Retail sales in Hays  in March - as the COVID-19 pandemic gained strength and Kansans stayed home - were much better than predicted.

The unexpected good news was presented during Thursday night's city commission meeting by Kim Rupp, finance director.

Receipts from the city's retail sales tax finance most of the city general fund.&nbsp;&nbsp;

General fund revenues provide funding for city services including police, fire, street, parks, swimming pools,&nbsp;and the municipal golf course. It also provides funding to outside agencies including economic development, such as&nbsp;United Way&nbsp;CARE Council and&nbsp;and the Fort Hays State University City of Hays Scholarship program.&nbsp;

"Given the state's stay-at-home restrictions that began in the middle of March, we originally projected May receipts, which are March collections, to be down about 20 percent," Rupp told the commission.

"Instead, that turned out to be only three and a half percent," he reported. "So we're pretty happy about that. That's about a $97,000 trend upward from the projected."

 The actual month-to-date general fund sales tax collections were $570,391, a decrease of $20,819 or just -3.52%.

The report of Top 10 quarter-to- date sales tax collections by classification was up&nbsp;$123,349 or 7.18%. 

"The largest categorical increase was in merchant wholesalers up&nbsp;44 percent with building material/garden supply up 33 percent," Rupp said.

As expected, decreases due to Governor Laura Kelly's stay-at-home orders included food services/restaurants down 6.5% and clothing stores down 16%. Accommodation, including hotels and BNBs, took the biggest hit, down 23%.&nbsp;

"We do have new numbers this week," Rupp added. "Even though it's negative, it's good news.

"We had projected the receipts to be 30 percent down. It turned out they were only about five percent down. 

"That's a turnaround of about another $150,000.&nbsp; So we're pretty happy about that.

"It's one of those few times it's good to be wrong," Rupp joked.&nbsp;

Rupp also provided the Top Ten Industry Sales tax collections for May and June.

The sales taxes were collected in March and April.

"If you think back, March as about a half-month of the COVID and April was a full month," he reminded the commission.

The Top Ten Industries in Hays were down 3.66% or $46,816.

"Again, as typical and as we thought, the ones that are down are the restaurants at 30 percent,&nbsp; new and used car dealers down 23 percent, accommodation off 54 percent, and clothing, shoes, jewelry stores off&nbsp; 57 percent," Rupp said.

"Surprisingly, building materials and garden supply are up 55 percent. The one thing that kind of complements that is the merchant wholesalers. They were up about 31 and a half percent.&nbsp;&nbsp;

"So that helped these (Top 10) categories recover a little.&nbsp;

Online shopping or electronic shopping, a category that includes Amazon, is up 56 percent.

With Hays sales tax revenues higher than expected, "we've changed our projection a little and we'll just wait to see what happens," Rupp said.

Year-to-date collections are at $3,121,179, up $132,469 or&nbsp;4.43%.

City commissioners will begin reviewing the proposed 2021 budget during the July 2 work session.

NORTON — Norton County Community Foundation awarded&nbsp;$6,788.00 to Norton County nonprofit organizations and charitable projects in the June grant cycle. These funds were part of the Dane G. Hansen Community Grant Fund, which offers financial support to qualifying and deserving projects and programs in Northwest Kansas.&nbsp;Grant funds supported the following organization and project:

The Adobe Home, located at Prairie Dog State Park, was constructed in 1892 and is the only known adobe house sitting on its original site in Kansas. While renovations have been completed throughout the years since the Adobe Home was built, the last major renovation was completed in 1997. Over the past 23 years, weather has taken a toll on this structure, and it is in need of a new roof and siding repairs.

“This project is important to our community and current CVB-Travel &amp; Tourism board,” said Donna Eastman Liddle, President &amp; CEO, Norton Area Chamber of Commerce and Travel &amp; Tourism. “This grant will assist the City of Norton Travel &amp; Tourism to complete renovations needed to restore this important historic and cultural gem.”

“The grant selection committee was eager to fund this project,” said Tara Vance, NCCF Executive Director. “The Adobe Home is an important part of our local history, and we appreciate Travel &amp; Tourism for their efforts in preserving and promoting the site.”

