The Hays Fire Department will be inspecting and flow testing fire hydrants on Friday in the area from Ash St. to Vine St. between 4th St. and 13th St., and from Wheatland Ave. to Commerce Parkway between 13th St. and 22nd St. 

This is part of a coordinated effort by the city of Hays to inspect all fire hydrants in the city and flush all water mains annually.

 Inspecting fire hydrants ensures that the valves operate properly and that there is no damage or obstructions that will prevent or interfere with the prompt use of fire hydrants in an emergency. Firefighters are also checking the pressure and volume of water mains in each neighborhood for firefighting purposes.

Beginning at 7 a.m. Monday, Ash Street from Skyline Court to Skyline Drive in Hays will be closed to through traffic for bridge deck repair work.

<a href="https://ncktc.edu/">NCK Tech</a> has branded themselves the Trailblazers and their new mascot is a bull.

The technical college plans to have a contest among the students to name the blue bull. A mascot costume is on order.

NCK President Eric Burks announced the new mascot at a press conference Tuesday morning in Hays and subsequently on the Beloit campus.

"We are happy to be Trailblazers," Burks said. "It just made sense since when you think of us being the first technical in the state of Kansas."

NCK Tech opened with 150 students in 1964. The Hays program was opened in 1973.

The founders of the college where trying to find ways to keep youth in Beloit, where NCK Tech's sister campus is located.

"NCK Tech was built by people who were not afraid to stand out from the crowd," Burks said in <a href="https://www.youtube.com/watch?v=s0yCGE63YNQ">a pre-recorded video</a> shared with students and the public Tuesday.

Burks continued to explain the connection between the new mascot and the college's history and mission.

"Trailblazers lead the way," he said. "They show their grit. They work hard and are resilient. NCK Tech Trailblazers are leaders on campus and within their respective industries.

"Given our rich history, identifying ourselves as Trailblazers was a clear, easy fit," Burks said. "However, choosing an image to personify and encompass all that a Trailblazer represents was a challenge.&nbsp;

"We chose the bull to honor our community's roots in agriculture and to symbolize the strength and drive our students exemplify as they charge forward into their future."

Members of the NCK board, including Dale Montgomery, were on hand for the mascot unveiling.

"I would even mention Dale Montgomery as being a trailblazer," Burks said. "He has blazed a trail for us at NCK Tech and seen us through so many changes. We really appreciate his wisdom and foresight.&nbsp;

"We look forward as we develop trailblazers for the future and they take pride in their communities," Burks said.

The college will have a national signing day on April 15 and will be handing out hats and other items with the new mascot on them at that time.

NCK Tech announces Trailblazers as new mascot

A little more than a year after the onset of the coronavirus pandemic, activities in Hays are slowing returning to normal.

Many in-person events were canceled or moved online last year due to COVID-19.

The April calendar of events hosted by the Hays Convention and Visitors Bureau shows the return of many annual spring activities.

The 47th annual Kiwanis Easter Egg Hunt will be held Saturday, although the Easter Bunny won't be on hand because of COVID.

Stars and Stripes Breakfasts at the VFW will resume April 11 and the Fort Hays State University Science Café presentations will again be held in-person beginning April 19.

Melissa Dixon, CVB executive director, highlights some of the April happenings in Hays.

🎥 CVB: In-person events begin resuming in Hays during April

The project to update several areas of the Hays Public Library is wrapping up. A majority of the project has been a remodel of the first and second floors, and most of that work has been completed. As of Thursday, both floors will be open to the public. &nbsp;

Patrons will notice a more welcoming entrance and an engaging space for community interaction and popular resources at the front of the building. With the new front desk and adjacent circulation room, patrons will return all items to the drop boxes outside or the front desk. The first floor also features a business center that houses the public computers, printer, copier, and scanner. Three meeting rooms were created and will be available to be reserved through the library’s website.&nbsp;

Like the first floor, the front portion of the second floor transitioned into a more open and inviting space. Two small rooms were created for studying and tutoring with one dedicated for nursing when needed.

A few pieces of the project are not completed. Signage still needs to be installed, and the area on the second floor dedicated to early literacy is not yet finished.&nbsp;&nbsp;

Gould-Evans Architects served as the design firm and project manager on the $1.6 million remodel. Paul-Wertenberger Construction is the general contractor.

