WASHINGTON (AP) — Democratic senators urged the Education Department on Wednesday to strengthen regulations against quietly&nbsp;<a href="https://apnews.com/article/school-suspension-special-education-adhd-3cda5e7b0e3080b0416bf879e190e849">excluding kids from class because of behaviors related to a disability</a>&nbsp;— a practice known as informal removal.

Since the pandemic began, parents of kids with disabilities say the practice is on the rise, denying their kids the legal right to an education. Disability rights advocates and legal experts say the removals likely circumvent protections for these children, who are not supposed to be disciplined because of their disability.

In a report Tuesday, The Associated Press and The Hechinger Report documented the impact of these informal removals on children and families. In&nbsp;<a href="https://apnews.com/article/school-suspension-special-education-adhd-3cda5e7b0e3080b0416bf879e190e849">interviews with 20 families in 10 states</a>, parents said they were called repeatedly, sometimes less than an hour into the school day, to pick up their children. Some said they left work so frequently they lost their jobs.

The Education Department in May said it intended to strengthen protections for students with disabilities. It's considering regulatory amendments to Section 504 of the Rehabilitation Act of 1973, which protects people from being discriminated against based on their disability.

The department also issued guidance to schools in July advising against discriminatory practices in discipline for students with disabilities. That guidance defined informal removals as an action taken by school staff in response to a child’s behavior that removes the child for part or all of the school day, or even indefinitely.

In a letter to the Education Department, U.S. Sens. Dick Durbin and Tammy Duckworth, both from Illinois, urged that practice be formally defined in regulation and included as a form of prohibited, discriminatory action.

“Informal removals not only restrict children’s personal growth and decrease their likelihood of graduating, but they also are discriminatory,” the letter said. “Federal and state laws and regulations, including Section 504, were intended to eliminate the segregation of students with disabilities.”

Students are protected by federal law from being repeatedly taken out of the classroom for disability-related behaviors. After 10 suspensions, families of disabled children are entitled to a review of whether the behaviors are a result of the child's disability. If so, schools are supposed to make adjustments, such as providing additional accommodations or considering a change in placement.

But when the removals are not recorded, those protections are not always triggered, and families may not know they have recourse. The department's July guidance made clear students who are informally removed have the same rights as those who are officially suspended, including to the review process.

The senators noted formal removals, such as documented suspensions and expulsions, lead to a loss of 11 million instructional hours per year. Many schools have promised to cut down on suspensions, since kids can’t learn as well when they aren’t in class.

But because informal removals are not recorded, the full scope of their impact on children remains unclear.

“In some cases, informal removals may result in students with disabilities missing months and even years of classroom instruction,” the senators wrote. “Missing school also deprives children of other important services, such as access to free lunch, referrals to outside services, medical care, evaluation services, access to a library and playground, extracurricular activities, and a sense of community and belonging.”

Senators call for stronger rules on off-the-books school suspension

SHAWNEE COUNTY—Law enforcement authorities are investigating two suspects on multiple charges&nbsp;

Just before 3a.m. Oct. 4, police served a narcotics search warrant on a vehicle during a traffic stop in the 700 Block SW Fairlawn in Topeka, according to Police Captain Jerry Monasmith.&nbsp;&nbsp;

Officers located methamphetamine, drug paraphernalia, marijuana, forgery documents and a firearm.

As a result 40-year-old Corey Scales and 35-year-old Candace Scales both of Topeka were transported to the Shawnee County Department of Corrections.

Corey Scales was booked on requested charges of Possession of methamphetamine with the intent of distribution, Criminal possession of a weapon by a felon,&nbsp;Aggravated endangering a child; Reckless Situation and Possession of marijuana.

Candace Scales is being held on Possession of methamphetamine with the intent of distribution, Criminal possession of a weapon by a felon, Aggravated endangering a child; Reckless Situation, Possession of drug paraphernalia with intent of distribution and Forgery.