BUNKER HILL – Smoky Hills PBS has welcomed Haley Gagnon to its team as special events coordinator.&nbsp; Gagnon will oversee the day to day accounting operations, as well as coordinate the events Smoky Hills PBS provides within its viewing area.&nbsp;

Gagnon is recently married and living on her great grandparent's&nbsp;farm.&nbsp; She has coordinated Kansas FCCLA events for the past five years and is looking forward to bringing those skills to Smoky Hills PBS. In her free time, Haley enjoys reading, baking, and spending time with friends and family.&nbsp;

“I could not be more excited to start this journey with Smoky Hills PBS and I can't wait to see the ways in which we grow with each other over time,” said Gagnon. “I am so excited to be working with this team of incredible people!”

Perspective is the most important thing that people can bring to a situation. It’s why we seek diversity in groups and encourage others to tell us their opinions when trying to problem solve. Different perspectives are critical to balance in organizations and why I would encourage anyone to always surround yourself with people from different backgrounds. 
 
A different perspective is what I have brought to the Ellis County Commission. A perspective of a small business owner, first time home buyer, new husband and father, and most importantly to the residents of Ellis County a businessman. 
 
My businessman's perspective has yielded us some great results, including fiscal budget tightening, balanced budgets, over 7 million dollars in grant funding, the Northwest Business Corridor Project, and little to zero loss in services offered by the county. 
 
We still offer the absolute top level of EMS service available in the entire country, we are investing in over 15 million dollars worth of road infrastructure projects over the next 5 years, and we've been able to maintain staffing and tighten budgets throughout county government.&nbsp; 
 
The future is important for me. I'm investing in businesses and concentrating on what Ellis County will look like for my family’s future. I hope to continue to do that as a commissioner and leader. I ask for your vote in the August 4th primary. The best perspective for the future is a businessman who is ready to build a better future for Ellis County.

FHSU hosts virtual conference for early-career STEM teachers

While uprooted trees and downed power lines caused a lot of damage in the Father’s Day storm that hit Great Bend, it could have been so much worse. I must admit it was a little scary sitting at the dining room table watching significant sized tree limbs fall from our previously well-shaped locust tree. Our power was just off a couple of hours which is a real testament to the power company workers who jumped into high gear and worked tirelessly to restore service.&nbsp;

Not everyone had their power restored so quickly so today I want to share some tips related to food safety during power outages. The temperature and sanitation of food storage areas is crucial to preventing bacterial growth, and severe weather and other emergencies can compromise this. Knowing what to do in these instances can minimize the need to throw away food and the risk of getting sick.

Before the power goes out, have coolers and frozen gel packs or ice on hand to keep refrigerated food cold if the power will be out for more than 4 hours. When the power goes out, keep the refrigerator and freezer doors closed as much as possible. A refrigerator will keep food cold for about 4 hours if you keep the door closed. A full freezer will keep its temperature for about 48 hours (24 hours if half-full).

After the power returns, you will need to evaluate each item separately. When in doubt, throw it out. With frozen food, check for ice crystals. The food in your freezer that partially or completely thaws may be safely refrozen if it still contains ice crystals or is 40 degrees Fahrenheit or below. Discard any food that has an unusual odor, color, or texture, or feels warm to the touch. Never taste a food to determine its safety. Realize too, that while re-freezing foods that still contain ice crystals may be safe to consume, often times the quality of the food product is reduced.

There is an excellent website, Foodsafety.gov that has a list of common foods stored in the refrigerator and freezer with specific guidelines. It would be handy to print it off and keep it close by for the next time the power goes off.

As households get back to normal following the last round of severe weather, remember we’re right in the middle of summer storm season. The neatest thing I saw happen following last weeks’ storm was the number of neighbors helping neighbors with the cleaning up and hauling off of tree debris. So during this time of so much uncertainty, it is good to see the spirit of our Central Kansas communities is stronger than ever!&nbsp;

The Ellis County Health Department on Thursday reported that three people in attendance at a recent youth sports tournament in Hays have tested positive for COVD-19.

The Kansas Department of Health and Environment said the three attended three basketball tournaments in Hays and Wichita on June 20 and 21.

The county health department noted in a news release the three positive cases are not residents of Ellis County, but noted those in attendance at the events might have been exposed to COVID-19.

