SHAWNEE COUNTY&nbsp;–&nbsp;Special agents from the Kansas Bureau of Investigation are investigating after an officer involved shooting occurred Wednesday morning in downtown Topeka and have identified the man shot, according to a media release from the KBI.

Gaston A. Nava-Saucedo, 33, Topeka, was shot during the incident. He died Wednesday from his injuries, according to the KBI.

Preliminary information indicates that just before 11 a.m. Wednesday, a KHP trooper conducted a traffic stop on a red Pontiac G6 for a traffic violation in the area of First and SE Madison in Topeka. During the traffic stop, the trooper attempted to arrest the male driver, who briefly exited his vehicle before resisting arrest and getting back in his car to flee. In an effort to prevent the driver from leaving, the trooper ended up partially inside the Pontiac, and was dragged by the fleeing car. During the struggle, the trooper fired multiple shots at the subject, who was struck.

EMS responded and transported both the driver and the trooper to Stormont Vail Hospital. The trooper was treated for his injuries and was released from the hospital.&nbsp;

The KBI will conduct a thorough and independent investigation into this incident. Once completed the findings will be turned over to the Shawnee County District Attorney for review. This investigation is ongoing. No further information will be released at this time.

The KBI will take the lead in investigating the officer-involved shooting.

Other details were not immediately available.

UPDATE: Suspect shot by trooper during traffic stop dies

Addae J. Doyle, 42, Kansas City, Kan., faces charges of resisting arrest, possession of a controlled substance and a misdemeanor driving while intoxicated, according to Baker.

Just after 8:13 a.m. Wednesday, law enforcement officers working the Chiefs parade celebration had secured the parade route from Riverfront Road to Pershing Road to Grand Boulevard near Union Station, according to court records.

A green Ford Taurus approached barricaded portions of the parade route near Front Street and Riverfront Road. Doyle failed to stop and knocked down multiple barricades.

A marked police car with lights and sirens began pursuing the defendant’s vehicle. Police said Doyle accelerated to approximately 60 mph, driving in the closed parade route. More emergency vehicles pursued the defendant. Officers along the route deployed stop sticks, deflating the tires on the defendant’s vehicle. 

At Pershing and Grand Boulevard, officers deployed a TVI (tactical vehicle intervention) to disable the defendant’s vehicle. Officers removed Doyle from the driver’s seat. Officers found substances in the vehicle that tested positive for methamphetamine. Preliminary toxicology results showed the defendant tested positive for the presence of amphetamines and cocaine.

The case remains under investigation and other charges likely will be filed, according Baker. He is being held on a bond of $75,000.

“It specifically relates to
the victory parade and celebration through the downtown area and on to Liberty
Memorial in Kansas City. Thousands of fans had congregated to be part of the
event,” Hunt reads. “The Chiefs winning the game the day before was fun, but
seeing the reactions of the fans was the icing on the cake for my best day.”

Owners, executives, and
players interact with fans in a celebration of the team’s first Super Bowl
victory in 50 years with hundreds of thousands, if not more than a million, coming
to downtown Kansas City and crowding between Union State and Liberty Memorial

Huge crowd celebrates Chiefs Super Bowl victory

South Haven, Kan. —The remains of a Kansas man who was killed 78 years ago when the Japanese bombed Pearl Harbor have been identified.

U.S. Navy Fireman First Class Rex Wise will be buried in April near his home in South Haven, near the state's southern border with Oklahoma.

“I think it’s great,” said Wise’s niece, Helen Weller. “I wish his brothers and sister could have been alive to see him properly buried.”

On Dec. 7, 1941, Wise was assigned to the battleship USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft. The USS Oklahoma sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Wise.

From December 1941 to June 1944, Navy personnel recovered the remains of the deceased crew, which were subsequently interred in the Halawa and Nu’uanu Cemeteries.

In September 1947, tasked with recovering and identifying fallen U.S. personnel in the Pacific Theater, members of the American Graves Registration Service (AGRS) disinterred the remains of U.S. casualties from the two cemeteries and transferred them to the Central Identification Laboratory at Schofield Barracks. The laboratory staff was only able to confirm the identifications of 35 men from the USS Oklahoma at that time. The AGRS subsequently buried the unidentified remains in 46 plots at the National Memorial Cemetery of the Pacific, known as the Punchbowl, in Honolulu. In October 1949, a military board classified those who could not be identified as non-recoverable, including Wise.