(AP) — Kansas' Democratic governor is trying to reassert control over the education debate in a tough reelection race, bidding to regain her preferred focus on public school spending hikes during her term after Republican attacks over transgender athletes and what's taught in the classrooms,

Gov. Laura Kelly sought Wednesday to portray Republican challenger Derek Schmidt, the state's three-term attorney general, as a threat to adequate funding for public schools in their second and final debate. Kelly has branded herself as “the education governor” over her support for greater education spending.

But Schmidt has emphasized what he calls parents' rights, or making it easier for parents to challenge classroom materials and seek to remove books they find objectionable from libraries, a key issue. Schmidt's approach recalls a strategy that helped Republican Glenn Youngkin win over suburban parents and&nbsp;<a href="https://apnews.com/article/joe-biden-education-parental-rights-school-curricula-604edece27a483155c409187f258a058">triumph in the 2021 governor's race</a>&nbsp;in normally blue Virginia. He's also pounding on the incumbent, saying Kelly allowed students to be “locked out of schools” for months during the coronavirus pandemic.

Kelly, a target for the national GOP, takes credit for Kansas increasing its spending on K-12 schools&nbsp;<a href="https://apnews.com/article/16d63062f0a645f6a9231e22b623e9fb">enough to satisfy multiple state Supreme Court rulings</a>&nbsp;in a lawsuit filed against the state in 2010. Schmidt has said that as governor he would ensure the state keeps spending enough money, but as attorney general, he defended past Republican school funding laws that the court declared insufficient under the Kansas Constitution.

“You know, I have a hard time being lectured by you on public schools,” Kelly told Schmidt during their debate in the Kansas City suburbs, sponsored by the local association for attorneys.

Kelly has tried to tie Schmidt to former GOP Gov. Sam Brownback, who launched a&nbsp;<a href="https://apnews.com/article/f5741d8d0d8c40979857c9d2d6afae9f">nationally notorious experiment</a>&nbsp;in cutting state income taxes in 2012-13 that was followed by large, persistent budget deficits. Most of the experiment was repealed in 2017, and the state's finances have improved dramatically since.

Schmidt mocked Kelly's attempt to portray him as a clone of Brownback, saying, “The governor has an unhealthy obsession with her predecessor.”

In a wide-ranging debate, Schmidt also softened his previous opposition to legalizing marijuana for medical purposes, saying broad public support for it would lead him to back a narrow legalization law. Kelly supports medical marijuana.

Schmidt, who supported a proposed anti-abortion amendment to the Kansas Constitution that voters decisively rejected in August, challenged Kelly to name a restriction she would support. She didn't, saying only, “Women should have bodily autonomy equal with men.”

But education and school funding are potent issues, especially in vote-rich Kansas City suburbs that have used strong public schools to fuel economic and population growth.

The Republican Governors Association has tried to undercut Kelly's appeal to the middle with TV ads attacking her for vetoing two proposals&nbsp;<a href="https://apnews.com/article/2022-midterm-elections-education-legislature-gay-rights-kansas-e32307ef93c0c64056e34f2d8a51efe2">to ban transgender athletes</a>&nbsp;from girls' and women's school and college sports teams. Kelly later broadcast an ad in which she said she doesn't support men playing girls' sorts, leading Republicans to charge that she was lying about her record. She repeated that statement Wednesday, saying sports bodies can handle such cases.

Schmidt also criticized Kelly's for&nbsp;<a href="https://apnews.com/article/8e5672095558ab92d7505f2a06f9a9b9">closing school buildings</a>&nbsp;for the last two months of the 2019-20 school year to check the spread of COVID-19. He also attacked her veto of&nbsp;<a href="https://apnews.com/article/topeka-kansas-legislature-libraries-9ffb07cf3b25faf848dda6d78bff8856">a proposed “parents' bill of rights”</a>&nbsp;that would have made it easier for parents to challenge classroom materials and seek to remove books they find objectionable from libraries, such as LGBTQ-themed novels.

