HUTCHINSON—Law enforcement authorities are investigating a Kansas man for alleged embezzlement in Hutchinson.

Just after 9 a.m. Thursday officers responded to B &amp; B Hydraulics, 2400 Line Road in Hutchinson in reference to a theft, according to a media release.

Officers learned that an employee of the business identified as Anthony Joseph Mills, 54, Hutchinson, had used company funds to pay personal debts from 2017 to the present. Through the investigation, detectives determined that the total loss was approximately $384,000 over that period.

He faces potential charges of embezzlement and computer crimes and is being held in the Reno County Jail.

Kan. man accused of theft of over $380K from employer

TOPEKA, KAN. (AP) — A&nbsp;Topeka private school was closed Thursday after thieves broke in and stole technology, sports uniforms and damaged at least 10 rooms.

Police said thieves broke into Topeka Lutheran School early Thursday. The damage was discovered when teachers and staff arrived to work Thursday, WIBW reported.

TOPEKA, KAN. (AP) — A Kansas woman has been charged with second-degree murder after a man was shot to death during the weekend.

Raishawn Smith-Parker, 47, Topeka, was charged Wednesday in the death of Kelly Parker, 51, who was found shot to death at a Topeka home on Saturday, Shawnee County District Attorney Mike Kagay said.

Smith-Parker was being held on $500,000 bond.

Parker died from a gunshot wound to the head, apparently after a domestic disturbance, police said.

Smith-Parker is scheduled to appear March 12 at a scheduling hearing.

Quick follow up led to police taking Raishawn Smith-Parker, 47, Topeka&nbsp; into custody for questioning.&nbsp; Police later arrested and transported her to the Shawnee County Department of Corrections for 2nd Degree Murder, according to Roth.

Woman charged with murder for shooting death at Kansas home

TOPEKA, KAN. (AP) — The state of Kansas is under a disaster emergency declaration through Saturday because of the risk of wildfires.

Gov. Laura Kelly signed the declaration Thursday. Conditions across the state are ripe for fire because of dry conditions, low humidity, strong winds and an abundance of dry vegetation.

"In recent years, we have seen the devastation wildland fires can cause across the state," Governor Kelly said. "They destroy crops and grazing land, and may threaten homes and lives. This declaration will allow the state to use whatever resources we have available to mitigate the risks and respond to fires, should they occur, in support of local emergency responders.”

The State Emergency Operations Center in Topeka will be staffed through Saturday from 10 a.m. until 7 p.m. And the Kansas National Guard will be placed on alert to provide air support for fire suppression if needed.

Kansans are being asked to be careful when burning outside, including using grills, and to properly discard all smoking materials.

LYON COUNTY — One person was transported for treatment following accident just after 7:30a.m. Thursday in Lyon County.

The Kansas Highway Patrol reported a 2011 Chevy Silverado driven by Eldon L. Austin, 65, Eureka, was traveling on Kansas 99 at Kansas Road and rear-ended a 2009 International School bus from USD 292 and driven by Larry Bolz, 62, Olpe. 

Bolz and 30 students on the bus were not injured.&nbsp; EMS transported Austin for treatment of a possible medical condition unrelated to the crash, according to the KHP.

JEFFERSON CITY, Mo. (AP) — A man who believed he was helping ISIS terrorists plot an attack on Kansas City was sentenced Wednesday to nearly 20 years in prison and a lifetime of probation.

Robert Lorenzo Hester Jr., 28, of Columbia,&nbsp;<a href="https://apnews.com/ab84c25508a14ae092094c79231dfded">pleaded guilty</a>&nbsp;in September to providing material support or resources to terrorists. Prosecutors said Hester gave materials such as nails and duct tape to people he believed were members of the ISIS but who were actually undercover federal agents.

Hester came to the attention of the FBI after posting several comments on social media supporting radical Islamic ideology and expressing hostility toward the U.S., according to federal prosecutors.

The FBI said Hester stated the U.S. government should be "overthrown" and that the government should be hit “hard.”

An FBI undercover officer told Hester the “attacks” were planned on buses, trains and a train station in Kansas City.

Hester was enlisted in the U.S. Army for less than a year, receiving a general discharge from service in mid-2013.

Man sentenced in planned terrorism attack on Kansas City

SALINE COUNTY —Law enforcement authorities investigating an alleged knife attack that sent a man to the hospital in Salina.

