Fort Hays State University’s College of Education is introducing a new course option for school personnel. The course, Education Institute: Teaching and Leading through Crisis, was designed for school administrators and teachers to help understand and develop skills to lead in this new world we live in.&nbsp; Paul Adams, dean of the College of Education and Anschutz Professor of Education and Professor of Physics, said the institute is a direct response of the College of Education’s mission of serving schools and providing timely learning as part of the Tiger Teacher Nation. Teaching and Leading Through Crisis begins virtually June 29.&nbsp; “We recognized that we are undergoing an unprecedented time in our history,” said Scott Gregory, director of field experience for the College of Education. “We wanted to offer a class that was responsive to district needs, as well as provide teachers and administrators with up-to-date information as they plan for the fall semester.”&nbsp; The class, which will be taught by Gregory, will focus on teaching and learning during crisis, and students can expect a hands-on learning experience even though the class is online.&nbsp; “Students will learn about the crisis life cycle, as well as the effects of crisis on learners and leaders,” Gregory said. “A third objective will be for them to create a portfolio ‘response’ plan to take back to their district or classroom with ready-made strategies. “&nbsp; Gregory said that students will select a crisis of their choosing and proceed to work on a plan. He will facilitate incorporation of new knowledge as it relates to COVID-19 and other current events. Students will have opportunities to hear from the Kansas Department of Education and other representatives via Zoom, who will be sharing information that will be released soon.&nbsp;

FHSU offers course on educating through crisis

PHILLIPSBURG – Tickets for Kansas Biggest Rodeo go on sale at Heritage Insurance Group in Phillipsburg on July 1.

Tickets for the rodeo, to be held July 30-August 1 have been on sale online since June 1, but purchasers can now buy them in person if they choose.

And it’s a safe bet that Phillipsburg’s most famous radio personality will be in the stands for the rodeo.

Tad Felts and his wife, Patt, moved to Phillipsburg in 1968, and except for two years in Idaho, have made the Kansas town their home.

Felts, who was on the air at KKAN/KQMA radio in town, is also the person who draws the winners of the raffle done during the rodeo on Saturday night.

“That night, I always make one friend and 299 enemies,” he quips, about drawing the winner from the 300 tickets sold. “When I was in the arena (for the drawing), people would holler at me, ‘pull my name.’”

Felts is no stranger to sports. As a radio DJ, he’s covered high school sports for Phillipsburg, Smith Center, Osborne, Stockton, Plainville, Logan, Northern Valley, Thunder Ridge, Palco and Norton.&nbsp;

The 87-year-old estimates he’s broadcast between 4,000 and 5,000 basketball games and 750 football games, and been to every Kansas high school state track meet since 1968, &nbsp;except for this year, due to the COVID-19 virus.&nbsp;

He’s also interviewed many rodeo celebrities, including world champion cowboys and cowgirls. Some of his favorite itnerviewrs were with Greg Rumohr, a long-time Phillipsburg bullfighter, and Rick Young, who clowned the rodeo for years.&nbsp;

He loves the rodeo and the feeling of family and welcome it brings to town. “It’s a special crowd,” he said. “They all enjoy it, and there are as many people outside the stands as there are inside. A lot of people only see each other once a year, and that’s at rodeo time. It’s a big gathering.”

Felts admires the grit it takes for a cowboy to get on a bull or horse. “At times, I would sit up in the chute seats and I’d see these cowboys getting on bulls. I’d say, no way would I ever do that,” he laughed. “It takes a lot of extra stuff to get on the bulls or the broncs.”&nbsp;

Now retired, Felts still does a weekly podcast called “The Tadpoll,” and during rodeo week, interviews rodeo guests.&nbsp;

And when August 1 rolls around, he’ll be in the back of the raffle vehicle as it comes into the arena, for the raffle drawing, ready to call out the name of the winner.&nbsp;

This year’s rodeo begins at 8 pm each night, July 30-31-August 1.

Tickets range in price from $12-15 for children and from $16-$19 for adults. For the Thursday, July 30 rodeo, kids up to the age of ten are free with the purchase of an adult ticket.&nbsp;

Longtime radio personality is Phillipsburg rodeo fan

If you are from the Plains region, your social media feed is probably filled with wheat harvest photos right now.

Hot, dry winds roll across fields of golden waving wheat. Friends and family come together to drive combines, grain trucks, “the old wheat truck” and “the new semi” late into the night to bring in the crop. Famous home-cooked meals are served out of the back of SUVs. Heavenly displays of color created by the dust-filled air as the sun sets over the heart of America.

