Youth advocate calls for more openness on mental health issues

MANHATTAN – Teenagers who responded to a&nbsp;<a href="https://4-h.org/about/research/#!healthy-living">survey commissioned by the National 4-H Council</a>&nbsp;said that more than 7 in 10 kids between the ages of 13-19 are struggling with their mental health.

Perhaps of equal concern: The same survey indicates that teens are feeling more pressured to hide their feelings, rather than talk to a supportive adult.

“It’s not unusual for young people to report that they’re feeling distressed, anxious or depressed, but I do think what’s unique and probably troublesome around the National 4-H Council report is that the young people thought they couldn’t talk about the feelings they had,” said Elaine Johannes, an extension 4-H Youth Development specialist at Kansas State University.

“They felt pressured to hide their feelings, to pretend they weren’t worried, and to deal with problems on their own. That’s unique.”

The National 4-H Council’s survey was conducted by The Harris Poll from May 4-14. There were 1,516 respondents; 230 of those were 4-H members, and 1,286 had never participated in 4-H.

<a href="https://www.kansas4-h.org/">Kansas 4-H</a>&nbsp;state leader Wade Weber said the data indicate that 71 percent of the teens felt that they are misunderstood by an older person in their life; 67 percent said at times the pressure is too much for them to handle; and they are three times more likely to feel pressured to talk about their problems than they are to drink alcohol or do drugs.

“The National 4-H Council’s survey takes a temperature of what youth are talking about today,” Weber said. “I think it’s important to highlight those things because young people… are not finding ready-made pathways for them to talk about their problems with the adults who are very concerned about them. Those are the types of things that we are wanting to follow up on as a state 4-H program.”

Johannes said the current findings are very similar to a&nbsp;<a href="https://www.pewsocialtrends.org/2019/02/20/most-u-s-teens-see-anxiety-and-depression-as-a-major-problem-among-their-peers">2019 study of mental health of teens</a>, conducted by the Pew Research Center. However, teens did report that the COVID-19 pandemic has increased their sense of loneliness and made it more difficult to connect with their support systems.

Teens, she said, may be reacting to the perception that adults also are distressed.&nbsp;<a href="http://www.pewresearch.org/fact-tank/2020/05/07/a-third-of-americans-experienced-high-levels-of-psychological-distress-during-the-coronavirus-outbreak">The Pew Research Center reported in May</a>&nbsp;that 33 percent of Americans are experiencing greater psychological distress as a result of the global pandemic.

“I do think that is a factor in how the young people who responded to the (National 4-H Council) poll saying they were not comfortable talking about their own emotional health,” Johannes said. “I assume they are noticing that the adults probably don’t have the capacity to listen right now because we are struggling with our own emotional health.

“It’s this constellation of issues that really puts our young people at most risk, but also may make them more resilient.”

While the survey brought out some grim statistics, Weber said it’s important that adults hear the message and respond in positive ways, rather than try to shield their children from life’s realities. He notes that 65 percent of teens also reported that they want their family members to talk with them more about their mental health.

“Exercise some courage; exercise some humility to be able to say we’re in a challenging time right now, but it’s an opportunity to hear one another and work toward solutions together,” he said. “Doing so will help us develop resiliency as a family unit and as individuals. It’s important that young people believe that they can disclose their problems while knowing that there are support systems in their lives that want to help them navigate those in a way that includes healthy coping mechanisms and practices.”

For parents, that may mean re-framing the challenges they are facing, according to Johannes.

“Change the language you’re using and the focus in such a way that we are representing resilience,” she said. “You can model resilience and use words that represent growing stronger. For example, instead of talking about deficits, risks and limits, talk about opportunities for the young person to discover their identity, and the social and emotional health they are building during this time of challenge.”

Weber added: “One of the things I would encourage along the way is the ability to be patient, purposeful and persistent. Because you can’t just turn around and say to a young person, ‘Okay dad has 30 minutes, what’s going on?’ That’s usually not the recipe for authentic conversation and sharing.

“But if you can give that 30 minutes, be with them, try and connect into their world, see the world through their eyes. The ability to empathize – not necessarily solve their problems – is a key first step in helping that connection to form.”