The tournaments were the MAYB boys tournament June 20 and 21 in Hays and the MAYB girls tournament on June 21, both at the Hays Recreation Commission.

The third tournament was an MAYB boys competition June 20 and 21 at the Wichita Sports Forum.

The county health department urged anyone attending these events monitor their symptoms until 14 days after exposure — July 4 or 5.

Those determined to have close contact with the positive cases will be notified by KDHE.

It’s hard to miss all of the American flags in Hays around the Fourth
of July and other patriotic holidays.

Since 2000, many of those flags have been placed by the local
Kiwanis Club.

Recently, the member who began the program was presented with the
Larry G. Weaver award, given out yearly by the Pittsburg Kiwanis Club to a
member within the state to acknowledge their service to the community.

Jerry Ubert was recognized with the award at a recent
Kiwanis meeting.

“Jerry was nominated for all of the things he has done over
his lifetime of Kiwanis,” said Michele Springer, Hays Kiwanis president.

One of the most visible club activities is the flag project,
which Ubert not only started in Hays but also other Kansas cities.

“There are several clubs that are now doing the flag project
due to either him directly helping them get started or by carrying the idea,”
Springer said. “He had one idea, which was a great idea, but one idea turned
into a lot of people having ideas, which has inspired many events that help
what Kiwanis does.”

Goodland, Smith Center, Pratt, Colby and Great Bend Kiwanis
clubs, along with several groups outside of Kiwanis, have all implemented a
similar flag program to Hays.

While the program is now well known in the area, it started
very small.

“Back in 1999, our club was looking for an additional
fundraiser to raise more money to be put back into the community,” Ubert said. 

While many ideas were presented, he said nothing ever seemed
to stick.

After presenting the flag program, Ubert said the board
approved the idea.

The next year the program began with 71 flags placed for the
Memorial Day weekend.

“This Memorial weekend, we put out 1,290,” Ubert said. 

Flags are placed yearly on Memorial Day, Flag Day, the
Fourth of July, Labor Day and Veterans Day.

“If you have an idea,” Springer said. “Don’t be afraid to
share it, because all ideas start out small.”

The program goes to support the community through
organizations like First Call for Help, Big Brothers Big Sisters of Ellis County,
Boy and Girl Scouts, scholarship programs and others Ubert said.

“It’s a great fundraiser and helps us make an impact in the
community,” Ubert said.

Not only does the program help raise funds, he said it helps
foster patriotism in the community.

“Especially if you go down Hall Street,” Ubert said.&nbsp; “It’s a fun community project.”

Over 50 members help place the flags during the holidays.

While he said receiving the award was a “total surprise,” he
is appreciative of the recognition for his many years in the club.

“I’ve been with it a long time,” Ubert said.

In fact, he remembers the date he started — Sept. 27, 1984.

As the co-chair of the flag program, Ubert said members
of the community often show appreciation.

“They say the club does a great job, keep it up, we like
seeing the flags,” he said. “That’s what makes it worthwhile to me.”

Kiwanis Club recognizes flag program pioneer

The USD 489 Summer Meals Program use has doubled this summer compared to last.

Last year when the program was at the Hays Public Library, the program was serving an average of 250 to 300 children daily.

This year, the program is serving an average of 600 to 650 children daily through its drive-though meal pickup option.

Jessica Younker, USD 489 director of nutrition services, said the program received a waiver due to COVID-19 to provide the meals through a drive-through system instead of requiring children to eat the food onsite.

The federally funded program was also allowed to provide breakfast this summer, which it has not been able to do in the past.

The district's meal waiver was extended through July 23. The district also received a $6,000 grant from Feeding Kansas Kids to help offset the extra cost of providing meals via drive-through.

Younker partially attributed the increase in use to the ease of the drive-through system.

Younker said she also thinks the increase in use is a result of an increase in food insecurity for children.

"I just saw on a training that every county in Kansas food insecurity of children has had a dramatic increase over the last few months," Younker said. "I think Ellis County is not exempt from that. ...

"Families are having a harder time just getting food on the table. With school being out their budgets are a little tighter than they might have been in previous summers."

