For the first carnival in the area this year, Moore's Greater Shows will return to Big Creek Crossing, 2918 Vine this weekend.

They plan to open Thursday and will be open every night through Sunday.

"We're excited to have them," said Branson Hoffman, Big Creek Crossing marketing director. "We called them early spring, and we love having them. This will be our third year having them here."

He said they would have been in Hays last year, but like most other events, the carnival did not operate during most of 2020 as COVID-19 intervened.

As life is returning to normal, Hoffman said the word of the upcoming carnival has spread, and there has been substantial interest from the community.

"We've been getting calls and messages for them," Hoffman said. "So I know people are getting excited."

While the carnival will be an opportunity for area families to enjoy something missing from the last year, he said events like these help operations at the shopping center as well.

"The events that I help coordinate and put on - and a lot of times host myself without going through a third party - is a huge part of what we try to do," Hoffman said. "Just the event side of things is a very important focus that we try to lean upon when planning year to year.

"We focus on retail and clothing and the fun atmosphere to come, but we can do more. So when we have these events it's just a big deal for us."

He said while the shopping center was able to host some of the planned events over the last year, they were subdued with the uncertainty brought on by the pandemic.

"It wasn't quite normal," he said. "You could feel that."

Moore's Greater Shows was also impacted significantly over the last year and is still feeling the effects.

"It's been crazy," said Ricky Moore Jr. "But we are glad to be back open."

He said he understood the precautionary measures needed to keep people safe and worked as much as possible to navigate the changing guidance put in place to stop the spread of COVID-19.

But the impact from the pandemic has continued into the year, Moore said. The Hays carnival will only be their sixth event of the year when typically they would have had around 18 events by this time.

"We are trying to get everything going and get back to normality," Moore said. "It's unfortunate we have all been shut down for so long, but we are just trying to get back open and move on."

The carnival is set to open Thursday and run from 6 p.m. to 10:30 p.m. For opening night, $25 armbands will be available.

They will be open Friday and Saturday from 6 p.m. to 11 p.m. and on Sunday from 6:00 p.m. to 10 p.m. with $30 armbands available each night.

First carnival of the season opens Thursday at Big Creek Crossing

Thomas More Prep-Marian Jr./Sr. High School recently announced the following faculty additions for the 2021-22 academic year.

Mrs. Rhoda Urban will serve TMP-Marian as Junior High Social Studies instructor. Urban retired in 2018 after 25 years as a Kansas public school teacher serving the last 24 at USD 432 in Victoria. Prior to her years in public schools, Mrs. Urban served as Preschool Director at St.Thomas More Parish, Salt Lake City, Utah and a classroom facilitator at Sacred Heart School, Larned, KS. She has a degree from Fort Hays State University and is a teacher consultant for the National Writing Project.&nbsp; Mrs. Urban loves inspiring and empowering students to reach new heights in their education. Throughout her career, Urban has taught numerous subjects in a variety of age levels which has allowed her to have a diverse background. Most recently she has worked with Holy Family Elementary School as a substitute teacher and is eager to join the TMP-M staff and students next year.

"Mrs. Urban will bring a breadth of experience to our junior high. Her skills and interest in good writing and project-based learning will help our students grow in the areas of social studies, their faith, and leadership," said Principal Chad Meitner.

Mrs. Urban fills the vacancy left by Mrs. Kate Dwyer who has taken a teaching position in Shawnee Mission, KS.

Joining the Hays Catholic Schools Fine Arts Department is Mrs. Carol Whisman. Whisman will take on the position of band instructor for TMP-Marian and Holy Family Elementary. Most recently Whisman has held the position of music instructor at Hays Middle School.

Mrs. Whisman continues on for Mrs. Wendy Stein who announced her retirement this year after stepping in for Mrs. Kathy Amrein upon her retirement in 2020.

“I look forward to being a part of the TMP Marian music tradition. Working with the students and Mrs. Rome to continue developing excellence in music will be very enjoyable,” said Whisman.&nbsp;

"Mrs. Whisman brings a wealth of experience in Band and music programs. We are excited to have her continue to build on the proud tradition of excellence in TMP-Marian Fine Arts," said Principal, Chad Meitner.

TMP-M announces staff additions for 2021-22 school year

Plentiful spring rains have moved the entire state out of drought conditions.&nbsp;

According to the most recent U.S. Drought Monitor report released June 3, there are just two areas in Kansas rated as abnormally dry — in the far northeast corner and a southeast portion of the state.&nbsp;

According to the&nbsp;National Drought Mitigation Center at the University of Nebraska-Lincoln, 96.93 percent of Kansas land is drought-free as of June 1. At the same time last year, 49.84 percent of the state was drought-free.