“I can’t in good conscience open schools when cases in our state are at an all-time high and continuing to rapidly rise,”&nbsp;Governor Kelly said.&nbsp;“Every action I have taken throughout this pandemic has been done to keep Kansans healthy, keep our state open for business and get our kids back in school.”

The governor made this decision in consultation with the Kansas Department of Health and Environment and the Kansas Department of Education, which continue to monitor health metrics and disease spread in the state.

On Monday, a record coronavirus spike pushed Kansas past 20,000 total cases. ICU capacity in some of the state’s hospitals are under threat, and nearly 300 Kansans have died.

The governor will also issue an executive order requiring schools to mandate commonsense mitigation strategies outlined in the Kansas Board of Education’s fall plan for schools. Under the order, masks, social distancing, proper hygiene, and daily temperature checks will be enforced regardless of the Kansas school district.

“The additional three weeks before opening schools will provide schools time to work with their counties to get the necessary mitigation supplies like masks, thermometers, and hand sanitizer,”&nbsp;Kelly said.&nbsp;“The Kansas State Board of Education and I are united in prioritizing the health of our students and faculty, and ensuring we provide a world-class education for our students.” Further details will be announced next week after the order is released.

The Kansas Board of Education approved “Navigating Change 2020” school reopening document Wednesday morning. It includes:

— Students above fifth grade, staff and school visitors should wear masks

— Everyone should wash hands every hour

— Social distancing of at least six feet should occur wherever possible

— Students and employees who exhibit symptoms of COVID-19 should be prohibited from school

— Meal service periods should be extended to allow for fewer students in the serving area at one time

— Staff temperatures should be taken daily

— Families should be responsible to take the temperatures of their children

“As Chairman of the Appropriations Subcommittee on Commerce, Justice, Science, and Related Agencies, I will continue to support the ongoing and critical mission of the EDA to assist the economic activity of our communities, especially during this pandemic,” Moran&nbsp;said. “These grants are an investment into small businesses across Kansas that support local jobs and provide invaluable resources to many communities across the region.”

State school board approves guidelines for 2020-21 school year

The Ellis County Health Department on Wednesday announced nine new positive cases of COVID-19 has been identified since Monday.

The new cases are in isolation, the department said. There are now 27 active cases in Ellis County, with 66 total cases since reporting began.

The department noted the "exponential" increase in coronavirus cases since the Fourth of July holiday.

"If residents continue to gather, we will see cases increase," the department said, noting contacts of the new cases will be identified and contacted.

Nine new cases of COVID-19 identified in Ellis County

NEW YORK (AP) — Walmart will require customers to wear face coverings at all of its namesake and Sam’s Club stores, making it the largest retailer to introduce such a policy that has otherwise proven difficult to enforce without state and federal requirements.

The company said the policy will go into effect on Monday to allow time to inform stores and customers. The Bentonville, Arkansas-based company said that currently about 65% of its more than 5,000 stores and clubs are located in areas where there is already some form of government mandate on face coverings.

The retailer also said it will create the role of health ambassador at its Walmart stores and will station them near the entrance to remind customers without masks of its new requirements. These workers, who will be wearing black polo shirts, will receive special training to “help make the process as smooth as possible for customers.”

Walmart joins a growing list of retailers that have instituted mask mandates throughout their chains. Best Buy, the nation’s largest consumer electronics retailer, announced Tuesday that it will have a mask mandate for its customers at all of its stores. Starbucks announced last week that customers who visit its company-owned café locations in the U.S. will be required to wear face coverings. Both policies were in effect Wednesday.

The moves come as new COVID-19 cases are spiking in many states, particularly Arizona, California, Florida and Texas. Retailers have been challenged with&nbsp;<a href="https://apnews.com/338c74ad760b8795d29bd3927da1cb24">striking a balance</a>&nbsp;between keeping shoppers safe while making them feel comfortable.

Last week, the Retail Industry Leaders Association, which represents Walmart, Best Buy and other major chains,&nbsp;<a href="https://apnews.com/80db3dc5dc9a0015bde700266008fe8f">publicized a letter</a>&nbsp;it sent to state governors to mandate store customers to wear face coverings. It said the hodgepodge of rules around the country have created confusion for shoppers and that has led to conflict between customers and workers trying to enforce store rules.

The National Governors Association said last week that its members are discussing the letter and others like it from different retail groups.

