The Kansas Department of Health and Environment on Friday reported just one new case of COVID-19 identified in Ellis County since Wednesday.

As of Friday, the University of Kansas Health System reported four COVID-19 inpatients at HaysMed, three active and one in recovery.

Since reporting began, there have been&nbsp;3,730 cases of COVID-19 identified in Ellis County, including 73 coronavirus-related deaths — the last of which was reported on March 10.

The executives and boards from the University of Kansas Health System and HaysMed shared a vision in 2016 to work together to extend comprehensive, high-quality, cost efficient healthcare across our state.&nbsp;

While we have worked together over the past five years, we have mutually decided that stepping back and working independently best supports the long-term health and wellness of our communities.&nbsp; Taking this step allows both entities to actively pursue the unique approaches to serving their respective populations.&nbsp; This action also applies to the Pawnee Valley Community Hospital in Larned, which is a managed partner of HaysMed.

This transition will take several months to complete and, until then, HaysMed and Pawnee Valley Community Hospital will remain part of the system.&nbsp;

The change in relationship is not expected to have an impact on patients, patient care, employees, facilities and the local communities.

HaysMed’s focus is a continued commitment to local, regional and rural healthcare in western Kansas.

“The medical staff at HaysMed supports this decision,” said Heather Harris, DO, medical director and physician at Hays Family Medicine. &nbsp;

Roger Dietz, MD, chief of staff echoed that sentiment.&nbsp; 

“In our opinion, Administration and the board did what was in the best interest of staff and patients of Hays and western Kansas," he said.

As part of the Kansas Masonic Foundation's statewide classic car raffle, the Hays Masonic Lodge is selling tickets for a chance to win a 1963 Ford Thunderbird Factory Roadster in incredible condition.&nbsp;

The car will be in Hays the last week in April, and Lewis Automotive Group has agreed to not only place the car on display in the showroom, but to <a href="https://www.lewisfordofhays.com/enter-to-win-a-1963-ford-thunderbird.htm">buy a raffle ticket for those who test drive any vehicle on April 27 through April 30.</a> The tickets are available now through March 2022 from area Masons or <a href="https://kansasmasonic.foundation/event/thunderbird-raffle/">online</a>. The car will also be downtown for the spring art walk on Friday, April 30.&nbsp;

The proceeds from each raffle ticket are divided with 75% or $15 of the $20 cost returning to the lodge to be used for charitable works in the community. Over the past five years, this raffle has returned more than $1 million dollars to lodges throughout the state. During last year's raffle, the Hays Masonic Lodge raised money for the Community Assistance Center and the Firefighter's Relief Association, donating $1,000 to each cause.

The lodge will retain none of the funds raised, so every dollar raised is done so for the community. Tim Miller, area Mason expressed his hope for the raffle, "The Hays Masonic Lodge has been put in a position to help fund a local community service, which we can't quite let out of the bag just yet, but we are excited to be able to support a program like this. We want to be able to support it on a continuing basis, so we really hope that the community rallies around this raffle."

