Annual review of Hays Comprehensive Plan on tap for Planning Commission 

The Center for Empowering Victims of Gender-based Violence is a regional hub of collaborative research and service, housed in the Department of Criminal Justice at Fort Hays State University.

In 2018, Dr. Ziwei Qi of Criminal Justice and Dr. Hsin-Yen Yang of Communication Studies were selected as entrepreneurship faculty fellows by the Robbins College of Business and Entrepreneurship and the Provost's Office at Fort Hays State University. This fellowship supports Drs. Qi and Yang in pursuing their innovative approaches in empowering survivors of gender-based violence from rural communities to gain economic independence and long-term security.

Drs. Qi and Yang’s initiative addressed the importance of social entrepreneurship, safe housing, employment, counseling, and healthcare for survivors' financial freedom and social justice. With the support from the Departments of Criminal Justice, Communication Studies, Sociology, and Art and Design, in March 2020, the Center for Empowering Victims of Gender-based Violence (CEVGV) was established and housed in the Department of Criminal Justice.

Dr. Tamara Lynn, chair of the Department of Criminal Justice, became the Center's third co-founder alongside Drs. Qi and Yang. The Center recently welcomed four senior research consultants, Dr. Christy Craig of Sociology and Drs. Morgan Steele and April Terry of Criminal Justice, and Dr. Rachel Dolechek of Applied Business Studies, who will provide research and policy recommendations on gender-based violence in the rural community. The Center also has two undergraduate research assistants, Brandi Hanson and Cristina Jimenez, and one graduate research assistant, Viviana Lizarraga.

The Center for Empowering Victims of Gender-based Violence aims to reduce the constraints survivors face, promote freedom of economic independence, and empower survivors to pursue opportunities freely. It commits to providing sustainable support and improvement to help survivors break the cycle of violence and transform themselves from victims/survivors to social entrepreneurs.

The Center facilitates cross-disciplinary research and collaborative networks researchers use to apply evidence-based approaches and investigate best practices addressing gender-based violence in rural communities.

The Center establishes and develops academic-community collaborations through service-learning, research, assessment, and educational opportunities and policy recommendations that enhance the well-being of rural communities. FHSU initiative will support victims of gender-based violence

The Kansas Department of Transportation plans to begin work on a shoulder improvement project along a portion of U.S. 281/24 near Osborne the week of March 15, weather permitting.

Crews will be flattening out shoulder slopes and removing guardrail approximately 1 mile north of Osborne. Most of the work will take place off the roadway, however traffic may be reduced to one lane at times and controlled by flaggers. Motorists are reminded to slow down and stay alert when traveling near and through work zones.

Esfield Construction Inc. of Great Bend is the primary contractor for the $240,000 project. Work is expected to be completed in early May, weather permitting.

With all but the southern edge of Ellis County in a <a href="https://hayspost.com/posts/c24db742-04fb-45aa-951b-4070ae05df67">moderate drought</a>, the rain was a welcome sight in Hays Saturday.

According to official records at the K-State Agricultural Research Center, 2.46 inches of rain was measured in Hays by 8 a.m. Sunday.

So far in March, 2.97 inches of moisture has been recorded, more than twice the average total for March, which is 1.25 inches.&nbsp;

Hays is also more than an inch ahead of the average amount of moisture by the end of March, with 3.66 inches. The 152-year cumulative average by March 31 is 2.46 inches.

The <a href="https://hayspost.com/posts/72893f1e-372e-4172-871a-969761751fc4">weather forecast</a> calls for more rain through Tuesday.&nbsp;

A Flash Flood Watch issued by the National Weather Service in Dodge City remains in effect until 1 p.m. Sunday.

More than 2 inches of much-needed rain falls in Hays

A Fort Hays State University graduate student is trying to break down barriers and eliminate stigma on and off the court.

Will Fried, who has Asperger's syndrome, a high-functioning form of autism, is living a dream he's had since he was in the fourth grade, being a basketball referee.

