TOPEKA – The Kansas Department of Health and Environment has issued a boil water advisory
for a portion of Ellis Co. Rural Water District 1C public water supply system. The
advisory applies to customers located in the city of Antonino only. This advisory is not related to the
COVID-19 pandemic.


Customers should observe the following precautions until further notice:

 <li>If your tap water appears dirty, flush the water lines by letting the water run until it clears.

						</li><li>Boil water for one minute prior to drinking or food preparation or use bottled water.

						</li><li>Dispose of ice cubes and do not use ice from a household automatic icemaker.

						</li><li>Disinfect dishes and other food contact surfaces by immersion for at least one minute in clean tap
water that contains one teaspoon of unscented household bleach per gallon of water.

						</li><li>Water used for bathing does not generally need to be boiled. Supervision of children is necessary
while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult
their physicians.
The advisory took effect on September 16 and will remain in effect until the conditions that placed the
system at risk of bacterial contamination are resolved. KDHE officials issued the advisory due to water
system repairs resulting in loss of pressure. Failure to maintain adequate pressure may result in a loss of
chlorine residuals and bacterial contamination.
Regardless of whether the public water supplier or KDHE announced a boil water advisory, only KDHE
can issue the rescind order following testing at a certified laboratory.

The Ellis County Health Department on Wednesday announced 19 new cases of COVID-19 have been identified in the county.

There are currently 162 active cases of coronavirus in Ellis County, including eight active hospitalizations, and 548 recovered cases.

The seven-day percent of positive tests rose slightly to 16.1 percent after several days of declining. Overall, 700 of the 5,423 total tests have returned positive for COVID-19, or 12.7 percent.

Since reporting began, the department has reported 713 cases of COVID-19, including three deaths.

19 new cases of COVID-19 in Ellis Co., eight hospitalized

While the beloved house cat can be a rewarding companion in the home, too much of any good thing is almost always a problem. 

While some enjoy the company of cats inside the home and out, cities across the region are struggling to tackle a growing cat population, a problem that is likely to become worse unless measures are taken to stem the tide of rising feral cat populations.

“It’s throughout the state,” said Betty Hansen, manager of the Humane Society of the High Plains. “We get so many
calls from these small towns about their feral cat population. It just keeps
growing and growing.”

Ellis is among those cities reeling from citizen concerns. During a recent work session, the city council discussed the problem and possible solutions with Hays Animal Control Officer Nikki Hausler.

“The most important thing that I can tell you is that if you
continue to do nothing, that is the absolute worst thing you could do,” she told the council.

But by no means is it a problem exclusive to Ellis.

"Even in Hays, there is a tremendous amount of ferals,” Hansen
said.

“It’s a problem everywhere, not just in our county,” she said. “In all the surrounding counties, we get calls almost every day.”

But combating the problem can be difficult — and expensive.

“They can multiply so quickly it makes the situation almost unbearable,” Hansen said.

Part of the reason for the high cost is a very low percentage of animals getting returned to the owners,&nbsp;Hausler said.

“Over an eight-year period, we impounded over 2,240 cats (in Hays),” she said, noting only about 5 percent of impounded cats are claimed.

She estimated around $35,000 per year is spent on control feral cats in Hays alone.

In the city of Ellis, where there is no city cat registration, the problem is compounded even more, as some residents take on feeding neighborhood cats, with little ability to regulate populations in a neighborhood.

While cities like Hays can spend money to help control the problem, smaller towns without a dedicated group of animal control officers, the cost can be prohibitive.

“Cats are going to be very expensive,” Hausler said. “They
probably make up 70 percent of the cost (of animal control) to the city of Hays.”

Animal shelters such as the Humane Society of the High Plains do not take feral cats, leaving tough choices for city leaders wanting to control the cat populations.

“The problem is if you start trapping you are going to have
to have an animal control officer, or somebody that is willing to drive them to
the vet clinics,” Hausler said.

