MANHATTAN — October is&nbsp;National Pet Wellness Month, and K-State veterinarian Susan Nelson is sharing tips to foster&nbsp;a healthy lifestyle for furry family members.

"Pet wellness entails what we do at home to care for pets as well as the medical care given by your veterinarian,"&nbsp;said Nelson,&nbsp;clinical professor at the&nbsp;<a href="https://www.ksvhc.org/" target="_blank">Veterinary Health Center</a>&nbsp;in the&nbsp;<a href="https://www.vet.k-state.edu/" target="_blank">College of Veterinary Medicine</a>.&nbsp;

"From regular check-ups to maintaining a balanced diet, ensuring exercise and addressing mental health needs, it's crucial to give pets the care and attention they deserve."

According to Nelson, incorporating preventive measures&nbsp;—&nbsp;such as vaccinations, regular vet visits, dental care and appropriate nutrition&nbsp;—&nbsp;keeps&nbsp;pets in optimal health, preventing potential illnesses and&nbsp;preparing them for long and&nbsp;fulfilling&nbsp;lives.&nbsp;She said mental stimulation, companionship and a loving environment are equally vital for their overall well-being.

K-State veterinarian shares tips for Pet Wellness Month 

Homecoming weekend at Fort Hays State University drew hundreds of alumni, friends, and community members back to campus. Graduates nationwide traveled to Hays to celebrate special memories from their time at FHSU.

Homecoming festivities kicked off last Thursday with more than 40 teams of FHSU alumni and friends playing in a sold-out golf tournament at Smoky Hill Country Club. Due to high winds, the annual bonfire turned into a party at Lewis Field Stadium, where Tiger fans enjoyed a pep rally, music, and lawn games.

Friday opened with a ribbon cutting for the newly constructed Wilmer and Lorena Kellogg Training Center at the Hays City Sportsmen’s Club, north of Hays. The facility was completed earlier this year and is home to the nationally recognized FHSU Shotgun Team. Meanwhile, this year’s Alumni Award winners connected with campus and community members in Forsyth Library at an Awardee Meet and Greet reception. Guests of the annual Alumni and Friends Awards and Recognition Banquet Friday night further honored the six distinguished award winners. &nbsp;

The classes of 1963 and 1973 met for their 50 and 60-year reunions on Friday, where members of the class of 1973 were inducted into FHSU’s Half Century Club. After the social, luncheon, and induction concluded, classmates reveled in a bus and campus tour to see changes throughout Hays and the FHSU campus. The group reconvened Saturday morning for a reunion breakfast before joining President Mason for the parade in downtown Hays.

The 50 and 60-year classes weren’t the only classmates reuniting on campus this Homecoming. Finance graduates and former football team members came together for reunions and open houses and appreciated the opportunity to gather during Homecoming.

Saturday evening, Tiger football fans headed to Lewis Field Stadium to tailgate with the FHSU Alumni Office and classmates before kickoff of the big game. The Fort Hays State Tigers dominated Lincoln, perfectly concluding Homecoming 2023.

“Thank you to our students, alumni, and Tiger fans for making Homecoming weekend one to remember,” said Carolyn Tatro, FHSU alumni director. “We can’t wait to see you all again next year!”

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE)&nbsp;is holding public meetings to help public water supply systems and their customers learn about the Environmental Protection Agency’s (EPA) new Lead and Cooper Rule Revisions (LCRR). Under the LCRR, public water supply systems are required to prepare and maintain an inventory of publicly and privately owned service line materials. This inventory is to be submitted to KDHE by October 16, 2024.

Public water supply system decision-makers, operators and the public are encouraged to attend to learn more about the inventory requirements and actions that can be taken to reduce lead exposure risks in drinking water.&nbsp;

Piping and plumbing fixtures containing lead are a potential health risk in drinking water. Some homes (typically built before 1988) may have lead service lines that connect to the public water supply system. Young children, infants and fetuses are particularly vulnerable to lead in drinking water and water used for formula because lead's physical and behavioral health effects occur at lower exposure levels in children.

