RAWLINS COUNTY —One person died in an accident just before 11:30p.m. Thursday in Rawlins County.

The Kansas Highway Patrol reported a 2004 Pontiac Vibe driven by Kenneth D. Most, 63, Ludell, was northbound on Goodin Street just past County Road 26 three miles north of U.S. 36.

The car left the roadway to the left, slid sideways into a ditch and rolled.&nbsp;

Most was pronounced dead at the scene and was transported to&nbsp;Baalmann's Mortuary. He was not wearing a seat belt, according to the KHP.

Construction of the microfactory in east Hays is substantially complete with an anticipated opening in mid-February.

Grow Hays has requested the city of Hays issue $3.5 million in industrial revenue bonds for the project.

City commissioners reviewed the required ordinance Thursday afternoon with its bond counsel Gilmore &amp; Bell, Kansas City.&nbsp;On Sept. 22 following a public hearing, the commission had adopted a resolution of intent to issue the bonds.

The industrial revenue bonds would provide a sales tax exemption for project-related materials and provide a property tax abatement for up to 10 years.&nbsp;

Industrial revenue bonds do not count against the city’s debt limit nor affect its debt rating, and do not affect taxpayers. Instead, the city acts as a conduit issuer and the payments must be made by the developer.

The commission is expected to vote on the ordinance at its Dec. 14 meeting.

Hays Recreation Commission also presented a request for its share of the 2023 operating loss at the Hays Aquatic Park.

This year the total loss was $59,319. The rec commission pays up to $26,000 of any loss. That leaves the city paying $33,319.

Jeff Boyle, Hays Parks director, reported attendance at the Hays Aquatic Park decreased in 2023 with 43,204 patrons visiting the pool as compared to 45,816 patrons in 2022. Wilson Pool visitation was up by seven, with 2,903 patrons this season.&nbsp;&nbsp;

Grant Lacy, Hays Recreation Commission's aquatic director, told city commissioners that 20 percent of the pools' operating days were affected by weather.

"We had to either close early, open late or not open at all this summer," Lacy said.

Boyle also reported the Bickle/Schmidt Sports Complex showed a profit of $15,213 this year.

Two vehicle abatement recommendations at 3312 Lincoln Drive and 2507 General Hancock Road were presented by Public Works Director Jesse Rohr.

"You have to afford everybody due process,"&nbsp;said Toby Dougherty, city manager, "and some people take advantage of that due process."&nbsp;

Both requests will move on for action at the Dec. 14 meeting.&nbsp;

During other items for discussion, Vice-Mayor Sandy Jacobs brought up a proposition to increase the pay for city commissioners.

"This would be the first time it's been considered since 2003," she said.

Jacobs began thinking about it during the November general election when only two candidates besides the incumbents ran for city commission.

She wants to see more people interested in running for office and believes increased compensation would be a good incentive.

Jacobs estimated she spends an average minimum of 15 hours a week on city business.

"Fortunately, I'm retired and can do that a lot easier than some people," she said.

She said city commission meetings and work sessions start at 4 p.m. on four Thursdays each month.

"Some people would have to leave their jobs to attend, and they may be losing their pay of an hourly wage."

The five city commissioners, including the mayor, are currently each paid $150 a month, for a total of $1,800 a year.&nbsp;

Jacobs is proposing a $63,000 budget item for 2024&nbsp;"to attract a more diverse group of people."

"That relates to about $1,000 a month for a commissioner and $1,250 a month for the mayor. ... We have the money to do it," she said.

The five city commissioners for similarly-sized Junction City receive $8,400 in annual pay, while the mayor is paid $10,800.&nbsp;

The small northwest town of Goodland, with a population of 4,465 people, pays its mayor $4,200 a year. Its five commission members each receive $3,600 annually.

"I ran for this position to serve the community, not for the compensation" said Alaina Cunningham, commissioner. "But when you presented the numbers from these other communities forward, I was very shocked in learning how low our compensation was compared to other communities.