Ellis Mayor Dave McDaniel said he had no desire for Ellis police officers or public works employees to be responsible for trapping and transporting feral cats.

And a part-time person is also problematic, due to the continuing need to monitor the traps.

“It’s a really tough situation, and I don’t know if it ever
going to get fixed,” Hansen said.

While there are options for controlling the feral cat populations, none are a perfect solution — and some are simply illegal.

Within city limits where the populations are problematic, individuals trapping the animals for release outside the area is considered animal abandonment and is prohibited.

It is also illegal for citizens to kill the animals.

“Not only is it illegal to shoot in town, it is also cruelty to animals,”&nbsp;Hausler said.

A method that is gaining popularity is what is commonly referred to as Trap-Neuter-Return-Monitor and is likely the best option.

"TNRM is the method of humanely trapping community cats, having them spayed or neutered and vaccinated against rabies, and then returning them to their colony to live out their lives," according to the&nbsp;American Society for the Prevention of Cruelty to Animals.

In theory, those cats then do not reproduce and keep other cats from entering the area, creating what is referred to as a cat colony.

But again this method of control is costly and requires dedicated staff to implement.

In Hays since 2009, 309 cats have been released through the program, with a limit set to five cats in a neighborhood at a cost of about $100 per cat.

“So it’s pretty costly,”&nbsp;Hausler said.

The location of a cat colony is also a concern, and the number of neighbors that need to sign off on it can become problematic.

“If there is anybody (in the neighborhood) that absolutely despises cats, then we can’t help,” Hausler said.

People moving in and out of the colony areas also can cause problems, if the colony is not wanted by a new resident, she said.

Trapped feral cats can also be released into the county when done properly and can be beneficial.

Hausler said some veterinarians can work with local farmers to move the cats to the country, but there is still a&nbsp;cost associated with leaving a cat with a local veterinarian to be placed on a farm.

The work of trapping cats for either community TNRM or farm placement should be handled by a professional if possible, Hausler said, adding to the cost of control.

Humane Society of the High Plains offers cat specials to alleviate full shelter

Even without taking in feral cats, the Humane Society is currently working to place cats that are currently in the shelter.

“Right now, we are completely full,” Hansen said.

In an effort to create room in the shelter and place cats the society is currently running a special — one cat for $15 or two for $25 with a spay or neuter deposit of $50.

The society only works with domesticated cats, due to the inability to tame a feral cat.

“There is no reasoning with a feral cat, nothing but claws and jaws,” Hansen said.

Hansen said that is a primary reason they continually share the importance of spaying and neutering pets and keeping pets that are not fixed inside.

There are currently three litters in the facility and 25 kittens on a waiting
list made up of only six or seven litters.

The influx of cats this late in the year has been a surprise at the shelter, Hansen said.

“It’s odd this year because we are really seeing the cats
coming in a lot later than normal,” she said.

From May to June, the shelter typically sees an influx of cats, tapering off by fall.

“Now were are seeing the influx that we normally see in late
spring,” Hansen said.

“The cat situation has us kind of confused this year,” she said.

Growing concern: Area towns looking to combat feral cat populations

HaysMed’s annual drive-through flu shot clinic has been scheduled for Sunday, Sept. 27. The event, which will be from 9 a.m. to 2 p.m., will offer free flu shots for all residents older than 6 months. &nbsp;

For the safety of the public and also those working the flu drive, masks will be required for anyone age 2 or older. In addition, physical distancing will be observed at all locations on campus.

It will be the 21st year the hospital has offered the community service, and approximately 3,500 people are expected to be vaccinated during the free clinic.

People age 10 and up can receive their free flu shot without leaving their vehicles. HaysMed volunteers will direct traffic during the event.

Children 6 months through 9 years of age will be vaccinated on the west side of the Center for Health Improvement. Adults attending with children can also receive their shots in the same location.

More than 100 volunteers will be on hand to help with the event. HaysMed partners with Fort Hays State University and NCK Tech as both facilities provide students to help with the shots.