However, the country song “In Color” is spot on that “seeing it in color” by living through an event is so much more powerful. A picture can’t quite capture an air of excitement, comradery of families and communities working together, or pride in an honest day’s work. No picture, black and white or color, can capture the true heart of the experience.

In recent years, farmers and ranchers have become frustrated with “city people” who have never been on a real farm because they can’t seem understand that even though farming is truly a passion it is full of challenges.

For example, harvest is such a whirlwind because farmers are terrified if they don’t get wheat out of the field hail, fire or bugs could destroy it. An entire year’s income is tied up in each field and farmers aren’t actually rich, they just have larger bills than most other people. It’s not uncommon to go days or weeks without tucking their kids into bed, a proper night’s sleep or a moment of downtime. The seeds, chemicals and other scientifically developed farming practices we use are what we believe to be the best, safest tools to grow healthy food.

A city person scrolling through social media probably doesn’t appreciate (or maybe even care about) all my feelings about wheat harvest. Pictures are informative and can help tell a story, but they can’t provide context, background and first-hand feelings created by seeing the true colors of an experience with your own eyes.

Our national conversation is consumed with Black Lives Matter, protests, race and injustice. I see these stories and feel like an outsider looking at another family’s photo album. I can see what is happening and the emotions of the participants, but I can only guess at what they feel  and have no understanding of each snapshots’ value. I am not part of their experience.

No matter how much I want to understand, I can’t wrap my brain around what it is like to be a black man living in America. However, I do understand some of their emotions: helplessness, frustration, fear and anger.

It’s OK if you aren’t a vocal participant in the national conversation. It is actually very appropriate if you lack experience with the topics. But please, do not dismiss these conversations. They are happening for a reason.

The world is not black and white. Taking a color-blind approach and ignoring race hides so many valuable things in the shades of gray. Our world is full of color and colorful people for a reason.

We have an opportunity to make it better. A moment to ask genuine questions and have uncomfortable conversations, raise our voices against injustice and show compassion for others’ struggles, and seek to understand the cultures of our fellow humans.

Don’t experience life scrolling through other people’s photos. Go see it in color.

Three-day weather outlook

Some of them are creepy and crawly. Others can be vicious blood-suckers. Still others slowly whittle away at the wood in your home. But one thing homeowners know about all of the pests they may find is they would rather do without them.

This time of year, that’s nearly impossible, said Kansas State University entomologist Jeff Whitworth, who notes that many of the most common household pests become more active after March each year.

“Arthropods – insects, mites, spiders and others – are our No. 1 competitors for food and fiber, including wooden structures,” Whitworth said. “So, it behooves all of us to know as much as possible about these competitors so that we know which one’s are pests, which one’s are helping us, and the vast majority of which just occupy ecological niches that do not affect us.”

Whitworth is a co-author of the K-State Research and Extension publication,&nbsp;<a href="https://bookstore.ksre.ksu.edu/pubs/MF3291.pdf">Household Pests of Kansas</a>, a 112-page guide to the most common pests in the Sunflower State.

“This book will help folks identify pests, or identify that the bug they have found is not a pest,” Whitworth said. “If it is a pest to be concerned about, they can read a little about what to expect and how to best get rid of them or keep them out of the house.”

Termites are one of the most worrisome insects for homeowners.

“It’s been said that every wooden structure has had, has, or will have an infestation of these wood-destroying insects,” said Whitworth, noting that termites have “swarmed a little later this year than usual.”

He added that&nbsp;Household Pests in Kansas&nbsp;includes a good description of how to tell the difference between termites and ants, and a recommendation to call a pest control professional as soon as you realize you have termites.

Some of the many pests that Whitworth said homeowners should be aware of include:

Most household pests are inactive from October through March, Whitworth said, though a few “pantry pests” stay active during that time because they feed on stored foods that are generally kept at temperatures of 50 degrees Fahrenheit or higher. “Cockroaches and bed bugs can certainly be active year-round, anywhere that temperatures are above 50 F,” he said.

In addition to his publication, Whitworth said two other books –&nbsp;<a href="https://www.bookstore.ksre.ksu.edu/pubs/S131.pdf">Insects in Kansas</a>&nbsp;and&nbsp;<a href="https://www.bookstore.ksre.ksu.edu/pubs/S152.pdf">Crop Insects in Kansas</a>&nbsp;– will help homeowners identify pests.