Hays Masons raffling 1963 Thunderbird Roadster 

The Defense POW/MIA Accounting Agency (DPAA) announced Thursday that Navy Fireman 1st Class Harold E. Bates, 27, of Rush Center, Kansas, killed during World War II, was accounted for on Feb. 5, 2021. On Dec. 7, 1941, Bates was assigned to the battleship USS Oklahoma, which was moored at Ford Island, Pearl Harbor, when the ship was attacked by Japanese aircraft. The USS Oklahoma sustained multiple torpedo hits, which caused it to quickly capsize. The attack on the ship resulted in the deaths of 429 crewmen, including Bates. From December 1941 to June 1944, Navy personnel recovered the remains of the deceased crew, which were subsequently interred in the Halawa and Nu’uanu Cemeteries. In September 1947, tasked with recovering and identifying fallen U.S. personnel in the Pacific Theater, members of the American Graves Registration Service (AGRS) disinterred the remains of U.S. casualties from the two cemeteries and transferred them to the Central Identification Laboratory at Schofield Barracks. The laboratory staff was only able to confirm the identifications of 35 men from the USS Oklahoma at that time. The AGRS subsequently buried the unidentified remains in 46 plots at the National Memorial Cemetery of the Pacific (NMCP), known as the Punchbowl, in Honolulu. In October 1949, a military board classified those who could not be identified as non-recoverable, including Bates. Between June and November 2015, DPAA personnel exhumed the USS Oklahoma Unknowns from the Punchbowl for analysis. To identify Bates’ remains, scientists from DPAA used dental and anthropological analysis. Additionally, scientists from the Armed Forces Medical Examiner System used mitochondrial DNA (mtDNA) analysis. Bates’ name is recorded on the Courts of the Missing at the Punchbowl, along with the others who are missing from WWII. A rosette will be placed next to his name to indicate he has been accounted for. Bates will be buried on May 29, 2021, in Larned, Kansas. Rush Center sailor who died at Pearl Harbor identified

The Hays Public Library has hired Amy Lucio for the position of early literacy coordinator. Lucio will be tasked with organizing and leading storytimes, working with daycares and preschools, and overseeing the new early literacy area.

Lucio was raised on a farm in Jewell County in north-central Kansas. For over 20 years, she has taught in the Dallas area. Her focus has been bilingual and ESL education, and she has experience teaching several grade levels.&nbsp;

“In collaboration with the daycares and schools in the Hays community, I hope to share the early literacy practices I've learned from my years as a teacher to prepare children for kindergarten and encourage them to become lifelong learners,” Lucio said.&nbsp;

Lucio is a graduate of Kansas State University. She began working at the Hays Public Library on April 12.

Thomas More Prep-Marian Junior High recently announced that Melissa Schoepf will transition into the role of junior high assistant principal, sharing those duties for a year with current assistant principal Bob Leikam. These duties will accompany her current position as high school instructor, math department head and softball head coach.&nbsp;

Schoepf will work closely alongside Leikam, TMP-M class of 1975, who has served as assistant principal since the opening of the junior high in 2012. Leikam, a 42-year veteran of education, will transition to part-time teaching for the 2022-23 school year when Schoepf will take the reins.

Leikam is excited about the future of the junior high. 

“Undoubtedly, this has been one of the most rewarding chapters of my professional life. As with all things, though, we must eventually bow out to youth and allow them to continue to carry the torch.&nbsp; I have the utmost confidence in Melissa. She will do an excellent job,” Leikam said.

Schoepf, who joined TMP-Marian along with Leikam in 2012, has made a tremendous impact. 

"Mrs. Schoepf has been a great leader in many different ways over her years at TMP-Marian. We look forward to working with her in making the junior high a great place for all the current and future students and staff," said Chad Meitner,&nbsp;TMP-Marian principal.

"I am really excited to begin this transition into junior high. The Thomas More Prep-Marian community holds a special place in my heart. I look forward to learning and working with the administration to continue the proud tradition of the Monarchs,” Schoepf said.

The National Sexual Violence Resource Center recently announced a Hays nurse was one of the recipients of its 2021 Visionary Voice Awards.

The center recognized Jessica Albers, sexual assault nurse examiner, as one of 29 recipients of the award. Albers is part of the forensics nursing program at HaysMed and is a state consultant with the Kansas Coalition Against Sexual and Domestic Violence.

This is a diverse group of honorees from across the country who represent a wide range of disciplines. They were selected for their outstanding work toward ending sexual harassment, misconduct and abuse. 

“We’re honored to present this year’s Visionary Voice Awards to these change makers who are committed to supporting survivors and preventing sexual violence, even during a year of unprecedented challenges and crises,” said center Executive Director Yolanda Edrington.

“This year’s awards also recognize groups and organizations that are bringing individuals together to support survivors and make meaningful change in their communities,”&nbsp;Edrington said.

Albers has been a sexual assault nurse examiner for more than 10 years, and is board-certified in the care of adult, adolescent and pediatric patients.