Social media is full of videos capturing clashes between those who are asked to wear masks, and employees who are under orders to make sure people wear them.

Fewer than half of U.S. states require masks in public places, according to the RILA. And only a handful of major retailers including teen clothing chain American Eagle Outfitters has a mask mandate for customers for all of its stores. Costco Wholesale Club was one of the first major retailers to require face coverings for customers at all of its stores. The policy went into effect in early May.

The Centers for Disease Control and Prevention recommends people cover their mouth and nose when around other people to help reduce the spread of the virus that causes COVID-19.

“We know some people have differing opinions on this topic,” wrote Dacona Smith, chief operating officer at Walmart U.S. and Lance de la Rosa, chief operating officer at Sam’s Club in a blog posted Wednesday. “We also recognize the role we can play to help protect the health and well-being of the communities we serve by following the evolving guidance of health officials like the CDC.”

TOPEKA –&nbsp;The Kansas Department of Health and Environment has rescinded a nitrate advisory for the city of Stockton.&nbsp;The advisory was issued&nbsp;because of field test high nitrate levels in the system.

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a&nbsp;nitrate&nbsp;advisory, KDHE will issue the rescind order following testing at a certified laboratory.

Laboratory testing samples collected from the city of&nbsp;Stockton&nbsp;indicate&nbsp;nitrate levels are below maximum contamination levels&nbsp;and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved.

KDHE rescinds water advisory for city of Stockton

KENNEDY: 'I don’t need the public fearful. I need them educated, and I need them to listen.'

Ellis County’s top health official says the current increase
in the number of cases of the coronavirus in the county was expected, but County
Health Director Jason Kennedy told the Ellis County Commission on Monday people
should continue protecting themselves and those around them.

According to Kennedy, Ellis County has seen an increase of 30
positive cases of the coronavirus since July 6.

“It’s in our community. It's not going away,” he said. “Vaccination
is the only way to really get rid of a virus. So, until then, we have to make
safe, smart choices that allow us to move forward.”

As of Monday, there were 16 active cases of the coronavirus in Hays with 29 people recovered.

Kennedy said that they did not expect to see the number of
cases connected to clusters. Of those 30 cases since July 6, 23 of them are
connected to four clusters.

The first cluster was connected to the Interstate 70 travel plaza near
Topeka. Kennedy said that was connected to a family who stayed in the same
home. 

Two more clusters were connected to private gatherings on the Fourth of July holiday.

“On the Fourth of July, it was to be expected,” said Kennedy.
“People gathered in groups. As you gather in groups, you increase your chances
of contracting COVID.”

The fourth cluster identified in Ellis County was at the Good
Samaritan Society of Hays. 

The long-term care facility announced on Monday that they
had completed another round of mass testing of all 61 residents and 64 staff
members and only two staff members tested positive. Kennedy said what they are
doing is working.

“Thankfully no residents have been impacted, which means
that the viral transmission practices that they are utilizing inside that
facility are working,” Kennedy said. “That’s a good thing. We want to keep it
that way.”

The Good Samaritan Society announced Monday that a second
round of mass testing was underway.

Kennedy said because the virus is transmitting person-to-person, health officials are seeing similar events across the state. Approximately 34 percent of
all cases and 75 percent of all deaths in Kansas are the result of clusters.

He also added that they have no any spread connected to the
sports tournaments that have been held in Hays. In June, the Kansas Department
of Heath and Environment said three people associated with tournaments in Hays
and Wichita had tested positive for COVID-19 and anyone who attended those
should monitor themselves for symptoms.

Kennedy said people are fearful that there is “community
spread” of the virus. He said there is community spread in Ellis County&nbsp; 

“What do we do about that?” Kennedy said. “Socially distance,
you wash your hands, you don’t touch your eyes, nose and mouth, and you avoid
contact with people because COVID spreads person-to-person.”

Kennedy once again brought up the topic of masks and again
echoed that if you are not able to socially distance in at a large gathering, he
recommends people wear masks.

“I will not recommend orders that are based on political decisions,”
Kennedy said. “I want them (the public) to trust in me that I’m making orders
based on the data and the facts that we have in front of us. That way when I do
need a recommendation to the county board of health, that we make a decision
for the public, that they will listen and they will follow through with it.”

