TOPEKA –&nbsp; The Attorney General’s Office will mark National Consumer Protection Week with free document destruction events throughout the state, Kansas Attorney General Derek Schmidt said.

“Our office works hard year-round to protect consumers,” Schmidt said. “Next week, we will place a particular focus on helping Kansans protect themselves from identity theft and stay safe from scams.”

The office will sponsor free document destruction at eight locations throughout the state from March 1 to March 6, which is National Consumer Protection Week. Securely shredding personal documents is an important step toward preventing identity theft.

The schedule of events for the week includes:

Tuesday, March 2 11 a.m. – 1 p.m. Hays Sternberg Museum, 3000 Sternberg Dr.

Consumers are asked to limit their documents for destruction to three small bags or boxes. Documents will be securely transported to the shredding facility for safe destruction by certified shredding companies.

Free document shredding during National Consumer Protection Week

This week marked the sixth week of session with the first half of the legislative session almost behind us.&nbsp; As we approach “turn-around” the Senate held floor debate on Tuesday and Thursday and worked bills which were sent out of committees to the full Senate.&nbsp; The bills voted on by the full Senate now cross over to the House of Representatives where the process starts over.&nbsp;

On February 13th, our friend Senator Bud Estes passed away.&nbsp; Senator Estes was first elected to the Kansas Senate in 2016 and was re-elected in 2020. He also served in the Kansas House prior to his Senate elections.&nbsp; The funeral for Senator Estes will be held on Monday, February 22nd&nbsp;and the Senate will not be operating other than on a pro-forma basis.

FLOOR ACTION – 12 BILLS PASSED OFF SENATE FLOOR

<a href="http://kslegislature.org/li/b2021_22/measures/sb49/" target="_blank">SB 49</a>&nbsp;would extend the sunset on the single city port authority tax credit from the end of tax year 2021 to the end of tax year 2024 to corporation income taxpayers. <a href="http://kslegislature.org/li/b2021_22/measures/SB52/" target="_blank">SB 52</a>&nbsp;establishes the Sedgwick County Urban Area Nuisance Abatement Act (Act). <a href="http://kslegislature.org/li/b2021_22/measures/sb60/" target="_blank">SB 60</a>&nbsp;requested by Attorney General Derek Schmidt would amend the statute governing jurisdictional application of the Kansas Criminal Code to define “proximate result.”&nbsp; Currently a crime is considered to have been committed partly within the state if the proximate result of the person’s act occurs within the state.&nbsp; This bill will help the state go after the bad actors who have filed fraudulent Kansas Unemployment claims. <a href="http://kslegislature.org/li/b2021_22/measures/sb65/" target="_blank">SB 65</a>&nbsp;would decouple participation in the Kansas Industrial Training (KIT) program or the Kansas Industrial Retraining (KIR) program as a method to qualify for the High

Performance Incentive Program (HPIP) tax credit.

<a href="http://kslegislature.org/li/b2021_22/measures/sb66/" target="_blank">SB 66</a>&nbsp;would reauthorize the Kansas Angel Investor Tax Credit Act (Act) until tax year 2026. The bill would also make changes to the definitions and elements of how the Act operates.

<a href="http://kslegislature.org/li/b2021_22/measures/sb67/" target="_blank">SB 67</a>&nbsp;would amend the definitions for all-terrain vehicle (ATV) and recreational off-highway vehicle and would increase the maximum width of such a vehicle from 50 inches to 55 inches.

<a href="http://kslegislature.org/li/b2021_22/measures/sb77/" target="_blank">SB 77</a>&nbsp;would enact the Audiology and Speech-Language Pathology Interstate Compact.

<a href="http://kslegislature.org/li/b2021_22/measures/sb85/" target="_blank">SB 85</a>&nbsp;would require a foster care case management contractor under contract with the Department for Children and Families (DCF) to notify DCF whenever a child in foster care has gone missing or spent any overnight period in a location not licensed as a placement for foster youth. The bill would establish time frames and actions that would be required to be taken, should the contractor notify DCF of the missing child or overnight stay at a non-licensed location and also establish fines on the contractor. <a href="http://kslegislature.org/li/b2021_22/measures/sb88/" target="_blank">SB 88</a>&nbsp;would amend law regarding the process for vacation of city streets or other public easements and would add law regarding challenging a street vacation ordinance.

