TOPEKA — The National Main Street Center has announced the eight recipients of the Union Pacific Kansas Main Street Recovery Fund, a grant program to support the economic recovery of Kansas downtowns and commercial districts impacted by COVID-19. This program is made possible by Union Pacific, and grant funds will go toward implementing ideas for marketing or promotion to help commercial districts reopen safely.

“We are proud to partner with Union Pacific and the Kansas Main Street Program to support these outstanding Main Street organizations during this difficult time,” NMSC’s President and CEO Patrice Frey said. “Implementing the programs proposed by these grant recipients will be vital to helping small businesses and local economies weather the storm of COVID-19.”

“I’m so pleased to see the grants awarded to support great projects planned in these Main Street communities across Kansas,” Department of Commerce Secretary David Toland said. “The downtown district is the heart of the community, and that’s exactly what these projects aim to revitalize. In addition, these grant-funded initiatives will help bring new prospective businesses and professionals looking for a comfortable, modern location. This assistance is critical as we recover from the fallout of COVID-19 and return to a posture of growth.”

Hays After 5 meeting to have patriotic theme

Traffic control cones and signs are going in place today as a new phase of construction begins in the North Vine Street Corridor Improvement Project.

 Beginning Wednesday, 32nd Street at Vine Street will be one-way westbound and 33rd Street at Vine will be one-way eastbound.&nbsp;&nbsp;

"Simply stated, motorists will be able to get to 32nd and 33rd Streets from Vine, but they will not be able to get to Vine from 32nd or 33rd," said John Braun, Hays project manager. "They'll have to find alternate routes."

&nbsp;Construction in these areas will continue throughout the summer.&nbsp;

Traffic on the west frontage road remains one-way northbound as it is reconstructed.

"They'll be building the intersection, widening it out and getting the splitter islands constructed. That will allow for connection to the roundabout on Vine Street during the next phase," Braun explained. "It also provides protection for pedestrian crossings."

"A splitter island, or raised median, separates the direction of traffic as motorists approach and directs vehicles in the correct orientation to enter the roundabout," he added.

The 32nd/33rd double, or peanut, traffic roundabout will be the first of four to be built on north Vine. That phase is expected to begin in mid-August and be completed in mid-November.

Braun said the city will implement an educational campaign to instruct drivers on how to utilize the double roundabout.

HaysMed is trying to make up financial losses due to the COVID-19 outbreak in what the CEO calls a marathon to recovery.

The hospital was affected on both the revenue and expense sides by the pandemic.

As the pandemic hit the U.S., the hospital canceled patient visits and elective surgeries as directed by Kansas Board of Healing Arts to make sure enough personal protective equipment was available to deal with the COVID-19 crisis.

This meant the hospital was not generating the revenue that its expenses were based on,&nbsp;Edward Herrman, HaysMed president and CEO, said via email.

"We have stocked up on PPE over the last few months, which has allowed us to now expand our service offerings back to normal," Herrman said. "We never stopped doing emergent cases."

Herrman said the hospital has a great screening process for all patients going for surgeries or procedures. It’s made the hospital safer … all the way around, he added. 

"We are tightening our belts in areas away from patient care and looking for ways to be good stewards over our resources," he said.

On the second front, the hospital had additional expenses&nbsp;to ensure it was prepared to take care of patients should the hospital receive a surge of COVID-19 positive patients.

Herrman did not put a dollar figure on either the increase in expenses or the decrease in revenue.

Doug Gaston, senior vice president and chief financial officer at The University of Kansas Health System, discussed the financial impact of the pandemic on hospitals in the system during a news conference in May.

Gaston said hospitals have been hit hard by the pandemic and can’t stand big disruptions and loss of patient volume. Some hospitals in the state lost as much as 20 to 40 percent of their patient volume.

Most hospitals have a margin of about 1.7 percent. That means for every $1,000 the hospital takes in, $17 is left after expenses.

He also said The University of Kansas Health System has spent about $10 million on facility upgrades, supplies and lab testing to meet the demand of treating COVID-19 patients.

HaysMed has received government aid to offset some of the pandemic's economic impact, Herrman said. 

"However, the grant does not cover the loss of revenues from canceling and postponing surgeries and procedures," he said. "The dollars received have been spent on our best and greatest resource, people. We have not furloughed or laid anyone off here at HaysMed. The grant funds helped in covering that cost."

Herrman also did not reveal the exact amount of the grant funds.

&nbsp;The hospital is&nbsp;still hiring in specialized areas of need, Herrman said.&nbsp; However, the hospital is holding back on new jobs that were slated for the next fiscal year.

