Family and friends have come together with contributions large and small to honor the late Dr. Fred Ruda, or “Doc” as his students fondly called him. Ruda was known as a father, a husband and a longtime faculty member and chair for the Department of Technology Studies at Fort Hays State University.

His legacy built during 39 years of outstanding contributions to the university and the Hays community will live on. The lobby of FHSU’s Center for Applied Technology was dedicated as the “Fred Ruda Lobby” Friday afternoon.

“I often hear about the way he touched students’ lives, influenced their careers and contributed to their success,” said Kim Stewart, current chair of the Department of Applied Technology. “How fitting it is that a place that fosters a spirit of warmth and academic curiosity be named in Ruda’s honor. It is our hope that the legacy of this passionate and influential man will inspire all those who enter the building for decades to come.”

A dedication of the space was held with a small group of family to celebrate the newly named lobby and to recognize the man who meant so much to so many students.&nbsp;

“It’s an honor to have a lobby named after Fred,” said Steve Paul, a past student of Ruda. “He mentored a lot of kids, was always supportive of us and did a lot to move his academic program forward at Fort Hays State.”

One of Ruda’s many contributions was founding a “Teaming Up For Tots” event – headed by FHSU’s Department of Applied Technology as a way to spread holiday cheer. Community volunteers of all ages come together each December to assemble wooden toys, which are then given to local children who otherwise might not receive Christmas gifts. The popular event was set to occur this winter for its 31st year, but has been cancelled due to COVID-19 concerns. However, faculty and students of FHSU’s Technology and Engineering Education Collegiate Association (TEECA) chapter will still assemble toys for the project.&nbsp;

“Remembering Fred is very important because he was a great guy – period,” said Bob Wertenberger, who also studied at FHSU during Ruda’s tenure.

Following graduation from FHSU, Paul and Wertenberger went on to establish Paul-Wertenberger Construction in Hays in 1983, a successful company that employs several FHSU graduates and has worked on numerous campus projects over the years.

“It will be hard for many to see this heartwarming tradition pivot for 2020, but there are ways to honor Ruda and the overall spirit of the event that he selflessly shaped,” said Darci Cain, Associate Vice President of Development with the FHSU Foundation.

Cain mentioned several ways to support FHSU and the ‘Fred P. Lobby named in honor of FHSU’s Fred Ruda

The next change in the North Vine Street reconstruction traffic configuration will occur on Tuesday.

Northbound traffic on Vine Street will return to the east side of Vine Street in the area of the 32nd and 33rd Street intersections. &nbsp;Traffic will be one lane in each direction in the outside lanes allowing for work to continue in the center island and median areas.

33rd Street will be reopened to access Vine Street with right-in/right-out access only. &nbsp;There will be no left turns allowed. &nbsp;

Signs will be in place to direct traffic.

Three-day weather outlook

The Kansas Department of Transportation plans to begin a field survey the week of Nov. 23 for proposed shoulder widening and bridge replacement projects on K-23 in Sheridan County.

Survey crews will be working along a 6-mile corridor from County Road 70 north to Walnut Avenue in Hoxie. Activities will include the use of survey instruments on the ground to determine locations of existing features within the survey corridor. KDOT expects the survey work to be completed by March 2021.&nbsp;

Crews will contact property owners or tenants for permission to enter private property, if access is needed. Michael Selley, field survey project manager, will oversee the survey for KDOT.

KSHSAA rules will allow play to begin on Dec. 1, with a moratorium on activities from Dec. 23 to Jan. 7. Practices can resume Jan. 4, and games will be allowed to resume Jan. 8.

No fans will be allowed to attend high school or middle school games Dec. 1 to Jan. 28, with local jurisdictions making the determination of resuming attendance Jan. 29. The issue of spectators could be taken up by the KSHSAA board at a later date.

The Ellis County Health Department on Monday reported the average number of new coronavirus cases per day in the last seven days rose again from 37 on Friday to 40 on Monday.

There were 83 new cases of COVID-19 identified in Ellis County since Friday. There are currently 476 active cases, including 15 active hospitalizations, and 1,713 recovered cases.