Hays to host meeting Thursday for KDHE public water supply lead, copper rules

MANHATTAN — A public hearing will be conducted at 10:00 a.m. on Thursday, October 19, 2023, to consider the adoption of proposed regulations that govern the administration of the Kansas Seed Law. The hearing will be held in person at the Kansas Department of Agriculture at 1320 Research Park Dr. in Manhattan, as well as via video conferencing system.

KDA is proposing four new regulations along with amendments to two existing regulations, all of which implement revisions and offer clarification to the Kansas Seed Law. The new regulations define terms, set guidelines about analysis to determine violations, establish a list of restricted weed seeds, establish a list of prohibited weed seeds, and clarify rules for seed labels.

For the most part, these changes implement revisions that were made to the Kansas Seed Law during the 2022 legislative session and also make minor clarifications. The only change imposed by these regulations that has the potential to have a practical effect on the agricultural seed industry is the addition of Caucasian bluestem and yellow bluestem seeds to the list of restricted weed seeds. This addition is proposed to help safeguard the agricultural industry from the threat of invasive weeds which is part of the agency’s mission to protect plant health.

KDA welcomes public input on any portion of the proposed regulations — especially the addition of the new species, including those species of Old World Bluestem — to the list of restricted weed seeds. New regulations under consideration for Kansas Seed Law

A St. Louis man was arrested Sunday on charges that he stole money from the Fairfield Inn in Hays.

A clerk reported a man entered the hotel, went behind the desk and took $236 from the cash drawer, said Hays Police Chief Don Scheibler. The man fled the building and left via a vehicle.

The suspect's vehicle was stopped in Russell off Interstate 70 by a Kansas Highway Patrol trooper.

Darius M. Upchurch, 43, of St. Louis was arrested on a charge of aggravated burglary.

No one was injured in the incident. The money was returned.

Man arrested for theft of cash from Hays hotel

A Hays juvenile was arrested on charges of 11 counts of aggravated arson for a fire at a Hays apartment complex Thursday.

Eleven people were in the complex at the time of the fire, said Hays Police Chief Don Scheibler. They had to be evacuated. At least one person was taken to the hospital in serious condition to be treated for smoke inhalation.

The juvenile was arrested and transported to detention on Thursday, Scheibler said. The suspect's name was not released.

The Hays Fire Department responded to a report of a fire in an apartment complex at 527 E. Eighth Thursday at 8:28 p.m.

On arrival, fire crews found smoke and flames coming from the apartment.

The fire was quickly brought under control and damage was limited to the apartment where the fire originated.

Hays juvenile arrested on 11 counts of aggravated arson for apartment fire

TOPEKA&nbsp;– The State Library of Kansas Board held its regular meeting at the Statehouse last week. Several grant applications were among the key items discussed. The board unanimously approved funding for one Statewide Courier Grant and three Talking Books Service Outreach Grants. &nbsp;

The Statewide Courier Grant in the amount of $190,000 was awarded to the Northeast Kansas Library System to subsidize costs associated with administering the courier services that provide cost-effective and convenient delivery of shared resources between participating libraries across the state.&nbsp;

Outreach Grants to promote Kansas Talking Books services were provided to the Central, Northwest, and Southeast Kansas Library Systems, each in the amount of $14,043. These funds are used by each system to increase awareness of Talking Books programming for Kansans with print disabilities in each regional system’s service area. Activities funded by this grant include patron assistance and participation in community events such as health fair booths, relevant regional meetings, and visits to service providers, including schools and assisted living facilities.

Networking and community participation ensure that every qualifying entity across Kansas is made aware of the resources available through the Talking Book program through personal and professional connection to a quality library service.