Schmidt has promised to sign such a measure and restrictions on transgender athletes within 100 days of taking office. “We can have a state that strongly supports public education — and puts parents and students first,” Schmidt said in his closing remarks.

Teachers, education groups and Democrats argue that parents already can object to classroom materials and library books. And Kelly allies had a news conference last week in Topeka to shift the conversation by questioning Schmidt's record on school funding.

When Brownback was governor, the state's basic aid per student to local schools remained almost flat for five years, starting in 2012-13, even as its total spending rose modestly to cover other expenses, including teacher pensions. Under Kelly, spending has grown almost twice as fast as under her Republican predecessors.

Increases in spending before Kelly took office in January 2019 were forced by Kansas Supreme Court rulings — as the court repeatedly rejected arguments from Schmidt's office that lawmakers were doing enough to meet their duty under the state constitution to finance a suitable education for every child.

“Everybody remembers what the state looked like four years ago," Kelly said.

Kansas governor seeks to regain control of education debate

FORD COUNTY — Law enforcement authorities are asking for help to find a suspect in connection with alleged rape and aggravated burglary, according to a release from the Ford County Sheriff.

Julio Roberto Castro-Cuin, 29, is described as 5-foot-4 inches tall with&nbsp; black hair and brown eyes and weighs 145 pounds.&nbsp;

Castro-Cuin has also used aliases of Julio Castro, connected with a different date of birth, and Luis Carlos Miramontes.

The Ford County Sheriff's Office asks that is you have any information about this suspect contact the Lead Investigator Gary Salmans at 620-227-4501 or your local law enforcement agency. Sheriff asks for help to locate SW Kansas rape, burglary suspect

SHAWNEE COUNTY—A suspect identified in the fatal shooting at a Kansas home who was later wounded in Thursday's officer-involved shooting is out of the hospital., according to Police Captain Jerry Monasmith.

&nbsp;Eric Perkins, 33, of Excelsior Springs, Missouri is now being held in the Shawnee County Department of Corrections on requested charges of Murder in the 1st Degree; Intentional and premeditated, Murder in the 1st Degree; Intentional and premeditated - Attempted, Aggravated kidnapping, Aggravated robbery,&nbsp;&nbsp;Aggravated burglary, Aggravated assault, Aggravated endangering a child, Criminal discharge of a firearm, Criminal damage to property, Criminal possession of a firearm.

Just after 9:30 a.m. Thursday, police were dispatched to the 3500 Block of SW Kerry Avenue in reference to a shooting. One victim later identified as Gregory Dean Butts was suffering from a gunshot wound and pronounced deceased at the scene.&nbsp; EMS transported another victim to a local&nbsp; hospital with life threatening injures.&nbsp;

Topeka Police investigators quickly identified and worked to locate&nbsp; Perkins.&nbsp;

A Topeka officer observed the suspect vehicle near Topeka’s Hi-Crest Neighborhood. The suspect initiated the pursuit, which ended in downtown Topeka near SW 6th Avenue and South Kansas Avenue.

Multiple agencies responded to the scene, including Shawnee Co. Sheriff's Deputies. The suspect shot several times at law enforcement officers on scene.

Multiple law enforcement officers returned fire. At least one officer was struck by the suspect’s gunfire during this incident. The officer was treated at a local hospital and released, according to the KBI. Perkins has previous convictions for second degree assault and drug possession, according to the Missouri Dept. of Corrections.

One victim later identified as Mr. Butts was suffering from a gunshot wound and pronounced deceased at the scene.&nbsp; EMS transported another victim to a local&nbsp; hospital with life threatening injures.&nbsp;

Topeka Police investigators quickly identified and worked to locate the suspect later identified as Eric D. Perkins, 33, of Excelsior Springs, Missouri. The relationship between the Perkins and the homicide victim was domestic in nature, according to Munoz.

