LINCOLN — A Lincoln man was sentenced Thursday to 18 months in prison
 for making threatening posts on an Instagram page concerning Colorado 
Secretary of State Jena Griswold.

Among the posts made by 42-year-old Travis Ford were ones that said, 
“Do you feel safe? You shouldn’t.”And “Your security detail is far too 
thin and incompetent to protect you. This world is unpredictable these 
days.…anything can happen to anyone.”

Attorney General Merrick Garland, in a press release, said the sentence makes clear that “meaningful penalties” await those who illegally threaten election workers.

“The Justice Department will not hesitate to hold accountable those 
whose illegal threats of violence endanger the public servants who 
administer our elections,” Garland said.

According to federal court documents, Ford also posted similar 
threats associated with the president of the United States and another 
public figure.

The Associated Press reported that U.S. District Judge John M. Gerrard rejected pleas by Ford’s attorney for a lighter sentence.

Gerrard said there’s “nothing special” about being steadily employed,
 noting that Ford made 18 serious threats over three months. The judge 
called arguments over vaccine mandates “complete nonsense,” according to
 the AP.

The FBI Denver Field Office investigated the case, with the assistance of the FBI Omaha Field Office.

The case was part of the Justice Department’s Election Threats Task 
Force launched in June 2021. That task force was launched in the wake of
 false claims that the 2020 election was “stolen” and resulting threats 
and intimidation aimed at election workers.

KANSAS CITY—Law enforcement authorities are investigating three suspects after an incident at a rural home southeast of Kansas City.

Early Friday, members of the FBI had a lawful presence at a home in the 30,000 Block of U.S. 65 Highway in Warsaw, Missouri regarding an ongoing federal investigation, according to a statement from agency.

As agents announced their presence, law enforcement came under fire from someone inside the residence.

Law enforcement did not return fire and later took three suspects into custody without incident. The FBI reported no injuries and no additional information.

WASHINGTON (AP) — The United States will begin screening travelers coming from Uganda for Ebola as an additional precaution aimed at trying to prevent an outbreak in the African country from spreading, the Biden administration said Thursday.

With “no suspected, probable, or confirmed cases” of Ebola having been reported beyond Uganda, the risk in the U.S. is seen as low right now, said a senior administration official who was not authorized to publicly discuss the screening protocols and spoke on condition of anonymity. The official described the screening move as “as an additional precaution.”

The screenings will begin rolling out immediately, with full coverage from passengers from Uganda expected to be in place by the week’s end.

Travelers who have been in Uganda at any point during the past 21-days, which is the incubation period for the virus, will be redirected to one of five American airports for Ebola screening: JFK International Airport in&nbsp;New York, Washington-Dulles International Airport, Newark Liberty International Airport in&nbsp;New Jersey, Chicago-O’Hare International Airport and Hartsfield-Jackson Atlanta International Airport.

Those passengers will have a “temperature check, risk assessment, visual symptom check, and contact information verification” conducted by the Centers for Disease Control and Prevention. Authorities will share that Information with local health departments at the travelers' final destination. The screenings will begin rolling out immediately, with full coverage from passengers from Uganda expected to be in place by the week's end.

The administration says about 145 people per day enter the U.S. from Uganda, with most already arriving at one of the five airports, which serve as large airline hubs. Anyone scheduled to fly into a different airport will be rebooked by their airline, the administration said.

Ebola, which manifests as a viral hemorrhagic fever, is spread through contact with bodily fluids of an infected person or contaminated materials. Symptoms include fever, vomiting, diarrhea, muscle pain and at times internal and external bleeding.

US begins screening some travelers for Ebola virus

SHAWNEE COUNTY — Law enforcement authorities investigating a suspicious death in Topeka have made an arrest.

Just after 8 a.m. Sept. 30, an individual walked into the Shawnee County Law Enforcement Center and reported finding items under the Interstate 70 Bridge near the intersection of SE Quincy and SE 2nd Street, according to Lt. Manuel Munoz.

Officers responded and located the body of 63-year-old John Grubb Jr. of Topeka. He was pronounced deceased. Detectives on the scene determined this is a homicide, according to Captain Jerry Monasmith.