 </figure>KS State LibraryTOPEKA&nbsp;– The State Library of Kansas Board held its regular meeting at the Statehouse last week. Several grant applications were among the key items discussed. The board unanimously approved funding for one Statewide Courier Grant and three Talking Books Service Outreach Grants. &nbsp;The Statewide Courier Grant in the amount of $190,000 was awarded to the Northeast Kansas Library System to subsidize costs associated with administering the courier services that provide cost-effective and convenient delivery of shared resources between participating libraries across the state.&nbsp;Outreach Grants to promote Kansas Talking Books services were provided to the Central, Northwest, and Southeast Kansas Library Systems, each in the amount of $14,043. These funds are used by each system to increase awareness of Talking Books programming for Kansans with print disabilities in each regional system’s service area. Activities funded by this grant include patron assistance and participation in community events such as health fair booths, relevant regional meetings, and visits to service providers, including schools and assisted living facilities. Networking and community participation ensure that every qualifying entity across Kansas is made aware of the resources available through the Talking Book program through personal and professional connection to a quality library service.These decisions underscore the Board's commitment to improving statewide library services and ensuring efficient resource access for all Kansas residents. NW Kansas Library System gets state grant for Talking Books outreach service

Hays is known for relatively high land prices for development.&nbsp;

City Manager Toby Dougherty said Thursday that's not always a bad thing.

A perfect example was the unanimous approval by city commissioners for the KWCI Addition final plat in the 24oo block of Canterbury.

It's a plat on the site of the former St. John’s Nursing Home, which was razed when Via Christi was built south of that location.

"Look at tonight's agenda and this property where water, sewer, and streets already exist. It's a good infill development," Dougherty said, "and the city doesn't have the expense of building utilities."

Infill development is&nbsp;the process of developing vacant or under-utilized properties within existing urban areas that are already largely developed.&nbsp; &nbsp;

"If you go down Main Street you're going to see a former attorney's building being converted into a new business.&nbsp;

"Right next to the First Care Clinic, there's another building being converted.

"If you drive around this part of town (city hall is at 1507 Main), you're gonna see a lot of dilapidated houses that were torn down and rebuilt."

Dougherty pointed out other locations in Hays where business infill has occurred, the Brian Ruder Agency at 27th and Indian Trail and Scooters Coffee on Vine Street.

"I think a lot of that was a result of high land prices. Just want to make sure you guys are thinking about the big picture perspective," he told commissioners.

The proposed KWCI plat includes six total lots ranging in size from 7,400 square feet to 28,000 square feet, allowing for future development of multi-family housing on the property owned by KC Western Investments.&nbsp;

The Hays Area Planning Commission had already approved the final plat.

Commissioners also approved $94,608 for fiber optic cabling services by Nex-Tech, Hays, to provide connectivity to the new fire station being built at 41st and Post Road.&nbsp;

The project is being done in coordination with Ellis County and the construction of its new public works facility, lowering costs for both entities.&nbsp;The county's share of $144,866 is larger because of the further distance to the new public works building.

The new fire station will also house the city's data server center. Most of the city's servers are in city hall, which lies in the flood plain and has previously flooded and had leaks in its flat roof during hard rains.&nbsp;&nbsp;

Commissioners also agreed to a request from the owner of Big Creek Crossing, Brooklyn, New York, for an extension to the first amendment of the 2014 Community Improvement District development agreement dated March 24, 2022. The extension will allow the owner an additional 18 months to gather qualifying expenses for the appropriation of the Community Improvement District funds to help further improve the property.&nbsp;

The Big Creek Crossing owner has indicated they'll be using a portion of the remaining funds to upgrade additional HVAC systems and expend funds for the <a href="https://hayspost.com/posts/27adb74c-594a-47e0-95f1-cdb3fda5a561">newly signed tenant, AutoZone</a>, which will be leasing the spot that previously housed the <a href="https://hayspost.com/posts/1121bbfc-8add-4b0d-97f3-d973ab1c1ec5">Habitat for Humanity ReStore</a>.&nbsp;

Prior to the meeting, Mayor Shaun Musil signed a proclamation for observance of Domestic Violence Awareness Month in October in a ceremony with representatives of Options Domestic and Sexual Violence. Services.

🎙️🎥 City approves final plat on housing development in Hays

HaysMed is proud to announce the opening of its much-anticipated onsite childcare center, a collaborative effort with Bright Minds Academy, LLC. 

Bright Minds Academy, a childcare provider with a nearby facility, will oversee the management of the newly inaugurated HaysMed Childcare Center, offering vital support to healthcare professionals and families in the community.

With the HaysMed Childcare Center now open, Shae Veach, vp for regional operations at HaysMed, expressed the significance of this milestone. "The opening of our childcare facility marks a transformative moment for our organization and the community we serve. We can finally offer our associates and other families a childcare solution right here on our campus, " Veach said.

