Affiliation among 3 institutions increases opportunities for students, meets local workforce development needs

Governor Laura&nbsp;Kelly&nbsp;today traveled to Fort Hays State University to participate in a ceremonial signing of House Bill 2290,&nbsp;which creates a strategic affiliation between Fort Hays State University, Northwest Kansas Technical College and North Central Kansas Technical College. 

The bill enables the institutions to partner to make educational programs and student services more accessible by breaking down bureaucratic barriers to those services, and to expand opportunities around apprenticeships, internships and employment with local businesses.&nbsp;

“Connecting young people to good jobs right out of college is a critical way to keep local businesses vibrant and strong, and to keep graduates living and working in Kansas,”&nbsp;Governor&nbsp;Kelly&nbsp;said.&nbsp;“This affiliation will do exactly that, helping rural Kansas meet the needs of critical industries including agriculture and technology.”&nbsp;

The strategic affiliation institutional partnership initiative was created by the three college presidents as a way to address workforce challenges in rural Kansas.&nbsp;

Gov. Kelly signs bill creating higher education partnership in western Kansas

A joint Hays City Commission/Russell City Council meeting will be held&nbsp;at 6:00 p.m. on Monday, June 19, 2023, at Hays City Hall, 1507 Main.

The meeting will be live streamed by Nex-Tech on its YouTube channel (<a href="https://www.youtube.com/user/NexTechChannel">https://www.youtube.com/user/NexTechChannel</a>) and its local channel 103 for those with Nex-Tech traditional TV service.

The governing bodies will hold a discussion in regard to the R9 water transfer proceedings and the June 20 R9 public comment hearing.

Hays/Russell discussion of R9 public comment hearing to be livestreamed

The United Way of Ellis County still has team openings for its annual golf tournament at the Smoky Hill Country Club.&nbsp; 

Entries can be made&nbsp;<a href="https://www.liveunited.us/">online</a>.

The cost for the tournament is $500 for a team of four. Golf cart reservations are included in the cost. Lunch will be provided, as well as opportunities to play hole games and participate in raffles.

Proceeds from the tournament will support the agency's 13 partner agencies.

Registration still open for United Way golf tourney on Friday

LOGAN COUNTY—Law enforcement authorities have completed an investigation of what was initially believed to be a child abduction in Oakley.&nbsp; The child has been reunited with his parents.

Early Wednesday, police responded to Mittens Travel Center,&nbsp;1001 U.S. 40 in Oakley, to take a report after the clerk at the convenience store advised there was a couple in need of assistance, according to Officer Sara McDonald.

Officers contacted two individuals who only spoke Spanish. After translation it was determined that they were traveling cross country with another couple to New Mexico, when they were left at the Mitten’s Travel Center.

The couple advised that they were left behind but their 4 year old son was still in the vehicle. 

An initial attempt to locate was sent out statewide, however, not all of the Amber Alert criteria had been met because the couple left behind believed this incident to be a mistake and not an abduction. 

They did not believe their son was in danger. The Kansas Bureau of Investigation, Kansas Highway Patrol and other area law enforcement were contacted to assist in looking for the vehicle.

The Oakley Police Department was able to successfully ping a phone that was in the vehicle and get a location. It was then determined that the vehicle with the child inside was heading back towards Oakley from just west of the Colorado State Line. 

Contact was made with the couple in the vehicle and they advised they stopped at the convenience store and did not realize the other couple got out of the vehicle before they left due to all of the luggage and the fact that the second couple were sitting in the third row of seats in the vehicle. 

They believed that the couple was still asleep in the vehicle when they left. Once they realized the other couple was not in the vehicle, they turned around and headed back towards Oakley.

The vehicle with the child returned to Oakley and all parties were escorted to the Oakley Police Department where interviews were conducted. 

It was determined that the whole incident was not a kidnapping but rather the couple at Mitten’s was left behind by mistake. The child was reunited with his parents, and all parties got back into the vehicle to continue on their trip to New Mexico.

Police: No child abduction, misunderstanding in NW Kansas

Science lessons for elementary school students during summer break are a little different than during the regular academic year, often with a little more fun added. The scientific facts, though, remain the same.

The youngsters attending Tuesday morning's outdoor free event hosted by the Fort Hays State University College of Education's Science and Mathematics Education Institute were focused on how rockets and catapults work. They also helped launch the institute's scientific weather balloon.

