A short section of the sanitary sewer main that runs down the center of Main Street at a depth of approximately 11 feet will need to be dug up and replaced. 

Main Street should be reopened to vehicle traffic by the end of the week. Throughout the repair, sanitary sewer service will be maintained, and there will be pedestrian access to all adjacent businesses.

NORTON COUNTY—One person was injured in an accident just after 1:30p.m. Saturday in Norton County.

The Kansas Highway Patrol reported a 2003 Chrysler Town &amp; Country driven by&nbsp; Margaret J. Seemann, 71, Norton, was westbound on U.S. 36 at Sunset Drive in the number 2 lane. 

The driver turned into lane 1 in front of a 2016 Chevy Suburban driven by Jeremy Kent Harding, 33, Norton. The SUV struck the van. The van&nbsp;left the roadway, entered the north ditch and struck a tree.

EMS transported Seemann to the hospital in Norton. Harding was not injured. Seeman was not wearing a seat belt, according to the KHP.

Fort Hays State University will celebrate its military-connected students this year with a number of activities during a week-long event.

Military Appreciation Week at FHSU will begin Monday, Nov. 9, and run through Friday, Nov. 13. A variety of events are planned throughout the week, including presentations on academic and student support services, Kelly Center resources, and the military to civilian career transition.

Veterans Day to alter refuse/recycling collection schedule

Barton Community College (BCC) has received $181,701.30 in Strengthening People and Revitalizing Kansas (SPARK) relief funds provided from the state and distributed by Barton County to offset COVID-19 related expenses.

Vice President of Administration Mark Dean said he and the rest of the college’s administration appreciates Barton County’s efforts to distribute the funds to the various entities.

The college used the funds for the following:

· Personal protective equipment (PPE) for students and employees · Testing and screening supplies and equipment · Disinfection equipment and supplies · Distance learning/remote working software · Technical equipment related to providing additional distance learning and remote working

“The county has been wonderful to work with,” Dean said. “We have put in place very proactive measures to slow the spread. The safety of our students and employees is top priority, but personal protective equipment can get expensive and these funds made it possible. 

"We are very grateful to receive these resources through the county, and the Barton County Health Department has been very helpful and collaborative. We appreciate their efforts.”

Barton Community College receives state COVID-19 relief funds

SCOTT COUNTY —Law enforcement authorities are investigating a fatal accident that occurred just after 1:30 p.m. Nov. 4 in Scott County and asking the public for help to locate witnesses.&nbsp;

The Kansas Highway Patrol reported a 2010 Chevy Silverado driven by <a href="https://hayspost.com/posts/fd59550a-32cf-48dd-8067-7eb5f80bb83a">Steven Craig Gruver</a>, 60, Scott City, was southbound on U.S. 83 in front of a 2021 Freightliner semi driven by&nbsp; Benjamin Keith Gilbert, 56, Jamestown, Kan.

The Silverado initiated a left turn onto Scott County Road 30, entering into the north bound lane of U.S. Highway 83 directly into the path of a 2007 Peterbilt semi driven by Brian L. Lytle, 45, McCook, Neb.

The Peterbilt semi struck the Silverado causing it to rotate counterclockwise in a northwestern direction. 

The Freightliner then struck the Silverado.

Gruver and a passenger <a href="https://hayspost.com/posts/efdace21-73eb-473f-853f-4c10f4d1ef20">James D. Hickert</a>, 37, Bird City, were pronounced dead at the scene and were transported to&nbsp;Price &amp; Sons Funeral Home.&nbsp;

Gilbert and Lytle were not injured. The occupants of the Silverado and Lytle were not weariing seat belts, according to the KHP.

GoFundMe page established for family in Phillips Co. crash, fire

The Ellis County Health Department on Friday reported the average number of new coronavirus cases per day in the last seven days rose from 13 on Wednesday to 16 on Friday.

On Oct. 2, the Hays City Commission voted to extend the ordinance requiring face coverings until the seven-day new case average was five or fewer for 14 straight days.

There were 74 new cases of COVID-19 identified in Ellis County since Wednesday. There are currently 171 active cases, including nine active hospitalizations, and 1,393 recovered cases.

The seven-day average of percent of positive tests jumped again to 31.7 percent — 10 percentage points since Monday.