BOWERS: Senate Scene, Week 6

As you walk into <a href="https://www.facebook.com/Professors-1659120907728839">Professor's Classic Sandwich Shop</a> in Hays, you are greeted by the a bright, cheery atmosphere, the wood floors of the old depot from which the shop was built and and the bar from the shop's old night club days.

Many diners are unaware that below their feet is a commercial mushroom growing operation.

Mike and Amy Jensen, owners of Professor's and <a href="https://www.facebook.com/jensenhoneyfarm/">Jensen Farms</a>, grow mostly oyster mushrooms, but also some lion's mane and shiitke mushrooms in their basement operation.

 The mushrooms are used in a variety of dishes at the restaurant, including mushroom chili, soup, stir fries and mushroom taco salad. Amy's mother bakes on a pre-order basis and uses the mushrooms in cinnamon rolls and bierocks.

The family sells fresh or dried mushrooms along with raw honey at the restaurant and at the <a href="https://www.downtownhays.com/downtown-hays-market">Downtown Hays Market</a>.&nbsp;

The operation also ships to Kansas City, sells mushrooms to Gella's Diner and hopes to also offer the mushrooms at Philip Kuhn's new grocery store that he is opening soon on Main Street.

"I'm trying to make it more mushroom friendly around Hays and just teach people about them," Mike said.&nbsp;

Mike Jensen, 47,&nbsp; began hunting wild morel mushrooms when he was a kid with his parents. After he graduated high school, he began growing his own mushrooms for personal consumption.

He still hunts wild mushrooms whenever he can. He was leading mushroom forays (mushroom hunts), but those have been put on hold due to the pandemic.

He began growing mushrooms commercially five years ago.&nbsp;

The Jensens' oyster mushrooms are grown on black tubes filled with cotton hulls and straw, agriculture by-products.&nbsp;

Oyster mushrooms take about three weeks to grow and will last about three months.&nbsp;

The Jensens produce about 30 pounds of mushrooms per day.

They also&nbsp; grows shiitake and lion's mane mushrooms, but Mike said they are more temperamental and take longer to grow.

The Jensens maintain the basement at about 90 percent humidity by pumping warm steam into tent rooms. Water quality is important in raising mushrooms, so heating the water also helps eliminate impurities in the water, Mike said.

The mushrooms convert the water into fruit. Eight pounds of water will result in comparable weight in mushrooms, Mike said.

Oyster mushrooms have a neutral flavor, which is why Mike uses them in stir fries and adds taco seasoning to them for his taco salads.

Jensen also grows shiitake mushrooms, which have a stronger more earthy flavor profile, and lion's mane mushrooms, which Mike said taste like of crab meat.

Mike said he uses the lion's mane mushroom in the place of fish in a seafood taco.

"You would not know the difference," he said.

The Jensens also sometimes order chanterelle mushrooms, which have a sweeter taste, from Oregon. Some chefs make ice cream using the chanterelles.

"Mushrooms, people either love them or they hate them," Mike said. "The reason why they hate them is because of the button mushrooms sold at your normal supermarket that are grown on manure. 

"The button mushroom is probably one of the blandest mushrooms out there. That is what, so to speak, gives mushrooms a bad name."

Mushrooms are a complete protein. Oyster mushrooms are high in vitamin D, as well as contain other vitamins and minerals.

Not only are mushrooms a healthy food, but they can also be beneficial to the environment. Mushrooms are a natural hazmat crew. They are often used to help clean up chemical spills, Mike said.

"They take the chemicals out of the dirt and break down the hydrocarbons in the chemicals, and you can eat the mushroom, and it cleans the soil," Mike said.

The process is called&nbsp;mycoremediation.

Scientists have also discovered certain mushrooms can eat plastic and have been used in landfill projects, Mike said.

Prior to the pandemic, the Jensens signed a contract to sell mushrooms to US Foods. They leased a large warehouse and ramped up production to grow 1,000 pounds of mushrooms a week.

