It took jurors just two and a half hours Wednesday to
find Kylie Jo Elizabeth Waldschmidt guilty for her role in the 2018 killing of 26-year-old
Diego Gallaway in Hays.

Waldschmidt, 25, was charged with aiding and abetting felony
murder after Gallaway was found shot to death on Feb. 27, 2018, in the area of
27th Street and Indian Trail in Hays.

Waldschmidt’s trial was delayed until this week due to the
COVID-19 pandemic and, following three days of testimony and two and a half
hours of jury deliberation, jurors delivered the guilty verdict Wednesday
afternoon in Ellis County District Court.

The conviction carries a mandatory prison sentence of 25
years.

According to court documents, Waldschmidt and Ryan Paul
Thompson, 36, obtained a gun and went to the 2700 block of Indian Trail to confront
Gallaway about money.

During the confrontation, Thompson pulled out a gun, put
Gallaway in a headlock and shot him in the back of the head, authorities said.

For his role in the murder, Thompson pleaded guilty, in November
of last year, to intentional second-degree murder and drug possession with the
intent to distribute methamphetamine. He was sentenced to 23 years and 11-months
in prison. 

Alysha Meade, 30, the woman who investigators say gave
Thompson the gun used in the murder, was sentenced 15 months in prison for
felony drug possession last November. She has served her sentence and is on
post-release supervision.

Waldschmidt’s sentencing is expected to be scheduled for December.

Ellis County Attorney Tom Drees said, “I thank the jurors
for their attentiveness and dedication during this trial in which they were
subject to COVID restrictions and modifications. I thank Chief Judge Glenn
Braun, Court Administrator Amanda Truan and the entire court staff for their
extraordinary efforts to provide a COVID approved courtroom and trial, pursuant
to Kansas Supreme Court requirement.”

He added, “Hopefully this will bring some measure of comfort
and closure to the Gallaway family.”

The Ellis County courtroom underwent several modifications
to allow the trial to be held this week.

The trial is also the final jury trial for Ellis County Attorney
Tom Drees after he was elected District Judge in the 23rd Judicial District.
He will begin serving on the bench in January.

The Hays Oilers youth football teams earned a clean sweep
of the Pride of Kansas Football League championships this season.

The sixth-grade Oilers team finished the season 9-0
and defeated Great Bend 26-0 in the league championship game on Oct. 31 at
Lewis Field in Hays.

They finished the regular season 6-0 and then pickup in wins
over Goodland (36-0), Burlington (38-0) and Great Bend to claim the league
title.

The fifth-grade Oilers team claimed the league
championship with a 28-6 win over Great Bend on Oct. 31 at Lewis Field in Hays.

They finished the season 9-0. After finishing the regular
season 6-0 the defeated Republic Co. (50-6), Ulysses (18-12) and Great Bend.

The fourth-grade Oiler team won the championship in a
battle of Hays teams on Oct. 31 at Lewis Field in Hays.

The White team entered the tournament 5-0 and earned wins over Larned (30-0), Burlington (27-0) and the Hays Blue Team&nbsp;(28-6) to finish the season 8-0.

The Hays Blue team finished 4-1. They picked up tournament wins over&nbsp;Phillipsburg (34-0) and Great Bend (27-7) before falling to the Hays White team

🏈 Hays Oilers sweep PKFL championships

It is plain to see for all that COVID-19 is out of control across Kansas and the nation. As county commissioners and commissioner-elect, it is your responsibility to help protect the citizens and visitors to our fine county. To ignore the science behind the wearing of masks and proper social distancing, and yes, some of you actively suborning these health measures, you do great disservice to us all. 

As a retired medical technologist for which PPE was a standard and required part of the routine workday, you quickly adapt to the use. It promotes safety, but (and here is the important point), the use of PPE for this disease cannot and will not be effective until and unless 90 to 95% of the population adhere to the requirements. 

These are not political statements, but public health statements and we should all do our part to protect ourselves and one another. I strongly, strongly urge you to follow Governor Kelly’s mandate. Should you not, you are complicit in the spread and potential deaths that may follow. I assure you that if you do not, you will never receive my vote for any position you may seek in the future.&nbsp; Mike Giess, Hays

LETTER: Ellis Co. must follow state mask mandate

Due to the city of Hays' observation of Thanksgiving Day on Thursday and Friday, refuse/recycling collection schedules will be altered as follows:

There are no expected changes to Monday’s collection route.