In the last week, the percentage of positive tests in Ellis
County jumped from 0.9 percent to 8 percent. The statewide average 8.7 percent. 

Kennedy added that he believes the community is taking the
appropriate steps to combat the spread but, as Commissioner Butch Schlyer
pointed out, there are events coming up that could cause the number of positive
cases to increase. 

Among those are the Ellis County Fair, the return of college
students to Hays and Octoberfest.

“At some point, you have to make a personal determination on
what your risk acceptance is,” Kennedy said. “There cannot be a measure that
protects everybody universally. Everyone has to take steps to protect
themselves individually.

“I don’t need the public fearful,” said Kennedy. “I need
them educated, and I need them to listen.”

The Chamber in Hays, Kansas recently completed a successful search for the new administrative assistant position, which will replace the vice president of programs. Fletcher joins staff of Hays chamber

As the Kansas State Board of Education is finalizing its guidelines for schools across the state this week, the Ellis USD 388 Board of Education discussed what the school year could look like in their district.

While waiting for guidance from the KSB and with and eye on other districts, Superintendent Cory Burton shared with the board some of the ongoing difficulties in planning the year.

"I'm a little bit nervous based on the national conversations that are going on," Burton said. "I think people are going to get more nervous about going back to school than less nervous."

A survey was sent out to parents in the district in the last two weeks, which indicated a majority believe school should reopen in a regular manner. But as COVID-19 cases in the area grew, Burton said he believes more parents might change their opinion.

At the time of the survey, 77.1 percent of respondents said their preference was that students attend school in person — with 45.5 percent saying they are "very comfortable" sending their children to school in person.

Based on the growing number of COVID-19 cases, Burton said another survey will need to be completed.

Staff feedback will also be solicited this week.

Those further surveys will help the district determine how the year is planned.

"For sure within two weeks, we are going to need to relook at our parents and start to ask the question about what they think they are going to do," Burton said. "As we look at options for kids, especially if you are talking about an online option versus a physical onsite option, which we will need to provide in some fashion, we need to start having an understanding of what that is. We need to know. Are we talking about 50 kids that want to do nothing but online learning right now or do we have 10?"

Keeping students enrolled in the district, whether online or in-person will benefit the district in the long term, Burton said, so it is important for the district to have a viable online-only option those who want it.

"We could just say go enroll in K-12 education through the Lawerence Online Academy, but then they become their student and we will lose that student," Burton said. "We need to provide a way to provide that instruction and keep them as our students."

But even if the majority of students begin the year attending in-person classes, Burton said the district needs to be ready to shift entirely online at any time, noting a plan that allows for any possibility will allow the student to have a cohesive academic year.

"As long as we are in control of that, we will have a better understanding of where the kid is at," Burton said.&nbsp;

On top of the educational concerns, the impact on parents was also discussed by the board.

"If you don't go for a 5-day-a-week where you are open, I know trying to find ways or places for those kids to go ... it's almost impossible to find something to do for those kids," Board President Jared Schiel said. "I worry about it because there isn't enough daycare space and that means you have kids staying at home that probably shouldn't be."

"We are going to have to balance it all," Burton said, noting students likely not getting the education they need outside of the classroom.

And parents, he said, might not have the time to ensure students at home learning are receiving the education they need, as parents may not have the time to dedicate to children learning as a full school year begins and educational requirements will be less lenient that when schools closed in the fall.

"With virtual school, it takes a really dedicated parent to be with that kid a lot of the time to make them successful," Burton said. "A lot of grace was given last year, that won't be the case this year.

Finding the balance between safety and good education is where the focus should be, he said.

"Our goal will be two-fold," Burton said. "We want to provide the best education we can to our kids in the safest manner. If you look at our mission statement, those two words are in it. ... Those will have to be our focus as we wrap up and make our final plans."

While planning the year is ongoing, the district is also looking at ways to ensure enrollment is done safely, including the possibility of enrollment by mail, Burton said.

And parent-teacher conferences might also be held online for safety reasons.

Burton said he would share the state guidelines Thursday with the board after review.

An extra board meeting is set to take place to review those plans and the results of the new surveys in the next few weeks.

