Another two inches of snow fell in Hays late Tuesday, bringing the two-day winter storm snowfall total to 7.8 inches.

According to the official report from the K-State Agricultural Research Center, the moisture total in Hays so far in January is 0.64 inches. 

The snow was the first moisture measured this year.&nbsp;The January average moisture total in Hays is 0.46 inches.

The snowfall depth for the season is at 11.6 inches.

Tuesday's overnight low fell to 1 degree. Cold, but not a record for January 26. That was -19 degrees, back in 1963.&nbsp;

Warmer temperatures and sunshine are in the <a href="https://hayspost.com/posts/07be4461-bdeb-4396-ac9f-fbc181c97421">weather forecast</a> for Hays.&nbsp;

The Hays Community Theatre is putting a new twist on Valentine's fundraisers.

For $10, donors can submit a love letter and have that copy performed by an HCT member.

"This is something that a guy could do that would take five minutes of his time and he spends 10 bucks, and it is something your significant other will say 'You'll never guess what he got for me,' "&nbsp;HCT member "Buzz" Snyder Brown said.

The recipient of the video Valentine doesn't have to be a romantic connection such as a wife, husband, boyfriend or girlfriend, the theater group will also do performances for moms, dads, friends or your kids.&nbsp;

You can specify when you fill out the form on HCT website if you prefer your letter be performed in a kid-friendly manner.

&nbsp;You can submit a script or just some relevant information about the recipient. The performers with perform the piece in a serious or comedic style or whatever style the purchaser requests.

HCT will provide you with a video file you can share publicly on social media or privately with your loved one via text, email or messaging service.

"Obviously, we are not able to do a whole lot with COVID right now in person," Snyder Brown said.&nbsp; "We were trying to find something we could do&nbsp;as a fundraiser to still keep us relevant and to give people an opportunity to see us again and our performers to perform and do what a community theater should do."

The community theater was only been able to stage its annual outdoor Halloween history tour since March. All in-door performances have been canceled since the pandemic hit. However, HCT continues to have bills to pay.

"We have a lot of expenses month-to-month like any other organization, but are used to making up a fair bit of that in our performances," Snyder Brown said. "It has been not fun."

The deadline to submit your video Valentine request is midnight Feb. 11. The final video files will be sent back&nbsp; by midnight on Feb. 13.

The form includes a request for an email so HCT can send you a PayPal link for payment.&nbsp;

Hays Community Theatre to offer video Valentines

April is National Sexual Assault Awareness Month. Options Domestic &amp; Sexual Violence Services, is hosting a poster contest for community members ages 14 and up to bring awareness to northwest&nbsp;Kansas about sexual assault.

The poster contest will focus on the importance of consent with the theme of “If I can’t say yes, I’m saying no.”

This means that if someone does not or cannot say yes to an interaction, then they are saying no.

Submissions for the poster contest is open now and will run through Friday, March 12, 2021.

Options plans to host an event in April 2021 to unveil the posters to the public.&nbsp;

Those wishing to participate in the poster contest may submit one 18-inch-wide by 24-inch-tall poster. Posters must be original designs and can be created with any of the following medias: painting, collage (must be flat, 3-dimensional collages not accepted),&nbsp;drawing, photograph, or any form of digital program. Examples include Pixlr, Photoshop, Canva, Inkscape, Microsoft,&nbsp;Paint, SketchPad, etc.

All poster entries will be featured throughout the month of April on Options social media. Winning poster will&nbsp;be announced April 2.

Posters will be displayed on April 30 during the Hays Arts Council Spring Art Walk at Farmers Insurance, 1012 Main Street in Hays. Options will also display the winning poster at events, information tables, and at their offices throughout northwest Kansas.

Winning artist will receive two professional prints of their&nbsp;poster.

Options hosts poster contest for Sexual Assault Awareness Month

TOPEKA&nbsp;— Gov. Laura Kelly has announced appointments, including a Russell resident, to Kansas state boards and commissions.

Kansas Governmental Ethics Commission

The Kansas Governmental Ethics Commission (GEC) is charged with administering, interpreting, and enforcing the Campaign Finance Act and laws relating to conflict of interests, financial disclosure, and the regulation of lobbying. These laws establish the public's right to information about the financial affairs of Kansas' public officials, lobbyists, and candidates for office. In addition, the GEC renders advisory opinions and can adopt rules and regulations under a less comprehensive conflict of interest law covering local government officials and employees.