As a result of this investigation, police reported on Thursday the arrest of 26-year-old&nbsp; Cody M. Degand of Topeka on a requested charge of Murder in the 1st degree.&nbsp; He is being held without bond, according to online jail records.

BARTON COUNTY —The USD 431 Hoisington Board of Education heard from the mother and grandfather of a middle school student at Monday’s meeting. Molly Brewer (mother) and Wayne Stout (grandfather) reported that the student was a victim of cyber bullying on district grounds and want improved policies in place to prevent the incidents from happening again. Stout said another student took photos of his granddaughter while she was undressing in the locker room at the Hoisington Middle School. Those photos were then posted on online. "Comments of some people may view this picture as a bathing suit top, like it's no big deal," said Stout. "Well, it is a big deal to a 13-year-old who thinks she has privacy undressing in a USD 431 locker room. Little does she know that her privacy rights are being violated behind her back." According to the family, the girl that took the photos received two days of In-School Suspension (ISS), but the cyber bullying continued after it was first reported.

"The district's cell phone policy has first, second and third offense, but it's only for having a phone in a classroom," said Brewer. "There's nothing in there about what we're talking about now." A male teacher runs the P.E. class for both the boys and girls at the middle school. While there is a guideline that states cell phones should be left in a folder upon entering the locker room, there is no one in place to enforce the policy inside the girls’ locker room. "Before she goes to school, she's putting on her athletic clothes and putting her street clothes over it because she doesn't trust the locker rooms," said Stout. "She stated if she doesn't have her athletic clothes on, she goes to a bathroom stall, closes the stall door and puts on her P.E. clothes. That is a student that does not feel safe in your locker rooms." The family noted they have contacted law enforcement about the matter, referred to as a “breach of privacy,” and statements have been taken.

"Nothing is being enforced because it's still continuing," said Brewer. "When I ask my daughter to speak up, she says 'what's the point' because nothing is being enforced." The USD 431 school board appreciated the family sharing their story and mentioned the board would look at improving current policies.&nbsp; &nbsp;&nbsp;

U.S. forces successfully strike ISIS leaders in Syria

OLATHE, Kan. (AP) — A Kansas mother whose 17-month-old son died in a fire after she left him home alone was sentenced Thursday to three years of probation.

Karlie Phelps, of Shawnee, pleaded guilty in August to involuntary manslaughter and endangering a child. If she violates the terms of her probation, she faces 18 years in prison.

Authorities say her son's body was found in February in a crib as firefighters battled flames.

The child's father, Nicholas Ecker has been charged with first-degree murder and aggravated arson.

Court records said Ecker, who was barred from contacting Phelps after he was charged with domestic violence, was inside the home minutes before firefighters responded to the blaze.

Phelps admitted to investigators that she left the child alone while she went to another home with the intent of buying prescription pain medication. She wound up rushing home when she learned of the fire.

Investigators said the fire was intentionally set. No ignitable liquids were found at the scene of the fire.

Kan. woman whose toddler died in fire sentenced to probation

NEW YORK (AP) — President Joe Biden said Thursday that the risk of nuclear “Armageddon” is at the highest level since the 1962 Cuban Missile Crisis, as Russian officials speak of the possibility of using tactical nuclear weapons after suffering massive setbacks in the eight-month invasion of Ukraine.

Speaking at a fundraiser for the Democratic Senatorial Campaign Committee, Biden said Russian President Vladimir Putin was “a guy I know fairly well” and the Russian leader was “not joking when he talks about the use of tactical nuclear weapons or biological or chemical weapons.”

Biden added, “We have not faced the prospect of Armageddon since Kennedy and the Cuban Missile Crisis." He suggested the threat from Putin is real “because his military is — you might say — significantly underperforming.”

U.S. officials for months have warned of the prospect that Russia could use weapons of mass destruction in Ukraine as it has faced a series of strategic setbacks on the battlefield, though Biden's remarks marked the starkest warnings yet issued by the U.S. government about the nuclear stakes. As recently as this week, though, U.S. officials have said they have seen no change to Russia’s nuclear forces that would require a change in the alert posture of U.S. nuclear forces.

Speaking to Democratic donors, Biden said he was still “trying to figure” out Putin's “off-ramp” in Ukraine.

