Braiden Werth, optometrist, has started seeing patients alongside Dan F. Schmidt, O.D., at 625 East 8th Street in Hays.

Dr. Werth, a native of Hays, is a 2015 graduate of Thomas More Prep Marian. He then attended Fort Hays State University where he obtained his bachelor’s of science degree in biology in 2019.

Following his time at FHSU, Dr. Werth attended the Southern College of Optometry in Memphis, Tennessee. During his time at SCO, he was a member of the optometric honor society Beta Sigma Kappa. He was also a student ambassador and was an active member in various organizations.

Dr. Werth graduated cum laude with his doctor of optometry degree from SCO in May of 2023.

Following graduation, Dr. Werth moved back to Hays with his wife, Mindy, and their newborn daughter Kinley Werth.

Hays welcomes new optometrist

VICTORIA—Almost two years ago, a meeting to discuss the
future of the former St. John’s Rest Home was conducted in front of the almost 40,000-square-foot facility. <a href="https://hayspost.com/posts/20265d70-4cca-400e-9a7e-69323db9d166">Out of
that meeting, and many others since area residents were happy to share memories
of the facility, but more importantly, ideas for its future.</a>

Since the <a href="https://hayspost.com/posts/2ac039a1-30b9-4f98-870a-c2724081446d">Victoria
Community Coalition, now the owner of the building</a>, the project has received grants
<a href="https://hayspost.com/posts/6555fe96-b357-460a-bcc3-19b959acc74e">totaling
over $1.35 million from the state and the Dane G. Hansen Foundation</a> in
order to revitalize the facility to be used for housing, daycare and a satellite
campus for the Ellis County Historical Society.

More recently, Schmidt Foundation president Gary Shorman pledged
another $100,000 match pledge to the project, contingent on a match from
fundraising within the community by November.

That was July. By the end of August, the coalition had
already raised the full amount from the community.

Shorman recently presented a $100,000 check to coalition
president Jeff Pfeifer in front of an assembled crowd at the building, praising the coalition’s hard work and enthusiasm. 

“We had
strong leadership from [coalition vice president] Brenda
Dreiling in the fundraising
department,” Pfeifer said. “And the community responded exceptionally well. This
whole project has been about the community. And their support has always
exceeded my expectations.”

While community support had been with the project from the beginning,
prior to the award, financial support from within the community had been
minimal, but he was “pleasantly surprised” that the community stepped up financially
as well.

We were “just
tickled pink that the community supports this, not only with their time but
their resources as well,” Pfeifer said.

“I'm
always appreciative of the VCC board members and the community.”

And while the recent support will help keep the project
moving forward, he said the coalition continues sourcing additional funds in an
effort to raise the estimated $3 million that would allow for the completion of
phase 1 of the project. 

Phase 1 includes 11 apartments, common areas, a new north
entrance, parking and childcare space.

“We've
got one more grant we're applying for,” Pfeifer said. “We're hoping to get some
support from the Patterson Family Foundation by the end of the year. And we are
moving forward with architecture, detailed design construction documents.”

He said the coalition hopes to
begin construction next year. To take advantage of one grant from the state of
Kansas, apartments must be completed by April 2025.

TOPEKA&nbsp;– Governor Laura Kelly announced that $1 million in Attraction Development Grants is available from Kansas Tourism, a division of the Kansas Department of Commerce. Attraction Development Grants are designed to assist in the development of sustainable tourism experiences that influence travel decisions and create economic impact, including new jobs, capital investment, revenue, and increased visitation.&nbsp;&nbsp;

“Kansas tourism is an economic driver that highlights the many reasons why our state is the best place in the nation to live, work, and raise a family,” Kelly said. “By investing in our tourism industry, we strengthen our economic growth and Kansas’ placement as a destination state for tourists from around the world.”