Just after 8:30 a.m. Wednesday, police were dispatched to the Salina Regional Health Center emergency room for the report of a man who was stabbed, according to&nbsp;Salina Police Captain Paul Forrester.

Officers found a 24-year-old Salina man who had two stab wounds to the torso. The man was later taken into surgery to repair his wounds.

The only information the man told police was that he was somewhere on South Ninth Street when he was attacked from behind by a white male who was approximately six feet tall and wearing a black hoodie and black pants, according to Forrester.

The exit came days after the onetime front-runner couldn't win a single Super Tuesday state, not even her own.

The person wasn't authorized to speak about Warren's intentions and talked to The Associated Press on the condition of anonymity.

Warren's exit extinguished hopes that Democrats would get another try at putting a woman up against President Donald Trump.

Warren never finished higher than third in the first four states and was routed on Super Tuesday, failing to win any of the 14 states voting and placing an embarrassing third in Massachusetts, behind former Vice President Joe Biden and Sanders.

Her exit from the race following Sen. Amy Klobuchar's departure leaves the Democratic field with just one female candidate: Hawaii Rep. Tulsi Gabbard, who has collected only one delegate toward the nomination. It was an unexpected twist for a party that had used the votes and energy of women to retake control of the House, primarily with female candidates, just two years ago.

Warren's campaign began with enormous promise that she could carry that momentum into the presidential race. Last summer, she drew tens of thousands of supporters to Manhattan's Washington Square Park, a scene that was repeated in places like Washington state and Minnesota.

She called for "structural change" to the American political system to reorder the nation's economy in the name of fairness. She had a signature populist proposal for a 2% wealth tax she wanted to impose on households worth more than $50 million that prompted chants of "Two cents! Warren ends 2020 presidential bid after Super Tuesday rout

SHAWNEE COUNTY – Law enforcement authorities are investigating a Kansas man found with oxycodone laced with fentanyl.

On Monday, the Shawnee County Sheriff's office drug enforcement unit and SWAT team served a search warrant at a residence in the 2900 Block of SW Gage Blvd. in Topeka, according to Deputy Abigail Christian.

The search warrant was generated after criminal intelligence lead to the discovery of oxycodone pills laced with fentanyl being sold in Shawnee County. This investigation stemmed from an overdose back in February.

Multiple firearms, marijuana, drug paraphernalia, cash, and opioids were recovered and seized during this operation.

Authorities also arrested Francisco Javier Cazares-Nava, 27, Topeka, and booked into the Shawnee County Department of Corrections on requested charges that include possession of marijuana, possession of drug paraphernalia, possession of opiates with intent to distribute, and aggravated child endangerment.

The federal Drug Enforcement Administration (DEA) assisted with this operation, according to Christian.

Sheriff: Suspect sold oxycodone laced with fentanyl in Kansas

HUTCHINSON — The Kansas Attorney General's office found out some good news from the U.S. Supreme Court this week.

"The United States Supreme Court agreed with our argument that the Kansas Supreme Court got it wrong in a case called Kansas versus Garcia," said Kansas Attorney General Derek Schmidt. "It's an identity theft case. The issue is whether, when a person uses a stolen Social Security number, somebody else's number and uses that to apply for a job, does federal immigration law prevent the state from prosecuting that identity theft?"

The Kansas Supreme Court thought that federal law superseded state law, the U.S. Supreme Court disagreed.

"The state may prosecute those identity thefts," Schmidt said. "People don't get a special immunity from state criminal law just because of their employment status or their immigration status. We're very pleased with that outcome."

To be clear, these weren't just paperwork mistakes.

"It's a consolidated group of three different prosecutions from Kansas, all presenting the same legal issue," Schmidt said. "The cases all had real flesh and blood victims. These are not abstract crimes against the government or anything like that, not to downplay those, but there were real people who are innocent, who did nothing wrong, who had their Social Security numbers and identities stolen, used by somebody else. We are now able to say with certainty, when the state of Kansas discovers that, we can hold that somebody else, that identity thief, accountable."

This was the third U.S. Supreme Court case Schmidt has personally argued as Kansas attorney general.