“Your&nbsp;<a href="https://www.ksre.k-state.edu/about/stateandareamaps.html">local extension office</a>&nbsp;can also help,” he said. “Take the best, close-up photos you can, from several angles, and place something beside the specimen so the person making the identification can get an idea of size. You can also take the actual specimen in as good of condition as possible to the local extension office.”

When pest control measures are warranted, Whitworth recommended contacting an established company. “Get several estimates and each company’s tactic to manage your problem,” he said. “They will be different, but they will probably be happy to provide a free estimate. Don’t forget to get a warranty or guarantee, because they should provide these.”

🎙 Post Podcast: Hays Chamber introduces new VP of Membership

Two people have been arrested after explosive materials were found in a home in Hays.

<a href="https://hayspost.com/posts/160d50e4-2e1b-471e-b959-305d7d77524f">After Hays Police Officers were dispatched to the 300 block of West 11th on Sunday for a disturbance, a search warrant was executed for drug-related items. During the search, explosive materials were found in the home.</a>

The Kansas&nbsp;Highway Patrol’s Hazardous Devices Unit was called to the scene and disposed of the material off-site early Monday afternoon.

On Tuesday, Hays Police Chief Don Scheibler identified two suspects from the home that had been detained during the investigation. He confirmed the materials were explosive in nature, but declined to identify the material.

Shon Howard Mathwich, 41, Hays, was arrested on suspicion of criminal use of explosives, drug possession and possession of drug paraphernalia.

Grove was convicted in 2016 of drug possession in Barton County.

The Kansas Bureau of Investigation also assisted in the investigation.

During the search, explosive materials were found in the home.</a>The Kansas&nbsp;Highway Patrol’s Hazardous Devices Unit was called to the scene and disposed of the material off-site early Monday afternoon.On Tuesday, Hays Police Chief Don Scheibler identified two suspects from the home that had been detained during the investigation. He confirmed the materials were explosive in nature, but declined to identify the material.<figure>

Two arrests made after explosive materials found in Hays home

LOGAN COUNTY—One person was injured in an accident just before 10:30a.m. Tuesday in Logan County.

The Kansas Highway Patrol reported a 2016 BMW X5 driven by Maynard J.&nbsp; Rinehart, 62, Weldon Springs, Mo., was westbound on U.S. 40 just east of County Road 140.

An antelope jumped in front of the vehicle causing an evasive action by the driver.&nbsp; The vehicle rolled into the south ditch.

EMS transported&nbsp; Rinehart to the Logan County Hospital. He was properly restrained at the time of the accident, according to the KHP.

FHSU online Q&A about reopening plans will be today

COVID-19 may have canceled Big Brothers Big Sisters' bowling event this spring, but the ducks are set to race as normal&nbsp;on Wednesday, Aug. 5, at the Hays Aquatic Park in the annual Duck Derby.

Thousands of rubber ducks will slip down the main slide at the water park and race around the lazy river for a chance for one lucky donor to win a car.

"We are really hoping to provide people with something to look forward to," said Jenny Bates, BBBS of Ellis County director.

The make and model of vehicle to be given away has yet to be announced.

Nine other prizes will be up for grabs for the other top finishers, including a two-night stay in a vacation rental in Branson and a laptop provided by Eagle Vyve Broadband.

Ducks cost $5 for one duck, $25 for six ducks, $50 for 12 ducks and $100 for 25 ducks.

Children can also win prizes in the Duck Dash. Children's ducks are $2 each.

Ducks for both divisions are now on sale at James Motor Company, Bank of Hays, Hays Hobby Shop and the BBBS office and Downtown Hays Development Corp. offices, which are both in the Chestnut Building, 1200 Main. Eagle Radio will sell ducks when it reopens for regular hours on July 1.

BBBS will be at the Hays Downtown market on Saturday, June 27, selling ducks. BBBS also will be participating in the Wild West Fest parade and Bazaar on the Bricks, which has been rescheduled to Saturday, Aug. 1.

Auto World is coming back as a two-time champion of the cardboard boat races. As such, the business earned naming rights, choosing the Man Overboard Challenge II.

Entry fee is $500 per team. Teams consist of four people. Two people can be in the boat paddling, and two people can assist in launching the boat.

If COVID-19 social distancing concerns remain, organizers may increase the number of boat race heats.

