Johnson County, for example, shows a rate of 79 percent. He also said when it comes to COVID-19, 80 to 85 percent of people will not need to seek medical care, but reminded us that even people with no symptoms can spread the virus He says even those who have already had it can still get it and spread it again since scientists are not sure how long any immunity lasts. He also noted schools have a very low transmission rate for COVID-19. He says the problems come when students gather outside of the classroom, or from large gatherings like weddings and funerals.&nbsp;

Six northwest Kansas counties were projected to have a greater than 99 percent chance of at least one COVID-positive individual at a gathering of 50 people.

When the gathering size is increased to 100, the majority of northwest Kansas counties had a greater than 99 percent chance, with Ellis County having a risk level of 96 percent.

Online tool shows potential risk of large gatherings amid pandemic

Beginning Tuesday, Utility Solutions, a contractor hired by the city of Hays, will begin sanitary sewer repairs that require Fort Street to be shut down between 17th and 18th streets.

 A short section of the sanitary sewer main that runs down the center of Fort Street will be dug up and replaced. 

Fort Street should be reopened to vehicle traffic by the end of the week.

Concurrently, a similar repair is underway on Main Street requiring the street to be shut down between 10th and 11th streets.

Pedestrian access is maintained to all adjacent businesses.&nbsp;

Throughout the repairs, sanitary sewer service will be maintained, according to John Braun, city of Hays project director.

Local producers from six townships came together to cap water use in order to preserve the viability of irrigated agriculture and extend the use of the water.

-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Little Jerusalem Badlands State Park, which is owned by The Nature Conservancy in Kansas (TNC) and located in Oakley, partnered with the Kansas Department of Wildlife, Parks and Tourism to make portions of the 332–acre area park open to the public, showcasing the chalk rock formations.

-&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;Smoky Valley Ranch borders Little Jerusalem Badlands State Park and is owned and operated by TNC. The ranch has collaborated with USDA’s NRCS for more than 20 years to protect the grassland through grazing management plans such as stocking rates and grazing times.

This project will provide a habitat for fish and wildlife, including threatened and endangered species, improve water quality by filtering sediments and chemicals, reduce flooding and recharge groundwater.

Moran hosts conservation tour in northwest Kansas

The Hays school board heard a report Monday on winter sports guidelines, which will include pre-purchase of tickets for non-students and fewer seats available to allow for social distancing.

Seating capacity at the Hays High School gym will be at 50 percent to allow for social distancing, Superintendent Ron Wilson said. This will amount to about 750 fans.

Wilson said Hays has one of the smallest gyms in its league, so other schools are not having the same issues.

Tickets for all varsity events will be pre-sold through an online vendor. A link will be available on the HHS website.&nbsp;

Students will not need to pre-purchase tickets, and no limits will be placed on student attendance.

The gym will be divided into blocks, and spectators will be encouraged to remain in those blocks,&nbsp; Wilson said.

However, Wilson acknowledged keeping students from moving around in the gym will be challenging.

To promote air flow, doors to the gym will likely be opened. The school will be running its heaters, but the gym may be cold on some nights, Wilson said.

"It is not a situation we relish on policing people, especially adults on masks," Wilson said. "It puts administrators in tough spots. We hope our community and patrons understand it is not about us, it's about the kids and their ability to play the games."

As athletes finish competing, they will be asked to also put on masks.

"This is an indoor situation, so we really have to be a little more cautious," Wilson said.

What students do outside of the school day will continue to be important.

"We are going to encourage our kids to be smart about attending large group gatherings outside of school and on weekends and evenings and encourage mask wearing outside of school as well" Wilson said.&nbsp;&nbsp;

The district will continue to take precautions when they travel, including face masks worn on buses, one person to a seat until all seats are filled and photos taken so close contacts can be tracked.

The Hays City Shootout will be a reduced tournament.

The&nbsp;Bob Kuhn Wrestling Tourney will be one day only, either a dual tournament or limited team bracket tourney.&nbsp;The Prairie Jr. will be a one day only boys/girls tourney limited team bracket tourney.

Seventh-grade basketball games will be played at the Hays Recreations Center. Because of space issues, no visiting spectators will be allowed for these games.

HMS games will be live-streamed this year.