State Building Advisory Commission

The Commission evaluates and selects a short list of firms to be interviewed by user agencies for Capitol improvement projects. It also collects and maintains current data on construction costs; establishes criteria and procedures to evaluate the qualification and performances of contractors providing architectural, engineering, or construction services; develops and adopts standards for the inspection and acceptance of Capitol improvement projects; and reviews state agencies yearly Capitol improvement project requests and files an advice report with the Director of Budget.

The following appointments by the governor were advanced through the Confirmation Oversight Committee during the interim. All were voted on and confirmed by the full Senate on January 21, 2021.

Dreams have been on my mind lately. Dr. Martin Luther King Jr.’s dream of equality; our founding fathers’ dream of a government of, by, and for the people; and the dreams of little girls who want to grow up to be president of the United States of America.

Some dreams have a fairytale like quality where they feel grand, pure and wondrous. I think this comes from our habit of imagining the joy and pleasure that would result from a dream come true. In this euphoric idealization, so many of us forget to think about what it really takes to make dreams a reality.

Dr. King painted an eloquent and noble picture of a society that values equality, be he was not naïve. He fought discrimination, injustice and hatred in every step toward his dream. Our founding fathers built an experimental framework for government that would give the people unprecedented power and freedom, but they were not starry-eyed. They staked their lives and fortunes on this new government with no certainty that it would function. Vice President Kamala Harris was recently inaugurated into the highest office any female has ever held, but she is not without battle scars. She has labored to build a reputation of competence to overcome prejudices that exist around her race and gender.

Dreams are so much more than regular goals or accomplishments; they are built on hope and grow in the heart and mind of the dreamer. In fact, the definition of a dream is a cherished aspiration, ambition or ideal.

Earlier this month, I had a dream come true. I received the top recognition in the American Farm Bureau Federation Young Farmers &amp; Ranchers Excellence in Agriculture competition. This is the equivalent of winning a national championship in sports except it was for my work as a Farm Bureau leader and overall advancement of the agriculture industry.

When most people learn of my achievement, they are not very interested in discussing the important impacts I have made in my industry and community or how humbled I am to have been recognized among a field of talented young agriculture leaders doing great things in their communities across the country. People instead want to talk about the new Ford truck I won as a prize because they imagine how great it would be for them to win a truck. I am grateful for the truck, but it was not the real motivation of my efforts.

That cherished nature in our dreams makes us particularly vulnerable to the effects of plagiarism and distortion to those dreams. We can all benefit from recognizing that we should not try to make someone else’s dream our own aspirations, ambitions or ideals.

As you encounter humans around you, keep in mind that their dreams are personal and valuable. Do not claim other’s causes unless you are committed to live for them in your life or assume that all dreams are made in your image. Conversely, you should applaud others who are achieving great things; they have worked hard joy is merited.

As for your own dreams, I urge you to pursue them courageously like the founding fathers, virtuously like Dr. King, tenaciously like Vice President Harris and with the unbridled hope that comes from the passion of our hearts. We all can’t wait to see you succeed.

Severe winter weather is not only hard on people but can be a life and death struggle for birds. Though birds also require water and shelter, food is often the resource most lacking during cold weather. Many different bird food mixes are available because various species often prefer different grains. However, there is one seed that has more universal appeal than any other: black oil sunflower. If you are new to the bird-feeding game, make sure there is a high percentage of this seed in your mix. White proso millet is second in popularity and is the favorite of dark-eyed juncos and other sparrows as well as the red-winged blackbird. As you become more interested in bird feeding, you may want to use more than one feeder to attract specific species of birds. Following is a list of bird species with the grains they prefer.&nbsp;

• Cardinal, evening grosbeak, and most finch species – sunflower seeds, all types. • Rufous-sided towhee – white proso millet. • Dark-eyed junco – white and red proso millet, canary seed, finely cracked corn. • Many sparrow species – white and red proso millet. • Bluejay – peanut kernels and sunflower seeds of all types. • Chickadee and tufted titmouse – peanut kernels, oil (black), and black-striped sunflower seeds. • Red-breasted nuthatch – oil (black) and black-striped sunflower seeds. • Brown thrasher – hulled and black-striped sunflower seeds. • Red-winged blackbird – white and red proso millet plus German (golden) millet. • Mourning dove – oil (black) sunflower seeds, white and red proso plus German (golden)millet.