O’Brien was charged Feb. 21 with one count of indecent liberties with a child connected to incidents that allegedly happened seven or eight years ago with one girl. O’Brien’s contract was nullified and he hasn’t worked with student-athletes since he was charged, according to the statement.

KU investigating massage therapist for female athletes

SALINE COUNTY, Kan. (AP) — The stepmother of&nbsp; Colorado boy missing for over a month was arrested Monday in connection with his disappearance and presumed death, authorities said.

Letecia Stauch was arrested in Myrtle Beach, South Carolina, and is being extradited to Colorado on charges including first-degree murder of a child in the death of 11-year-old Gannon Stauch, according to El Paso County Sheriff Bill Elder. The boy remains missing.

Letecia Stauch was held overnight Wednesday in the Saline County Kansas jail on her return to Colorado, according to online booking records.

“All evidence points to the disappearance of Gannon being foul play," FBI Denver special agent Dean Phillips said.

The document laying out the reasons for Letecia Stauch’s arrest was sealed and investigators and prosecutors declined to discuss details.

It was not known if Stauch has a lawyer representing her yet. She also faces charges including child abuse resulting in death, tampering with a deceased human body and tampering with physical evidence, Elder said.

The sheriff’s office previously said that Stauch reported Gannon missing on Jan. 27, saying he left to go to a friend's house in the afternoon. Authorities called him a runaway when it first asked the public for help finding him. Three days later authorities said he was considered a missing and endangered child because of the length of time he had been gone, his age and his reliance on medication. Authorities did not describe the medication.

Gannon's mother, Landen Hiott, sobbed during the press conference announcing the arrest, at times leaning on Gannon's father, Al Stauch.

“I never thought I would be standing here. It's a nightmare,” Hiott said.

JACKSON COUNTY— Law enforcement authorities are investigating a Kansas man on drug charges after a traffic stop.

Just before 5:30p.m. Monday, a sheriff's deputy stopped a 1978 Nuwa recreation vehicle near 4th and Montana in Holton for an alleged traffic violation, according to sheriff Tim Morse.

Deputies located a&nbsp;significant amount of what is believed to be methamphetamine and drug paraphernalia in the RV.

They arrested the driver identified as Charles Lloyd Barrand, 40, of Topeka and booked him into the Jackson County Jail on requested charges of possession of methamphetamine with the intent to distribute, possession of drug paraphernalia, felony interference with law enforcement, driving while revoked and no insurance.&nbsp;&nbsp;&nbsp;&nbsp;

Sheriff: Kan. deputies find RV full of meth, drug paraphernalia

SHAWNEE COUNTY – Law enforcement authorities continue their investigation of a violent incident involving a 12-year-old girl captured on video that has gone viral on social media.

The incident reportedly took place on February 20 in the 1200 block of SW Washburn Avenue in Topeka, according to police spokesperson Gretchen Koenen.

The incident was reported to the Topeka Police Department shortly after noon that day.&nbsp; A 14-year-old girl was injured during the incident.

Police took the 12-year-old into custody. Following questioning and further investigation, they arrested the girl and booked her in the Shawnee County Juvenile Department of Corrections for a felony Aggravated Battery charge.

Authorities this week initiated legal proceedings involving a total of 5 juvenile girls related to this and a similar attack in Topeka in February, according to the Shawnee County Attorney's office.&nbsp; They released no additional details.

Charges filed against 5 Kansas girls after video of attack went viral

OMAHA, Neb. (AP) — Republican senators from four states that have seen severe flooding from the Missouri River are backing legislation that would require the U.S. Army Corps of Engineers to change its management of the river to reduce flooding risk.

The measure, which was introduced Thursday, follows criticism from residents of flooded areas that the Corps should give flood protection a higher priority than environmental, recreational and other needs.

The proposal would require the Corps to take steps to reduce flooding risks along the lower Missouri River by changing the way it manages the dams and strengthening levees along the river. The proposal is backed by all the senators from Kansas, Nebraska, Iowa and Missouri.

“After the historic flooding we saw over last spring and in previous years, it is clear that we need to fundamentally change the way the Missouri River is managed,” said Sen. Roy Blunt, R-Mo. “Farmers, families, and local officials I’ve talked to are rightly concerned with the lack of progress that has been made in repairing damaged infrastructure and putting stronger protections in place for the future."