“Where does he find a way out?” Biden asked. "Where does he find himself in a position that he does not not only lose face but lose significant power within Russia?”

Putin has repeatedly alluded to using his country's vast nuclear arsenal, including&nbsp;<a href="https://apnews.com/article/russia-ukraine-putin-moscow-nuclear-weapons-e0b9ba6d3eac964b9c0b7192b3adff2e">last month</a>&nbsp;when he announced plans to conscript Russian men to serve in Ukraine.

“I want to remind you that our country also has various means of destruction ... and when the territorial integrity of our country is threatened, to protect Russia and our people, we will certainly use all the means at our disposal,” Putin said Sept. 21, adding with a lingering stare at the camera, “It’s not a bluff.”

White House national security adviser Jake Sullivan said last week that the U.S. has been “clear” to Russia about what the “consequences” of using a nuclear weapon in Ukraine would be.

“This is something that we are attuned to, taking very seriously, and communicating directly with Russia about, including the kind of decisive responses the United States would have if they went down that dark road,” Sullivan said.

Ukraine President Volodymyr Zelenskyy said earlier Thursday that Putin understood that the “world will never forgive” a Russian nuclear strike.

“He understands that after the use of nuclear weapons he would be unable any more to preserve, so to speak, his life, and I’m confident of that,” Zelenskyy said.

Biden warns of nuclear Armageddon; risk highest since '62 crisis

SHAWNEE COUNTY —Law enforcement authorities&nbsp; investigating a fatal pedestrian accident have identified the victim as 68-year-old Kerry L. Hanika of Topeka.

Just after 8:30a.m. Wednesday police&nbsp;responded to a report of a car vs. pedestrian injury accident in the southbound lanes of the 3700 block of SW Topeka Boulevard, according to Sgt. Justin Joyce.

 Upon arrival, officers located Hanika in the roadway suffering from life-threatening injuries. An ambulance transported her to a local hospital where she was later pronounced deceased.

The driver of the vehicle that struck the pedestrian was on scene and uninjured. The Topeka Police Department Accident Reconstruction Team is in charge of the investigation.&nbsp;&nbsp;

Police ID Kansas woman who died after struck by vehicle

LABETTE COUNTY –&nbsp;The Kansas Bureau of Investigation (KBI) and the Labette County Sheriff’s Office investigating the deaths of two people found Monday inside a residence in Mound Valley have identified the victims as 39-year-old Jason M. Bakken and 43-year-old Leanda R. Pound&nbsp; both of Mound Valley, according to a media release from the agency.

Autopsies determined that both victims died from gunshot wounds. The cases are now considered homicides.

Bakken had a previous drug conviction in Wilson County in 2016, according to the Kansas Department of Corrections

When deputies arrived at the residence, they discovered the decomposing bodies of a man and woman They have not yet been positively identified.

The circumstances of their deaths are considered suspicious. Autopsies are scheduled.

An Osage County woman was arrested for child abuse on Monday after law enforcement received reports of a child not attending school.

On Monday, police were called to a home in the 500 block of North 13th street in Osage City for a minor not attending school, according to the&nbsp;Osage City Police Department.

After&nbsp; further investigation, officers arrested the child's mother, Delissa Katton, 38, of Osage City,&nbsp; on a requested charge of child abuse. Police placed the child into protective custody and released no additional information.

On Wednesday night, police in Hutchinson overheard a disturbance while handling a call nearby and determined that there was enough evidence to take 43-year-old Sonny Bray into custody, according to Hutchinson Police. Bray tried to resist arrest and attempted to get into a physical altercation.

Bray is being held on on a $229,000 bond on requested charges of aggravated kidnapping, aggravated domestic battery, aggravated battery and aggravated battery of a law enforcement officer.&nbsp;

He has over dozen previous convictions for aggravated battery, criminal damage to property, burglary, theft, battery of an officer, flee or attempt to elude law enforcement, criminal discharge of a firearm, criminal possession of a firearm and an aggravated weapons violation, according to the Kansas Department of Corrections.

MONTGOMERY COUNTY—Authorities are working to determine the cause of a fatal Kansas house fire.

