before 2a.m. Monday, police were dispatched to the 1000 block of East First Street in Wichita on report of a stabbing, according to&nbsp;Officer Juan Rebolledo.

Upon arrival, officers located 25-year-old Trebeon Golston of Wichita unconscious with multiple stab wounds to his upper body. Officers began life-saving measures. EMS transported Golston to an area hospital with critical injuries. He was later pronounced deceased.

During the investigation, officers learned about a fight in front of a local establishment between Golston and a 38-year-old suspect identified as Jason Todd, according Sedgwick County booking records. During the fight Golston was stabbed multiple times.

This was not a random incident. Todd is being held on <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=73376">one count of first-degree murder</a>, according to online jail records.

 The case will be presented to the Sedgwick County District Attorney’s office.

Kansas semi driver involved in fatal crash with a pickup

TOPEKA — Shawnee County District Judge Cheryl Rios agreed to lower Dana Chandler’s bond and change the venue for&nbsp;<a target="_blank" href="https://kansasreflector.com/2022/09/28/prosecutors-persist-in-topeka-double-murder-case-despite-vexed-jurors-flawed-testimony-no-science/">a new trial in her 20-year-old double murder case</a>.

Last month’s trial ended in a hung jury, with the 12 members unable to agree on whether Chandler killed her ex-husband, Mike Sisco, and his fiancee, Karen Harkness, in 2002.

Rios said it became clear during last month’s trial, where prospective jurors inadvertently were exposed to information about the case, that it would be “extremely difficult” to conduct another fair trial in Topeka.

“We got through the trial by the skin of our teeth,” Rios said.

She said the media attention given to the trial was unlike any other case she has had and would make it nearly impossible to find jurors who didn’t already have opinions about the case.

Defense attorney Tom Bath argued for the case to be dismissed based on the evidence presented at the trial and the jury’s unwillingness to convict. But the judge agreed with prosecutor Charles Kitt’s request to order a new trial on the basis that seven of the jurors concluded Chandler was guilty beyond a reasonable doubt.

Chandler was arrested in 2011 after a “48 Hours” broadcast revealed she was the prime suspect in the killings. The Kansas Supreme Court overturned her conviction at a 2012 trial because of the misconduct by former prosecutor Jacqie Spradling. As Rios described it during Thursday’s hearing, the jurors in 2012 “were given false evidence to consider.”

Rios granted Bath’s request to lower Chandler’s bond to $350,000, an amount that would allow Chandler to leave incarceration for the first time in 11 years. Under the conditions set by Rios, Chandler would be monitored by GPS and barred from speaking to witnesses or any family aside from her nephew and siblings.

“She gets to come home,” said Shirley Riegel, Chandler’s sister, as she cried outside the courtroom after the hearing.

Riegel said she planned to “take her out for a decent meal and give her a decent bed to sleep in.”

Change of venue for 3rd trial of Kan. woman for killing ex-husband, his girlfriend

KANSAS CITY, Mo. (AP) — A 2-month-old girl has died from injuries sustained last week in a triple shooting in Kansas City, authorities say.

Police identified the infant Monday in a news release as Desiree Bowden. She was in critical condition when officers responded Sept. 26 to a shooting.

Emergency crews also found 27-year-old Davon Bowden dead and a second adult suffering from non life-threatening injuries. Police said another child was inside the residence at the time of the shooting but wasn't harmed.

Police said no suspects are being sought and that there is no ongoing threat to the public. No other details were immediately released.

KANSAS CITY —A child wounded in a shooting in Kansas City on Monday remains in critical condition, according to police spokesperson Adrianne Ortega.

Just before 2p.m., officers were called to a home in the 2500 block of Hardesty Avenue in Kansas City after a report of sounds of gunshots in the area.&nbsp; &nbsp;

Upon arrival, officers located three victims suffering from apparent gunshot wounds inside a residence, two adults and one juvenile.&nbsp;&nbsp; EMS responded to the scene.&nbsp; One adult victim was declared deceased at the scene.&nbsp; The second adult victim was transported to the hospital with non-life threatening injuries. &nbsp;The juvenile victim, under 5 years old, was transported to the hospital in critical condition.&nbsp; There was a second juvenile inside the residence who did not suffer any injuries.&nbsp;

Detectives and Crime Scene Personnel responded to process the scene for evidence and speak to any potential witnesses.&nbsp; &nbsp;They also canvassed the area for anyone who saw or heard anything and are looking for any video evidence.

