Crude prices are holding steady, despite some ups and downs within a ten dollar trading range. Futures prices jumped two and a half dollars on Friday to settle at $88.96 per barrel in New York. By lunchtime Monday those prices were down two and a half dollars. WTI in New York was trading over $86. London Brent was over $94 per barrel.&nbsp; Kansas prices are down from a week ago, but up from the first of the month. Kansas Common crude started the week at $79.25 per barrel after gaining $2.50 on Friday. But on Monday, CHS in McPherson dropped its price to $76 per barrel. Oilfield activity in Kansas remains about 50% ahead of last year. So far this year, 247 operators have spudded 1,372 wells. Total footage drilled is estimated at 3.8 million feet compared to 2.8 million feet a year ago. Independent Oil &amp; Gas Service is scouting 522 wells current in various stages of drilling and completion. The Kansas Rig Count east of Wichita was up two at 19 active rigs. Western Kansas dropped by three to 30 rigs either scheduled, moving to, or currently on drill sites. Operators were drilling one well and about to spud another in Ellis County on Friday. Kansas regulators gave the green light to 36 new drilling locations across the state, with 12 in eastern Kansas and 24 west of Wichita, including two in Barton county and one in Ellis County. That's 1,436 new drilling permits so far this year, compared to 991 a year ago. Independent Oil &amp; Gas Service reports 40 new well-completions in the week through November 10th. That's 1,398 completed wells so far this year, compared to 778 by this time last year. There are two wells in Barton County, one in Ellis County, and two in Russell County among the 28 wells completed in Western Kansas last week. Baker Hughes reported 779 active rotary drilling rigs across the U.S. Friday, an increase of nine oil rigs. The count in Louisiana was up six rigs; Texas gained four. The Energy Information Administration reports a big increase in U.S. crude-oil inventories for the week through November 4th. Stockpiles increased nearly four million barrels, after dropping by three million barrels the week before. EIA says domestic inventories are about three percent below the five-year average for this time of year. Gasoline inventories dropped by nearly a million barrels, and are about six percent below the five year average. Diesel Stockpiles dropped by half a million barrels last week and remain about 17% below the five-year seasonal average. U.S. crude-oil production increased by 200,000 barrels per day last week, once again rising above 12 million barrels per day. U.S. oil-by-rail traffic is up three percent over last year. The Association of American Railroads reports 10,323 carloads, up 201 tankers from a week ago and a 3.3% increase over the same week last year. Canadian traffic is down 500 carloads for the week and 8.6% lower than last year. Diesel prices remain at near-record highs while inventories hold steady at historic lows. A report from the Energy Information Administration cites the benchmark New York Harbor spot prices for ultra-low sulfur diesel fuel. In October, that price averaged $4.36 per gallon, the highest monthly average prices since May of 2022 and the second-highest monthly average on record. Increasing demand and reduced production of diesel fuel contribute to this, but the report primarily blames low inventories both in the U.S. and around the world. U.S. inventories of distillate fuel oil have been below the five-year low since January. Total U.S. diesel inventories have been below the five-year low and more than 20% below the five-year average since April.&nbsp; Another barometer used by analysts is the so-called "crack spread," the difference between the price of crude and the equivalent amount of diesel fuel. October's crack spread marked an all-time high at $2.14 per gallon in October, compared to $1.61/gallon in October last year.&nbsp; Russia has started swapping oil products with Iran, the latest sign of deepening ties between the two sanctioned countries pushed closer by Russia’s war in Ukraine. Bloomberg cites an Interfax report attributed to the Russian Deputy Prime Minister, who said the range of swapped products will be expanded. The news came after a meeting with Iran's Oil Minister. The talks also covered potential Russian participation to increase Iran's oil production, the development of ports, and an international north-south freight corridor connecting Russia to India via Iran. Saudi Arabia has established a carbon-capture sequestration center, as the state oil giant seeks to reach its goal of net-zero emissions by the year 2060.&nbsp; The center will be located on the east coast of Saudi Arabia. Bloomberg reports the hub could store up to 9 million metric tons of CO2 every year within the next five years.