Hays resident among new attorneys sworn in virtually

TOPEKA—The Kansas District Judges Association, an organization open to all state district court judges, has elected officers to serve the organization in the coming year.

Judge Dan Creitz was elected president. He is chief judge of the 31st Judicial District, composed of Allen, Neosho, Wilson, and Woodson counties.

"I am honored to serve as president of this outstanding, hard-working association," Creitz said. "The pandemic delivered the Kansas court system unprecedented challenges, which our courts are diligently working through. The judges on the KDJA executive committee play a critical role supporting our district court judges and the Kansas Supreme Court as we address these challenges."

Creitz has served as a district judge since 2002 and chief judge since 2011. He is a native of Iola and graduated from Iola High School, Allen Community College, Emporia State University, and Washburn University School of Law.

Creitz succeeds Judge Bruce Gatterman as president. Gatterman is chief judge of the 24th Judicial District, composed of Edwards, Hodgeman, Lane, Ness, Pawnee, and Rush counties. He will serve on the executive committee as immediate past-president.

Members elected the new officers during a virtual conference for judges in October.

🏀 FHSU women's exhibition with K-State canceled due to COVID-19 protocols

TOPEKA, Kan. – Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor (KDOL) and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 5.3 percent in October. This was a decrease from 5.9 percent in September and an increase from 3.1 percent in October 2019.

“The October report shows that Kansas has continued to make an economic recovery during the pandemic,” said Acting Secretary Ryan Wright. “We have seen an increase in the number of jobs and those employed in the labor force, along with another drop in the unemployment rate which decreased to 5.3 percent in October.”

Jobless rates in Ellis County continued to trend toward pre-COVID numbers, which primarily reached their regional peak in May. The Ellis County unemployment rate remained steady at 2.9 percent, and most northwest Kansas counties posted rates below 3 percent.

The highest rates in the region were Graham, Rooks and Barton counties, all  with unemployment rates higher than 4 percent — but still far below the 7.2 percent statewide high in Sedgwick County.

Seasonally adjusted job estimates indicate total Kansas nonfarm jobs increased by 7,200 from September. Private sector jobs, a subset of total nonfarm jobs, increased by 5,900 from the previous month, while government increased by 1,300.

“October estimates show Kansas added jobs over-the-month and the state has now recovered 54.6 percent of nonfarm jobs lost in March and April,” said Labor Economist Emilie Doerksen. “The professional and business services and leisure and hospitality industries saw the largest increases in October, with each industry adding more than 2,500 jobs.”

Since October 2019, Kansas seasonally adjusted total nonfarm jobs have declined by 53,000. This change is due to a decrease of 41,300 private sector jobs and 11,700 government jobs.

BLS revised seasonally adjusted preliminary total nonfarm jobs estimates for September upward by 1,300 jobs, from 1,360,400 to 1,361,700. Seasonally adjusted private sector jobs were revised upward by 1,500 jobs, from 1,113,100 to 1,114,600.

NW Kan. jobless rates continue to normalize after May spike

Because it already has a face covering ordinance in place, the city of Hays will not be affected by Gov. Laura Kelly's new mask mandate. It takes effect Wednesday, Nov. 25&nbsp; in counties that don’t yet have their own mask mandates, including Ellis County.&nbsp;

City Manager Toby Dougherty and City Attorney John Bird addressed the new executive order during Thursday's city commission work session.

"From the city's standpoint, we are exempt," said Dougherty, "because you guys have adopted a <a href="https://www.haysusa.com/733/Face-Mask-Ordinance">mask ordinance</a> that is in place. So therefore, it doesn't really apply to us.

"I wanted to make sure you are aware of that," he told commissioners, "in case you're getting questions about what Executive Order 2068 means to us. Essentially, it means nothing to us because you have an order in place."

Gov. Kelly <a href="https://hayspost.com/posts/adfe4d44-b718-438f-affc-9340829248fe">issued a new mask mandate Wednesday</a>&nbsp;after the state again reported another record seven-day increase in new cases.

State law allows Kansas counties to opt out of such an order, and most did when Kelly issued a similar order in July. But now the state's seven-day average for new coronavirus cases is nine times higher than when the first order took effect.

Hays Mayor Sean Musil asked Dougherty how the city would be affected if Ellis County initiates a face mask resolution.