Multiple agencies responded to the scene, including Shawnee Co. Sheriff's Deputies. The suspect shot several times at law enforcement officers on scene. Multiple law enforcement officers returned fire. At least one officer was struck by the suspect’s gunfire during this incident. The officer was treated at a local hospital and released, according to the KBI. KANSAS CITY —A Kansas City man has been charged in connection with the fatal stabbing Saturday evening in the Northeast area of Kansas City, according to Jackson County Prosecutor Jean Peters Baker.

David F. Cornell, 61, faces Murder 2nd Degree and Armed Criminal Action charges.

According to court records, Kansas City police officers responding October 1, to the 500 block of Gladstone Blvd. and found the victim, James Fisher, fatally injured in front of a residence. 

He had been stabbed once in the neck. A witness told police that the Fisher and Cornell had been in a dispute. They appeared to exchange punches. Then the witness saw blood coming from Fisher and a blade in Cornell's hand.

Cornell hit the Fisher with the knife during their altercation. He told police he hid the knife after stabbing the Fisher. After obtaining a search warrant, police found a knife in Cornell's apartment. Prosecutors requested a $250,000 cash bond.

Police found murder weapon hidden in KC man's apartment

Two individuals were 
arrested Tuesday night on several allegations following a police chase on Ohio 
Street and Stimmel Road. According to the Salina Police Department, at 
approximately 10:20 p.m., a blue Chevrolet Avalanche left the Flying J 
Truck stop heading south on Ohio Street The vehicle turned onto Stimmel Road after failing to use their traffic 
signal, the department said.

"An officer conducted a traffic stop. A vehicle pursuit ensued,"
 said Salina Police Captain Paul Forrester. "The Avalanche then entered a bean field and drove southwest through the field for approximately a half mile."

The
 Avalanche was heading west on Stimmel Road until it crashed into a 
mailbox located at 405 E Stimmel. The vehicle continued until it was 
disabled after hitting a tree located at 315 E. Stimmel. 

Officers approached the vehicle and discovered that it was 
unoccupied. A witness who lived in the 300 block of Stimmel Road stated 
that there were two individuals in her basement she did not know. Four officers proceeded to enter the 
basement and located Dustin Reavis, 41, and Claire Base, 24, both of 
Salina.

Prior to his arrest, Reavis had two warrants — one felony, one misdemeanor — for probation violations through Saline 
County District Court. Base also had two warrants for her arrest, both 
for probation violations through Salina Municipal Court.

Suspects arrested in Kan. woman's home after police chase

SHAWNEE COUNTY—Law enforcement authorities are investigating a suspect on multiple charges after a standoff at a Kansas home.

Just before 6p.m. Tuesday, police were&nbsp;dispatched to a Domestic Disturbance at a home in the 600 block of NW Grant Street, according to&nbsp;SGT Shawn Doiron. Upon arrival, officers learned a woman was being held in the residence against her will by a man who was armed with knife.

First responding officers were able to free the woman and determined the man identified as 35-year-old Dustin Franklin also had felony warrants for his arrest out of Shawnee County.

Franklin had barricaded himself inside of the residence. The Topeka Police Response Team and Crisis Negotiators responded to the scene. After several hours of negotiation, approximately 10:50 p.m., the Response Team made entry into the residence and took him into custody without incident.

The suspect, Dustin Franklin a 35 year old black male, was transported to the Shawnee County Department of Corrections and is being held on requested charges of aggravated domestic battery, Domestic battery; Knowing or reckless bodily harm to family/person in dating relationship criminal restraint and interference with law enforcement, according to online jail records.

Police free woman, arrest Kansas man after 5-hour standoff

TOPEKA, Kansas — A grant to fund school safety projects only has enough cash to fulfill half the requests it receives annually.

The
 Safe and Secure Schools Grant has $4 million of state funding with an 
additional $1 million coming from the federal government. It pays for 
things like beefing up entryways, security cameras, communication 
systems and other ways to fortify schools against attacks and natural 
disasters.

Lawmakers were updated on the fund and the number of requests at a committee meeting on Tuesday.