Several generous donations bolstered the remodel. The Robert E. and Patricia Schmidt Foundation gave $100,000 to create the engaging front space and meeting rooms; the Beach-Edwards Family Foundation donated $30,000 to the new early literacy area; Nex-Tech’s gift of $10,000 is dedicated to the business center; the Heartland Community Foundation gave $5,000 to help build the meeting rooms; and the Hays Public Library Foundation and the Friends of the Hays Public Library each gave $25,000 toward the project.&nbsp;

The library board and staff appreciate the public’s input in planning this project and their patience throughout the remodel.&nbsp;

Beginning April 12, the library will resume regular hours and be open Monday through Thursday 9 a.m. – 8 p.m., Friday 9 a.m. – 6 p.m., Saturday 9 a.m. – 5 p.m., and Sunday 1 p.m. – 5 p.m.

Remodel nearly complete at Hays Public Library

WICHITA — The Robert J. Dole VA Medical Center, Wichita, will hold a virtual listening session with stakeholders from 1 to 2:30 p.m. April 5 to hear from veterans and the communities the Veterans Administration serves.

This is one of 50 public virtual listening sessions across the country from March through June to hear from veterans on how to design a health care system of the future and grow services for veterans in a way that reinforces VA’s role as a leader in the U.S. health care system.

“We want to hear from Veterans and other stakeholders in the communities VA serves and understand their vision for VA health care,” said Candace Ifabiyi, director of the Dole VA. “VA’s goal is to collaborate closely with Veterans and other stakeholders to build the best VA health care system that meets the needs of veterans today and for generations to come.”

These listening sessions represent an exciting opportunity for veterans to help VA reimagine how VA delivers care in an equitable, high quality, veteran-centered manner and develop a plan for investing in VA’s aging infrastructure. 

The feedback will be used to develop the recommendations VA submits to the&nbsp;<a href="https://www.congress.gov/congressional-report/115th-congress/house-report/1036" target="_blank">Asset and Infrastructure Review Commission</a>&nbsp;in January 2022. The AIR Commission will also conduct public hearings as part of their review of VA’s recommendations before submitting its recommendations to the president and Congress for review and approval in 2023.

On Thursday, the city's contractor will begin setting up traffic control, which will close the west half of the 27th and Hall intersection in Hays. Traffic will be detoured using Augusta Lane.&nbsp;

Once the construction zone is isolated, the existing pavement will be removed, the subgrade will be stabilized with crushed concrete, and new pavement will be installed. &nbsp;The curb and gutter, sidewalk and ADA ramp in the northwest corner of the intersection will be replaced as well. &nbsp;All this work will take about three weeks. &nbsp;

Once that phase of construction is complete, then Hall Street traffic will be moved to the west side of the intersection on the new pavement while work begins in the southeast corner of the intersection and proceeds east down the south side of 27th Street.

Ellis County Commissioner Neal Younger is asking Hays city commissioners to allow four types of alternative vehicles on Hays streets.&nbsp;

The vehicle types are currently prohibited on city streets by state law. However, they can be authorized by city ordinance.&nbsp;

Younger's request is for all-terrain vehicles, utility task vehicles, work site utility vehicles and micro-utility vehicles. They are among four of several non-automobile vehicles that have&nbsp;specific considerations under state or city law.

Commissioners also will hear the request during Thursday's work session along with a request to transfer certain mineral rights to Rick and Betty Wolf at the intersection of 260th Ave. and 41st Street.

Since reporting began, there have been 3,721 cases of COVID-19 identified in Ellis County, including 73 coronavirus-related deaths.

Of the total 26,647 tests administered, 12.9 percent have returned positive for COVID-19.

Hays Regional Airport recently received a third $1 million grant from the U.S. Department of Transportation to help with expenses related to COVID-19.

The announcement was made March 12 by U.S. Senator Jerry Moran, R-Kansas, a former Hays resident.

Hays is among 23 Kansas airports sharing in the $8.9 million made available by the Federal
Aviation Administration (FAA) as part of the&nbsp;Coronavirus Response and Relief
Supplemental Appropriations (CRRSA) Act.

Moran met with airport employees, general aviation pilots, and city officials at the Hays airport Tuesday afternoon to find out what impact the federal dollars have made.

In 2019, the airport had its best year ever for commercial enplanements - a little more than 15,000 passengers- according to Toby Dougherty, city manager.

By exceeding 10,000 passengers in one year, Hays is guaranteed $1 million from the FAA in entitlement money. The city provides a matching 10 percent and the funds are used for airport capital improvement projects.

Then, with the onset of the coronavirus pandemic in March 2020, there were only 5,400 boardings last year. During the entire month of April, there were only 29 people flying out of Hays. For awhile there was only one SkyWest/United flight per day instead of the usual two flights to Denver International Airport.

"We are worried that in future years if it takes awhile for passenger travel to come back and we stay below that 10,000 boardings, the FAA may not use that last normalized year. So we could be looking at funding those capital projects with other sources," Dougherty said.