"If the county would choose to put something into place or to comply with E.O. 2068, the commission could choose to leave our ordinance in place, and inside the city limits we would operate under that," Dougherty answered.&nbsp;

"Or the city commission could choose to repeal your mask ordinance and then operate under the countywide restrictions or possibly the statewide restrictions," he added.

"I think there should be consideration if the county does do something," said Vice-Mayor Sandy Jacobs. "I would not be in favor of ending ours without the county going ahead.

"I also want to be sure how they're going to start and finish, whatever they decide to do.&nbsp;

"With ours, we have a metric in place for when it will end," she said, "if we don't act before that in some other fashion."

Mayor Musil wants to work together with the county to create a single ordinance "but I don't know if that will ever happen."

Bird talked with County Counselor Bill Jeter Thursday about possible coordination of ordinances.

The Ellis County Commission does not have another regular meeting scheduled prior to Nov. 25.

"If the county doesn't do anything, then the order just comes into effect in Ellis County, or any county that doesn't take any action," Bird said.&nbsp; &nbsp;

"So (doing nothing) is a possibility, or they can opt out. It doesn't affect the city either way."

If county commissioners do adopt a face mask resolution, "their resolution, if it were more stringent than ours, would take precedence because their health officer (Jason Kennedy) would have to advise them to do that," Bird explained. "But I don't think that's likely."

The <a href="https://www.haysusa.com/DocumentCenter/View/3153/Mask-Ordinance">Hays ordinance</a> was enacted July 23,&nbsp;<a href="https://hayspost.com/posts/095697ac-eb4b-4005-867a-bb049ec8c10f">extended by the city commission Oct. 2</a> and will be lifted if the seven-day average of new coronavirus cases is at five or below for 14 consecutive days — or if the statewide emergency declaration is lifted.

Gov. Kelly's order requires people to wear a face covering in indoor public spaces and in public spaces outdoors where social distancing of at least six feet is not possible.

That's the same as the Hays ordinance, although there are eight exemptions locally.

Dougherty noted citations are not part of the governor's order, contrary to the city's ordinance which allows Hays police officers to issue a ticket with a fine.&nbsp;

Musil knows there's lots of debate whether wearing face masks helps protect people from contracting COVID-19.

"I would encourage people to contact Hays High School, the school district, or TMP-Marian, because they've got a lot of stats that prove masks work when worn properly, along with handwashing and social distancing, which we've been begging people to do for months," Musil said.&nbsp; &nbsp;

It takes effect Wednesday, Nov. 25&nbsp; in counties that don’t yet have their own mask mandates, including Ellis County.&nbsp;City Manager Toby Dougherty and City Attorney John Bird addressed the new executive order during Thursday's city commission work session."From the city's standpoint, we are exempt," said Dougherty, "because you guys have adopted a <a href="https://www.haysusa.com/733/Face-Mask-Ordinance">mask ordinance</a> that is in place. So therefore, it doesn't really apply to us."I wanted to make sure you are aware of that," he told commissioners, "in case you're getting questions about what Executive Order 2068 means to us. Essentially, it means nothing to us because you have an order in place."Gov. KANSAS CITY, KAN. –&nbsp;A Kansas&nbsp;guide is losing his hunting privileges for three years because he violated the Migratory Bird Treaty Act, according to U.S. Attorney Stephen McAllister.

Zachary B. White, 35, Ellinwood, Kan., pleaded guilty in federal court in Wichita to violating the Migratory Bird Treaty Act. In his plea, White admitted he acted as a waterfowl guide to a party of 13 hunters during a hunt conducted during December 2015, in Barton County.&nbsp;

With White’s assistance, the hunters killed 31 white-fronted geese, violating a daily bag limit of two per person.&nbsp;The unlawful hunting and guiding services were provided to the hunters by White and another guide, both co-owners and operators of&nbsp;Prairie Thunder Outfitters (PTO), located near Ellinwood.

White was sentenced to three years on probation, during which he is prohibited from hunting and fishing or acting as a guide. In addition, he was ordered to pay a $5,000 fine directed to the North American Wetlands Conservation Fund, $10,000 in restitution directed to the Kansas Department of Wildlife, Parks and Tourism-Law Enforcement Division Restitution Fund, and forfeited approximately 148 ducks and geese seized from the PTO Lodge during a federal search warrant conducted in December, 2016.