Flooding caused more than $3 billion in damage along the lower Missouri River last year as releases from dams upstream combined with heavy runoff from rain and melting snow to damage levees and inundate land along the river. Prolonged flooding also caused significant damage along the river in 2011.

“As evidenced by the recurring flooding in the lower basin, the current approach is not working. At the federal level, we need to work toward a long term solution to our region’s flood control challenges," Iowa Sen. Joni Ernst said

The Missouri is the longest river in North America, running from Montana through the Dakotas and touching Nebraska, Iowa and Kansas before cutting across Missouri and entering the&nbsp;<a href="https://www.usnews.com/news/best-states/mississippi">Mississippi</a>&nbsp;River at St. Louis. The Corps manages the river's flow using six dams and reservoirs in Montana and the Dakotas.

Corps officials say flood protection remains their highest priority, but there are limits to what they can do to reduce flooding along the Missouri, especially along the lower river below the dams.

“We are aware people in the Missouri River Basin continue to be seriously impacted from flooding that occurred March through September 2019. We have worked hard to minimize damages caused. We’re doing all we can to reduce the impacts of the historic floods,” said Corps spokesman Mike Glasch.

The Corps said it is already working with Nebraska, Iowa, Kansas and Missouri to develop a study of flooding risk management along the river, but that study hasn't been funded yet.

Robert Criss, a professor at Washington University in St. Louis who has been studying flooding for more than two decades, said the problem is that the Missouri has been made narrower over the years and the Corps has worked to maintain a defined channel for barge traffic even though few barges ever cross the river.

“The whole problem with flooding on the river is it has been narrowed too much for barge traffic,” Criss said.

The Missouri used to be a wide waterway with wetlands and numerous channels running alongside each other. That allowed floodwaters to spread out and cause fewer problems. Criss said the modern river channel forces the floodwater into a narrow channel restricted by levees that speeds up the flow and increases damage.

Criss said that asking the Corps to do more to try and control the river isn't the answer.

“Empowering the guys that caused the problem is how you make problems persist,” Criss said.

are a time when large areas of the state’s Flint Hills rangeland are burned.

These burns help preserve the tallgrass prairie, control invasive species such as Eastern Red Cedar and Sumac and provide better forage for cattle. Prescribed burning minimizes risk
of wildfires and is effective in managing rangeland resources. 

Smoke from the burns can influence the air quality of downwind areas. The use of smoke management techniques is vital to reduce impacts.

Watson, meteorologist at the KDHE Bureau of Air. 

“For burns to be safe and effective, weather and rangeland conditions must be ideal. Many landowners will burn at the same time when such conditions are met. Air pollutants from the burns can affect persons in
the Flint Hills and can be carried long distances to more populated areas.” 


Prescribed burns release large amounts of particulate matter and substances that can form ozone. Particulate matter and ozone can cause health problems, even in healthy individuals. Common
health problems include burning eyes, runny nose, coughing and illnesses such as bronchitis. Individuals with respiratory issues, pre-existing heart or lung diseases, children and elderly may experience worse symptoms.


Steps to protect your health on days when smoke is present in your community include:

Flint Hills burning season influences air quality

WICHITA, KAN. (AP) — A Kansas man who admitted to creating a nonprofit, depositing fake checks and then withdrawing $2,000 in real money has been sentenced to 15 months in federal prison.

Nyron Bowen, 29, Wichita, also was ordered Tuesday to pay restitution. He previously pleading guilty to bank fraud.

In his guilty plea, Bowen admitted to depositing the forged checks into an account at Emprise Bank for a non-profit corporation he created called Kids On Safe Streets. He got the cash from ATM withdrawals, causing a financial loss for the bank.

Kansas Secretary of State records show the non-profit was incorporated by Bowen in December 2016, but has since been forfeited due to failure to timely file.

Just after 8 a.m. Wednesday, multiple law enforcement agencies began executing search warrants throughout Barton County. Additional search warrants were executed in Stafford and Pawnee Counties. The Barton County Sheriff’s office and the Great Bend Police Department had cultivated information from various sources revealing a network used to distribute methamphetamine.

Barton County Sheriff Brian Bellendir says one of the sources was an inmate in the Barton County Jail who was orchestrating drug deals on a recorded line. The inmate didn't know detectives were monitering the calls.