"Thinking through it, for me, is the potential draw of a more diverse group [of commissioners]," she said.&nbsp;

🎥 Industrial revenue bonds for Grow Hays microfactory considered by city of Hays

First Call For Help in Hays is now a member of the Kansas Food Bank and expects its first shipment from the Wichita organization next month.

The St. Joseph Church Food Pantry, a member of the Kansas Food Bank, had been giving some of its extra food from the food bank to First Call For Help, which did not yet belong to the group.

The two local non-profits recently found out that was against the Kansas Food Bank rules.

"They didn't know. We didn't know, and we wanted to get that fixed as soon as possible," said Macey Pfeifer, First Call For Help executive director.&nbsp;

After a two-month application process and a facility and food storage inspection, First Call For Help was accepted by the Kansas Food Bank.

"We thought it would meet our clients' needs better to be members of the Kansas Food Bank," Pfeifer said.

"They're really good at stretching the dollars that we spend. For example, a box of cereal at the grocery store would cost you two to five dollars a box. We can get it from the food bank for maybe a quarter less."

Although there is no membership fee, the change means First Call For Help is now paying for food it will distribute to its clients, something that was not included in the budget.&nbsp;Membership requires a quarterly order.

"It's been a conversation with our board," Pfeifer said.

She's applied for a grant from the Heartland Community Foundation. Financial contributions are still coming from individuals and businesses, and a recent <a href="https://hayspost.com/posts/411cf321-a5d1-4e3a-a8d5-bff17b61b04d">fundraiser by a Fort Hays State University Leadership 310 student group</a> raised more than $2,500 for the food bank.&nbsp;&nbsp;

All that comes to a current total of about $4,000 to spend on food purchases at the Kansas Food Bank.&nbsp;

The inaugural Kansas Food Bank order is 600 pounds for which First Call will pay a $15 delivery fee.&nbsp;

Pfeifer thinks the food donations the center regularly receives, along with the food that is ordered, will keep it supplied.

"We do get a lot of food donations. Businesses and individuals are really great within the community," she said.&nbsp;

First Call For Help has had to temporarily stop handing out its food boxes at times because its supply is so low.&nbsp;

But people reach out just at the right times.&nbsp;

"An individual messaged us just the other day asking us what was needed to get us through December, and they brought every single item that we requested,"&nbsp;Pfeifer said.

A business recently volunteered to do a food drive outside of Dillons grocery store, handing out request lists to shoppers and wound up with two truckloads of food to donate.&nbsp;&nbsp;

The Kansas Food Bank has its own software system used by members to track what it buys, how much and which clients it serves.&nbsp;

The free computer program will replace the one currently used by First Call for which it pays a fee.

The Kansas Food Bank semi-truck delivery will be made to the Community Assistance Center, 1108 Oak. The parking area around First Call For Help, a few blocks away at 607 E. 13th, is too small to accommodate a semi.

The food will have to be transported between the two facilities by a couple of smaller vehicles.

"Clients get these boxes of cereal or mac and cheese and they don't have a jug of milk in their refrigerator to make it," Pfeifer said.

"They come in asking for milk, and we may or may not have powdered milk packages. It just depends if someone has donated them and when.

"I think this will be easier to actually give clients what they're requesting. We'll know we have this much of this item coming in."

 She also knows the foods coming from the Kansas Food Bank will be consistently healthier than what might be donated.

"They're switching over all their canned fruits and vegetables to a healthier choice, no added sugar and less sodium."

First Call For Help is still taking food donations from the community.

"They're just so sporadic and we don't know when they're coming in,"&nbsp;Pfeifer said.

"I think with the Kansas Food Bank, we're going to be able to tell donors and individuals that we need items other than food, such as paper towels and toilet paper or things for our hygiene stash, such as shampoo and deodorant," Pfeifer said.