White's sentencing is the final conviction related to a joint investigation of Prairie Thunder Outfitters by the&nbsp;U.S. Fish and Wildlife Service&nbsp;and the&nbsp;Kansas Department of Wildlife, Parks and Tourism. Nine other defendants have plead guilty or been adjudicated on various migratory bird hunting violations that occurred during guided hunts at PTO in 2015 and 2016 including taking in excess of daily bag limit, possession of unlawfully taken waterfowl, and possession and transport of untagged waterfowl or without required species identification.&nbsp;

Bryan Boxberger was sentenced in August 2020 in the District of Kansas for assisting with a PTO hunt involving hunters taking waterfowl in excess of the daily bag and was ordered to pay $12,500 in fines and restitution.&nbsp;Eight other PTO guides, clients, and associates previously&nbsp;paid fines related to misdemeanors charged by violation notices.

Barton Co. hunting guide sentenced  for violating Migratory Bird Treaty Act

Mike Mullins, president and CEO of the West Virginia-based Mountain Health Network, has announced several director appointments for the system.

 pathology from Fort Hays State University in Hays, a master 
of healthcare administration from the University of Memphis and a bachelor’s degree in general studies in speech and 
language hearing from the University of Kansas.

Association of Healthcare Quality, a Certified Joint Commission 
Professional, a Certified Lean Facilitator and a Six Sigma Black Belt.

FHSU alum named to leadership role for health care system

The truth about the economic and COVID outcome disparities between states locked down by their governors and the seven states allowed to remain open was brutally victimized in a recent Hays Post story. &nbsp;

The article was written by a reporter at the Kansas Reflector, a left-leaning Topeka organization affiliated with States Newsroom. &nbsp;

<a href="https://sentinelksmo.org/kansas-reflector-legislative-coverage-puts-media-bias-on-full-display/">A column at The Sentinel</a> exposes a long list of false accusations, deception and incomplete information.&nbsp; For example, the states locked down by their governors have 46% more COVID deaths per million of population than the seven states not shut down.&nbsp; The survival rate for the states left open is 99% versus 97.6 % for the states shut down.

States not shut down by their governors also have less job loss.&nbsp; They lost 4.5% of private jobs between February and September, versus 7.7% for the others.&nbsp; Nebraska is one the states not shuttered by their governor; if Kansas had only lost 3.7% of jobs like Nebraska (instead of our loss of 5.2%), there would have been 17,000 more jobs here in September.

LETTER: Story missed the facts on COVID, shutdowns

TOPEKA—District Magistrate Judge Jenifer Ashford was elected president of the Kansas District Magistrate Judges Association.

The organization, open to all state district magistrate court judges, elected officers to serve in the coming year during a virtual conference for judges in October.

Ashford serves in Johnson County of the 10th Judicial District. She previously was first vice president of the association.

"Serving on the association board the previous two years provided me the opportunity to meet and work with judges, court staff, the Governor’s office, and the legislators from across Kansas," Ashford said. "As president, I will continue cultivating these relationships spanning all three branches of government to further efforts to provide equal access to justice for all Kansans.”

Before becoming a judge in 2017, Ashford was a prosecutor for 20 years for Jackson County and St. Louis in Missouri and Johnson County, Shawnee, and Lake Quivira in Kansas.

Ashford grew up on a farm near Summerfield in Marshall County and graduated from Marysville High School. She received a bachelor's degree from Kansas State University and a law degree from the University of Kansas School of Law.

Ashford is a member of the American Judges Association, Kansas Bar Association, Johnson County Bar Association, Kansas City Metropolitan Bar Association, Kansas Women’s Attorney Association, Earl O’Conner Inns of Court, and the National Council of Juvenile and Family Court Judges. She also serves on the Supreme Court Task Force for Permanency Planning.

As president, she succeeds District Magistrate Judge Marty Clark, who serves in Russell County of the 20th Judicial District. Clark will serve on the executive committee as immediate past-president.

Area judges elected to Kan. District Magistrate Judges Association

The Fort Hays State University Department of Criminal Justice and University Police Department signed a final agreement on Aug. 7 to join an expanding network of regional de-escalation training centers that teach law enforcement officers techniques that can help resolve potentially dangerous confrontations.

FHSU will join a national network of regional centers under the direction of the National De-escalation Training Center (NDTC) at Wayne State University in Michigan. The NDTC has either signed or is in negotiations to establish four regional centers at FHSU and in North Carolina, Florida and Nevada. The NDTC is also considering two additional locations.