The seven-day average of percent of positive tests fell to 36.4 percent after topping 40 percent on Friday's report.

"Total cases" reflects all cases reported by the department. Ellis Co. per-day average rises again; 83 new cases reported

The Hays school board will hear updates on state accreditation requirements and the school redesign project at its meeting at 6:30 p.m. Monday at the Rockwell Administration Center.

The school board was scheduled to hear this report from Assistant Superintendent Shanna Dinkel during its last school board meeting, but it was postponed because Dinkel was unable to attend the meeting.&nbsp;

USD 489 has chosen to focus on strengthening relationships with students and families and increasing student engagement academically and personally in its accreditation process.

Lincoln Elementary School in Hays is to be one of the schools that will be part of the&nbsp;Apollo II state school redesign project.

<a href="https://hayspost.com/posts/4e3a921f-1789-4853-8415-8ac8388e61ea">Hays USD 489 Superintendent Ron Wilson said when the project was announced the 2020-21 school year will be used for planning changes that will be most beneficial to serving students.</a>

Chris Hipp, assistant superintendent of business services, will present a financial report to the board on its outstanding lease agreements.

This will include a look at how using the $500,000 the school district will receive from the sale of Washington school would affect the district's finances if it used the money to pay down its lease agreement on the Early Childhood Complex.

The district is expecting to spend $1.8 million to make repairs to the HVAC system at Roosevelt Elementary School. Hipp will look at the financial consequences of that project. The district will be reviewing a timeline for the HVAC project Monday.

The BOE will also hear&nbsp;information about the state of the district’s current business software platforms and show what options are available to modernize the district’s business and human resources activities.

The USD 489 Foundation for Excellence will also present the district a check for $65,000 for continued work on the campaign of Safe and Secure Schools.

OAKLEY — Effective Monday, Nov. 23, the Oakley City Office and Fick Fossil and History Museum will be closed to the public until further notice.

City parks are NOT being closed at this time.

The Oakley Landfill will be open to city utility customers only. All landfill charges will be charged to the customer’s respective city utility account. All forms of in person payment will not be permitted.

All water, sewer and refuse collection services will remain operational and running during this closure.

City employees are still working regular business hours and are available by phone at 785-671-3611 to answer questions and conduct business.

Currently, Oakley City Council meetings will proceed as planned, but all non-essential city board meetings likely will be canceled or rescheduled.

Oakley city office closes until further notice

During a 40-minute special meeting early Monday morning, Ellis County commissioners took no action on a proposed resolution to opt out of Gov. Laura Kelly's new <a href="https://hayspost.com/posts/adfe4d44-b718-438f-affc-9340829248fe">executive order for a statewide face mask mandate</a> beginning Wednesday.

Although Commission Chairman Butch Schlyer opened his remarks by saying "I am going to support the governor's mandate," there was ultimately no motion to adopt the local resolution, which would have opted out Ellis County from the mandate.

At the end of the meeting, County Counselor Bill Jeter told commissioners the state mandate will go into effect in Ellis County at 12:01 a.m. Wednesday.

"You can opt out at 12:02 a.m. if you choose, or you can opt back in after anytime you want to," Jeter explained.

"When we look at the metrics Jason [Kennedy, Ellis County Health Director] has given to us, when we look at the number of cases, the only prudent thing we can do is support the government's mandate," Schlyer said.

Friday's update from Kennedy saw a <a href="https://hayspost.com/posts/c147c26a-3b9a-483f-a08d-786562f083e5">jump of 148 COVID-19 cases</a> since Wednesday — the&nbsp;the largest increase between reports, which are issued Monday, Wednesday and Friday.

But Schlyer remains apprehensive about the mandate.

"The concern I have is that this mandate is not going to produce the desired effect, and the governor might come along with other orders to be more restrictive," Schlyer continued. "If that were to occur —&nbsp; it's just speculation on my part — at that point in time, I may draw a line in the sand."

Although the longtime former Ellis County Health Administrator remains somewhat skeptical about their efficacy, Schlyer said "I've found it causes little inconvenience to wear a mask."