Fried, of Bethesda, Md., came to FHSU in the fall to work on a master's degree in higher education and student affairs. He is a member of the FHSU Student Accessibility Services Committee.

His hopes after he finishes his degree is to work full time in disability services, diversity, inclusion or intramurals at the college level.

Fried played basketball through his high school years. He played on a level A amateur team, which was a competitive team with some travel. He attended Coach K's Duke basketball camp as a youth where he said learned heart, strength and grit.

"You have to be enthusiastic about what you want to do and keep going," he said.&nbsp;

He was also a season ticket holder from time he was a kid for the University of Maryland women's basketball team and is still a great fan.&nbsp;

"I've seen competitive games," he said. "I've officiated. I have seen both sides. I understand the situations coming from both sides."

Fried's first had the opportunity to wear the black and white stripes when he was 18 and was selected to be an official at a basketball camp in Frostburg, Md.&nbsp;

He continued refereeing intramurals when he entered college at the University of Maryland,&nbsp;Salisbury. After two years in the program, he was promoted to a supervisor and was in charge of other officials.

He sought to continue refereeing in Hays and has landed assignments to referee rec, middle school and JV basketball games.

When he was asked why he enjoyed refereeing, he said it was the&nbsp;camaraderie.

"I think it is the camaraderie with the other officials and still being able to give back and honor the game in some way," he said. "You enjoy it and still have the pride in [the game]."

As a student, Fried said he has had to become more aware of his own needs and works to overcome barriers. He may have to read an article two or three times to gain a deep understanding of its content.

As someone who has autism, he said he works to try to be aware of how he is interacting with others in his classes and how he is contributing to the discussions in classes.

Fried said he hopes to create more awareness about autism and disabilities through his future career and his involvement in sports.

"People believe that people with disabilities can't do anything, but people [should] be allowed to do whatever they want with their own self determination," he said.

Autism has a range of symptoms, but common symptoms include difficulty with communication and social interactions, obsessive interests, and repetitive behaviors.

Fried said people who have autism have a range of abilities, as well as challenges.

"Each person with a disability is not the same," he said. "Some people might have autism as well, but you can't give them the same treatment you do to someone else because they are a totally different person.&nbsp;

"Different people have different specialties and activities they like to do. It has to be more customized from person to person."

He explained some people who have autism are non-verbal and use communication devices to speak. They also may have sensitives to sound or touch. 

"Then you have the highest spectrum for people who are formally known as Asperger's, which are people like myself who are smart, who are very detailed, know what they're doing, but at times can be deemed as socially awkward," he said.

He asked the community to not stereotype individuals who have autism.

"You have to see the whole person as themselves and for the uniqueness they bring to society," he said.

Fried said he is seeing awareness of disabilities grow in sports. Last year, Kent State awarded the first Division I basketball scholarship to a person who has autism, Kalin Bennett.

A high school basketball manger who also has autism, Jason "J-Mac" McElwain scored 20 points in a game his senior year in high school. He is now a marathon runner and public speaker.

People who have disabilities need to have mentors to help them be better athletes and officials, Fried said. He&nbsp;said he seeks mentors to watch his games and give him feedback so he can improve his officiating.

"I think people have seen my officiating and how much heart, strength, grit and passion I bring to the kids and the coaches with the knowledge of the game," he said. ... "It definitely has inspired other people to work harder and break down things."

Fried said he wants to help others strive for greatness. He is already mentoring two other people who hope to be disability advocates.&nbsp;

Fried said he is following the lead of disability activist Ed Roberts, who was the first student who relied on a wheelchair to attend the University of California, Berkeley. 

"Go out and change the old attitudes," Fried quoted Roberts. "Bring other people with disabilities around with you. Help them strive for greatness too. We need to be all in this together, and we can do great things."