The FAA entitlement money typically arrives two years after a 10,000 annual passenger boardings is met, according to Salter.

"That's probably what's the most critical for us. ... They have said there is talk that they're going to maintain whatever status you were in 2019 for 2020 and that will be your 2021 entitlement. But I haven't received [any notice of that."]

"We're in the early stages of planning for a $5 million taxiway rebuild project," added Dougherty. "A million dollars is really important to us. ... Us coming up with 10 percent of that is a lot of money but having the ability over the years to get the million dollars to help pay for that is big."

The aviation industry is slowing returning to normal.

"At the end of February, we were running at about 40 percent of normal passenger load, and I think it's trending up a little bit," Dougherty said. "Nationwide, it's about 50 percent. We're lagging a little bit."

Passenger Facilitation Charges (PFC) of $4.50 per ticket that help pay for capital improvements are down 50 percent. Landing fees are down 30 percent and fuel sales are down 20 percent.&nbsp;

"One of the things that we need to do when COVID is, in a sense, behind us," Moran commented, "we need to make sure the formula that allows you to have your entitlement fund takes into account the reduced passenger boardings during COVID.

Dougherty and Jamie Salter, airport director, agreed. "Absolutely," Salter said.&nbsp;

As small as the Hays airport is, with just four full-time and two part-time employees, it is a class Part 139 certified airport and must follow the same FAA rules and regulations as the huge Denver airport, Salter explained.&nbsp;

For the past year that has included mandatory face masks for everyone in the terminal and additional cleaning and disinfection put into place by SkyWest and TSA (Transportation Security Administration). Those measures are continuing in 2021.

Two offices directly across from the SkyWest passenger check-in area were previously open to the public. Using federal COVID relief dollars, they've been remodeled for as private offices for airport staff.&nbsp;

"We can't just close our doors," Salter said, "according to our grant assurances. We cross-trained our staff in case someone was quarantined or actually sick so we could still meet our safety requirements out on the airfield."

The <a href="https://hayspost.com/posts/5ee2df3aebfb13423b278f1e">first $1 million Phase III federal CARES grant</a> made in April 2020 will be used to fully pay for two longstanding capital improvement projects.&nbsp;

Rehabilitation of the north terminal apron, correction of drainage issues, and upgraded lighting for crosswind runway 4-22 will be done at no cost to the city beginning later this spring.&nbsp;

Usually, the city must come up with a 10 percent match for such projects while the FAA foots 90 percent of the bill.

Salter estimated the city is saving $180,000 to $200,000 by not having to pay the usual 10 percent cost share to the FAA for the two airport projects.

New runway markings have been laid down on the primary runway 16-34 and taxiway connector M1.

Maintenance projects, such as the runway restriping, are normally not eligible for the FAA cost/share program, saving the city another $400,000.

Relief funding has also been used to rehabilitate an asphalt access road on the east side of the parking lot which is heavily utilized by fuel trucks coming in to refill the fuel farm.&nbsp;&nbsp;A new snow plow was also purchased.  

"Those are huge costs, and we truly would have struggled to find the money," Salter told Moran.

The <a href="https://hayspost.com/posts/f4537d21-85a1-486a-b7b2-bc0b043c8363">second $1,008,174 grant</a>, announced in February, will be used for airport operational expenses, according to Salter, including salaries, utility bills, and the additional cleaning costs related to COVID-19. It cannot be used for development projects unless they are specifically COVID-related.&nbsp;

"To me, this is the important issue," Moran said. "You've received these two grants and the flexibility that's in the first one is really good, I would think.&nbsp;&nbsp;

"I'm worried that you would not have enough COVID costs to utilize the amount of money that you've received, and yet you have other needs at the airport that I assume you wish you could use that money on to pay for."

"We are being very strategic in how we use that," she said.

"Our plan is to offset operating expenditures with the CARES money from both grants. That then allows us to pad our reserves," Dougherty interjected.&nbsp;

"If this was your personal savings, you'd be ashamed at the amount of money we have in the bank out here."

"You're playing by the rules," Moran said, "but you're being strategic in the way you're saving your dollars for the future."

Salter said the city has four years to use the $2 million from the two federal COVID grans.&nbsp;

It's not yet known what the third million dollar federal grant can be used for, according to Moran.

The general aviation industry will also benefit from the upcoming capital improvement projects.

Salter said the Hays airport averages 34,000 airplane touch downs a year. Only 1,400 of those are by the SkyWest commercial jets. The overwhelming majority are general aviation flights, both for pleasure and for business.&nbsp;

Alan Moore is a private pilot and construction manager for APAC-Kansas. He is also a member of the board of directors for HaysMed, part of the University of Kansas Health System based in Lawrence.