This move places FHSU at the forefront of this important law enforcement training initiative, and two criminal justice faculty members were appointed to leadership positions with the NDTC. Dr. Tamara Lynn, department chair and an associate professor, was named president of the NDTC’s Executive Council and is responsible for coordinating all regional training centers. Dr. Morgan Steele, assistant professor, will serve as the research coordinator for the regional training centers.

“This appointment was a surprise and an honor,” Lynn said. “Partnering with the NDTC is necessary to improve relationships between law enforcement and the communities they serve.&nbsp;While we are fortunate to have positive relationships with area law enforcement agencies in Hays, not all communities do.&nbsp;What better way to be part of the solution than to position FHSU AND myself to positively influence law enforcement officers across the region and the U.S. by training them in advanced de-escalation techniques.”

Lynn and FHSU Police Chief Ed Howell are co-directors of Fort Hays State’s regional training center.

“This de-escalation model expands the police officers’ tool kit to interact with the people they serve and defuse potential situations that otherwise may escalate in the use of force,” Howell said. “This model does not take the place of other proven crisis intervention models. It seamlessly supplements other proven models of intervention and de-escalation.”

Lynn will act as a liaison between the NDTC Board of Directors and the regional centers to provide information, schedule meetings and other tasks to ensure continuity of operations across all regional centers. The NDTC facilitates innovation, research, and development of best practices in law enforcement de-escalation training.

Since June, Lynn has had regular contact with Dr. Patrick Guarnieri and Dr. Benjamin Straight, both members of the NDTC Board of Directors, regarding the NDTC and FHSU's role as a regional center. Guarnieri is the Florida-based chair, CEO and creator of the NDTC program. She was appointed president of the NDTC Executive Council this fall.

The establishment of a regional training center will allow the Department of Criminal Justice to provide de-escalation training to officers from a multi-state region, including Kansas, Colorado, Missouri, Nebraska and Oklahoma. In addition to training law enforcement personnel in the application of de-escalation techniques, Lynn hopes to make a statement and impression on criminal justice majors attending FHSU.

In her role as president of the NDTC Executive Council, Lynn is working to secure funding for the other regional centers and for the NDTC national headquarters. Her current focus is on acquiring enough funding to train faculty in the Department of Criminal Justice and officers from the University Police Department to become trainers in advanced de-escalation techniques.

Lynn is working with FHSU’s Teaching Innovation and Learning Technologies&nbsp;(TILT) to secure a project designer to work with the Department of Criminal Justice to develop the online curriculum. Steele will coordinate the research efforts for all the regional training centers to develop uniform learning outcome measures to evaluate the training, as well as organize any additional research conducted through the centers.

Lynn believes that having a de-escalation training center on the FHSU campus will create significant opportunities for Fort Hays State students, who will be able to complete an advanced de-escalation training as a workshop course.

“Including the completion of training on a student’s resume’ will make our students far more attractive to potential employers,” Lynn said. “Anything we can do to challenge and prepare students for the future is important.”&nbsp;