Police have not released names of the victim or additional details.

No other details were immediately released.---------KANSAS CITY —A child wounded in a shooting in Kansas City on Monday remains in critical condition, according to police spokesperson Adrianne Ortega.Just before 2p.m., officers were called to a home in the 2500 block of Hardesty Avenue in Kansas City after a report of sounds of gunshots in the area.&nbsp; &nbsp;Upon arrival, officers located three victims suffering from apparent gunshot wounds inside a residence, two adults and one juvenile.&nbsp;&nbsp; EMS responded to the scene.&nbsp; One adult victim was declared deceased at the scene.&nbsp; The second adult victim was transported to the hospital with non-life threatening injuries. &nbsp;The juvenile victim, under 5 years old, was transported to the hospital in critical condition.&nbsp; There was a second juvenile inside the residence who did not suffer any injuries.&nbsp;Detectives and Crime Scene Personnel responded to process the scene for evidence and speak to any potential witnesses.&nbsp; &nbsp;They also canvassed the area for anyone who saw or heard anything and are looking for any video evidence.Police have not released names of the victim or additional details.

On Monday, the New York State Police reported the Bureau of Criminal Investigation arrested 41-year-old Daniel L. Goodell, 41 of Wichita, according to a media release from the New York State Police.

Between 2019 and 2021, the Bureau of Criminal Investigation out of the State Police in Batavia, New York received two complaints involving children possibly being sexually abused. 

Investigation determined that a 13- and 12-year-old victims were sexually abused multiple times.&nbsp; Goodell moved from New York before police investigated these&nbsp;incidents. Goodell was eventually located in Kansas and extradited to Genesee County.

He is being held on requested charges of  Sexual Abuse 1st degree (D Felony) -12 counts, Endangering the Welfare of a Child -12 counts and Sexual Conduct with a Child 2nd degree (D Felony) -1 count. 

Goodell was&nbsp;arraigned in the town of Alexander and remanded to the Genesee County Jail in lieu of $30,000 cash/ $60,000 bond.

NASHVILLE, Tenn. (AP) — Loretta Lynn, the Kentucky coal miner’s daughter whose frank songs about life and love as a woman in Appalachia pulled her out of poverty and made her a pillar of country music, has died. She was 90.

In a statement provided to The Associated Press, Lynn’s family said she died Tuesday at her home in Hurricane Mills, Tennessee.

Lynn already had four children before launching her career in the early 1960s, and her songs reflected her pride in her rural Kentucky background.

As a songwriter, she crafted a persona of a defiantly tough woman, a contrast to the stereotypical image of most female country singers. The Country Music Hall of Famer wrote fearlessly about sex and love, cheating husbands, divorce and birth control and sometimes got in trouble with radio programmers for material from which even rock performers once shied away.

Her biggest hits came in the 1960s and ’70s, including “Coal Miner’s Daughter,” “You Ain’t Woman Enough,” “The Pill,” “Don’t Come Home a Drinkin’ (With Lovin’ on Your Mind),” “Rated X” and “You’re Looking at Country.” She was known for appearing in floor-length, wide gowns with elaborate embroidery or rhinestones, many created by her longtime personal assistant and designer Tim Cobb.

Her honesty and unique place in country music was rewarded. She was the first woman ever named entertainer of the year at the genre’s two major awards shows, first by the Country Music Association in 1972 and then by the Academy of Country Music three years later.

“It was what I wanted to hear and what I knew other women wanted to hear, too,”&nbsp;<a href="https://apnews.com/article/5c993e85d5bd40d8b01a6840c8ecdc78">Lynn told the AP</a>&nbsp;in 2016. “I didn’t write for the men; I wrote for us women. And the men loved it, too.”