First Call For Help is funded by the United Way of Ellis County, the Ellis County Ministerial Alliance and the City of Hays. It has received grants from the Heartland Community Foundation and the Robert and Patricia Schmidt Foundation.

🎥 First Call For Help joins Kansas Food Bank

The Ellis County Commission approved a bid Tuesday to
replace the Law Enforcement Center roof after it was damaged in a hail
storm almost two years ago.

County Administrator Darin Myers told the
county commission on Tuesday the first time the county sent the
project for bids, the bids all came in significantly over the estimates.

County staff has worked with Roofmasters of Hays, who worked
with a consultant, to determine a proper replacement.

Roofmasters owner Luke Haines told the commission the company did the current roof about 22 years ago.

Haines said the roof is fastened to the
concrete deck with screws and a plate. He said the company would use new technology during the replacement.

The company would remove the roof, use insulation
that is stuck down with adhesive and then there would be a cover board to which the
new thermoplastic polyolefin roofing would be attached.

“There's a ton of ductwork. That's probably one of the bigger
challenges on the roof is just having to work around all that,” Haines said. 

Haines said because the previous roof was not attached to a
cover board, the insulation was damaged by the hailstorm.

“So technically, what you have is a roof that's not adhered,”
Haines said. “Fortunately, this is kind of in the middle of town, but if
this was on the edge of town or if this was in an area where we were more
susceptible to wind, it could blow off.”

Haines said the build-up of the insulation varies
from two inches thick to up to 14 inches in some places. 

Haines said the process to remove the current insulation
to get back to the concrete deck will be a “messy,” and slow process. 

The roof was able to last 20 years, which
matches the 20-year warranty that will be included on the new roof system, Haines said. 

Ellis County Commissioner Michael Berges said he is concerned a lot of the ductwork will still be exposed to the elements.

Haines said there is as much square footage of ductwork
as there is roof.

Myers said they have talked about that issue. Haines said
the cheapest idea was to use SPF spray foam to encapsulate the ductwork, but he did not have a final price. The roof will need to be finished first.

Myers said the insurance company allowed the county $247,300 to re-deck the roof. 

The county’s total insurance claim from the storm was almost
$500,000.

The bid to replace the roof from Roofmasters was $330,000, and the county will be left with $78,000 to cover the difference.

The county has $460,000 remaining in a sales tax fund
that was created to help pay for work
on the courthouse, law enforcement center and Emergency Services Building.

Myers said that funding has been sitting idle for several
years.

Myers said other projects also will use money
from that sales tax fund.

Haines said he thinks his company can start work in the
next couple of months, weather permitting. 

The commission also approved a five year plan for solid
waste management, approved a waterline easement for Trego Rural Water for the
land purchased for the new public works facility north of Hays and received
updates from Grow Hays and the Ellis County Childcare Task Force.

the cheapest idea was to use SPF spray foam to encapsulate the ductwork, but he did not have a final price. The roof will need to be finished first.Myers said the insurance company allowed the county $247,300 to re-deck the roof. The county’s total insurance claim from the storm was almost
$500,000.The bid to replace the roof from Roofmasters was $330,000, and the county will be left with $78,000 to cover the difference.The county has $460,000 remaining in a sales tax fund

It is an authentic celebration of humble, extraordinary people who share stories of grit, humor, and, most of all, love – love of their sport, teammates, and coaches. It is a day when our honorees gather with family, teammates, and friends to smile, laugh, and, I guarantee, shed a tear. It is a day for gratitude, heart, and thanksgiving.&nbsp;

The Tiger Sports Hall of Fame was established in 1986 to honor former Fort Hays State University athletes, coaches, administrators, and community members who have made an extraordinary contribution to Tiger athletics.&nbsp;

Part 2 of this two-part column includes the last four stories that filled me with emotion and appreciation for the 2023 Hall of Fame inductees.&nbsp;&nbsp;