Although the youngest children were accompanied by adults, each of the attendees was on their own when it came to designing, cutting out and decorating their rockets made of paper and paper straws. They also got to construct a catapult and launch candy from it toward a target.

The rockets were propelled either by stomping on air-filled two-liter plastic soda bottles — a NASA-approved design — or by the builder's own breath.&nbsp;

The summer day camp will be offered again Wednesday and Thursday mornings with other science topics and hands-on experiments.

The teachers at each learning module are also students, albeit a little older and a little more experienced.

"We have a National Science Foundation scholarship grant program that's designed to recruit potential and train future science and math teachers for this area," said Paul Adams, dean of the FHSU College of Education.&nbsp;

The Noyce Summer Scholars are in their freshman and sophomore years in college. They get the opportunity to work with area science and math teachers who run the summer camps.

"To recruit, we get the students in who aren't quite decided what all they're going to teach and have them work at our summer camp programs which go the whole month. One of those days we have them do community outreach and teach scientific activities.

"They interact with the kids, get the experience of planning, and see the excitement as you do science and math activities."

Each activity is easily replicated by the student using basic items found in most households.&nbsp;&nbsp;

The Science and Mathematics Institute has been flying high-altitude balloons for about 11 years.

"We fill one up with helium, it's gonna launch, and we can do all sorts of experiments.&nbsp; We like to call ourselves the Space-X of Kansas because we provide the launch platform and the schools do it," Adams said.

Last winter, the institute designed a program for science teachers who in turn worked with their own students to experiment with snack-chip bags, which will inflate as they increase in altitude.

Another workshop was geared for high school students who designed a package that would open and close as it goes up in altitude to collect bacteria at different point in the altitude.&nbsp;

"The platform allows you to do a lot," Adams said.

Tuesday's launch carried a standard FHSU payload package to measure pressure, temperature and radiation. It also has a camera to capture the view from the balloon.&nbsp;

The launch, aided by many eager hands, also was designed to check the unit's tracking equipment.

"We don't just send it up and say, 'That was good.' We have to be able to get it back," Admas said.

Based on the weather and wind conditions, Adams and his FHSU assistants estimated this balloon would generally follow along Interstate 70 and land somewhere near Dorrance, a distance of about 40 miles east of Hays.&nbsp;

Wednesday and Thursday's come-and-go workshops run from 9 to 10:30 a.m. outside Tomanek Hall&nbsp;south of Forsyth Library  and will feature clouds, tornadoes, cannons, tower building, sundials, and blast rockets propelled by vinegar and baking soda.&nbsp;

"The nice thing is the kids can go home and keep experimenting, which is what we want to have happen," Adams said.

"Develop that curiosity and get that interest in STEM and science going early so they can continue and maybe hopefully come here and be a major at Fort Hays State University in our STEM College."&nbsp; &nbsp;

The following organizations received funding:&nbsp;

• City of Lucas, $5,000 to support the material and labor costs for the new storage shed and concession stand at the Lucas baseball field.&nbsp; • City of Sylvan Grove, $3,040 to help fund the renovation costs of the Sylvan Grove baseball field.&nbsp; • Lucas Area Community Theater, Inc., $800 to purchase two cash registers.&nbsp; • USD 299, $550 to purchase the Prestan Ultra-lite 4 pack CPR mannequins and one AED trainer.&nbsp; • Bethlehem Lutheran Church, $10,000 to help with the purchase and replacement of heating and cooling units in the church. &nbsp; • USD 298 Lincoln, $10,000 to help fund the Lincoln Track Renovation project.&nbsp; • USD 299, $300 to purchase materials for Social Emotional Learning in grades kindergarten through third grade. &nbsp; • Bud Finch Memorial Community Theatre Foundation, $2,000 for the purchase of a new popcorn machine. &nbsp; • City of Lincoln, $3,000 to purchase additional equipment for a music park for the City of Lincoln Park and cement to hold equipment in place.&nbsp; • Luray Senior Center, Inc., $2,500 to help with their patio replacement project.&nbsp; • USD 299, $400 to purchase a mobile snack cart with locking doors and cash box and snacks and flavored water to fill the cart to sell to the students and staff at the high school. &nbsp; • USD 298 Lincoln, $8,000 to help purchase playground equipment for the preschool and childcare expansion project.&nbsp; • USD 299, $360 to purchase 6 ball chairs.&nbsp; • USD 299, $5,000 to help pay Sunflower Restaurant Supply Co. for a 3-door freezer, which includes delivery and removal costs.&nbsp;