She is the statewide sexual assault nurse examiner clinical consultant for the Kansas Coalition Against Sexual and Domestic Violence and also practices as a forensic nurse at the University of Kansas Health System, HaysMed. 

She is the president elect of the Kansas Chapter of International Association of Forensic Nurses.

She was instrumental in updating the Kansas Bureau of Investigation’s Sexual Assault Evidence Collection Kit to reflect current best practices. 

Albers is committed to educating multidisciplinary partners across the state on topics, such as sexual violence, elder abuse, child abuse, interpersonal violence and non-fatal strangulation.

She has assisted in developing several&nbsp; sexual assault nurse examiner programs in rural Kansas. She implemented an annual two-day&nbsp; sexual assault nurse examiner clinical training, which uses live models to provide a hands on experience for nurses from across the state. 

Albers trains emergency departments on providing sexual assault forensic examinations in the 76 percent of hospitals across Kansas that do not have a sexual assault nurse examiner program available.

When Fort Hays State University kicked off its inaugural Giving Day earlier today, it was hopeful that a single 24-hour period could greatly impact the lives of FHSU students, faculty, and staff. FHSU extends Giving Day deadline after overwhelming response

In conjunction with the National Drug Take-Back Day, the Ellis County Drug Enforcement Unit, including members of the Ellis County Sheriff’s Office and the Hays Police Department, will be collecting unused and unwanted drugs Saturday in Hays.

The free event is scheduled from 10 a.m. to 2 p.m. on the north side of the Ellis County Law Enforcement Center, 105 W. 12th.

During the event, deputies will meet participants at their car window as they pull up and will be conscious of COVID-19 concerns.

"We will be wearing masks to make sure you are safe and comfortable," Ellis County Sheriff Scott Braun said. "We'll take your bags or you can throw them personally into those containers, but one way or another we will get those off your hands."

Drugs that can be dropped off include tablets, capsules, patches and other solid forms of prescription drugs.

By removing the drugs, the department hopes to lower the risk of someone using the drugs in ways that can be harmful.

"The Drug Enforcement Unit has seen a need for this and so has the DEA that started this program because people were using drugs that were left in the counter and the medicine cabinet," Braun said.

And during the COVID-19 pandemic, use has increased significantly.

"According to the Centers for Disease Control and Prevention, the U.S. has seen an increase in overdose deaths during the COVID-19 pandemic, with 83,544 Americans overdosing during the 12-month period ending July 1, 2020, the most ever recorded in a 12-month period," according to the department. "The increase in drug overdose deaths appeared to begin prior to the COVID-19 health emergency but accelerated significantly during the first months of the pandemic."

Even more so, the amount of drugs collected nationally over the 10-year life of the programs shows the everyday need to remove unwanted drugs from homes.

"Since the time that it has started (nationally) 10 years ago, there have been over 6,800 tons of prescription drugs taken off the streets that don't end up in our kids' hands," Braun said.

While the effort helps keep people safe, it is also a good environmental effort, he said.

"Back in the day, we used to dump them down the toilet and then they would destroy and hit our water system," Braun said. "We found that is not the best practice."

He said the collection is kept anonymous to alleviate and privacy concerns.

Further Bruan said participants can blackout names on prescription bottles, or remove labels prior to drop off if they have concerns.

"I can assure you, your identity is kept safe and we will make sure that it makes it to the appropriate locations," he said.

While the effort brings attention to the issue, residents can also drop off unwanted drugs in a permanent drop box maintained by the department.

"We have a bin in the sheriff's office lobby, and we take them all year long," Braun said. "We will make sure they are secure and will make it to St. Louis to be destroyed."

The <a href="https://hayspost.com/posts/712dcc64-a37d-4914-8899-cf2b7c9cd9fb">six inches of snow</a> Hays residents woke up to Tuesday morning melted rapidly and was pretty much gone by the time people got home from work by 5:30 p.m.

The spring snow came during a hard overnight freeze Monday of 23 degrees.