Two things stood out about the induction of Shawn Behr – his daughter and his teammates.&nbsp;&nbsp;

Shawn Behr was an exceptional athlete, particularly in football and baseball. In 1995, Shawn had an incredible season as a quarterback at Fort Hays State University. He broke records for passing yards and touchdowns, and his achievements remained untouched for many years. Shawn's success led him to play professionally for the Helsinki Roosters, an American football team based in Helsinki, Finland.&nbsp;

I thoroughly enjoyed listening to Shawn’s teenage daughter, Kya, who had the honor of introducing her dad. I enjoyed her humor as she shared, “I can just hear it now; Kya, would you go get your Hall of Fame dad a bottle of water from the fridge.”&nbsp;&nbsp;

She also said that when her dad found out about his nomination, he was humble and quiet. With quick wit, she speculated that her dad probably didn't want many people to know about his selection, just in case something fell through for some odd reason.&nbsp;

One aspect of Shawn's life that stood out was his dedication to coaching his daughter's softball team for six years. Seeing the front table filled with softball players made me smile. Kya highlighted how her dad translated coaching lessons into life lessons, emphasizing the importance of being a good teammate, giving 100% effort, being coachable, doing things correctly, and, most importantly, having fun. Great advice!&nbsp;

Shawn, like fellow inductee and Tiger Basketball great Tyrone Shepard, who I profiled in <a href="https://hayspost.com/posts/a8a86467-30ff-4313-bb03-63dc336bdf7e" target="_blank">Part 1 of this column</a>, recognized that his success wasn't solely his own. He believed in acknowledging the 95% of people who contributed behind the scenes, representing the teammates, support staff, and administration members who played an essential role in his accomplishments. Using the metaphor of an iceberg, Shawn eloquently conveyed that while he stood in the spotlight as the visible 5%, those behind the scenes carried the weight and allowed him to shine.&nbsp;

His appreciation extended to the unsung heroes, the 95% behind the scenes, the support staff, administrators, and all those who worked tirelessly to ensure the smooth functioning of the team. They were the unsung heroes who carried the weight, allowing the 5% to showcase their talents on game days.&nbsp;

In the end, Shawn stood there as the embodiment of gratitude, knowing that his induction into the Hall of Fame was a testament to the unwavering support of the 95%, who had pushed him to new heights. His success was a reminder that recognizing and appreciating the efforts of others was just as important as celebrating personal accomplishments.&nbsp;

I loved how Shawn and Kya’s stories captured the emotions of a young athlete rising to greatness, the gratitude of a daughter proud of her father's achievements, and the recognition of the team behind the individual success. It was a story that highlighted dedication, humility, and the transformative power of sports in shaping character and building a legacy.&nbsp;

Jamie Heiman Dreher, a standout in women's basketball at Fort Hays State from 1999-2003, had an impressive career. What I loved most about her story was how her dry sense of humor has always been a comforting presence, supporting the team in challenging situations.&nbsp;

One game that stands out is their memorable three-overtime match against Colorado School of Mines. Despite exhaustion, Jamie refused to take a break and played almost the entire game, only coming out for one minute. That is resilience. Her selfless dedication to the team's victory was truly inspiring.&nbsp;

Jamie's impact extended beyond the court, as she took immense pride in both the team's GPA and her own academic achievements.&nbsp;

Reflecting on her playing days, Jamie emphasizes the importance of hard work and making the right decisions, even if they aren't popular or enjoyable. She advises her children to prioritize dedication, surround themselves with supportive individuals, and keep God at the top of their priority list.&nbsp;

Expressing her gratitude, Jamie acknowledged all her coaches and teammates throughout her basketball career, highlighting the camaraderie and joy of competing as a team. She credits her parents for their unwavering support, prayers, and countless hours spent driving her to games and camps.&nbsp;&nbsp;