Extended cold periods can also make water unavailable. A heated birdbath can be a tremendous draw for birds during times when all other water is frozen. Energy use is usually less than what most people expect IF the heater has a built-in thermostat. Chief offers simple measures that can prevent theft

A recent increase in vehicle burglaries is under
investigation by the Hays Police Department, but as the search for suspects
continues, Police Chief Don Scheibler said simple precautions can help
protect residents from becoming the next victim.

“Since Dec. 20, we have had 15 cases of vehicle burglary,”
Scheibler said.

In most cases, he said, the crime could have been easily prevented. Vehicle theft is often a crime of opportunity, with most cases occurring in
vehicles that have been left unlocked.

“Most of these, if not all of these, could have been avoided,
if we had just taken a few extra steps to lock our car door and secure our
property,” he said. 

He also said while vehicle burglaries were most common, in
some cases the vehicles were stolen as well.

“We have had some of those vehicles that have been stolen
and driven to different locations, including one that was taken to Riley County,”
Scheibler said. 

Along with locking an unattended vehicle, he said
securing valuables is also an important deterrent to theft. 

“I would like to remind everybody it’s important to take their
property inside and, if they can’t take it inside, put it in the trunk, put it
out of sight, take your keys inside and lock those doors,” Scheibler said.

While some are lax in their safety precautions because they believe Hays devoid of frequent and major crimes, he warns crime can occur anywhere.

“I know we live in a
good town. I know we trust everybody,” Scheibler said. “But the reality of it is there
are people that will break into your car, take your property and take your car
if you don’t take precautions. So we would ask people continue to be careful.”

A total of 5.8 inches of snow fell in Hays during the year's first major winter storm as Monday night's overnight low temperature dipped to 12 degrees.&nbsp;

According to the K-State Agricultural Research Center, the snow that began late Sunday and continued Monday yielded 0.50 inches of moisture.&nbsp;

It was the first moisture recorded in Hays for the year. The average amount of moisture received in January is 0.46 inches.

The total amount of snowfall so far this season in Hays is 9.6 inches.

The <a href="https://hayspost.com/posts/de810506-8d48-4688-bf9d-5753b6da425a">weather forecast</a> calls for more snow today.

Hays sees 6" of snow in first winter storm of 2021

One of the most major pieces of legislation that has passed this legislative session is Senate Bill 13, which is commonly referred to as the Property Tax Transparency bill. This bill passed the Kansas State Senate on Thursday, January 14, with a vote of 34-1.

This bill repeals the property tax lid, effective January 1, 2021, that applies to cities and counties that was put into place a few years ago. It would also establish notices and public hearing requirements for any taxing division that is seeking to raise property taxes.

If a taxing division is considering raising property taxes, under this bill it stipulates that they would be required to publish a notice with their intent of raising the property tax. They would need to notify the public of their intent and the date, time, and location of a public hearing on the resolution or ordinance. They would also be required to have this notificiation on their website ten days before the stated public hearing.

The bill also states that the county clerk would be required to mail a notification of the public hearing at least ten days in advance to all of the property owners that would be affected if the property tax rate is increased.

The bill would also prevent the county appraiser from increasing the property valuation as a result of normal repair, replacement, or maintenance of the existing structures, equipment, and improvements on the property.

Since the passage of this bill from the State Senate, the House Committee on Taxation is scheduled for a hearing on Senate Bill 13 for Tuesday, January 26.

“Value Them Both” Constitutional Amendment

Last year we debated what is known as the “Value Them Both” Amendment which would have placed a change to the Kansas Constitution regarding the regulation of abortions to the voters in the primary election of 2020 to the voters. Due to the onset of the COVID-19 pandemic, the amendment passed the State Senate, however, it did not pass the Kansas House. The amendment to the Kansas Constitution has been reintroduced in both chambers this legislative session. The House Federal and State Affairs Committee held hearings on the amendment and advanced it to the House floor. The Kansas House debated the measure on Friday, January 22, to have this placed on the ballot for voters to decide on the August 2022 election. The measure passed, 86-38. I voted, “Yes.”

Bill Hearings in Appropriations Committee

On Thursday, January 21, the House Appropriations Committee held a hearing on a similar bill that was introduced last session regarding the combination of two funds into one for abandoned oil and gas wells for the state of Kansas.