However, the pandemic hit, and US Foods canceled its contract. The Jensens dried and froze as many of the 25,000 pounds of the mushrooms they grew as they could, but still had to give some of the harvest away.

Many mushroom producers went bankrupt as a result of the pandemic because they hand no outlet for their mushrooms, Mike said.

Mike estimated between the loss of the contract with US Foods and losses at the restaurant the business lost about $1 million due to the pandemic.

The Jensens are in the process of building a new mushroom facility on their farm, nine miles north of the Yocemento exit, which they hope will allow them to again increase production without the increased overhead.

Mike said he hoped to sign another commercial contract for his mushrooms after the pandemic passes.

The Jensens also raise honey bees on their farm, which is primary in natural grasses and wildflowers. Amy and Mike have had the hives for about 11 years.

The family usually operates 50 to 75 hives, but this year they are increasing to 100 hives.

The operation yields about 4,000 to 6,000 pounds of raw honey per year.

Mike said he enjoys sharing his bee knowledge and hopes to have some classes through the Extension office, but the pandemic has put those on hold.

Most microorganisms will not grow in honey, which means it has been used from ancient to modern times to treat wounds. It will never go bad. It may harden, but can be brought back to a liquid by slowing heating.

Mike also championed the use of honey as a sweetener.

"This doctor gave me the best presentation on that aspect of it," Mike said. "He held up an apple and a bottle of honey. He said the sugars in this bottle of honey are more related to this apple than they are table sugar, so its just the natural sugars."

Honey also is filled with vitamins, minerals and amino acids.

The family uses their hometown honey in cookies that are served with every meal at the restaurant.

"We are always learning, that is what I love about [honey and mushrooms]," Mike said "Knowledge is power to me, and I really like learning a lot of different stuff."

 </figure><h2>Mysteries of growing mushrooms</h2>The Jensens' oyster mushrooms are grown on black tubes filled with cotton hulls and straw, agriculture by-products.&nbsp;Oyster mushrooms take about three weeks to grow and will last about three months.&nbsp;The Jensens produce about 30 pounds of mushrooms per day.They also&nbsp; grows shiitake and lion's mane mushrooms, but Mike said they are more temperamental and take longer to grow.The Jensens maintain the basement at about 90 percent humidity by pumping warm steam into tent rooms. Water quality is important in raising mushrooms, so heating the water also helps eliminate impurities in the water, Mike said.The mushrooms convert the water into fruit. Eight pounds of water will result in comparable weight in mushrooms, Mike said.<figure>

 </figure><h2>Tastes like crabmeat</h2>Oyster mushrooms have a neutral flavor, which is why Mike uses them in stir fries and adds taco seasoning to them for his taco salads.Jensen also grows shiitake mushrooms, which have a stronger more earthy flavor profile, and lion's mane mushrooms, which Mike said taste like of crab meat.Mike said he uses the lion's mane mushroom in the place of fish in a seafood taco."You would not know the difference," he said.The Jensens also sometimes order chanterelle mushrooms, which have a sweeter taste, from Oregon. Some chefs make ice cream using the chanterelles."Mushrooms, people either love them or they hate them," Mike said. "The reason why they hate them is because of the button mushrooms sold at your normal supermarket that are grown on manure. "The button mushroom is probably one of the blandest mushrooms out there. That is what, so to speak, gives mushrooms a bad name."<figure>

 </figure><h2>Mushrooms as a hazmat team</h2>Mushrooms are a complete protein. Oyster mushrooms are high in vitamin D, as well as contain other vitamins and minerals.Not only are mushrooms a healthy food, but they can also be beneficial to the environment. Mushrooms are a natural hazmat crew. They are often used to help clean up chemical spills, Mike said."They take the chemicals out of the dirt and break down the hydrocarbons in the chemicals, and you can eat the mushroom, and it cleans the soil," Mike said.The process is called&nbsp;mycoremediation.Scientists have also discovered certain mushrooms can eat plastic and have been used in landfill projects, Mike said.<figure>

