Victoria Coalition to host Holiday Home Tours to benefit St. John's Place

The Community Assistance Center was in need of shopping carts to assist clients without a car in transporting canned goods and heavier food items home.

They have had carts in the past; however, due to age and use, there were only a few carts in service, and the center was in need of more.

The center assured Women Who Lead, an Ellis County nonprofit led by women, they were mindful of who was given a cart, noting one lady had her cart for more than five years.

If a client moves or circumstances change, the cart is returned to the center. 

 Women Who Lead donated 10 new carts to help alleviate the problem.

Members of the Women Who Lead donated 150 toys to the Toys for Tots program with the assistance of Thirsty's in Hays.

The Hays High girls and boys host the Manhattan Indians Tuesday
in their first action since the Hays City Shootout last week at Hays High
School.

The Hays High girls are 2-1 and coming off their second straight
runner-up finish at the Hays City Shootout. The Manhattan girls are 1-2 and
finished fourth.

The Hays High boys are 1-2 and finished fifth while the
Manhattan boys finished fourth with a 1-2 record.

The girls game is set to tipoff at 6:00 p.m. with the boys
game at follow at Hays High School.

The High Plains Mental Health Center Governing Board is pleased to announce Craig Poe has been appointed as the next executive director. Long-time administrator Walt Hill has announced plans to retire in early 2024 following 45 years of dedicated service. Poe is expected to assume administrative duties effective Jan. 1.

Poe comes to HPMHC from Pawnee Mental Health Services, the Community Mental Health Center serving 10 counties in north-central Kansas, where he serves currently as chief operating officer. He is a sixth-generation Kansan with deep family ties to Northwest Kansas. A huge K-State fan, he earned his bachelor’s degree in social science with an emphasis in psychology and is completing a master’s of science degree in management and leadership.

“From the successful implementation of the region's crisis stabilization center to the early adoption of telehealth technology – under Walt’s direction, High Plains Mental Health Center is widely acknowledged for its innovation and leadership,” Poe said. “I’m deeply grateful to Walt for laying the foundation for this transition and excited for the opportunity to build on his leadership success as we move forward at High Plains.”

Poe has had senior management roles in multiple industries. Previous positions include regional sales manager in the water filtration industry, followed by a general manager role with Coleman Worldwide Moving. As he developed his business skills, Poe gravitated toward human resources and became HR director for Midwest Concrete Materials.

Over time, Poe said he came to realize many employees turned to HR professionals seeking counsel and support when facing personal or family hardships. In this role, he experienced the honor and unexpected responsibility of assisting employees — or their families — in the course of life’s most extreme challenges. This experience left an indelible imprint, giving him experience in the challenging work of assisting others in troubling times.

As he honed his skills in conflict management, mediation, and mentoring, Craig transitioned to community mental health, inspired by his respect and admiration for those in this field. As the COO of Pawnee Mental Health, and the future executive director of High Plains Mental Health Center, Craig said his experience informs everything he does, reminding him why we do what we do to serve others.

The Fort Hays State University FHSU LDRS 310 team, consisting of Derek Mesa, Lauren Stallbaumer, Jackson Piper, and Milton Guzman, raised $2,502.53 for First Call for Help. Their event was called “First Call to Ball." It was held at the Hays Recreation Commission, which donated the space for the event.

There were 20 local businesses that donated or sponsored a team for the event. We had eight teams register, each with anywhere from three to five players on the team. 

All the money raised will mostly go towards our food pantry, but also some of it towards our hygiene stash. 

We have just recently become members of the Kansas Food Bank so each month/quarter we will order food from them, and they will deliver it to Hays. This membership was needed because on donations alone, we were no longer able to meet our clients’ needs. 

We are so thankful to our LDRS 310 team and their instructor, Seth Kastle, for allowing us to present our project idea to his class.