This round of grants was made possible by five funds at the community foundation: the Dane G. Hansen Community Grant Fund, the Post Rock Community Action Fund, and the Sylvan Area Fund, which all focus on improving quality of life throughout the county, the Kansas Health Foundation Fund for Post Rock and the Post Rock Healthy Living Fund both of which supports the public health of Lincoln County and those served by USD 298 and 299.

The program is a first-of-its-kind initiative aimed at individuals serving our nation’s veterans and their families who are motivated to broaden their skillsets, knowledge, and influence across the country.

Scholars were selected after a rigorous application and interview process.

 Throughout the five-month program, they will meet with a variety of nationally-known and distinguished professionals, educators, and experts in veteran transition and leadership development, including the eighth United States Secretary of Veterans Affairs Robert McDonald, retired United States Air Force General Alfred Flowers, and Bush Institute Senior Fellow Dr. Deborah Birx. They will attend the first three sessions at the George W. Bush Presidential Center and travel to Washington, D.C., for the fourth session. The program will conclude at the Bush Center in November.&nbsp;

Kastle has been with FHSU for 10 years. He is a retired Army First Sergeant and teaches in the FHSU Leadership Studies Program. During his time at FHSU, he has developed multiple academic programs and partnerships to assist the military community in reaching their educational goals. 

In 2019 FHSU launched the Associate of Applied Science in Technology and Leadership degree that Kastle developed in partnership with the U.S. Army Command and General Staff College. It allows service members to complete their associate degree in as little as one year by taking advantage of common core military leadership training offered among several branches.

Since its inception, more than 50 service members have completed their associate’s degrees, and many have gone on to pursue a bachelor’s degree. In 2020 Kastle worked to launch the Kansas Army National Guard Officer Candidate School Program that provides a pathway for current and prospective members of the Kansas Army National Guard to take military science classes at FHSU as they progress towards earning their degree and a commission as second lieutenant in the U.S. Army Reserve.

“There is so much learning that takes place in the military,” Kastle said. “Service members are engaged in formal instruction from the first day they don the uniform. Much of it can be applied in a university setting to help service members reach their educational goals. The tide is beginning to turn in higher education, and the value of learning outside of the formal collegiate classroom is starting to be recognized. During the five-month program, Kastle will develop an initiative that is focused on the creation of a bachelor of applied science in applied leadership program. He hopes this program will help service members earn a degree that will contribute to advancement in their military career and ease their post-service transition to civilian life.

They serve in a variety of business and community-based leadership roles and in a variety of professional settings, including veteran-serving nonprofits, government agencies, academia, and active and reserve military service.

The 2023 program will begin on July 11 in Dallas, Texas.&nbsp;

FHSU's Kastle joins network of leaders to support nation’s veterans

What is blood sugar and why is it important? Blood sugar (glucose) refers to the amount of simple sugar moving through your body at any given time. Your body breaks down most of the food you eat into glucose and releases it into your bloodstream for fuel. When your blood sugar goes up, your pancreas releases the hormone insulin. Think of insulin as a key to let the blood sugar into the cells of your body for energy.

Some people have, or may develop, a chronic and long-lasting health condition called diabetes that affects how their body turns food into fuel. If you have diabetes, your body doesn’t make enough insulin, or can’t use it as well as it should, and too much blood sugar stays in your bloodstream. Over time, serious health problems can develop such as heart disease, vision loss, and kidney disease.

You have probably heard of type 1 and type 2 diabetes. Those who have type 1 diabetes need to take insulin every day to survive. Usually diagnosed in children, teens, and young adults, symptoms of type 1 diabetes often develop quickly, and no one knows how to prevent it.

Type 2 diabetes is the most common and is usually diagnosed in adults, although now more and more in children, teens, and young adults. If you have type 2 diabetes, your body doesn’t use insulin well and can’t keep blood sugar at normal levels. The key message about type 2 diabetes, is that it can be delayed, or even prevented, with a lifestyle that includes healthy eating and physical activity.