 </figure><h2>Pandemic bust</h2>Prior to the pandemic, the Jensens signed a contract to sell mushrooms to US Foods. They leased a large warehouse and ramped up production to grow 1,000 pounds of mushrooms a week.However, the pandemic hit, and US Foods canceled its contract. The Jensens dried and froze as many of the 25,000 pounds of the mushrooms they grew as they could, but still had to give some of the harvest away.Many mushroom producers went bankrupt as a result of the pandemic because they hand no outlet for their mushrooms, Mike said.Mike estimated between the loss of the contract with US Foods and losses at the restaurant the business lost about $1 million due to the pandemic.The Jensens are in the process of building a new mushroom facility on their farm, nine miles north of the Yocemento exit, which they hope will allow them to again increase production without the increased overhead.Mike said he hoped to sign another commercial contract for his mushrooms after the pandemic passes.<figure>

 </figure><h2>Hometown honey</h2>The Jensens also raise honey bees on their farm, which is primary in natural grasses and wildflowers. Amy and Mike have had the hives for about 11 years.The family usually operates 50 to 75 hives, but this year they are increasing to 100 hives.The operation yields about 4,000 to 6,000 pounds of raw honey per year.Mike said he enjoys sharing his bee knowledge and hopes to have some classes through the Extension office, but the pandemic has put those on hold.Most microorganisms will not grow in honey, which means it has been used from ancient to modern times to treat wounds. It will never go bad. It may harden, but can be brought back to a liquid by slowing heating.Mike also championed the use of honey as a sweetener."This doctor gave me the best presentation on that aspect of it," Mike said. "He held up an apple and a bottle of honey. He said the sugars in this bottle of honey are more related to this apple than they are table sugar, so its just the natural sugars."Honey also is filled with vitamins, minerals and amino acids.The family uses their hometown honey in cookies that are served with every meal at the restaurant."We are always learning, that is what I love about [honey and mushrooms]," Mike said "Knowledge is power to me, and I really like learning a lot of different stuff."

NW Kan. students named to WSU Dean's Honor Roll Fall 2020

What a difference a week makes, as we have seen a temperature shift of nearly 70 degrees. This is not only hard on us humans, but for our pets and especially outdoor livestock and those that are amid calving seasons. We wish you good luck. One of the things that last week brought out was the possibility of higher energy prices in your next bill. Our providers have been working hard to keep costs down and we are continuing to seek answers on where we go from here. This will become one of the top issues we will be dealing with the rest of the session.

Last week, the Commerce Committee worked on a bill that would provide more guidance to the Department of Labor in dealing with unemployment claims. This has been a frustrating issue and I am trying to work with Kansans and those who are continuing to run into roadblocks in receiving benefits that they have legitimately filed for. The Department of Labor sent an email to legislators late last week saying the backlog should be moving by March 1st.

I have received many comments on the issue of the failings of the Department of Labor, it is a situation that no one could have predicted. On one hand, the system was working before the pandemic so many would be upset if we have a grandiose system that was underutilized, and the legislature would have been scrutinized for unnecessarily spending money. On the other hand, should an upgrade been made, yes, but at what level and scope will always be open for speculation. I believe the legislature will make strides to fix many of these issues by the end of session.

Another issues that we continue to work on is the foster care system in Kansas. There are stories on multiple placements (one child having 130 placements), children sleeping in offices overnight, children running away from placements with the state having no idea where a child was located, and foster care children aging into the corrections system. In fact, a 2019 survey found that 1 in 3 Kansas inmates had been in foster care.

Last week, the House approved House Bill 2115, which emerged as one of the recommendations from the Legislature’s Special Committee on Foster Care Oversight. The bill establishes continual oversight – with creation of the Joint Committee on Child Welfare System Oversight – to ensure eyes remain on the administration’s management of the system and on long-term improvements for children in foster care. The House passed the bill 118-4. I voted for the bill. It now goes to the Senate for consideration.

Also, late last week, the House approved House Bill 2114, which establishes the Kansas Senior Care Task Force. The task force will study issues a range of issues that impact seniors in our state, including available care for Alzheimer’s disease, dementia, other age-related mental health conditions; safeguards to prevent abuse, neglect, and exploitation of seniors; and adult care home surveys and fines for violations. The House passed the bill, with a vote of 113-8.

