Members of the Lambda Alpha Epsilon chapter at Fort Hays State University represented their university well at the Region 3 Virtual Conference of the American Criminal Justice Association/Lambda Alpha Epsilon (ACJA/LAE) earlier this semester.

Fort Hays State won the Top Percent Award, which goes to the team that wins the most trophy points per member. It was the first time FHSU won the group award since re-chartering with ACJA/LAE in 2016.

Students and advisors from five chapters across the region were pleased to participate after the national conferences in 2020 and ’21, as well last fall’s regional conference, were canceled because of COVID-19 disruptions.

Each participating chapter was responsible for facilitating each competition for the different categories: written exams, poster presentations, crime scene, physical agility, and firearms. Scoresheets were returned to Dr. Tamara Lynn, chair of FHSU’s Department of Criminal Justice and co-advisor of the FHSU Criminal Justice Club, and results were compiled for the virtual awards presentation via Zoom. There were competitions designed for individuals and three-person teams.

The different levels at which members competed were lower level (less than 70 credit hours), upper level (undergraduate with more than 70 credit hours), and professional (graduate student or professional in the field).

Schools participating besides FHSU were Central Methodist University (Mo.), Garden City Community College, the University of Colorado-Colorado Springs, and the University of Central Missouri.

Helping FHSU win the Top Percent Award was a former student, Lee Almon, while competing at the professional level. A graduate of FHSU’s Master of Professional Studies, Almon is a professional member of Fort Hays State’s ACJA/LAE chapter and is currently a doctoral student at Liberty University. Almon finished first in four individual categories and third in another, all in the professional division. He also was part of a second-place team finish in the professional division.

The Kansas Department of Health and Environment on Friday reported one new COVID-19 case in Ellis County had been identified since Wednesday.

Although collections may not occur on your normal day, collections will be completed during the week. 

It is anticipated that heavy volumes of refuse/recycling will be encountered around the holidays. Please make sure your refuse and recycling are out by 7:00 a.m., and keep in mind that the trucks have no set time schedule.

City offices closed Monday for Memorial Day holiday

The green and white flashing beacon at the Hays Regional Airport was built in 1962 and has exceeded its useful service life.

The 59-year-old structure will be replaced this year along with apron rehabilitation approved Thursday night by Hays city commissioners.

Jamie Salter, airport director, joked with the commission that the beacon luckily had not blown down during Wednesday afternoon's severe thunderstorms.&nbsp;

The airport apron was constructed in 1991 and is exhibiting signs of deterioration. 

A drainage project was completed earlier this year to&nbsp;to address drainage primarily on taxilane A and adjacent panels. The remainder of the apron has areas of concrete failure and visible cracking, requiring rehabilitation to extend its service life.&nbsp;&nbsp;

Both improvements are part of the airport’s capital improvement plan (AIP) and eligible for AIP funding from the Federal Aviation Administration (FAA).

The sole bid for the project came from APAC-Kansas for $1,142,393, below the engineer's estimate of $1.3 million. A small portion of the project -&nbsp;$23,075 - is ineligible for FAA reimbursement. The remaining&nbsp;$1,119,318 will be completely funded by the FAA.

The city's airport engineering consultant, Burns and McDonnell will receive $247,000 for the FAA-required construction oversight and project documentation. That fee will also be completely funded by an FAA grant.&nbsp;

The FAA Airport Improvement Program typically funds projects at 90 percent with a mandatory local city match of 10 percent.

A combination of the FAA AIP and American Rescue Plan Act funding awarded to the Hays airport will fund the project 100 percent, minus the $23,075 which will be paid from the city's airport improvement fund.&nbsp;&nbsp;

"Construction will have no impact on commercial air service," said Salter, "but they will be required to taxi [to and from the terminal] in a different location for the first 30 days of the project."

Salter has notified SkyWest of the upcoming change along with the other airport tenants.

"There will be a little bit of loss in aircraft parking. We will have to shift things around. They have it phased to ensure that we have enough and that we have the wingtip clearance for SkyWest, which is our biggest aircraft accessing the area, to safely access and not obstruct any of the construction or vice-versa."

* Approved a $801,000 bid from R.E. Pedrotti, Mission, for a <a href="https://hayspost.com/posts/2a0c434d-92ca-45e1-b6de-2de984350986">new SCADA system for the water plant</a>

* Accepted the 2020 audit for the city of Hays as presented by Adams Brown

* Heard a progress report of various department activities from Collin Bielser, asst. city manager&nbsp;

* Heard about upcoming summer activities from Melissa Dixon, Convention and Visitors Bureau (CVB) exec. director

* Reviewed a three-year summary of visitor and consumer analytics in Hays provided to the CVB by See Source in partnership with the state of Kansas

City Manager Toby Dougherty and Mayor Sandy Jacobs were absent from the meeting, which was presided over by Vice-Mayor Mason Ruder.

🎥 FAA and federal COVID grants combine to finance more airport improvements  

Over the past several months, the primary topic of conversation between Chamber staff and members has been workforce. Businesses in Ellis County have shared numerous concerns, including:

• Businesses are reducing their hours of operation because they cannot staff multiple shifts. In some instances, they are even closing temporarily because they lack enough help. This trend also has a substantial, negative impact on the sales tax revenue for Kansas as a whole and Ellis County.