Although April snow isn't unheard of in Hays, and larger amounts of snow have fallen during "the cruelest month," this is the latest date in April that Hays has seen the white stuff.

According to Joe Becker, agricultural tech supervisor at the K-State Agricultural Research Center and keeper of official weather records, the snow measured April 20 is the latest snowfall in April recorded in 152 years in Hays.

Becker's chart below shows&nbsp; a record eight inches of snow fell earlier in the month, on April 8, 1919. Previously, the latest April snowfall in Hays was on April 11, 1953, at 6.8 inches.

Monday night storm breaks record for latest snowfall in April

39-year-old Bonnie of Hays has waited 10 years for a placement in a residential home with others with intellectual disabilities.

She waited until a crisis finally allowed her to qualify for a placement in a group home.

An online predator lured her into her confidence and was close to having her disability benefits transferred into his name before Bonnie's guardian, her aunt&nbsp;Barb Sherfick, was able to stop him.

Bonnie is living in an apartment owned by a family member, but&nbsp;Sherfick said she needs more support and guidance. This is the second time Bonnie, who has the mental capacity of about a 10-year-old, has been the victim of an online predator.

Sherfick said she hopes her niece's upcoming placement will open up her world to appropriate friendships, opportunities to be more active in the community and maybe even a job.

She said, sadly, it has just been a long time to wait.

"We are praying that she is placed in Hays or Great Bend, so we can visit and be close, but there are no guarantees,"&nbsp;Sherfick said. "They need more facilities in the state and more funding of these people."

Bonnie's situation is common in Kansas. As of the beginning of April, more than 4,500 people with intellectual and developmental disabilities are on a waiting list to receive state-funded services in Kansas, said Jerry Michaud, president/CEO of the Developmental Services of Northwest Kansas.

The state is currently serving people who entered the list as of Nov. 2, 2011.

Unfortunately, many people who are on the waiting list end up in a crisis situation, such as Bonnie, before the state will take them off the waiting list, Michaud said.

The waiting lists put burdens on families. It also limits opportunities for individuals with disabilities, Michaud said.

"Each individual family is going to have its own unique circumstances," Michaud said. "Of course, they have aspirations like you or I with our own child, we would aspire they reach a certain age and they move on to the next stage in their life and they continue to grow and develop and mature in those ways.

"Families, I believe, have similar aspirations that their son or daughter would have life that is as productive as they can be and engaged in the community to the extent that they are able, but the options for that to happen in what would be the normal rhythm hit the road block when it comes to the resources that are needed for those folks to be successful out of the family's home."

The special education system in Kansas allows many students with intellectual disabilities to continue to remain in school until they are 21.

However, because the waiting list for community services is so long, many of those young adults "graduate to the couch," Michaud said.

Even those individuals who are high functioning and can live independently, usually need some kind of continuum of support, Michaud said. Those supports could include case management, assistance with grocery shopping, medication management or assistance with finances.&nbsp;

"They may just struggle to do meal planning or get to the store, make the right choices when they get to the store and budget," said Natalie Ellis, DSNWK communication support specialist.

Individuals with greater needs may require assistance around the clock so they can remain healthy and safe. Individuals may need assistance with basic tasks, such as eating and using the bathroom.

"Think of an individual who may use a wheelchair so their ability to rise to go into the restroom and change to do those kinds of things [may be limited,]" Michaud said. "As a child, they might be 20 pounds, and [then] 40 pounds, 70 pounds, 100 and some pounds. The need doesn't change. It just gets more challenging."

A family member may be caring for this person, but as the caretaker ages their physical ability to care for the physical needs of someone who is disabled may diminish.

Individuals who are on the waiting list can be those who are more independent or those who have more intense support needs, Michaud said.

"There is a lot of love that is part of those families in supporting their son or daughter," he said. "There is no question about that, but it is the reality of carrying on. It takes the best of intentions of will on the part of a family and strains it. It's just the reality. Helping them and supporting them is what we have to do ... what we should do. It's the right thing to do."