In Hays, official weather records at the K-State Agricultural Center show 15.79 inches of moisture for the year as of June 1.&nbsp;

Hays is more than four inches ahead of rainfall for the year.&nbsp;

The 152-year cumulative average by the end of June is 11.35 inches. The average rainfall during June is 3.43 inches.

No current drought in Ellis County, entire state 

BY GREG DOERING Kansas Farm Bureau The deadline to file for local elections passed recently, and it’s worth thanking every school board hopeful and municipal candidate for their willingness to run. The past 15 months has proven what I’ve long believed — local elections have the biggest impact on the day-to-day lives of Kansans. Mask ordinances, business restrictions, how and where children attended school this past year ultimately weren’t dictated by officials in Washington and Topeka. Instead, local school boards made the call on what classrooms looked like. Your city commission or council also had the option to impose their own measures to fight the pandemic. Some did while others didn’t. I won’t say the system worked perfectly because no human endeavor ever will, but it generally worked as designed. The people making those decisions not only had to live with the effects of their decisions, but they also answered to their neighbors, friends and family members. That offers a pretty good dose of accountability. This fall, incumbents and newcomers alike will answer to voters in either the August primary or November’s general. July 13 is the deadline to register to vote for the Aug. 3 primary, and Oct. 12 is the last day to register for the election on Nov. 2. All of the contests are nonpartisan, but the lack of party affiliation doesn’t mean there’s a lack of politics. But even the fiercest debates seem cordial when compared to partisan counterparts. Bond issues to build new schools or sales tax initiatives for municipal projects are likely to be on the ballot as well. With more than 300 school districts and 600-plus cities in Kansas, there’s always demand for good candidates. The job description is essentially full-time work with little to no pay, little thanks and a good number of people with opinions on the job you are doing, even if those thoughts are belatedly relayed. While I’ve never served in elected office, I’ve been in the room for hundreds of school board meetings or city council sessions over the years. Occasionally members of the public crowd into those meetings if there’s a big issue, but more often there’s little engagement outside of staff. For a variety of reasons, there’s an inverse relationship between the power local officials have over the public’s everyday lives and the amount of time we as citizens spend sorting through the issues. This lack of civic engagement starts at the ballot box, where voters will turnout in fewer numbers than statewide or national elections. It’s the reason why the most important quality local leaders can have is the ability to tap into their social networks and get feedback. Meetings may be where votes are counted, but the decision making process has to begin by getting input from outside the room. I’m hopeful there won’t be another year as difficult as 2020 was, but even under the best of circumstances officials often have to make decisions based on incomplete information. I’m always amazed and appreciate there are people who volunteer to serve in these roles. &nbsp; Those who step forward to fill these positions, you’ll always have my respect. I wish you well in your campaign. Should you win, your prize is weeknight meetings going to midnight or later where decisions will be second guessed by neighbors, friends and even family members. But we all owe you a debt of gratitude for your willingness to share your time, talent and perspective to make your community, and by extension the rest of the state, a better place to live.

Broncos trainer with FHSU ties set to retire after 45 seasons

MANHATTAN -&nbsp;&nbsp;The&nbsp;<a href="https://ksbstate.org/" target="_blank">American Legion Boys State of Kansas</a>&nbsp;has announced that the deadline to register for the 2021 session has been extended until Wednesday, June 30. Individuals can continue to register after that date, but only on a space-available basis. The 2021 ALBSK session will be held Sunday, August 1, through Saturday, August 7, at Kansas State University in Manhattan. The program, which was cancelled in 2020 due to the coronavirus pandemic, will be in its 83rd year. This year’s session was originally scheduled to be held next week (June 6-12), but earlier this year, Kansas Boys State leadership made a decision to move from its traditional early June event to the first week of August to allow time for the coronavirus vaccine to be fully available to the general public. “We did not want to cancel the event a second year in a row,” said Tom Wierman, Kansas Boys State executive director. “After consulting with numerous individuals, we decided holding a virtual event was not feasible nor of interest to potential delegates after having spent most of the last 15 months going to school virtually. With the assistance and blessing of Kansas State University officials, it became clear that moving the date was in the best interest of the delegates, staff/volunteers and the University.” Traditionally, Kansas Boys State is for individuals who have completed their junior year of high school. With last year’s cancellation, the&nbsp;<a href="https://ksbstate.org/general/2021-registration/" target="_blank">ALBSK program announced in January</a>&nbsp;that it was expanding the pool of registrants for this year’s session to include those who have completed their senior year of high school (those who missed out on last year’s event due to the coronavirus pandemic), as well as individuals who have completed their sophomore year of high school. The American Legion Boys State of Kansas program provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government, and the price paid by members of the military to preserve democracy. Those wishing to attend the program should visit&nbsp;<a href="https://ksbstate.org/" target="_blank">ksbstate.org</a>&nbsp;to register. Smoky Hills PBS awarded grant for children's book distribution program