• The unemployed do not want to come back to work because they are making more money on unemployment through the American Rescue Plan.

• Employers are increasing their wages to compete with other employers to fill their vacancies. This, coupled with significant cost increases across all industries, is putting businesses in unprecedented circumstances.

• Workers in dozens of retail locations and restaurants are quitting or not showing up for shifts when asked to work on weekends and holidays.

In the April 2021 Kansas Labor Market Report, Ellis County’s unemployment rate dropped from 2.4 percent in March to 1.9 percent in April.

As of April 2021, Ellis County’s labor force totaled 17,131 people. Of that total, 16,806 are employed, which means only 325 are currently unemployed.

With the significant need for workforce to fill those vacancies, where will that help come from if the unemployment rate is so low? To answer that question, we must start with a question. How are unemployment figures calculated in Kansas? Here are some definitions as provided by the Kansas Department of Labor:

“The unemployment rate is calculated as the number of unemployed divided by the labor force,” according to the department.

Keep in mind, retirees and students not working, disabled persons not working, persons not working and discouraged from seeking work, and volunteers working for religious/charitable organizations are not included in this equation.

In a letter written to Sen. Rick Billinger, Rep. Ken Rahjes, Rep. Barb Wasinger, and Rep. Troy Waymaster on May 12, The Chamber in Hays urged Kansas legislators to cease the state’s participation in the American Rescue Plan, specifically with the additional unemployment benefits.

According to CBS News, 23 states have withdrawn from the American Rescue Plan, which contains a weekly $300 supplemental unemployment benefit for qualified workers through the end of September.

The picture is clear. Workforce is an issue that must be addressed – but how?

Mike Henke, business training consultant, shared these resources with the Western Kansas Human Resource Management Association to help local employers recruit workforce:

• Post on <a href="http://www.kansasworks.com">www.kansasworks.com</a> as this site includes all job seekers who have filed for unemployment. Employers need to post on multiple sites: <a href="http://WorkHays.com">WorkHays.com</a>, Nex-tech Classifieds, FHSU Handshake, College Central, <a href="http://Indeed.com">Indeed.com</a>, etc. Post positions on Facebook and LinkedIn; allow hard-copy applications for jobs that do not require computer experience;

Businesses in Ellis County have shared numerous concerns, including:• Businesses are reducing their hours of operation because they cannot staff multiple shifts. In some instances, they are even closing temporarily because they lack enough help. This trend also has a substantial, negative impact on the sales tax revenue for Kansas as a whole and Ellis County.• The unemployed do not want to come back to work because they are making more money on unemployment through the American Rescue Plan.• Employers are increasing their wages to compete with other employers to fill their vacancies. This, coupled with significant cost increases across all industries, is putting businesses in unprecedented circumstances.• Workers in dozens of retail locations and restaurants are quitting or not showing up for shifts when asked to work on weekends and holidays.In the April 2021 Kansas Labor Market Report, Ellis County’s unemployment rate dropped from 2.4 percent in March to 1.9 percent in April.As of April 2021, Ellis County’s labor force totaled 17,131 people. Of that total, 16,806 are employed, which means only 325 are currently unemployed.With the significant need for workforce to fill those vacancies, where will that help come from if the unemployment rate is so low? To answer that question, we must start with a question. How are unemployment figures calculated in Kansas? Here are some definitions as provided by the Kansas Department of Labor:“The unemployment rate is calculated as the number of unemployed divided by the labor force,” according to the department.<figure>

NW Kan. students earn academic honors at K-State

TOPEKA&nbsp;– Gov. Laura Kelly and Transportation Secretary Julie Lorenz on Wednesday announced that more than $42 million will support 30 transportation construction projects across Kansas through an expanded list of recipients of the Kansas Department of Transportation’s Cost Share Program for Spring 2021.

Projects in Phillipsburg, WaKeeney, and Ellis, Gove and Rush counties are included.

Cost Share is a component of the Kelly administration’s 10-year, bipartisan Eisenhower Legacy Transportation Program, or IKE. Cost Share is designed to help both rural and urban areas advance transportation projects to improve safety, support job retention and growth, relieve congestion and improve access and mobility.

“Infrastructure projects like the ones funded through Cost Share are a perfect example of how government can make smart investments that not only make our economy more dynamic and competitive, but also make Kansas a better place to live, work, and play,”&nbsp;Governor Kelly said. “Through this $42 million investment, 30 communities from every corner of our state will have safer roads, increased access to outdoor recreation, and the opportunity to modernize important historical landmarks.”

KDOT took advantage of 2020 federal coronavirus relief funds by doubling the available Cost Share funding for this round. Selection criteria was adjusted to take into account hardships caused by the pandemic and points were added to communities that endured above-average economic loss.

KDOT is investing $21 million in this cycle of Cost Share with recipients contributing a 50/50 match of $21 million.