"We have flights of physicians and administration people coming out to work with us in Hays.&nbsp;&nbsp;

"We have [medical] specialists that fly in and out of here. Those are general aviation, not commercial flights," Moore pointed out.

"And then, our team of doctors, throughout our critical access hospital network, are now flying to Liberal, to Colby, to do those procedures."

Some physicians charter flights with Crotts Aircraft Service, the airport FBO (Fixed Base Operator).&nbsp;

"General aviation really appreciates the facility we have," Moore told Moran. "I tell everybody we in Hays don't appreciate what a great facility we have until we go somewhere else and realize what their facilities are lacking."&nbsp;

“When you look at western Kansas, as we do all
the time, "Moran said, "if you want something to continue to improve, make sure we don’t lose
the airport and the commercial as well as the general aviation service that
allows a business to stay when they have to be elsewhere all the time."

The Hays airport carries no debt.&nbsp; &nbsp;

Hays just entered into another three-year EAS (Essential Air Service) contract with SkyWest, a subsidy funded by the federal transportation department.&nbsp;

🎥 MORAN: Hays airport is 'playing by the rules, but strategically using COVID grants'

The senior U.S. senator for Kansas, Jerry Moran, is supportive of additional investment in infrastructure across the country.&nbsp;&nbsp;

"The challenge has always come in how it's paid for," Moran said Tuesday during a visit to the Hays Regional Airport.

"It does seem to me that a $1.9 trillion [COVID relief package] and now a $2 trillion infrastructure bill, we are past what's affordable, what the country can afford.

"It's significant money that we are borrowing and has a huge consequence to the current and future economy, but also to the next generation of Americans."&nbsp;

Democratic President Joe Biden is set to unveil a roughly $2 trillion effort on Wednesday in Pittsburg, Pa., which would <a href="https://hayspost.com/posts/14424c83-57c8-454f-91a5-8f7dbe31a596">improve the nation's infrastructure and shift to greener energy</a> over the next eight years.

Moran, a Republican, is part of a group of 10 Republican and 10 Democratic senators working to "find a bipartisan plan that is something that is affordable and does invest in infrastructure."

Moran said he would be supportive of the plan including more than what is traditionally thought of as infrastructure — bridges, highways and roads.

"It very well could include city water works, pavement on airports, broadband. I think we have a lot to gain by investing in infrastructure and I want to be supportive of it but how we pay for it and how much money we expend at one time still is really important to me."

Moran said he remains open-minded and has yet to see anything on paper about the president's American Jobs Plan.&nbsp;

"I always tell Kansans that we are in the middle of the country, and for our agricultural commodities, for our&nbsp; manufactured goods to be in world markets,  how efficient we are in getting it there matters greatly," Moran said. "It's true here at this airport. It's true for our highways, roads and bridges.&nbsp;

"Infrastructure determines the cost of transportation. The cost of transportation has a huge consequence in whether or not what we do here can be sold around the world."&nbsp;

McEwen will take the reins on July 1, <a href="https://hayspost.com/posts/3640d4ec-626f-44a0-a839-abf2451be2be">after the resignation of Josh Lanning at the end of the 2020-21 school year.</a> McEwen brings with him a broad range of administrative and teaching experiences. At the present time, McEwen is serving the community of Norton as the junior high principal and the 7-12 athletic director. As a principal and athletic director, McEwen has been responsible for and involved with multiple aspects of school operations, which will be beneficial in his position of superintendent. McEwen earned his bachelor of mathematics in July 1995 from Fort Hays State University. In May 2007, he received his baster's degree in Education from Newman University, Wichita. He finished the requirements for his district leadership license from Newman University in June 2019. “I am excited and honored to have been selected to be the next superintendent,” McEwen said. “I look forward to leading Smith Center Schools in&nbsp;continuing to meet the needs of the community, families and students of USD 237.” Board President Theron Haresnape said McEwen emerged from a very thorough search process as the right candidate to lead the school district. "The board is certain in our choice of Mr. McEwen and confident that under his leadership USD 237 will continue to be recognized as having excellence in education." Theron Haresnape, board president, explained that community input, including the involvement of stakeholders, was a key factor in the success of the superintendent search process. The committees included teachers and administrators, parents, and community members.

"The input from the community as a whole was very helpful to our process,"&nbsp;Haresnape said.&nbsp; The board selected three finalists, who were interviewed by the board.

