GREAT BEND — In response to the blizzard conditions this week, the city of Great Bend and Great Bend Alive would like to announce a date change for the newly revamped "Beat the Winter Blues Sale and Snowball Drop." Originally scheduled for Saturday, the event will now be on Jan. 20.

The decision to reschedule the event was made to ensure the safety and enjoyment of all participants, taking into consideration various factors such as weather conditions and logistical considerations.

"We understand the excitement and anticipation surrounding our 'Beat the Winter Blues Sale and Snowball Drop,' and we sincerely apologize for any inconvenience caused by the date change. The participating stores voted to move it to provide the safest and best experience for everyone involved.” said Christina Hayes, community coordinator. "Our top priority is the safety and satisfaction of citizens and visitors, and we are so excited that Great Bend Alive is adding the Snowball Drop inside the Crest – we felt that moving the date would be the best option for all!”

The revised schedule for the event on Jan. 20 is as follows:

The Kansas State Agriculture Research Center in Hays reported 4.5 inches of snow as of Tuesday morning.

However, other area residents reported as much as 8 inches, and Oakley reported 11 inches of snow.

Snow totals can be difficult to report when the snow is drifting as it was Monday with the blizzard conditions that hit western Kansas.

The research center reported that 4.5 inches of snow will equal about .68 inches of moisture. That puts Hays above the .45 inches of average moisture expected by the end of the month.

The National Weather Service has blowing snow forecast until about 3 p.m. today with a high of 29.

Wednesday is forecast to be mostly sunny with a high of 35, but chances for snow return Thursday and Thursday night.

Arctic air is set to move into the region as of the end of the week with a high of 4 on Sunday.&nbsp;

First Care Pharmacy is now open for business inside the Express Care entrance, 13th and Main, of the First Care Clinic in downtown Hays.

One of the biggest advantages for patients of either the clinic or express care is the convenience, says&nbsp;Tami Zimmerman,&nbsp;pharmacy director.

"Patients can go to their appointments and if they require a prescription at the end of that appointment, the provider sends it right over to us. We can usually have it ready in 15-20 minutes, depending on how many prescriptions there are, barring any complications or drug interactions, things like that," Zimmerman said.&nbsp;

Even more convenient is the free delivery service of your prescription to your Hays home or business.&nbsp;&nbsp;

"We've had quite a few people come in to the Express Clinic and come here after their appointment and say they're not feeling well and ask us to deliver their prescriptions to their home when it's ready," she said. "It's worked out really well for them."

Zimmerman has nearly 29 years of experience in the industry, is a Hays native, and a graduate of the University of Kansas School of Pharmacy.

She previously worked at corporate pharmacies and loves helping people.

"I thought I wanted to be a teacher, and then I got to work in a pharmacy, which wasn't even on my radar," Zimmerman laughed. "I didn't realize how much I was going to enjoy it, ... especially at First Care."

Customers have told her how much they enjoy seeing a friendly face.

"We have a more personal approach as somebody who cares about them," she said.

First Care Pharmacy is an "open door" pharmacy, although it carries just a small amount of retail, over-the-counter medicines for colds, headaches and other minor illnesses.&nbsp;

"Most of my inventory is for patients here," Zimmerman said, "but I can help anybody in the community, and they can take advantage of that free delivery as well."

In order to stock and open the pharmacy, which is scheduled for a Hays Chamber ribbon cutting and brick presentation from the Downtown Hays Development Corporation Wednesday morning, Zimmerman thought carefully about the clinic's patient load.&nbsp;

"To develop our initial inventory, I just looked at the majority of medications our providers were prescribing, and that's the inventory I started with," Zimmerman said. "Obviously, I didn't order everything ...&nbsp; but I took the things we fill quite a few prescriptions of and stocked it that way. Anything else, I can pretty much get the next day. 

"Even if that retail patient comes in, and they see somebody out at HaysMed and then come over here, if I don't have it that day, I can usually have it the next day," she said.

Zimmerman estimates there are more than 600 First Care Clinic patients taking some kind of prescription drug prescribed by its providers.&nbsp;

First Care Clinic is a 501(c)3 nonprofit federally qualified health center providing health care services for people of all ages, regardless of the patient’s ability to pay. It provides services and medications on a sliding-fee scale to those who qualify.