Unfortunately, Steve Boehmer was unable to attend the ceremony. A native of Bern, Kansas, Steve was the indoor 1,000-yard run national champion in 1971, running the distance in a time of 2:14, which gained him NAIA All-America honors. He was a member of the 1969 FHSU National Championship Cross Country team and contributed to a second-place team finish at nationals in 1970. Boehmer was the Rocky Mountain Athletic Conference champion in the 880-yard run in 1969. He was a member of the 2-mile relay team that finished second at the NAIA Indoor Championships in 1968. He was a member of a distance medley relay team that went undefeated at the Texas, Kansas, and Drake Relays.&nbsp;

Finally, I want to mention Dale Vatapa, who was honored posthumously. Dale had an impressive wrestling career and left a lasting impact on the sport. He was a two-time NCAA All-American and the first All-America performer in the program's history. He finished third nationally in 1959 and was a national runner-up in 1960. Before attending Fort Hay State, Dale served in the Navy and was part of the all-Navy wrestling team. He even placed fifth in the 1956 US Olympic trials. Dale was rightfully elected to the Kansas Wrestling Coaches Hall of Fame in 1984. Unfortunately, he is no longer with us, but his contributions to the sport of wrestling, both as a competitor and as an official, will not be forgotten.&nbsp;&nbsp;

After attending the event, my heart was overflowing with immense joy. The genuine stories I had the privilege of hearing reaffirmed the profound value of the student-athlete experience. These individuals truly embody the spirit of our university, acting as beacons of inspiration and exemplifying what it means to be champions.&nbsp;&nbsp;

Throughout the years, our student-athletes have continually shaped the narrative of our university – their unwavering dedication, both on and off the field, exceptional character, and remarkable achievements in the classroom and beyond. Undoubtedly, these moments captured in the pages of our university's "family album" serve as a testament to our deeply ingrained culture and cherished values, the very essence that defines Fort Hays State University.&nbsp;

Heart of a Tiger: Reflections on 2023 Tiger Athletics Hall of Fame Celebration, Part 2 

Matt and Jennifer Grabbe of rural Ellis County were choses to be one of the 10 families identified in the state of Kansas as a 2023 Farm Family of the year by the Kansas Farm Bureau Association. 

The purpose of the program is to recognize outstanding Farm Bureau families who have distinguished themselves through participation in Farm Bureau programs and leadership, family activities, community and civic service, as well as displaying good farm operation management.

 Each county Farm Bureau is encouraged to annually select a deserving family and honor them at the county annual meeting or similar event.

 Each county Farm Bureau can then submit their winning family application for one of the 10 Kansas Farm Family of the Year awards to Kansas Farm Bureau. 

County winners receive a Farm Family of the Year yard sign they can display on their property. 

The 10 Kansas Farm Families of the Year receive special recognition at the KFB Annual Meeting and a commemorative gift.

Fired Emporia State professors can’t prove violation of rights, defendants claim in lawsuit

Estimates drawn from 25 years of tracking water-level, water-use

TOPEKA — The Kansas Geological Survey reported Wednesday groundwater levels in the High Plains Aquifer could be sustained for at least one decade in moisture-imperiled areas of western Kansas through pumping reductions of 18 percent to 32 percent.

The aquifer, the state’s most economically important groundwater resource, published a report summarizing regional conditions and options for prolonging life of the aquifer. The review documented benefits of voluntary water conservation in the state’s five groundwater management districts.

“Our results show that the only way to slow water-level declines is to reduce pumping in conjunction with modification of agricultural practices,” said Jim Butler, KGS senior scientist and one of the report’s co-authors. “As has been shown in Kansas and elsewhere, efficient irrigation technology must be coupled with a binding agreement to reduce pumping if we are to make a difference.”

The High Plains Aquifer underlies portions of eight states from South Dakota to Texas. It includes the Ogallala Aquifer of western Kansas and the Great Bend Prairie and Equus Beds aquifers in the south-central part of the state.