 </figure>FHSU University RelationsThe Fort Hays State University Department of Criminal Justice and University Police Department signed a final agreement on Aug. 7 to join an expanding network of regional de-escalation training centers that teach law enforcement officers techniques that can help resolve potentially dangerous confrontations.FHSU will join a national network of regional centers under the direction of the National De-escalation Training Center (NDTC) at Wayne State University in Michigan. The NDTC has either signed or is in negotiations to establish four regional centers at FHSU and in North Carolina, Florida and Nevada. The NDTC is also considering two additional locations.This move places FHSU at the forefront of this important law enforcement training initiative, and two criminal justice faculty members were appointed to leadership positions with the NDTC. Dr. Tamara Lynn, department chair and an associate professor, was named president of the NDTC’s Executive Council and is responsible for coordinating all regional training centers. Dr. Morgan Steele, assistant professor, will serve as the research coordinator for the regional training centers.“This appointment was a surprise and an honor,” Lynn said. “Partnering with the NDTC is necessary to improve relationships between law enforcement and the communities they serve.&nbsp;While we are fortunate to have positive relationships with area law enforcement agencies in Hays, not all communities do.&nbsp;What better way to be part of the solution than to position FHSU AND myself to positively influence law enforcement officers across the region and the U.S. by training them in advanced de-escalation techniques.”Lynn and FHSU Police Chief Ed Howell are co-directors of Fort Hays State’s regional training center.“This de-escalation model expands the police officers’ tool kit to interact with the people they serve and defuse potential situations that otherwise may escalate in the use of force,” Howell said. “This model does not take the place of other proven crisis intervention models. It seamlessly supplements other proven models of intervention and de-escalation.”Lynn will act as a liaison between the NDTC Board of Directors and the regional centers to provide information, schedule meetings and other tasks to ensure continuity of operations across all regional centers. The NDTC facilitates innovation, research, and development of best practices in law enforcement de-escalation training.Since June, Lynn has had regular contact with Dr. Patrick Guarnieri and Dr. Benjamin Straight, both members of the NDTC Board of Directors, regarding the NDTC and FHSU's role as a regional center. Guarnieri is the Florida-based chair, CEO and creator of the NDTC program. She was appointed president of the NDTC Executive Council this fall.The establishment of a regional training center will allow the Department of Criminal Justice to provide de-escalation training to officers from a multi-state region, including Kansas, Colorado, Missouri, Nebraska and Oklahoma. In addition to training law enforcement personnel in the application of de-escalation techniques, Lynn hopes to make a statement and impression on criminal justice majors attending FHSU.In her role as president of the NDTC Executive Council, Lynn is working to secure funding for the other regional centers and for the NDTC national headquarters. Stay save during the holidays this year by following these tips to safely prepare your holiday meal. Handling poultry (chickens and turkey) incorrectly and undercooking it are the most common problems that lead to foodborne disease outbreaks linked to poultry.

The first step is to thaw your turkey safely. Many family gatherings may be smaller this year so the turkey may be smaller also. If you have a 12- to 16-pound turkey it will need to thaw for a full week in the refrigerator. If you are working with a smaller turkey for a small gathering move it from the freezer to the refrigerator the weekend before Thanksgiving. If the turkey did not get taken out of the freezer early another option is to thaw it in a sink of cold water but the water must be changed every 30 minutes and the plastic bag must be leakproof so no bacteria is allowed in. A third option for a small turkey is to thaw the turkey in the microwave.&nbsp;

Never thaw your turkey by leaving it out on the counter. A thawing turkey must defrost at a safe temperature. When the turkey is left out at room temperature for more than 2 hours, its temperature becomes unsafe. Bacteria can grow rapidly in the “danger zone” between 40°F and 140°F.

Secondly, when handling the raw turkey remember that it can contaminate anything that it touches with harmful bacteria. Wash your hands with warm soapy water for 20 seconds before and after handling turkey. DO NOT wash the raw turkey! Turkey juices can spread in the kitchen and contaminate the countertop and other surfaces. Never place cooked foods or fresh produce on a plate, cutting board or other surface that has been in contact with raw turkey. Wash all cutting boards, utensils, dishes and countertops with hot soapy water after preparing the turkey and before you prepare the next item.&nbsp;

The third step to a safe turkey dinner is to set the oven to at least 325 degrees. It is not a safe option to place it in the oven overnight at a low temperature. Place the completely thawed turkey in a pan that is 2 to 2 ½ inches deep. Cooking times will vary depending on the weight of the turkey but in all cases use a food thermometer to ensure that the turkey reaches a temperature of 165 degrees. Place the food thermometer into the center of the stuffing and the thickest part of the breast or thigh. Even if your turkey has a pop-up indicator, it is best to test the temperature with a food thermometer. Let the turkey stand 20 minutes before removing all stuffing from the cavity and carving the meat.&nbsp;

The fourth step to a food safe holiday is to refrigerate leftovers at 40 degrees or colder as soon as possible and within 2 hours of the food being prepared to prevent food poisoning. Slice or divide the big cuts of meat into smaller quantities for refrigeration so it can cool quickly. Reheat all leftovers to at least 165 degrees F before serving it again.&nbsp;

UNRUH: Turkey and food safety

The Ellis County Health Department issued the following statement to parents of school-aged children on Thursday afternoon:

With the current rise of cases that we are seeing in our community, I am asking for your help.
Our local schools have gone above and beyond to implement and maintain safety protocols
inside our schools to allow for continued on-site education for our children. With this new rise
and the upcoming holidays, please keep some guidelines in mind. If your child is sick, do not
send them to school. If someone in the household is awaiting test results for COVID-19, do
not send any of your children to school. If your child is currently asymptomatic but you are
planning to have them tested for COVID-19 in the next two days, do not send them to school.
This will remove subsequent quarantine from a positive test. If you are notified that your child
is a close contact of a positive case, please comply with the quarantine. I understand that
finding daycare or taking off of work is always difficult, but we must comply with these
standards to continue on-site education.