He&nbsp;said he seeks mentors to watch his games and give him feedback so he can improve his officiating."I think people have seen my officiating and how much heart, strength, grit and passion I bring to the kids and the coaches with the knowledge of the game," he said. ... "It definitely has inspired other people to work harder and break down things."Fried said he wants to help others strive for greatness. Former Comeau Plainville property goes up for sheriff sale

With the first Republican having now filed to challenge Gov. Laura Kelly in 2022, Kansans are about to hear a raft of claims and counter-claims about the Kansas Department of Labor’s woeful handling of unemployment claims during the pandemic.&nbsp; Most will lay the blame squarely on the governor.&nbsp; Like many of the unemployment filings themselves, quite a few of these claims will be fraudulent.&nbsp; The barrage could start any day now, so before it does, here is what we know.

	First, the computers themselves were decrepit due to decades of deferred maintenance.&nbsp; As the pandemic hit, KDOL computers dated from the 1970s. My colleague Patrick Miller wrote about the developing problems back in April 2020.&nbsp; Then the deluge worsened.&nbsp; Entire mainframes processing tens of thousands of claims had far less processing capacity than one modern-day phone, watch, or thermostat.&nbsp; They could not be serviced or repaired, since the production of replacement parts ended decades ago.

How did this happen? Another colleague, Burdett Loomis warned us in his 2019 column about the aging Docking State Office Building.&nbsp; Kansas has a huge backlog of deferred maintenance, from buildings to computers to infrastructure. Pushing back maintenance schedules is a seemingly painless way to balance budgets without tax increases or cuts to popular programs. In truth, the pain is simply hidden.&nbsp; Over time it saddles the state with multi-billion dollar liabilities and an inability to cope with crises such as the pandemic.&nbsp; 

Republicans and Democrats alike bear responsibility.&nbsp; Both ignored or downplayed the problem. Some even made it worse. For example, a Brownback-era experiment in no-bid contracting for these services diverted money that could have funded the necessary upgrades.&nbsp; Now, the Legislature has finally appropriated the money for these upgrades.&nbsp; They expected to be completed in 2022 — a little late to help with the pandemic.

	KDOL’s problems go far beyond slow processing and jammed phone lines.&nbsp; Thousands and thousands of Kansans have been hit with fraudulent unemployment claims filed in their names.&nbsp; Even the governor herself has been affected. &nbsp; Kansas is not alone.&nbsp; California paid out an estimated $9 billion on such fake claims, and other states in our region were also affected, with Colorado and Missouri being particularly hard-hit.&nbsp; Still, Kansans are right to want answers.

	Current investigations indicate that the data breach did not occur in Kansas.&nbsp; Instead, overseas fraudsters data-mined personal information from countless Kansans using earlier data leaks such as the 2017 breach of Equifax, a credit-reporting agency.&nbsp; The fraudsters then sat on this data and waited.&nbsp; The flood of claims due during pandemic was their moment, and they pounced.&nbsp; Already overwhelmed, KDOL was unable to cope.&nbsp; 

Like other states, Kansas has paid out many of these claims, and some, perhaps most of that money is gone forever.&nbsp; KDOL has announced that no Kansas individual or company will be penalized as a result, but there have still been countless inconveniences including delays in processing legitimate claims, not to mention the time consumed by cancelling credit cards, changing account numbers, and just generally re-claiming one’s identity.&nbsp; Also, some Kansans still do not know that they were affected and will find out later.

Nex-Tech employee recognized as industry ‘Excellence' award winner

You might not have a pot of gold, but you can enjoy a pot of delicious potatoes this summer if you plant your potatoes in March.&nbsp; This week is St. Patrick’s Day and a traditional time when many gardeners plant their potatoes.&nbsp; Any time from mid-March to late-March is a great time for planting.

