In August, a remodel project will begin to update several areas of the Hays Public Library. It has been almost 17 years since any significant changes have been made to the building. Planning for this remodel has been underway for several years. Last summer, the library held stakeholder meetings to find out what the community wants from their library. The information gathered from those meetings has guided development of the renovation plans.

Gould-Evans Architects has been contracted to plan the renovation. They have been working with HPL staff since last fall developing plans to reorganize public spaces and reconfigure staff work areas. Gould-Evans Architects experience includes public library projects such as the Lawrence Public Library and the Indian Creek Library in Olathe as well as local projects including the Fort Hays Art and Design Building.&nbsp;

The bulk of the remodel will occur on the first and second floors. Project highlights on the first floor include a more welcoming entrance, an engaging space for community interaction and popular resources at the front of the building, a designated area for a business center, and private meeting rooms.&nbsp;

Like the first floor, the front portion of the second floor will see major changes. It will become a comfortable and inviting area for children and families. Two small rooms will be created for studying and tutoring with one dedicated for nursing when needed. A key piece of the renovation on the second floor will be the creation of a space dedicated to early childhood development.&nbsp;

The project is estimated to cost $1.5 million to $1.75 million. The library has built a reserve to cover a majority of the project expense with support also coming from private foundations.&nbsp;

The Hays Public Library Board of Directors last week approved a construction bid from Paul-Wertenberger Construction.&nbsp; Work is scheduled to begin in August. During construction, materials and staff will be relocated as needed, but every effort will be made to continue providing services to the public. Social work is one of the fastest-growing careers in the country, and Fort Hays State University continues to find ways to reach students studying at both bachelor’s and master’s degrees.&nbsp; FHSU started classes this summer for its Master of Social Work online program (MSW) that will officially launch this fall. The university’s Department of Social Work received official accreditation approval last week from the Council on Social Work Education for its online bachelor’s degree as well. Fort Hays State is one of only a handful of universities in the United States – and the only one in Kansas – to offer the Bachelor of Social Work (BSW) online. FHSU also is the only university in the state to offer the MSW online.&nbsp; The university received 100 applications for 60 spots for its online master’s program. Dr. Tim Davis, department chair, expects the same type of response for the online bachelor’s degree. In anticipation of the approval of the BSW online, the department already has been working with students on their pre-social work classes.&nbsp; The U.S. Bureau of Labor Statistics projects the area of social work to grow 16 to 18 percent over the next 20 years, and Davis said FHSU’s online programs will serve a pressing need.&nbsp; “There are a specific number of students tied to their communities, who can’t leave their town or city because of family commitments or don’t want to leave,” he said. “This will help them earn a degree without leaving home.”&nbsp; FHSU has been working toward this moment for several years, building its classes specific to online delivery.&nbsp; “It requires a lot of expertise at the university level in terms of supporting online education, finding the technology for face-to-face skill development,” Davis said. “It’s been a tremendous amount of work, and credit belongs to all the social work faculty to get this up and running.”&nbsp; The Department of Social Work also conducts research on reaching underserved areas. Each year, the department compiles a map of Kansas to determine the number of social work practitioners by county.&nbsp; “Our intention is to build a program and offer opportunities for students in rural areas,” Davis said. “That’s keeping in the spirit of Fort Hays State.”&nbsp; The department’s focus is on educating social workers to provide services to the underserved populations in the university’s primary service area of Western Kansas. FHSU receives accreditation for bachelor of social work online degree

I begin this column as I started the last one – focusing on the same three words that capture the personality of Fort Hays State University: Care. Innovation. Grit.&nbsp;

However, this time I am not pleasantly reminiscing about Dr. Zeng’s plank challenge. Instead, I am ardently focused on navigating critical health and safety decisions for our beloved university – amidst a sea of constantly changing information.

Our actions, and my decisions, must be guided by care. We learned a lot when our on-campus students transitioned to remote learning this past spring.

One critical lesson was that when professors simply took the time to reach out to students to demonstrate enhanced flexibility with issues such as deadlines, it mattered. The students felt cared for. The learning still occurred. Faculty honored the fact that many students were dealing with challenging circumstances. Staying engaged with students is caring in action.