The program is free to any child 18 and younger. The child does not have to be enrolled in USD 489 schools. Pick up is available 11:30 a.m. to 12:30 p.m. Mondays through Thursdays in Hays High School east parking lot.&nbsp;

Lunch and breakfast for the next morning will be offered each day. Friday's meals will be included in Thursday's offerings.

The program had also been serving meals at Lincoln Elementary School, but the district will be eliminating that site as of Monday for staffing reasons, Younker said.

New research suggests the one-to-one technology program at USD 489 is having a positive impact on education in the district.

During the USD 489 Board of Education meeting Monday, the board heard the results of a study by Cheryl Shepherd-Adams, Hays High science teacher.

Shepherd-Adams spoke to the board about the district’s one-to-one policy at Hays High, telling the board that previous research generally showed mixed results on one-to-one device policies. But most focused on larger districts, so she decided to analyze the program in Hays.

By analyzing ACT test scores from before and after the USD 489 implementation in 2005, Shepherd-Adams showed the board an increase in average scores from 21.5 to 22.3 and increases in every subject area.

Shepherd-Adams said a larger percentage of students on the free/reduced lunch program and more students taking the ACT would normally drop the ACT scores.

But she said by looking at data, she believes the one-to-one tech had a greater impact than the increase in free/reduced lunch participants and ACT test participation.

Taken alone, the research showed “the one-to-one did achieve its goal,” Shepherd-Adams said.

She conceded, however, that other unquantifiable influences may have impacted the scores as well, including increasing levels of student technology engagement, the addition of a study hall period and changes in instruction.

"The USD 489 board present and past, supported the technology, though it was contentious at times. I hope you see that it has been worth it,"&nbsp;Shepherd-Adams said.

“It's good to see that a decision made years ago paid off in this area," said Mike Walker, board president.

Developmental Services of Northwest Kansas is grateful for a $500 grant award from the United Way of Ellis County from their COVID-19 Emergency Relief Fund.&nbsp; The grant award helped to offset costs for the necessary supplies to implement preventative policies for the safety of staff and individuals in all DSNWK’s locations in Ellis County. These preventive efforts included the purchasing of personal protective equipment (PPE), following the guidelines set forth by the Center for Disease Control and the Kansas Department of Health and Environment.

DSNWK would like to thank the United Way of Ellis County for their continuous support of people with developmental disabilities.&nbsp;

On Monday, the Hays USD 489 Board of Education heard details of a proposed Rural Housing Incentive District from Doug Williams, executive director of Grow Hays.

If approved, the RHID would allow a tax deferment for infrastructure costs in a proposed housing development east of NCK Tech in Hays.

In essence, the district would give up taxes on the parcels until the developer recoups the cost of infrastructure development.

Due to USD 489 being a separate tax entity in Ellis County, it has the ability to vote against the proposal. The city of Hays and Ellis County also have to approve the measure.

The city is set to vote on the measure Thursday. If passed, the county and USD 489 would have 30 days to veto the proposal.

As the lots are now, they generate about $150 in yearly property tax revenue, Williams said. Once developed, taxes would increase to $150,000 to $200,000.

The total cost of development is approximately $3.5 million, Willams said.

He informed the board the Heart of America developer is interested in building the homes to create a stronger economy in Hays.

“Heart of America is not in this to make money,” Williams said. "They are a not-for-profit."

While the developer typically works on commercial projects, Williams said they are finding difficulty in sustaining commercial development without available housing for employees.

"We have heard from employers that housing is a problem for them to attract employees," Williams said.

Five or six builders are interested in building the homes in the $175,000 to $225,000 range.

“We are trying to hit a price point that we think we be right on the mark,” Williams said.

Building new homes will fill a void that currently exists in the housing market in Hays.

“The bottom line is it creates inventory in a market where we have a serious problem with inventory,” Williams said. “Supply and demand is well out of whack right now."

The proposal would increase that home inventory in Hays.

Williams told the board the hope the housing will help recruit new families to Hays, helping the economy and, in turn, helping the district in the long run.

“I can see this being good for our staff and faculty,” said Craig Pallister, board member, noting it could help in recruitment for the district.

“Lots of real positives here,” Williams said.

“This is hitting several goals,” Tammy Wellbrock, board member said, noting the price point for the home development has not been done in Hays.

