Hays has received 1.59 inches of rain so far this week, and more rain is in the forecast.

The city received .12 inches as of 8 a.m. Monday, according to the K-State Ag Research Center. It received 1.34 inches as of observation time on Tuesday, and another .13 inches as measured Wednesday morning.

Hays has received a soggy 4.46 inches of moisture this month, which is well over the 1.5 average for March.

The average yearly moisture through March for Hays is only 2.46 inches, and the city has already received 5.25 inches of moisture to date.

Hays has a 50 percent chance of rain and thunderstorms after 4 p.m. today.&nbsp;

Rain is likely with the possibly of a thunderstorm before 1 a.m., then a slight chance of rain between 1 and 4 a.m, according to the National Weather Service. The low is forecast at 34 degrees.

&nbsp;Chance of precipitation is 70 percent. New precipitation amounts are expected to be between a tenth and quarter of an inch, but except higher amounts possible in thunderstorms.

The forecast for Thursday is sunny with a high of 54, but there is a 20 percent chance for rain again on Friday with a high of 64.

Expect skies to clear Saturday and Sunday with highs in the 60s.

Hays receives 1.59 inches of rain this week, more in forecast

A Colorado 18-year-old is poised to finish work on her bachelor's degree before she graduates with her high school diploma this spring.

Avery Bollinger of Wiley, Colo., is an online student at Fort Hays State University.

She started taking online college courses from Dodge City Community College her sophomore year in high school before beginning work toward her bachelor's degree online at FHSU her junior year in high school.

"As I began taking some of those courses, I realized that I wanted to push myself more, and I realized I was capable of accomplishing these courses," she said. 

"Each semester, I wanted to push myself a little bit more. Eventually, I realized if I planned it right, I could actually gain my bachelor's in high school, which is something I never even thought of before. It was pretty neat when I realized that was something I could accomplish."&nbsp;

Bollinger started taking three to four courses at a time. However, last semester she took 27 hours of college credit on top of her high school work.

"I was for sure busy, but I loved it," she said.

Bollinger said her family and friends were a little bit shocked at her determination to finish both degrees at the same time.

"They definitely think that I am a little bit crazy," she said, "but they also do realize how hardworking I am and know that if I want something, I am going to work and do what I need to accomplish it.&nbsp;

"I think they do look up to me in some ways for that as I look to some other people in those ways, as well."

Although Bollinger spent long hours studying to earn both her degrees, she also spent time being a normal teenager. She is on her school's cheer squad and hopes to cheer in college as she pursues her master's degree.

"I found time to do the things I did enjoy," she said. "I did cheerleading throughout high school, and I made sure that I was able to handle the course load that I was taking on, as well as doing things like cheer or different activities I wanted to do throughout the day."

She credited her accomplishments to good time management and balance.

She said taking courses online had its challenges. She often had to wait for emails to come back to get questions answered about her school work instead of the instant feedback you might have during an in-person class.

"It was definitely right for me at the time," she said of her online courses, "so I could really make my own schedule and take as many [classes] as I needed to at the time."

Bollinger's degree will be in general studies with an emphasis in health promotion. Her favorite courses were her nutrition, exercise and composition courses.

She hopes to continue her studies and earn a master's degree in exercise and wellness and perhaps another master's degree in public relations.&nbsp;

She is considering FHSU among a few other colleges to continue her studies.&nbsp;

Her ultimate goal is to work in pubic relations in the health and wellness industry.

"I also want to travel a lot and meet different people, and experience new things" she said.&nbsp;

Wiley is a small town outside of Lamar. Bollinger hopes to have her first taste of travel and the broader world through study broad next year. She is being considered for an internship in Germany.

Student to earn high school diploma, FHSU bachelor's degree this spring

Ellis Co. Drug Court graduation set for March 25

WASHINGTON – First District Rep. Tracey Mann, R-Kan., has announced his inaugural 2021 Congressional Art Competition — an opportunity for high school students in the Big First to showcase their artistic talents.

Each spring, a nation-wide high school art competition is sponsored by the U.S. House of Representatives to recognize and encourage artistic talent in the nation and in each congressional district. More than 650,000 high school students have participated in the competition since it began in 1982.

"As the newly elected representative of the Big First, I am thrilled to host this opportunity for students," Mann said. "The talent students bring to competitions like this always amazes me. I am looking forward to recognizing this year's winners."