Just after 2p.m. Wednesday, sheriff's deputies were dispatched to 4761 E. US Highway 160 Independence, Kansas at the request of Cherryvale Rural Fire Department, according to Sheriff Ron Wade.

 Deputies were advised fire crews were working a fully involved house fire where an 8-year-old girl was still inside.  The City of Independence Fire and EMS arrived on scene, made entry into the residence to locate, remove her from from the residence and&nbsp;transport her to the Labette Emergency Room in Independence, Kansas where she was pronounced deceased. 

&nbsp;The cause of the fire is still under investigation by the Fire Marshal and Detectives, according to Wade.&nbsp; Authorities have not released the child's name or additional details.&nbsp;The cause of death is also still undetermined.

Cherryvale Rural Fire, Independence Rural Fire, Sycamore Rural Fire, and the City of Independence Fire &amp; EMS all responded to the fire.

Sheriff: 8-year-old Kan. girl died after trapped in house fire 

WASHINGTON (AP) — President <a href="https://www.whitehouse.gov/briefing-room/presidential-actions/2022/10/06/granting-pardon-for-the-offense-of-simple-possession-of-marijuana/">Joe Biden is pardoning </a>thousands of Americans convicted of “simple possession” of marijuana under federal law, as his administration takes a dramatic step toward decriminalizing the drug and addressing charging practices that disproportionately impact people of color.

Biden's move also covers thousands convicted of the crime in the District of Columbia. He is also calling on governors to issue similar pardons for those convicted of state marijuana offenses, which reflect the vast majority of marijuana possession cases.

Biden, in a statement, said the move reflects his position that “no one should be in jail just for using or possessing marijuana.”

“Too many lives have been upended because of our failed approach to marijuana," he added. "It’s time that we right these wrongs."

According to the White House, no one is currently in federal prison solely for “simple possession” of the drug, but the pardon could help thousands overcome obstacles to renting a home or finding a job.

“There are thousands of people who have prior Federal convictions for marijuana possession, who may be denied employment, housing, or educational opportunities as a result,” he said. “My action will help relieve the collateral consequences arising from these convictions.”

Biden is also directing the secretary of Health and Human Services and the U.S. attorney general to review how marijuana is scheduled under federal law. Rescheduling the drug would reduce or potentially eliminate criminal penalties for possession.

But Biden said he believes that as the federal government and many states ease marijuana laws, they should maintain limitations on trafficking, marketing and underage sales.

The move by Biden puts the federal government on par with other big cities like New York that have been moving toward decriminalizing low-level marijuana arrests for years. But there’s a big divide in the nation as some police departments still believe the drug leads to more serious crime and ignoring low-level offenses emboldens criminals.

The move also fulfills one of the top priorities of the Democratic nominee in one of their party's most critical Senate races, as Pennsylvania Lt. Gov. John Fetterman has repeatedly pressed Biden to take the step.

Rescheduling the drug would reduce or potentially eliminate criminal penalties for possession.But Biden said he believes that as the federal government and many states ease marijuana laws, they should maintain limitations on trafficking, marketing and underage sales.The move by Biden puts the federal government on par with other big cities like New York that have been moving toward decriminalizing low-level marijuana arrests for years. But there’s a big divide in the nation as some police departments still believe the drug leads to more serious crime and ignoring low-level offenses emboldens criminals.The move also fulfills one of the top priorities of the Democratic nominee in one of their party's most critical Senate races, as Pennsylvania Lt. The decision to remove the more than 400-foot (122-meter) ride which opened last December in Orlando's International Drive district was directly linked to&nbsp;<a href="https://apnews.com/article/orlando-florida-missouri-obituaries-6dcc0a65607f5038f5044c6d1d485826">the death</a>&nbsp;of 14-year-old Tyre Sampson last March, the owner, Orlando Slingshot, said in a statement.

Sampson, who lived near St. Louis, Missouri, was visiting Orlando during spring break when he died from the fall. The company also said it planned to create a scholarship in the teen's name.

“We are devastated by Tyre’s death. We have listened to the wishes of Tyre’s family and the community, and have made the decision to take down the FreeFall,” said Ritchie Armstrong, an official with Orlando Slingshot.