"I hope everyone understands that you all are doing everything possible to be as normal as possible for the kids, and there is just some things that we have to change," said Board President Mike Walker.

Hays High School Basketball/Wrestling/ Swimming COVID-19 Guidelines

Wrestling: a. Bob Kuhn Tourney will be one day only, either a dual tournament or limited team bracket tourney. b. The Prairie Jr. will be a one day only boys/girls tourney limited team bracket tourney. c. Bus trips: Detailed seating charts, take a picture, stay in the same seat, wear face shields, one athlete to a seat until all seats are filled. d. Practices- Break the team into pods/small groups for skill work, spread them out as much as possible. Rotate ½ of the team in the weight room and the other ½ in the Wrestling Room. Try to keep ninth, JV, varsity separated as much as possible. Be sure to take breaks every 7-9 minutes for at least a minute (water break, time out, etc.) to stay under the 10-minute continued contract threshold. Use the score clock and have the manager set/reset the clock for the 7-9 minutes so coaches don’t have to monitor. Wear masks when meeting as a group. Players need to bring a water bottle with their names. Masks in the locker rooms except when showering obviously. e. During matches/tourneys/duals-When not wrestling or waiting to wrestle, wrestlers must wear a mask. f. Encourage the kids to not attend anything in large groups outside their normal groups on weekends and evenings. Encourage to wear masks if unavoidable. g. Face Shields-Need to be worn to guarantee no quarantine will take place regardless of proximity. Need to be worn in class. Between classes, they can be up if they are social distancing in the halls. They will also need to be worn on the bus to guarantee no quarantine. h. Mats will be cleaned before and after practice. i. Locker rooms will be sanitized daily.

Basketball: a. Due to contracted teams dropping out due to COVID-19 restrictions, the Hays City Shootout will be a three-day round robin tourney with four teams: Hays, Hays-TMP, Hugoton, and Wichita Life Prep Academy. All games will be at the High School. Tickets will sold online up to 50 percent capacity. b. Plans have been put&nbsp;in place to live stream the events for middle school for those&nbsp;who can’t make it to&nbsp;games or prefer to stay home for safety reasons.

This will amount to about 750 fans.Wilson said Hays has one of the smallest gyms in its league, so other schools are not having the same issues.Tickets for all varsity events will be pre-sold through an online vendor. A link will be available on the HHS website.&nbsp;Students will not need to pre-purchase tickets, and no limits will be placed on student attendance.The gym will be divided into blocks, and spectators will be encouraged to remain in those blocks,&nbsp; Wilson said.However, Wilson acknowledged keeping students from moving around in the gym will be challenging.To promote air flow, doors to the gym will likely be opened. The school will be running its heaters, but the gym may be cold on some nights, Wilson said.Concessions will be offered.All fans will be asked to wear masks."It is not a situation we relish on policing people, especially adults on masks," Wilson said. "It puts administrators in tough spots. Three-day weather outlook

Holiday celebrations are just around the corner. This year will be different, considering the uptick in COVID19 numbers. While large family gatherings may be replaced by smaller family affairs there are many ways to make the celebration special. We’re planning to do a family Zoom on Thanksgiving Day with those who would normally be seated around our dining room table. I’m certain that our four grandkids, ages 6-12 will help make us make some fun memories.

Most celebrations include special foods and beverages. This would be a good year to try some new recipes, that are chock full of the nutrients needed to stay healthy. The more colorful the plate is, the better. When I’m teaching kids about healthy eating I encourage them to eat the rainbow. That is great advice for everyone.&nbsp;

Consider making this recipe for “Baked Winter Squash with Apples” for your upcoming holiday:

1½ pounds uncooked winter squash, peeled and cut into cubes 1/2 pound fresh cranberries (optional) 2-3 apples, chopped ¼ cup raisins Juice and grated peel of 1small orange 1¼ tablespoons maple syrup (or honey) Dash each of salt and cinnamon

Preheat oven to 350 degrees F. Combine squash, cranberries, apples, and raisins in a small buttered casserole dish. Mix juice, orange peel, maple syrup and salt together. Pour over squash mixture. Lightly dust with cinnamon, cover and bake until squash is tender, approximately 30-45 minutes. Serves four.