Derek
 Schmidt, the Republican nominee governor, says he’ll put more tax 
dollars into the program. He’s attacked incumbent Democrat Laura Kelly 
for not spending more. Kelly’s campaign boasts about working with the 
Legislature to pay for the existing program.

Expanding the grant 
could open the door to more police in schools, another point Schmidt 
pushes. He wants every school interested in a police officer to get one.

Schmidt
 has praised a school resource officer at Olathe East High School who 
was injured when a student brought a gun to school earlier this year.

“The
 officer was shot, but not a single life was lost,” a news release from 
his campaign said. “Instead of standing up for school resource officers,
 Kelly has empowered her hand-picked commission on race equity to push 
for ‘alternatives’ to school resource officers.”

A 2021 report from Kelly’s commission on racial equity and justice wants to retool the role of SROs.

That
 report doesn’t call for an outright ban but wants schools to explore 
alternatives. If they have police, they should also have counselors or 
social workers, the 2020 version of the report said.

It called for
 districts to be more aware of racial disparities in policing and 
recommended training in “restorative justice, anti-racism, implicit bias
 training, and school-based strategies to support social and emotional 
health and de-escalation.”

“If SROs are utilized in a school or 
school district, their role should be mentorship of students and 
enforcement of laws,” the report said. “SROs should not enforce rules or
 be used to discipline students.”

The two candidates agree on one 
thing — that expanding mental health resources would keep students safe.
 Both candidates mentioned the <a href="https://www.ksde.org/Agency/Fiscal-and-Administrative-Services/School-Finance/Mental-Health-Intervention-Team-Program#:~:text=The%20MHIT%20program%20helps%20eliminate,health%20centers%20(CMHC)%20services." target="_blank">Mental Health Intervention Team program</a> that started in 2018 and lets school districts work alongside community mental health centers.

Madison
 Andrus, a spokesperson for Kelly’s campaign, said the governor added 
$33 million in funding to the program which helped participation grow 
from nine schools to 67.

“Gov. Kelly knows that the best thing we 
can do for school safety is to continue to fully fund schools and invest
 in student mental health,” Andrus said. “Fully funding schools allows 
districts the flexibility to invest in critical safety services like 
SROs, security upgrades, and counselors.”

CJ Grover, spokesperson for the Schmidt campaign, said the governor has not done enough.

In 2022, a <a href="https://results.kctcdata.org/Manage/ViewQuestion?code=30120&amp;building=0&amp;questionId=Sui15_143&amp;grade=0&amp;riskProtective=0&amp;yearStart=2013&amp;yearEnd=2022&amp;responseID=101003&amp;surveyType=KCTC&amp;selectedSurvey=CTY&amp;selectedCounty=30120-0&amp;selectedCategory=17&amp;colorScheme=Default&amp;reportId=&amp;reportItemId=" target="_blank">Kansas Communities That Care survey</a>
 found that 32% of Kansas teens have seriously considered suicide. 
Grover said every school should have access to the Mental Health 
Intervention Team.

Independent candidate for governor Dennis Pyle 
also has some, albeit few, proposals for school safety, like creating a 
committee to look into school safety issues if he was elected.

Schmidt's
 public safety platform also includes teaching students how to file 
suspicious activity reports, using federal COVID funding for school 
safety needs and passing legislation that toughens penalties for felons 
who use a weapon while committing another crime.

Kelly’s other 
public safety proposals revolve around gun laws. She wants background 
checks on all gun sales, limited access to assault weapons “designed for
 war” and to ban bump stocks that allow rifles to fire nearly like 
automatic weapons.

Kelly, Schmidt mostly disagree on how to make Kan. schools safer

SHAWNEE COUNTY —Law enforcement authorities are investigating a fatal pedestrian accident

Just after 8:30a.m. Wednesday police&nbsp;responded to a report of a car vs. pedestrian injury accident in the southbound lanes of the 3700 block of SW Topeka Boulevard, according to Sgt. Justin Joyce.