Bellendir says the execution of the search warrants found evidence of drug distribution and money laundering. A large amount of US currency, methamphetamine, drug processing materials and firearms were seized. At one location three preschool age children were taken into protective custody and released to the Juvenile Justice Authority.

Six suspects were arrested and transported to the Barton County Jail. They include:

Amy Zapata age 31 of Great Bend was arrested and booked for money laundering, distribution of methamphetamine, aggravated child endangerment, possession of paraphernalia as well as a Rice County District Court warrant. She’s being held in lieu of a $20,000 bond.

John Paul Zapata age 33 of Great Bend was arrested and booked for money laundering, distribution of methamphetamine, aggravated child endangerment and possession of drug paraphernalia. He is being held on the $20,000 bond.

Zach Thompson age 25 of Hoisington was arrested and booked for distribution of methamphetamine, possession of drug paraphernalia and criminal possession of a firearm as well as interference with law enforcement officer. Thompson is being held in lieu of a $100,000 bond.

Linda Fernandez age 37 of rural St. John was arrested for conspiracy to distribute methamphetamine in Pawnee County and transported back to the Barton County jail. She’s being held in lieu of a $20,000 bond.

Alicia Dannebohm age 42 of Great Bend was arrested and booked for possession of methamphetamine and drug paraphernalia. She was released on a $10,000 bond.

Marcus Snow age 42 of Hoisington was arrested and booked for possession of methamphetamine possession of marijuana and possession of drug paraphernalia. Snow was released on a $10,000 bond.

The Sheriff’s Office is looking for one further individual wanted for questioning. Mitch Selle age 40 of rural Great Bend. If you have information as to Selle’s whereabouts please call Crime Stoppers, 911 or the Barton County Sheriff’s Office

Deputies arrest 6 Kansas suspects in multi-county drug bust

SEDGWICK COUNTY —Law enforcement authorities are investigating a shooting and asking the public for help to locate a suspect.

According to a media release from police, 33-year-old Kyle Young is a&nbsp; a suspect in the shooting deaths of 27-year-old George Kirksey and 22-year-old Alicia Roman on January 2, at Hotel at WaterWalk in Wichita.

He should be considered armed and dangerous.

Young has felony warrants for two counts of aggravated assault and one count of criminal possession of a weapon by a felon.

Anyone with information on Young and his whereabouts are asked to contact police.

Police ask for help to locate suspect in fatal Kansas hotel shooting

Governor Laura Kelly, along with Kansas Department of Health and Environment (KDHE) Secretary Dr. Lee Norman and Kansas Adjutant General Lee Tafanelli, director of the Kansas Division of Emergency Management (KDEM, today outlined a robust, comprehensive preparedness plan for COVID-19, also known as novel coronavirus.

"There are no confirmed cases in Kansas, but we are prepared," Kelly said. "Currently, in Kansas, the overall risk of the virus is low, but that does not mean we can rest easy. We take this situation seriously. We can and will remain ready to respond swiftly and effectively, should the virus spread to Kansas."

The Kelly administration is working closely with federal, state and local partners to maintain awareness of national and international trends related to the virus. KDHE currently is working on Kansas-specific guidance, based on information from the Centers for Disease Control and Prevention (CDC, to help local communities continue their preparedness efforts.

Under Governor Kelly's direction, KDHE and KDEM are:

"The health and safety of every Kansan is our top priority and we are utilizing every tool at our disposal to continue monitoring the situation and ensure that we are ready to respond should that be necessary," Kelly said. "The best way to protect yourself, your family and your friends against contracting the virus is to use good hygiene practices like washing your hands, coughing into your sleeve, avoid touching your eyes, nose and mouth and stay home if you're not feeling well. It's simple, but effective."

Kansas has tested a few suspected cases of coronavirus, with no positive results as of today.

"Our KDHE lab now has the capability to test for cases of COVID-19, which will expedite the test results," Dr. Norman said. "That means our state can respond quickly and effectively. Make no mistake -- our team is experienced. They are highly trained and prepared to keep Kansans safe."

The Kansas Health and Environmental Laboratories facility, in Topeka, was one of the first in the country to be certified by the CDC to test for COVID-19.&nbsp;When there is a Person Under Investigation, KDHE coordinates with the local health department and other stakeholders such as hospitals and clinicians to help coordinate sample collection and shipping to the KDHE Lab, which cuts the testing time for suspected cases down from days to hours. &nbsp;

The adjutant general outlined KDEM's preparedness efforts as part of a coordinated state response.