Since reporting began, there have been 1,582 cases of coronavirus identified in Ellis County, including 18 deaths.

Of the total 10,953 tests administered, 13.5 percent have returned positive for COVID-19.

NOTE:&nbsp;"New cases" reflects cases reported by the Ellis County Health Department between regular reporting periods of Monday, Wednesday and Friday. "Total cases" reflects all cases reported by the department. Because of delayed test results, total cases might include cases prior to the previous reporting period, so the figures might not necessarily correspond.

The Kansas Department of Health and Environment on Friday reported another spike in COVID-19 cases in Norton County.

The county, which has a population of just less than 5,500, has identified a total of 870 cases of COVID-19 — almost all since the beginning of October. The spike was driven by clusters at the Norton Correctional Facility, which has more than 500 of the cases, according to the Norton Health Department, and the Andbe Home long-term care facility.

Friday's total is an increase of 59 new cases compared to the health department's report on Wednesday. A total of 19 deaths have been attributed to coronavirus in Norton County.

Norton County virus numbers continue to rise

The 76-degree temperature did nothing to lessen the enthusiasm of the skaters on opening night of the new outdoor synthetic ice skating rink in the Downtown Hays Pavilion.

It's a project of the Downtown Hays Development Corporation, a nonprofit organization which had to cancel two major fundraisers this year due to the coronavirus pandemic.

The DHDC board has been thinking about the project for several years.

"This year -&nbsp; 2020 -&nbsp; has brought so much disappointment, we thought this would be a great time to bring an attraction like this to the community," said Sara Bloom, DHDC executive director.

"People can do this as a family, and it's outdoors in case COVID cases do continue to rise."

The number of skaters at any one time is limited to 40 people and they must wear face masks.&nbsp;

Other COVID-related precautions include regularly spraying sanitizer on the synthetic&nbsp;plastic polymer  floor and disinfectant in the skates after each use.

Most of Thursday night's young skaters enjoying the free event had never before laced up a pair of ice skates.&nbsp;

There were lots of falls, tentative stepping, some leaning on plastic buckets for balance, and finally, for most of the skaters, smooth gliding across the artificial ice surface to a variety of music styles.&nbsp;

"He got a real workout," said one mother as her young son finished unlacing his skates and changed into his own shoes. "I think I got a concussion," he joked. His mom just laughed.

"It is slick, just like ice," Bloom noted, "so if you have ice skated before it's going to feel very similar to ice. It might have a little more drag to it."

For newbies, plastic buckets were donated by Heartland Building Center.

"They can be stacked to a skater's height so you can kind of lean on them and learn on, kind of balance yourself before going without it," Bloom explained.&nbsp;

Hays High School senior Kai Shaffer was one of the few at the grand opening who has skating experience on actual ice.&nbsp;

Once he got the feel for the artificial surface, Shaffer started skating faster, and then, down he went.

Nonprofit organizations have signed up to manage and run the rink and will share in the profits as a money maker for their organizations.

Thursday night it was the Fort Hays State University cheerleaders, along with FHSU mascot Victor E. Tiger, manning the Downtown Hays Ice Rink trailer. They signed up the skaters -&nbsp; who must sign a liability release - handed out skates, and free concessions.

Despite the heat, hot chocolate was the favorite treat, provided by Robert Brogden Dealership.

Victor was on the ice himself, sans skates, since there weren't any big enough to fit his feet. He was also cheering and encouraging skaters as they remained upright, and lending a paw to those who were no longer upright.&nbsp;

Julia Kuhl had fun as a first time skater, but said "I got my skate size a little bit off so I was slipping around in the shoe." Still, she will "probably come again and make sure I get the right size skate."&nbsp;

There have been traditional roller skating rinks in Hays but as far as anybody can recall, no ice skating rinks.

"Other than pictures of people we've seen ice skating on Big Creek, we think this is the first ice skating rink in Hays," Bloom said.

DHDC worked with Massachusetts-based Perfect Parties USA and its Artificial Ice Events division.&nbsp;

The rink "ice" and the lubricating solution sprayed on its surface, fencing around the rink, skates, a skate sharpener, and the supply trailer are all rented by DHDC and will remain in place through February 28, 2021.&nbsp;

The rink will be open seven days a week with concessions available for purchase at the trailer.&nbsp;

Cost is $7 for an hour on the ice with discount punch cards available for purchase.&nbsp;Private parties may be arranged.