"As we look at options for kids, especially if you are talking about an online option versus a physical onsite option, which we will need to provide in some fashion, we need to start having an understanding of what that is. We need to know. Are we talking about 50 kids that want to do nothing but online learning right now or do we have 10?"Keeping students enrolled in the district, whether online or in-person will benefit the district in the long term, Burton said, so it is important for the district to have a viable online-only option those who want it."We could just say go enroll in K-12 education through the Lawerence Online Academy, but then they become their student and we will lose that student," Burton said. "We need to provide a way to provide that instruction and keep them as our students."But even if the majority of students begin the year attending in-person classes, Burton said the district needs to be ready to shift entirely online at any time, noting a plan that allows for any possibility will allow the student to have a cohesive academic year."As long as we are in control of that, we will have a better understanding of where the kid is at," Burton said.&nbsp;On top of the educational concerns, the impact on parents was also discussed by the board."If you don't go for a 5-day-a-week where you are open, I know trying to find ways or places for those kids to go ... it's almost impossible to find something to do for those kids," Board President Jared Schiel said. "I worry about it because there isn't enough daycare space and that means you have kids staying at home that probably shouldn't be.""We are going to have to balance it all," Burton said, noting students likely not getting the education they need outside of the classroom.<figure>

 </figure>And parents, he said, might not have the time to ensure students at home learning are receiving the education they need, as parents may not have the time to dedicate to children learning as a full school year begins and educational requirements will be less lenient that when schools closed in the fall."With virtual school, it takes a really dedicated parent to be with that kid a lot of the time to make them successful," Burton said. "A lot of grace was given last year, that won't be the case this year.Finding the balance between safety and good education is where the focus should be, he said."Our goal will be two-fold," Burton said. "We want to provide the best education we can to our kids in the safest manner. If you look at our mission statement, those two words are in it. ... Those will have to be our focus as we wrap up and make our final plans."While planning the year is ongoing, the district is also looking at ways to ensure enrollment is done safely, including the possibility of enrollment by mail, Burton said.And parent-teacher conferences might also be held online for safety reasons.Burton said he would share the state guidelines Thursday with the board after review.An extra board meeting is set to take place to review those plans and the results of the new surveys in the next few weeks.Other board actions:<ul>

Smoky Hills PBS visits Russell Co. on the next 'Traveling Kansas'

TOPEKA—&nbsp;Gov. Laura Kelly on Tuesday announced $6,202,603 in grant awards to state and local jurisdictions in preventing, preparing for, and responding to the coronavirus, as well as funds to support families impacted by domestic violence.

Options: Domestic &amp; Sexual Violence Services received just less than $9,000 in funding. The Hays-based agency was the only grant recipient in northwest Kansas.

“My administration continues to work to ensure Kansans and the communities impacted by COVID-19 have the resources they need to fight the spread of the virus,”&nbsp;Kelly said.&nbsp;“These grants are thorough and purposeful examples of how we can direct funds across the state, especially to some of our possibly overlooked areas in need. We know domestic violence is an issue that has been amplified by the pandemic, and this funding will provide support services to those who need them the most.”

The grant awards for the U.S. Department of Justice, Bureau of Justice Assistance, Federal Coronavirus Emergency Supplemental Funding (CESF) Program will provide funds to state and local jurisdictions in preventing, preparing for, and responding to the coronavirus. Allowable purchases include overtime, equipment (including law enforcement and medical personal protective equipment), hiring, supplies (such as gloves, masks, sanitizer), training, travel expenses (particularly related to the distribution of resources to the most impacted areas), and addressing the medical needs of incarcerated inmates.

The CESF Program is authorized by Division B of the Coronavirus Aid, Relief, and Economic Security (CARES), Act Pub. L. No. 116136 (Emergency Appropriations for Coronavirus Health Response and Agency Operations) and is supplemental to the $1.25 billion Kansas received through the Coronavirus Relief Fund (CRF) authorized by the same legislation. &nbsp;

Only the State Administrating Agency (Kansas Governor’s Office) that applied under the Federal Fiscal Year 2019 State and Local Edward Byrne Memorial Justice Assistance Grant Program is eligible to apply for the state allocation of CESF funding.

A total of $5,912,074 was awarded to 30 state and local agencies.