Duck Derby goers are welcome to swim the night of the event. There also will be a hot dog feed fundraiser.

If COVID-19 restrictions would prohibit the gathering of a crowd the day of the event, BBBS has developed a contingency to broadcast the races via live stream.

You do not have to present to win any of the prizes, including the grand prize vehicle, Bates said.

BBBS continued to operate during the COVID-19 shutdown. Although matches could not meet in person, they found inventive ways to communicate. Some called, texted or video conferenced. Others used old-fashioned letter writing.

One big and little exchanged messages using sidewalk chalk on the little's sidewalk.&nbsp;

Yet another family posted a sign in their little's yard expressing how much they missed their little.

Ellis Bigs took a financial hit when it was forced to cancel its Bowl for Kids Sake fundraiser this spring. Bates said considering the local economy right now, she does not know how duck sales will go this year.

"We have re-created our budget, knowing the economy right now," she said. "We want the Duck Derby to be successful. It is an important part of funding for our program."

BBBS of Ellis County is serving 140 matches. This is up 20 matches from the same time last year, Bates said.

The organization always needs volunteers. Thirty-five youth are waiting for matches.

BBBS Duck Derby's float for a cause to proceed as normal

As with most educational institutions, COVID-19 changed the way classes were taught, interaction with students and the thought of how graduation would take place.&nbsp; In March, NCK Tech started to take steps to replace the traditional commencement exercise. NCK Tech administration and staff began to put a plan into action. The first step was to get student input. Even though there were many ideas, one overwhelming theme dominated and that was the students wanted to feel like they could be together and still celebrate one another.

	Graduation kits were sent to all graduates. These “graduation kits” included commencement regalia (cap, gown, tassel), honors cords, leadership cords, a letter from the President, Eric Burks, and yard signs to place in their yards or at their homes.&nbsp;&nbsp;Within the letter was a congratulations for completing their program successfully and then the process for submitting a photo.&nbsp;

“Graduation is a huge point of pride for our entire institution,” said Jayme Owen, Dean of Student Success. “It is a great accomplishment to start a program and to complete the program, let alone during a world-wide pandemic.&nbsp;&nbsp;It was important to honor our students and be able to let them show pride in their program.” 

Once students received their graduation kits, the response from students was very positive.&nbsp; Photos and comments from students were being submitted. During this time, faculty were recording messages to be included in commencement video.

NCK Tech normally includes a Military Veterans “thank you” during the traditional commencement exercise. This year was no exception as three Honorary Veteran’s Awards were acknowledged.&nbsp;

The time-honored tradition is important to every institution and NCK Tech has continued with this important event though virtually. Committee members worked tirelessly to produce a graduation to remember. Watch parties of the video with instructors and students was a critical element in the graduation production. 

“The virtual commencement and watch parties were a huge undertaking and the culmination of the incredible efforts of so many staff and students,” said President Eric Burks. “I greatly appreciate everyone’s contributions, and from the reaction we’re receiving so do our students. The challenge was to create a safe way to celebrate our students’ achievements that was in no way less, and if possible, better.&nbsp; By displaying photos of students in their regalia as their names were called, we were able to provide a moment of individual recognition which is so important at commencement.”

The release of the 2020 NCK Tech Graduation videos (one for each Beloit and Hays) will be Tuesday and will be available on Facebook and YouTube.