To plant potatoes you won’t want to use those you buy from the grocery store for cooking.&nbsp; Instead you’ll want to purchase seed potatoes from a greenhouse or garden center. &nbsp; Seed potatoes are certified disease free and have plenty of starch to help them sprout quickly.&nbsp; &nbsp; Three or four days before planting you will want to cut your potatoes.&nbsp; The reason for this process is to toughen up and form a protective coating so the seed potato doesn’t rot when placed in the ground.&nbsp; Most seed potatoes can be cut into four pieces, and the goal is to have one or more eye sprouts in each piece.&nbsp;&nbsp;

Next dig holes about 1 to 2 inches deep and place each potato piece flat side or cut side face down.&nbsp; Leave between 8 to 12 inches apart in rows. &nbsp; Then space rows about 3 feet apart.&nbsp; It will often be mid-to-late April before you see the plants poking their way through the soil.&nbsp; To encourage large yields and to prevent sunburning, pull the soil up to the base of the plants. &nbsp; Potatoes need regular watering especially when they are 6-12 inches tall.&nbsp; Harvest potatoes when vines are half dead. Typically within ten to fifteen weeks you enjoy some great tasting potatoes. &nbsp; To enjoy a fall harvest, plant another batch of seed potatoes in early to mid-July.

Now’s also a great time to plant lettuce, radishes, peas, spinach, broccoli, and cabbage from seed.&nbsp; Onion sets should also be planted now.&nbsp; Onion sets are typically planted 1 to 1 and half inches deep about 2 to 4 inches apart with rows 15 inches apart.&nbsp; All these vegetables like cooler temperatures and should be planted now for optimum enjoyment.

Making time to work on projects, care for livestock and complete record books are activities that reinforce self-discipline. Handling successful and not-so-successful events and being responsible for your own projects builds integrity. Communications skills are relevant in every field, every job and every relationship. Practicing communication skills with fellow 4-H members, club leaders, judges and the community are necessary as this doesn’t come naturally or easily for everyone.

Raising people who are comfortable and willing to accept leadership roles in organizations is crucial for the continued growth and success of our communities. Not everyone, however, is comfortable with their “leadership” on display and leaders can have a huge impact -&nbsp; positive or negative! Watch a young person, who may not be comfortable presenting in front of a large group, quietly show another how to wash a calf, show a pig or finish a hem “just right”. That is servant leadership!

I pledge my HEALTH to better living – In a world increasingly critical of agricultural practices, it is important to know where our food comes from and make good choices in regard to healthy eating and a healthy lifestyle. Being the best version of ourselves contributes to the success of all around us.

BERAN: 4-H — what’s it all about anyway?

Spring is just around the corner and the Walk Kansas registration is open.&nbsp; Living a healthier lifestyle doesn’t mean changing everything at once. It’s about understanding lifestyle choices you make each day and improving these habits one step at a time.&nbsp;

In Walk Kansas, participants are encouraged to form teams of six, with one serving as captain. Team members record their own activity – walking, bicycling or other activity – online weekly. For the first time this year, a pilot program allows participants to sign up individually rather than as part of team if they choose. The program this year starts on March 28th and finishes up on May 22nd.&nbsp;

Though teams and individuals don’t actually walk across the state, the goal is to walk in their own neighborhoods or communities an equivalent distance to walking across Kansas. Plus, they’ll learn virtually about the state along the way. Each team (or individual) chooses one of three challenges at the outset, each with different goals.

Challenge 1, for example, sets a minimum guideline of 30 minutes of exercise five days a week and takes a team on a virtual tour of the 8 Wonders of Kansas. Challenges 2 and 3 increase the goals set.&nbsp; Those who sign up for the individual pilot program will walk (virtually) the Purple Power Trail, which begins on the Kansas State University campus. The individual sets a personal goal to determine how far along they will go during the eight weeks.

How can you join Walk Kansas in 2021?&nbsp;

Anyone, young or old, can participate in Walk Kansas! Technology allows participants to stay connected even if they don’t live close by. Teams can include co-workers, family members, neighbors, school classmates, members of civic or community organizations, or faith-based group. The team concept is important so team members must agree to support and encourage one another. &nbsp;

🎙 Post Podcast: Ellis Lakeside Campground offers opportunity to explore town

Kansas State Rep. Rui Xu, D-Westwood, will come to Hays for an outdoor question-and-answer session with the Ellis County Democratic Party from 4 to 5 p.m. Friday, March 19, in the Downtown Hays Pavilion.