An&nbsp;<a href="https://apnews.com/article/health-florida-orlando-st-louis-missouri-b96485f8c95ad58e6b8150201143b02d">autopsy</a>&nbsp;showed that Tyre Sampson suffered numerous broken bones and internal injuries in the fall, which was ruled an accidental death. It showed Sampson weighed 383 pounds well above the ride manual’s weight limit of 287 pounds.

An&nbsp;<a href="https://apnews.com/article/florida-orlando-e9470b0e84a8c59e1bdb1fb06314f170">initial report</a>&nbsp;by outside engineers hired by the Florida Department of Agriculture said sensors on the ride had been adjusted manually to double the size of the opening for restraints on two seats, resulting in the teen not being properly secured. The report said there were many other “potential contributions” to the accident and that a full review of the ride’s design and operations was needed.

Loretta Lynn’s <a href="https://www.nytimes.com/2022/10/04/arts/music/loretta-lynn-dead.html">death at the age of 90</a> marks the end of a remarkable life of achievement in country music.

Her dramatic life story – retold in the 1980 award-winning film “<a href="https://www.imdb.com/title/tt0080549/">Coal Miner’s Daughter</a>,” based on <a href="https://www.grandcentralpublishing.com/titles/loretta-lynn/coal-miners-daughter/9781538701690/">Lynn’s 1976 biography</a>
 – made Lynn a household name. She grew up in poverty in a small 
Kentucky mining town, marrying and starting a family as a teenager 
before reaching unprecedented heights of commercial success as a 
recording artist of modern country music.

But as a <a href="https://arts-sciences.buffalo.edu/music/faculty/faculty-directory.host.html/content/shared/arts-sciences/music/new-faculty-profiles/vander-wel-stephanie.html">scholar of gender and country music</a> and author of “<a href="https://www.press.uillinois.edu/books/?id=p084959">Hillbilly Maidens, Okies, and Cowgirls: Women’s Country Music, 1930-1960</a>,”
 I know that Lynn represented more than just star power and fame in 
country music – she spoke to the concerns of women, especially white 
working-class women in rural and suburban America.

Lynn’s rise in the 1960s took place when country music appeared tied 
to conservative politics. It was a time when Merle Haggard’s “<a href="https://academic.oup.com/california-scholarship-online/book/28551/chapter-abstract/238414028?redirectedFrom=fulltext">Okie from Muskogee</a>,”
 with its attacks on counterculture, marijuana and draft-card burning, 
became a populist anthem for the country’s cultural conservatives.

In contrast, Lynn’s songwriting continued the legacy of <a href="https://www.latimes.com/local/obituaries/la-me-kitty-wells-20120717-story.html">Kitty Wells</a>, <a href="https://www.tennessean.com/story/entertainment/music/2016/09/25/country-music-hall-famer-jean-shepard-dead-82/76568704/">Jean Shepard</a> and other women in country music who were willing to speak up about the concerns of American women.

Lynn’s songs defied societal expectations by connecting her musical 
representations of working-class and rural women to broader social 
issues affecting women across the U.S.

She aimed for her music to articulate the fears, dreams and anger of 
women living in a patriarchal society. It railed against those who 
idealized women’s domestic roles and demonized outspoken feminists.

Specifically, for a generation of predominantly white women in the 
1960s and 1970s who did not identify as urban or college-educated 
feminists, Lynn’s music offered candid conversations about their private
 lives as wives and mothers.

As Lynn <a href="https://www.grandcentralpublishing.com/titles/loretta-lynn/coal-miners-daughter/9781538701690/">stated in her autobiography</a>, her audience recognized her as a “mother and a wife and a daughter, who had feelings just like other women.”

She did this through clever and witty songwriting and lyrical 
techniques that combined the vernacular of her audience with her 
resonant voice.

Meanwhile, the song arrangements of Owen Bradley of Decca Records 
directed Lynn’s musical talents to a broad audience. He combined the 
edgier sound of honky-tonk instrumentation – electric guitars, pedal 
steels and fiddles – with the polish of the Nashville sound by including
 the smooth sounding vocal harmonies of the vocal quartet the <a href="http://www.jordanaires.net/">Jordanaires</a>, as heard in numerous country, gospel and rock ‘n’ roll recordings.