The benefits of physical activity can’t be overstated for people who have diabetes or are at risk for developing diabetes and other chronic diseases. Exercise can help you lose weight and maintain a healthy weight. Added benefits for those with diabetes is that exercise lowers blood sugar levels and boosts your sensitivity to insulin, which helps keep blood sugar within a normal range.

Here are specific recommendations for those with, and at risk for, diabetes:

• Aerobic exercise. Get at least 30 minutes (more is better) of moderate/vigorous exercise — like brisk walking, swimming, biking, or running — on most days for a minimum of 150 minutes/week.

• Include resistance exercises to increase strength, balance, and the ability to maintain an active life. These include lifting weights, stretching, using resistance bands, and bodyweight exercises.

• Limit inactivity. Breaking up bouts of inactivity can help control blood sugar levels. Make sure you stand, walk, or do some light activity every 30 minutes during the day. Use an app or alarm to nudge you to move regularly, stand or move during commercials when watching TV, and take frequent stretch breaks when driving long distances or traveling.

In addition, about 1 in 3 adults in the U.S. have prediabetes, meaning their blood glucose levels are higher than normal, but not high enough to be diagnosed as diabetes. Prediabetes is real, it is common, and most importantly, it is reversible with simple, proven lifestyle changes. Most people don’t know they have it. Could this be you?

Area students earn semester honors at Kansas State University

The government reports weekly output of 12.43 million barrels per day, the best performance since April, 2020.&nbsp; The daily average increased by more than 200,000 barrels from the week before and was nearly half a million barrels higher than a year ago. The Energy Information Administration said crude imports dropped by 817,000 barrels per day to 6.4 million barrels per day. The four week average is about 3.5% higher than the same four weeks last year. U.S. crude inventories dropped by half a million barrels to 459.2 million as of June 2nd. The Energy Information Administration said stockpiles were two percent below the five-year seasonal average. Kansas operators spud 539 wells so far this year, down 94 wells from a year ago. Independent Oil &amp; Gas Service reports total well bore footage is down nearly 25%. The Kansas Geological Society recognized and named eight new oil fields in the state, located in Butler, Cheyenne, Pratt and Rawlins counties. That's 25 new-field discoveries so far this year. Operators completed 34 wells across Kansas last week. Independent Oil &amp; Gas Service reports two new well-completions in Barton County and one in Ellis County. Kansas regulators okayed 19 new drilling locations last week, 28 in western Kansas, including two in Barton County and one in Ellis County. The Kansas Rig Count is up more than ten percent from a week ago, up 35% from a month ago, but down 23% from a year ago. Drilling was underway Friday, June 9 on one lease in Barton County and another in Ellis County. Independent Oil &amp; Gas Service reports 12 active drilling rigs in eastern Kansas, and 30 west of Wichita. The Rotary Rig Count from Baker Hughes was up one oil rig but down two gas rigs for a total of 695 active rigs. The count in Texas was down six rigs. An attempt by Saudi Arabia to pump up oil prices appears to have backfired. Acting apart from its OPEC-Plus partners, state-owned Saudi Aramco last week announced a large production cut and higher prices in Asia. But the Web site Oil-Price-dot-com reports world prices soon headed the other way, and Asian refiners started looking elsewhere for crude, including West Africa, Russia, and Iran. Russia's oil and gas tax revenues fell almost 36% in May from the same month last year and 12% from the month before. The decline in oil income is likely to complicate an already looming budget shortfall in Moscow, as Russia pursues what it calls its special military operation in Ukraine. Reuters reports a $42 BILLION budget deficit in the first four months of the year as spending rose and energy revenue fell. It's been a year now since national gasoline prices reached their all time high. Prices are a dollar and a half lower today, and holding steady. The auto club AAA pegs the national average price for a gallon of regular at $3.59 per gallon. In Kansas, that's down to $3.25. Diesel prices are down nearly two dollars from a year ago. Your average fill-up price is $20 cheaper than a year ago in Hays, and $19 cheaper in Great Bend. Monthly rail traffic in the U.S. was down nearly six percent from last year, but petroleum and fracking sand were among the commodities that posted increases. The Association of American Railroads says oil-by-rail shipments in May were up 9.4% from a year ago. The weekly tally shows a six percent increase over the same week last year, but a slight drop week over week. Canadian oil-train traffic was down six percent from last year and down more than 400 tanker carloads from last week.