His visit will also include an appearance at 7 p.m. on Smoky Hills Public Television.

Xu said the visit is part of an effort to hear from “people who don’t get to talk to Democrats very much.”

“Democrats have a reputation for not talking to people in rural areas,” he said. “I don’t see any reason why that should be the case. That’s a disservice to rural Kansas. This is part of an effort to talk to people all over the state.”

For Smoky Hills Public Television, Xu will participate at 7 p.m. on “Kansas Legislature,” a live, one-hour call-in show. The March 19 program, hosted by Dr. Jay Steinmetz, assistant professor of political science at Fort Hays State University, will include State Rep. Clarke Sanders, R-Salina.

Xu, a marketing analyst, noted that while he lives and works in Kansas City, “I grew up in Rolla, Missouri, so I am very familiar with rural issues, and those issues fit right into Democratic ideals.”

Rolla, a city of about 20,000, is the largest community in Phelps County, a rural county in south-central Missouri surrounded by rural counties.

Xu, the first Chinese-American ever to serve in the Kansas Legislature, is on the Agriculture Committee, the Financial Institutions and Pensions Committee (which includes Barb Wasinger, Hays’ Republican representative), and the Special Committee on Mental Health Modernization.

One of the bills he has introduced in the Kansas Legislature is a right-to-repair bill.

“When you buy a new combine and it breaks down,” he said, “you have to go through an authorized repair shop, which means you have to pay those prices and wait until they can get to you. My bill requires that equipment suppliers make parts and repair manuals available so that farmers can make repairs themselves.”

He will also touch on environmental issues such as carbon farming and healthy-soil legislation.

His district, House 25, encompasses Westwood, Westwood Hills, Roeland Park, Mission Woods, Fairway and portions of Mission, Mission Hills and Prairie Village, all in Johnson County.

The only Asian-American in the Kansas Legislature, Xu was first elected to the House in 2018, defeating incumbent Republican Melissa Rooker. He was unopposed in 2020. Kan. House Ag Committee member to visit Hays for Q&A at Pavilion

Fort Hays State University student Holly Linenberger said her heart is broken.

Her sister Sophia, a junior at Thomas More-Prep Marian, has been battling cancer since 2019. 

Sophia, 17, was diagnosed in January 2019 with a rare cancer, Ewing's sarcoma. She spent much of 2019 going back and forth to Children's Mercy Hospital in Kansas City for treatment, including two surgeries to her spine.

Sophia was told she was in remission for her cancer, but the cancer appeared again in August 2020.

The family has been separated regularly as Sophia and her mother, Jenny, must travel frequently to Children's Mercy Hospital in Kansas City for Sophia's treatments.

Sophia will have to continue her chemotherapy treatments until August.

Holly, who has continued to live at home during her studies at FHSU, said home was a refuge, a calm place for her, her dad and her mother and sister between Sophia's difficult treatments.

Holly spent a lot of time with her dad in the last few years, and their close family bonds have become even closer.

The family received more tragic news is February when Holly's and Sophia's father, Stan, 62, was also diagnosed with cancer — lymphoma.

Stan Linenberger is now facing seven months of his own difficult chemotherapy at the University of Kansas Medical Center in Kansas City.

"It just breaks my heart to hear that," Holly, speaking for the family, said. "It was so unexpected. ... When I first heard about his diagnosis, I was heartbroken, because I love him so much."

Holly said she is concerned for her mom, who now has to help care for both Sophia and Stan.

"My mom goes through so much too," Holly said. "She has to drive back and forth each week, which is four-hour drive, eight hours round trip. It's just hard, because there was always a comfort in seeing us, and now she has to worry about my dad too."

All those miles going back and forth to Kansas City has meant a lot of wear and tear on the family's van, which has started to have mechanical problems.

Holly has become increasingly concerned about her mom and Sophia, getting back and forth to KC for treatment safely.