The House also debated and approved House Bill 2151, a bill requested by Attorney General Derek Schmidt to improve efforts to prevent elder abuse in Kansas. Under HB 2151, a team of professionals would coordinate investigations of elder and dependent adult abuse. These teams, located in each of&nbsp;the state’s judicial districts, would also identify opportunities to improve the state’s response to the abuse of seniors. The House passed the bill, with a vote of 121-0. Both bills now go to the Senate for consideration. I voted for both.

It has been a quiet time in the agriculture committee, one of the bills we will be moving forward is commercialization of Industrial Hemp as the research phase has expired, we will reach “halftime” of the session the first weekend in March. Watch your local media outlet or social media as many county Farm Bureau’s are working on virtual town halls with legislators.

MANHATTAN — The American Legion Boys State of Kansas has announced that due to the uncertainty of coronavirus vaccines being fully available to the general public by the start of June, the 2021 Boys State of Kansas session will move from its traditional early June event to the first part of August. The 2021 ALBSK session, which was to be held Sunday, June 6, through Saturday, June 12, will now be held Sunday, Aug. 1, through Saturday, Aug. 7, at Kansas State University in Manhattan.&nbsp;

The program, which was canceled in 2020 due to the coronavirus pandemic, will be in its 83rd year.

“We did not want to cancel the event a second year in a row,” said Tom Wierman, Kansas Boys State executive director. “After consulting with numerous individuals, we decided holding a virtual event was not feasible nor of interest to potential delegates after having spent most of the last 15 months going to school virtually. With the assistance and blessing of Kansas State University officials, it became clear that moving the date was in the best interest of the delegates, staff/volunteers and the University.”

Traditionally, Kansas Boys State is for individuals who have completed their junior year of high school.

With last year’s cancellation, the ALBSK program announced in January that it was expanding the pool of registrants for this year’s session to include those who have completed their senior year of high school (those who missed out on last year’s event due to the coronavirus pandemic), as well as individuals who have completed their sophomore year of high school.

The American Legion Boys State of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government, and the price paid by members of the military to preserve democracy.&nbsp;

Those wishing to attend the program should visit <a href="https://ksbstate.org/">ksbstate.org</a> to register.

In addition, anyone can nominate individuals to attend Kansas Boys State by going to ksbstate.org and submitting the person’s name, mailing address, e-mail address, high school and phone number. You can also submit nominees for future years as well.&nbsp;

The new deadline to register to guarantee a spot in the program is Monday, May 31.&nbsp;

The cost to
attend the Boys State of Kansas program is $350; however, in many instances,
sponsors pay the majority of the fees, with the delegate or his family paying
$50. Potential sponsors, such as American Legion posts, civic organizations,
businesses, clubs and interested individuals, or those with questions, should

The American Legion Boys State of Kansas is an interactive simulation that teaches high school seniors-to-be the value of&nbsp;democracy and civic duty. Participants form mock governments and campaign for positions at the city, county and state&nbsp;levels. After the elections, participants find out firsthand the difficult decisions made daily by those in government through a series of challenging simulations. Delegates, nominated to attend by their high school counselors and other influential people&nbsp;in their lives, are sponsored by American Legion posts and various civic organizations from across the state. All delegates&nbsp;demonstrate outstanding leadership qualities in student government, athletics and/or other activities.&nbsp;

The Boys State program was founded by Legionnaires Hayes Kennedy and Harold Card in Illinois in 1935, and was first held in Kansas two years later in Wichita. The Kansas program moved to the University of Kansas in Lawrence in 1963 and&nbsp;remained there until 1991. The following year, it moved to its current location at Kansas State University in Manhattan. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. Boys State of Kansas returns for 2021 session with new dates

	Life is challenging for children and for families. As a parent I worried about how I would protect my children from themselves and from others. While there is not a step-by-step guide for raising resilient kids, I often tell parents they just have to do the best job they can.