Between June and November 2015, DPAA personnel exhumed the USS Oklahoma Unknowns from the Punchbowl for analysis.

To identify Wise’s remains, scientists from DPAA used dental and anthropological analysis. Additionally, scientists from the Armed Forces Medical Examiner System used mitochondrial DNA (mtDNA) analysis.

Wise’s name is recorded on the Courts of the Missing at the Punchbowl, along with the others who are still missing from WWII. A rosette will be placed next to his name to indicate he has been accounted for.

ST. JOSEPH, Mo. — Repair of the broken levee system along the Missouri River has
been slow going as a wet fall and a cold winter has delayed both assessment of
the damage and construction work.

Emergency Management Specialist Mike Dulin with the Kansas
City District of the U.S. Army Corps of Engineers says it has been especially
slow going north of St. Joseph.

“But in that Holt County area north of St. Joe it’s been a
real challenge getting out there and just completing our damage assessments,”
Dulin tells St. Joseph Post.

Dulin says even survey crews have had difficulty getting to
some levees to assess the damage.

“With everything soggy and frozen the way it is it’s a real challenge
to complete those damage assessments,” according to Dulin.

Floodwaters from a swollen Missouri River spilled over the
river banks, cutting a path of destruction in northwest Missouri and northeast
Kansas truly breathtaking in scope.

“So, overall, we’re looking at a thousand miles of levee
system on both sides of the Missouri River and some levees over in Kansas, too,”
Dulin says. “I mean, it’s everything, from sod kill and erosion, scour, all the
way to breaches being the worst case.”

The Kansas City District of the Corps is working on 67 repair
projects, with damage estimates at $100 million. Floodwaters badly damaged 20
federal levees and took out many non-federal levees which are eligible to
receive federal money for repairs. That doesn’t even count the damage done to
the levee system north of Holt County, from Atchison County to Omaha, which
likely will top the KC District total, according to Dulin.

The Corps of Engineers has been able to receive the amount of
money needed to make repairs, if the weather and conditions finally allow repair
to proceed.

Dulin says it has been some time since the Corps faced such a
daunting challenge.

“This is the largest levee rehab effort that we’ve seen since
1993,” Dulin says. “So, there’s a very real possibility this could take us up
to two years to complete all repairs. So, obviously some repairs will be done
much sooner than that, but to fix everything it could take us until the spring
of 2021.”

Repair of Missouri River levee system could take two years

BARTON COUNTY— Law enforcement authorities are investigating a Kansas felon on numerous charges after a Wednesday arrest.

Early Tuesday, police in Hoisington were searching for a suspect in an alleged aggravated battery, assault case that had occurred late Monday, according to Barton County Sheriff Brian Bellendir.

County dispatchers issued an attempt to locate for 35-year-old Timothy Chism of Great Bend. The suspect was considered armed and dangerous, according to Bellendir.

Investigators including officers from the Great Bend Police Department located Chism in a vehicle near the intersection of 12th and Morton Street in Great Bend.

Officers conducted a felony traffic stop on the Nissan Pathfinder and Chism, a passenger in the SUV, attempted to resist arrest, according to Bellendir.

An officer used a Taser when Chism reached for a knife. Officers then handcuffed Chism. During the arrest, officers found 14 knives including a meat cleaver, a garrote, meth, marijuana and other drugs, according to Bellendir.

When deputies searched Chism at the Barton County Jail, they found he had a .380 automatic pistol in a holster between his legs.

Chism is being held on a total bond of $125,000 for the requested charges that include drugs and weapons violations and for the alleged assault, according to Bellendir.&nbsp;

It’s the dead of winter, and who among us isn’t craving the feeling of warm sunshine on our skin? I, for one, am dreaming of summer days spent outdoors, not a care in the world, basking in that delicious ultraviolet light. But alas, I must be my own physician buzzkill (maybe in this case, sun-kill, and remind myself that there is more to those rays than the pure delight I am romanticizing.