The pharmacy participates in the federal 340B drug pricing program which is funded by the drug manufacturers, Zimmerman said.&nbsp;Patients who qualify for the sliding fee scale can receive their medications at significantly lower prices.

"The pharmacy is such a really crucial component with a person's healthy lifestyle and our ability to care for the whole patient," said Eric Flax, First Care Clinic CEO. "They were able to get quality healthcare before and now they're also able to get affordable medicines that will help them stay healthier, keep them healthier, and keep them out of our clinic.

"I'd much rather have our providers see their patients for annual wellness exams as opposed to catastrophic things," Flax said. "It's healthier for the patients and the community. We are now able to extend our level of care beyond the clinic into allowing them to have the meds they need to stay healthy."

First Care is unique in that its main clinic is the only one in the area that houses family medical care, mental health services and general dentistry, all under one roof. 

Express Care and the pharmacy are accessed at 1301 Main, while the main clinic is right around the corner at 105 W. 13th.

First Care also operates another medical clinic at&nbsp;1923 E. 22nd St., site of the former Hess Clinic.&nbsp;

First Care Clinic welcomes all patients and accepts all major insurances.&nbsp;

The American Red Cross is experiencing an emergency blood shortage as the nation faces the lowest number of people giving blood in 20 years.&nbsp;The Red Cross blood supply has fallen to critically low levels across the country, and blood donors are urged to make a donation appointment to help alleviate the shortage and help ensure lifesaving medical procedures are not put on hold.

Over the last 20 years, the number of people donating blood to the Red Cross has fallen by about 40%.&nbsp;When fewer people donate blood, even small disruptions to blood donations – such as the nearly 7,000-unit shortfall in blood donations the Red Cross experienced between Christmas and New Year’s Day alone – can have a huge impact on the availability of blood products and dramatic consequences for those in need of emergency blood transfusion.&nbsp;Blood products are currently going to hospitals faster than blood donations are coming in, and in recent weeks, the Red Cross has had to limit distributions of type O blood products – among the most transfused blood types – to hospitals

Engage, Inspire, and Celebrate: Introducing the Russell Community Impact Awards

Happy 2024! Rolling over the calendar is always exciting to me. I love a fresh, new year for new ideas, new planning, and new things to try. Do you make New Year’s Resolutions? I have planned resolutions as long as I can remember. Many people make commitments to be healthier, but then by February those commitments fall by the wayside when “life happens!” What are some things you can do to keep from losing your focus? Here are some tips:

Choosing too many goals can be overwhelming which can cause us to throw our hands up and quit. Pick one to two things you’d like to focus on and go full in.

What’s the old saying? “When you fail to plan, you plan to fail.” Research what you want to do, how long will it take, what support or information do you need to reach your goal?

Write goals that are specific rather than vague. Something like “exercise more” or “eat more veggies” can be too vague to really measure, instead be more detailed. A more specific resolution would be, I will walk 20 minutes 3 times a week. An example of a specific nutrition goal would be “I will eat a serving of fruit with breakfast and a serving of vegetables with lunch and dinner.” Both of those are measurable goals you can check off your list and will give you a dopamine boost that will leave you feeling accomplished.

Don’t choose the same goal you have in the past and failed at. This sets you up for the same pitfalls that caused you to be derailed in the past. If you still want to work on the same goal as last year then re-word it, making it more specific.

Lean on the people around you to help you stay focused. Whether its co-workers, spouses, or friends, we need those around us to support us and motivate us. Share your goals with those around you.

It takes approximately 2 months to form a new habit. If life gets in the way, get back up, dust yourself off and start again. Resolutions don’t have to be all or nothing. Be forgiving to yourself. Life happens and one of the things we have to learn in order to accomplish hard things is the ability to do a little self-reflection about what went wrong and how do we fix it? You can also try tacking a new goal onto something you already do to help it become a habit. For example, during a morning or night routine try putting the new goal in during those already established routines.