A first round of applications is now open with a deadline of October 1, 2023. A second round will open on February 1, 2024. $500,000 will be awarded in each round. Successful grant applications must have an accountable tie to the tourism industry, with funds being used to develop new or enhance existing tourism attractions.&nbsp;

“Investing in the growth and development of our destination-based assets contributes to economic prosperity in communities of all sizes across Kansas,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “Tourism empowers local communities by creating job opportunities and strengthening the overall business landscape.”&nbsp;&nbsp;

Tourism has a total economic impact of $11.2 billion on the state, which includes $7 billion in direct visitor spending on lodging, dining, transportation, and entertainment. Eligible projects for this grant program include new attraction construction, enhancements to an existing attraction, and new or enhanced exhibits that will improve a visitor’s experience.&nbsp;

“By strategically fostering new tourism development, we are inspiring quality vacation experiences for our visitors,”&nbsp;Kansas Tourism Director Bridgette Jobe said. “Visitors spend dollars while in our state, and those dollars provide increased tax revenue, new jobs, and a better quality of life for all.”

Three-day weather outlook

LENORA –&nbsp; Nex-Tech recently hosted a signing day to recognize two area students as the recipients of the Technology Education Sponsorship program, a partnership between Nex-Tech and NCK Technical College. The opportunity also allows these students to sign on for future careers at&nbsp;Nex-Tech.&nbsp;

The Technology Education Sponsorship Program covers the full cost of tuition and books for selected students pursuing an education in telecommunication or information technology at NCK Tech and includes an internship at Nex-Tech. Upon successful completion of the program, students will be formally employed at Nex-Tech.

Recipients of the prestigious sponsorship include Jakob Benjamin, son of Mary and Levi Benjamin, Spearville High School, and Brendan Kershner, son of Tiffany Huff and Tim Kershner, Hays High School.&nbsp;

“This is a significant day for these students! They are not only committing to a fabulous education with NCK Tech, but they are also committing to intern and employ with Nex-Tech. This is affording them the opportunity to explore the field of technology in a hands-on environment alongside Nex-Tech’s technical experts,” said Jacque Beckman, youth services/training manager at Nex-Tech.

Corey Isbell, Ed.D., vice-president of student and instructional services at NCK Tech added, “This partnership is a testimony to the power of collaboration between two institutions. Our charge was to create a pathway to the workforce in the field of Telecommunications. With Nex-Tech’s donation of facility space, financial support for students, and tremendous expertise in these areas, we have created a direct pathway to a rewarding career for these students.”

Both sponsorship recipients expressed their enthusiasm regarding the opportunity and its impact on their futures.

During Digital Connectivity and Lifeline Awareness Week, the Kansas Corporation Commission joins utility regulators nationwide in encouraging those in need of assistance to apply for Lifeline and the Affordable Connectivity Program.&nbsp; Both programs help low-income individuals and families stay connected so they can access health care, attend classes, find employment, and call for help in an emergency.

Lifeline provides federal and state discounts up to $17.02 per month on phone service (wireless or residential) and broadband. Seven million Americans currently benefit from the program, including approximately 30,000 Kansans.

The Federal Communication Commission’s Affordable Connectivity Plan&nbsp; provides a monthly internet service discount of up to $30 and a one-time device discount of up to $100 for a laptop, desktop computer or tablet. According to FCC data, more than 20 million U.S. households are currently enrolled, including approximately 120,000 in Kansas.

Eligibility&nbsp;is based on income&nbsp;(at or below 135% of the Federal Poverty Guidelines for Lifeline and at or below 200% for Affordable Connectivity Plan)&nbsp;or participation in certain assistance programs&nbsp;such as:

A Ransom man faces life in prison after a jury found him
guilty of sexually assaulting a child in 2015. 

An Ellis County jury deliberated for five hours last week
before finding Robert Wayne Evel guilty on all four counts of aggravated
criminal sodomy, attempted rape, aggravated indecent liberties with a child and
criminal threat. 

According to court documents, all four crimes occurred
between June 1, 2015, and August 31, 2015.

All four crimes also involved a child who was 10 years old
at the time of the assault.

According to Ellis County Attorney Robert Anderson, Kansas
sentencing statutes require Evel to be sentenced to life in prison without the
possibility of parole for a 25-years on three of the four charges.

Sentencing is scheduled for Monday, November 20, at
10:30 a.m.

The Hay USD 489 school board approved its 2023-24 budget at its meeting on Monday with a slight mill levy decrease.

The overall mill levy will decrease from 32.375 mills last year to 31.463 for the 2023-24 school year. Although the mill levy is decreasing, the assessed valuation has increased in Ellis County. The amount of tax raised will increase by about $900,000.

The state sets the general fund levy at 20 mills. The local school board has no control over that mill levy. The capital outlay mill levy was set by a previous board at 8 mills.