During the COVID-19 shutdown of elective procedures, the hospital used a reassignment pool where its associates were assigned job duties around the campus. 

The hospital has taken this time to do additional cleaning and maintenance at the campus. The hospital used most of the reassigned employees for its screening stations for the facility. 

"Our goal was to keep people working, and we have been very successful in doing that," Herrman said.

Herrman said the hospital could take another financial hit if there would be another significant wave of COVID-19 infections.

"We remain prepared and vigilant should another wave of patients occur," he said.&nbsp; "That is why we are asking the community to maintain personal responsibility and help keep safe and not spread the virus. 

"Do not let down their guard.  Continue to wash hands, cough into elbow, wear a mask when out and maintain six feet distance, only go out when you ‘have to go out.' Don’t jump back into old routine too soon. Follow the phased approach outlined by KDHE."

He described the process of financial recovery as a marathon and not a sprint.

"We plan to retain our employees because they need to care for our community," Herrman said. "We are working hard to help the community understand it’s fine to come and get health care. 

"So [we are] 1) tightening our belt 2) getting back to work by educating the public on how safe it is here 3) continuing to apply for federal grants and other money to make ends meet better and get through this.  We will be feeling the financial effects for some time. It’s an evolving story, and we are not at the end of it yet."

HaysMed experiences financial losses as result of COVID-19

New scholarships are available for teaching candidates at Fort Hays State University. The College of Education has taken the initiative to direct the financial gifts of alumni to a special scholarship program to help defray the expense of obtaining licensure.&nbsp; The scholarships are for students in their last semester who plan on applying for licensure. During that semester, these students are faced with fees of $500 to $600 for testing fees to obtain initial license.&nbsp; “Our goal is to reduce the financial burden on our students at the end of their program when finances run low,” said Dr. Paul Adams, dean of the College of Education at Fort Hays State.&nbsp; “The timing of this is fortuitous, given the disruption with COVID-19 and limited opportunities for summer earnings. We invite our alumni to help support this going forward,” he said.&nbsp; The scholarships are available now, and students can apply online using the Fort Hays State University scholarship application.&nbsp;

MatchDay is a giving event designed to raise awareness and support for nonprofits and charitable organizations in Norton County. Wow, we blew right through spring and are bearing down on summer, and in the Farm Bureau world that means annual meeting time is right around the corner. Annual meetings are vital in the life of our organization and something many members look forward to. It is a time to conduct the business of our organization but also a time to fellowship with our neighbors and friends.

Just like our policy positions, the decision on each county’s annual meeting is left up to the grassroots level and your local board is deciding what your meeting will look like this year.

Some may decide the risk is low in their county and continue with their traditional annual meeting, and that is fine. However, many of our local boards will decide a different mode of annual meeting needs to happen this year. It may be a business only meeting, meant to lessen the time we spend together and therefore lower the risk of passing a virus on. I suppose some may take the route of a ”virtual” annual meeting utilizing the technology available to us. That is the lowest risk option and may be the best in some areas.

No matter what type of meeting your county decides to have, you can rest assured  the board did it with the health and wellbeing of their fellow farmers and ranchers in mind. It may not look like the annual meeting we are used to, and that may be a cause of disappointment. Hopefully it will be a one-time measure. You can rest assured that the decision was made after a great deal of thought and planning with the best interest of everyone in mind.

On a similar note, continue to check in with us on news about Kansas Farm Bureau’s Annual Meeting. That seems like a long way down the road, but I am sure that December will be here before we know it. Just know your state staff and board members are also watching the situation closely and developing alternate plans with the hope they’re not needed. I promise you when a decision is made, it will be just like the one at your county level and have the best interest and safety of all members in mind.

We have never done anything like this before because we have never seen anything like this before. Patience is a virtue, and we want to make sure that all members are safe and healthy. Hang in there, take the proper precautions and we will all make it through this healthy and happy and ready for annual meetings in 2021. It will be worth it.

Certified Bob Ross instructors will lead Hansen courses

THOMAS COUNTY—One person was injured in an accident just after 6:30p.m. Tuesday in Thomas County.

The Kansas Highway Patrol reported a 1982 Polaris Razor ATV driven by&nbsp; Adam Earljoe Cooper, 31, Pine Bluff, Arkansas, was eastbound on County Road N just east of County Road 20.

Vehicle fishtailed, became unstable and rolled into the north ditch.

EMS transported&nbsp; Cooper to Citizens Medical Center.

Ellis County Public Works will host an open house for the proposed improvements to 230th
Avenue and Feedlot Road on June 23. The purpose of the Northwest Business Corridor
project is to improve access, safety and economic development in this quickly developing area
north of the city of Hays.