The truth is, there is technically no “safe” amount of UV exposure when it comes to our skin and the risk of skin cancer. One in five of us will have a skin cancer diagnosed in our lifetimes, and while many types of skin cancer are not life-threatening, some are. Melanoma, in particular, is a skin cancer with great potential to metastasize and ultimately take lives. Like other skin cancers, ultraviolet exposure is a major risk factor for melanoma.

I can recall one summer day when I was 13, I fell asleep on a July day watching a cousin’s baseball game. My fair-skinned back was exposed to the sun, unprotected, leaving me horrendously sunburned in the days that followed. I will never forget those next few days, one of which I spent carrying my golf bag on a hot, humid tournament day, my back covered in blisters. The thought of it now is enough to make me cringe.

And let’s not forget it doesn’t have to be a hot summer day to incur skin damage. Many of us have been surprised with a sunburn sustained while skiing or ice fishing – sun is sun, whether the temperature is hot or cold – and even on a cloudy day those UV rays make it down to Earth. And don’t get me (or your friendly dermatologist) started on the risks posed by tanning beds.

Protecting one’s skin from the sun is something we can all do to stay healthier. There are a variety of ways to do this: Avoiding sun entirely or staying in the shade, wearing protective clothing like long sleeves, pants, and a wide brimmed hat, physical sunscreen like zinc oxide, or chemical sunscreen – the experts recommend at least SPF 30 applied every 2 hours.

I still love summer. I love being outside for hours, sweating in the sun. But these days you’ll find me with SPF 50 applied before I leave the house and carried along at all times for reapplication. &nbsp;

WASHINGTON —The Senate has acquitted President Donald Trump of impeachment charges, ending the third presidential trial in American history with votes that split the country and tested civic norms.&nbsp;

As expected, both U.S. Senators from Kansas voted to acquit.&nbsp;

Senator Jerry Moran released a longer statement following the conclusion of the impeachment trial.

“When I took the oath at the beginning of this trial, I vowed to deliver impartial justice according to the Constitution and the law. I took this oath and responsibility seriously and chose not to comment until I heard arguments from both the House managers and President Trump’s lawyers. After hearing from both sides and asking multiple questions, I voted no on conviction and removal of the president.

“First, in order to avoid a system of government where the president serves at the political pleasure of Congress, the Framers intended impeachment and removal to be reserved for extreme and rare situations. The alleged facts contained in the articles and presented by the impeachment managers do not rise to this level.

“Second, the House failed in its prosecutorial role by not presenting specific statutory charges against the president. Our Constitution demands of the justice system that prosecutors bring specific charges and prove each element of those charges beyond a reasonable doubt. In this case, neither of the articles passed by the House contain statutory allegations to which the Senate could determine whether the elements for conviction were met. On the floor, the House managers argued that the statutory crime of bribery was contained in the first Article of Impeachment related to abuse of power. In addition to the fact that there is no evidence in the record that satisfies the statutory elements of bribery, the Senate cannot substitute its own charges or charges made by House managers on the floor for those contained within the four corners of the House-passed Articles of Impeachment.

“Third, the House failed to meet its evidentiary burden and attempted to shift that burden to the Senate. Unwilling to give the judicial system the time to answer important questions of privilege in regards to specific witnesses that the House managers claimed were key to the case, the House moved forward with impeachment. The House managers argued at the beginning of the trial that they had overwhelming evidence supporting impeachment. It was surprising then that the House managers attempted to burden the Senate with issuing subpoenas and taking testimony from those witnesses that the House failed to pursue. Regardless, additional evidence or witnesses would not change the material underlying facts describing the president’s actions. These actions are not ‘high crimes and misdemeanors’ as described by the Constitution, and therefore, I voted no on conviction and removal of the president.”

Kansas 3rd District Rep. Sharice Davids did not release a statement following the end of the trial.

Kansas 2nd District Congressman Steve Watkins retweeted a statement from House GOP leader Kevin McCarthy.

Kan. officials respond to end of Trump impeachment trial

CHEROKEE COUNTY —Two suspects are in custody after a woman reported being abducted and sexually assaulted in rural Cherokee County earlier this week.

Late February 2, as the woman was walking to her car, two men wearing masks, grabbed her and forced her into her vehicle, according to Sheriff David Groves.