This provided a sound of strength and conviction to accompany Lynn’s 
bold and forthright songs as she laid bare the double standards of 
gender roles. 

With her assertive and resonant voice, Lynn, in her 1966 track “<a href="https://www.rollingstone.com/music/music-lists/loretta-lynn-best-lyrics-songwriting-175002/">Don’t Come Home A Drinkin’ (With Lovin’ on Your Mind)</a>,” warns men not to expect women to be waiting at home, sexually available for them after they’d spent the night drinking:

Well, you thought I’d be waitin’ up when you came home last night You’d been out with all the boys and you ended up half tight Liquor and love, they just don’t mix Leave that bottle or me behind And don’t come home a drinkin’ with lovin’ on your mind

In a similar vein, Lynn, who <a href="https://www.grandcentralpublishing.com/titles/loretta-lynn/coal-miners-daughter/9781538701690/">claimed that her songs about wayward husbands</a>
 were inspired by her fraught marriage to Oliver “Doolittle” Lynn, 
confronted the “other woman” in songs such as 1966’s “You Ain’t Woman 
Enough” and 1968’s “Fist City.”

Fully aware that her personalized accounts became political messages for her fan base of women, Lynn co-wrote and recorded “<a href="https://www.washingtonpost.com/music/2022/10/04/loretta-lynn-the-pill/">The Pill</a>”
 in 1975. It was a rare foray into the topic of women’s reproductive 
rights for country music. In typical fashion, though, Lynn approached 
the issue from the perspective of a rural working-class woman:

I’m tired of all your crowin’ How you and your hens play While holdin’ a couple in my arms Another’s on the way This chicken’s done tore up her nest And I’m ready to make a deal And ya can’t afford to turn it down ‘Cause you know I’ve got the pill

The song’s sexual innuendos about cavorting roosters and hens 
incorporated the double entendres and humor of early blues and country, 
while providing a frank discussion about female sexual pleasure. It also
 addressed the right for women to take control over their bodies and 
reproduction.

The song came out just two years after <a href="https://supreme.justia.com/cases/federal/us/410/113/">the Supreme Court passed Roe v. Wade</a>, granting women the ability to govern their own reproductive health through abortion.

Indeed, Lynn commented on the Supreme Court’s ruling in her autobiography:

“Personally, I think you should prevent unwanted pregnancy rather than get an abortion. It would be wrong for me. But I’m thinking of all the poor girls who get pregnant when they don’t want to be, and how they should have a choice instead of leaving it up to some politician or doctor who don’t have to raise the baby.”

Her recording “<a href="https://www.washingtonpost.com/music/2022/10/04/loretta-lynn-the-pill/">The Pill</a>”
 spoke to married women who wanted to be able to space out their 
children and prevent unwanted pregnancies so that they could pursue 
educational and professional opportunities.

In interviews, Lynn discussed at length how female listeners flocked 
to her after concerts, relieved to find a public figure with whom they 
felt comfortable to discuss birth control. 

Not everyone was thrilled, though. Male country <a href="https://www.thedailybeast.com/after-country-stations-banned-loretta-lynns-the-pill-it-became-her-biggest-pop-hit">disc jockeys banned</a>
 “The Pill” from the airwaves. Nonetheless, the recording became her 
biggest seller in 1975 and furthered Lynn’s reputation as a spokeswoman 
for white rural working-class women.

Her music also inspired the women in country music who followed her 
to further explore issues of gender roles. Lynn’s legacy lives on in the
 music of female country artists – such as <a href="https://www.reba.com/">Reba McEntire</a> and <a href="https://www.mirandalambert.com/">Miranda Lambert</a> – who learned from Lynn how to create music that confronts and triumphs over the societal obstacles that women face.

While all of country music will mourn the death of Lynn, it is 
perhaps her female fans who will feel the loss more acutely. Lynn gave 
them a social and political voice, and helped make country music a genre
 relevant to the complexities of women’s lives.

Loretta Lynn: A spokeswoman for white rural working-class women

TOPEKA — The number of Kansas 
children completing adoption averaged 1,000 during the past four years, 
an increase from about 730 in the prior eight years.