Along the same lines, people are extending grace to others. During our Facebook Tiger Live Conversations (TLC) every Thursday, I tell our guests if your children (or in my case my dog, Gracie) make noise or in some way cause a commotion, embrace the moment. Laugh. Introduce the children to, and tell stories about, other similar mishaps.&nbsp;

I like how Patrick Lencioni captures this: “It is time we put more emphasis on personalism and less on professionalism. By this time, we have seen our colleagues in their pajamas during Zoom calls as they negotiated the demands of bored kids, noisy pets and disheveled homes, all while trying to work from the chaos of their living room.”

At Fort Hays State, with grace at the helm, such moments build community and help tear down walls between work and family life. Those moments reinforce our ethic of care – and that makes us individually and collectively better. We are a diverse and welcoming community, dedicated to sharing ideas and serving the greater good. We invest in lifelong relationships that nurture the humanity in all of us.

Our grit continues to show up across this university – here in Hays and across the world. It is indeed the “oil that greases our wheel.”&nbsp;

I love what our athletic director, Curtis Hammeke, shared with me: “While this summer has proven to be filled with ongoing uncertainties, frustrations and various emotions surrounding the effects of COVID-19 and its impact on society, it has been a true reflection of the benefits of participating in collegiate athletics – things like overcoming adversity, dealing with change or getting knocked down and getting back up.” He used words like resilience, competitiveness and work ethic, and compassion, respect and team unity.&nbsp;

While Curtis truly captured the essence of a successful athlete, his statement also epitomizes the spirit of this university and our roots in Western Kansas. We are resilient and determined to succeed. We never give up. We are driven by the triumph in a job well done. Challenges are our opportunities, and we are at our best when the going gets tough.

Grit is our bonding agent between caring and innovation. Since 1986, our grit has enabled our innovation, and innovation has fueled our grit with our students in the Technology and Engineering Education Collegiate Association (TEECA).

I treasure how former President Edward Hammond explains why our TEECA students are so successful in competitions with other schools across the country. Led by our quality faculty in the Department of Applied Technology, our students have won an impressive 91 regional championships, 32 national titles and numerous outstanding chapter awards in 34 years!

Dr. Hammond said that while students from other institutions have a lot of “book smarts,” a lot of our students grew up in Western Kansas, where they learned how to fix practically anything with baling wire and duct tape.&nbsp;

The translation: We approach problem solving from a very practical and proven perspective. We are thinkers and doers who turn ideas into action, enhancing the quality of life for those we serve. Our bold approach inspires purposeful change and adds value to the student experience.&nbsp;

One of the things that makes our university distinctive is how we have taken a far-sighted approach to serving Kansans – a 12 percent growth in enrollment over the past seven years. We are central to the social and economic fabric of this region, and the Hispanic College Institute is one way we are connecting with our growing Latino population – a 23 percent growth in enrollment over the past five years.&nbsp;

Central to all of this growth is our relentless focus on value. Just a few years ago, we were recognized as one of the top 10 most affordable universities in the nation. And we still are.&nbsp;

Our innovation has resulted in 19 consecutive years of growth. We are one of a select few universities (less than 10 in the nation) to earn certification from the U.S. Distance Learning Association.&nbsp; This certification is based on a thorough 120-point criteria administered by senior distance education leaders who volunteer their expertise to advance quality distance learning academic practices. Our online education is among the best in the nation.

The lessons we learned to earn our 19-consective years of growth are the same lessons that continue to inform our path forward in this pandemic crisis. The pandemic may have stripped us of hand shaking but not of the many ways we demonstrate care.

COVID-19 has strengthened our well-honed spirit of innovation and the grit and courage to deliver the best value in education to students anywhere in the world.

We are Fort Hays State – a university community serving 53 countries, every branch in the military, every state in the nation, and every county in Kansas.&nbsp;

Youth advocate calls for more openness on mental health issues

MANHATTAN – Teenagers who responded to a&nbsp;<a href="https://4-h.org/about/research/#!healthy-living">survey commissioned by the National 4-H Council</a>&nbsp;said that more than 7 in 10 kids between the ages of 13-19 are struggling with their mental health.

Perhaps of equal concern: The same survey indicates that teens are feeling more pressured to hide their feelings, rather than talk to a supportive adult.

“It’s not unusual for young people to report that they’re feeling distressed, anxious or depressed, but I do think what’s unique and probably troublesome around the National 4-H Council report is that the young people thought they couldn’t talk about the feelings they had,” said Elaine Johannes, an extension 4-H Youth Development specialist at Kansas State University.

“They felt pressured to hide their feelings, to pretend they weren’t worried, and to deal with problems on their own. That’s unique.”