My 2024 goal in the Cottonwood District is to focus on giving everyone in our community an opportunity to be active. The benefits to physical and mental health are numerous with even small amounts of activity. No matter how sedentary you have been, we have classes that will help you become more active. Stay Strong, Stay Healthy will begin on January 16, 2024. Walk Kansas will begin in March for people to form teams and stay active. Walk with Ease, is an Arthritis Foundation program, and is aimed at helping people stay active with chronic disease. All the classes are laid back, easy to access, and you can start where you are at. Come join us, you will not be disappointed. These classes are well researched to provide numerous benefits. If you have any questions, please get ahold of me! I look forward to meeting you in 2024!

The Kansas Department of Transportation expects I-70 to remain closed overnight as crews continue to remove snow and clear vehicles from the roadway. Westbound lanes are currently closed from the Colorado border to Salina, and eastbound lanes are closed between the Colorado border and Exit 205 near Wilson, which is located approximately 45 miles west of Salina.

Numerous highways also remain closed in northwest, southwest and central Kansas. KDOT reminds motorists not to drive around road closure barricades or gates. Doing so may result in a citation or fine.

  impossible, especially Monday afternoon and Monday evening,
  and especially on open rural highways.&nbsp;

Travelers should be prepared
  for rapid changes in visibility and road conditions, over
  short distances and short time periods. Stranded travelers
  will be at risk of wind chills near zero by Tuesday morning.&nbsp;

Travel should be restricted to emergencies only. If you must travel, have a winter survival kit with you. If you get stranded, stay with your vehicle.

Weather update: Hays 6 to 8 inches of snow accumulation overnight

Ellis County business offices will be closed until noon Tuesday due to the weather.  The 8:30 a.m. Ellis County Commission meeting will be pushed back until 1:00 p.m. Tuesday afternoon for the same reasons.  The commission meeting will still be held in the Ellis County Commission Chambers at 718 Main Street.&nbsp;

Due to incoming inclement weather, with the possibility of blizzard conditions this afternoon, the Ellis&nbsp;County business offices will close at 12:00 p.m. 

Emergency services will remain operational. 

The Ellis&nbsp;County Landfill will stay open until midafternoon to allow for municipal trash collection to be completed.

Year end statistics show oil and gas activity in Kansas is down by 20% or more from last year. Independent Oil &amp; Gas Service has reported a 20%-plus decline in year-over-year activity comparisons for the last several weeks. IOGSI bases the assertion on total spuds and total footage drilled. The 1,692 well completions reported in 2023 outnumber the tally from a year earlier by 103 wells, but other statistics are lower:

*The list of active operators is shorter, total footage drilled is down 25%, permits and intents are each down 18%. *Production has been mired at historic lows for about five years. Kansas yearly output dropped below 30 million barrels for the first time in 2020, and has remained there each year since then. Current output reports show production is down from last year, which saw the second-lowest production total in state records. Dwindling Kansas production offers a stark contrast to the dramatic increase in total U.S. output, which continues to rewrite the record-books. *The end-of-year list of intent-to-drill notices in Barton County shows 40 intents last year, down from 48 a year ago. Ellis County checked in with 44 intents, down from 55 at the end of 2022. Russell County was down seven at ten notices. Stafford County reports 24 intents, down five from the total a year ago.

Operators in Kansas completed 35 wells last week. Eighteen of those were in western Kansas, including one each in Barton, Ellis, and Stafford counties. Kansas regulators report 17 new drilling permits to start the year, 13 in eastern Kansas and four west of Wichita.

The Kansas Rig Count from Independent Oil &amp; Gas Service remained unchanged at 21 rigs in western Kansas. The tally east of Wichita was up two at 16 rigs. The total drops 21% from a year ago. A final look at 2023 shows 1,313 wells spudded, down 388 wells from last year, with total well-bore footage down about 25% year-over-year. The weekly Rotary Rig Count from Baker Hughes shows 521 active drilling rigs, reflecting an increase of one oil rig and a decline of two seek natural gas. The counts in Texas and Wyoming were each down one rig from a week ago.