&nbsp; As she struggled, one of the men brandished a firearm and threatened her.&nbsp; As they drove away, her eyes were covered with duct tape and she was sexually assaulted.&nbsp; The attack continued from Cherokee County into Missouri, where the woman was eventually released.

"This was an incredibly violent situation where the victim was acquainted with the suspects and able to provide important and timely details to investigators," according to Groves.

One of the suspects, Zaqouri Traves Archer, 31, of Joplin, was arrested by the Jasper County Sheriff's Office on Tuesday, February 4th, 2020, after an arrest warrant was issued in Cherokee County District Court.&nbsp; Archer is facing charges in Kansas of Aggravated Kidnapping, Aggravated Robbery, Aggravated Intimidation of a Witness and Theft.&nbsp; He is being held in in the Jasper County Jail in lieu of $250,000.00 bond.

On Wednesday morning, law enforcement in Creek County, Oklahoma located and apprehended the second suspect, 32-year-old Jeffrey David Marsh, of Oronogo, Missouri.

Marsh faces charges in Kansas of Aggravated Kidnapping, Aggravated Robbery, Aggravated Assault, Aggravated Battery, Aggravated Sexual Battery, Aggravated Intimidation of a Witness, Felon in Possession of a Firearm, Criminal Threat and Theft.&nbsp; His bond has been set at $300,000.00.

SEDGWICK COUNTY— Law enforcement authorities are investigating a Kansas felon after an early morning chase.

Just before 1:30a.m. Wednesday, police attempted to stop a 2006 Ford passenger vehicle in the 500 Block of Mount Vernon at Market in Wichita for a traffic violation, according to officer Paul Cruz.

As officers approached the vehicle, the suspect identified as Lametrius Turner, 19, Wichita, drove away from them. The police chased the vehicle until it stopped in the 2500 Block of north Wildwood.&nbsp; Turner ran from the car into a nearby apartment where police were able to make an arrest.

Officers found a 20-year-old woman passenger and her 2-year-old in the vehicle unharmed, according to Cruz.

During the pursuit, a handgun and marijuana were thrown from the vehicle. Police found both and learned the gun had been reported stolen from another vehicle in 2019, according to Cruz.

Turner is being <a href="https://ssc.sedgwickcounty.org/sheriffinmates/SheriffInmateDetail.aspx?nameId=20054783">held on requested charges </a>of&nbsp; theft, flee and attempted to elude, resist arrest, criminal possession of a firearm by a felon, aggravated child endangerment, possession of marijuana and multiple traffic charges.&nbsp;

He was also wanted on a Kansas Department of Corrections arrest and detain order. He was on parole after convictions for aggravated robbery and possession of a firearm by a felon.

The Kansas Highway Patrol reported 2007 Chevy Impala driven by Robert&nbsp; Bishop, 66, Lyons, was southbound on Plum just south of Arrowhead Road.

The vehicle traveled into the west ditch, re-entered the roadway, then traveled into the east ditch and struck a tree.

Bishop was pronounced dead at the scene and was transported to the Sedgwick County Forensics Center. He was properly restrained at the time of the accident, according to the KHP.

WASHINGTON (AP) —President Donald Trump won impeachment acquittal Wednesday in the U.S. Senate, bringing to a close only the third presidential&nbsp;<a href="https://apnews.com/Trumpimpeachment">trial&nbsp;</a>in American history with votes that split the country, tested civic norms and fed the tumultuous 2020 race for the White House.

A&nbsp;<a href="https://apnews.com/1801d682a79f1bdbde26cd59e36e5741">majority of senators&nbsp;</a>expressed unease with Trump’s pressure campaign on Ukraine that resulted in the two articles of impeachment. But the final tallies — 52-48 favoring acquittal of abuse of power, 53-47 of obstruction of Congress’ investigation — fell far short. Two-thirds “guilty” votes would have been needed to reach the Constitution’s bar of high crimes and misdemeanors to convict and remove Trump from office.

The outcome Wednesday followed months of remarkable impeachment proceedings, from Speaker Nancy Pelosi’s House to Mitch McConnell’s Senate, reflecting the nation’s unrelenting partisan divide three years into the Trump presidency.