This state-of-the-art childcare center can accommodate up to 77 children, spanning ages from two weeks to six years old.&nbsp; Conveniently situated on the east side of The Center for Health Improvement, the facility offers a safe and enriching environment for young learners.

Nick and Andrea Felder, owners of Bright Minds Academy, shared their enthusiasm for the center's opening, saying "Bright Minds Academy is happy to collaborate with HaysMed to introduce this much-needed childcare option. As we open our doors, we look forward to nurturing and educating even more children, contributing to the growth and well-being of our community."

The HaysMed Childcare Center features three dedicated play areas, ensuring a holistic developmental experience for the children it serves. In inclement weather, the fitness center gym will be utilized to provide a comfortable and active play space.

The establishment of this childcare center was made possible through the generous contributions of more than $1.5 million from the HaysMed Foundation, the Hadley Foundation, and the Dane G. Hansen Foundation. In addition to this support, Nex-Tech has established an endowed fund with the HaysMed Foundation to address the facility's future needs.

Veach concluded, "The HaysMed Childcare Center is a game-changer for our healthcare providers and the entire Ellis County community. It's a testament to our commitment to our Associates and our dedication to ensuring a brighter, more accessible future for childcare in our region."

A public ribbon-cutting ceremony to celebrate the opening will be held at a later date.

The Kansas Department of Transportation is hosting nine meetings across the state in October as part of the Eisenhower Legacy Transportation Program (IKE) Local Consult process. KDOT holds Local Consult meetings every two years to discuss regional transportation project priorities with Kansans.

9th annual Military Appreciation Night at TMP-M is this week

Both Fort Hays State University and NCK Tech saw enrollment decreases for the fall semester.

FHSU's enrollment declined by .8 percent, but officials said enrollment has increased in key areas.

NCK Tech's enrollment decreased by 4.2 percent, but the technical school is still at its second-highest enrollment in 10 years. Some of its key programs have waiting lists and the college is seeking to expand capacity.

"We always want to grow, of course," Eric Burks, NCK Tech president, said. "We are always striving to do that. We had a couple of shifts in online numbers that we weren't expecting."

NCK Tech hit a 10-year high last year with 999 students. The college has grown by 16.7 percent during the last five years and 24.8 percent during the last 10 years.

Fall enrollment at FHSU was 12,843 students and includes students enrolled in on-campus, online and international partner-hosted campus courses.

Despite a continuing decline in Kansas’ rural population and the number of college-going students in Kansas — a number expected to reach 15 percent by 2029 — enrollment at FHSU grew in several key areas, according to an FHSU press release.

Specific areas of growth at FHSU this fall include:

As of&nbsp; Sept. 20 a report from the Kansas Board of Regents showed growth of 2 percent across the Regents system, which includes the state's public universities, community colleges and technical colleges.

Emporia State University was the outlier. Its enrollment dropped 12.5 percent this fall after the university was mired in controversy when it fired tenured faculty.

FHSU officials in a press release issued last week discussed its work to increase enrollment at the university, which has declined 17.3 percent during the last five years from a high of 15,908 students in 2019.

"One clear indicator of a pending enrollment resurgence is the university’s enrollment of new freshmen," the university said in its release.

 The increase in new freshmen signals that students and families recognize the distinct value of FHSU’s unique mix of affordability and institution-wide commitment to student success, the release said.

Tuition and fees at FHSU are almost half the national average and the lowest among all Kansas Board of Regents universities.

FHSU’s commitment to student success is evident in the strategic investments the university has made in the quality of the student experience, the release said. One example is the Fischli-Wills Center for Student Success, which opened in 2021. The center unites student recruitment, academic advising, student engagement, and health and wellness services under one roof in the center of campus. The range of affordable new, revamped, and specialty residential living options the university opened during the past decade also contributed to the rise in new freshmen this fall, the university said.

Recent investments in new program development was the driving force behind FHSU’s largest enrollment success this fall, the university said. The Graduate School serves the workforce needs of Kansas by delivering 21 on-campus and online programs, including degree programs in nursing, counseling, school psychology and education.