There will be no nasal flu vaccine at the drive-through flu shot clinic.&nbsp; There will be no egg-free vaccines available at the drive-through flu shot clinic. People with a severe egg allergy will need to contact their local healthcare provider for their flu vaccine. &nbsp;

The event is sponsored by the Hays Medical Center Foundation. While there is no cost for flu shots, participants are asked to bring a canned food item to benefit the Community Assistance Center.

The vaccine also is available at HaysMed clinics for patients who are unable to attend the drive-through flu shot event. Charges will apply at regular clinic visits, though the vaccine is covered by most health insurance plans.

The <a href="https://haysartscouncil.org/">Hays Arts Council</a> is now accepting donations of art for its Aces &amp; Eights art auction exhibition and fundraiser.

All of the art pieces in exhibition and art auction will be 8 inches by 8 inches or fit in a display cube that is 8 inches square.

All of the money raised in the auction will benefit the HAC and its mission to promote the arts in the Hays area.

Like many galleries and art centers, the HAC has been juggling exhibition schedules, working to provide quality arts experiences, generate interest and engage audiences both in person and virtually, Brenda Meder, HAC director, said in a news release Monday.

Because of limited in-person interaction, the HAC wanted something that would engage and intrigue an audience, give them reason to revisit the exhibition, and provide direct links to artists and their works for its late fall exhibition, Meder said.

With a nod to local history, the title playfully references the iconic final poker hand held by legendary lawman Wild Bill Hickok, who served as sheriff of Hays City and Ellis County in 1869.&nbsp;

"For the project, 'Aces' refers to the artists who've created the climate of cultural energy and engagement in our community and region," Meder said. "They are, and always have been, the highest card in the hand we play, the creative 'ace in the hole' and without them, we'd have no Hays Arts Council."

“Eights" refers to the size of the artworks donated for this exhibition and online auction. The dimensions of&nbsp;2-D artwork itself is to be 8 inches by 8 inches&nbsp;(depending on framing or presentation choice, the overall size may exceed those dimensions)&nbsp;3-D work is to simply fit within an 8-inch, five-sided display case&nbsp;that we will provide (though not included in the sale price of the work).

An existing 2- or 3-D work can be modified to meet the 8-inch dimensions, or a new work created. There are no requirements or restrictions on subject or process.

Donated work will be installed as a traditional HAC gallery exhibition, open to visitors to enjoy in person. For the online auction, the HAC will use a professional online bidding platform, which will run for the duration of the gallery exhibition. All works will require a $50 opening bid, with $5 minimum bid increases.

Meder said the HAC will be willing to mail pieces to winners at their expense, allowing the auction to open to those outside of the Hays area.

The HAC will provide direct links to a donating artist's website, Facebook page, blog or Instagram.  As provided by the artist, those links will be included in HAC website and Facebook albums of the exhibited works – as well as with the online auction artist and work info.

With the HAC's growing online audience and anticipated project interest, Meder said she hopes to engage and directly connect a larger community with the participating artists.

Hays Arts Council accepting donations for Aces & Eights auction

A prestigious national grant is allowing the Kelly Center at Fort Hays State University meet the mental health needs of more students.

The Pathway to Help, Hope and Success initiative, created by the&nbsp;grant committee,&nbsp;was awarded the Garrett Lee Smith Campus Suicide Prevention Grant from the Substance Abuse and Mental Health Services Association.

The university is receiving $264,561 over a three-year period, and Fort Hays State is investing the same amount in matching funds. FHSU received its first installment of the grant in January.

The funds helped the&nbsp;Kelly&nbsp;Center hire a case manager to provide personal counseling services, attend mental health-related trainings and create and implement programming that raises awareness of suicide on college campuses.

The Kelly Center provided a record-breaking 4,084 personal counseling sessions last year, in addition to services in the following areas: alcohol and drug counseling services, student accessibility issues through learning disability testing and accommodations, and academic counseling and peer tutoring. The grant now will help the center reach students enrolled in FHSU online classes as well, via Zoom sessions.