That's up more than three dollars from last week, up more than four dollars from the first of the month, but down more than $21 from the first of the year. Baker Hughes reports 266 active drilling rigs nationwide, a decline of ten oil rigs and three gas rigs. The count in New Mexico was down five. Texas was down three. Independent Oil &amp; Gas Service reports a slight dip in drilling activity in Kansas after a slight increase last week. The Rig Count in Kansas shows two active rigs east of Wichita, which is unchanged from a week ago, and seven in Western Kansas, down two.&nbsp; Regulators approved four permits for drilling at new locations across Kansas last week, 210 so far this year. Independent Oil &amp; Gas Service reports 25 newly-completed wells during the last week, 492 so far this year. There were 15 completions in eastern Kansas, and ten west of Wichita, including one in Barton County and two in Ellis County. The Kansas Geological Society recognized and named two new oil and gas fields. They are the Buffalo Plains Northwest field in Cheyenne County, and the Lunt East field in Pratt County. The government reported its 15th consecutive weekly decline in U.S. crude-oil production. Average output for the week ending June 12 dropped nearly 600,000 barrels compared to the week before, to 10.46 million barrels per day. The weekly total from a year ago was over 12.1 million barrels per day. Weekly production in the U.S. topped 13 million barrels per day twice, back in February and March. Crude oil inventories increased another 1.2 million barrels last week. The Energy Information Administration says stockpiles are about 15% above the five-year seasonal average. EIA reports imports of 6.6 million barrels per day last week, down more than 200,000 barrels per day compared to a week earlier. The four-week average is down ten percent from the same period last year. U.S. freight traffic is down 15% compared to last year. But oil-by-rail is off by 26% from last year, dropping 236 tanker cars from a week ago. The Association of American Railroads reports 9,436 tankers moved petroleum and petroleum products during the week ending June 13.&nbsp; EIA says gasoline demand has increased 18% since mid-may, pumping up pump-prices by 13% in that time. The national average gasoline price ticked up another half cent Thursday to just over $2.11 per gallon. That's three cents higher on the week, nearly a quarter higher than a month ago, but still more than half a dollar less than last year at this time. Kansas is one of 15 states where the average is below two dollars ($1.92 Monday).&nbsp; Oklahoma Corporation Commissioner Bob Anthony has been named to serve his sixth straight term on the National Petroleum Council, a group that advises the Secretary of Energy on matters related to U.S. oil and gas policy. He is one of 8 Oklahoma residents named to the NPC this year, giving Oklahoma the most of any state. The State of North Dakota has confiscated at least 239 "orphaned," or abandoned oil wells and is taking bids to plug those wells thanks to the CARES Act. The Bismarck Tribune says reclamation work starts in July. Regulators plan to use $66 million in federal coronavirus aid, and hope to return 2,200 acres of land to agricultural use, mainly in the state's older, northern oil fields.&nbsp; Federal regulators sided against the state of Washington in a dispute about oil tanker pressure that arose after a string of oil-by-rail accidents. The state will not be allowed to impose its own, stricter vapor-pressure limits on crude oil loading or unloading within its borders. Lawyers for the states of North Dakota and Montana argued that allowing the Washington regs would block their crude from the Pacific Northwest and drive down its value without any proven safety benefit. The government ruled that federal law governs the transport of hazardous materials, preempting stricter regulations imposed by the state.

Well, the out-of-session Legislature watched last week as the governor’s Strengthening People and Revitalizing Kansas (SPARK) task force doled out an even $400 million to Kansas counties to help them meet the costs they’ve seen due to the COVID-19 pandemic effects that have swept the world, nation and…well, Kansas…

Legislators, most of whom want to continue spending winters in Topeka, and even those who have had enough and will retire, are wondering just what that money is going to buy. And…if there’s a political upside for them in, well, while not actually having voted for that money for locals, waving as the money went to their home districts.

And, they’re also going to be watching to see just how the county commissions in each of the state’s 105 courthouses divide that money up, since its allocation a few days ago, between cities, townships, rural water districts, school districts…you name it, nearly any outfit that can assert to commissioners that the virus and its stay-home and stay-closed orders have shaken those small local economies.

Problem, of course, is that most legislators, and most Kansans, don’t have any idea of just what the shut-downs, the overtime for some workers, the expenses of working at home and even those face masks actually cost. And, whether those county commissioners are going to distribute their county’s apportionment to real needs or try to find ways to use it to boost their local budgets.

Lots unknown about this initial SPARK federal money distribution, and lots of money going to courthouses to spread across public and private operations.

Did the closure of schools, the shutdown of parts of water districts and of township water departments, the additional security at public buildings, all that moving of COVID-19 testing materials, the actual test specimens and Personal Protection Equipment cost local units of government much money? How much?

Amounts awarded varied, including $340,000 in Comanche County and $25 million in Douglas County. Where is that money to go, and will it stay in just the county budgets or will it be spread to reduce the financial impact on the local schools, hospitals, police and fire departments and everything else we expect government to pay for with our tax money?

Yes, isolating those pandemic-related additional costs is going to be tricky for nearly every local unit of government. Oh, and will counties spread that money to private businesses which suffered economic hardship due to the disease?

It’s all out in the counties, but count on it, legislators are going to want to win some credit—and votes?—for at least being at the top of the chain that sent those checks to local units of government.