Bonnie lived at home with family members for years, but her parents. However, as those family members aged, they could no longer care for Bonnie.

Bonnie's aunt said she wished she could give Bonnie more one-on-one care, but she works.

Michaud said he sees this often in families across northwest Kansas.

"Suddenly the circumstances change in terms of the support that was filling in at home, and suddenly the person may find themselves in a crisis situation," Michaud said. "That has been the avenue into the IDD system."

Entering services in this way is not the best for the individual or those providing the individual services, Michaud said. He described the system of having a roller coaster effect on families.

"It is a reaction or a response to something that says there is no other alternative," he said.

That individual may have made unfortunate choices that have to be dealt with.&nbsp;Sometimes law enforcement may have been involved with the individual. If challenges aren't dealt with, they are magnified, Michaud said.

The Kansas Legislature has expressed its interest in conducting an interim study on how to address the waiting list.

Funding is a significant factor in decreasing the waiting list. Intellectual and developmental disabilities are lifelong challenges and support services to address those challenges are needed for the life of that individual as well, Michaud said.

However, Kansas also has issues of capacity and beauracy.

If the Legislature provided enough funding tomorrow to fund services for everyone on the waiting list, there would not be enough slots available with the current service providers to fill those needs, Michaud said.

Not only is the capacity about the infrastructure to, for example, house someone in a group home, but also having the staff to work with that individual, Michaud said.

Service providers, including DSNWK, have historically struggled with employing qualified staff in part because of low pay for care workers.

Yet another obstacle for providers is the way people come off of the waiting list. When a spot for services opens, often when someone dies, the state takes the next person on the list.&nbsp;

The person who died may be from Northwest Kansas, but the next person on the list might be from Kansas City.&nbsp;

The service provider now has capacity, but can't serve anyone and the service provider in Kansas City may not have the capacity but has to create services for the person who is being funded.

This process creates a lot of instability for the service providers, Michaud said. DSNWK has 12 openings in its 18-county coverage area. However, the agency can't fill them because of the way the waiting list is managed.

"I would contend that in order to address a problem that has been developing over decades, it is going to take a little bit of time to figure that out," Michaud said. "But now is the time to put mechanisms — the plans — in place, so we don't continue to kick this can down the road and have our state's response to service needs wait until it blows up before we actually put the service into place.

"I know we all long for something different than that."

Michaud said he has a dream in which individuals graduate from the school system and they make a smooth transition into services that help them accomplish life's milestones at their own pace.

"When they approach and reach adulthood, there is a natural transition and support system that understands that all along the path and so when they graduate, their life graduates to the next level of their life being a life full and with purpose and value," Michaud said.

"That is our heart's desire, but there are a lot of moving gears behind the scenes for that to take place. As a system, we need to be thinking about that, but our gears are jammed up."

 </figure>Unfortunately, many people who are on the waiting list end up in a crisis situation, such as Bonnie, before the state will take them off the waiting list, Michaud said.The waiting lists put burdens on families. It also limits opportunities for individuals with disabilities, Michaud said."Each individual family is going to have its own unique circumstances," Michaud said. "Of course, they have aspirations like you or I with our own child, we would aspire they reach a certain age and they move on to the next stage in their life and they continue to grow and develop and mature in those ways."Families, I believe, have similar aspirations that their son or daughter would have life that is as productive as they can be and engaged in the community to the extent that they are able, but the options for that to happen in what would be the normal rhythm hit the road block when it comes to the resources that are needed for those folks to be successful out of the family's home."The special education system in Kansas allows many students with intellectual disabilities to continue to remain in school until they are 21.However, because the waiting list for community services is so long, many of those young adults "graduate to the couch," Michaud said.Even those individuals who are high functioning and can live independently, usually need some kind of continuum of support, Michaud said. Those supports could include case management, assistance with grocery shopping, medication management or assistance with finances.&nbsp;"They may just struggle to do meal planning or get to the store, make the right choices when they get to the store and budget," said Natalie Ellis, DSNWK communication support specialist.<figure>