In 1969, she released her autobiographical “Coal Miner’s Daughter,” which helped her reach her widest audience yet.

“We were poor but we had love/That’s the one thing Daddy made sure of/He shoveled coal to make a poor man’s dollar,” she sang.

“Coal Miner’s Daughter,” also the title of her 1976 book, was made into a 1980 movie of the same name. Sissy Spacek’s portrayal of Lynn won her an Academy Award and the film was also nominated for best picture.

Long after her commercial peak, Lynn won two Grammys in 2005 for her album “Van Lear Rose,” which featured 13 songs she wrote, including “Portland, Oregon” about a drunken one-night stand. “Van Lear Rose” was a collaboration with rocker Jack White, who produced the album and played the guitar parts.

Born Loretta Webb, the second of eight children, she claimed her birthplace was Butcher Holler, near the coal mining company town of Van Lear in the mountains of east Kentucky. There really wasn’t a Butcher Holler, however. She later told a reporter that she made up the name for the purposes of the song based on the names of the families that lived there.

Her daddy played the banjo, her mama played the guitar and she grew up on the songs of the Carter Family.

“I was singing when I was born, I think,” she told the AP in 2016. “Daddy used to come out on the porch where I would be singing and rocking the babies to sleep. He’d say, ‘Loretta, shut that big mouth. People all over this holler can hear you.’ And I said, ‘Daddy, what difference does it make? They are all my cousins.’”

She wrote in her autobiography that she was 13 when she got married to Oliver “Mooney” Lynn, but the AP&nbsp;<a href="https://apnews.com/article/entertainment-kentucky-loretta-lynn-country-music-fb70daa811c245c3b7d7bb09fd0072fe">later discovered state records</a>&nbsp;that showed she was 15. Tommy Lee Jones played Mooney Lynn in the biopic.

Her husband, whom she called “Doo” or “Doolittle,” urged her to sing professionally and helped promote her early career. With his help, she earned a recording contract with Decca Records, later MCA, and performed on the Grand Ole Opry stage. Lynn wrote her first hit single, “I’m a Honky Tonk Girl,” released in 1960.

She also teamed up with&nbsp;<a href="https://apnews.com/article/ecedec2414fa58f6cfb5c9a08bd0e00b">singer Conway Twitty</a>&nbsp;to form one of the most popular duos in country music with hits such as “Louisiana Woman, Mississippi Man” and “After the Fire is Gone,” which earned them a Grammy Award. Their duets, and her single records, were always mainstream country and not crossover or pop-tinged.

The Academy of Country Music chose her as the artist of the decade for the 1970s, and she was elected to the Country Music Hall of Fame in 1988.

In “Fist City,” Lynn threatens a hair-pulling fistfight if another woman won’t stay away from her man: “I’m here to tell you, gal, to lay off of my man/If you don’t want to go to Fist City.” That strong-willed but traditional country woman reappears in other Lynn songs. In “The Pill,” a song about sex and birth control, Lynn writes about how she’s sick of being trapped at home to take care of babies: “The feelin’ good comes easy now/Since I’ve got the pill,” she sang.

Driver hospitalized after SUV rear-ends Amish buggy

SEWARD COUNTY, NE. —Law enforcement authorities are investigating two suspects on drug charges after a traffic stop.&nbsp;

At approximately 11:30 a.m. Oct. 1, a trooper observed a Mercedes GLA250 drive on the shoulder of Interstate 80 just east of Goehner, according to a media release. The trooper became suspicious of criminal activity.

A search of the vehicle revealed 17 pounds of suspected cocaine and dozens of unknown pills. The substances were located in a hidden compartment in the vehicle's rear.

The driver, Jennilee Velez, 20, and passenger, Mia Williams, 20, both of Chicago, were arrested for possession of controlled substances and possession with intent to deliver. Both are being held in Seward County Jail.

Troopers catch 2 women transporting 17 pounds of cocaine

It’s a constant
 news headline, the joke of every meme, and the word we curse under our 
breath every time we have to put the fancy bacon back on the shelf and 
grab the generic&nbsp;turkey&nbsp;bacon instead. Whether we want to admit 
it or not, inflation is here, and it’s sticking around, folks. But 
first, what even is it?