Ellis County Public Works proposes to reconstruct approximately four miles of roadway that will
serve as a county road extension of the current U.S. 183 Bypass around the city of Hays. The
proposed roadway will consist of two 12-foot lanes and 8-foot shoulders and intersection
improvements that will accommodate the turning of large trucks.


The Northwest Business Corridor Open House will be held June 23 from 5 to 7 p.m. at the Schenk Building, Ellis County Fairgrounds, 1344 Fairground Road.

Attendees are encouraged to attend the open house and can come and go at their own
convenience. No formal presentation will be given, but preliminary project exhibits will be
available for public viewing. Ellis County and Driggs Design Group staff will be in attendance to
answer questions and will accept public comments regarding the proposed project
improvements.

Ellis Co. schedules open house to discuss business corridor

TREGO COUNTY —Gleneice Lashawn Phillips, 24, Dayton, Ohio, and&nbsp;Kamryne J. Wright, 19, Dayton, Ohio, are charged with one count of possession with intent to distribute methamphetamine, one count of possession with intent to distribute fentanyl and one count of traveling across state lines in furtherance of drug trafficking. The crimes are alleged to have occurred Jan. 19 in Trego County, according to a news release Tuesday from&nbsp;U.S. Attorney Stephen McAllister.

The defendants initially were charged by criminal complaint March 10, 2020. The complaint alleged they were stopped with more than 35 pounds of methamphetamine and approximately 22 pounds of fentanyl.

If convicted, they could face not less than 10 years in federal prison and a fine up to $10 million on each of the possession charges and up to five years and a fine up to $250,000 on the other count. The Kansas Highway Patrol and the Drug Enforcement Administration investigated. Assistant U.S. Attorney David Lind is prosecuting.

Astra Bank announced this week the hiring of Deron O’Connor as its senior vice president–chief operating officer.&nbsp; 

O’Connor comes to Astra Bank from Commerce Bank, where he served as market president in Hays. In that role, O’Connor had responsibility for leading a team that provided banking services for a loan portfolio of nearly $100 million and $220 million in customer deposits.&nbsp; 

Prior to his 20-year tenure with Commerce Bank, O’Connor worked for Lang Diesel Inc. as the comptroller and finance manager and for the Office of the State Bank Commissioner as a field examiner.&nbsp; O’Connor has been actively involved within the Hays community serving on numerous civic and economic development boards, all in a leadership capacity.

In his new role, O’Connor will be focused on enabling all of Astra Bank’s branch locations to provide dependable financial advice and service to the eight communities Astra Bank serves in Kansas and Nebraska.&nbsp;

8:45 p.m. Monday, June 15 Clarification: The photo posted earlier was a part of Robert Clark's National Geographic project, but it was not his father Russ Clark of Hays.

The images are all similar — a U.S. Navy machinist, a Soviet medic, a Holocaust survivor.

They all lived through the same time — World War II, but their stories are very different.

Hays native, Hays High grad and photographer Robert Clark shot the series of portraits for National Geographic for a cover story to commemorate the 75 anniversary of V-E Day. Among the photos was a portrait of Robert's father, Russ Clark of Hays.

Russ, who will celebrate his 96th birthday on June 17, was a machinist first mate in the engine room of the USS Furquay, an escort destroyer. He served in the North Atlantic and was shipped to the Marshall Islands after the end of the war in Europe.

The destroyer sunk the last German U-boat of the war. The submarine turned on the destroyer the day after V-E Day, unaware the war had ended. The destroyer issued depth charges and sunk the attacking sub.

Russ was like many young men of the Greatest Generation. He grew up on a farm during the Dust Bowl, working hard and doing without.

&nbsp;Russ Clark was 19 when he joined the Navy and, like many boys from the Midwest at the time, had never seen the ocean. He was injured playing football in high school and saved his own money to have surgery to have a hernia repaired so he could pass the physical to enter the service, Robert said.

Russ had two brothers in the Army Air Corps, and Robert's mother had a brother who was a P-51 pilot and another who was B-24 Liberator pilot.&nbsp;

Robert said when he wrote the proposal for National Geographic he was well aware the world is losing members of this generation every day.&nbsp;

Of 17 million people who served in the U.S., only about 450,000 WWII veterans remain. About 5,000 former WWII service personnel are being lost every week. Robert said he thought those losses will likely be deeper in light of COVID-19.

"It is always best as a photographer if I can filter out the best interpretation of something," Robert said. "There is nothing better than the voices of people who lived through this."