House Bill 2022 states that any well that has been abandoned and not plugged according to current regulations would be plugged by the state of Kansas by utilizing the funds of the Well Plugging Assurance Fund. In the past, the ability to use these funds were in two separate accounts and this legislation would combine the two funds into one.

This bill also designates who the responsible parties are for an abandoned well in the state of Kansas.

We have also scheduled a hearing on House Bill 2021 which would allow for the construction of a veteran’s home facility, which would be located in the eastern quadrant of the state of Kansas. This bill would allow for the issuance of bonds not to exceed $17,500,000 for the construction of the veteran’s home. The maturity date on these bonds for the home shall not exceed twenty years from the date that the bonds were issued.

My intent is to have the Appropriations Committee work both of these bills next week and pass them out of committee so we can then have a debate on the House floor.

WAYMASTER: From the Dome to Home, Jan. 25

The next major reconstruction project for the city of Hays is 27th Street from Hall to Fort, work that has been listed in the Capital Improvement Program (CIP) for several years.&nbsp;

Designated as an arterial road, 27th is a busy three-lane street, carrying approximately 10,000&nbsp;vehicles per day east and west across the city.

Public Works Director Jesse Rohr outlined the project during Thursday's city commission work session.

The project will remove and replace all the pavement, curb and gutter,&nbsp;sidewalks, curb ramps, intersections, alley entrances, and driveways necessary to meet&nbsp;ADA requirements.

Also included are&nbsp;new pavement markings, storm sewer&nbsp;improvements at Canal Blvd and the area adjacent to Van Doren Pond, waterline&nbsp;improvements to include abandonment of an old four-inch water main along Walnut from 23rd to&nbsp;27th, and fire hydrants at Hillcrest, Cottonwood and Willow.

The work will be done in two phases, according to Rohr, starting with the north half of 27th and then move to the south half in the second phase.&nbsp;

Commissioner Ron Mellick asked how traffic flow will be affected on the heavily traveled street.

"There will only one-way traffic eastbound while the north half is constructed," Rohr explained. "It will be westbound while the south half is being constructed."

Additional work will be done on 27th at the Hall Street intersection. The west side of the intersection will be closed, requiring a short term detour around Augusta Lane where there are a number of apartments.

"Other than that, traffic flow will be maintained through the 27th and Hall intersection," Rohr said. "For the most part, we will have through north and southbound traffic through that intersection."

Rohr said the city will work with the contractor in scheduling the work to avoid peak travel times as much as possible.&nbsp;&nbsp;

Front access to residential properties will not be available for a time during construction on the south side of 27th.&nbsp;

"They'll have to use alley access, so we do intend to make sure that alley is in really good shape prior to this project, and having some leniency in parking in the alley as needed."

The approximately 60 property owners were alerted of the upcoming project by letter in August 2020.

They'll be contacted again and invited to a public house open meeting in early March, about two weeks before the project will start.

Commissioner Shaun Musil wondered whether traffic would be backed up due to the North Vine Street Improvement Project going on at the same time.&nbsp; "Just curious how you think that will go with two major streets under construction," Musil asked Rohr.

"We've talked about possible conflicts and it was determined that as long as the 32nd/33rd (roundabout) intersection was complete - we purposely didn't start this project until that phase was done -&nbsp; opening that intersection should take any conflicts away between the Vine Street project and the 27th Street project," Rohr responded.&nbsp;

He also noted the portions of the Vine Street project that connect 41st Street and Skyline, and extension of 37th Street to the west, will be completed by the time the 27th Street project begins in mid-March.

"That will provide additional traffic access as well," Rohr said. "We're not looking to have any issues. We think they're far enough apart with all those different connections to side streets between those two."

Rohr predicts "a fair amount" of increased traffic on 33rd and 37th Streets from Hall Street. "41st Street will be able to carry a bunch because of the new connection directly to Vine."

The 2021 budget includes $2.9 million for the design and reconstruction of this project out of City Commission Capital Reserve,&nbsp;with additional funds allocated from&nbsp;Stormwater Reserve and Water Capital.

The low bid from&nbsp;Paul-Wertenberger Construction, Hays, in the amount of $2,376,131 is nearly $500,000 below the engineer’s estimate of $2.8 million.

Commissioners will consider approving the low bid during their regular meeting Thursday.