 Upon arrival, officers located one adult woman in the roadway suffering from life-threatening injuries. An ambulance transported her to a local hospital where she was later pronounced deceased.

The driver of the vehicle that struck the pedestrian was on scene and uninjured. The Topeka Police Department Accident Reconstruction Team was on scene investigating.&nbsp; Police have not released the name of the pedestrian.

The roadway reopened to traffic late Wednesday afternoon.

Police: Pedestrian dies from injuries after struck by vehicle

FRANKFURT, Germany (AP) — The OPEC+ alliance of oil-exporting countries decided Wednesday to sharply cut production to support sagging oil prices, a move that could deal the struggling global economy another blow and raise politically sensitive pump prices for U.S. drivers just ahead of key national elections.

Energy ministers meeting at the Vienna headquarters of the OPEC oil cartel cut production by a larger-than-expected 2 million barrels per day starting in November after gathering for their first face-to-face meeting since the start of the COVID-19 pandemic.

The group said the decision was based on the “uncertainty that surrounds the global economic and oil market outlooks.” Saudi Energy Minister Abdulaziz bin Salman stressed the cartel’s stated role as a guardian of stable energy markets.

“We are here to stay as a moderating force, to bring about stability,” he told reporters.

Besides a token trim last month, the major cut in the amount of crude that OPEC+ ships to the world is an abrupt turnaround from months of restoring deep cuts made in 2020 during the depths of the pandemic. As demand rebounded, global energy prices have swung wildly since Russia invaded Ukraine, fueling inflation that is squeezing economies around the world.

The OPEC+ decision could help alliance member Russia weather a looming European ban on oil imports. But the impact of the production cut on oil prices — and thus the price of gasoline made from crude — will have some limitations because OPEC+ members already can't meet their quotas.

The decision comes as oil trades well below its summer peaks because of fears that major global economies such as the U.S. or Europe will sink into recession due to high inflation, rising interest rates meant to curb rising consumer prices, and uncertainty over Russia’s war in Ukraine.

“We are going through a period of diverse uncertainties, which could come our way, it’s a brewing cloud,” bin Salman said, adding that OPEC+ sought to remain “ahead of the curve.”

The fall in oil prices has been a boon to U.S. drivers, who saw lower gasoline prices at the pump before costs recently started ticking up, and for U.S. President Joe Biden as his Democratic Party gears up for congressional elections next month.

White House press secretary Karine Jean-Pierre told reporters Tuesday that the U.S. would not extend releases from its strategic reserve to increase global supplies.

Biden has tried to receive credit for gasoline prices falling from their average June peak of $5.02 — with administration officials highlighting a late March announcement that a million barrels a day would be released from the strategic reserve for six months. High inflation is a fundamental drag on Biden’s approval and has dampened Democrats’ chances in the midterm elections.

Oil supply could face further cutbacks in coming months when a European ban on most Russian imports takes effect in December. A separate move by the U.S. and other members of the Group of Seven wealthy democracies to impose a price cap on Russian oil could reduce supply if Russia retaliates by refusing to ship to countries and companies that observe the cap.

The EU agreed Wednesday on new sanctions that are expected to include a price cap on Russian oil.

Russia “will need to find new buyers for its oil when the EU embargo comes into force in early December and will presumably have to make further price concessions to do so,” analysts at Commerzbank said. “Higher prices beforehand — boosted by production cuts elsewhere — would therefore doubtless be very welcome.”

Dwindling prospects for a diplomatic deal to limit Iran’s nuclear program also have lowered prospects for a return of as much as 1.5 million barrels a day in Iranian oil to the market if sanctions are removed.

Oil prices surged this summer as markets worried about the loss of Russian supplies from sanctions over the war in Ukraine, but they slipped as fears about recessions in major economies and China’s COVID-19 restrictions weighed on demand for crude.

International benchmark Brent has sagged as low as $84 in recent days after spending most of the summer months over $100 per barrel. U.S. crude rose to $87.64, and international benchmark Brent went up to $93.21 after the decision.