Once developed, taxes would increase to $150,000 to $200,000.The total cost of development is approximately $3.5 million, Willams said.He informed the board the Heart of America developer is interested in building the homes to create a stronger economy in Hays.“Heart of America is not in this to make money,” Williams said. "They are a not-for-profit."While the developer typically works on commercial projects, Williams said they are finding difficulty in sustaining commercial development without available housing for employees."We have heard from employers that housing is a problem for them to attract employees," Williams said.Five or six builders are interested in building the homes in the $175,000 to $225,000 range.“We are trying to hit a price point that we think we be right on the mark,” Williams said.Building new homes will fill a void that currently exists in the housing market in Hays.“The bottom line is it creates inventory in a market where we have a serious problem with inventory,” Williams said. “Supply and demand is well out of whack right now."The proposal would increase that home inventory in Hays.Williams told the board the hope the housing will help recruit new families to Hays, helping the economy and, in turn, helping the district in the long run.“I can see this being good for our staff and faculty,” said Craig Pallister, board member, noting it could help in recruitment for the district.“Lots of real positives here,” Williams said.“This is hitting several goals,” Tammy Wellbrock, board member said, noting the price point for the home development has not been done in Hays.

USD 489 board hears details of housing district proposal

A chase in a stolen vehicle led to one arrest in Hays on Sunday night.

At 10:22 p.m. Sunday, the Hays Police Department was dispatched to the 200 block of Circle Drive after someone entered a resident's vehicle, according to Hays Assistant Chief of Police Brian Dawson.

As a Hays Police Department officer arrived on scene, the suspect fled in a vehicle.

The suspect then drove west on 27th Street, ultimately turning onto the drive south toward Meadow Acres. He left the roadway turning into the field and driving through a fence.

"He wound up stopping in that pond in the field in the 1400 block of West 27th Street," Dawson said.

Jorge Perea-Garcia, 20, was arrested without further incident on suspicion of burglary, flee or attempt to elude, reckless driving, possession of stolen property, driving under the influence of alcohol or drugs, theft, and operating a vehicle without a valid license.

The vehicle Perea-Garcia was driving was later found to have been reported stolen in Trego County.

New York (AP) — Health and wellness company GNC Holdings has filed for Chapter 11 bankruptcy protection. It is looking to close at least 800 to 1,200 stores. 

The company says it’s looking to restructure its balance sheet at the same time it explores finding a potential buyer, with a minimum purchase price of at least $760 million. GNC and all of its subsidiaries remain open for business. 

The company expects to confirm a standalone plan of reorganization or consummate a sale that will allow the business to exit from the bankruptcy process in the fall.

GNC has many locations in Kansas including stores in Salina, Hays, Manhattan, Fort Riley, Wichita, Topeka, Lawrence, Leavenworth, Olathe, Shawnee, Overland Park, Meriam and Emporia.

name of Noose Road to Rome Road this week.

In a special meeting Monday, the commission approved a
resolution that officially changes the name of the 5.5 mile stretch of road that
extends west of Hays from 12th Street after the first settlement in Ellis
County, Rome.

At their last <a href="https://hayspost.com/posts/979b3035-9882-4569-8b89-d7617c85a214">regularly scheduled meeting</a> of the month on
June 15, all three commissioners agreed that the name should be changed.

The commission settled on Rome Avenue, but Commissioner Dustin
Roths said this week that east and west roads are called "roads" in Ellis County
while north and south roads are labeled "avenues." Roths said naming the road
Rome Road keeps it consistent for emergency personnel.

Roths was a vocal supporter of the change and said changing
the name was not something he ever thought he would do as a commissioner but
called it important.

that we lacked tact and awareness about the situation but, at the worst, that

to move to Ellis County.”The road purportedly got its name because of its connection
to Hangman’s Bridge, where three black soldiers and a fourth man were hanged in
the 1800s.Roths said he spoke with a person who suggested the name of
the road and he told Roths that he did not think that it would get approved but
it fell through the cracks with several residents objecting to the names of
several other roads.Roths donated $200 to cover the cost of replacing road signs
and a GoFundMe has been set up to help residents pay for the costs of changing
their addresses.