The current schedule calls for construction to begin about March 15 and be&nbsp;completed by November 17. Inspection of the project would be completed in-house.

🎥 Major 27th Street reconstruction will be underway as N. Vine project continues

Hays Mayor Sandy Jacobs had a "thank you" message for the community near the end of the city commission work session Thursday.

"We had some really nice numbers as far as the coronavirus was concerned this week," she noted, citing Wednesday afternoon's report from the Ellis County Health Department.

"The daily average is coming down and hopefully it can stay down," Jacobs said.

The Ellis County Health Department on Wednesday reported the average number of new coronavirus cases per day in the last seven days <a href="https://hayspost.com/posts/1dbd6356-8018-4e3d-9068-5147a6759953">fell from eight on Monday to six on Wednesday</a>.

The mayor believes residents' decisions about gatherings is a major factor in the gradual decline of COVID-19 cases.&nbsp;

"It has to come from people considering what they're doing in crowds. That's where my belief comes from anyway," Jacobs said. "They're not spending as much time in crowds.

"I appreciate everything people are doing when it comes to masks, but mostly for gatherings."

Two days later, the Friday report showed&nbsp;<a href="https://hayspost.com/posts/360c4a41-8fed-4138-a36f-032e5baa1335">numbers were up, just slightly</a>.&nbsp;

On <a href="https://hayspost.com/posts/98aedc9b-42d8-4d98-897b-79de707a7a86">Monday, the decline resumed.</a>

The Ellis County Health Department reported the average number of new coronavirus cases per day in the last seven days fell from seven on Friday to five on Monday.

At the Oct. 2 city commission special meeting, commissioners voted to <a href="https://hayspost.com/posts/b927d4eb-e1b4-4c57-bc57-56ad4e14516e">extend the resolution</a> until there the seven-day average of new cases of COVID-19 per day in Ellis County is five or fewer for 14 consecutive days, or until the statewide state of disaster emergency removed.

Monday was the first report since that decision to meet the threshold.&nbsp;

The city's <a href="https://www.haysusa.com/733/Face-Mask-Ordinance">face covering mandate</a> is still in effect.

The Hays Police Department issued the following reminder Monday morning:

The Hays City Mask Mandate is still in effect.&nbsp; The Hays Police Department would like to remind everyone to continue to practice social distancing, washing your hands frequently and wearing your mask. Masks must be worn over the nose and mouth to be in compliance with the ordinance.

Businesses are encouraged to post signage for patrons to wear masks. Restaurants and bars are reminded to distance tables at a minimum of six feet apart.

We really want to encourage people to stay vigilant and help protect our citizens as best we can. By working together, wearing our masks, washing our hands, and keeping our distance we help keep our citizens from getting sick, and keep our businesses open.

We appreciate everyone’s efforts and ask that you keep wearing your masks.

The police department has been out working with businesses and checking on compliance.

                        Harry Gore Memorial $64,000 scholarship, which are among the largest undergraduate
                        awards in the Midwest.&nbsp; &nbsp; &nbsp; &nbsp; &nbsp;&nbsp;
                     

To be invited to compete in the invitational, students had to have a 27 or higher
                        ACT score, or a 3.5 or higher GPA, or rank in the top 10% of their class. The 14 finalists
                        this year have an average ACT score of 28 and average GPA of 3.97.
                     

Once invited, students completed an application, including essays and small-group
                        interviews via Zoom. Finalists interviewed with the Gore Selection Committee on Jan.