Our county’s COVID-19 Response Group, which includes school administrators for all K-12
schools, Hays Medical Center administrators and physicians and myself, meets on a weekly
basis. We only desire to provide a safe environment for all students and staff to learn and
succeed in an on-site learning environment. Please help us to preserve the current “new

1.  We must promote the wearing of masks, washing hands, and social distancing as much as possible.  Our students and athletes are bearing the brunt of this epidemic because of adult choices.  The research supports the wearing of masks even if you don't believe in them.  If you don't believe, come to our schools, they are the best indication.  It's truly remarkable what our students and staff are doing in regards to wearing masks, social distancing and wearing face-shields just to be able to go to school and play. HHS averages less than a 1% positive rate on a daily basis out of 850 students.  None of the positive cases to date have been contact traced back to transmission at school.  That is the truth.

2.  We need data-based information to explain the rationale of delaying winter competitions until Jan. 15th if we would be limiting fans anyway.  The data needs to be more drilled down and more specific in regards to showing the effects of implementing such policies.  In other words, how do we know that these policies will mitigate the spread when there's no data to back up the hypothesis?  Implementing policies because of the recognition of the recent rapid deterioration of Kansas health evidenced by elevated positivity rates, the impact of other illnesses on top of COVID-19 in an overburdened health care system, and moving interscholastic activities indoors doesn't provide a clear cut rationale to propose the delays.  It is  understood that less events equals less exposure risk but again we would be limiting fans anyway to zero to begin with therefore eliminating the transmission possibilities.

3.  Hypothetically, extending the moratorium would put our students at a higher risk because they would be filling idle time by possibly going out and socializing in the community.  As per the KSHSAA rationale, the proposal would limit contact between coach/athlete/school but there's no data to support that being a problem area.  Our local data shows that schools are the safest places to be for kids other than their own homes.  As long as we are dealing in hypotheticals ...

4.  Schools have adopted and enforced more consistently the protocols that ensure safety during school and events compared to other entities in the state.  There have been numerous sports activities take place both indoors and outdoors since June 2020 i.e. MAYB, Wrestling, volleyball, football, etc.  As per the KSDE, sports related clusters have accounted for only 373 out of a total of 128,594 total cases to date in KS.  That's .03% of all the cases documented in the state.  Again, schools are the safest places to be other than homes.  Why shorten the seasons and risk having students explore other ways to fill their time that could put them and others at risk?

5.  If season competitions are limited to the numbers proposed, there is the possibility of losing even more games/events to teams being quarantined, cancellations, etc. which could possibly mean fewer competitions than the number proposed.  Why not start with a full season and play as many games as possible.  We learned during Fall that we can adjust and move on.  Allow the same for Winter sports.  Again, let schools do their jobs to ensure the safety of the students, staff and community members.

6.  Again, as long as we are dealing with hypotheticals, if restrictions are placed on HS seasons, there is also the possibility that we run the risk of losing student athletes to non-KSHSAA member schools, club teams, AAU teams, attrition/quitting etc. This happened during the Fall when students began to go to other states to try to play.  This would only be displacing the problem because athletes would possibly be competing in un-monitored events during this pandemic or again finding other ways to occupy their time in the community.

The rise in COVID numbers across the state and the country can't be denied and should be taken seriously.  But, the proposed measures that appear on the surface to possibly mitigate the spread of COVID-19 are hypothetical at best and not data based enough to justify limiting activities for our students. However, there is data to support continuing the current KSHSAA schedule as long as protocols are put in place that help mitigate the risk.

OPINION: High school sports proposal not justified

The U.S. Environmental Protection Agency has reached settlements with two Hays crude oil production facilities for allegedly discharging oil into the Saline River, in violation of the federal Clean Water Act. According to the EPA, R.P. Nixon Operations Inc. released approximately 165 barrels of oil in 2016, and Empire Energy E&amp;P LLC released approximately 16 barrels in 2019.

EPA inspections of the companies’ facilities conducted after the reported discharges revealed additional violations of regulations intended to prevent and contain oil spills.

Under the terms of the settlements, R.P. Nixon and Empire Energy agreed to pay civil penalties of $50,000 and $37,000, respectively. R.P. Nixon also agreed to take actions to achieve compliance at approximately 90 of its oil production facilities in Kansas.