🎙 Post Podcast: Heartland Community Foundation prepares to announce grant recipients

Kansas Department of Wildlife and Parks opened Ellis City Lake to public fish salvage beginning September 2022 due to concerns surrounding low water levels. The public salvage liberalized methods by which fish could be taken (per K.A.R. 115-7-1) and removed all applicable length and creel limits (per K.A.R. 115-25-14). 

Currently, increased water level and improved inflow prospects have negated the utility of the public fish salvage at Ellis City Lake. Thus, the public salvage order will be rescinded coincident with removal of on-site salvage order signage. 

The following conditions will result from termination of the public fish salvage order. 

1. Legal fishing equipment for each angler will consist of up to two rods (three with a three-pole permit) with no more than two baited hooks (single or treble) or artificial lures per line. And if two artificial lures are used, the fishing line shall not exceed six hooks.

 2. Fish harvest will be regulated by harvest regulations posted on informational kiosks present at the lake. Fish harvest regulations in effect are: Channel Catfish-5 fish/day creel limit, Crappie-50 fish/day creel limit, Flathead Catfish-5 fish/day creel limit, Largemouth Bass-15” minimum length limit 5 fish/day creel limit, and Saugeye-15” minimum length limit 5 fish/day creel limit. 

3. KDWP will resume fish sampling activities and fish stocking at the discretion of the District Fisheries Biologist.

Public fish salvage to be rescinded at Ellis City Lake

GRAHAM COUNTY—One person died in an accident just after 7a.m. Monday in Graham County.

The Kansas Highway Patrol reported a 2001 Toyota 4Runner driven by Jarrod Lee Harper, 39, Hill City, was traveling in the 2100 Block of 200th Avenue just south of the M Road intersection.

The SUV veered off the roadway to the right, struck a culvert, went airborne and rolled onto its roof.

Harper was pronounced dead at the scene and was transported to&nbsp;Stinemetz Funeral Home.

 EMS transported a passenger identified as Jonathan Warren&nbsp; Vanloenen, 38, LaCrosse, to the hospital in Hill City. They were were not wearing seat belts, according to the KHP.

I am replying to, as well as stating some additional facts, to <a href="https://hayspost.com/posts/17997478-c7b3-4601-a433-c8f9623b09da">the Opinion Letter written by Grace McCord and Madison Albers in reference to opening a polling site on the Fort Hays State University campus.</a>

When individuals register to vote one of the pieces of information that is needed is your place of residence as this determines your polling location. Hays is made up of wards and precincts. The area that is around the campus area is comprised of Ward 1 Precinct 1 and 2. One big misconception is, and I hope by this letter I will be able to better educate everyone, just because you are student at FHSU does not necessarily mean that you can vote on campus because your poll site is determined by your address.

When the polling location was located just a few blocks from campus (601 Main) it had the lowest number of registered voters (1,338) and the lowest voter turnout for Election Day. I went back to the last 10 elections and the average turnout was 9.65 percent. Students that are not actual residents of Ellis County can get an advance mail ballot from their hometown county clerk so they can vote on candidates and/or questions that are on the ballot in their own hometown. Students that are from Ellis County either live at home so their polling location is determined by their parents’ address or if they don’t live at home, their address would have to be in Ward 1 Precinct 1 or 2 to vote on campus. For example, McCord nor Albers would be able to vote on campus. McCord’s address is not in Ward 1 Precinct 1 or 2, and Albers is not a registered voter in Ellis County.

If there would be a polling site on campus that would mean that each and every student that was on campus on Election Day would have to have to live in Ward 1 Precinct 1 or 2. I retrieved stats from my voter registration system and using the ages of 18-24 and living in Ward 1 Precinct 1 or 2, I have 242 registered voters. This number doesn’t tell how many of these registrants are students, or if they are an actual resident of Ellis County and do not attend FHSU. It does tell me, however, it is not economically feasible to open a polling location on campus at this time.

I wholeheartedly agree with McCord and Albers that democracy depends on each of us to keep it healthy. Voting is a civic duty we have as citizens of the United States and I firmly believe if anyone, not just students, want to vote they would find a way to vote whether it is in their backyard, or across town.