He finished the requirements for his district leadership license from Newman University in June 2019. “I am excited and honored to have been selected to be the next superintendent,” McEwen said. “I look forward to leading Smith Center Schools in&nbsp;continuing to meet the needs of the community, families and students of USD 237.” Board President Theron Haresnape said McEwen emerged from a very thorough search process as the right candidate to lead the school district. "The board is certain in our choice of Mr. McEwen and confident that under his leadership USD 237 will continue to be recognized as having excellence in education." Theron Haresnape, board president, explained that community input, including the involvement of stakeholders, was a key factor in the success of the superintendent search process. The committees included teachers and administrators, parents, and community members. "The input from the community as a whole was very helpful to our process,"&nbsp;Haresnape said.&nbsp; The board selected three finalists, who were interviewed by the board.

FHSU grad the pick to lead Smith Center school district

An Ellis County man pleaded guilty to a pair of child sex crimes
Tuesday in Ellis County District Court.

Christopher Leroy Boese, 20, Hays pleaded guilty to criminal
sodomy and electronic solicitation of a minor. Both are level-three person
felonies.

According to court documents, Boese was accused of having
sex with a 14-year-old on Dec. 29, 2019. Boese used Snapchat to message and set
up the encounter with the girl he believed to be 15.

As a result of the plea agreement, prosecutors dropped a
potential rape or an alternative count of aggravated indecent liberties.

Based on Boese’s criminal history, he faced 100 months, or 8
years and four years, in prison for the criminal sodomy conviction and 61 months
or, 5 years and one month, in prison. 

The plea agreement calls for Boese to be sentenced to 94
months, or seven years and 10 months, in prison for both convictions.

Court Services officials will conduct a criminal history
investigation prior to sentencing to determine Boese’s criminal history.

battery but, under the plea agreement, the charge was reduced to a misdemeanor.

Cox is expected to be sentenced to 59 months, or 4 years and
11 months, in prison.

Court Services officials will conduct a criminal history
investigation prior to sentencing to determine Cox’s criminal history.

The best spellers in 74 counties competed in the Sunflower State Spelling Bee, sponsored by ITC, KICA, Cox Communications and the Kansas Press Association on Friday. This year’s bee was 100 percent online using the Scripps National Spelling Bee platform.&nbsp;

Seventy-five students across Kansas were registered to compete in Friday’s oral spell down, which included spelling and vocabulary.&nbsp;

The 2021 Sunflower State Spelling Bee was a combination of 25 spelling words and 25 vocabulary words. Ishya Bhavsar, Grade 8, from Johnson County correctly answered 49 out of a possible 50.

Niko&nbsp;Tsereteli, a third-grader at O'Loughlin Elementary, placed fourth.

Ishya will represent Kansas in the Scripps National Spelling Bee, Orlando, Florida later this year. &nbsp;

Hays third-grader places fourth in Sunflower Spelling Bee

Fort Hays State University announced today that new curriculum guides developed in partnership with North Central Kansas Technical College are now in place to make the path to a four-year degree easier.

“The curriculum guides allow students to fully understand ahead of time which of their courses will transfer into our programs at FHSU,” said Erica Fisher, director of FHSU’s Transfer &amp; Military Center. “By increasing transferrable courses, students complete their degrees faster and with a lower total cost.”

FHSU and NCK Tech — with campuses in Hays and Beloit — introduced new undergraduate curriculum guides in Information Networking and Telecommunications and Business Administration. Students who select the bachelor’s in business administration degree path can choose from six major options: accounting, finance, international business and economics, management, marketing, and management information systems.&nbsp;FHSU also updated curriculum guides for several undergraduate programs that offer tremendous professional opportunities for graduates, including health studies, nursing, organizational leadership, and technology leadership.

“These curriculum guides provide a seamless transfer between NCK Tech and Fort Hays State University,” said Corey Isbell, vice president of Student and Instructional Services at NCK Tech. “Students in our business management, business technology, and IT programs at NCK Tech can easily transition from an associate of applied science to a bachelor’s degree, creating a more timely pathway to the workforce.”

Only the Hays campus of NCK Tech offers the business technology program, and only Beloit offers the IT program, while both campuses have the business management program.&nbsp;

Fort Hays State created the Transfer &amp; Military Center in the summer of 2020 to deliver enhanced and more personalized services to support two growing non-traditional college student populations. The center’s extensive and ongoing work in the area of curriculum guide development focuses on making the transition to FHSU more seamless.&nbsp;

“Close to half of the students enrolled in higher education programs today are non-traditional students, and serving their distinct need for flexibility, affordability, and a positive return on investment for every educational dollar spent drives the efforts of the Transfer &amp; Military Center at FHSU,” said Dr. Dennis King, Associate Vice President for Enrollment Management.