With the beginning of the summer term at Fort Hays State
University, life has returned to normal on campus.

And with the removal of COVID-19 preventive measures and the transition back, a massive expansion of in-state tuition to states across the region by the
university is making its way to the Kansas Board of Regents.

If accepted, incoming students from 14 states will have access to in-state tuition, typically a much cheaper rate than out-of-state rates.

“We are all in,” said Fort Hays State University President
Tisa Mason. “We have moved back to pre-pandemic policies and procedures, we are
not wearing masks, our doors are open again, the buildings are unlocked. And
this fall when our students come back, they are going to see football games and
they are going to see student activities and fantastic resident life programs
and Greek life and whatever student organization appeals to them. It will be
exciting to go to the back-to-school picnic, find their interest and start
loving Hays, America, and a Fort Hays education.”

Mason said FHSU policies had limited the number of cases
stemming from the university, giving them valuable insight into returning safely.

“We are feeling really good with how our community and
student and our faculty and staff rallied around, followed protocols when we
asked them too, and we have been able to expand and open up,” Mason said.

The end of COVID-19 protocols coincided with the beginning of
the summer term, but for most FHSU students, the return to normal will be seen
in the fall, with only select classes offered during the summer term.

But for those students planning to attend FHSU in
the fall, despite the financial concerns brought on by the pandemic, the
university is recommending no cost increases.

Students could even see a slight decrease in costs.

While tuition rates are ultimately up to the Regents, Mason
said they are recommending no increase.

“We have proposed for the second time no increase to tuition
and actually a slight decrease in fees thanks to our student government. They are going to save $.18 per credit hour,” she said. “This means that tuition at
Fort Hays will remain roughly half of the national average and more than $2,000
less than the average of our sister KBOR universities.

“Any way you look at it, we are the best value anywhere.”

And with another proposal made by the university to the Regents,
that value will extend far past the borders of Kansas.

“We are taking a bold move to define our region a little
differently,” Mason said. “We are taking our value in terms of affordability
and blowing it up. We are going to, if approved, offer in-state tuition to 13
states.”

She said the proposal will give more students than ever the
ability to access the low cost of FHSU compared to other area schools and
bring more people to Hays.

Under the proposal students from Arizona, Arkansas,
Colorado, Illinois, Iowa, Missouri, Nebraska, New Mexico, Oklahoma, South Dakota,
Texas, Utah and Wyoming would have access to in-state tuition rates.

The plan would begin in the fall of 2022 and applies to
students already on campus as well.

“It is possible that some of those students using our
regional tuition will save money by going out of state if they go to Fort Hays
State University,” Mason said.