The National 4-H Council’s survey was conducted by The Harris Poll from May 4-14. There were 1,516 respondents; 230 of those were 4-H members, and 1,286 had never participated in 4-H.

<a href="https://www.kansas4-h.org/">Kansas 4-H</a>&nbsp;state leader Wade Weber said the data indicate that 71 percent of the teens felt that they are misunderstood by an older person in their life; 67 percent said at times the pressure is too much for them to handle; and they are three times more likely to feel pressured to talk about their problems than they are to drink alcohol or do drugs.

“The National 4-H Council’s survey takes a temperature of what youth are talking about today,” Weber said. “I think it’s important to highlight those things because young people… are not finding ready-made pathways for them to talk about their problems with the adults who are very concerned about them. Those are the types of things that we are wanting to follow up on as a state 4-H program.”

Johannes said the current findings are very similar to a&nbsp;<a href="https://www.pewsocialtrends.org/2019/02/20/most-u-s-teens-see-anxiety-and-depression-as-a-major-problem-among-their-peers">2019 study of mental health of teens</a>, conducted by the Pew Research Center. However, teens did report that the COVID-19 pandemic has increased their sense of loneliness and made it more difficult to connect with their support systems.

Teens, she said, may be reacting to the perception that adults also are distressed.&nbsp;<a href="http://www.pewresearch.org/fact-tank/2020/05/07/a-third-of-americans-experienced-high-levels-of-psychological-distress-during-the-coronavirus-outbreak">The Pew Research Center reported in May</a>&nbsp;that 33 percent of Americans are experiencing greater psychological distress as a result of the global pandemic.

“I do think that is a factor in how the young people who responded to the (National 4-H Council) poll saying they were not comfortable talking about their own emotional health,” Johannes said. “I assume they are noticing that the adults probably don’t have the capacity to listen right now because we are struggling with our own emotional health.

“It’s this constellation of issues that really puts our young people at most risk, but also may make them more resilient.”

Other key findings from the National 4-H Council’s survey include:

While the survey brought out some grim statistics, Weber said it’s important that adults hear the message and respond in positive ways, rather than try to shield their children from life’s realities. He notes that 65 percent of teens also reported that they want their family members to talk with them more about their mental health.

“Exercise some courage; exercise some humility to be able to say we’re in a challenging time right now, but it’s an opportunity to hear one another and work toward solutions together,” he said. “Doing so will help us develop resiliency as a family unit and as individuals. It’s important that young people believe that they can disclose their problems while knowing that there are support systems in their lives that want to help them navigate those in a way that includes healthy coping mechanisms and practices.”

For parents, that may mean re-framing the challenges they are facing, according to Johannes.

“Change the language you’re using and the focus in such a way that we are representing resilience,” she said. “You can model resilience and use words that represent growing stronger. For example, instead of talking about deficits, risks and limits, talk about opportunities for the young person to discover their identity, and the social and emotional health they are building during this time of challenge.”

Weber added: “One of the things I would encourage along the way is the ability to be patient, purposeful and persistent. Because you can’t just turn around and say to a young person, ‘Okay dad has 30 minutes, what’s going on?’ That’s usually not the recipe for authentic conversation and sharing.

“But if you can give that 30 minutes, be with them, try and connect into their world, see the world through their eyes. The ability to empathize – not necessarily solve their problems – is a key first step in helping that connection to form.”

TOPEKA –&nbsp;Gov. Laura Kelly announced that on Monday, she will sign an executive order to delay opening schools until after the Labor Day holiday.

“I can’t in good conscience open schools when cases in our state are at an all-time high and continuing to rapidly rise,”&nbsp;Governor Kelly said.&nbsp;“Every action I have taken throughout this pandemic has been done to keep Kansans healthy, keep our state open for business and get our kids back in school.”

The governor made this decision in consultation with the Kansas Department of Health and Environment and the Kansas Department of Education, which continue to monitor health metrics and disease spread in the state.

On Monday, a record coronavirus spike pushed Kansas past 20,000 total cases. ICU capacity in some of the state’s hospitals are under threat, and nearly 300 Kansans have died.

The governor will also issue an executive order requiring schools to mandate commonsense mitigation strategies outlined in the Kansas Board of Education’s fall plan for schools. Under the order, masks, social distancing, proper hygiene, and daily temperature checks will be enforced regardless of the Kansas school district.