By JOHN P. TRETBAR Eagle Communications Crude prices continue their losing streak. The near-month Nymex contract for light sweet crude dropped below $74 for the first time in two weeks. London Brent fell below $79 by lunchtime Monday.

Kansas Common closed out the month of November at $66.25 per barrel at CHS in McPherson. The average price for the month is a fraction below $67.60 per barrel ($67.592) , a five month low. That's down nearly eight dollars from October, and about seven dollars less than the average in November of last year. Prices in McPherson dropped another two dollars on Friday to start the week at $64.25 per barrel.

Regulators report 100 new intent-to-drill notices across the state last month. That's 1,288 so far this year, down more than 300 from a year ago. A search of the Kansas Corporation Commission Web site returns five new intents in Barton County, six in Ellis County, and three in Russell County.

The weekly Rotary Rig Count from Baker Hughes on Friday was up five oil rigs and down one gas rig for a total of 625 active drilling rigs nationwide. The count in Texas was up three rigs over the week before.

The Kansas Rig Count from Independent Oil &amp; Gas Service is down three in eastern Kansas to 16 active rigs. The tally west of Wichita dropped by one rig to 23. The weekly total is down more than nine percent from last week.

Independent Oil and Gas Service reports 38 newly-completed wells since last week. There were four in Ellis County, out of 29 in Western Kansas. That's 1,589 so far this year, or about 124 more completions than at this point last year.

Kansas regulators okayed 16 new drilling locations across the state, with nine in western Kansas including one in Russell County.

U.S. Crude production reached another all-time high last week, marking the fifth weekly tally this year to break the record. The Energy Information Administration reports domestic operators pumped of 13,239,000 barrels of crude oil per day, an increase of 25,000 barrels per day from a week earlier, and more than a million barrels a day greater than the same week a year ago. 

Energy Information Administration reported a 1.6 million barrel increase in U.S. crude inventories. The total rose to 449.7 million barrels as of November 24, which is slightly higher than the five-year average for this time of year.

The government says imports averaged 5.8 million barrels per day, down nearly 700-thousand barrels per day. Average imports over the last four weeks are less than one percent higher than during the same four weeks last year.

More output cuts are on the way from the OPEC-Plus oil exporters. Saudi Arabia will reportedly continue its voluntary million-barrel reductions and the group's other members are promising to chip in with more voluntary cuts totaling another million barrels per day.

Some of the biggest players in the Permian Basin, including Occidental Petroleum, Concho Resources, and Diamondback Energy, have come out against a proposed nuclear waste facility in southeast New Mexico. The companies signed on to a letter from the Permian Basin Coalition to oppose the temporary storage facility proposed by Holtec International. The letter by U.S. Senior Senator Martin Heinrich argues against moving the nation's nuclear waste to the proposed temporary facility before a permanent facility is approved.&nbsp;&nbsp;