Nutritional information per serving: Calories 199. Protein: 2 g. Total fat: &lt;1 gram, Carbohydrates: 47 grams. Cholesterol: 0 mg. sodium: 76 mg. Vitamin A: 120% daily value. Vitamin C: 78% daily value.

City of Hays offices closed for Veterans Day

The Ellis County Health Department on Monday reported the average number of new coronavirus cases per day in the last seven days rose again from 16 on Friday to 19 on Monday.

On Oct. 2, the Hays City Commission voted to extend the ordinance requiring face coverings until the seven-day new case average was five or fewer for 14 straight days.

Since reporting began, there have been 1,634 cases of COVID-19 identified in Ellis County, including 18 deaths.

Of the total 11,117 tests administered, 13.8 percent have returned positive for coronavirus.

NOTE:&nbsp;"New cases" reflects cases reported by the Ellis County Health Department between regular reporting periods of Monday, Wednesday and Friday. "Total cases" reflects all cases reported by the department. Per-day COVID-19 average in Ellis Co. rises; 52 new cases

Crude prices rebounded from last week's huge selloff, in what appears to be a reaction to news about a possible COVID vaccine. After posting ten dollar per barrel losses last week, midday prices Monday were up nearly nine percent. The near-month Nymex contract for light sweet crude was up $3.29 to $40.43 per barrel. London Brent jumped $3.13 to $42.58 per barrel. Prices at CHS in McPherson on Monday reflected the selloff last week with Kansas Common crude fetching $27.50 per barrel. Analysts expect that to increase alongside the national and international benchmarks. The government released its formal monthly tally of crude oil production through August, noting a slight increase in Kansas production, the third monthly increase in a row. Kansas output reached 2.32 million barrels in August, or nearly 75,000 barrels per day. Total U.S. production was down about 12 million barrels from July to just over 10.5 million barrels per day. That's down nearly 4 percent. Independent Oil &amp; Gas Service reports a pair of operators are about to spud new wells in Barton and Stafford counties. EIA reports U.S. crude imports were down 600,000 barrels to five million barrels per day. Over the last four weeks, average imports were down more than 15% from the same period a year ago. Weekly oil-by-rail numbers increased slightly last week, but continue to lag well behind last year at this time. The Association of American Railroads reports 10,202 tanker cars hauling petroleum or petroleum products for the week ending October 31. That's up 35 rail cars from the week before, but is nearly 20% behind the same weekly total last year. Total freight-train usage was up last month, posting a two percent increase over October of last year. The State of New Mexico is considering some tough new emissions rules for the oil-patch. Regulators will hold a public meeting with about a week's worth of testimony beginning January 4. The new regulations would require the capture of 98-percent of natural gas emissions by the year 2026. Shell announced last week that it is closing one of its refineries in Louisiana, after failed attempts to sell the facility. The refinery between Baton Rouge and New Orleans can process 240,000 barrels of crude oil per day. It employs nearly 700 employees and 400 contract workers, with layoffs starting later this month. President Donald Trump surprised many last week with the removal of the chairman of the agency that regulates oil and gas pipelines and other energy infrastructure. Federal Energy Regulatory Commission. Chatterjee's term was set to expire next June. Cascading oil prices may be about to get some relief from China. Bloomberg reports the world's biggest oil buyer has raised by 20% its quota for use of crude from overseas. That signals increased imports of about 823,000 barrels per day. Net profit at the world's largest crude exporter fell more than 44% in the third quarter compared to a year earlier. Saudi Aramco saw quarterly earnings drop from over $21 billion to $11.8 billion dollars, due to the continued collapse of demand and prices.

News From the Oil Patch: Crude prices skyrocket on vaccine news

After 13 years at its location at Vine and Eighth streets in Hays, Sore Loser Tattoo &amp; Body Piercing will be moving to the Bricks.

"I have been looking for properties — at properties — for a few years in different areas of Hays,"&nbsp;owner Chris Norris said, "but I always thought that downtown would be really nice to go to. I just really like the feel of downtown and just everything about it."&nbsp;

&nbsp;Norris, 46, has purchased the former Bluetique building at 1008 Main.

He said one of the advantages of a downtown location is foot traffic.

"I think what we will lose in a high-traffic area, we will gain in foot traffic," he said.&nbsp;

Norris said the building is requiring extensive remodeling, including work on the plumbing and ripping out the carpet. Regulations require non-porous flooring in tattoo establishments.