Don’t forget that the money has to be directly tied to additional expenses which are linked to the economic downturn caused by the pandemic, at the state level and at some point when the federal government auditors start thumbing through the check stubs to see whether this was actually a pandemic-related cost that counties are distributing money to solve or maybe just some new police and sheriff’s cars that are easier to keep clean—and avoid spreading the disease to the public.

Also, remember that the county commissioners are going to want political credit for dispersing that money within the county lines, whether it’s helping defray the cost of those six-foot social distance reminders we see on the floors of nearly every store we’ve entered, or those stacks of facemasks and jugs of hand sanitizer near the doors of those stores and businesses and schools and government offices.

Next step, finding out whether those SPARK dollars cause future problems for local units of government. We’ll wait for the auditors to tell us, won’t we…

HAWVER: Many unknowns as relief is sent to counties

Jeter Law Firm opens Plainville office

Hays Chief of Police Don Scheibler said two people have been detained in connection with the incident.

While the incident remains under investigation, potential charges include the manufacturing of explosives, drug violations and felons in possession of firearms.

The names of the potential suspects have not been released.

Just after 12:30 p.m., the Hays Police Department announced the explosive material found in the 300 block of West 11th has been removed, giving residents the all-clear to return to the area. Officers continue to work in the area.

The materials thought to be explosive have been removed from the scene. Law enforcement remains on scene.

Law enforcement on scene said the explosive materials will be transported from the scene soon.

Law enforcement has several blocks around the area closed to traffic as they continue to work the scene.

Hays Police Officers were called to the 300 block of West 11th Street on at 6:47 p.m. Sunday for a disturbance. &nbsp;

A search warrant was obtained for drug-related items, and explosive materials were located inside the house. &nbsp;

The scene is being processed by the Kansas Highway Patrol’s Hazardous Devices Unit. &nbsp;

The Kansas Bureau of Investigation &amp; the Hays Police Department are currently working the criminal investigation.&nbsp;

For safety purposes, law enforcement asks that all citizens stay out of the area.

UPDATE: Hays PD and KBI working explosive materials situation

The Ellis County Board of Commissioners announced Monday the appointment of J. D. Cox as the new
County Administrator.


Cox brings 23 years of local government experience,
including 16 years of day to day management. Cox was
first City Administrator of Neodesha, KS (in rural
Southeast Kansas), followed then by City Manager of
Alliance, NE (rural western Nebraska); Bethany, OK (in the
Oklahoma City metro); and most recently, Longwood, FL,
which is part of the Orlando metropolitan area.


Cox and his wife, Tonya, have three children: Kierstyn of
Tallahassee, FL; Cali of Phoenix, AZ; and son Collin who is
attending the KUCIMAT public administration master’s
program at the University of Kansas.


“Tonya and I are very excited to join the Ellis County
community. It’s a beautiful area and Tonya’s parents are
from nearby Lucas and Silvan Grove – and we love the
area! In addition, we enjoy being involved and look
forward to meeting many folks and doing so!”


Cox, who speaks German, also expressed excitement about the German heritage of Ellis County and
looks forward to getting involved with those in that community as well.


Cox said, “I truly enjoyed visiting with the County Commission recently and know we’ll make great
strides together. I look forward to working with folks in the county, in the cities, and rural population
toward its betterment!”


Cox is slated to begin his duties in Ellis County on July 1.


“I also understand that Phil Smith-Haynes did a great job as the last County Administrator, as well as did
Fire/Emergency Manager Darin Myers in the interim. I appreciate their fine work and look forward to
continuing the positive path both of these gentlemen have taken,” Cox said.


Regarding the hiring of Mr. Cox, Commission Chair Butch Schlyer said “We are very excited to get J.D. on board as our new administrator, as well as into our community. He is a true professional, very
community oriented, and brings an impressive resume. We hope everyone welcomes J.D. and his
family to Ellis County.”

Cox replaces Myers, who has served as interim administrator since November, when former Administrator Phillips Smith-Haynes accepted a similar position in Saline County.

Ellis County appoints new county administrator

Fort Hays State University announced 2020-21 reopening plans for academic programs and residential living. The product of several months of work and with the input of dozens of university faculty and staff, and state and local public health and medical guidance, both plans incorporate a variety of measures that position the university to return to campus-based operations in the fall and successfully deliver on its core educational mission for students across the state and the globe. FHSU announces 2020-21 academic, residential reopening plans

A storm in August 2019 tore Celebration Community Church in Hays apart, but brought the congregation together.&nbsp;

The church will reopen its worship center this weekend for services for the first time in 10 months.