The administration of Democratic Gov. Laura Kelly, who is seeking 
reelection against Attorney General Derek Schmidt, said statewide 
figures climbed due to investment in training and support to foster care
 staff and prospective adoptive families.

The Kansas Department for Children and Families released information 
indicating the Kelly administration improved adoption rates compared to 
Republican administrations of Govs. Jeff Colyer and Sam Brownback, who 
served from 2011 to 2019.

DCF deployed staff in 2019 to identify, track and 
monitor youth who experienced barriers to adoption. The process included
 home studies, resources to help complete adoption procedures and case 
management to assist with finalization of adoptions.

In addition, DCF revised adoption subsidy policies for 
children with disabilities and in need of specialized medical care. 
These children are eligible for monthly subsidies.

“We have removed barriers in the adoption process for 
children with special needs by updating policies and growing 
eligibility,” said Laura Howard, secretary of the Department for 
Children and Families. “The adoption assistance and subsidies available 
for families who are trying to adopt children with special needs are 
vital.”

She said that during the past three years DCF broadened 
community partnerships with an adoption resource center to assist 
families with needs that grew after adoptions were finalized.

From 2011 to 2018 in Kansas, the average number of 
adoptions in the state was 733 per year and ranged from 620 in 2013 to

children completing adoption averaged 1,000 during the past four years, 
an increase from about 730 in the prior eight years.The administration of Democratic Gov. Laura Kelly, who is seeking 
reelection against Attorney General Derek Schmidt, said statewide 
figures climbed due to investment in training and support to foster care
 staff and prospective adoptive families.The Kansas Department for Children and Families released information 
indicating the Kelly administration improved adoption rates compared to 
Republican administrations of Govs. Jeff Colyer and Sam Brownback, who 
served from 2011 to 2019.DCF deployed staff in 2019 to identify, track and 
monitor youth who experienced barriers to adoption. The process included
 home studies, resources to help complete adoption procedures and case 
management to assist with finalization of adoptions.In addition, DCF revised adoption subsidy policies for 
children with disabilities and in need of specialized medical care. 
These children are eligible for monthly subsidies.“We have removed barriers in the adoption process for 
children with special needs by updating policies and growing 
eligibility,” said Laura Howard, secretary of the Department for 
Children and Families. “The adoption assistance and subsidies available 
for families who are trying to adopt children with special needs are 
vital.”She said that during the past three years DCF broadened 
community partnerships with an adoption resource center to assist 
families with needs that grew after adoptions were finalized.From 2011 to 2018 in Kansas, the average number of

Number of adoptions in Kansas surges over the past four years

WASHINGTON — The Federal Communications Commission this week announced it is committing $96 million in new funding rounds through the Emergency Connectivity Program, which provides digital services for students in communities across the country.  Today’s funding announcement will support applications for broadband service and connected devices to students across the country, especially those living in states impacted by Hurricanes Fiona and Ian, including Florida, North Carolina, Puerto Rico, and South Carolina. 

Nearly $53 million will benefit students, teachers, and library patrons living in areas impacted by recent hurricanes.  For example, the Puerto Rico Department of Education is receiving support for 225,000 mobile hotspots and Pinellas County Schools near Clearwater, Florida is receiving support for nearly 15,000 laptops. 

“We need to make sure all kids have digital tools for connecting with school, but it’s especially important for students living in those areas damaged by the recent hurricanes,” said Chairwoman Rosenworcel.  “This program will help those students by funding hot spots, tablets, and broadband services, building on our ongoing work to close the Homework Gap.”

To date, the Commission has committed over $6 billion to schools and libraries across the country as part of the Emergency Connectivity Program, which launched last year.  The program has provided schools and libraries with three different “application windows” to apply for support.  Today’s announcement provides funding for applications put forward in all three application windows, which will support approximately 170 schools, 30 libraries, and 1 consortium.

The funding can be used to support off-campus learning, such as nightly homework, to ensure

students across the country have the necessary support to keep up with their education.  To date, the program has provided support to approximately 10,000 schools, 900 libraries, and 100 consortia, and provided approximately 12 million connected devices and 7 million broadband connections.  Of the funding commitments approved to date, approximately $4.1 billion is supporting applications from Window 1; $833 million from Window 2; and $1 billion from Window 3.