The supplemental general mill levy, which is also known as the local options budget, was set at&nbsp;12.251 by the board Monday night, which was a decrease from&nbsp;13.01 mills last year.

The district can levy up to 33 percent of its budget for its local option budget. USD 489 is levying at 31.6 percent of its budget.

The bond and interest line item was also decreased from&nbsp;11.356 mills to&nbsp;11.212 mills.

Local taxing units not only have to conduct public budget hearings but a revenue-neutral hearing if the taxes raised will be more than the previous year.

Because of the increase in valuation, the district was required to conduct a revenue-neutral hearing.

Several residents spoke during the public comment sections of the revenue-neutral and budget hearings. The speakers said they were concerned about paying the increase in taxes as a result of the increase in valuations.

Resident Duff Watson said his wages have not increased as much as his taxes have.

"We have improvements to the schools and they are very high-end and very nice improvements, but it's not school buildings that make the school. It's the teachers in the classroom," he said.

Resident Ken Kennedy acknowledged it was late in the budget process to make changes to the budget.&nbsp;

However, he suggested the school district as well as the city and county consider dropping the local mill levies to decrease the impact of increased valuation on taxpayers.

If not this year, he urged the school board to decrease either to local option budget mill levy or the capital outlay mill levy next year.

"Those who live on fixed incomes, it's really hard for them to come up with those extra dollars," Kennedy said.

Another audience member&nbsp;Cody Marintzer said his valuation went up $30,000.&nbsp;

"We want to know that you are spending our dollars wisely," he said.

Superintendent Ron Wilson said all costs to the district have increased as a result of inflation.

Kyle Carlin, director of the special education cooperative, said the percentage the state reimburses for special education is anticipated to decrease this year, which means local districts like Hays will have to increase contributions from their general funds for those services.

The board already approved raises for both teachers and classified staff.

Board member Allen Park suggested decreasing the capital outlay mill levy by a mill. One mill in the capital outlay budget would equal about $400,000.

Chris Hipp, district assistant superintendent of business, said if revenue was cut from the budget at this point, it would have to come from somewhere.

He said the district is using capital outlay funds to pay off multiple lease purchase agreements, including work on HVAC systems and the Early Childhood Complex that have already been completed.

"You have to be careful about how that would affect your cash flow on paying off those leases," he said.

Board member Meagan Zampeiri-Lillpopp said the district's five-year plan shows a reduction in the use of capital outlay money in light of the bond construction.

"We are making up for a long period of low state funding and local funding that was very low and not sufficient to care for our buildings," she said.

Wilson said the biggest mistake the district could make now is to cut its capital outlay fund.

"This district has a history of not taking care of its facilities. This district suffered because of that," Wilson said. ...

"We still have some very old buildings. Regardless of the bond, there will still be things that need taken care of and big ticket items and unexpected things."

Board member Curt Vajnar said he has been hit hard by the increase in the local valuations. He saw tax increases for his home, business and agricultural land.

Although he voted in favor of the budget, he said he hoped during the coming year, the district would consider costs.

"As we make decisions, we have to be in the shoes of some of these taxpayers," he said. "I hope we will consider this as we go down the road."

Park abstained from the vote. Per procedure, that abstention was counted as a no-vote.&nbsp;

Conservative Republicans on the Kansas Board of Education have used this tactic as a means, for all practical purposes, of voting no without officially taking a stand on important policy issues.&nbsp;

Mark Ferguson, legal counsel to the state Board of Education since 2009, <a href="https://hayspost.com/posts/b2bb1540-6efa-4913-a769-7604fea3341d">called it an "abdication of the responsibility to vote or to take a position on a particular issue," in a news story written by the Kansas Reflector and republished by the Hays Post in June</a>.

Hays USD 489 mill levy to go down, but increase in valuations means higher taxes

The Kiwanis Club of Hays is celebrating its 70th anniversary with a variety of service projects called “Seven Acts of Kindness for 70 Years of Service."

1st Act of Kindness - On July 16, 26 flags were installed in front of and inside of Lewis Field Stadium for the 50th Anniversary Shrine Bowl that was hosted in Hays.

2nd Act of Kindness - To commemorate the end of summer, club members also had a park cleanup day at Kiwanis and Hickok Park on August 26th. Kiwanis Club of Hays is the sponsor of both of these parks, and the club is currently in the process of saving up funds over the next five years to do a large project at one of the parks to commemorate its 75th anniversary.