“The additional three weeks before opening schools will provide schools time to work with their counties to get the necessary mitigation supplies like masks, thermometers, and hand sanitizer,”&nbsp;Kelly said.&nbsp;“The Kansas State Board of Education and I are united in prioritizing the health of our students and faculty, and ensuring we provide a world-class education for our students.” Further details will be announced next week after the order is released.

The Kansas Board of Education approved “Navigating Change 2020” school reopening document Wednesday morning. It includes:

— Students above fifth grade, staff and school visitors should wear masks

— Everyone should wash hands every hour

— Social distancing of at least six feet should occur wherever possible

— Students and employees who exhibit symptoms of COVID-19 should be prohibited from school

— Meal service periods should be extended to allow for fewer students in the serving area at one time

— Staff temperatures should be taken daily

— Families should be responsible to take the temperatures of their children

UPDATE: No school in Kan. until after Labor Day, masks required

WASHINGTON&nbsp;– U.S. Sen. Jerry Moran, R-Kan., on Wednesday announced that the&nbsp;U.S. Economic Development Administration is awarding $3 million in CARES Act Recovery Assistance grants to capitalize and administer Revolving Loan Funds that will provide critical gap financing to small businesses and entrepreneurs across Kansas that have been adversely affected by the coronavirus pandemic.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;

“As Chairman of the Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, I will continue to support the ongoing and critical mission of the EDA to assist the economic activity of our communities, especially during this pandemic,” Moran&nbsp;said. “These grants are an investment into small businesses across Kansas that support local jobs and provide invaluable resources to many communities across the region.”

• Southeast Kansas Regional Planning Commission in Chanute will receive a $572,000 EDA CARES Act Recovery Assistance grant&nbsp;to expand the work and financing of businesses in the Southeast&nbsp;Kansas region by capitalizing and administering a RLF to service impacted businesses in Allen, Anderson, Bourbon, Cherokee, Coffey, Crawford, Labette, Linn, Montgomery, Neosho, Wilson, and Woodson counties.

 will make decisions on the policy for each district on an individual

State school board approves guidelines for 2020-21 school year

The Ellis County Health Department on Wednesday announced nine new positive cases of COVID-19 has been identified since Monday.

The new cases are in isolation, the department said. There are now 27 active cases in Ellis County, with 66 total cases since reporting began.

The department noted the "exponential" increase in coronavirus cases since the Fourth of July holiday.

"If residents continue to gather, we will see cases increase," the department said, noting contacts of the new cases will be identified and contacted.

Nine new cases of COVID-19 identified in Ellis County

NEW YORK (AP) — Walmart will require customers to wear face coverings at all of its namesake and Sam’s Club stores, making it the largest retailer to introduce such a policy that has otherwise proven difficult to enforce without state and federal requirements.

The company said the policy will go into effect on Monday to allow time to inform stores and customers. The Bentonville, Arkansas-based company said that currently about 65% of its more than 5,000 stores and clubs are located in areas where there is already some form of government mandate on face coverings.

The retailer also said it will create the role of health ambassador at its Walmart stores and will station them near the entrance to remind customers without masks of its new requirements. These workers, who will be wearing black polo shirts, will receive special training to “help make the process as smooth as possible for customers.”

Walmart joins a growing list of retailers that have instituted mask mandates throughout their chains. Best Buy, the nation’s largest consumer electronics retailer, announced Tuesday that it will have a mask mandate for its customers at all of its stores. Starbucks announced last week that customers who visit its company-owned café locations in the U.S. will be required to wear face coverings. Both policies were in effect Wednesday.

The moves come as new COVID-19 cases are spiking in many states, particularly Arizona, California, Florida and Texas. Retailers have been challenged with&nbsp;<a href="https://apnews.com/338c74ad760b8795d29bd3927da1cb24">striking a balance</a>&nbsp;between keeping shoppers safe while making them feel comfortable.

Last week, the Retail Industry Leaders Association, which represents Walmart, Best Buy and other major chains,&nbsp;<a href="https://apnews.com/80db3dc5dc9a0015bde700266008fe8f">publicized a letter</a>&nbsp;it sent to state governors to mandate store customers to wear face coverings. It said the hodgepodge of rules around the country have created confusion for shoppers and that has led to conflict between customers and workers trying to enforce store rules.

The National Governors Association said last week that its members are discussing the letter and others like it from different retail groups.

Social media is full of videos capturing clashes between those who are asked to wear masks, and employees who are under orders to make sure people wear them.