Crude prices surged toward a weekly gain in New York and London on Friday. Then on Monday, a selloff dropped prices four percent. By midday Monday, WTI on the Nymex dropped below $71 per barrel. London Brent was under $76.&nbsp;The Energy Information Administration reports domestic crude stockpiles were down 5.5 million barrels last week to end the year at 431.1 million, or about two percent below the five-year seasonal average. &nbsp;Production slips from an all-time record the week before. EIA reports output of 13,235,000 barrels per day in the week ending December 29.U.S. crude imports increased by more than 600-thousand barrels to just under seven million barrels per day. The average over the past four weeks is about seven percent higher than during the same four weeks last year.

Bloomberg is now tracking 14 crude-oil tankers hauling about 11 million barrels of Russian crude to India in violation of international sanctions. In the face of the recent escalation of those sanctions, some of those ships are taking dramatic detours, some are returning to Russia, and some are turning off digital tracking systems.

Southwestern Energy and Chesapeake Energy are close to a merger that would create one of the largest natural gas producers in the country. The Wall Street Journal reports the deal would expand Chesapeake’s gas production in the Marcellus basin in the eastern U.S., and in the Haynesville shale basin on Louisiana and east Texas.

Hays City Manager Toby Dougherty has declared the city of Hays to be under a Phase 1 Winter Storm Traffic Emergency. 

During a Phase 1 Winter Storm Traffic Emergency, it is unlawful to park a vehicle on any street designated as an emergency snow route. 

The city of Hays Public Works Department and Hays Police Department are requesting your assistance with snow removal along emergency snow routes. Please take the appropriate measures and move your vehicle from the snow route at this time.

 Should you take no action and allow your vehicle to remain parked on an emergency snow route, you risk receiving a citation and/or having your vehicle towed at your expense. 

This Phase 1 Winter Storm Traffic Emergency shall remain in effect until such time that the Hays city manager deems the Winter Storm Traffic Emergency terminated.

LANE COUNTY —Authorities are working to determine the cause of a fire at the grocery store in Dighton.

According to a media release from the city of Dighton, K&amp;J Foods, 101 West Long Street, was destroyed in a fire on Saturday.

Firefighters battled the fire and warned residents that the northeast section of town was filling with the dangerous smoke. The Catholic Hall and the 4-H building were opened for residents to seek shelter to avoid breathing in the smoke.&nbsp; 

The Fire Chief urged residents on the northeast side of town to consider shutting off heating system, that draw outside air in, due to the heavy smoke from the fire.&nbsp; There were no injuries reported.

Ellis County Public Building Commission to meet Tuesday

Kansas lawmakers return to Topeka Monday to begin their 2024 annual legislative session.

The House and Senate are scheduled to gavel in at 2 p.m. for what is often a ceremonial first day.

Democratic Governor Laura Kelly will deliver her State of the State address Wednesday at 6:30 p.m. and is expected to touch on her legislative priorities.

Her budget proposal will be available to legislators Thursday morning.&nbsp;

While Medicaid expansion remains a top goal for Gov. Kelly, area state legislators don't expect the issue to get much traction.

The governing bodies of Hays and Russell recently issued resolutions supporting the expansion of KanCare, as the federal Medicaid program is known in Kansas. Town leaders highlighted the increased jobs and funds to local hospitals that an expansion would bring. The resolutions were spearheaded by the governor's office and the Kansas Department of Health and Environment.&nbsp;

"I don't think the commissioners have all the information they need," said Rep. Barbara Wasinger, R-Hays, 111th District, a former Hays and Ellis County commissioner. "I appreciate what they're thinking. Although I don't agree with it, I'll certainly listen to their concerns."

Kansas is one of 10 states that has not expanded Medicaid.&nbsp;

Sen. Rick Billinger, R-Goodland, 40th District, has previously supported the measure.&nbsp;

There are 13 hospitals in his district. All are critical care access except for HaysMed. The Hays hospital is a tertiary care center.

"I hope for a deal to be worked out between leadership and the governor," Billinger said.

 Rep. Troy Waymaster, R-Bunker Hill, 109th District, said last week.. "Everything I'm getting from leadership in the House and the Senate is that it will not be discussed. That has been circulating quite some time now but you never know. It could come to [either] floor as an amendment."

Waymaster, chairman of the Appropriations Committee, said the reason leadership is not supportive is because they see it as an expansion of governmental services that would cost the state money. 