3rd Act of Kindness – On August 26, club members welcomed the community through the assistance of Snow Cone Express at Kiwanis Park for its Snow Cones in the Park family event. One hundred thirty-seven free snow cones were served to numerous families, with children enjoying play time at the park. Food items were also collected on behalf of the Community Assistance Center.

4th Act of Kindness – In partnership with the TMP-Marian Key Club, Kiwanis Club members will also be assisting with the Key Club Blood Drive on Wedenesday, November 8 from 8:45 a.m. to 2 p.m.

5th Act of Kindness – The Kiwanis Club of Hays sponsors the TMP-Marian Builders Club and Key Club, as well as the Fort Hays State University Circle K Club. As a token of appreciation for the service these clubs provide the community, club members will arrange for pizza parties for each of these organizations this fall.

6th Act of Kindness – On February 17, National Random Acts of Kindness Day, several Kiwanis Club of Hays members will be doing a story time event by reading books to children at the Hays Public Library at 10 a.m. Treats will be provided to children who attend that morning, and a craft project will take place after the story time concludes.

7th Act of Kindness – To honor all Kiwanis Club of Hays members who left a positive mark on this world and have passed away, the club will be creating a memorial rock at Kiwanis Park that will include names of past Kiwanis Club of Hays members. This effort is being guided by the city of Hays Parks Department. Names are currently being taken to include on the&nbsp;memorial rock. Past club members who have breen a member of the club for five years or more or have served as a club officer will be included. Community members are encouraged to email info@hayskiwanis.com or call club president Sarah Wasinger at 785-650-2196 with names for this project by October 31.

Do to continued price increases for poinsettias, the club has made the difficult decision to discontinue this fundraiser in 2023. The Kiwanis Club of Hays board wishes to extend its appreciation to the entire community for their support of the Flag Project, Wild West Festival Saloon, and Poinsettia Project in past years, as these fundraisers allow the club to provide $50,000 worth of funding to local youth and veteran programs annually.

Kiwanis Club of Hays was chartered on May 5, 1953. The club currently has 95 members and meets weekly for lunch on Thursdays at noon at Smoky Hill Country Club. All community members are welcome to attend meetings to learn more information about becoming a member. Kiwanis is a global organization of volunteers dedicated to improving the world one child and one community at a time.

Kiwanis Club of Hays celebrates 7 acts of kindness for 70 years of service

Breakfast. Either you love it or you skip it. It’s a meal that not everyone makes a priority, and it is often easier to hit the snooze button than to cook first thing in the morning. Although there is strong evidence that breakfast eaters are more likely to have a lower BMI, have better cognitive performance, and are less likely to snack throughout the day. Fueling up at breakfast is similar to fueling up the car before a long road trip. You wouldn’t be able to drive very far on fumes, so why would you expect your body to function optimally on an empty stomach?

If you want to make breakfast a regular part of your day, here are a few strategies to simplify your routine:

1. Just Break the Fast. If the idea of breakfast turns your stomach, don’t fret. The term “breakfast” simply means to break the fast, and we all do it whether it is at 7 a.m. or noon. Ideally, consuming something within two hours of waking energizes the body and reduces brain fog, but listening to your body is key. Packing breakfast on the go may be a good option if you don’t feel hungry until mid-morning. Having a late breakfast is still better than becoming overly hungry which leads to overeating throughout the day.

2. Prep the Night Before. Making breakfast ahead of time will make your morning routine a breeze. Visualize MyPlate when creating your breakfast with fruits, veggies, lean protein, whole grains, and healthy fats. Here are a few balanced options that can be made in advance:

· Greek yogurt parfaits with whole-grain granola, mixed nuts, and fruit · Hard-boiled egg with toast, avocado, and tomato · Overnight oats with milk, Greek yogurt, peanut butter, and fruit · Freezer breakfast burritos with scrambled eggs, cheese, spinach, and a whole-grain tortilla

3. No Food Rules. In the US, we have definitions of what we consider “breakfast foods,” but it doesn’t necessarily matter what you choose to have first thing in the morning. Fueling up with a balanced meal is what is important. For example, if leftovers from supper sound good the next morning, this would make for a quick meal and help reduce food waste.