Individuals may need assistance with basic tasks, such as eating and using the bathroom."Think of an individual who may use a wheelchair so their ability to rise to go into the restroom and change to do those kinds of things [may be limited,]" Michaud said. "As a child, they might be 20 pounds, and [then] 40 pounds, 70 pounds, 100 and some pounds. The need doesn't change. It just gets more challenging."A family member may be caring for this person, but as the caretaker ages their physical ability to care for the physical needs of someone who is disabled may diminish.Individuals who are on the waiting list can be those who are more independent or those who have more intense support needs, Michaud said."There is a lot of love that is part of those families in supporting their son or daughter," he said. "There is no question about that, but it is the reality of carrying on. It takes the best of intentions of will on the part of a family and strains it. It's just the reality. Helping them and supporting them is what we have to do ... what we should do. It's the right thing to do."Bonnie lived at home with family members for years, but her parents. However, as those family members aged, they could no longer care for Bonnie.Bonnie's aunt said she wished she could give Bonnie more one-on-one care, but she works.Michaud said he sees this often in families across northwest Kansas."Suddenly the circumstances change in terms of the support that was filling in at home, and suddenly the person may find themselves in a crisis situation," Michaud said. "That has been the avenue into the IDD system."Entering services in this way is not the best for the individual or those providing the individual services, Michaud said. He described the system of having a roller coaster effect on families."It is a reaction or a response to something that says there is no other alternative," he said.That individual may have made unfortunate choices that have to be dealt with.&nbsp;Sometimes law enforcement may have been involved with the individual. If challenges aren't dealt with, they are magnified, Michaud said.The Kansas Legislature has expressed its interest in conducting an interim study on how to address the waiting list.Funding is a significant factor in decreasing the waiting list. Intellectual and developmental disabilities are lifelong challenges and support services to address those challenges are needed for the life of that individual as well, Michaud said.However, Kansas also has issues of capacity and beauracy.If the Legislature provided enough funding tomorrow to fund services for everyone on the waiting list, there would not be enough slots available with the current service providers to fill those needs, Michaud said.Not only is the capacity about the infrastructure to, for example, house someone in a group home, but also having the staff to work with that individual, Michaud said.Service providers, including DSNWK, have historically struggled with employing qualified staff in part because of low pay for care workers.Yet another obstacle for providers is the way people come off of the waiting list. When a spot for services opens, often when someone dies, the state takes the next person on the list.&nbsp;The person who died may be from Northwest Kansas, but the next person on the list might be from Kansas City.&nbsp;The service provider now has capacity, but can't serve anyone and the service provider in Kansas City may not have the capacity but has to create services for the person who is being funded.This process creates a lot of instability for the service providers, Michaud said. DSNWK has 12 openings in its 18-county coverage area. However, the agency can't fill them because of the way the waiting list is managed."I would contend that in order to address a problem that has been developing over decades, it is going to take a little bit of time to figure that out," Michaud said. "But now is the time to put mechanisms — the plans — in place, so we don't continue to kick this can down the road and have our state's response to service needs wait until it blows up before we actually put the service into place."I know we all long for something different than that."Michaud said he has a dream in which individuals graduate from the school system and they make a smooth transition into services that help them accomplish life's milestones at their own pace."When they approach and reach adulthood, there is a natural transition and support system that understands that all along the path and so when they graduate, their life graduates to the next level of their life being a life full and with purpose and value," Michaud said."That is our heart's desire, but there are a lot of moving gears behind the scenes for that to take place. As a system, we need to be thinking about that, but our gears are jammed up."

Disabled Hays woman waits decade for services; Kansas wait list over 4,500

Hoisington residents yesterday remembered the tornado that ripped through their town 20 years ago. The Hoisington Historical Society invited the community to come to the American Legion building to view memorabilia relating to the storm that devastated their town. 

Attorney Donald Reif was returning home from a trip to Topeka when the F4 tornado hit on April 21, 2001. He lost his home. And one of his neighbors, Gerald Tauscher, was killed. Reif remembers how the town was physically affected.