Game-changing proposal to be made by FHSU as life on campus returns to normal

Kansas Common crude at CHS starts the week at $59.75 per barrel, the best price in McPherson since October 2018.&nbsp; That's up nearly two dollars from the first of the month and $21 higher than at the first of the year. By midday, Monday the Nymex benchmark futures contract was down 16 cents from Friday's settlement, to $69.46 per barrel. London Brent reached $72.17 a barrel in intraday trading Friday, the highest price for the international benchmark since 2019. Brent prices remained above $71 Monday. Kansas crude-oil production rose 15% in March from the month before, according to a government report. But state output remained more than 11% behind March of last year. The Energy Information Administration said Kansas production reached 2.3 million barrels in March. That's about 77,000 barrels per day, compared to 67,000 barrels a day the month before and 87,000 barrels per day a year earlier. EIA reports U.S. output in March reached 11.2 million barrels per day, up 14% on the month, but down 12 percent from March 2020. After a big drop in February, crude output in Texas jumped 26% in March to 4.4 million barrels per day. The government's weekly petroleum report shows production, inventories and imports all dropped last week. U.S. operators produced 10.88 million barrels per day during the week ending May 28. That's down 168,000 barrels per day from the week before and about 300,000 barrels per day less than the same week last year. EIA said inventories dropped more than half a million barrels. Stockpiles are about three percent below the five-year seasonal average. Imports were down more than half a million barrels per day last week at 5.6 million barrels per day. EIA said over the last four weeks, average imports are slightly lower than the same four weeks last year. The Rig Count in Kansas from Independent Oil &amp; Gas Service was down one rig in the eastern half of the state and unchanged out west. Drilling was underway on one lease in Ellis County Friday. Baker Hughes reports 456 active drilling rigs across the U.S., which is down one gas rig from last week. The count in Texas was down two while New Mexico was up two. There are 18 new drilling permits in Kansas this week, including 11 in Western Kansas, to bring the total so far this year to 369 new drilling permits. Independent Oil &amp; Gas Service reports 21 newly-completed wells across Kansas, 11 of them west of Wichita. That's 321 well completions so far this year. Weekly oil-by-rail totals posted a 27% increase over last year at this time. The Association of American Railroads reports 11,163 tanker cars moving petroleum products for the week ending May 29. That's up 363 tankers from the week before. AAR says total U.S. rail traffic in May was up 28% over May of 2020. Total combined U.S. traffic for the first 21 weeks of the year was up nearly 14% compared to last year. The auto club AAA says gasoline demand has jumped steadily since the end of April, dropping supply levels around the country.&nbsp; That means pump prices are likely to see fluctuation this month. The average price across the country was just over $3.04, or more than a dollar a gallon higher than a year ago. The average across Kansas was just under $2.83 per gallon.&nbsp; Filling up a 15-gallon tank locally will cost you about a dollar more than last week, a dollar less than last month, and about $17 more than a year ago at this time.&nbsp; The government says U.S. energy consumption last year dropped by a record seven percent from the year before. The Energy Information Administration sways energy use decreased for all fuels except renewable energy, which increased by two percent. Petroleum consumption last year dropped by 13%, and natural gas was down two percent. Authorities braced for protests in northern Minnesota in the final construction push to replace a crude oil pipeline. Environmental and tribal groups oppose Enbridge Energy’s ongoing effort to replace its aging Line 3, which carries Canadian crude from Alberta. It clips a corner of North Dakota on its way across northern Minnesota to Enbridge’s terminal in Superior, Wisconsin. The Canadian and Wisconsin replacement segments are already carrying oil. The Minnesota segment is about 60% complete.

News From the Oil Patch: Best Kan. crude prices since October 2018

Beginning Monday, Hess Services Inc. began constructing improvements at the intersection of 230th Avenue and 55th Street. &nbsp;The construction will take place in multiple phases. &nbsp;<a href="https://www.haysusa.com/ImageRepository/Document?documentId=3999" target="_blank">(See Location Map)</a>&nbsp;&nbsp;The anticipated construction impacts and traffic control operations are as follows:

•&nbsp; &nbsp;&nbsp;The first phase will consist of grading and asphalt pavement widening along 55th Street and the East side of 230th Avenue. &nbsp;During this phase, 230th Avenue and 55th Street will remain open for two-way traffic with restricted lane widths and intermittent flagger operations to manage traffic. &nbsp;Phase I is expected to last four weeks.

•&nbsp; &nbsp; After Phase I is complete,&nbsp;Phase II consists of grading, storm sewer installation, curb and gutter construction, and concrete pavement construction of the intersection and 230th Avenue North of 55th Street. During this phase, 230th Avenue will be closed between 55th Street and 58th Street for the remainder of construction. &nbsp;

Southbound 230th Avenue traffic will be restricted at Feedlot Road to local traffic only, a signed detour is not anticipated to be posted. &nbsp;The intersection will be constructed half at a time and 230th Avenue will be restricted to one northbound lane which will provide access to Eastbound 55th Street only. Southbound 230th Avenue between I-70 and 55th Street will be closed during this portion of phase two. &nbsp;Westbound 55th Street will be restricted at 240th Avenue to local traffic only, a signed detour is not anticipated to be to posted.

55th Street construction gets underway east of 230th 

WICHITA— The Girl Scouts of Kansas Heartland board of directors has announced that Rolinda Sample has been named the new chief executive officer for the council. She officially assumes her CEO position on July 15.