At its last meeting in September, OPEC+ reduced the amount of oil it produces by 100,000 barrels a day in October. That token cut didn’t do much to boost lower oil prices, but it put markets on notice that the group was willing to act if prices kept falling.

FRANKFURT, Germany (AP) — The OPEC+ alliance of oil-exporting countries decided Wednesday to sharply cut production to support sagging oil prices, a move that could deal the struggling global economy another blow and raise politically sensitive pump prices for U.S. drivers just ahead of key national elections.Energy ministers meeting at the Vienna headquarters of the OPEC oil cartel cut production by a larger-than-expected 2 million barrels per day starting in November after gathering for their first face-to-face meeting since the start of the COVID-19 pandemic.The group said the decision was based on the “uncertainty that surrounds the global economic and oil market outlooks.” Saudi Energy Minister Abdulaziz bin Salman stressed the cartel’s stated role as a guardian of stable energy markets.“We are here to stay as a moderating force, to bring about stability,” he told reporters.Besides a token trim last month, the major cut in the amount of crude that OPEC+ ships to the world is an abrupt turnaround from months of restoring deep cuts made in 2020 during the depths of the pandemic. As demand rebounded, global energy prices have swung wildly since Russia invaded Ukraine, fueling inflation that is squeezing economies around the world.The OPEC+ decision could help alliance member Russia weather a looming European ban on oil imports. But the impact of the production cut on oil prices — and thus the price of gasoline made from crude — will have some limitations because OPEC+ members already can't meet their quotas.The decision comes as oil trades well below its summer peaks because of fears that major global economies such as the U.S. or Europe will sink into recession due to high inflation, rising interest rates meant to curb rising consumer prices, and uncertainty over Russia’s war in Ukraine.“We are going through a period of diverse uncertainties, which could come our way, it’s a brewing cloud,” bin Salman said, adding that OPEC+ sought to remain “ahead of the curve.”The fall in oil prices has been a boon to U.S. drivers, who saw lower gasoline prices at the pump before costs recently started ticking up, and for U.S. President Joe Biden as his Democratic Party gears up for congressional elections next month.White House press secretary Karine Jean-Pierre told reporters Tuesday that the U.S. would not extend releases from its strategic reserve to increase global supplies.Biden has tried to receive credit for gasoline prices falling from their average June peak of $5.02 — with administration officials highlighting a late March announcement that a million barrels a day would be released from the strategic reserve for six months. High inflation is a fundamental drag on Biden’s approval and has dampened Democrats’ chances in the midterm elections.Oil supply could face further cutbacks in coming months when a European ban on most Russian imports takes effect in December. A separate move by the U.S. and other members of the Group of Seven wealthy democracies to impose a price cap on Russian oil could reduce supply if Russia retaliates by refusing to ship to countries and companies that observe the cap.The EU agreed Wednesday on new sanctions that are expected to include a price cap on Russian oil.Russia “will need to find new buyers for its oil when the EU embargo comes into force in early December and will presumably have to make further price concessions to do so,” analysts at Commerzbank said. “Higher prices beforehand — boosted by production cuts elsewhere — would therefore doubtless be very welcome.”Dwindling prospects for a diplomatic deal to limit Iran’s nuclear program also have lowered prospects for a return of as much as 1.5 million barrels a day in Iranian oil to the market if sanctions are removed.Oil prices surged this summer as markets worried about the loss of Russian supplies from sanctions over the war in Ukraine, but they slipped as fears about recessions in major economies and China’s COVID-19 restrictions weighed on demand for crude.International benchmark Brent has sagged as low as $84 in recent days after spending most of the summer months over $100 per barrel. U.S. crude rose to $87.64, and international benchmark Brent went up to $93.21 after the decision.At its last meeting in September, OPEC+ reduced the amount of oil it produces by 100,000 barrels a day in October. That token cut didn’t do much to boost lower oil prices, but it put markets on notice that the group was willing to act if prices kept falling.