"Obviously it impacted a third of the town in that it destroyed many houses and some businesses," Reif says. "But I guess in some ways if you could see a fortunate side to such a tragedy, was that the downtown area business district was pretty much unscathed."

Hoisington Historical Society President Kenny Eaves was 19 at the time. He also recalls the aftermath.

"It brought the community together, different businesses and towns lending out their facilities to have dinners and things like that," Eaves said. "Just everybody pitching in to help each other out."

One resident was killed on the night of the storm. Two others died later from their injuries.

20 years since devastating tornado in Hoisington 

A lawn of warm season grass uses a lot less water than one of cool season grass.

To encourage residents to convert from water-loving grasses to drought tolerant warm season grasses, the city of Hays offers a turf conversion rebate.

"The outdoor water conservation rebate is geared toward cool season turf grass lawns — tall fescue, Kentucky bluegrass — that are well maintained and irrigated," said Holly Dickman, water conservation specialist, "and replace it with either a warm-season grass like buffalo or Bermuda grass, or drought-tolerant landscaping of some kind such as mulched planting beds."

A $1 dollar per square foot rebate is available for those who qualify with a maximum rebate of $3,000 per property.

Pre-inspections are required by Dickman before the conversion begins "so you do want to call me before you do any sort of turf removal."

After the pre-inspection, you have one year to complete the conversion, followed by a post-inspection in order to receive the rebate.

The city also offers a rebate of $10 per pound of seed for successful establishment of buffalograss lawns on properties otherwise ineligible for the turf conversion program.&nbsp;

"I'm talking about blank slates. Maybe you have a new home and you're getting ready to plant some grass. Or maybe you've had tall fescue in the past but it's become extremely patchy and it's not what we consider well-maintained," Dickman said.&nbsp;&nbsp;

Planting must occur at the optimum type of year, typically between June 1 and August 1, as soil temperatures reach a minimum of 55 degrees.

Pre- and post-inspections are also required for this program.&nbsp;

🎥 City of Hays offers rebates for planting drought-tolerant lawns

The Kansas Highway Patrol has announced the promotion of an area trooper.

Master
 Trooper Jonathan Eilert has been promoted to lieutenant and will serve 
Troop C in north-central Kansas. Troop C is headquartered in Salina.

Eilert
 attended the Kansas Highway Patrol Training Academy and graduated with 
Class No. 48 in 2008. His first duty station was Riley County in Troop 
C. He transferred to Jewell County in January 2014 and then transferred 
to Mitchell County in December 2014, where he has served until his 
promotion to lieutenant. In 2013, Eilert was promoted to Master Trooper.

Prior to joining the Kansas Highway Patrol, Eilert served as a Master-at-Arms with the United States Navy for five years.

A
 native of Beloit, Eilert graduated from St. John's Catholic High 
School. He graduated from Fort Hays State University with a degree in 
criminal justice.