Hays USD 489 school board members received their first look at the design for the new high school at the board's meeting Monday night.

The high school will be divided into wings that will be connected by a commons area that will double as a cafeteria.

Large glass windows are planned for the space, which will look out on the new football stadium. DLR representatives said the commons area is being designed so it can be shut off from the learning areas of the school. This could better facilitate community use during off hours.

Math and science will be grouped on the left side of the building and arts and humanities will be on the right side of the building.

DLR architects said they planned the math and science wing adjacent to the STEM career and technical education classrooms to allow for more interdisciplinary collaboration.

Each wing will have teacher planning and collaboration areas. The current high school is only using about 75 percent of its classroom capacity because of planning time. The new collaborative spaces will allow the new HHS to use up to 85 percent of its classroom capacity.

The new building will have a performing arts center with a capacity of 800 people. The new walk-down gym will have a capacity of 2,000. The auxiliary gym will double as a storm shelter.

The high school will have two floors but have elevators in both wings of the school.

The district's architectural firm, DLR, is trying to incorporate as much natural light in the building through windows.&nbsp; However, the final details have yet to be finished on the design.

Board members asked questions about the security of the building. DLR representatives said they would consult with local law enforcement before finalizing the plans.

The building will have a secure front entrance that leads visitors through the school office. The two wings of the school could also be locked down from the commons in the case of an intruder.

No lockers are planned for the new building. This will allow more space for circulation in hallways and informal seating and collaborative spaces for students.

DLR will be presenting the plans in more depth with faculty during the first week of December. Construction is planned to begin in summer 2023 with completion estimated in May 2025.

As architects began planning the renovations for the elementary schools, it became clear that it would be more feasible to expand Roosevelt Elementary School as a five-section school and keep O'Loughlin Elementary School as a three-section school.

Heavy traffic, lack of additional space at the O'Loughlin site and nearby wetlands made Roosevelt a more suitable site for expansion, the DLR representative said.

This means Roosevelt will have space for five sections of each grade or up to 690 students once the renovation is complete. Roosevelt currently has a capacity of 430 students.

However, Superintendent Ron Wilson said the fifth section will be used for future growth and likely would not be needed immediately.

The current Hays Middle School will be renovated into a five-section elementary school as well. Lincoln and Wilson elementary schools are slated to be closed as elementary schools. Wilson likely will house the administrative offices upon the closure of the Rockwell Administration Center.

O'Loughlin will still be renovated under the bond. The DLR representative says the intent is the quality of renovations at O'Loughlin should not suffer due to the shift of additional classrooms to Roosevelt.

The Roosevelt renovation will include a separate gym and cafeteria, which will allow more freedom in scheduling considering the increase in the number of students who will need gym classes.

Just like the high school, the Roosevelt renovations will include collaborative spaces for teachers.

To ease traffic congestion around the school at pick up, a new pickup area will be created with half of the students being picked up on the east side of the school and the other half on the west side of the school.

Roosevelt's renovations will be the first bond project completed with an estimated completion date of December 2024.

The DLR representatives said inflation has increased 9 percent more than was estimated in the cost of the bond projects. This could mean an additional $13.5 million or more in additional costs for the bond projects, potentially driving the total bond cost to $157.2 million.

However, DLR representatives said they thought there are areas within the project the shortfall can be made up. Those include additional funds from the bond sale, potential bond interest earnings, FEMA grants and proceeds from the sale of the Rockwell and Lincoln properties.

The district has already applied for the first round of FEMA grants.

Celebration of Mosier's life scheduled this weekend in Hays

When photographer Paul Mobley set out to capture the soul of our country’s farm communities, he encountered an enduring rural culture that remains rooted in the principles of tradition, family, integrity and hard work.