Bloom hopes people trying out the new rink will also enjoy dining and shopping in downtown Hays.

Everybody wants to know if the rink will become a permanent fixture.

"That's the number one question we're being asked," Bloom said. 

"We're going to see how the community likes it. So if you want it to be a permanent feature you need to come out and support it. 

"If it does go over the way we think it's going to go over, then we can look into purchasing it and making it a permanent installation."&nbsp;&nbsp;

DHDC secured nearly $22,000 in sponsorship funds for the $35,000 investment in the rental agreement.&nbsp;

🎥 Artificial ice skating rink open in downtown Hays through February 

Ellis County Sheriff-Elect Scott J. Braun announce on Thursday that Asher “Chuck” White as the undersheriff for the Ellis County Sheriff’s Office. 

White currently serves as a detective and will transition to undersheriff on Jan. 11. 

White has been with the Ellis County Sheriff’s Office for 30 years serving in a variety of positions. His law enforcement career began in 1990 when he accepted a position as a detention officer until 1993. White was then promoted to deputy sheriff, serving in that capacity from 1993-1996. 

While a deputy sheriff, White served on the Ellis Country Drug Enforcement Unit from 1995 to 2014. In 1996, he was promoted to patrol sergeant and served in that position until 1997 when he was promoted to detective. 

White has been a staple and a leader within Ellis County. He graduated from Hays High School and then chose to serve our country and enlisted in the U.S. Marine Corps. White is a member of Kiwanis Club and currently serves on the board.

White brings with him experience, integrity and a great work ethic.&nbsp;

White named new undersheriff of Ellis County

First Call for Help of Ellis County has received a $1,000 grant award from the Midwest Energy Community Fund.

These funds will be used to purchase building materials for the First Step Housing Phase ll Remodel.

“We are delighted to receive this award and move forward on the project," said Linda Mills, executive director.

Construction has begun with concrete work and plumbing.

Once completed, First Step Housing will have four bedrooms, a shared kitchen/dining and laundry space.

This housing is for temporary living while the participants have the support of staff and community to overcome obstacles they face in trying to stabilize their housing need.

First Call for Help was established in 1996 and is committed to assisting others who are in crisis and need.

First Call for Help receives Midwest Energy grant

Imagine it is early Wednesday morning, right after Election Day. And imagine you are a Democrat in Kansas. Or if you can’t, try to at least imagine what many might have gone through over the past several weeks.

Having spent years organizing and raising money and fighting hard against the influence of Brownback and Trump in Kansas, Democrats aren’t stupid. They know this is a state where Republican voters outnumber Democratic voters by more than 2 to 1 in many counties. They know that victories like Governor Laura Kelly’s or Representative Sharice Davids’s in the 3rd&nbsp;District don’t come easily. Democrats are realists; they don’t let their imagination run away with them.

Except maybe sometimes they let their guard down, and it does run away with them, just a little bit.

Maybe the talk of a Biden landside was just too appealing to resist. Maybe the enormous fundraising totals for Barbara Bollier that everyone was talking about was a little too seductive. Maybe the talk of ending the 88-year reign the Republicans have had over Kansas’s U.S. senate seats was just so historic that some Democrats found themselves going over from wanting it to happen, to believing that it would.

Kansas Democrats surely weren’t alone in experiencing all those muddled, exhausted, yet still weirdly excited feelings on Election Night night. No doubt some Democrats in Texas, Georgia, and North Carolina thought so to. All were disappointed.

Or maybe better, they were just reminded. Given a shock to help them recollect just what the electoral landscape actually looks like, and shake themselves out of their temporary reverie.

The failure of Bollier to generate sufficient excitement among the supposedly huge numbers of moderate Republicans willing to vote for a Democrat in northeast Kansas, enough to offset Republican votes for Marshall everywhere else, was certainly one such shock. So was watching the Republican party whittle down the Democrats’ presence in the state legislature even further, ensuring that the Republicans’ veto-proof majorities remained intact.