Hays city commissioners adopted a <a href="https://www.haysusa.com/733/Face-Mask-Ordinance">face covering ordinance</a> July 23.

Dean Haselhorst told Schlyer "I support you on the governor's mask mandate. You know, no action."

All three commissioners commended Kennedy as the Ellis County Health Officer and his decisions regarding coronavirus cases in the county.&nbsp;

"I've supported him 100 percent from day one," Haselhorst said. 

"I believe everything he's said all along. The [countywide] face mask mandate didn't need to be issued early on. Now it does."

Commissioner Dustin Roths preferred to opt out of the state mandate, which counties are allowed to do by law.

"I was&nbsp; ready to opt out of the governor's mandate. I did have the discussion with Jason and his desire to move forward with the governor's mandate," Roths said.&nbsp;

He noted the Hays ordinance covers 80 percent of the Ellis County population and most residents and visitors are complying. 

"People are wearing masks on their own and what's happened to our caseload?"

Roths suggested mayors in the remaining 20 percent of the outlying area — Victoria, Ellis and Schoenchen — could impose mask mandates as Hays has done, without needing the county to be involved.

Roths considers mask mandates a political issue.

"I'm not real likely to tell people what they should do with their own private health care," he said. "We're American citizens and the idea that the government needs to come in and be our parents, nanny us, force us to do things, it's not my mentality. I will always aim towards the side of more freedom and more responsibility from our citizens."

Roths, owner of Diamond R Jewelry in downtown Hays, added that he would vote to opt out of any business shutdown order that might come down from the governor.

Roths eventually concluded "I'm fine with your guys's decision on no action today."

Jeter told the commission a violation of the state face mask ordinance is a Class C misdemeanor, the lowest class of misdemeanor.

"It's really probably complaint-driven only," Jeter said. "I don't think you're going to find law enforcement officers in this community will be out actively trying to find people not wearing masks in public."

🎥 Ellis Co. Commission will allow mask mandate to go into effect

ELLIS — A new set of murals by Dennis Schiel at the Ellis Railroad Museum are complete with the final phase of other improvements to the grounds almost complete.

The murals grace the new miniature train building on the museum's grounds. The exterior murals were finished earlier this month.

Schiel, a Hays mural artist, said COVID slowed the painting process. Schiel began working on the interior mural in September 2019, and it was completed in January.

The exterior murals didn't take as long, but Schiel had to wait for the train building to be completed to start on the paintings.

The mural on the inside of the train building is comprised of panels. It depicts an historical view of downtown Ellis, including the downtown hotel, as well as other buildings that are no longer standing.

A scale model depicting the early Ellis cityscape is on display inside the museum, and Schiel said he took cues for the mural from that display and historical photos.

The railroad was integral to the birth and growth of Ellis.

The Kansas Pacific Railway needed a water station as it moved west. The railroad built a water station on the present site of Ellis in 1867, purchasing the site under the Homestead Act. Ellis was an ideal because of its location near Big Creek.

In 1870, the U.S. Postal Service opened an Ellis office. The Kansas Pacific laid out Ellis in 1873, establishing a depot, a crew hotel, and locomotive and car shops.&nbsp;Settlers from New York and Kentucky arrived to work for the Kansas Pacific.&nbsp;

The exterior murals include a depiction of a steam locomotive and a modern engine. The painting also note the other attractions in Ellis, including the Walter P. Chrysler Boyhood Home and&nbsp;Bukovina German Museum.

Arrows on the modern engine mural point in the direction of other sites of note in the city, such as the Ellis football field and golf course.

The murals are part of a larger project that included the restoration of the&nbsp;one-third scale replica of GM’s 1950s Aerotrain. The train provides leisure rides along a three-quarter mile-long track. 

"With the restoration of the train, they have something over there that is really spectacular," Schiel said.

The final phase of the project included landscaping, erecting historical plaques and painting the museum's depot, which&nbsp;was brought to Ellis from Penokee many years ago.&nbsp;

The Community Foundation of Ellis was the recipient of a $12,500 grant from the Union Pacific Foundation to restore the depot. The foundation also helped raise funds for the other phases of the museum improvements.