Crisscrossing the country, from Alaska to Florida, Mobley and his camera were welcomed time and time again into the homes of hundreds of farm families.

Visit after visit, Mobley came to know the independent farmer’s spirit from both behind the lens and across the dinner table. He sought the elusive spirit of agriculture, looking for subjects that mirrored the project’s sense of risk and independence.

The resulting images show farmers with a strong sense of where they belong in the universe, a close connection to the land and their day-to-day work as it affects the rest of the world. American Farmer is on display until January.

Out of a collection of more than 200 of these portraits, Exhibits USA has distilled a selection of 45 iconic portraits showing the geographic and cultural diversity of the American farmer.

This vivid portfolio is accompanied by anecdotes and memories in the farmers’ own words that are both a testament to their enduring hospitality and a moving glimpse into the hardships and joys of a quickly disappearing way of life—one that once defined our national identity and now struggles to remain vital.

From Jim Taber, a young single father raising cattle in Montana, to Shirley Schollenberg, the daughter of Alaskan homesteaders, Mobley’s heroic photographs reveal the true face of American farming and remind us what it means to live with simplicity, contentment, and decency in a world that so often forgets.

Paul Mobley is an American photographer who has traveled from remote Alaskan villages to the majestic palaces of Croatia to find the face of a thousand words.

Mobley’s first book, "American Farmer: Portraits from the Heartland," was first published in fall 2008 by Welcome Books and received the 2009 Western Heritage Award for Best Photography Book from the National Cowboy and Western Heritage Museum.

American Farmer Exhibit on display at Fick Fossil & History Museum

ELLIS COUNTY—One person was injured in an accident just before 7:30p.m. Monday in Ellis County.

The Kansas Highway Patrol reported an unknown vehicle was eastbound on Interstate 70 just east of the Yocemento exit. 

The driver moved the vehicle from the driving to the passing lane. The rear of the unknown vehicle's trailer struck a 2010 Dodge Aveo driven by&nbsp; Austin Lee Vineyard, 26,&nbsp;Disputanta, Virginia, who as already in the passing lane. After impact, Vineyard lost control of the Dodge and it spun into the median.

EMS transported Vineyard to Hays Medical Center. He was properly restrained at the time of the accident. The KHP reported no additional details.&nbsp;

Three-day weather outlook

October started a new year of enrollment for 4-H members in our eight community clubs and their involvement in 40 project areas! Each community club elects representatives to serve on the 4-H Council, much&nbsp;like Student Council. This is an additional layer of leadership and communication learning as the youth and parent representatives share information to and from their clubs. Additionally, they serve on committees to plan county-wide events such as our Achievement Celebration and 4-H Club Day.

The Achievement Celebration was held a week ago and provides an opportunity for fun, fellowship, and award recognition. The committee selected an 80s theme for a Totally Rad&nbsp;Celebration,&nbsp;and we had lots of neon attire and ice cream sundaes.

All 4-H members are encouraged to keep a record book. Now, I know that record books aren’t everyone’s favorite thing but it does provide good life skills practice in setting goals, keeping track of related finances and activities, and sharing the struggles and successes as our 4-H members learn.

Each year at the end of the celebration, I remind 4-H members to turn to their family members to tell them Thank You! I will add my thanks to club leaders, project leaders, parents, grandparents, aunts, uncles, and neighbors who all have a hand in helping a 4-H member learn, grow, and thrive!&nbsp;

NWester: Historic barn provides unique event center in Wilson

Development of the Hays Chamber’s 2023 Community Guide is
underway, with a deadline for entry of Nov. 21.

Set for release during the chamber’s annual awards banquet, the 12,000
printed booklets will help Ellis County residents and visitors find the many
unique events and locations in the area.

“It has
anything from retail to restaurants, many of our nonprofits are actually
featured in there as well,” said Hays Chamber President and CEO Sarah Wasinger.
“We think western Kansas is very unique and special. … We also have things that
we can explore, like the Sternberg Museum, or the fact that we have a pretty
wonderful environment for things like our waterpark, and tennis courts and
pickleball courts. All the fun things.”