Applications for this year's competition are open and available to all high school students in the First District. All submissions will be reviewed and the winning artwork will be displayed for one year in the U.S. Capitol. Jordan has served as interim director since 2019 and came to Fort Hays State University after eight years as the Associate State Director of the Small Business Development Center Network at the University of Wyoming.

The Kansas SBDC Jordan now leads&nbsp;is sponsored by the U.S. Small Business Administration in partnership with the State of Kansas (Department of Commerce) and Fort Hays State University. The SBDC operates in all 50 states with over 1,000 offices nationwide.&nbsp;

The Kansas SBDC helps&nbsp;new entrepreneurs realize their dream of ownership and assists existing businesses in their efforts to remain competitive. SBDC services enable Kansas entrepreneurs to make better, more informed business decisions, avoid costly mistakes, and prepare the thorough and complete business plans essential to any effort to obtain financing and effectively manage business operations.

HPD Activity Log, March 15-21

The Hays Fire Department will be inspecting and flow testing fire hydrants on Wednesday in the area from Agnes Dr. to Commerce Pkwy between 22nd&nbsp;St. and 13th&nbsp;St. and Hwy 183 Bypass to Ash St. between 1st&nbsp;St. and 6th&nbsp;St. as well as private hydrants at Hays High School.

 This is part of a coordinated effort by the City of Hays to inspect all fire hydrants in the city and flush all water mains annually.&nbsp;

Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. &nbsp;Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes. The associated flushing of water mains allows chlorine to be distributed throughout the system to eliminate bio-filming in the water mains.&nbsp;

Slight discoloration of the water supply may be encountered although there will be no health risks to the consumer. &nbsp;All reasonable efforts will be taken to minimize the inconvenience to the public. &nbsp;Drivers are asked to avoid driving through water discharging from a fire hydrant during the short flushing period.&nbsp;

HFD continues fire hydrant inspections, testing Wednesday

When I lived in the city, spring was not my favorite season.

Summer is filled with warm sunny days inspiring vacations or breaks from reality that provide much needed rest and relaxation. Fall’s brisk days and chilly nights are the perfect setting for football games, spooky fun and feasting at Thanksgiving. Winter has some big headliners with the holiday season up front and enough predictability in cold weather that people either embrace it as a wonderland or avoid it at all costs.

But spring always felt like it sneaks up on you with its beginning somewhere between the appearance of a groundhog, leprechaun and the Easter Bunny. It is often the muddy aftermath of a fading winter wonderland. It matches fall’s temperatures but not its ambiance. Then before you know it, summer is creeping in to outshine it with its unofficial launch party on Memorial Day.

Since moving back to a farm, my perspective has shifted, and spring feels completely different in this more flattering light.

Spring sneaking up doesn’t seems so bad when you realize that practically overnight a dull brown, lifeless field turns into lush green, thriving wheat. New baby calves and lambs can be seen frolicking through mud puddles and exploring the world around them. Instead of holding a welcome party for summer, we hope for rain on Memorial Day to water the crops and maybe give us a little break between planting and harvest.

It is a time of new life and growth. Hidden flower bulbs make it feel like the earth is awakening with their colorful appearance. Buds forming on trees and bushes begin to flower in a beautiful promise of the fruit they will bear. The air comes alive with the sounds of wildlife and insects returning to their natural patterns.

The freshness of spring brings an enthusiasm for hard work. Gardeners who spent the winter dreaming cannot wait to dig in and begin new projects. Farmers filled with belief work long into the night planting the seeds that will eventually make harvest possible. Warmer days instinctually make people want to it throw open the windows and clean away the staleness of the past.

Staleness of the past has accumulated over this past year. We have been stuck in our homes with little escape during the pandemic that monopolized our minds, altered our lives and sapped much of our energy.

The first day of spring this year caught me by surprise like always, but this year’s surprise felt sweeter. It made it real that it has been a year since we first went into lockdown. A year of social distancing, mask wearing and unthinkable loss for our country. A year of rapid development and deployment of a vaccine that is helping to curb our infection rates. The arrival of spring feels like the fresh start we have been desperately waiting for.

Spring has brought with it a lightness of spirit that makes it feel OK to dream again. That someday soon we will be able to ditch the masks, hug our loved ones and make real live plans.

Take advantage of this uniquely momentous spring to clear away the staleness of the past, plant seeds of hope for the future, and embrace a new life and the growth all around you.

PHILLIPS COUNTY — Kansas 383 has been shut down while emergency responders remove an overturned semi on the historically dangerous roadway.

The accident occurred about 1 p.m. Tuesday in Phillips County, according to Kirby Ross of the Phillips County Review.