Secretary Lorenz said demand for Cost Share transportation dollars remains strong, especially after the “long, tough year we’ve been through.” She said 117 communities requested more than $103 million in funding for this, the fourth round of the Cost Share program.

“Despite that tough year, I couldn’t be more impressed with the record level of local contribution – proving we are stronger when we work together,”&nbsp;Secretary Lorenz said.&nbsp;“Thanks to the KDOT team and our local partners, we are moving quickly to expedite the delivery of projects."

NW Kansas projects included in $42M of planned transportation improvements

June is the time to fertilize warm-season lawn grasses such as bermudagrass, buffalograss, and zoysiagrass. These species all thrive in warmer summer weather, so this is the time they respond best to fertilization. The most important nutrient is nitrogen (N), and these three species need it in varying amounts. Bermudagrass requires the most nitrogen. High-quality Bermuda stands need about 4 lbs. nitrogen per 1,000 sq. ft. during the season (low maintenance areas can get by on 2 lbs.). Apply this as four separate applications, about 4 weeks apart, of 1 lb. N per 1,000 sq. ft. starting in early May. It is already too late for the May application, but the June application is just around the corner. The nitrogen can come from either a quick- or slow-release source. So any lawn fertilizer will work.

Plan the last application no later than August 15. This helps ensure the bermudagrass is not overstimulated, making it susceptible to winter kill. Zoysiagrass grows more slowly than bermudagrass and is prone to develop thatch. &nbsp;Consequently, it does not need as much nitrogen. In fact, too much is worse than too little. One and one-half to 2 pounds N per 1,000 sq. ft. during the season is sufficient. Split the total in two and apply once in early June and again around mid-July.

Slow-release nitrogen is preferable but quick-release is acceptable. Slow-release nitrogen is sometimes listed as “slowly available” or “water insoluble.”​Buffalograss requires the least nitrogen of all lawn species commonly grown in Kansas. It will survive and persist with no supplemental nitrogen but giving it one lb. N per 1,000 sq. ft. will improve color and density. 

This application should be made in early June. For a little darker color, fertilize it as described for zoysiagrass in the previous paragraph, but do not apply more than a total of 2 lb. N per 1,000 sq. ft. in one season. &nbsp;As with zoysia, slow-release nitrogen is preferable, but fast-release is also OK. The Ellis County Public Works Department is advising that due to recent rainfall, many unpaved Ellis County roads have become difficult to travel at this time.

In some cases, there are roads that are impassable which has forced our department to close those locations for travel until further notice.

We are asking that only absolute necessary travel of unpaved roads in Ellis County be undertaken during these unfortunate conditions of our county road system.

If you must travel unpaved roads, please slow down, use caution and be aware of current road conditions before making any travel plans.

Your cooperation on this matter is truly appreciated.

Ellis County is dealing with flood damage from a storm that dumped heavy rains and hail on the area Wednesday.

Darin Myers, county emergency management director, said some roads are still covered in water and impassable as of today.&nbsp;

Crews are still putting up barriers in dangerous areas across the county, he said.

He warned drivers not to pass barriers or try to drive on flooded roads.

Although the road's surface may look passible, the road may be washed out underneath the road surface and could collapse under the weight of a vehicle.

Hays received 2.62 inches of rain, as reported at the K-State Ag Research Center. Hail stones as large as baseballs were reported in the city of Hays.

More rain is in the forecast for this weekend. With the holiday weekend approaching, it could be days or longer before damage on county roads can be addressed.

Rain and thunderstorms are likely, mainly after 1 a.m. Saturday. New rainfall amounts could be between a tenth and a quarter of an inch. Expect higher amounts possible in thunderstorms.

The forecast calls for an 80 percent chance of rain Sunday and 90 percent chance of rain Sunday night.&nbsp;New rainfall amounts could be less than a tenth of an inch, except higher amounts possible in thunderstorms.

Chance of rain on Memorial Day is 70 percent with more rain possible on Tuesday and Wednesday.

Myers said most of the damage from Wednesday's storm centered in an oval in the center of the county from Yocemento to Catherine and west to Munjor.

Spotters reported two tornadoes briefly touching down in the county, but Myers said he has had no reports of any damage to structures.

Law enforcement reported several vehicle slide-offs during the storm and a rollover at the Victoria exit of Interstate 70.

Myers said that four sheriff's deputies' vehicles that were being used by officers storm spotting had damage to windshields.

Broken windows and windshields as a result of hail have been reported across the county.

Myers said skylights were broken in some county buildings. The full extent of the damage to county property, including damage to roofs, is yet to be assessed.

Myers said he was appreciative of all the work of first responders during the storm, as they were able to identify dangerous conditions even before the weather service issued a tornado warning for the county.&nbsp;

This allowed storm sirens to be sounded early in Hays and surrounding communities, giving people more time to seek shelter from the storm.

People may register and watch the presentations, learn new cooking tips, recipes and techniques, or create the meals at home.&nbsp;

Most of the chef's available times are between 2 and 4 p.m. when many people are working. Hays High School media students will film the chefs preparing the meals. Then, First Call for Help will share the link to view it later that day for the people who registered. This will allow them access to watch the presentation or fix the meals when they are ready.