On Aug. 13, 2019, sustained winds of 90 mph for a half hour blew over the church until the worship center's roof finally peeled away, said Brant Rice, Celebration senior pastor.

About 75 volunteers rushed to the church with flashlights and cell phone to salvage what they could, dragging out 550 chairs and ripping speakers off of walls, Rice said.

The congregation had recently finished the new worship center, only occupying it for 23 months before the storm hit.

They were able to save most of the chairs, which had to be professionally cleaned, but they lost all the electronics and lighting. The total loss was more than $1 million.

Rice said the church was fortunate. Insurance covered everything except the deductible. The church was not forced to do any fundraising to finish the repairs.

Not only did rain pour into the worship center the night of the storm, it kept raining. About 13 inches of total rain fell into the sanctuary before the church was approved to install a temporary roof.

After each rain, volunteers were in the worship center with squeegees trying to get as much water off the floor as possible, Rice said.

Every piece of sheetrock had to be removed, and workers had to start over from the wall studs. The stage had to be rebuilt and the audio and visual system had to be replaced.

 </figure>The first Sunday after the storm, the church staged an outdoor service in its parking lot. The church then moved all of its services into its gym, while repairs were being done on the worship center."Our people have been flexible," Rice said. "In 10 months of waiting, I haven't heard one complaint. ... "We have said all along, 'The church isn't a building, its the people.'"<h2>And then there was COVID-19</h2>The church set a goal date of Easter to have repairs completed and be back in the worship center, and then the COVID-19 outbreak struck.Much of the audio/visual equipment that was needed to finish the worship center was backordered because of COVID-19 shutdowns.The church shut down all in-person services in mid-March. The church had already been broadcasting services via Facebook for about two and half years. Unlike some churches who struggled with technology during the stay-a-home order, Celebration made a smooth transition to online-only services.<figure>

 </figure><h2>Itching to get back to church</h2>After being apart for months under the stay-at-home order, members of the congregation are "itching to get back to church," Rice said."We have had so many people who have said on social media how excited they are to be back in church," Rice said, "having the community, not the building, but having the body of Christ together."Rice said the church has never been so united as it has been since the disaster happened."The beauty of the church is that we gather together, that we remember together, that we worship together, and we can be a support," Rice said. "We call it around here doing life together. It is hard to do life together when you can't see each other physically."As the deadline to be back in the building for services draws closer, volunteers and staff have been at the church nightly, some nights until almost midnight, setting up the audio/visual systems.Because of the need to continue to social distance, the church has spread out chairs in the renovated worship center and set up even more space to watch the service in its gym and children's ministry center if needed.The church regularly has 800 to 1,000 attendees on the Hays campus on any given Sunday. Rice said he and other church leaders wanted to make sure the church has room for anyone who wants to attend — current members or visitors.Rice said in this time&nbsp; of the COVID crisis, people are searching for meaning."The hardest part for me is that we know there are people out there who are searching for meaning and really reflecting on their lives," Rice said, and we want to make sure we have an opportunity for them to come in and feel welcome ..."Rice said he knows he is going to have to change how he does things, because he can't welcome people by shaking hands or hugging people or patting them on the back like he normally would."We want to make sure we have room for people who are searching — searching for truth," he said.<figure>

 </figure><h2>A time of unity</h2>Rice will begin a new sermon series this week "John the Baptist — Wild Thing."Celebration will have all of its services this weekend, including at 5 p.m. Saturday, and 8, 9:30 and 11 a.m. Sunday. The church also will continue to broadcast services on Facebook live.The children's ministry is still temporarily suspended, because as Rice said "it's impossible to get 5-year-olds to social distance."However, the church will provide clipboards with age-appropriate activities for the children to do while they are sitting with their parents in church. The clipboards will be sanitized after each use.Masks are optional. However, church staff will be wearing masks at least initially to put parishioners who chose to wear masks more at ease, Rice said."This church has unified through this whole COVID crisis," Rice said. "Sometimes the hardest things churches go through are the absolute best things churches go through."I remember standing in the lobby with my associate pastor the night of the storm, and I looked at him and said, 'We are going to look back at this and see how much unity God brought into this church, and He did. That is the thing that I am most proud of.&nbsp;The storm ended up not being a horrible and miserable time, Rice said."It has put the focus back on the people and on God's truth," he said, "and I am just thrilled to be a part of it."