"We stand ready to support county emergency managers for resources and technical assistance when needed," Tafanelli said. "We have been coordinating, planning and participating in briefings with local, state and federal partners on a daily basis. We stand ready to respond."

Symptoms may include fever, cough, shortness of breath. These symptoms can develop 2-14 days after exposure. The symptoms can range from mild to severe – and in rare cases, have resulted in death.

Governor: Kan. prepared for Coronavirus, can now test for virus 

WICHITA, KAN. –&nbsp;A 55-count federal indictment with 24 defendants unsealed Wednesday alleges that an inmate ran a drug ring in Wichita from a prison cell in the Oklahoma State Penitentiary, according to U.S. Attorney Stephen McAllister.

Federal agents began investigating in April 2019 and reviewed thousands of intercepted messages among the alleged traffickers.

 </figure>WICHITA, KAN. –&nbsp;A 55-count federal indictment with 24 defendants unsealed Wednesday alleges that an inmate ran a drug ring in Wichita from a prison cell in the Oklahoma State Penitentiary, according to U.S. Attorney Stephen McAllister.Federal agents began investigating in April 2019 and reviewed thousands of intercepted messages among the alleged traffickers."A large scale criminal drug conspiracy operating in Kansas whose shot caller is behind bars in another state talking on a cell phone makes this a unique case in my experience," McAllister said. "To the alleged traffickers, I think I would say: Can you hear us now?"The indictment contains detailed descriptions of defendants going about their daily chores, negotiating prices, handling hundreds of thousands of dollars in cash and trying to do business without drawing attention."Today's arrests and indictments send a clear message: whether you are behind bars or on the street, you will be held accountable.&nbsp;Today, over a 100 federal, state and local officers, working together executed dozens of arrests.&nbsp;The impact of these arrests will be immediate, and our community will be safer due largely in part to the tireless work and dedication of our law enforcement partners.&nbsp;I applaud their dedication and commitment to the community we are sworn to serve," said Timothy Langan, Special Agent in Charge of the FBI in Kansas City, Missouri.CALLING THE SHOTSTravis Knighten, 47, who is being held at the Oklahoma State Penitentiary in McAlester, Okla., is alleged to have been the brains behind a criminal organization that distributed methamphetamine, heroin, cocaine powder, crack cocaine and marijuana in Wichita.Communicating by cell phone calls and text messages, Knighten is alleged to have directed the movements of almost two dozen conspirators. The indictment alleges Knighten used cell phones obtained while in custody to receive information and to coordinate times and locations for meetings with suppliers. Knighten put together deals with the assistance of a co-defendant who also is an inmate in the same prison,&nbsp;Armando Luna, 39. Knighten also worked with a treasurer outside the prison walls, co-defendant&nbsp;Travis Vontress, 43, Wichita, Kan., as well as other close associates who collected funds to pay suppliers. Lower ranking conspirators were responsible for maintaining stash houses, cutting, packaging and storing drugs, reselling the final products and other duties.90-YEAR SENTENCEAlthough Knighten is being held in Oklahoma, he is still under the authority of the Kansas Department of Corrections. He is serving a 90-year sentence for killing a corrections officer at Lansing Correctional Facility on May 22, 1993. The victim, Officer Mark Avery, died of head injuries received during a fight in the prison recreation building.In text messages and in phone calls, Knighten and the co-conspirators avoided using words that anyone overhearing them might too easily recognize. They used a variety of slang terms instead. For instance, they might call methamphetamine "ice hockey." Heroin could be called "Jordan." Cocaine could be "soda." Sometimes crack cocaine was "hard" and "gorilla" could be the word for marijuana.During the conspiracy, many of the co-defendants were known to one another by their street names instead of their given names. Examples include Bizz, P-Boy, E, Booty, YT, Troub, Diablo, Wack, Shot, Leggs, Gray, Bink, Funk, Godfather and Punch.The conspirators are alleged to have maintained five properties in Wichita as stash houses for processing and storing drugs, including 930 N. Yale, 2548 Somerset, 245 N. Chautauqua, 1411 N. Holyoke and 429 N.