The highway is closed from Long Island east and west from U.S. 183, the Phillips County Sheriff's Office reported, adding there were no injuries.

The sheriff's office reported the closure could last "several hours."

A welcome rain fell yesterday in Hays and continued into this morning.

The official amount measured Monday by the K-State Agricultural Research Center was 1.34 inches, with a light shower continuing at 9 a.m. Tuesday.

So far in March, Hays has received 4.33 inches of moisture, well above the average monthly total of 1.25 inches.

The year-to-date amount of moisture is 5.12 inches, twice the 152-year cumulative average of 2.46 inches by the end of March.

The <a href="https://hayspost.com/posts/2e84dadb-4c8e-41dc-9c50-a97b32235fd0">weather forecast</a> calls for continuing rain showers through Wednesday.&nbsp;

More than 1 inch of rain soaks Hays Monday as wet weather continues 

On-the-job police officers, even in the&nbsp;safest&nbsp;of cities, must sometimes put themselves in harm’s way to protect other officers and the public.&nbsp;

To help prepare for those situations, officers with the Hays Police Department are subjected to ongoing training, including&nbsp;monthly&nbsp;sessions meant to provide officers with more tools at their&nbsp;disposal&nbsp;to be ready for any situation.

But twice a year, that training gets real.

On Wednesday, HPD officers gathered at the&nbsp;Hays Fire Department training tower to engage in “reality-based training” giving officers a taste of what to expect in a&nbsp;variety&nbsp;of situations.&nbsp;

The training features the use of realistic weapons, allowing trainees to safely experience dangerous scenarios.

They shoot with bright blue pistols that are the same make and model as&nbsp;their&nbsp;service weapons but, instead of bullets, fire plastic projectiles that leave a brightly colored mark upon impact.&nbsp;

The&nbsp;marks allow the officers to see how they&nbsp;are hitting their targets and reacting to the situations.&nbsp;

“They also have a sting to them,” said HPD Lt.&nbsp;Tim Greenwood. “They hurt. And so just that infliction of pain creates anxiety, it’s a natural response in humans.”&nbsp;

Donning protective gear, they run through a variety of scenarios using those special weapons&nbsp;with officers taking&nbsp;on the roles of victims, suspects and other individuals to emulate what an officer might encounter while on the job.&nbsp;

“We just subject them to different things that we want them to learn about, and sometimes like today we will through them into a scenario and then afterward we bring them in, we do a little bit of critique,” Greenwood said.&nbsp;

Those situations range from&nbsp;saving&nbsp;hostages&nbsp;to&nbsp;a simple noise complaint&nbsp;to&nbsp;that involves an armed individual that has an active warrant issued for their arrest, where Greenwood said,&nbsp;“If they do things&nbsp;right,&nbsp;we are going to find the gun and we are going to take that person into custody safely.&nbsp;And if they make mistakes, it can be dangerous, not only for them but for the suspect.”&nbsp;

Training such as this can also help keep officers ready in case of new growing concerns.&nbsp;

“It’s an unfortunate fact that ambushes are killing a lot of officers in modern society,” Greenwood said. “It used to be arrests were very dangerous and now we are losing more officers to just getting ambushed.”&nbsp;

The incident in Dallas in which officers were killed by a sniper in an elevated position is an example of threats that officers must now train for, he said.

“This training site gives us that opportunity,” Greenwood said. “One of the scenarios we went through was officers arriving on scene for a domestic violence situation and as soon as they get out of the car and start approaching this gentleman opens fire on them with a rifle from an elevated position.&nbsp;So,&nbsp;they have to return fire, they have got to help each other, they have got to communicate with dispatch.”&nbsp;

But not all of the scenarios involve a violent end, some are simply situations where the officer must try to find the best outcome.&nbsp;

“Sometimes citizens call the police when it is not a criminal matter and we have to say, 'Hey, unfortunately that is not a criminal matter, I can't give you legal advice, but you might want to talk to an attorney about that,' ” Greenwood said.&nbsp;

“The scenarios run the full gamut,” he said.&nbsp;

HPD officers who conduct the ongoing training,&nbsp;Greenwood&nbsp;said, are chosen by their skills and experience.