All you need to remember here is the basic
 law of supply and demand. Oversupply means prices go down. And 
undersupply means prices go up, aka inflation. But what I want to remind
 you is that even if&nbsp;you can’t control how much inflation rises 
from month to month, there’s still plenty of ways you can beat inflation
 without resorting to turkey bacon.

Now,
 the first thing to do is make sure the most important things in your 
budget are covered. No, I’m not talking about your Amazon Prime 
membership. I’m talking about what I call your Four Walls: food, 
utilities, shelter and transportation. So, here’s my plan for how to 
beat inflation and keep your Four Walls strong!

1. Shop at the cheapest grocery stores.&nbsp;If
 you really want to cut back on your bill, rethink where you shop. In 
the U.S., some of the&nbsp;cheapest grocery stores&nbsp;are&nbsp;Aldi, WinCo Foods, 
Food 4 Less, Costco,&nbsp;Walmart&nbsp;and Trader Joe’s.

2. Cut out the wants, and only buy the items you need.&nbsp;You need breakfast, lunch and dinner—you don’t&nbsp;need&nbsp;that
 fresh watermelon that costs $7 because someone else cut it for you. If 
your grocery bill is out of hand, take a serious look at your needs 
versus your nice-to-haves.

4. Use cash-back apps and coupons.&nbsp;Use&nbsp;cash-back
 reward apps,&nbsp;like Ibotta or Fetch Rewards, to help you save. While 
rebates don’t give you a discount up front, the cash-back savings will 
add up. And don’t knock the power of the O.G.&nbsp;paper or digital 
coupon&nbsp;either. But remember, never spend just to save. Don’t buy name 
brand just because you get cash back. Do the math and buy the most 
affordable option that gets the job done.

1. Don’t run appliances unless they’re full.&nbsp;Your
 husband spilled coffee all over his pants—again. But instead of washing
 those soiled khakis alone, wait until you can run a full load. And when
 it comes to the dishwasher, the same thing applies (but to be clear, 
don’t put pants in there).

2. Program your thermostat.&nbsp;You can save as much as 10% a year if you drop your thermostat down 7–10 degrees for eight hours a day.<a href="https://www.nrel.gov/docs/fy18osti/70073.pdf" target="_blank">1</a>&nbsp;So turn down the thermostat before you head out the door.

3. Use less.&nbsp;This
 is a no-brainer, right? One of the best things you can do to save on 
utilities is to simply use less. Even the little things like turning off
 the lights can do a lot to keep you from using more.

1. Be a smart renter.&nbsp;Getting
 a roommate (even if they’re quirky) can cut your rent in half—or more. 
And if you know you want to stay in the place you’re in right now, see 
if your landlord will drop your monthly rent if you sign a 16-month or 
18-month lease.

2. Make sure your house payment isn’t more than 25% of your monthly take-home pay.&nbsp;You don’t want to be house poor at any time, and&nbsp;definitely&nbsp;not
 with inflation on the loose. Making sure your house payment isn’t 
eating up too much of your income will help you have enough breathing 
room in your budget to live.

3. If you’re buying a house, save 20% for a down payment to avoid PMI.&nbsp;The
 more money you have for a&nbsp;down payment, the better—because it’ll lead 
to a smaller mortgage. Plus, saving 20% will save you from having to pay
 private mortgage insurance (PMI), which will lower your monthly 
mortgage payment!

1. Use apps to track the cheapest gas prices.&nbsp;You
 don’t have to waste gas driving around town looking for a good deal. 
Just use an app like GasBuddy or Waze to find the cheapest gas prices in
 your area.

2. Shop around for auto insurance rates.&nbsp;It’s 
always worth seeing if you can score a&nbsp;cheaper auto insurance rate. If 
you can lower your yearly premium by $375, that would free up more than 
$30 in your budget each month!

3. Carpool.&nbsp;Hear me out. I 
know you like to fly solo, but carpooling to the office, to school or to
 the kids’ soccer game is a great way to&nbsp;build some human 
connection&nbsp;while saving money too.