Brad Frickey, Community Foundation of Ellis vice president, said the depot has been painted, planters and benches have been placed and landscaping finished at the museum.

Historical plaques for the grounds have been approved, Frickey said.

Schiel is well known for his murals. He also painted the bison mural on the side of the Uptown Fox at 13th and Main St. and the mural honoring service personnel on the side of the VFW building at 22nd and Vine streets, both in Hays

Schiel said his next major project will depict Buffalo Bill Cody, General Custer and Wild Bill Hickok, all of whom lived in Hays during its Wild West period.

The mural had been planned for the city water tower adjacent to the Sternberg Museum. However, the city declined to fund the project.

Schiel is in the fundraising process for the mural. He said he is looking at locations on Eighth Street, but did not specify an address.

Ellis Railroad Museum improvements almost complete; murals finished 

NORTON COUNTY — One person was injured in an accident just before 5 p.m. Sunday in Norton County.

The Kansas Highway Patrol reported a 2002 GMC Yukon driven by Bryndon A. Wentz, 19, Norton, was southbound on Kansas 383 three miles south of U.S. 36.

The driver turned in front of a northbound 2013 Kenworth Semi driven by Julian&nbsp;Barbosa-Moreno, 46, Tecoman, Mexico. The semi struck the SUV.

EMS transported Wentz to the hospital in Norton. Barbosa-Moreno was not injured.&nbsp;Wentz was not wearing a seat belt, according to the KHP.

CORRECTION: Ellis Co. Commission meeting called to consider opt out of state mask mandate

Angel Trees for the annual Teaming Up for Tots in Ellis County went up up this weekend.

Community members are invited to take an angel from one of the trees and purchase a toy/gift or clothing item for a child listed on the angel.

Heidi Rohleder, organizer, said the organization received about the same number of gift requests as it had in years past — 225 to 250. The information was still being entered into the TUFT database when Hays Post interviewed Rohleder earlier this week.

"The program helps support underprivileged children in Ellis County so they can have a toy item and clothing item. There are two angels for each child," Rohleder said.

The angels represent children ages newborn to 17.

Teens are often the hardest to buy for,&nbsp;Rohleder said. Some families request gift cards for these children, which will be noted on the angels.

Trees this year are at Walmart, Big Creek Crossing, First Kansas Bank and HaysMed.

Gift drop off locations will be at Walmart, Maurices, First Kansas Bank, The Paisley Pear and Northwestern Printers.

All gifts need to be dropped off by Dec. 16.&nbsp;

The gifts should be unwrapped. TUFT provides tape and wrapping paper to the families when they pick up their gifts.&nbsp;

TUFT also accepts monetary donations. These donations are used to buy wrapping supplies as well as gifts for angels for which no gift is returned.

MANHATTAN — Staff and volunteers with the K-State Libraries'&nbsp;<a href="https://www.lib.k-state.edu/depts/sc_rev/" target="_blank">Richard L. D. &amp; Marjorie J. Morse Department of Special Collections</a>&nbsp;at Kansas State University are working to transcribe more than 20 manuscript cookbooks to make them digitally accessible to the public. The department currently owns more than 250 cookbook manuscripts dating from the late 1600s to the 21st&nbsp;century from multiple countries and in a variety of languages, including German, French, Spanish and Hebrew.

Staff and volunteers are using&nbsp;<a href="https://fromthepage.com/" target="_blank">From the Page</a>, an online platform often used by universities and historical societies to crowd-source transcription of selected digital images from manuscripts.&nbsp;The use of this software is supported by the Morse Department of Special Collection's Jean F. Caul Access to Cookery endowment, without which this project would not be possible. "We currently have 21 cookbooks — a total of more than 2,800 pages — available for volunteers to transcribe," said Roger Adams, cookery collection curator, associate professor and lead on the project. "The collaborative nature of this online project means that anyone in the world can view the cookbooks and help us transcribe and even translate them." Adams said that a key goal of the cookbook transcription project is to share the wealth of cooking knowledge that K-State has access to with those both inside and outside of the university community. Cindy Von Elling, project support staff, contributed to this effort by scanning and uploading to the website every single page from the manuscripts. "There is a lot of satisfaction in putting the cookbooks out there for the world to see and transcribe," said Von Elling. "While we might not know who created an individual cookbook, their method of creation, organization and the recipes they selected allow us to infer things about their lifestyle and personality." Along with Adams and Von Elling, Cliff Hight, department head and associate professor, helped guide the project. Anybody who has a passion for transcribing or translating documents can help with the cookbook project.