Sadie Spurlock,&nbsp;grant&nbsp;case manager, hosted a six-week online Zoom series during the spring called “Together, Hays” that focused on mental and physical health featuring healthcare workers from FHSU and the Hays community.

Spurlock created a training video for new faculty and staff in their asynchronous virtual training modules. Some graduate students were trained this spring to help provide therapy for clients. Plans are to train other student leaders on campus, such as residence hall leaders, as well as faculty and staff to increase the campus community’s ability to recognize, manage and prevent suicidal tendencies.

Gina Smith, director of the Kelly Center, said the grant came at a critical time, with students facing issues never experienced before because of the Coronavirus pandemic.

Some students are struggling financially. Some are anxious about the transition to more online classes. And then there is the social isolation aspect of remote learning.

“Now is a time when it’s more important than ever to offer programs that support in as many ways as we can,” Smith said.

Smith said the grant program allows the Kelly Center to address mental health needs in a lot of different ways. It will help develop a collaborative, evidence-based approach to enhance mental health services for all college students, especially for traditionally underserved populations.

The project strives to prevent mental health and substance use disorders; promote help-seeking behavior while reducing negative public attitudes; and improve the identification and treatment of at-risk college students.

“This will positively impact our students’ mental health, and therefore increase our students’ retention, persistence, and success during their university career and beyond,” Smith said.

Joining Smith in co-authoring the grant were Dr. Leo Herrman, associate professor of psychology; Dr. Kenton Olliff, associate professor of advanced educational programs; Robert Duffy, coordinator of the Drug and Alcohol Wellness Network; and Lynn Adams, director of Student Health.

FHSU received its first installment of the grant in January.The funds helped the&nbsp;Kelly&nbsp;Center hire a case manager to provide personal counseling services, attend mental health-related trainings and create and implement programming that raises awareness of suicide on college campuses.The Kelly Center provided a record-breaking 4,084 personal counseling sessions last year, in addition to services in the following areas: alcohol and drug counseling services, student accessibility issues through learning disability testing and accommodations, and academic counseling and peer tutoring. Three-day weather outlook

September is the bridge between summer and fall. The sun’s angle is still high enough to provide plenty of warmth, but its light fades faster in the evening. Cottonwoods are already dropping golden leaves. Football seasons are underway even if tailgating is on hiatus for the year. And across Kansas, September is when fall harvest starts in earnest.

For those of us not working in the fields, the most visible sign of harvest will be combines, tractors, grain carts and other slow-moving implements on the road. Remember to be on the lookout for these vehicles. Take your time and pass only when it’s safe. Like you, farmers are anxious to be off the road and at their destination.

But for the next few weeks, the roads will be busy because unlike the mad dash to bring in wheat in early summer, fall harvest is a marathon.

Harvest started for Haskell County farmer Paige Clawson in August when corn silage was chopped. Clawson says they wrapped up their dryland corn harvest about a week before cold, wet weather brought everything to a halt.

“We’re hoping to get back in the field (this) week,” she says of the wait for irrigated corn to ripen. “The past few years we’ve had pretty phenomenal dryland corn, and I think this dryland corn would be an average to below average western Kansas dryland corn crop. Nothing to write home about.”

Clawson says she hasn’t seen the numbers on the final yields. “It was lower than I’d like to see but isn’t that always the answer.”

In south central Kansas, Stafford County farmer Justin Vosburgh took advantage of the rain to prep his machinery to be in the fields in a week or so.

“I’m actually excited for this fall harvest,” Vosburgh says. “I think it’s one of the best dryland crops we will cut in Stafford, Edwards, Pawnee and Pratt counties in a long time. Irrigated looks good, too.”

Weather permitting, Vosburgh says he hopes to start harvest by mid-September and will spend the next six to eight weeks hauling in corn, milo and soybeans and planting next year’s wheat crop.