Now, that’s a lot. But don’t 
let it all overwhelm you—you’ve got this! Prices going up just means you
 have to rework your budget.&nbsp;So, keep an eye on things, track what you 
spend, and make tweaks as you need to. Then tell those rising prices to 
kick rocks and pound sand—because you’ve got a plan to fight inflation.

beat inflation and keep your Four Walls strong!<h2>How to save on&nbsp;food</h2>1. Shop at the cheapest grocery stores.&nbsp;If
 you really want to cut back on your bill, rethink where you shop. In 
the U.S., some of the&nbsp;cheapest grocery stores&nbsp;are&nbsp;Aldi, WinCo Foods, 
Food 4 Less, Costco,&nbsp;Walmart&nbsp;and Trader Joe’s.2. Cut out the wants, and only buy the items you need.&nbsp;You need breakfast, lunch and dinner—you don’t&nbsp;need&nbsp;that
 fresh watermelon that costs $7 because someone else cut it for you. If 
your grocery bill is out of hand, take a serious look at your needs 
versus your nice-to-haves.4. Use cash-back apps and coupons.&nbsp;Use&nbsp;cash-back
 reward apps,&nbsp;like Ibotta or Fetch Rewards, to help you save. While 
rebates don’t give you a discount up front, the cash-back savings will 
add up. And don’t knock the power of the O.G.&nbsp;paper or digital 
coupon&nbsp;either. But remember, never spend just to save. Don’t buy name 
brand just because you get cash back. Do the math and buy the most

 the lights can do a lot to keep you from using more.<h2>How to save on housing</h2>1. Be a smart renter.&nbsp;Getting
 a roommate (even if they’re quirky) can cut your rent in half—or more. 
And if you know you want to stay in the place you’re in right now, see 
if your landlord will drop your monthly rent if you sign a 16-month or 
18-month lease.2. Make sure your house payment isn’t more than 25% of your monthly take-home pay.&nbsp;You don’t want to be house poor at any time, and&nbsp;definitely&nbsp;not
 with inflation on the loose. Making sure your house payment isn’t 
eating up too much of your income will help you have enough breathing 
room in your budget to live.3. If you’re buying a house, save 20% for a down payment to avoid PMI.&nbsp;The
 more money you have for a&nbsp;down payment, the better—because it’ll lead 
to a smaller mortgage. Plus, saving 20% will save you from having to pay
 private mortgage insurance (PMI), which will lower your monthly 
mortgage payment!<h2>How to save on gas prices</h2>1. Use apps to track the cheapest gas prices.&nbsp;You
 don’t have to waste gas driving around town looking for a good deal. 
Just use an app like GasBuddy or Waze to find the cheapest gas prices in
 your area.2. Shop around for auto insurance rates.&nbsp;It’s 
always worth seeing if you can score a&nbsp;cheaper auto insurance rate. If 
you can lower your yearly premium by $375, that would free up more than 
$30 in your budget each month!3. Carpool.&nbsp;Hear me out. I 
know you like to fly solo, but carpooling to the office, to school or to
 the kids’ soccer game is a great way to&nbsp;build some human

KAMEL: How to fight inflation through year’s end

SEDGWICK COUNTY —A Kansas man accused in a violent knife attack made his first court appearance in the case Monday.

Julian Gonzalez, 38, Newton, was charged with attempted murder in the 1st&nbsp;degree, aggravated battery, two counts of aggravated endangering a child, and criminal possession of a weapon by a convicted felon, according to the Sedgwick County District Attorney's office.

Just after 6 p.m. Sept. 28, police were dispatched to a vehicle accident with a disturbance at Murdock and West Street in Wichita, according to Officer Chad Ditch.&nbsp;

At the scene, officers locate several citizens providing first aid to the victim. Two citizens played a vital role by putting themselves in harm’s way to subdue the suspect which allowed other witnesses to render aid.