Holly created a <a href="https://www.gofundme.com/f/help-a-father-and-daughter-with-cancer?utm_source=customer&amp;utm_medium=copy_link&amp;utm_campaign=p_cf+share-flow-1">GoFundMe account</a> for their family to help cover the cost of purchasing a newer vehicle, for overnight stays in KC when Sophia and her dad have to go for treatment, as well as bills and food.

"My family is my everything," she said. "That is why I wanted to do this for them."

She said she is unsure how how much her father, an EnerSys employee and the bread winner for the family, will be able to work during his treatment.

"It is so hard for me to watch my family go through this hard time," Holly said, "especially now, because I don't feel I can don anything to help. "

Holly said the community has been very supportive of her sister and their family during her illness, and hopes the community will continue to be supportive during her father's illness.

Any donation to the GoFundMe will be appreciated, she said.

Within two days, more than $5,000 had already been donated through the GoFundMe account.

"This has been really hard on me, but I have always been a very positive person," Holly said. "I think the best in things. With my sister's diagnosis, it originally broke my heart because we are like best friends. We do everything together. I have never really been away from her my whole life.

"To see my family split up with my mom and sister in Kansas City all of the time and my dad and I at home all of the time, it was hard not to be all together.&nbsp;

"With my dad's recent diagnosis, it broke my heart. He was someone who I spent time with and I had comfort spending time with him at home. I know how hard he works for our family."

Holly, who is a junior in interior design at FHSU, said she always has her family on her mind at school, which can be a distraction. However, she said she had fought to keep her grades up because she wants her family to be proud of her.

"I have always had them in my mind when I go to school. Thinking about them in class, wondering if they are going to get there, wondering if they are going to be OK, wondering how treatment is going," Holly said.

"I try to be as positive as I can. I know my whole family is in God's hands."

Sister creates GoFundMe after sister, father diagnosed with cancer

The Ellis County Health Department on Friday reported the average number of new coronavirus cases per day in the last seven days fell to one.

There were just two new cases of COVID-19 identified in Ellis County since Wednesday. There are currently 15 active cases, including one active hospitalization of an Ellis County resident, and 3,685 recovered cases.

As of Friday, there were three COVID-19 inpatients at HaysMed, down from seven on Thursday, with just one of those active patients and two in the recovery phase.

As of Wednesday, there were seven COVID-19 inpatients at HaysMed, down from 10 on Tuesday, with one of those active patients and six in the recovery phase.

The seven-day average of percent of positive tests remained steady at 2.8 percent.

Since reporting began, there have been 3,700 cases of COVID-19 identified in Ellis County, including 73 coronavirus-related deaths.

Of the total 25,517 tests administered, 13.4 percent have returned positive for coronavirus.

NOTE:&nbsp;"New cases" reflects cases reported by the Ellis County Health Department between regular reporting periods of Monday, Wednesday and Friday. "Total cases" reflects all cases reported by the department. Because of delayed test results, total cases might include cases prior to the previous reporting period, so KDHE figures might not necessarily correspond.

There are currently 15 active cases, including one active hospitalization of an Ellis County resident, and 3,685 recovered cases.As of Friday, there were three COVID-19 inpatients at HaysMed, down from seven on Thursday, with just one of those active patients and two in the recovery phase.As of Wednesday, there were seven COVID-19 inpatients at HaysMed, down from 10 on Tuesday, with one of those active patients and six in the recovery phase.The seven-day average of percent of positive tests remained steady at 2.8 percent.Since reporting began, there have been 3,700 cases of COVID-19 identified in Ellis County, including 73 coronavirus-related deaths.Of the total 25,517 tests administered, 13.4 percent have returned positive for coronavirus.NOTE:&nbsp;"New cases" reflects cases reported by the Ellis County Health Department between regular reporting periods of Monday, Wednesday and Friday. "Total cases" reflects all cases reported by the department. Because of delayed test results, total cases might include cases prior to the previous reporting period, so KDHE figures might not necessarily correspond.<figure>