What started as Trump’s request for Ukraine to “do us a favor” spun into a far-reaching, 28,000-page report compiled by House investigators accusing an American president of engaging in shadow diplomacy that threatened U.S. foreign relations for personal, political gain as he pressured the ally to investigate Democratic rival Joe Biden ahead of the next election.

No president has ever been removed by the Senate.

A politically emboldened Trump has eagerly predicted vindication, deploying the verdict as a political anthem in his reelection bid. The president claims he did nothing wrong, decrying the “witch hunt” and “hoax” as extensions of special counsel Robert Mueller’s probe into Russian 2016 campaign interference by those out to get him from the start of his presidency.

The Wednesday afternoon vote was swift. With Chief Justice John Roberts presiding over the trial, senators sworn to do “impartial justice” stood at their desks for the roll call and stated their votes — “guilty” or “not guilty.”

On the first article of impeachment, Trump was charged with abuse of power. He was found not guilty. The second, obstruction of Congress, also produced a not guilty verdict.

Only one Republican, Mitt Romney of Utah, the party’s defeated 2012 presidential nominee, broke with the GOP.

Romney choked up as said drew on his faith and “oath before God” to announce he would vote guilty on the first charge, abuse of power. He would vote to acquit on the second.

Both Bill Clinton in 1999 and Andrew Johnson in 1868 drew cross-party support when they were left in office after an impeachment trial. President Richard Nixon resigned rather than face revolt from his own party.

Ahead of voting, some of the most closely watched senators took to the Senate floor to tell their constituents, and the nation, what they had decided. The Senate chaplain opened the trial with daily prayers for the senators, including one Wednesday seeking “integrity.”

Influential GOP Sen. Lamar Alexander of Tennessee, who is retiring, worried that a guilty verdict would “pour gasoline on the fire” of the nation’s culture wars over Trump. He said the House proved its case but it just didn’t rise to the level of impeachment.

“It would rip the country apart,” Alexander said before his vote.

Other Republicans siding with Trump said it was time to end what McConnell called the “circus” and move on. Trump ally GOP Sen. Lindsey Graham said it was a “sham” designed to destroy a presidency.

Most Democrats, though, echoed the House managers’ warnings that Trump, if left unchecked, would continue to abuse the power of his office for personal political gain and try to “cheat” again ahead of the the 2020 election.

During the nearly three-week trial, House Democrats prosecuting the case argued that Trump abused power like no other president in history when he pressured Ukraine to investigate Biden and his son, Hunter Biden, ahead of the 2020 election.

They detailed an extraordinary shadow diplomacy run by Trump lawyer Rudy Giuliani that set off alarms at the highest levels of government. After Trump’s July 25 phone call with Ukraine, Trump temporarily halted U.S. aid to the struggling ally battling hostile Russia at its border. The money was eventually released in September as Congress intervened.

When the House probed Trump’s actions, the president instructed White House aides to defy congressional subpoenas, leading to the obstruction charge.

One key Democrat, Alabama Sen. Doug Jones — perhaps the most endangered politically for reelection in a state where Trump is popular — announced he would vote to convict. “Senators are elected to make tough choices,” Jones said

Questions from the Ukraine matter continue to swirl. House Democrats may yet summon former national security adviser&nbsp;<a href="https://apnews.com/c2f0afd5f6161d1e72d69e5990c044c5">John Bolton to testify&nbsp;</a>about revelations from his forthcoming book that offer a fresh account of Trump’s actions. Other eyewitnesses and documents are almost sure to surface.

In closing arguments for the trial the lead prosecutor, Rep. Adam Schiff, D-Calif., appealed to senators’ sense of decency, that “right matters” and “truth matters” and that Trump “is not who you are.″

“The president’s basic lack of character, his willingness to cheat in the election - he’s not going to stop,” Schiff told The Associated Press on Wednesday, predicting more revelations would become public. “It’s not going to change, which means that we are going to have to remain eternally vigilant.”

Pelosi was initially reluctant to launch impeachment proceedings against Trump when she took control of the House after the 2018 election, dismissively telling more liberal voices that “he’s not worth it.″

Trump and his GOP allies in Congress argue that Democrats have been trying to undercut him from the start.

But a whistleblower complaint of his conversation with Ukraine President Volodymyr Zelenskiy set off alarms. The call had been placed the day after Mueller announced the findings of his Russia probe.