Hays and northwest Kansas are part of the Girl Scouts of Kansas Heartland.&nbsp;

Sample most recently served as chief professional officer for Boys &amp; Girls Club of Cheyenne, Wyo. where she successfully led the organization through a $6 million capital campaign to build a 12-acre site with outdoor recreation facilities and a 21,000 square foot clubhouse. Additionally, she secured a multi-year Department of Education 21st Century Community Learning Center grant as well as various other statewide funding opportunities. Also, under Sample’s leadership, the organization received the Money Matters Innovation Award for implementation of a financial literacy program. “Rolinda brings a wealth of leadership experience as well as a passion and enthusiasm for working with youth and community service. The Board of Directors is thrilled to introduce a leader of Rolinda’s caliber into our community,” said Helen Wimsatt, board chair, Girl Scouts of Kansas Heartland. “Rolinda possesses the qualifications and experience to ensure that the council continues to strengthen our mission in all the communities we serve.” Prior to leading the youth organization, Sample spent much of her career working within her local chamber of commerce organizations including serving as vice president for the Greater Cheyenne Chamber of Commerce. She focused on creating a strong local economy, promoted the community, and represented the voice of business to government. She worked closely with volunteers and community organizations to help build membership and meet fundraising goals. “This is a very exciting time to join the Girl Scouts of Kansas Heartland team as the new CEO. The dedicated staff and volunteers have developed a wonderful foundation for building girls with courage, confidence and character. I look forward to using the foundation to expand youth and adult membership as well as community support for the girls throughout the council’s 80-county service area,” Sample said. “As I travel throughout the council, it will be fun meeting the girls and the people who make a difference in their lives. For more than five years, I have been traveling to Wichita to spend time with family and have enjoyed visiting communities across the state. I am excited to become a part of the Wichita community and once again be a Kansan.” Originally from the Midwest, Sample and her husband relocated to Wichita following their son who graduated from Wichita State University and quickly found Wichita a great place to call home. Sample’s hiring follows an extensive national recruitment effort and vetting process conducted by its CEO Search Committee comprised of members of the board and community leaders.

Current CEO Liz Workman will retire at the end of June after leading the organization for the past eight years.

She focused on creating a strong local economy, promoted the community, and represented the voice of business to government. She worked closely with volunteers and community organizations to help build membership and meet fundraising goals. “This is a very exciting time to join the Girl Scouts of Kansas Heartland team as the new CEO. The dedicated staff and volunteers have developed a wonderful foundation for building girls with courage, confidence and character. KDHE: No new virus cases in Ellis Co. since Friday

Do you have some unwanted furniture in your basement? Have leftover furniture that didn't sell at this weekend's garage sale?

You could help Developmental Services of Northwest Kansas' Custom Creations program.

The program, which has been in operation since 2016, is stock piling merchandise to open a new downtown Hays store that will sell refurbished and upcycled furniture, as well as crafts and art created by DSNWK clients.

DSNWK is hoping to open the new store, 1107 Main, by Oct. 15.

Custom Creations is taking donations of used solid-wood furniture that they will transform and update for resale.

"We hope to get a lot of real wood that the guys can refurbish and turn into new things,"&nbsp;LaVonne Giess, DSNWK program manager, said. 

"We used to get tables, and they were all scratched up," she said. "If it was real wood, Dustin [Olsen, employment services assistant,] has taught the guys to sand things down, how to stain, how to paint and even how to turn things into new pieces."

A head board might be transformed into a bench, and an old piano might become a bar. Pallets might be made into Christmas trees or pumpkins.

"A lot of these guys enjoy doing this stuff," Olsen said. "We have a really good group back here. We're pretty tight-knit back there."

Six individuals with intellectual or developmental disabilities work in the Custom Creations shop, but Giess said she hopes those numbers can grow.

With the opening of the store, the program will also be able to sell smaller arts and crafts made by DSNWK's day program clients.

DSNWK has six day services sites within its 18-county service area. That includes sites at Hays, Norton, Russell, Hill City, Atwood and Hoxie.

"We have some people who do amazing cross stitching, painters, so many unique artists," said&nbsp;Sara Biggs, director of programs and services. "They will also have the opportunity to have their pieces displayed and sold."

DSNWK officials hope to rotate feature artists throughout the year.

Biggs said she is excited the new store and DSNWK clients will be able to participate in downtown Hays activities, including art walks.

On the program's wish list is a Chromebox, so DSNWK can connect day sites, such as Atwood, to the store so visitors can watch clients making items at remote locations.

Officials also hope to offer classes for clients in the store, so members of the community can interact with clients as they work on their projects.