Prices in McPherson dropped another two dollars on Friday to start the week at $64.25 per barrel.Regulators report 100 new intent-to-drill notices across the state last month. That's 1,288 so far this year, down more than 300 from a year ago. A search of the Kansas Corporation Commission Web site returns five new intents in Barton County, six in Ellis County, and three in Russell County. The weekly Rotary Rig Count from Baker Hughes on Friday was up five oil rigs and down one gas rig for a total of 625 active drilling rigs nationwide. The count in Texas was up three rigs over the week before.The Kansas Rig Count from Independent Oil &amp; Gas Service is down three in eastern Kansas to 16 active rigs. The tally west of Wichita dropped by one rig to 23. The weekly total is down more than nine percent from last week.Independent Oil and Gas Service reports 38 newly-completed wells since last week. There were four in Ellis County, out of 29 in Western Kansas. That's 1,589 so far this year, or about 124 more completions than at this point last year.Kansas regulators okayed 16 new drilling locations across the state, with nine in western Kansas including one in Russell County.U.S. Crude production reached another all-time high last week, marking the fifth weekly tally this year to break the record. The Energy Information Administration reports domestic operators pumped of 13,239,000 barrels of crude oil per day, an increase of 25,000 barrels per day from a week earlier, and more than a million barrels a day greater than the same week a year ago. Energy Information Administration reported a 1.6 million barrel increase in U.S. crude inventories. The total rose to 449.7 million barrels as of November 24, which is slightly higher than the five-year average for this time of year.The government says imports averaged 5.8 million barrels per day, down nearly 700-thousand barrels per day. Average imports over the last four weeks are less than one percent higher than during the same four weeks last year.More output cuts are on the way from the OPEC-Plus oil exporters. Saudi Arabia will reportedly continue its voluntary million-barrel reductions and the group's other members are promising to chip in with more voluntary cuts totaling another million barrels per day.Some of the biggest players in the Permian Basin, including Occidental Petroleum, Concho Resources, and Diamondback Energy, have come out against a proposed nuclear waste facility in southeast New Mexico. The companies signed on to a letter from the Permian Basin Coalition to oppose the temporary storage facility proposed by Holtec International. The letter by U.S. Senior Senator Martin Heinrich argues against moving the nation's nuclear waste to the proposed temporary facility before a permanent facility is approved.&nbsp;&nbsp;

TOPEKA – Today, Secretary of State Scott Schwab announced
the kickoff for the first statewide election in 2024, the Presidential
Preference Primary (PPP).

Last week marked the first important deadline of the March
19, 2024, Presidential Preference Primary when the Republican and Democratic
parties notified the Secretary of State’s Election Division that they would be participating
in the preference primary. The PPP replaces caucuses that parties had conducted
in recent years to determine how delegates to the national conventions would be
allocated.

Earlier this year, the Kansas Legislature authorized the
state-run PPP, which had only been used in Kansas in 1980 and 1992. Our office
worked with the legislators to ensure that funds are allocated to reimburse
counties for the cost of the primary.

Secretary of State announces kickoff for first statewide election in 2024

Alcoholic beverages purchased from participating businesses may now be consumed within the confines of the newly created Common Consumption Area of downtown Hays.&nbsp;

The district encompasses 7th to 13th Streets, Oak to Fort, and 9th to 10th Streets from Fort to Ash. It is open year-round from 6 a.m. to 2 a.m.&nbsp;

Hays city commissioners <a href="https://hayspost.com/posts/551fb23f-78c3-4025-9f13-2f531caa1d44">approved the concept on Aug. 24</a> after several&nbsp; discussions during earlier work sessions.&nbsp;

City staff then worked with the Kansas Department of Revenue Alcohol and Beverage Control to purchase the $100 one-year state permit for Hays as well as requirements for marking the area's boundaries.

"It's what I call 'signs and lines'," said Collin Bielser, deputy city manager.&nbsp;

"We have (green and red) signage on stop signs, utility poles, and sidewalk decals, utilizing as much existing infrastructure as we were allowed."

There are also painted messages across roads and alleys indicating an entrance to or exit from the common consumption area.&nbsp;&nbsp;

The installation work was done in-house.&nbsp;

The city's permit must be displayed within the district. It's been placed in the shadow box at the downtown pavilion.&nbsp;

Letters from the city finance department were sent to approximately 100 downtown businesses notifying them the district is now live.

Businesses that do not sell alcohol retain the right to decide whether allow&nbsp; alcoholic beverages on their property.&nbsp;

Those businesses that sell alcohol and are located in or adjacent to the district can apply for a permit to participate in the common consumption area.&nbsp;

Per state law and city ordinance, alcoholic beverages must be sold in non-glass containers. Hays also requires a business logo on the container showing where the beverage was purchased.&nbsp;

The common consumption area does not allow individuals to bring their own alcoholic beverages into the district for consumption, according to state law, and alcohol cannot be removed from the common consumption area unless it is in a properly sealed container.&nbsp;

Enforcement of the laws will be done by Hays police and local Alcohol Beverage Control agents.&nbsp;

The first business participating in the common consumption area is Paisley Pear Wine Bar and Bistro, 1100 Main, owned by Shaun Musil, Hays mayor.