The grant awards for the U. S. Department of Health and Human Services, Family and Youth Services Bureau, Federal Family Violence Prevention and Services Program’s Coronavirus Aid Relief and Economic Security (CARES) Act, P.L. 116-136 are used to prevent, prepare for, and respond to the coronavirus disease 2019 (COVID-19) public health emergency by supporting families impacted by family violence, domestic violence, and dating violence.

This supplemental funding addresses the evolving needs of domestic violence survivors and local domestic violence programs throughout the state to ensure the continuity of shelter and supportive services.&nbsp;&nbsp;

Funds will be used for overtime and hazard pay for staff, supplies needed for COVID-19 response, equipment and software to assist in carrying out remote services, and direct victim assistance.&nbsp; Funding may also be used to purchase supplies for the safety of staff and operate shelters and programs during this public health emergency.

Grant funds were distributed to current Family Violence Prevention and Services Act (FVPSA) subgrantees based on incorporating an equally distributed base amount, population of service area, and the number of COVID-19 positive cases as of the date the solicitation was released.

A total of $290,529 was awarded to 19 agencies.

Sedgwick County: Trefethen was convicted of reckless aggravated battery for causing great bodily harm to a child in his care. During trial, the State produced Trefethen's recorded admission that he grabbed the child above the ankles and pulled up to make the child laugh and stop crying. A physician testified Trefethen's admission was consistent with causing the child to have two broken legs. The jury found Trefethen guilty of reckless aggravated battery. On appeal, Trefethen contends insufficient evidence supports his reckless aggravated battery conviction. He also challenges several jury trial instructions. Finally, he argues his conviction must be reversed because the crime of reckless aggravated battery is a logical impossibility.

Appeal No. 121,564:&nbsp;Charles&nbsp;Sander v. Kansas Department of Revenue

Ellis County: During a 2018 traffic stop, a police officer arrested Sander for driving under the influence of alcohol. The Kansas Department of Revenue revoked his driver's license after he failed a breath-alcohol test upon his arrest. On appeal, Sander contends the arresting officer did not have probable cause to believe Sander was intoxicated and unable to safely operate his vehicle. As a result, Sander seeks reinstatement of his driver's license.

Judging by my mailbox, TV and social media, we are in the silly season of politics. Yes, the August primary is drawing near and the last, final and, in some cases, desperate push for your vote is happening. This year is a critical year for those of us in agriculture to make sure ag-friendly candidates are elected. I would also make the case that for those of you not involved in agriculture it is in your best interest as a consumer of food to elect ag-friendly candidates.

I know you are as overwhelmed by information and claims from candidates as I am. It is hard to cut out the noise and disinformation to figure out what is the truth and where the candidates stand on issues important to your business and livelihood. If there was only some way to find out who the friendliest candidates to agriculture are? Well, you are in luck, we have a list of candidates endorsed by our Voters Organized To Elect Farm Bureau Friends (VOTE FBF).

This is a committee of 10 Farm Bureau members elected to serve on the board from each district in the state. They weigh information sent to them from each of the county Farm Bureaus, look at the voting records of incumbents and information provided by candidates to determine which of the potential legislators has agriculture’s best interest in mind. I have witnessed the process firsthand, and I can tell you quite a lot goes into each selection. The committee has an incredible success rate, with more than 90 percent of our endorsed candidates being elected.

First, the information is gleaned at the county level. Each county has the opportunity to weigh in on candidates in their area. I know the board gives this information a great deal of weight. Then the voting records on issues critical to agriculture are considered. Each candidate is evaluated on how closely they aligned to policy developed from our grassroots, member-driven system. Then, after several meetings and hours of deliberation, decisions are made on which candidate to give the highly coveted Kansas Farm Bureau endorsement to. Often the endorsement means more to the candidates than any monetary donations we may give to their campaign.

I would ask you also do your homework and decide which candidate to vote for on your own. However, when doing this, make sure to check the list put out by VOTE FBF by going to www.kfb.org/votefbf. Again, I cannot tell you just how important the upcoming primary and the general election are for our nation and for agriculture. We need to make sure the right people are elected.

Equally as important is ensuring you exercise your right to vote for the candidate of your choice. Our nation depends on its citizens making informed decisions and voting. So come Aug. 4, do your patriotic duty, and make your voice heard.