Phillipsburg employee celebrates 10 years with KDOT

Happy Thanksgiving! For more than 45 years, the week including Thanksgiving has been proclaimed National Family Week. This observance was the idea of Mr. Sam Wiley, a teacher, basketball coach and school administrator in Indiana, who observed the stark difference in children who came from strong supportive families and those who were not being raised in a traditional family unit. He conceived of the idea to set aside a time during Thanksgiving – when families traditionally gather to give thanks for their many blessings – to recognize the important role family plays in our society.

The coronavirus pandemic is changing the way many families will celebrate Thanksgiving this year. Gatherings will be smaller and may just include the people we are spending the most time with. In times of change and challenge, families can provide the love, acceptance, guidance, support and instruction to be able to adjust.

Look for some activities that can include family members who may be joining the celebration through technology instead of in-person. Zoom or FaceTime can include things like a scavenger hunt or a talent show. At many of our family Zoom meetings we have encouraged everyone to bring a joke to share. Laughter really is good for the soul!

The coming week would also be a great time to check on elderly friends who may not have family checking on them frequently. Offering to drop off needed groceries or home goods plus a short visit would mean so much.

National Family Week is a time to be thankful for the family as a national heritage and resource. It is a time to recommit ourselves to the concept of the family. But let’s not stop at the end of the week; celebrating your family should always be a priority. Remember, families are the nurturers, caregivers, role models, teachers, and counselors for the next generation. Take time out from your busy schedule to “Celebrate” your family!

KRUG: Celebrate National Family Week

Most families feel extra pressure during the holidays, but for victims of domestic and sexual violence, it can be a minefield both physically and emotionally.

"The holidays are a difficult time for victims of domestic violence in particular," Jennifer Hecker,&nbsp;Options Domestic and Sexual Violence Services executive director, said. "There is a lot of pressure from family members to not leave and 'ruin the holiday.'

"I would counter that and say the best gift you can give yourself and your family is the gift of safety."

Options has already seen a 25 percent increase in services between May and September, Hecker said.

Sexual assault victims often also struggle during the holidays if they attend a family gathering and are forced to see the person who abused them or their child.

"Families often minimize that violence, and it is very hard to come to grips with," Hecker said. "They feel that pressure. That can be very difficult for clients.

"Do I put myself at risk emotionally and see this person or do I spend time with my family? Does that mean I can't see my mom and my other family?"

Does that mean I can't see my mom and my other family?"The normal tension of the holidays is amped up in domestic violence relationships, Hecker said.Holidays are also financially stressful, especially this year, she said, with the way the pandemic has impacted the economy."Now you are walking on eggshells even more through that holiday season," she said, "because the abuse cycles tend to cycle through faster when there are added stressors with the holidays — the financial pressure and the pressure to make it as perfect as you can for your family."&nbsp;Alcohol can also be a contributing factor to abuse during the holidays. Although alcohol is not a cause or an excuse for abuse, if a person has an abusive personality, it can lower their inhibitions. This can result in escalated or more frequent violence, Hecker said.<h2>Holiday gifts for survivors</h2>Options is seeking monetary donations and gifts for victim and their families this holiday.Both victims in shelter and those who have received services from Options during the last three months are eligible.&nbsp;Those wishing to donate can contact Options's business number at&nbsp;785- 625-4202. Gift cards are also requested. Gifts or donations need to be returned to Options by Dec. 16.Hecker said survivors often believe their needs are burdensome to others and can be reluctant to ask for help."We want to let people know it's OK to voice your needs," she said.