Fewer than half of U.S. states require masks in public places, according to the RILA. And only a handful of major retailers including teen clothing chain American Eagle Outfitters has a mask mandate for customers for all of its stores. Costco Wholesale Club was one of the first major retailers to require face coverings for customers at all of its stores. The policy went into effect in early May.

The Centers for Disease Control and Prevention recommends people cover their mouth and nose when around other people to help reduce the spread of the virus that causes COVID-19.

“We know some people have differing opinions on this topic,” wrote Dacona Smith, chief operating officer at Walmart U.S. and Lance de la Rosa, chief operating officer at Sam’s Club in a blog posted Wednesday. “We also recognize the role we can play to help protect the health and well-being of the communities we serve by following the evolving guidance of health officials like the CDC.”

TOPEKA –&nbsp;The Kansas Department of Health and Environment has rescinded a nitrate advisory for the city of Stockton.&nbsp;The advisory was issued&nbsp;because of field test high nitrate levels in the system.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a&nbsp;nitrate&nbsp;advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the city of&nbsp;Stockton&nbsp;indicate&nbsp;nitrate levels are below maximum contamination levels&nbsp;and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.

KDHE rescinds water advisory for city of Stockton

KENNEDY: 'I don’t need the public fearful. I need them educated, and I need them to listen.'

Ellis County’s top health official says the current increase
in the number of cases of the coronavirus in the county was expected, but County
Health Director Jason Kennedy told the Ellis County Commission on Monday people
should continue protecting themselves and those around them.

According to Kennedy, Ellis County has seen an increase of 30
positive cases of the coronavirus since July 6.

“It’s in our community. It's not going away,” he said. “Vaccination
is the only way to really get rid of a virus. So, until then, we have to make
safe, smart choices that allow us to move forward.”

As of Monday, there were 16 active cases of the coronavirus in Hays with 29 people recovered.

Kennedy said that they did not expect to see the number of
cases connected to clusters. Of those 30 cases since July 6, 23 of them are
connected to four clusters.

The first cluster was connected to the Interstate 70 travel plaza near
Topeka. Kennedy said that was connected to a family who stayed in the same
home. 

Two more clusters were connected to private gatherings on the Fourth of July holiday.

“On the Fourth of July, it was to be expected,” said Kennedy.
“People gathered in groups. As you gather in groups, you increase your chances
of contracting COVID.”

The fourth cluster identified in Ellis County was at the Good
Samaritan Society of Hays. 

The long-term care facility announced on Monday that they
had completed another round of mass testing of all 61 residents and 64 staff
members and only two staff members tested positive. Kennedy said what they are
doing is working.

“Thankfully no residents have been impacted, which means
that the viral transmission practices that they are utilizing inside that
facility are working,” Kennedy said. “That’s a good thing. We want to keep it
that way.”

The Good Samaritan Society announced Monday that a second
round of mass testing was underway.

Kennedy said because the virus is transmitting person-to-person, health officials are seeing similar events across the state. Approximately 34 percent of
all cases and 75 percent of all deaths in Kansas are the result of clusters.

He also added that they have no any spread connected to the
sports tournaments that have been held in Hays. In June, the Kansas Department
of Heath and Environment said three people associated with tournaments in Hays
and Wichita had tested positive for COVID-19 and anyone who attended those
should monitor themselves for symptoms.

Kennedy said people are fearful that there is “community
spread” of the virus. He said there is community spread in Ellis County&nbsp; 

“What do we do about that?” Kennedy said. “Socially distance,
you wash your hands, you don’t touch your eyes, nose and mouth, and you avoid
contact with people because COVID spreads person-to-person.”

Kennedy once again brought up the topic of masks and again
echoed that if you are not able to socially distance in at a large gathering, he
recommends people wear masks.

“I will not recommend orders that are based on political decisions,”
Kennedy said. “I want them (the public) to trust in me that I’m making orders
based on the data and the facts that we have in front of us. That way when I do
need a recommendation to the county board of health, that we make a decision
for the public, that they will listen and they will follow through with it.”

In the last week, the percentage of positive tests in Ellis
County jumped from 0.9 percent to 8 percent. The statewide average 8.7 percent. 

Kennedy added that he believes the community is taking the
appropriate steps to combat the spread but, as Commissioner Butch Schlyer
pointed out, there are events coming up that could cause the number of positive
cases to increase. 