U.S. crude prices are holding steady at their highest levels in a year. By midday Monday, the benchmark Nymex futures contract was down three pennies to $52.24 per barrel. London Brent was up six cents to $55.47. Kansas crude prices dropped a dollar on Friday but remain above $40 a barrel for a second straight week. Kansas Common crude at CHS in McPherson is fetching $42.50 per barrel, unchanged from a week ago but nearly four dollars higher than at the first of the year. Independent Oil &amp; Gas Service reported a slight dip in its Kansas Rig Count last week. There were four active drilling rigs in eastern Kansas, down one, and seven west of Wichita, which is also down one. Baker Hughes reported a slight increase in the national rig count. Texas reported an increase of six rigs while New Mexico was down five. Regulators across Kansas approved 12 new drilling permits last week. There were 14 newly-completed wells last week including a development well in Stafford County. U.S. crude inventories increased 4.4 million barrels in the latest weekly government report. The Energy Information Administration says inventories are about nine percent above the five-year average. Crude oil in storage at the Cushing hub dropped two percent. For the week ending January 8th, the latest week available, Cushing was at 73% of capacity. U.S. crude production dropped by about 5,000 barrels per day last week, but for the seventh week in a row remained above eleven million barrels per day. That's down from just below 13 million barrels per day a year ago. EIA said U.S. crude-oil imports averaged six million barrels per day last week, down by 194,000 barrels per day from the previous week. The four week average is 11.8% less than average imports during the same four-week period last year. U.S. oil-by-rail deliveries last week reached their highest level in about a year, at 12,437 tanker cars. That's down about two percent from a year ago, but up more than 1,000 rail cars from the week before. President Joe Biden made good on a campaign promise and revoked the permit granted earlier to the Keystone pipeline expansion. The pipeline operator, TC Energy, said earlier it would eliminate more than 1,000 construction jobs and halt construction work. Coming as it does after more than a decade of legal battles and shifting fortunes, Reuters calls the President's announcement the death knell for the project. Analysis published by Bloomberg suggests the Keystone decision is the clearest sign yet that building a major new oil pipeline in the U.S. has become impossible. The government is predicting a downturn in coming weeks in the nation's shale-oil production, even as it continues to predict near-term increases. In a report Tuesday, EIA estimated January shale production would reach 7.6 million barrels per day, slightly better than previous estimates. But the government still expects output to drop by 89,000 barrels per day from January to February, with all seven major shale plays posting declines. Shale production accounts for roughly two-thirds of U.S. output.&nbsp; The world's largest fracking services provider has deployed the industry's first-ever fracking operation powered directly from the local electrical grid. The process has evolved over the last several years, beginning with pumps powered by diesel engines and more recently using electric motors powered by natural gas. Now Halliburton is plugging those motors directly into the grid, in an operation for Cimarex Energy. According to an announcement from the service company, the operation has completed nearly 340 fracking stages across multiple wells.&nbsp; The world's 5th largest oil company is aggressively moving away from fossil fuels and toward carbon neutrality. Reuters calls the BP's transition under CEO Bernard Looney a "climate revolution." The company is cutting 10,000 jobs, about 15% of its workforce, and plans to cut crude output by one million barrels per day, or 40%, over the next decade. They hope to increase renewable energy output 20-fold. The French oil giant Total has taken a hard-line pro-green stance on climate change, asserting climate change linked to human activity is, in their words, an "established fact." Earlier this month, Total, the seventh-largest oil company in the world, pulled out of the American Petroleum Institute. The oil company says it disagrees with the U.S. trade group on methane emissions, subsidies for electric vehicles, and other environmental issues. The feds are investigating the way Exxon Mobil has valued its assets in the Permian Basin. The U.S. Securities and Exchange Commission is looking into a whistle-blower complaint asserting the West's largest oil company inflated the value of Texas assets, according to reporting in the Wall Street Journal. The probe comes after the commission has been largely silent on rosy industry projections, which left hundreds of billions of dollars in investor losses and write-downs. One analyst pegs the losses at $450 billion of invested capital and more than 190 bankruptcies between 2010 and 2020. The company denies the claims, but its stock fell as much as 6%.

News From the Oil Patch: Kansas crude above $40 for second straight week

As we get settled into the first and second week of the 2021 legislative session, most of our work is concentrated in committees where bills are being prioritized and vetted. The Senate has 17 standing committees which cover many different topics, including education, agriculture, judiciary, budget and utilities—to name a few.&nbsp; Once a committee completes hearings and votes on a bill, if passed, it will then make its way to the Senate floor and the full body will begin to debate and vote on the measure. Floor debates and votes will begin in the coming weeks.

My committees this year have changed a bit - the Ethics, Elections and Local Government committee is now two committees renamed Transparency and Ethics and Local Government.&nbsp; I will chair Transparency and Ethics and will serve as the Vice-Chair of Local Government.&nbsp; I continue to serve on the Transportation, Judiciary and Utility committees and remain on the Historical Preservation Committee.&nbsp; I was also assigned to a new committee, the Joint Committee on Corrections and Juvenile Justice Oversight.&nbsp;

On Wednesday, January 13, Governor Kelly delivered her State of the State address virtually this year due to limited large group gatherings which has been the tradition in the House Chambers. Her address is the starting point for the budget process in Senate Ways and Means and House Appropriations and sets the tone for the upcoming session.&nbsp; Both committees are currently reviewing her budget proposals for 2021.