When Trump told Pelosi in September that the call was perfect, she was stunned. “Perfectly wrong,” she said. Days later, the speaker announced the formal impeachment inquiry.

The result was the quickest, most partisan impeachment in U.S. history, with no Republicans joining the House Democrats to vote for the charges, though one GOP congressman left the party and voted for impeachment and two Democrats joined Republicans to oppose. The Republican Senate kept up the pace with the fastest trial ever, and the first with no witnesses or deliberations.

Trump’s legal team with star attorney Alan Dershowitz made the sweeping, if stunning, assertion that even if the president engaged in the quid pro quo as described, it is not impeachable, because politicians often view their own political interest with the national interest.

McConnell, who commands a 53-47 Republican majority, braced for dissent, refusing efforts to prolong the trial with more witnesses, arguing the House should have done a better job.

Some GOP senators distanced themselves from Trump’s defense, and other Republicans brushed back calls from conservatives to disclose the name of the anonymous whistleblower. The Associated Press typically does not reveal the identity of whistleblowers.

Trump’s approval rating, which has generally languished in the mid- to low-40s, hit a new high of 49% in the latest Gallup polling, which was conducted as the Senate trial was drawing to a close. The poll found that 51% of the public views the Republican Party favorably, the first time the GOP’s number has exceeded 50% since 2005.

🎥 Not Guilty: Senate acquits Trump of impeachment charges

OGALLALA, NEB. (AP) — A Kansas man charged with the Nebraska collision deaths of four Iowa motorcyclists has taken a plea deal.

Jeser Cisneros-Hernandez, 24, of Liberal, Kansas, pleaded no contest Tuesday in Ogallala to reckless and willful vehicular homicide. Prosecutors dropped three more counts and two other charges in return for his pleas. His sentencing is scheduled for April 3.

Cisneros-Hernandez's vehicle hit two motorcycles carrying two people each on July 1, 2017, near Ogallala, prosecutors have said.

Two of them were 54-year-old Sheila Matheny and 61-year-old James Matheny, from Bedford, Iowa. The other motorcyclists were 58-year-old Michal Weese and 59-year-old Jerolyn Weese, who lived in Council Bluffs, Iowa.

Kan. man takes deal in crash deaths of 4 on motorcycles

TOPEKA, Kan. (AP) — The Kansas law that makes it a crime to grope, rub or touch others in a sexual manner without their consent doesn't apply to spouses, and state lawmakers are moving to eliminate the loophole after the same fix failed last year.

The House could debate a bill next week that would eliminate a provision in the law against sexual battery that says it does not apply when the victim is married to the offender. The law makes unwanted sexual touching, groping or grabbing a misdemeanor when no force or fear is involved and when the victim is 16 or older.

The bill cleared the House Judiciary Committee last week on a unanimous vote after no one spoke against it during a hearing.

Some lawmakers see the measure as correcting what they believe had to be an oversight or drafting error when lawmakers in 1983 eliminated the spousal exemption in the state law against rape. There is also no exemption for aggravated sexual battery, which is using force or fear in sexually touching someone without consent.

“Quite frankly, I'm still quite stunned that this law didn't get updated when our state went through the process of updating the rape laws and the aggravated sexual battery law,” Michelle McCormick, program director for the Topeka-based YWCA Center for Safety and Empowerment, said Tuesday. "When we made those changes, it's because basically the state was saying these acts are no longer OK, even if they occur within a marriage relationship."

Rep. Brett Parker, an Overland Park Democrat, sponsored an identical bill last year, and the House Judiciary Committee endorsed it. But it didn't get a vote before a crucial deadline for passing bills through their chamber of origin and was removed from the House calendar.

“The law should apply equally to everyone, and whether or not you're married or not, you should have that same protection,” Parker said.

Parker said he couldn't explain why his bill didn't get a vote in the Republican-controlled House last year, but two Democratic colleagues, Reps. John Carmichael, of Wichita, and Stephanie Clayton, of Overland Park, suggested that partisan politics were the reason. This year's bill is sponsored by the GOP-controlled Judiciary Committee.

“It was because it was brought by a Democrat and they didn't want to pass it," Clayton said. “That happens all the time.”