Fort Hays State grade promoted by Kan. Highway Patrol

Government and watchdog reports are fueling the best oil-price rally in a month. The International Energy Agency and OPEC each raised their crude-oil demand outlook, while the US reported it's third straight weekly drop in inventories. The Nymex benchmark futures contract settled at $62.44 per barrel Tuesday, after three trading sessions above $63. Prices remain at or near one-month highs. Crude prices at CHS in McPherson are down slightly from Monday, but the Kansas benchmark remains above $52 a barrel. At $52.75, Kansas Common is up more than two dollars from last week and up a dollar from the first of the month. U.S. crude inventories dropped nearly six million barrels last week to just over 492 million. The U.S. Energy Information Administration says that's about one percent above the five year average for this time of year.&nbsp; EIA reports nearly six million barrels per day of crude-oil imports last week, down 411,000 barrels per day from the week before. Four-week average imports are up slightly from the same period last year. The government reported U.S. crude production averaged just short of eleven million barrels per day last week. Output for the week through April 9 was 99,000 barrels per day higher than the week before, but well behind the more than 12.2 million barrels per day we produced a year ago. In it's Monthly Oil Market Report, OPEC offered some cautious optimism for the oil markets worldwide. The cartel predicts global oil demand this year will grow by about six million barrels per day over last year. Spot prices were up for the fifth consecutive month in March, because of what the report called "supportive fundamentals." The cartel reduced it's estimate of the economic contraction caused by the pandemic last year, based on a better-than-expected actual performance in several economies during the second half of the year. US Imports were flat for the fourth month in a row, while US exports were down for the third month in a row, according to the OPEC report. EIA says US refineries are operating at 84% of capacity, the highest utilization rate so far this year. The auto club AAA says that helped increase domestic gasoline supplies, and thus helps push down the national average pump price.&nbsp; Independent Oil &amp; Gas Service reports a slight uptick in the Rig Count in Kansas. There are 13 active rigs in Western Kansas, which is up one from last week. The count east of Wichita was unchanged at seven active rigs. Operators are evaluating one well drilled to total depth in Barton County, two in Ellis County and one in Stafford County. Baker Hughes reports 439 active drilling rigs across the US, an increase of seven oil rigs and one gas rig. The count in Texas was up five rigs. Regulators in the Sunflower State approved nine new drilling permits last week, eight in Western Kansas and one east of Wichita, for a running total of 221 new permits so far this year. Operators completed 14 new wells in Kansas last week. Independent Oil &amp; Gas Service reports five new completions east of Wichita, and nine in the western half of the state, including one each in Barton, Russell and Stafford counties. That's 201 newly-completed wells statewide so far this year. Weekly oil-by-rail tallies were up compared to last year, for the first year-over-year increase since March of 2020. The Association of American Railroads reports a total of 11,426 tanker cars hauling petroleum or petroleum products during the week that ended April 10. That's up more than a thousand tankers from the week before, and an eight percent increase over a year ago. Canada also posted a slight year-over-year increase in the weekly total. The running totals for oil-by-rail deliveries so far this year still lag behind last year by 13% in the US and 18% in Canada.&nbsp; Iran’s sanctioned oil production has risen to its highest level in almost two years thanks to its growing Chinese market. Iran's output of 2.3 million barrels a day in March was its highest since May 2019, when the US imposed a full embargo. Meanwhile, an emirate in the Persian Gulf is challenging the U.S. seizure of crude oil under that embargo. Lloyd's Maritime Intelligence reports hundreds of thousands of barrels were discharged and seized in Houston. The latest in a series of legal challenges for the oil was filed by a company owned by the Emir of Fujaira, located about 100 miles across the Persian Gulf from Iran. A U.S. judge said he was surprised by government lawyers who said the Biden Administration would not order the shutdown of the Dakota Access Pipeline, but he says he'll decide for himself. Even though President Biden declined to enforce a temporary shutdown, the administration reserves the right to shut down the facility at any time during a new environmental review, which could take a year to complete. As it stands, the facility will remain open during that period. Former Secretary of State and CIA Director Mike Pompeo will speak at a petroleum conference in North Dakota next month. The former 4th District Kansas Congressman is among 70 speakers slated for the three-day Williston Basin Petroleum Conference. The event will also feature executives from Conoco Phillips and Energy Transfer, the operators of the Dakota Access Pipeline. Pompeo, a former oilfield services firm president, will speak on the final day of the conference May 13.

Siek has two passions at Fort Hays State –cheerleading and nursing. Thanks to his support, if 20 individuals make a gift to his cheerleading project as part of FHSU’s Giving Day, Siek will match their support up to $1,000. If 25 individuals make a gift to his nursing project on Giving Day, he will make a $1,000 gift to that area of campus as well.Siek graduated from FHSU with his undergraduate degree in 1991 and participated on the cheerleading team as a student. “Donors made so much of what we did possible,” he said. “I remember new uniforms, new mats, trips to camp, and trips to nationals that were all made possible because of donors.”Siek holds bachelor’s and master’s degrees in nursing and currently serves as the Chief Nursing Officer at Hays Medical Center.