In April, Kansas Governor Laura Kelly officially signed House Bill 2290, authorizing the establishment of the affiliation between Fort Hays State University, North Central Kansas Technical College, and Northwest Kansas Technical College. As this affiliation process moves forward, the three institutions will begin to integrate an array of student services operations, including enrollment management. 

The combined enrollment among the three institutions exceeded 14,500 students.&nbsp;

Burks said he sees the partnership with FHSU as a means to grow enrollment.

"I think it's going to have a positive impact," he said. "We are already partnering a lot with Fort Hays."

He said NCK Tech is trying to align its programs with FHSU so students can start at the college and complete a higher degree at the university.

Burks said the college's construction programs have been strong for at least the last five years. This includes trades such as carpentry, electrical plumbing and HVAC repair.

Some of these programs are at capacity with waiting lists.&nbsp;

The college has seen growth in its new telecommunications program, which is a partnership with Nex-Tech. That program is in its second year.

Nursing enrollment has been stable, but the culinary program has seen a slight decline, Burks said.

NCK Tech has campuses in Beloit and Hays. Historically Beloit had the higher enrollment, but enrollment has shifted with Hays now having more students.

The college has an eye on growth, Burks said.

The college has a new respiratory program that it is starting in cooperation with HaysMed. Burks said the college also is trying to expand its capacity in its construction programs.

The school has launched a $12-million capital campaign to add space for programs that need to expand.

It is also continuing to work with high schools to offer concurrent credit and technical programs.&nbsp;

Retention of associate degree students increased by 11 percent this fall. The college is now at an 83 percent retention rate for all programs.&nbsp;

NCK Tech continues to be ranked one of the top colleges in the nation for completion and placement rates, Burks said.

"I think that helps us with our enrollment," Burks said. "I think students and their families know we have a lot of resources there to help them reach the finish line.&nbsp;

"Our programs aren't easy. I don't want anyone to ever think that, but we also understand the challenges our students face, so we do as much as we can to remove those barriers and help them be successful."

I was raised in upstate New York, the child of two veterinarians. After graduating from Kansas State in 2010, I became a first-generation farmer near Palco. Today, my wife Codi is on the farm full-time with me, and in July, we welcomed our baby daughter, Lynn.

I’ve always tried to get involved in organizations, whether professional or personal. However, I think farmers in general are often happy to let someone else speak for them. While there are times I’d prefer that as well, I realize it’s very important for our voices to be heard, particularly when our livelihoods are at stake. 

As a cattle producer, I decided to get involved with the beef checkoff and learn more about how producer dollars are spent. 

In 2022, Kansas Farm Bureau nominated me to the Cattlemen’s Beef Board, the governing body of the national beef checkoff program, and over the past year, I’ve learned about the opportunities and challenges facing the beef industry.

While you may know that the beef checkoff’s primary goal is to drive demand, you may not realize the checkoff is constantly addressing misinformation about beef. 

You’ve probably seen and heard a lot of chatter about beef recently, from dietary guidelines and sustainability claims to meat substitutes and animal welfare and everything in between. 

Of course, much of that chatter is not factual. 

However, it still has the potential to affect beef purchases at grocery stores or restaurants, which impacts not just my livelihood, but that of the nearly 800,000 other beef producers in the United States today.

During my short time on the Cattlemen’s Beef Board, I’ve learned how the beef checkoff actively monitors television, online and social media to discover emerging issues that could threaten consumer confidence in beef. By knowing what issues are out there, the checkoff can fund research that will help the beef industry uncover and share the facts about our product’s sustainability, nutrition, safety and quality.

By sharing information through both consumer and professional outreach, the checkoff can also respond to questions about how beef compares with other proteins, including the plant-based, alterative proteins that have emerged in recent years.I’m proud to be on the Cattlemen’s Beef Board. It’s given me an opportunity to share cattle producers’ perspectives from right here in northern Kansas with the rest of the country. And I know the beef checkoff continues to fund projects that have a tremendously positive impact on the American beef industry.Not everyone understands how the checkoff works, but I encourage my fellow producers with questions to get involved.