There are three different ways to vote: Early voting at the Administration Center at 718 Main for two weeks prior to any election. The Administration Center is just a few blocks from campus and anyone can vote there regardless of their address; one can request an advance mail ballot be mailed to them; or they can go to their polling location on Election Day. In fact, in working with McCord and Albers I offered to contact McCord prior to early voting so that she can inform all the students that early voting has commenced and direct them to the Administration Center which is within walking distance of campus.

I plan on continuing to work with McCord and Albers to find ways to bring up the number of registered voters of students and find ways to encourage them to vote so that I can revisit this at another time because the increased numbers would show that it would be economically feasible to open a polling site. Letter to editor: Ellis Co. Clerk says FHSU polling site not economically feasible 

It's been eight years since the cities of Hays and Russell began navigating the regulatory process to develop a long-term municipal water supply on the jointly owned R9 Ranch in Edwards County.

Hays purchased the ranch in 1995. Russell has an 18 percent interest in it.

The cities' regulatory process of working through the Kansas Water Transfer Act kicked off in 2014.&nbsp;The two towns filed a change-of-use application in 2015 from agricultural irrigation to municipal use.&nbsp;&nbsp;

This is the first time the Water Transfer Act — in its current form — will be triggered in Kansas, a statutory requirement if more than 2,000 acre-feet of water is moved more than 35 miles.&nbsp;

"There are questions and matters that are big enough and broad enough the state needs to get involved with the statewide benefit or statewide detriment and the water transfer process is probably one of them," said Toby Dougherty, Hays city manager. "It's such a lengthy and cumbersome process that's costs millions of dollars, ultimately to the ratepayers in Hays and Russell."&nbsp;

Hays and Russell must prove that moving the water 65 miles north from Edwards County to Ellis County, and then on to Russell County, will benefit all of Kansas.

Hays and Russell are emphasizing the region's $3 billion growing economy.

"This is the future of our community," said Sandy Jacobs, Hays vice-mayor and a lifelong resident of the town.

"This is the biggest thing that needs to happen for the very survival of the economic sustainability of this area," she said.&nbsp;

Despite opposition from&nbsp;

WaterPACK, the&nbsp;Water Protection Association of Central Kansas, a non-profit organization of irrigators in south-central Kansas, the cities' request has been <a href="https://archive.hayspost.com/2019/03/28/chief-engineer-approves-hays-russell-r9-ranch-water-change-applications/">approved by the chief engineer of the Kansas&nbsp;Department of Agriculture Division of Water Resources</a> and by the Edwards County district judge on an <a href="https://hayspost.com/posts/0138868d-c7e8-42fb-8e0f-c03df67eb36e">appeal by WaterPACK</a>.&nbsp;&nbsp;

The delays have been costly, said Jacobs.

"On top of all the legal fees and everything we're paying is the increase in the cost of the project. When we started talking about this project, it was at $72 million. And now we're at $140 million and going up quickly."

"The water is not being put to use right now," Dougherty said. "The water will be put to use to keep a $2 billion regional economy growing. We think it's a very simple economic calculation to the state."&nbsp; &nbsp;

The Water Transfer Act process culminates with a 10-day hearing in Wichita starting July 19.

Prior to that, statutes require a public comment hearing in the basin of destination, which is Hays.

Kansas Administrative Law Judge Matthew Spurgin will preside over the public comment hearing to be 6 to 8 p.m. June 20 in the Black and Gold Room at Fort Hays State University's Memorial Union.

Hays and Russell, represented by Dougherty and Russell City Manager Jon Quinday, will first have an opportunity to explain why they are undertaking the project.&nbsp;

Intervenors, including Groundwater Management District No. 5, Edwards County, and WaterPACK, then have the opportunity to present their viewpoints.&nbsp;

Agencies including the Kansas Department of Agriculture may also comment on the project.&nbsp;

Then the judge will open the floor to public comments. Dougherty is hoping for a lot of supporters to attend the hearing.

"This is an opportunity for people to go on record and express their thoughts on the project."&nbsp;

According to Dougherty, public comments are not meant to be a debate or discussion.

"It's a way for people to get their viewpoint on the record."

Written comments may be submitted by mail and must be received by June 26 at:
