Rainfall amounts varied greatly around Hays as a storm moved through the area Tuesday night.

The K-State Ag Research Center reported .13 inches of rain overnight. However, a report from north of Hays was 1.98 inches of rain. A report one mile east of Yocemento was .60 inches of rain.

The ag research center has received 2.41 inches for the month of June. The average precipitation by the end of June for Hays is 3.46 inches.

Ellis County remains in exceptional drought, according to the Kansas Drought Monitor, which was released on Thursday.

The ag research center has reported 8.62 inches of precipitation for the year. The area receives an average of 11.27 inches by the end of June.

Hays has a 20-percent chance of showers and thunderstorms after 3 a.m. tonight, according to the National Weather Service. Rain chances persist into Thursday, increasing to 50 percent Thursday night and Friday and some rain chances remain into early Saturday morning.&nbsp;

Skies are forecast to clear Saturday and Sunday with highs in the 90s.

Rainfall varies in Hays area with up to 2 inches reported

The Hays USD 489 school board Monday night approved pay raises for teachers, classified staff, administrators and substitute teachers.

The board approved the teachers' contract, which includes the addition of $1,825 to all teachers' base pay as well as vertical and horizontal movement on the salary schedule. These raises constitute an increase of about 4.35 percent.

In addition, the contract includes longevity bonuses of $1,800 for teachers who are with the district 25 years or more and $2,100 for teachers who have been employed with the district for 30 years or more.

"We are in a position to reward employees this year at all levels," Superintendent Ron Wilson said. "We have made recommendations at all levels that we think are fair."

Administrators also received a straight 4.35 percent increase in their salaries. The board has traditionally given administrators the same percentage raise as has been negotiated in the teachers' contract.

Board member Curt Vajnar said he favored a flat fee increase for administrators.

Because the administrators are making more to start, 4.35 percent equals $4,000 to $7,000 in raises, he said.

Board member Meagan Zampieri-Lillpopp suggested the board approve the raises but further discuss a change in the way the district gives administrators raises at the upcoming board retreat in August.

Board member Allen Park objected to the administration pay raises, although he voted in favor of the raises for all other staff.

Park, who is a former district principal, said he did not think the board had done its due diligence in reviewing administrative costs.

He said the district was giving the administrators a "blank check."

Chris Hipp, assistant superintendent of business services, said all of the administrators were receiving the same 4.35 percent raise.

Board member Tammy Wellbrock objected to Park's portrayal of district administrators.

"I don't think we keep good administrators when we have conservations that imply that they don't do their jobs, which you have often," Wellbrock said referring to Park. "I don't think we keep good administrators when we don't pay them accordingly."

Board president Craig Pallister, who is also a former district principal, said pay raises help to retain experienced, quality administrators.

"We should be saying, 'We're glad you're here,' and that is represented by a pay raise ... It is hard to hear every year people on this board say that administrators shouldn't be getting that much pay," he said.

The administrators' pay raises were approved on a vote of 6-1, with Park voting against the measure.

&nbsp;Classified staff will receive a 7 percent raise.

"Our classified staff move the engine as much as classroom teachers and administrators," Wilson said. "They are valuable, and that is why we are recommending the 7 percent increase."

Hipp said the district still has classified positions open for the fall, and he hopes the raise will help recruit people to fill those vacancies.

With the raise, the starting classified staff wage will be $13.06 per hour.

Wellbrock said the district is competing against other school districts for certified staff but has to compete against other businesses in Ellis County for classified staff, such as paraprofessionals and janitors.

The board also voted to increase the daily rate for substitute teachers.&nbsp;

Hipp said although the district has a competitive pay rate for substitute teachers, it is still struggling to find qualified substitutes.

All of the raises will take effect at the beginning of the fiscal year on July 1.

Work on additions and renovations at Roosevelt Elementary School are underway.

The design for the new Hays High School is complete. Construction bids are out, and ground should be broken on that project by Labor Day, Wilson said.

He said work on O'Loughlin Elementary School is in the schematic phase.

Wilson also recognized the Hays nutrition staff, which has been working hard to provide food through the<a href="https://hayspost.com/posts/4044a482-8aa4-4d47-96cf-c8db2fea76ce"> summer meal program</a>. The program is serving an average of 810 meals per day, Mondays through Thursdays.&nbsp;

Wilson congratulated Dan Balman, video productions instructor, on his retirement.

Hays USD 489 ends early-release days

Developmental Services of Northwest Kansas is proud to announce a grant award of $1,500 from the Heartland Community Foundation. 

The grant will be utilized for the purchase of construction materials and supplies essential for the relocation and expansion of our Custom Creations craft room at DSNWK’s Employment Connections' location at 660 Commerce Parkway in Hays,

This larger and better-defined area will optimize the efficiency of operations, making it easier to locate and utilize workspace and materials when needed.

“The crafting room will be better situated in the building and become an ideal space for the people we serve to use their talents to create custom home décor pieces that customers seek out,” states Jerry Michaud, DSNWK president. “It will give them a more functional space to dream, work and create.”

The custom decor pieces that are created are sold at DSNWK’s Custom Creations store located at 1107 Main Street in downtown Hays. Custom Creations collaborates and develops the special talents of people with intellectual and developmental disabilities who then earn money as they share their amazing creations with the community.

DSNWK is a 501c3 nonprofit serving 18 counties in northwest Kansas with a mission to advocate for persons with disabilities and those who care about them by planning and supporting a life of dignity, interdependence, and personal satisfaction in the community.

Last week's rig counts show a big drop in horizontal drilling in both the southwestern and northeastern United States. Baker Hughes reports the horizontal rig count posted a two percent dip last week, dropping 10 rigs from the week before. The count in the Permian Basin dropped by four rigs. So did the Marcellus shale of the northeastern US. The counts in Pennsylvania and West Virginia were each down two. Ohio was up three. New Mexico was down four rigs. Oklahoma dropped by two rigs. So far this year, 144 operators have spudded 566 wells across Kansas, down from mid-June last year by 97 wells. Total well-bore footage is down 23 percent. The Kansas Rig Count from Independent Oil &amp; Gas Service is up four percent from a week ago and 33 percent higher than a month ago, but remains 20 percent behind a year ago. Operators Friday were drilling on one lease in Barton County and one in Ellis County. Kansas Common crude starts the week at $62 per barrel after gaining a dollar and a quarter on Friday. U.S. crude futures closed more than a dollar higher Friday. The benchmark contract settled at $71.78 per barrel. London Brent was trading over $76 per barrel Monday morning. Operators completed 52 wells statewide last week, 817 so far this year, compared to 731 a year ago. Independent Oil &amp; Gas Service reports three new completions in Barton County, one in Ellis County, one in Russell County and one in Stafford County. Regulators in Kansas approved 49 new drilling permits last week, with 11 in Western Kansas including three in Barton County. That's 822 new drilling locations statewide, compared to 716 a year ago. The government reports an increase in crude inventories and crude production.&nbsp; U.S. crude inventories increased last week by nearly eight million barrels to just over 467 million barrels as of June 9. The Energy Information Administration says that's about equal to the five-year average for this time of year. Domestic crude production last week increased slightly to just over 12.4 million barrels per day. The Energy Information Administration said U.S. crude imports dropped last week by 19-thousand barrels per day to 6.4 million. The four-week average is unchanged from a year ago. The number-three crude producing state in the U.S. reported a slight increase in crude production in April. The North Dakota Department of Mineral Resources reported output of 1.13 million barrels per day, up about ten thousand barrels from the month before. By way of comparison, the number-two state New Mexico produces over 1.7 million barrels per day. Texas pumps about five million barrels per day. The gas capture rate in North Dakota remained at 95 percent, but officials say the amount of natural gas recovered at oil wells in North Dakota set an all time record in April. OPEC left its forecast for global oil demand growth steady for a fourth month but warned that the world economy faces rising uncertainty and slower growth in the second half of this year. The cartel's monthly oil market report also notes dropping refinery margins in May along the U.S. Gulf Coast for a second straight month, which could bring good news for diesel prices. So-called crack spreads dropped to their lowest level this year. The report credits an increase in fuel deliveries for the downturn. A tribe in North Dakota is buying an idle crude-oil pipeline. The Mandan, Hidatsa and Arikara Nation bought the pipeline from the energy company Enbridge to deliver oil from wells on its reservation to the broader market. They hope to have the pipeline up and running in a year, connecting oil facilities on the reservation to Enbridge's large network. Officials did not disclose the sale price. State reports show more than 2,600 active oil and gas wells on the reservation, pumping nearly 150-thousand barrels of oil per day in February.

As the number of suspicious letters containing a white powder that Kansas lawmakers received climbed to more than 100 over the weekend, two
local legislators confirmed Monday, they did receive similar letters.

Reps. Barbra Wasinger, R-Hays, and Ken Rahjes, R-Agra,
both confirmed to Hays Post Monday they received the suspicious letter.

The Kansas Bureau of Investigation said Sunday initial
tests showed the white powder inside the letters did not contain a biological
agent and that further tests are being carried out on the suspicious powder.

Rahjes said he received and opened the letter on Friday. He
said he believes it was the <a href="https://hayspost.com/posts/6b11fc8b-43b4-436f-ae33-a8db3abacb04">same letter that fellow Republican Paul Waggoner</a>,
who serves portions and Reno and McPherson counties received.

Rahjes said the return address on the letter he received
had a “legitimate” Agra return address. He said he believed it was the
Methodist Church in Agra.

Rahjes said it is not out of the ordinary for him to receive
correspondence from constituents but called the letters disappointing and said his
top concern was the safety of his family and making sure everything was safe.

“Any time you have to have a concern but it’s also you don’t
need to overact and it’s disappointing,” Rahjes said.

He said he did not want to speculate on who was responsible
for the letters but said he has full confidence in the KBI and the law enforcement community.

“I don’t want to give anybody any credit,” Rahjes said. “I
will not give any credit or credence to any group. If they want to show their
face and have a dialog then that’s fine. To do things like this, it is
unfortunate.”

&nbsp;He added, “It's
unfortunate that we are in a stage right now where public discourse is seemingly
not wanted and we try to get out voice across with tactics like this,” Rahjes
said.

Wasinger was already aware of the letters when she got her
mail on Saturday and immediately contacted the KBI after finding the suspicious
letter. The KBI responded within a little over an hour, and they were joined by
the Kansas Highway Patrol and a bomb squad from western Kansas, Wasinger said. 

The KBI took possession of the letter and Wasinger did not
open it.

The letter she received, just like Rahjes and reportedly
several others, had a return address connected to a local church. The return
address on the letter Wasinger received was the Hays Christian Church.

She said she has been told all of the letters had the return
address of a local church.

“I think it is very sad that they involved post office employees
where they were touching things and sending things through the mail,” Wasinger said.
“It was disappointing that someone would go to this level and try to scare as
many people as they did, but I’m grateful for how everyone responded for us.”

&nbsp;Wasinger said she receives
several voicemails and emails but “never expected this.”

She also said she did not think it was a very nice thing to
do to potentially involve her family in the situation either.

Wasinger said she believes the letter was likely linked to
the way she voted in the most recent legislative session.

Both Wasinger and Rahjes said they are waiting for an update
from the KBI.

Local lawmakers confirm they received suspicious letter

The <a href="https://hayspost.com/posts/5bbd86e7-4442-4fad-844a-6d6d35b9c375">public comment hearing for the R-9 Ranch water transfer</a> will be 6 to 8 p.m. today in the Fort Hays State University Memorial Union Black and Gold Room.

The governing bodies of Hays and Russell, which jointly own the ranch in Edwards County and plan to use it for a long-term water supply, met in a joint session Monday night in Hays City Hall to hear a condensed review of where the years-long project currently stands.

Updates were presented by Toby Dougherty, Hays city manager, David Traster and Daniel Buller, project attorneys for the city of Hays from Wichita, and project manager Jeff&nbsp;Heidrick of&nbsp;Burns/McDonnell&nbsp;engineers, Wichita.

Dougherty outlined the water transfer act schedule, which moves to a hearing in Wichita scheduled for July 19-Aug. 2.&nbsp;

Kansas Supreme Court arguments will be Sept. 13.&nbsp;

Hays and Russell must prove moving the water 65 miles north from Edwards County to Ellis County will benefit the entire state of Kansas. This will be the first time the state's Water Transfer Act — in its current form — will be triggered.&nbsp;

If the two cities can do that to the satisfaction of the state supreme court, "the case is over," Buller said. If not, "another appeals process will begin depending on the order issued by the supreme court."&nbsp;

"There are a ton of issues," Traster said. "The public interest affects a number of issues."

Dougherty said the pipeline design process has been narrowed to three firms from eight or nine.&nbsp;

The design process itself will take two years, Heidrick said. "We met with a surveyor today who could be there in July. We're looking at a corridor for alignment of 65 miles to just south of Hays."&nbsp;&nbsp;

&nbsp;It's been six years since the R9 land was actually farmed. Circle irrigation pivots were gradually taken out of production, and the ranch has been returned to its natural environment.&nbsp;

"Since we shut down farming, nitrate levels are [decreasing], when you're not putting fertilizer down," Dougherty said. "We do quarterly sampling with a dozen or more more observation wells to check for water quality and to see how the aquifer is performing."&nbsp;

Commissioners and council members thanked the engineering and legal teams for their work, as well as Dougherty.

"All the stuff you guys have been doing the last few years has been absolutely phenomenal," said Mason Ruder, Hays city commissioner.

"This is for this region," said Hays Mayor Shaun Musil. "We want everybody to grow."

Musil said he and Dougherty have recently visited with city officials in Victoria and Ellis as well as the Ellis County Commission to update them on the project status. The smaller communities have expressed interest in utilizing the new water source once it is available.&nbsp;

&nbsp;Hays started researching a sustainable water source in the 1970s, Musil said. 

"The general public has no idea how badly these two communities need this water to get to us," said Lonnie Whitten Jr., Russell city council member.&nbsp;

"It's a great project. It's a regional project," Jim Cross, Russell mayor, said. "We can get this done along with the communities within each of our counties, our counties and communities along the way."

Cross emphasized that the project is "not so everybody can have a green lawn ... This is for the people. This is for industry. And it's going to keep us viable in the state of Kansas for a long time."&nbsp;

"The city of Hays has had water conservation programs since the '90s It's just a way of life in this area and we will continue to do that no matter how much water we have," Musil. said.&nbsp;

"We do not have a sustainable source of water," Sandy Jacobs, Hays vice-mayor, said. "Anybody who objects to this process needs to step back and think about that. We're saving our area, and we're saving the region."

"We're on the cusp of history," Ruder said.&nbsp;

The governing bodies, their city staff members and the legal team then adjourned to a 45-minute executive session to discuss litigation regarding the R9 Ranch.

No action was taken following the executive session.&nbsp;

Hays city commissioner Reese Barrick was absent from the meeting.

Outside agency requests for funding next year from the city of Hays total almost $26,000 more than what was allotted in 2023.

Only the three quality-of-life groups are asking for more dollars, with the Ellis County Historical Society requesting the biggest increase.

"We're a want. We're a luxury,"&nbsp;said Amanda Rupp, executive director. "What do you want to see downtown?"

She was one of the representatives of non-profit groups appearing before the Hays city commission during last week's work session to request funding from the city in 2024.

Rupp, hired as the <a href="https://hayspost.com/posts/9db863ca-00f4-4ff7-8415-b86fbecf070e">new permanent director</a> last summer, after several years without one, first thanked the commission for its support and "taking a chance in upping our request last year."

"I was really hard on this organization a couple of years ago," said Vice-Mayor Sandy Jacobs. "We believed in you and this [turnaround] could happen.

"There's a plan for your organization and you didn't have that before."

The society also has a <a href="https://hayspost.com/posts/b9828fea-e8ae-4cb0-8cdf-fe1760f225e0">new board</a>, which <a href="https://hayspost.com/posts/4b82c3c2-8654-43f3-b842-f85a8deace1b">voted to fix mold problems in the historical church</a> that houses most of the museum collections and to make improvements to the building.&nbsp;

During the years there was no full-time permanent director and no action plan for the historical society, the city cut its funding drastically, from $12,000 to $3,000 for two consecutive years.&nbsp;

Last year, the amount was increased dramatically to $21,116, and this year the society is asking for double that amount — $42,232.

The historical society also has requested a large funding increase of $75,000 to a total of $175,00  from Ellis County.

Rupp also reviewed the <a href="https://hayspost.com/posts/d52d2b33-de70-4b70-bf50-fcee825a63e0">many improvements the museum has made and plans for future projects</a>.&nbsp;

Mayor Shaun Musil cautioned Rupp and the other agency representatives that provide social services and economic development to the city that "the five of us have to make tough decisions and we have a budget for the entire community." He also thanked Rupp for her passion.

Also requesting slight funding increases are the Hays Art Council and the Wild West Festival.

Groups whose requests remain the same as last year are Fort Hays State University's City of Hays Scholarship Program, Grow Hays and the CARE Council, which funds nine non-profit social services.

The request from the Downtown Hays Development Corporation is $6,000 less than last year. Julie Rider, executive director, told commissions DHDC has been able to take advantage of grants and internships for part-time office help.

The commission will discuss the requests during 2024 budget work.&nbsp;

• Declined the request for two reserved parking spaces in front of the soon-to-open First Care Clinic Pharmacy on Main Street.

• Heard an ordinance and resolution to authorize $455,000 in general obligation bonds for the King's Gate 2nd Addition special assessment district.&nbsp;

• Reviewed the city's property/liability insurance coverage renewal with Midwest Public Risk through Insurance Planning, Hays. The premium is expected to increase about 20 percent to $349,930 because of overall losses for Midwest Public Risk.&nbsp;

• Reviewed a proposed award of bid of&nbsp;$78,830 from&nbsp;Midwest Bio-Systems, Inc., Tampico, Ill., for a new solid waste compost turner.

🎥 Ellis County Historical Society asks for double funding from city of Hays 

BUNKER HILL – The Dane G. Hansen Foundation, Logan, has awarded Smoky Hills PBS with a grant to help support the station’s educational mission. These funds will help with the following:

· Produce local programs like Doctors on Call, The Kansas Legislature, Real Ag, sports programs featuring high school athletes in northwest Kansas, and special events of interest to viewers in northwest Kansas.

· Children’s educational programs from PBS KIDS, broadcasting over 60 commercial-free hours each week, and at least 168 weekly hours on our PBS Kids channel.

· Broadcast educational programs for teens and adults, focusing on current events, science, history, and culture.

· Provide books to children enrolled in Early Head Start and Head Start.

“A big thank you to the Dane G. Hansen Foundation for their continued support of Smoky Hills PBS year after year,” said Betsy Schwien, general manager for SHPBS. “We greatly appreciate the foundation and the work that it does for northwest Kansas. TOPEKA&nbsp;– Lieutenant Governor and Secretary of Commerce David Toland encourages jobseekers and employers to participate in the next Statewide Virtual Job Fair, hosted by&nbsp;KANSASWORKS, from 8 a.m. to 5 p.m. Wednesday.

“Our state is experiencing unprecedented levels of growth as companies are expanding, relocating and getting their start in Kansas,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said.&nbsp;“Our&nbsp;KANSASWORKS teams are ready and able to assist jobseekers by helping them find employment opportunities in all skill and job levels.”

The Virtual Statewide Job Fair portal also features helpful information such as a jobseeker training video, a list of participating employers, and channels for attendees to register and log in. Jobseekers are encouraged to dress professionally, as employers may request to engage in a video interview.

Candidates can participate through any digital device. Any individual with a disability may request accommodations by contacting their nearest workforce center at (877) 509-6757 prior to the event.

Registration is required to participate in virtual job fairs, regardless of previous participation. This is not just a present-day problem but includes other building closures, district office relocation, BOE meeting locations (all moved in January to Claflin) and spending choices/priorities (including charges to Wilson for expenses not used; salary inequities across the district;&nbsp; and the fact that ESSER-Covid money, could be used to keep school buildings open).

What has this BOE done at the state level to fight for keeping schools open?&nbsp;

In the past, there were six community schools in this area. Lorraine and Bushton were unfortunately closed; Dorrance, who lost their school in a fire, made the unselfish sacrifice and partnered with Wilson to build a new modern, efficient building in Wilson in 1998.&nbsp;At this rate, who will be the "last school standing"?

Why was/is this BOE afraid to ask the experienced experts at the state level for help?

We need immediate intervention from our educational leaders in Topeka; Gov. Kelly, KSDE,&nbsp;&nbsp;legislators, and attorney general. Our Legislators need to be informed of the needs for updates or new educational law.&nbsp;&nbsp;Maybe the legislators needed more forewarning, especially on the lack of clarity with the present disorganization statues. The KSBOE is concerned about students and school closures and is ready to help out if only asked. Wilson has asked? Has Central Plains? Why not?

·&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;“Make impactful daily and long-term plans for success of students, staff and community members within their districts.”

Wilson’s still waiting for those plans? There are other closer districts that have transition plans.

Wilson and other schools have invited local BOE members and administrators to fight in Topeka for a Small-School Coalition. The BOE didn’t step up or even acknowledge this need. Wilson went and was instrumental in the passage of HB 2138 and almost passing SB 113, all with hopes of preventing Kansas school closures&nbsp;and providing a smoother,&nbsp;transparent process.

Wilson applauds the Senate and House who united, surprisingly quickly, in response to both the need for school closure, checks and balances and for FTE state funding to follow students, immediately.&nbsp;&nbsp;In 2024-2025 "open enrollment" will become law.&nbsp;&nbsp;Taxpayers across Kansas should demand that funding follow students immediately, not stay in a district that's not providing services to these students for two years. If this change creates different problems, then let the legislators fix them. They're good at this!

TOPEKA – Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.9 percent for the state in May. This is unchanged from 2.9 percent in April and an increase from 2.5 percent in May 2022.

Ellis and Trego both saw slight dips in their unemployment rates. Ellis' rate fell from 2.1 percent to 1.9 percent. Trego County's rate fell from 3.1 percent to 3 percent.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment decreased by 1,500 from April. Total nonfarm includes private sector and government employers. Private sector jobs decreased by 2,200 over the month, while government increased by 700.

While the survey of households indicates a small increase in employment, there was no change in the unemployment rate at 2.9 percent.”Since May 2022 Kansas’ seasonally adjusted total nonfarm jobs have increased by 31,800. This change is due to an increase of 26,600 private sector jobs and an increase of 5,200 government jobs.The June 2023 Labor Report will be released on Friday, July 21.