	As I shared in my prior three articles, the very first thing to do is to build a relationship with your children. Spend time with them and express your affection often. Demonstrate your love for your children by setting boundaries and limits. There should be no question that they must wear their seat belts and they cannot cross the street alone. When they become teens, parents must set the limits for what hours the phone can be used and that the phone will be charged overnight in the parent’s room. Parents must be good role models and follow the law.&nbsp; Children will learn that they too must follow the law. &nbsp;

	In the book “The Good Teen”, Richard Lerner discusses the 5 “C’s” of positive development for teens. Connection was the characteristic that made so much sense to me. Being involved in your child’s life is vitally important. Know what they are doing and who their friends are. Serve as a community volunteer as a family. Working together as a family contributes to family bonding. Get involved in your community so your children know the neighbors and those in community organizations. In turn, those adults will know your kids. As parents we do have to monitor what our children are doing. It is also helpful if everyone at school, at church and those in other organizations will help keep an eye out for your kids too.&nbsp;

	Kids need guidance. They also need to experience life to learn some things on their own. We cannot protect our children from all the disappointments in life. We can teach them to think through their actions and help them through the consequences of their actions, especially if things don’t turn out on the positive end. When your child’s behavior requires discipline, make sure the punishment is appropriate for the misbehavior.&nbsp;

	Be an advocate for your child. I did not go to a coach or a teacher and question the rules and guidelines they had set. However, if my child asked me to go with them to speak to a teacher, I joined them and listened in on the conversation. There is a fine line between monitoring your children’s activities and taking over and making decisions for them.&nbsp;

	The key to raising emotionally healthy children is to make sure that they are first and foremost in your life and that they know that they are. It may require that you as a parent lay down your phone. It saddens me to see adults more interested in their phone than they are in their children. Never give up on your kids or on their happiness. Be present and be there for them. 	&nbsp;

🎥 Hays High School FFA interviews

Thanks to some collaboration and the creation of a new lab, the number of students certified as certified nursing assistants jumped at Hays High School in the fall.

John Linn, assistant HHS principal, recently gave a report to the Hays school board on the changes in the Allied Health Pathway, as well as other career and technical education programs at the school.

Twenty-two students were certified as CNAs in fall 2020. Sixteen students are working toward their certified medication aid credentials this semester.&nbsp;

HHS seniors Brooklyn Schaffer and Maia Lummus both received their CNA certifications through the Allied Health Program last semester.&nbsp;

Brooklyn hopes to one day be a surgeon, and Maia plans to study nursing and hopes to eventually earn her credentials as a nurse practitioner.

"I have always wanted to be a nurse ever since I was younger," Maia said, "so this is a good head start to get into the nursing program. Offering it at the high school was a really good way and an easy way to prepare for college as well."

Maia plans to enroll at Fort Hays State University in the fall. Brooklyn will be attending a college in Florida, where she will be majoring in biomedical science.

Brooklyn has already landed a job as a CNA working for Via Christi in Hays. She plans to work there until she has to leave for college.

Maia has not applied for a CNA position because she is participating in sports, but hopes to work in the medical field during college to help pay for her schooling.

Maia, also a caretaker for children with disabilities during the summer, said she believes having her CNA will also help her in that role.

The Allied Health Program at HHS was able to expand into a new lab after the preschool class at HHS moved to the new Early Childhood Complex across the street.

HHS partnered with NCK-Tech to bring in an instructor to teach the CNA course. HaysMed also donated beds and other supplies to the program.

"The relationships we have built have been great," Linn said. "We are proud of the direction these programs are going."

Hays High's total CTE enrollment held steady this year with 846 enrollments, some which are students taking more than one class.

Most years becuase of limits on class sizes, the school has to turn students away, Linn said.

HHS has also upgraded rooms for other programs. As part of phase one of the renovations, a storage room was converted to a studio lab for the audio/video production classes.

Room 504 is the program's classroom. Room 503 is the lab, and there is door connecting the rooms. The lab includes a video room, a computer lab and a sound-proof room for recording.&nbsp;

The next phase in the renovation, which will be completed this summer, includes renovation of room 509. A door will be added between rooms 508 and 509. These rooms will be used by Chris Dinkel, who teaches industrial technology.