Facilities that store 1,320 gallons or greater of oil products in aboveground storage tanks are subject to Clean Water Act regulations that require, among other things, accurate facility diagrams, equipment maintenance plans, and proper containment to contain oil releases. EPA alleges that the companies failed to comply with these requirements, and that such noncompliance contributed to the discharges to the Saline River.

Nixon also agreed to take actions to achieve compliance at approximately 90 of its oil production facilities in Kansas.Facilities that store 1,320 gallons or greater of oil products in aboveground storage tanks are subject to Clean Water Act regulations that require, among other things, accurate facility diagrams, equipment maintenance plans, and proper containment to contain oil releases. EPA alleges that the companies failed to comply with these requirements, and that such noncompliance contributed to the discharges to the Saline River.

Two new exhibits have opened this fall at the <a href="http://sternberg.fhsu.edu/">Sternberg Museum of Natural History</a> — one addressing human impact on the environment and the other exposing the inner structures of animals.

A Look Inside is a display of CT scans and X-rays of animal&nbsp;specimens from the Sternberg's Zoology Collection Department.&nbsp;

Rob Graham,&nbsp;a radiologic technologist and nature photographer, made the images at the Ness County Hospital District No. 2 in Ness City.

The exhibit includes 67 images, which include images of animals such as snakes, birds, a tapir, spider monkey, beaver, dall sheep, fish and turtles.

"We are very excited about the exhibit, not only to showcase Rob's artwork, but to educate the public about a wide variety of topics from the scientific uses of medical diagnostic imaging to the unique morphological adaptations of each species depicted," Curtis Schmidt, zoological collections manager, said via email.

Graham&nbsp;had been imaging the specimens for his photography business and selling prints online. Schmidt said he came up with the idea to create an exhibit using the image and it snowballed from there. Graham approached Schmidt to use the Sternberg's specimens in the event the images would be useful for research.

The CT scans and X-rays allow scientists to examine the insides of preserved specimens without damaging them.&nbsp;Even fossils millions of years old can have their internal structures defined, according to the Sternberg.

"We also like to focus some on the simple aesthetic value of the art itself. Many of the pieces just look neat and artistic and that is why we chose them," Schmidt said.

 Most of the pieces have text that explains some unique natural history of the organism or evolutionary mystery hidden within the hard structures that are shown, he said.

"I tried to tell a different story with each image to keep the exhibit both educational and entertaining. That was the fun part for me!" Schmidt said.

 Along with the images, the Sternberg presented some of the specimens that were imaged.

This can help solidify the scientific use of the imaging within the minds of the people who visit the gallery, Schmidt said.

The exhibit will be on display at the Sternberg through Feb. 1. After that, it will go on tour.

Generally when we think of images of nature, we think of beautiful landscapes, but a new exhibit seeks to portray the dark side of how humans are impacting the environment.

 </figure><h2>Environmental Impact II</h2>Generally when we think of images of nature, we think of beautiful landscapes, but a new exhibit seeks to portray the dark side of how humans are impacting the environment."A lot of times when art is depicting landscape and scenery, we always go for the prettier side,"&nbsp;Rachel Unruh, Sternberg marketing and public relations coordinator, said. "That is not always the case. We are always consuming resources. "This is one approach to bring awareness to 'Hey, look what we are doing to the Earth.' We are causing issues, and we need to make sure we are aware of that, otherwise we will lose not only the beauty, but we end up using up all of the resources."Environmental Impact II is a collection of sculpture and 2-dimensional artwork from artists across the globe.As you enter the gallery, a larger-than life-sized basket of blue and silver glass corn spills out on to the floor. Among the 2-foot-long corn cobs are life-size glass cobs and glass ones and zeroes. The artwork is meant to depict genetically modified crops, Unruh said.<figure>

 </figure>Artists Jeff Frost took a series of photographs of both active wildfires in California and the aftermath."It looks very pretty," Unruh said of a photograph of a mountain side on fire at night, "but it is also terrifying and sad because of all of the forests they lost and people who lost their homes."Another one of Frost's photographs depicts the fire raging on the hillside in the background with a church in the foreground."It feels almost like, 'Why have you forsaken us?'" Unruh said.A large painting by San Francisco's Michael&nbsp;Kerbow&nbsp; titled "The Promised Land" depicts a snaking maze of vehicle-packed highways.