KGS, based at the University of Kansas, and the Kansas Department of Agriculture annually measure groundwater levels in 1,400 wells across the High Plains Aquifer.

Groundwater in the Ogallala portion of the aquifer, covering management districts one, three and four, dropped significantly since start of widespread irrigation of cropland in the 1940s. In some areas, less than 40 percent of the original aquifer thickness remains.

Analysis of data gathered in district one in west-central Kansas and district four in northwest Kansas show water conservation measures slowed decline in groundwater resources.

“The availability of more than 25 years’ worth of high-quality water-level and water-use data for the aquifer makes it possible to provide a sound assessment of the aquifer status,” said Donald Whittemore, KGS emeritus senior scientist and an author of the report.

In district four’s Sheridan County, the state’s first Local Enhanced Management Area realized water savings. KGS said 23 percent of the savings was attributed to irrigation efficiency with an additional 1 percent related to a decrease in irrigated area since 2013. LEMAs allow local stakeholders to develop plans to reduce irrigation pumping in a specified area.

Analysis by KGS showed a reduction in pumping in district one saved 24 percent on water consumption, with 10.5 percent associated with irrigation efficiency and 14 percent to decreases in irrigated acreage.

Wichita County, part of district one, experienced reductions in pumping of 40 percent as water levels in parts of the district fell so low large-scale irrigation was reduced or eliminated. Farmers are adjusting to the water shortage by reducing acreage, changing cropping patterns and adopting technologies to reduce water usage.

In management district three in southwest Kansas, which doesn’t have LEMAs, groundwater use since 2019 has been reduced almost 13 percent, KGS said.

In south-central Kansas, the Equus Beds aquifer in management district two has experienced stable water levels during the last 25 years. In district five in the Big Bend Prairie region, there was a slight decline in groundwater usage. The pumping reduction needed to achieve stable water levels in the fifth district is 1.6 percent, KGS said.

LEMAs allow local stakeholders to develop plans to reduce irrigation pumping in a specified area.Analysis by KGS showed a reduction in pumping in district one saved 24 percent on water consumption, with 10.5 percent associated with irrigation efficiency and 14 percent to decreases in irrigated acreage.Wichita County, part of district one, experienced reductions in pumping of 40 percent as water levels in parts of the district fell so low large-scale irrigation was reduced or eliminated. Farmers are adjusting to the water shortage by reducing acreage, changing cropping patterns and adopting technologies to reduce water usage.In management district three in southwest Kansas, which doesn’t have LEMAs, groundwater use since 2019 has been reduced almost 13 percent, KGS said.In south-central Kansas, the Equus Beds aquifer in management district two has experienced stable water levels during the last 25 years. In district five in the Big Bend Prairie region, there was a slight decline in groundwater usage. The pumping reduction needed to achieve stable water levels in the fifth district is 1.6 percent, KGS said.

Hays Public Library is funded by a mill levy paid by property taxes of residents within the Hays city limits. The library is also part of the Central Kansas Library System, which is funded by tax dollars from each of the member counties. As a library system member, HPL extends services to residents of all 17 member counties. The 2023 cost to extend hoopla to patrons outside the city limits will be around $36,000.&nbsp;&nbsp;

The Hays Public Library expects to see increased demand for hoopla in the future as the Central Kansas Library System has voted to cease offering hoopla after 2024.

Furthermore, the Central Kansas Library System administration and executive board have approved a funding reduction timeline that will result in an estimated $35,000 annual reduction in system funds to the Hays Public Library. The library strongly opposes the recently adopted&nbsp;Central Kansas Library System funding model and the overall administration and direction of the regional library system.&nbsp;

Even with the reduction to 12 checkouts, the library will still provide more hoopla checkouts per month than the state average of seven and the national average of 10.

Along with hoopla, the library offers a variety of digital resources, including the Sunflower eLibrary, which provides audiobooks and eBooks through the Libby app. This change will allow the library to serve more users in the future and invest more in all digital platforms.