Looking across the state, the instances of heartbreaking losses and nail-biting results for Democrats multiply. In Hutchinson, a by-all-accounts popular Democratic legislator holds on to his seat by a margin of only five votes. In Wichita, a scandal-plagued Republican county commissioner, caught on tape scheming to shift blame to his own county party chairperson, seems likely to have saved his seat against a charismatic Democratic challenger solely by promising to resign as soon as re-elected--because that way, he said to his voters, the local Republicans can choose his successor.

Lots of explanations can be provided–the nationalization of state politics, and the fact that President Trump re-election campaign was energizing to Republicans being an obvious one. But even more fundamental than that is simply this: Kansas is, and remains, a very Republican state. That’s just what the counting of votes show. Maybe some Democrats forget that, sometimes, in their hopes and excitement. When that happens, they get reminders, like this past week.

I don’t mean that Democrats can’t ever succeed in Kansas; obviously they can. But as Governor Kathleen Sebelius once observed, when that happens, it’s generally not because the Democrats have the votes to win. Rather, it’s usually because the Republicans sometimes divide or antagonize or alienate their superior number of voters, and hence lose. This week, they didn’t.

The use of drones in the Cheyenne Bottoms Wildlife Area and the Nature&nbsp;Conservancy Preserve require special permission, and the drone footage was provided by&nbsp;Joseph Kern, executive director of Ad Astra Educational Research and Outreach, LTD.

While it can't replace an in-person visit to Cheyenne Bottoms, the drone footage and 360 images place you into the wetland. Visitors will experience birds, gain an understanding of the magnitude of the 41,000-acre freshwater marsh and learn why it is important to protect this natural resource. The Kansas Department of Wildlife Parks and Tourism manages 19,857 of those acres and the Nature Conservancy, almost 8,000 acres. Both areas are represented and showcased in the virtual tour.

The website will feature recent bird sightings, upcoming events, and online programs and videos that have been developed by KWEC educators during this pandemic. A bingo board is also available on the website to help guide visitors to a variety of activities.

The KWEC is part of a nation-wide research collaborative, researching the effectiveness of virtual environmental education programs and is looking for teachers grade 6-12 that would have their students complete the virtual tour and take a survey. The KWEC also has a program that can be scheduled through Zoom, teaching about wetland types and properties.

&nbsp;Join your local Ducks Unlimited Team for the DU Fun Shoot this Saturday, November 7th, from 1-5pm at the Hays City Sportsmans Club.&nbsp; Tickets are just $35 and includes 2 rounds of trap, chili feed, free BEER, DU Membership, and free raffle ticket for a gun of choice from the DU Great Gun Giveaway!!&nbsp;&nbsp;

Registration begins at noon, and it is first come, first served as tickets will be limited to the first 100 shooters.&nbsp; There will be chances to win up to 7 guns &nbsp;and the opportunity to shoot five stand and the “Hot Shot” shoot.&nbsp; A stretch raffle, banner raffle, and silent auction will also be included in the event.&nbsp;

Langer Industrial Service opened a metal recycling transfer station in Hays in October.&nbsp;

The transfer station, 1007 E. 37th, is a part of a network of three businesses with salvage yards in Colby and in Scottsbluff, Neb.

The station is accepting aluminum, copper, brass, batteries, starters, alternators — any non-ferrous metals, said manager Austin Brier.

Within three weeks, the business, which is located off of Vine Street across the street from the Sinclair gas station, will have a full-length scale and trailers. It will be able to handle anything up to about the size of a car.

Brier wanted to emphasize the business in Hays is a transfer station. All of the metals that are received at the business go into bins or will go on trailers. Nothing will be stored on the ground.

All the metal received at Hays will eventually be shipped to the Scottsbluff location for processing,&nbsp;Brier said.

"This is not a full on scrap yard facility like in our Colby and Scottsbluff locations," he said. "This is mainly serving as a place we can build an inventory and then ship it back to one of our other yards to be processed from there."

As a transfer station and not a salvage yard, the business is allowed under the zoning at its location within the city limits, Brier said.

Brier said Langer saw Hays a good location. There is competition in the area, but Brier said he thought Langer can be competitive in the market.

We are here to do what's best for the customer," Brier said.