She said the guide can be a great
tool to explore all that Hays and Ellis County have to offer.

“People
visiting from out of town use this as a wonderful tool,” Wasinger said, “but
we think it's a great tool for people who even live here.”

She said
when she first joined the chamber four years ago, she was surprised by the entries in the guide — even as a lifelong Hays resident.

“You can
even re-explore and reconnect with your own community just by looking at this
publication,” Wasinger said. “And I think that's what makes it special too.”

As a
literal guide to attractions and happenings, she said it can also serve as a
tool to highlight life in Ellis County.

“It's
meant to be kind of a multi-blended publication where we even put it in
recruitment packets for businesses that are recruiting,” Wasinger said. “They
can actually connect with our chamber and request those packets, we put them
together, and then they can hand them out to people who are looking at moving
into Hays and Ellis County.”

“We
really feel like we have a compelling story to tell as a community and the nice
thing about this piece is it covers our diversity and our range,” she
continued.

For those area businesses and
organizations looking to be included in this year’s guide, Wasinger said there
are several options available.

“We
actually have some very affordable ways for them to kind of become a part of
this piece,” she said.

“We have
different features that are going to be three inches by three inches in size, and
our businesses can actually participate with that for as little as $250.”

The
pricing of inclusion from there depends on the level of Chamber membership and
placement size.

“If they
would like to find out kind of where they rank with their discount and level of
membership, we do have those flyers currently on the website, they can kind of
start looking at that piece, and then call us or visit us in person, or we'd be
happy to come to your location,” Wasinger said.

The
chamber can also help with designing the spot. 

“Our
team, of course, does a lot of the design work,” Wasinger said. “And then our
friends at the Hays Convention and Visitor's Bureau, Melissa Dixon and Brandon
Cooley help us do some photography, as well as some of the writing for that
and great things happen when people collaborate.”

“It's
definitely something that I look forward to, kind of stretching my creative
muscle and really getting into it,” said Hays Chamber Vice President of
Marketing and Communications Mariah
Legleiter. 

Wasinger
said the business or organization shares its creative vision and the
spot can be designed from there.

Along
with the printed booklets, she said the guide is also used online.

“If you've
got an ad in the publication, you'll have your ad linked to your direct
location for your website, or Facebook, depending on how your business wants to
do that,” Wasinger said. “And then our friends at Grow Hays, the Hays Convention
and Visitors Bureau and the Downtown Development Corporation, all four of our
organizations actually had this linked to this publication too, directly on our
website.”

“So,
it's not just those 12,000 impressions,” she continued. “We think it's probably
closer to something like maybe even 20,000 by the time you look at all the
different traffic that is going to those locations in those sites.”

Hays community guide production underway; entry deadline approaching

A winter weather advisory remains in effect for Hays and Ellis County until 6 p.m. Monday, the National Weather Service reported.

There is a 40 percent chance of continued snow through the afternoon, with accumulation of up to 2 inches possible.

The daytime high is expected to be 32 Monday, with an overnight low again dropping into the teens. Skies will clear overnight, with cold and dry conditions expected through the rest of the week.

Highs through Thursday are expected to be in the mid- to upper-30s, with overnight lows in the low- to upper-teens.

Of course,&nbsp;this year the yields were low due to the drought. In the&nbsp;Barton County&nbsp;plot&nbsp;the yields ranged from&nbsp;a low of 48&nbsp;to a high of 72 bushels per acre with test weights from 58.3 to 61.6. In Ellis County the yields ranged from 30 to 56 bushels per acre with test weights from 51.5 to 57.6.&nbsp;

Replication is used to smooth out or account for variability within a field.&nbsp;This site also has crop performance (variety yields) of 8 different crops&nbsp;grown here in Kansas.&nbsp;Tested&nbsp;over multiple K-State Ag Research Centers around the state.&nbsp;

Hays PD Activity Log, Oct. 30-Nov. 5

Reservations are being taken for the free Thanksgiving Day Community Feast for residents of Ellis County.