One witness utilized her vehicle by driving it toward the suspect identified as 38-year-old Julian Gonzalez resulting in the suspect disengaging. Another witness who was carrying a concealed firearm held the Gonzalez at gunpoint until officers arrived on the scene.

Investigators learned Gonzalez intentionally used his white 2010 Hyundai Elantra to strike a gray 2018 Chevrolet Cruz, driven by the victim. The Chevy Cruz also had a 28-yearold woman, a 4-year-old girl and a 5-year-old boy in the car.

Gonzalez then exited his vehicle and began breaking the Chevy windows out with nun-chucks. The adult victims were getting the juvenile victims out of the vehicle when Gonzalez began stabbing the 30-year-old man in the lower body, according to Ditch.

A few citizens gave commands at gunpoint to Gonzalez to stop and other citizens provided first aid to the victim until officers arrived. The adult female victim received minor lacerations from exiting the vehicle. All victims and the suspect were transported to an area hospital for treatment.

Attorneys in the case are scheduled to discuss it October 17 .&nbsp; Gonzalez remains in the Sedgwick County Jail on a $250,000 bond.&nbsp;

Kansas man charged with attempted murder for violent attack

SEOUL, South Korea (AP) — North Korea on Tuesday conducted its longest-ever weapons test, a nuclear-capable ballistic missile that flew over Japan and could reach the U.S. Pacific territory of Guam and beyond, forcing the Japanese government to issue evacuation alerts and halt trains.

The South Korean and U.S. militaries responded by launching fighter jets which fired weapons at a target off South Korea's west coast in a show of strength against North Korea.

The North Korean missile launch was its most provocative weapons demonstration this year, as it pushes to develop a fully fledged nuclear arsenal capable of threatening the U.S. mainland and its allies with the goal of wresting concessions from those countries, some experts say.

North Korea has test-fired about 40 missiles over about 20 different launch events this year as its leader, Kim Jong Un, refuses to return to nuclear diplomacy with the United States.

The United States strongly condemned North Korea’s “dangerous and reckless decision” to launch what it described as a “long-range ballistic missile” over Japan.

“The United States will continue its efforts to limit (North Korea’s) ability to advance its prohibited ballistic missile and weapons of mass destruction programs, including with allies and U.N. partners,” National Security Council spokesperson Adrienne Watson said in a statement.

South Korea and Japan earlier said the missile had an intermediate or longer range. If the launch involved a long-range missile, it could be a test of a weapon capable of targeting the U.S. homeland, some experts say.

The launch is the fifth round of weapons tests by North Korea in the past 10 days. The testing spree is an apparent response to two sets of military drills -- one between Washington and Seoul and the other involving Washington, Seoul and Tokyo -- off the Korean Peninsula’s east coast last week.

North Korea regards such drills involving the United States as an invasion rehearsal. It was expected to react strongly this time because both exercises involved a U.S. aircraft carrier, which North Korea views as more provocative.

Japanese authorities alerted residents in its northeastern regions to evacuate to shelters, in the first “J-alert” since 2017 when North Korea fired an intermediate-range Hwasong-12 missile twice over Japan in a span of weeks during a previous run of weapons tests.

Trains were suspended in the Hokkaido and Aomori regions until the government issued a notice that the North Korean missile appeared to have landed in the Pacific. In Sapporo city, the prefectural capital of Japan’s northernmost main island of Hokkaido, subways were also temporarily halted, with stations packed with morning commuters.

Japanese Prime Minister Fumio Kishida told reporters the launch “is a reckless act and I strongly condemn it.”

South Korean President Yoon Suk Yeol said North Korea’s “reckless nuclear provocations” would meet a stern response from the South and the broader international community. His military separately warned that North Korea’s repeated missile launches would deepen its international isolation and prompt Seoul and Washington to bolster their deterrence capacities.

Later Tuesday, four U.S. F-16 fighter jets and four South Korean F-15s conducted a joint strike drill in which one of the South Korean planes fired two precision-guided Joint Direct Attack Munition bombs into an island target. The exercise was aimed at demonstrating the allies’ ability to accurately strike North Korean targets with “overwhelming force,” the South Korean Joint Chiefs of Staff said.