Room 509 will include a materials and processes room, including a laser cutter, 3-D printer, screen printing machine and additional material testing items. The front of the room will be used for sustainable energy studies and robotics.

Room 508 will be updated and used for the engineering graphics program.

Phases three, which will be completed in summer 2022, will include the renovation of the art classrooms.

HHS is in discussions with NCK-Tech about also inviting an NCK-Tech instructor to teach welding courses at the high school.&nbsp;

HHS' welding instructor also teaches woods courses, which means the welding lab is empty part of the day.

The welding classes are usually full, and the school has to turn students away, Linn said. Class size is limited for safety reasons.

The classes would be state-supported and tuition free. NCK-Tech has also offered to donate some equipment to the program.

"We felt the meeting went extremely well, and we are excited about the possibility of helping our students prepare for real-world applications," Linn said. "We know there is a high demand for welders in our area. This program will only help our students obtain employment when they leave high school."

The Helping Hands program, lead by Michelle Thacker and John Hafliger, in coordination with the HHS counselors has taken over running the school's pantry. Students have conducted a food drive and go shopping for the pantry.

They also make sandwiches to for needy students to take home over the weekend.

Since COVID restricted large gatherings last March, KLC converted in-person leadership trainings to virtual programs, introduced free, weekly&nbsp;<a href="https://kansasleadershipcenter.org/calendar/">video chats</a>&nbsp;and convened&nbsp;<a href="https://youtu.be/XZLOaEf6LSs">civic discussion events</a>&nbsp;on issues ranging from rural broadband access to racial justice, drawing virtual gatherings of up to 250. In November, the organization launched “<a href="https://kansasleadershipcenter.org/ks-beats-the-virus/">Kansas Beats the Virus</a>,” a bipartisan mobilization of local leadership networks with the Kansas Department of Health and Environment to combat the spread of COVID-19, resulting in more than&nbsp;<a href="https://kansasleadershipcenter.org/kansas-beats-the-virus-initiative-mobilized-7000-kansans/">7,000 Kansans</a>&nbsp;from 72 counties implementing 827 unique action plans across the state.

Despite the challenges imposed by the pandemic, KLC has continued to forge partnerships, expand its reach and launch initiatives. In 2021, KLC selected 77 organizations across Kansas as&nbsp;<a href="https://kansasleadershipcenter.org/announcing-recipients-of-2021-leadership-transformation-grants/">Leadership Transformation Grant partners</a>—the most ever selected in the six years the grants have been offered. KLC also received grant funding from Fidelity Charitable to scaffold a national effort to offer civic leadership training through regional leadership centers around the country with philanthropic foundation support. The organization also released the first results of multiple studies from&nbsp;<a href="https://kansasleadershipcenter.org/third-floor-research/">Third Floor Research</a>, an applied research partnership with Kansas State University’s Staley School of Leadership Studies.

Hays, Goodland women named to Kan. Leadership Center board

WICHITA - More than 1,100 students completed degrees at Wichita State University in fall 2020.

Undergraduate students who have attained a grade point average of 3.9 out of a possible 4.0 received the summa cum laude award; those with an average of 3.55 received the magna cum laude award; and those with an average of 3.25 received the cum laude.

Wichita State University serves as the Kansas urban-based research university, enrolling more than 15,000 students from every state in the U.S. and more than 100 countries. Wichita State and WSU Tech are recognized for being student centered and innovation driven.

Wichita State fall graduates include Hays, NW Kan. students

The would-be varsity cheerleader, the tattletale and Snapchat have 
converged in a Supreme Court free speech case sure to draw the interest 
of social media-loving students, concerned parents and wary school 
administrators everywhere.

In 2017, a ninth-grade student in Schuylkill County, Pa., who failed 
to make the varsity cheerleading squad, vented her frustration in an 
F-bomb laced Snapchat post. She repeated the same curse before each of 
the words “school,” “softball,” “cheer” and “everything.”

A teammate told a coach about the post, and administrators kicked her off the junior varsity cheerleading squad.