“Mother Nature plays a huge role,” he says. “Basically, from the 15th of September to the 31st of October, we’ll either be in the harvest field or we’ll be drilling wheat. It’s probably the busiest time of the year for us. A lot will happen.”

While the recent rains didn’t come in time to boost Clawson’s dryland corn, it did perk up the milo.

“You can tell where you rotated milo and had summer fallow and where you didn’t,” she says. “I think a couple recent rains have saved the crop that was going backward faster than we’d like to see.”

Both Vosburgh and Clawson say they haven’t really felt the effects of the pandemic on their farms.

“Probably my biggest fear right now is will COVID-19 cause us a problem,” Vosburgh says. “Will it cause us a problem at an elevator? Will they have employees get sick? Will we get shorthanded? Those are issues you think about.”

Clawson says the only difference she’s noticed is curbside pickup for parts and a few items on backorder.

“We’re just trying to stay on the farm and not go to town as often as we normally would,” she says.

The pandemic is just another in a long line of uncertainties in farming. Yet farmers and ranchers somehow always find a silver lining. With harvest delayed by rain, Clawson was already looking toward the future.

“It will be nice to put wheat into moisture after not putting it into moisture last year,” she says.

In 1974, challenger Bill Roy gave Bob Dole the closest contest of his Senate career, possibly only losing on account of dirty tricks by the Dole campaign, which put flyers with fetus images into nearly every mailbox in the city of Wichita. 

Early in the 1988 Republican primary season, with a moderate Dole, strengthened by an endorsement from Alexander Haig, he himself fell victim to dirty tricks from the George Bush campaign in New Hampshire, prompting Dole to proclaim, "I want him to stop lying about my record," considered an overly defensive flash of anger in that bygone era of greater comity and decorum in our national politics. 

Today I found in my mailbox an anti-Bollier flyer featuring a sonogram image of a fetus and implying that she favors late-term abortions. Nearly 50 years later, I see this not only as an echo of those tactics used against Bill Roy, but also as evidence of the lack of ingenuity in our current highly aggressive political climate. Nobody is in favor of abortions. Bollier and many other women — and men — support the right of a woman to make her own choice regarding her own body. Playing the abortion card misses the most relevant aspect of this debate. 

Society, in our schools, in our legislatures, and in our courts, should be providing a network of support for women of all ages, to ensure higher rates of healthy conception, prenatal care, and early childhood nutrition, all of which would protect the sanctity of life. But I don't expect that to happen any time soon, since it is so much easier to paint a distorted picture of an election opponent by associating him or her with extreme positions on a divisive issues. 

I think of it as a legacy left over from the Dole-Roy contest and it cheapens all of us.

Developmental Services of Northwest Kansas is excited to announce that the Esther McMurtrie Memorial Golf Tournament scheduled for Friday, Sept. 25, is at full capacity.&nbsp; The tournament will be held at the Ellis Golf Club in Ellis.

DSNWKDevelopmental Services of Northwest Kansas is excited to announce that the Esther McMurtrie Memorial Golf Tournament scheduled for Friday, Sept. 25, is at full capacity.&nbsp; The tournament will be held at the Ellis Golf Club in Ellis.Members of the community that are still wanting to get involved are encouraged to sponsor a hole or donate in whatever way they feel appropriate. &nbsp;The proceeds of this event will improve group homes in Hays, KS by providing funds to complete necessary remodels and upgrades.&nbsp; DSNWK is grateful for the generosity and support of the community for this special event.

The Hays school board has received two applications for its vacant position.

Curt Vajnar, former Hays High School agriculture teacher, and Fort Hays State University psychology instructor Nuchelle Chance have applied for the position vacated by Sophia Rose Young.

Young resigned in July after moving outside of the school district.

The person appointed to position would serve the remainder of Young's term, which runs through 2021.

 </figure>Applications for the position will be accepted through Monday, Sept. 21.&nbsp;The school board will interview perspective candidates at its next meeting on Monday, Sept. 28.