Senate Bill 14&nbsp;– extending KEMA (Kansas Emergency Management Act) deadlines - many of the provisions in HB 2016 which the Kansas Legislature passed last June will expire on January 26, 2021.&nbsp; The dates were extended in SB 14 to March 31st&nbsp;to allow for additional hearings to look at the sections of the current law from last year.

Senate Bill 13&nbsp;- Truth in Taxation – this bill would repeal the property tax lid, establish notice and public hearing requirements for any taxing subdivision seeking to collect property taxes in excess of the subdivision's revenue-neutral rate, prohibit valuation increases resulting solely from normal maintenance of existing structures, and expand the allowed acceptance of partial payments or payment plans for property taxes.

Both bills were sent to the House for their consideration as a body.&nbsp;

State law in Kansas requires that certain appointments by the Governor or other state officials be confirmed by the Senate prior to the appointee exercising any power, duty, or function of the office. On Thursday, January 21st, the Senate confirmed twenty-nine individuals to boards or agency heads and one Judicial post.&nbsp; Irv Mitchell of Russell County and Leonard Wolfe of Marshall County were both confirmed to serve another term on the State Banking Board.&nbsp;

The Value Them Both Amendment to the Constitution, SCR 1602 &amp; HCR 5003, were introduced in both the House and Senate and have both been passed out of their respective committees.&nbsp; This is the legislative response to the recent ruling by the Kansas Supreme Court in Hodes &amp; Nauser v. Schmidt determining a woman has a constitutional right to an abortion.&nbsp; The proposed constitutional amendment allows elected officials regulation and oversight over abortions which has been the case for years.&nbsp; Some of these bills passed and signed by governors are parental consent for minors, 24 hour waiting period and clinic sanitation and safety standards. 

The amendment does not allow Kansas to over-rule federal law and will reinstate the role of the Legislature to regulate this industry like any other.&nbsp; The amendment will require a 2/3rd&nbsp;majority in each chamber to move forward and then the question will be placed on the ballot for the public to vote on in 2022.&nbsp;

Memorial Highway – Marshall County -SB19

Due to the shortened 2020 session, our Marshall County highway renaming bill failed to pass through the process to the Governor’s desk.&nbsp; I introduced a new bill in Senate Transportation committee – SB19 and a hearing will be scheduled next week.&nbsp; The bill will rename a five-mile portion of US Highway 77 from the western limit of the City of Blue Rapids to the eastern limit of the City of Waterville.&nbsp; This legislation would rename this highway section the “Corporal Allen Oatney and SP4 Gene Myers Memorial Highway.”&nbsp; This bill is in honor of Corporal Allen E. Oatney and Specialist Fourth Class Gene A. Myers, Waterville residents, who both were killed by hostile fire while serving their country during the Vietnam War.&nbsp; The memorial highway is a proposal from the American Legion Posts in Blue Rapids and Waterville.&nbsp; Funding for the project will be provided by Posts 169 &amp; 332 through private donations.&nbsp; After it passes out of the Senate, Representative Lisa Moser (House District will #106) will continue the process through the House of Representatives.&nbsp;