Kansas is providing fewer updates of its data about COVID-19 now that Gov. Laura Kelly formally declared that the state is moving toward treating COVID-19 as a disease like the flu that spreads regularly and isn't considered a pandemic.&nbsp;The health department plans to update data about cases and vaccinations each Wednesday.

The state continues to support access to free COVID-19 testing, works to ensure that vulnerable populations can get vaccinated, see that providers serve a broad population and give “comprehensive guidance” about the virus. She called the new phase “endemic normalcy.”

U.S. Senator Jerry Moran was in Salina this morning to help Kansas State University Salina Aerospace and Technology Campus announce the largest corporate gift to an academic program in K-State history.

The $10 million gift from General Atomics Aeronautical Systems will enable K-State Salina to create the General Atomics Aerospace Innovation Ramp, a first in the campus's aerospace history. 

Headquartered in San Diego, General Atomics is the world leader in unmanned aerial systems. The company invents and pioneers modern solutions in a variety of areas, including military, security, governance, and environmental operations, according to information on the company's website.

The announcement was the first of a number of announcements to occur over the next several years concerning changes to make K-State Salina one of the premier learning spaces in the country for aerospace education, according to K-State Salina Dean Alysia Starkey. 

"For the last three years, the campus has been conversing with industry partners to determine future workforce needs and working to adjust programmatic offerings for the aerospace needs of the future. The new campus master plan and planned developments will anchor the teaching and research activities of the new aerospace programs in the years to come," K-State Salina noted in a news release.

"There's always a huge challenge to attract talent into this very technically complex business," said Linden Blue, General Atomics CEO. "We're competing within the country. We're competing worldwide. So it's a great pleasure to be a part of Kansas State and what you're trying to do here for the aviation industry."

Since 2017, K-State Salina and General Atomics "have collaborated on projects focused on advancing the aerospace industry," the news release noted.

Moran said that the idea that came about several years ago had become much more significant.

"Significant for K-State Salina, significant for Kansas State, but most important to all of us, significant to this State of Kansas, and our nation," Moran said. "Kansas State University, when it is doing well, the State of Kansas does well. The good news here is today that Kansas State University, and particularly K-State Salina, is advancing a cause that will be significantly changing the nature of opportunities for people here at this institution."

The innovation ramp will encompass the southernmost portion of the K-State Salina campus and transform its footprint, revitalizing land that was home to the former Schilling Air Force Base, Starkey said. The innovation ramp will include the area west of Scanlan Avenue and north of Beechcraft Road. 

K-State Salina's campus master plan calls for this space to eventually also be home to the Kansas Advanced Simulation Center, the K-State Salina Advanced Air Mobility Center of Excellence, Aviation Maintenance Training Center, Advanced Composites Lab and a state-of-the-art engineering teaching facility and model factory, according to information from K-State Salina.

 </figure>WASHINGTON (AP) — The nation’s gross national debt has surpassed $31 trillion, according to a U.S. Treasury&nbsp;<a href="https://fsapps.fiscal.treasury.gov/dts/files/22100300.pdf" target="_blank">report</a>&nbsp;released Tuesday that logs America’s daily finances.Edging closer to the statutory ceiling of roughly $31.4 trillion — an artificial cap Congress placed on the U.S. government’s ability to borrow — the debt numbers hit an already tenuous economy facing high inflation, rising interest rates and a strong U.S. dollar.And while President Joe Biden has&nbsp;<a href="https://apnews.com/article/biden-business-national-debt-37aed6b8475ba3f404529aba17bb4e7a">touted his administration’s deficit reduction</a>&nbsp;efforts this year and recently signed the so-called Inflation Reduction Act, which attempts to tame 40-year high price increases caused by a variety of economic factors, economists say the latest debt numbers are a cause for concern.Owen Zidar, a Princeton economist, said rising interest rates will exacerbate the nation’s growing debt issues and make the debt itself more costly.