"Our individuals here get so excited when we come up with new project," Giess said.

The artists and craftspeople will receive a portion of the proceeds from the furniture, art and crafts they will make.

DSNWK will also be accepting donations of other craft materials. A women who was moving recently donated a large amount of fabric she no longer needed. Nothing goes to waste, Giess said.

If people have large donations to offer, such as furniture, they can call the Employment Connections Office in Hays at 785-625-2018 to have the furniture or materials picked up. Donations are tax dedcutible.

UPDATE: Custom Creations seeking donations in advance of store opening

Proposed Ellis County spending in 2022 is nearly unchanged
from the previous year while setting aside funds for much-needed infrastructure
repairs.

The Ellis County Commission heard budget requests from
representatives of the 15 county departments, the 23rd Judicial
District and the Ellis County Solid Waste Division in a pair of meetings last week.

The proposed county expenditures in 2022 are $24,410,242.
That is an increase of $471,000 over the 2021 budget.

Ellis County Administrator and Fair Chief Darin Myers said
some of the departments budgeted increases, some decreases. Overall, the budget remained the same outside of the $400,000 that will be transferred
to the special bridge fund and additional $71,000 that will be transferred to
the special highway fund.

In 2021, the commission set aside $329,000 for the special
highway fund. The additional $71,000 also means the county will transfer
$400,000 to that fund in 2022.

Myers said the $400,000 is almost equal to one mil. 

&nbsp;In previous years, the
money for road and bridge repairs and improvement projects would come from the
Public Works budget, but Myers pointed out that $400,000 may resurface one or
two bridges per year but it would not pay to redo a bridge deck.

Brendan MacKay, Public Works director, told the commission
there are 199 bridges in Ellis County — many over 75 years old. 

“Bridges are designed for 75 year service life,” MacKay, “Currently, we don’t have much put away for bridges.”

He added that they may have to look at closing some bridges
in the futures because the county cannot afford to repair or replace them.

In March, the commission voted to close a bridge a quarter-mile north of Old Highway 40 on 140th Road.

“We’ve been reactive for long enough, we need to start being
proactive on our repairs and maintenance,” MacKay said. “It’s no fault to my predecessor. It was just that how’s things went because budgets were cut for so long and you
have to make do with what you have.”

In April of last year, Ellis County voters approved a pair of
quarter-cent sales taxes. The revenue from one goes directly to health services
in Ellis County. 

The other quarter-center tax is a general sales tax that is
shared among the county and four cities within Ellis County. 

The county commission directed the county’s portion to a $5.4
million bond to help pay for several road projects. That includes a portion of
the Northwest Business Corridor, repairs to Cathedral Road in Victoria, 48th
Street and Feedlot Road.

Overall, Public Works accounts for $4.7 million in the 2022
proposed budget.

The Emergency Medical Services budget is also among the
largest department budgets within Ellis County. 

The proposed budget for 2022 is $3.3 million dollars.

Health Services Jason Kennedy told the commission Health
Services was able to stay on budget, even during COVID. 

He said the additional revenue from the sales tax has been a
“huge benefit.”

“With that health care sales tax benefit, we actually were
able to kind of toe the low with our EMS budget,” Kennedy said. “We do have an
increase in salaries but our total bottom line actually went up less than what
the increase in salaries was, so there was decrease to some of the
expenditures.”

Most of the decreases came from salaries. There are not only
fewer tenured employees but fewer employees overall.

“We are at a point where we have to make some significant
changes to the way that we deliver service to this community and we have to
make significant changes to the way we recruit and retain employees,” Kennedy
said.

He said they currently not even getting enough applicants
for the number of open positions they have.

Kennedy said he doesn’t believe that COVID will be drive
people to the emergency medical services field. He also said they current
climate is driving people away from public service.

“It is pushing people out of the public health sector,”
Kennedy said.

In the last three and half years, they have lost seven
certified paramedic positions. They have hired just four people.

Kennedy said it is a long process to become a certified
paramedic.

They have worked with one person, who is currently in
school, to help with schooling with the requirement that they work for Ellis
County after graduation.

“We have get good people and then we have to turn those good
new people into tenured employees,” Kennedy.

Kennedy has been working with Myers on incentive programs they hope to present to the commission
soon.

Kennedy also oversees the health department. 

He said they received several COVID-related grants that
helped to cover overtime and other personnel costs and it will also allow them
to do some unique projects.

One change that they are working on currently is creating a
full-time supervision position at the health department.