House Majority Leader Dan Hawkins, a Wichita Republican, dismissed the idea that politics were at play. Both he and Judiciary Committee Chairman Fred Patton, a Topeka Republican, said the bill was a victim of bad timing, clearing committee too close to a legislative deadline when lawmakers had a crush of other business.

“We're all interested in that,” Hawkins said. “Nobody wants spousal abuse.”

McCormick said abuse victims often report that after an argument escalates into physical violence, the abuser later expects the victim to “be sexual” and coerces them into sex acts to prove that “we're all OK” and “make up.”

“We think of sexual violence as being on a continuum, and there are behaviors that are one of the continuum that are clearly extreme," McCormick said. "But at the same time, we have to recognize that there are behaviors that sort of lead up to some of those severe acts that are also violating and not OK and exploitive.”

Kansas looks to end spousal exemption in sexual battery law

KANSAS CITY, Mo. (AP) — Chiefs fans who flocked to downtown Kansas City for a parade to celebrate the teams’ Super Bowl win are being warned to be careful on the ride home and the University of Missouri’s flagship campus in Columbia is closing early as a winter storm hits parts of the Midwest.

The National Weather Service predicted 2 inches to 3 inches&nbsp; of snowfall Wednesday along the parade route, with up to 6 inches in the Columbia area.

University of Missouri officials announced Wednesday morning that no classes would be held after 1 p.m. because of the storm. And Jefferson City closed its city offices at 10 a.m.

The Missouri Department of Transportation warned in a&nbsp;<a href="https://twitter.com/MoDOT/status/1225078176050794501" target="_blank">tweet&nbsp;</a>that road conditions are worsening as the snowfall picks up. The tweet said, “If you can avoid it, DO NOT TRAVEL in this storm today!”

In neighboring Kansas, Pittsburg State University announced the cancellation of men’s and women’s basketball games.

Winter storm warnings also were in effect from eastern New Mexico to the St. Louis metropolitan area.

KANSAS CITY, Mo. (AP) — Hundreds of thousands are expected to flood downtown Kansas City on Wednesday despite a predicted winter storm as the triumphant Chiefs bring home a Super Bowl trophy for the first time in 50 years.

Several schools in the area canceled classes, freeing up buses to haul fans to the celebration of the team's come-from-behind 31-20 win against San Francisco.

“This is a celebration that is a long time in the making,”said Mayor Quinton Lucas during a news conference Tuesday in which he also urged fans to “bundle up" as forecasters called for 2 to 3 inches of snow along the route.

City staff that aren't involved in public safety or other essential services will be freed of their duties to watch the parade, which starts at 11:30 a.m. and ends with a rally in front of the city's Union Station.

Meanwhile, the Kansas Legislature canceled that day's session, while lawmakers in Missouri planned a light workday. Many businesses in the area also made plans to close or operate on a reduced schedule. At Children's Mercy Kansas City, the emergency room at the main downtown hospital will be open, but appointments and some surgeries were being rescheduled or moved.

When the Royals won the World Series in 2015, an estimated 800,000 people flocked to the victory parade, shattering expectations in a city with a population of about 470,000 and a metropolitan area of about 2 million. Cellphone towers were overwhelmed by the throngs, and motorists began parking along side of the interstate and walking as exits jammed.

 </figure>“This is a celebration that is a long time in the making,”said Mayor Quinton Lucas during a news conference Tuesday in which he also urged fans to “bundle up" as forecasters called for 2 to 3 inches of snow along the route.City staff that aren't involved in public safety or other essential services will be freed of their duties to watch the parade, which starts at 11:30 a.m. and ends with a rally in front of the city's Union Station.Meanwhile, the Kansas Legislature canceled that day's session, while lawmakers in Missouri planned a light workday. Many businesses in the area also made plans to close or operate on a reduced schedule. At Children's Mercy Kansas City, the emergency room at the main downtown hospital will be open, but appointments and some surgeries were being rescheduled or moved.When the Royals won the World Series in 2015, an estimated 800,000 people flocked to the victory parade, shattering expectations in a city with a population of about 470,000 and a metropolitan area of about 2 million. Cellphone towers were overwhelmed by the throngs, and motorists began parking along side of the interstate and walking as exits jammed.