During his work, Robert said he learned about the siege of Leningrad, which lasted about 900 days. The city was surrounded on three sides by Nazis. The Russians sent trucks full of children out and trucked supplies into the city on a road dubbed the "Road of Life."&nbsp;

One of the women Robert met was driven out of Leningrad on the Road of Life.

"To hear these stories first-hand, it is hard to imagine what people went through and the difficulties that people went through," he said.&nbsp;

The cover of the June issue of National Geographic is a photo Robert shot of a man named Lawrence Brooks, 110, of New Orleans. He served in the Philippines and the South Pacific.

"It is very poignant to hear, with what is going on with Black Live Matter, about the racism he dealt with in the service and then when he came home — the fact that he couldn't get a job even though he put his life on the line for the country," Robert said.

"He is an amazing man, and he has an amazing story himself."

When Brooks was 96 years old, Hurricane Katrina flooded his house and he swam in water up to his chest to a church down the block where he climbed on the roof until he could be rescues by a helicopter.

Robert also met a Holocaust survivor who went into hiding when she was 3 year old and did not come outside again until she was 6.&nbsp;

"Her distinct memory is her mother. She was Jewish. When she was 3 years old leaving her with a Christian lady and, three years later, her mom coming back," Robert said. "She never had a real opportunity to go back and find the lady who helped her because after she was picked up by her mother. They immigrated pretty quickly.

"That was one of the big tragedies of her life, she said, to never be able to go back and thank this woman who saved her life."

Robert added, "There are all sorts of personal stories, but they paint a larger picture of what people had to deal with in the world at that time."

Robert said hearing the stories gave him a greater appreciation for his father's service.

"When I was 19, I was skipping classes at K-State and going to Aggieville and spending time in Kites and some of these other bars," he said.

"There was a real pulling together of the nation. I think everyone knew they had to be involved. There was really not much question because it was just the right thing to do and the world needed them to be involved."

After the war, Russ went to K-State, where he met Robert's mom. Robert's mother's family owned the Lamer Hotel, which is now the Chestnut Building on Main Street in Hays. Russ worked there for a time.

Russ eventually opened The Village Shop clothing store at 1102 Main, Hays, which he ran for 30 years.

Robert had already shot the photo of his father when he wrote the proposal for the photo series for National Geographic. He opted to shoot all of the photos in the same style.

"The primary artistic difference was the person in the photo," he said. "My father's picture is shot similar to a Holocaust survivor, which is shot similar to a women who was a medic in the Soviet Army. I wanted them to all look like they belonged together, but they had amazingly varied experiences."

Robert has worked on about 50 projects for National Geographic, 12 of which were cover stories.&nbsp;

"It was nice to work on a project that I thought of and that I had the initial idea for," he said, "and that you end up getting a full-page picture of your father in the magazine. That was kind of special to me."

Players and coaches
for the Hays Larks summer-collegiate baseball team are scheduled to be tested
Tuesday for COVID-19, the novel coronavirus that has created a global
pandemic, after a player tested positive over the weekend.

Monday’s season opener and
Tuesday’s game were canceled after results confirmed a Larks player tested
positive for the virus. He had been feeling ill and took the test Saturday,
with results coming back Sunday.

Frank Leo, who would have been
starting his 38th season as Larks manager with Monday’s non-league
game against the Colorado Springs Outlaws, said the decision on whether to play
this summer rests with the results of Tuesday’s tests. Hays’ next scheduled
game is 7 p.m. Friday at Larks Park against the Colorado Pirates in their Rocky
Mountain Baseball League opener.

“If everyone comes up negative, we’ll
be able to proceed with the season Friday night,” Leo said, adding that if
anybody tests positive “the season is basically done. Everybody’s got to be
negative.”

Ellis County Health Services
Director Jason Kennedy sought guidance from the state on how to proceed, Leo
said. If the season is not canceled, players will be checked regularly for
signs of illness.

“The team will be closely
monitoring temperatures, how the players are feeling, encouraging if you’re not
feeling well don’t come to the ballpark,” Leo said. “We will be diligently
monitoring players on a daily basis.”

Leo said he would be anxiously
awaiting Wednesday’s test results.

“There is no contingency,” he
said. “We’ve got to be negative or we’re done.”

Commerce Bank announced Monday that Shane Smith has been named president of the Hays market. In this role, Smith will be responsible for the overall administration of Commerce Bank’s Hays region overseeing banking operations and continuing business development and relationship management related to Commerce’s full line of banking, borrowing and treasury management solutions for commercial clients.   

“Shane has proven himself an outstanding banker and leader.