Among those are the Ellis County Fair, the return of college
students to Hays and Octoberfest.

“At some point, you have to make a personal determination on
what your risk acceptance is,” Kennedy said. “There cannot be a measure that
protects everybody universally. Everyone has to take steps to protect
themselves individually.

“I don’t need the public fearful,” said Kennedy. “I need
them educated, and I need them to listen.”

Ellis Co. Health Director: With cases rising, make 'safe, smart' choices

The Chamber in Hays, Kansas recently completed a successful search for the new administrative assistant position, which will replace the vice president of programs. After interviewing several strong candidates, The Chamber is pleased to announce that Marlis Fletcher will serve as its new administrative assistant effective Aug. 3. &nbsp;

Fletcher has an extensive background in customer services, sales, and office management. Community involvement is also near and dear to Fletcher as she currently serves as a Master Gardener in Ellis County, is a charter member of the United Way of Ellis County Wonder Woman’s League, and has also served a three-year term on the Hays Beautification Committee.

After interviewing several strong candidates, The Chamber is pleased to announce that Marlis Fletcher will serve as its new administrative assistant effective Aug. 3. &nbsp;Fletcher has an extensive background in customer services, sales, and office management. Fletcher joins staff of Hays chamber

As the Kansas State Board of Education is finalizing its guidelines for schools across the state this week, the Ellis USD 388 Board of Education discussed what the school year could look like in their district.

While waiting for guidance from the KSB and with and eye on other districts, Superintendent Cory Burton shared with the board some of the ongoing difficulties in planning the year.

"I'm a little bit nervous based on the national conversations that are going on," Burton said. "I think people are going to get more nervous about going back to school than less nervous."

A survey was sent out to parents in the district in the last two weeks, which indicated a majority believe school should reopen in a regular manner. But as COVID-19 cases in the area grew, Burton said he believes more parents might change their opinion.

At the time of the survey, 77.1 percent of respondents said their preference was that students attend school in person — with 45.5 percent saying they are "very comfortable" sending their children to school in person.

Based on the growing number of COVID-19 cases, Burton said another survey will need to be completed.

Staff feedback will also be solicited this week.

Those further surveys will help the district determine how the year is planned.

"For sure within two weeks, we are going to need to relook at our parents and start to ask the question about what they think they are going to do," Burton said. "As we look at options for kids, especially if you are talking about an online option versus a physical onsite option, which we will need to provide in some fashion, we need to start having an understanding of what that is. We need to know. Are we talking about 50 kids that want to do nothing but online learning right now or do we have 10?"

Keeping students enrolled in the district, whether online or in-person will benefit the district in the long term, Burton said, so it is important for the district to have a viable online-only option those who want it.

"We could just say go enroll in K-12 education through the Lawerence Online Academy, but then they become their student and we will lose that student," Burton said. "We need to provide a way to provide that instruction and keep them as our students."

But even if the majority of students begin the year attending in-person classes, Burton said the district needs to be ready to shift entirely online at any time, noting a plan that allows for any possibility will allow the student to have a cohesive academic year.

"As long as we are in control of that, we will have a better understanding of where the kid is at," Burton said.&nbsp;

On top of the educational concerns, the impact on parents was also discussed by the board.

"If you don't go for a 5-day-a-week where you are open, I know trying to find ways or places for those kids to go ... it's almost impossible to find something to do for those kids," Board President Jared Schiel said. "I worry about it because there isn't enough daycare space and that means you have kids staying at home that probably shouldn't be."

"We are going to have to balance it all," Burton said, noting students likely not getting the education they need outside of the classroom.

And parents, he said, might not have the time to ensure students at home learning are receiving the education they need, as parents may not have the time to dedicate to children learning as a full school year begins and educational requirements will be less lenient that when schools closed in the fall.

"With virtual school, it takes a really dedicated parent to be with that kid a lot of the time to make them successful," Burton said. "A lot of grace was given last year, that won't be the case this year.

Finding the balance between safety and good education is where the focus should be, he said.

"Our goal will be two-fold," Burton said. "We want to provide the best education we can to our kids in the safest manner. If you look at our mission statement, those two words are in it. ... Those will have to be our focus as we wrap up and make our final plans."

While planning the year is ongoing, the district is also looking at ways to ensure enrollment is done safely, including the possibility of enrollment by mail, Burton said.

And parent-teacher conferences might also be held online for safety reasons.

Burton said he would share the state guidelines Thursday with the board after review.