Norris said he plans to have piercing on the ground level and the tattoo parlor on the second level.

The new building will give the business more square footage. The business's current building is about 1,800 square feet. The Main Street building has about 1,500 square feet per floor over two floors.

"We are just going to divide up the space and make it a little more habitable," he said.

On the ground floor, the piercing stations will be set up in individual rooms. On the second floor, the tattoo artists have opted for a more open layout pit style.

However, if someone requests more privacy, there will be moveable screens available.

Norris hopes to use the space to expand his jewelry offerings as well as add another tattoo artist.

Two of his current artists are Fort Hays State University graduates from the art program.

The business handles jewelry for ears, lips and noses as well as navel curves.&nbsp;

Norris does piercings, and business has one other piercer on staff.

"We are very light hearted," he said. "It is not a serious work environment. That is what I have always strived for — be clean, be friendly, be yourself."

The business also has permanent makeup artists who travels to the Hays every eight weeks.

Norris said he had some concern about making a business move during the economic uncertainty of the pandemic. The business had to close for seven weeks this spring because of the COVID shutdown.

However, he said business rebounded well after the reopening and has been steady the rest of the year. Although tattooing is not recession-proof, he said it tends to be more stable than other services or retail.

Because of the remodeling that is being required in the building on Main, the business will likely not open in its new location until after the first of the year.&nbsp; Norris said he was planning on a soft opening by March or April.

He said the business will be launching some other changes, but he is not ready to announce those at this time.

Sore Loser Tattoo moving to downtown Hays location

Students at Roosevelt Elementary School held homemade signs and waved flags as local veterans rolled by slowly honking car honors and waving back Friday during a veterans parade.

The school usually has a dinner to honor veterans on Veterans Day. Veterans who are relatives of the children eat with the kids, and the students perform a patriotic program to entertain the vets.

However, because of concerns about COVID-19, organizer Gay Flax, Roosevelt gym teacher, decided to stage an outdoor parade instead.

Ray Palmer, director of the Hays American Legion Riders, was on hand with five other Riders to lead the parade.

Palmer served in the U.S. Army from 1977 to 2012. He served in Iraq during Operation Desert Storm. During his military carer, he worked as a bridge crewman, truck driver and mechanic.

"The way I look at it is us veterans went and served our country so children and the people nowadays can have that right to get out here and honor us," he said. ...

"I am proud they can still do that and be a free country because of the sacrifice of the veterans and the people who did not come back from war have given."

The event was scheduled for Tuesday, but was moved to Friday because of rain in the forecast for next week.

🎥 Roosevelt students honor veterans with parade

TOPEKA –&nbsp; The Tower Mental Health Foundation has awarded a total of $39,000 in grants to 26 community mental health centers to assist with providing services across Kansas.

In lieu of the Foundation’s usual grant application process, the board approved $1,500&nbsp;cash awards to help offset some of the extra expenses incurred by the community mental health centers because of the pandemic.&nbsp; &nbsp;

The Tower Mental Health Foundation of Kansas was created as a result of an agreement between the attorney general’s office and the Menninger Foundation in 2007. It offers support to organizations that provide mental health services in Kansas.

 The attorney general is the sole member of the Foundation, which is staffed by the office of the attorney general. The Foundation’s board of directors is composed of nine Kansans with a keen interest in mental health issues. Dr. Walter Menninger serves as an emeritus member of the board.

 </figure>Office of Attorney GeneralTOPEKA –&nbsp; The Tower Mental Health Foundation has awarded a total of $39,000 in grants to 26 community mental health centers to assist with providing services across Kansas.In lieu of the Foundation’s usual grant application process, the board approved $1,500&nbsp;cash awards to help offset some of the extra expenses incurred by the community mental health centers because of the pandemic.&nbsp; &nbsp;The Tower Mental Health Foundation of Kansas was created as a result of an agreement between the attorney general’s office and the Menninger Foundation in 2007. It offers support to organizations that provide mental health services in Kansas. The attorney general is the sole member of the Foundation, which is staffed by the office of the attorney general. The Foundation’s board of directors is composed of nine Kansans with a keen interest in mental health issues.