Sharing those skills and lessons from the field with other officers helps keep the HPD ready for the variety of situations they face.&nbsp;

“They can look at a situation and say ‘This is how we want to do it to continue to be a professional organization,’ ” Greenwood said. “So,&nbsp;we keep that trend going.”&nbsp;

While classroom discussions can give officers the information they need, he said the&nbsp;reality-based&nbsp;training adds the physical element that can create the best outcomes for the officers when&nbsp;presented with&nbsp;difficult&nbsp;situations while on the job.&nbsp;

“It creates anxiety. It creates pressure,”&nbsp;Greenwood&nbsp;said.&nbsp;&nbsp;

And dealing with&nbsp;anxiety&nbsp;helps&nbsp;officers in real situations.&nbsp;

“When you have an adrenaline&nbsp;dump and lives are on the line, you don’t rise to the occasion,” he said. “You sink to your level of training and if you don’t have it preprogrammed on what the best thing to do when there&nbsp;are&nbsp;lives on the line, things will go poorly.”&nbsp;

“It’s a constant endeavor,” he said. “Things are always changing and improving.”&nbsp;

Reality-based training keeps Hays PD ready for dangerous situations

Crude futures prices on Friday climbed to a settlement above $61, but that still marked the largest weekly loss since October. U.S. crude prices were down slightly in midday trading Monday. At CHS in McPherson, crude prices are up a dollar fifty a barrel. Kansas Common crude starts the week at $51.75 per barrel. That's up from $51 at the first of the month, and a full $13 a barrel higher than at the first of the year. Two weeks of declining gasoline stockpiles pumped up national pump prices by 40 cents since the winter storm hit Texas. Triple-A reports Americans are paying an average of 14% more to fill up compared to February. EIA says gasoline inventories are now increasing, but stockpiles are about four percent below the five-year average for this time of year. The national average pump price for regular gasoline is just over $2.88, more than seventy cents higher than a year ago. The average across Kansas is $2.67 a gallon. Filling up a 15-gallon tank will cost you two dollars more than last week, six dollars more than last month, and 12 dollars more than a year ago at this time. The Rig Count in Kansas was up slightly, adding one rig west of Wichita last week. Independent Oil &amp; Gas Service reports operators about to spud a new well in Ellis County. Drilling is underway at one lease in Stafford County and one in Russell County.&nbsp; Baker Hughes reported 411 active drilling rigs across the US Friday. That's an increase of nine oil rigs including seven new entries in New Mexico. Regulators gave their okay to 12 new drilling permits across Kansas last week, four of them east of Wichita and eight in the western half of the state, including one new permit in Barton County. Independent Oil &amp; Gas reported 12 newly-completed wells for the week ending March 18. Five are east of Wichita and seven are in Western Kansas, including one each in Barton and Stafford counties. The government reports U.S. crude production last week was up 1,000 barrels per day over the week before at 10.86 million barrels per day. A year ago this week, operators pumped more than 13 million barrels per day. The Energy Information Administration reports U.S. crude-oil inventories jumped nearly two-and-a-half million barrels last week, topping 500 million barrels for the first time this year. Imports were down 332,000 barrels per day to 5.3 million. The four-week average is down nearly 14% from the same four weeks a year ago. Oil-by-rail shipments in the United States continue to grow, but still lag behind totals from a year ago. According to the Association of American Railroads, operators shipped 11,379 tanker cars of petroleum and petroleum product by rail during the week ending March 13. That's an increase of 877 cars from the week before, but the total remains about 14% behind last year.&nbsp; In Canada, oil-by-rail traffic increased by about a thousand rail cars week-over-week, but remain about 17% behind the totals from a year ago. Every two years the Legislative Assembly in North Dakota must approve state spending. As you might expect, predicting income two years in advance is a tall order for a budget that relies largely on oil and gas revenue. In the last two years, we've seen prices above $70 and below zero. On Monday, the lawmakers announced their best guess, marking an increase in expectations, based on an optimistic view of stable oil prices and production. It marks an increase of $95 million from their starting point in July.&nbsp; New data from an oil-and-gas watchdog in New Mexico show the state had fewer spills from the oil and gas industry last year than in years past, but greater emissions. According to the Carlsbad Current Argus newspaper, last year continued a string of annual declines in oil and wastewater spills reaching the lowest total since 2013. But the report suggests methane emissions were the highest since they began tracking them in 2013. The world's largest oil company saw profits tumble last year. Saudi Aramco reported earnings of $49 BILLION in 2020, which is down 44% from the $88 BILLION they reported the year before. The state-owned company's CEO described last year as one of the most challenging years in history.

Education:&nbsp; Bachelor's Degree from an accredited college or university in counseling, social work, education, psychology, or a related field.

Supervision:&nbsp; Employee does not have supervisory responsibilities over subordinate personnel.