"It's also been mentioned that they don't believe Medicaid expansion is beneficial to the state of Kansas," he said.

However, on another health front,&nbsp; Waymaster does foresee the possibility of the Senate discussing medicinal marijuana.

"We've discussed it in the House, and it's actually passed our chamber twice, I believe, but the Senate has never taken it up for a vote," he said.&nbsp;

All House and Senate seats in Kansas are up for re-election this year.&nbsp;Rep. Ken Rahjes, R-Agra, 110th District, filed late last week to run again.

The state's budget balances are in good shape, a surplus in excess of $3 billion, even though last month's revenues were $48 million below projections.

That concerns Billinger, chairman of the Ways and Means Committee.

"This is my eighth year to be involved in the budget. We've managed to improve it every year," he said. "I think one of the things we'll look at is our ending balances and make sure we don't get carried away in trying to do too much ... There's a lot of concern that I have that we don't have a real bad downturn and get into a predicament where we won't have sufficient funds.

"Right now, I think we're in great shape," Billinger said. 

"We [also] have a rainy day fund that's over a billion dollars. We've been trying to be very fiscally responsible. We've paid off a lot of debt over the last couple years. We've focused on one-time spends and reduced a lot of our bonding.&nbsp;

"There's gonna be a day when we have a downturn and we wanna make sure we've attained the best position that we can so we're not having to raise taxes just to pay the bills," Billinger said.

More than two-thirds of the state's budget goes toward funding education.

Special education funding in K-12 has been a challenge.

On Friday, a task force created by the Kansas legislature endorsed a four-year plan adding $82.7 million annually in appropriations to local school districts to comply with a law requiring the state cover 92 perecnt of extra costs for serving gifted and disabled students.

Billinger and Rahjes want to help counties reduce their property taxes, as do Waymaster and Wasinger.

I know there's going to be a proposal once again to cap property valuation appraisal rates at no more than 4 percent," Rahjes said."On paper that sounds really good, but in reality, I think most people understand there is a role for taxes for roads, bridges, police, fire, etc.&nbsp; ...&nbsp; But people need to realize, as we talk in town halls, the state could do all this but what services don't you want then?"Billinger also plans to work on eliminating Kansas income taxes on social security and removing various taxes for military veterans.&nbsp;"It's a way of helping our seniors," he said.When it comes to income tax, Wasinger favors changing to a flat tax rate for Kansans.&nbsp;Rahjes expects to see discussion again supporting a single tax rate "but we have to be very cautious so we don't repeat some of the errors of last time when we did a massive tax reduction and the economy did not grow."&nbsp;&nbsp;<h2>Judiciary hack</h2>Wasinger said she expects much of her time in the statehouse to be taken up as chairman of the Legislative Modernization Committee, a bipartisan committee created last year.&nbsp;"We started looking and quickly found any changes we wanted to make in the capitol would have to go through our IT Department. ... We started talking that the executive, legislative, and judicial branches need to be&nbsp; working together on IT," Wasinger said. Then the<a href="https://hayspost.com/posts/88ab6216-217f-4a3b-b1dc-1065c5afe391"> judiciary got hacked.</a>"We went into hyperdrive," Wasinger said. "Every agency in the state of Kansas needs to look at how we set up each IT department. ... I talked to the chief justice about how we particularly realize that we need to be doing something as a group."&nbsp;The Kansas <a href="https://hayspost.com/posts/97abd9d7-0519-4e14-8264-6bde6eac1e86">judicial branch phased restoration </a>of the Kansas eCourt case management system in district courts continued at the end of December.&nbsp;<h2>Governor's Task Force for Wildfires</h2>Waymaster served on the Governor's Task Force for Wildfires, which recently submitted its report regarding the response to the <a href="https://hayspost.com/posts/5b816284-349a-4002-b92c-082d727d3727">2021 Four-County Fire</a> in&nbsp;Ellis, Rooks, Russell and Osborne counties.&nbsp;He said he doesn't support everything that is recommended in the report, but "we'll see exactly what we can do to have the state have a better response in regards to wildfires."One thing Waymaster said he is pushing for is a more structured response by the state in cases of natural disasters.&nbsp;