Once again, the meal is being organized and run by the Ellis County Ministerial Alliance. Those attending will notice two major changes from previous years, said the Rev. Josh Gelatt, who chaired the ECMA organizing committee.

He said one major change is the feast this year will be a sit-down meal only, with no drive-through option. The only exception is that First Call for Help, which is partnering with the ECMA, will deliver meals to the elderly, homebound, or disabled individuals.&nbsp;

The earlier reservation deadline for home deliveries is to give her time to organize the delivery routes and secure enough drivers, Allen said. In addition to providing meals for the homebound, First Call will also deliver a meal to the person’s caregiver, she said.&nbsp;

Gelatt said First Call expects to deliver 100 to 200 meals.

He said The Press, once again, will cater all the meals. The menu will consist of roast turkey and dressing, garlic mashed potatoes, green bean casserole, and a roll with butter. Each host site will provide beverages.

The other major change this year is there will be no free sacks of groceries, Gelatt said. The group that had partnered with ECMA in the past to collect the non-perishable food items, sort them, and bag them, was unable to do so last year and again this year.

“We were unable to get the logistics in place this year (to collect, sort and bag the items),” Gelatt said. “We hope to revisit that next year.”

In answer to the question of why no drive-through meals this year, Gelatt said the original idea of a “community feast” was to encourage Ellis County residents to come and “share a meal together.”

He said the committee discovered this year that “coming out of a pandemic, many people feel isolated, disconnected, and alone. That has steered us toward offering different locations where people can break bread together and maybe make a new friend.”

He cited a&nbsp;study by the World Health Organization that found depression and anxiety have increased 25 percent worldwide since the pandemic.

The study, which was released in March, showed that young people in particular are at risk. “(T)he pandemic has affected the mental health of young people, and ... they are disproportionally at risk of suicidal and self-harming behaviors,” the study found.

Allen also noted that in the past when the Thanksgiving Feast was offered at only one location, the venue would usually fill up rapidly. Attendees would often have to wait in line until people finished eating and left before they could be seated. This resulted in people feeling rushed and unable to linger and visit.

Having multiple sites, which was tried out in 2021, will eliminate this problem, she said. “The whole idea is offering fellowship and company — and not just a meal.”

She added any church, organization, or business wanting to host a site is still welcome to contact her at (785) 623-2800. The only requirement is they must be able to provide tables and seating for a minimum of 20 people. Being handicapped accessible is a plus, but not mandatory, she said.

Allen is also the person coordinating volunteers. She needs individuals to help pack meals for delivery, deliver meals to the homebound, and pick up meals from the caterer to deliver to the host sites. Many of the host sites also need greeters and servers, she said.

Reservations being taken for Ellis County Thanksgiving Feast

Kansas Wetlands Education Center has been recognized as one of the world’s best wetland visitor centers. Their success was announced at the Conference of the global Wetlands Convention, known as Ramsar COP14, underway in Geneva, Switzerland.

The Star Wetland Centre Award is a new initiative to recognize best practices in eco-tourism and education at wetlands. It is coordinated by Wetland Link International (WLI), a support network for staff and volunteers at 300 wetland visitor centers.

Kansas Wetlands Education Center is one of 23 centers worldwide, and one of only 2 in the United States, that have been selected by an international panel of experienced wetlands professionals.

“It's an honor for the Kansas Wetlands Education Center to be included in a list of other awesome wetlands centers internationally,” says Curtis Wolf, Director of the Kansas Wetlands Education Center.

“While our wetland center is only a small dot on the map, we are encouraged to know we are contributing to a larger shared goal of educating people across the world about nature, conservation, and appreciation of our natural resources."