Now, in <a href="https://www.scotusblog.com/case-files/cases/mahanoy-area-school-district-v-b-l/" target="_blank">Mahanoy Area School District v. B.L.</a>,
 the Supreme Court faces the question: Can school officials punish 
students for social media posts even when students post them off-campus,
 including in their own homes? The stakes are high: School 
administrators say they need to know the limits of their authority. 
Students deserve to know if schools can regulate them for social media 
posts they make off school grounds. The court could hear oral arguments 
as early as April.

The student, identified as “B.L.,” <a href="https://www.aclupa.org/sites/default/files/field_documents/b.l._-_verified_complaint_-_9-25-17.pdf" target="_blank">filed a federal lawsuit</a> through her parents, alleging a violation of her First Amendment free speech rights. A federal district court <a href="https://www.aclupa.org/sites/default/files/field_documents/memorandum_opinion_granting_summary_judgment_for_b.l._-_3_21_19_.pdf" target="_blank">ruled in her favor</a>,
 reasoning her profane snap was off-campus speech that did not cause a 
substantial disruption of school activities. The disruption of school 
functions is the key standard in student-speech cases from the Supreme 
Court’s famous 1969 decision in <a href="https://caselaw.findlaw.com/us-supreme-court/393/503.html" target="_blank">Tinker v. Des Moines Independent Community School District</a>.

 wore black armbands to school to protest U.S. involvement in the 
Vietnam War. School officials learned of the impending black armband 
protest and quickly passed a rule banning armbands. But they continued 
to allow students to wear other symbols, such as Iron Crosses and 
political campaign buttons. In effect, school officials had targeted a 
specific symbol associated with a particular political viewpoint.The Supreme Court in Tinker delivered a <a href="https://www.freedomforuminstitute.org/2019/01/30/tinker-after-50-a-historic-ruling-still-relevant-after-all-these-years/" target="_blank">stunning victory</a>
 for student rights, declaring that neither students nor teachers “shed 
their constitutional rights to freedom of speech or expression at the 
schoolhouse gate.”The court ruled that public school officials could not punish 
students for their speech unless the officials could reasonably forecast
 that the student speech would cause a substantial disruption of school 
activities.Mahanoy school officials relied not on Tinker but another Supreme 
Court case to argue in support of their punishing the cheerleader 
student. In the 1986 case <a href="https://caselaw.findlaw.com/us-supreme-court/478/675.html" target="_blank">Bethel School District v. Fraser</a>,
 school officials who disciplined a student for delivering a sexually 
laced speech during a student assembly prevailed. The court ruled in 
that case that public school officials could prohibit student speech 
that was vulgar or lewd.In the cheerleading student’s case, an appellate court said the 
Fraser rule did not apply because her speech was completely off-campus.The appeals court ruled that Tinker doesn’t apply to her case, either
 — it applies when student speech takes place on campus, within the 
schoolhouse gates, but not when a student is posting on social media at 
home, the court said. A concurring judge separately found that the 
Tinker ruling does apply, but that school officials still lose because 
the student’s off-campus speech did not disrupt school activities.The Mahanoy school district, in its appeal to the Supreme Court, 
emphasized the vitally important question of whether Tinker applies to 
off-campus speech.“That question has become especially acute because social media has 
made it far easier for students’ off-campus messages to instantly reach a
 wide audience of classmates and dominate the on-campus environment,” 
the school district <a href="https://www.supremecourt.gov/DocketPDF/20/20-255/151619/20200828144703420_Mahanoy%20Cert%20Petition%20-%20Final.pdf" target="_blank">wrote in its petition</a>.School administrators, students, parents, teachers and others don’t 
know how far the arm of school authority extends off campus. At the very
 least, public school officials must show a clear connection between the
 off-campus post and events that take place at school.The court’s decision should provide much-needed guidance in an <a href="https://papers.ssrn.com/sol3/papers.cfm?abstract_id=3650306" target="_blank">unsettled area</a>
 of student-speech law. Free-speech advocates hope the decision will, 
like the Tinker decision more than 50 years ago, respect students and 
their free-speech rights. Students are the future of the country and 
need to learn in an environment that protects their constitutional