Her address is the starting point for the budget process in Senate Ways and Means and House Appropriations and sets the tone for the upcoming session.&nbsp; Both committees are currently reviewing her budget proposals for 2021.Senate Floor ActionSenate Bill 14&nbsp;– extending KEMA (Kansas Emergency Management Act) deadlines - many of the provisions in HB 2016 which the Kansas Legislature passed last June will expire on January 26, 2021.&nbsp; The dates were extended in SB 14 to March 31st&nbsp;to allow for additional hearings to look at the sections of the current law from last year.Senate Bill 13&nbsp;- Truth in Taxation – this bill would repeal the property tax lid, establish notice and public hearing requirements for any taxing subdivision seeking to collect property taxes in excess of the subdivision's revenue-neutral rate, prohibit valuation increases resulting solely from normal maintenance of existing structures, and expand the allowed acceptance of partial payments or payment plans for property taxes.Both bills were sent to the House for their consideration as a body.&nbsp;Senate ConfirmationState law in Kansas requires that certain appointments by the Governor or other state officials be confirmed by the Senate prior to the appointee exercising any power, duty, or function of the office. On Thursday, January 21st, the Senate confirmed twenty-nine individuals to boards or agency heads and one Judicial post.&nbsp; Irv Mitchell of Russell County and Leonard Wolfe of Marshall County were both confirmed to serve another term on the State Banking Board.&nbsp;Committee ActionJudiciary CommitteeThe Value Them Both Amendment to the Constitution, SCR 1602 &amp; HCR 5003, were introduced in both the House and Senate and have both been passed out of their respective committees.&nbsp; This is the legislative response to the recent ruling by the Kansas Supreme Court in Hodes &amp; Nauser v. Schmidt determining a woman has a constitutional right to an abortion.&nbsp; The proposed constitutional amendment allows elected officials regulation and oversight over abortions which has been the case for years.&nbsp; Some of these bills passed and signed by governors are parental consent for minors, 24 hour waiting period and clinic sanitation and safety standards. The amendment does not allow Kansas to over-rule federal law and will reinstate the role of the Legislature to regulate this industry like any other.&nbsp; The amendment will require a 2/3rd&nbsp;majority in each chamber to move forward and then the question will be placed on the ballot for the public to vote on in 2022.&nbsp;TransportationMemorial Highway – Marshall County -SB19Due to the shortened 2020 session, our Marshall County highway renaming bill failed to pass through the process to the Governor’s desk.&nbsp; I introduced a new bill in Senate Transportation committee – SB19 and a hearing will be scheduled next week.&nbsp; The bill will rename a five-mile portion of US Highway 77 from the western limit of the City of Blue Rapids to the eastern limit of the City of Waterville.&nbsp; This legislation would rename this highway section the “Corporal Allen Oatney and SP4 Gene Myers Memorial Highway.”&nbsp; This bill is in honor of Corporal Allen E. Oatney and Specialist Fourth Class Gene A. Myers, Waterville residents, who both were killed by hostile fire while serving their country during the Vietnam War.&nbsp; The memorial highway is a proposal from the American Legion Posts in Blue Rapids and Waterville.&nbsp; Funding for the project will be provided by Posts 169 &amp; 332 through private donations.&nbsp; After it passes out of the Senate, Representative Lisa Moser (House District will #106) will continue the process through the House of Representatives.&nbsp;Following the Kansas LegislatureYou can view video streaming of both chambers via the Kansas Legislature YouTube page. 	I am fascinated by how the brain works and I try to read all the latest books on the subject. We are supposed to get wiser with age, but I have learned that is not always the case. However, studies show that there are some things we can do to improve our mental function. One very important component to a healthy brain is better nutrition. In addition, getting enough sleep and exercising will add brain power. &nbsp;

	The Academy of Nutrition and Dietetics has identified four types of food that specifically help boost our brain power:

Getting adequate veggie-intake, especially cruciferous ones including broccoli, cabbage and dark leafy greens, may help improve memory. Include kale in your salad or substitute collard greens for a tortilla in your next sandwich wrap. Broccoli stir-fry also is an excellent option for lunch or dinner.</li><li>Berries 
Dark berries especially, such as blackberries, blueberries and cherries — are a rich source of anthocyanins and other flavonoids that may boost memory function. Enjoy a handful of berries for a snack, mixed into cereal or baked into an antioxidant-rich dessert. You can reap these benefits from fresh, frozen or dried berries and cherries.</li><li>Omega-3 fatty acids 
Essential for good brain health, omega-3 fatty acids, docosahexaenoic acid, or DHA, in particular, may help improve memory in healthy young adults. Seafood, algae and fatty fish — including salmon, bluefin tuna, sardines and herring — are some of the best sources of omega-3 fatty acids. Substitute fish for meat a couple times each week to get a healthy dose. Grill, bake or broil fish for ultimate flavor and nutrition. If you don't normally eat fish, discuss other food options and supplementation with your doctor or registered dietitian nutritionist. You can get omega-3 fatty acids from fish oil, seaweed or microalgae supplements.</li><li>Walnuts 
Walnuts also may improve cognitive function. Snack on a handful of walnuts to satisfy midday hunger, add them to oatmeal or a salad for crunch or mix them into a vegetable stir-fry for extra protein.</li>
 </ul>Nutrition plays a major role in brain development. Plan your meals carefully and add brain-rich foods to your plate each day.