"A few business owners aren't very happy about this. My business will respect that," Musil said.&nbsp;

"We will train our employees to respect the businesses that don't want drinks in their stores. I can certainly understand that. We're going to do everything we can to be nice to our neighbors and hopefully everybody else will too."

Businesses participate in the district by applying through the state. The information is forwarded to the city which does not charge a participation fee.&nbsp;

Bielser said he expects other businesses to soon follow the lead of the Paisley Pear.&nbsp;

Prior to a change in Kansas law early this year, city streets had to be shut down to traffic if alcohol was to be carried or consumed in public. 

"Common consumption areas have been talked about by past city commissioners, but closing city streets is something that kind of deterred from actually implementing it," Bielser said.

"But now that you don't have to have that, the city commission felt it would enhance the downtown area as an entertainment venue when we have art walks, Brews on the Bricks, events like that."&nbsp;&nbsp;

Non-profit organizations may also choose to participate in the common consumption area for special events but must&nbsp;be located in or adjacent to the district, have a temporary liquor permit issued by the state and have an approved application to participate in the district.

🎥 Common consumption area now effective in downtown Hays

The Ellis County Commission will consider bids for the
replacement of the roof on the Law Enforcement Center at Tuesday’s commission
meeting, the first regular meeting of December.

The roof was damaged nearly two years ago, according to
County Administrator Darin Myers, in a hail storm.

Myers said they elected to work with an architect to put a
new truss over the building to protect the HVAC system and duct work.

At the time the bids received came in four times the
estimated cost and the county elected to hold off on the project.

The county, after working with their insurance company and
Roofmasters, Hays, has come up with a plan to reroof the building for approximately
$333,300, is the commission accepts the bid.

Insurance payments will cover all but approximately $78,000.

The commission will also consider a five-year solid waste
management plan, hear a proposal from Sheriff Scott Braun to purchase a body
scanner for the Ellis County Jail and updates from Doug Williams with Grow Hays
and the Childcare Taskforce.

Tuesday’s Ellis County Commission meeting is at 8:30 a.m. at the
County Administrative Center at 718 Main St. in Hays.

Ellis County to consider Law Enforcement Center roof replacement

MANHATTAN — Six Kansas State University students traveled to Taiwan in November 2023 to represent the state as part of the Taiwan Agricultural Youth Exchange Program, a bilateral student exchange program to learn about Taiwan’s agricultural industry and how Kansas agriculture exports benefit both Kansas and Taiwan. The students were selected by the Kansas Department of Agriculture based on their exceptional leadership and communication skills, an interest in cultural exchange, and passion for Kansas agriculture.

“During their time in Taiwan, these students gained new perspectives, learned how to navigate a different culture, and communicated across a language barrier,” said Suzanne Ryan-Numrich, international trade director at KDA. “As future leaders, these are skills that will prepare them to solve the world’s toughest challenges, make them more competitive in the job market, and help transform them into more responsible, engaged citizens.”

The six Kansas State University students who participated were: Jack Arender, Overland Park, Kansas, a sophomore in agribusiness; Corley Becker, Seneca, Kansas, a senior in agricultural education and animal science; Katie Cummings, Spencer, West Virginia, a sophomore in agricultural education; Alex Scovill, Laingsburg, Michigan, a junior in agricultural education and animal science; Rachel Sebesta, Wilson, Kansas, a junior in agricultural education and global food systems leadership, agronomy and anthropology; and Annika Wiebers, Wamego, Kansas, a junior in agricultural communications.

While in Taiwan, the students visited the National Chung Hsing University, interacted with Taiwanese students, met with the Taiwan Ministry of Foreign Affairs, and visited local farms and research institutes across Taiwan.

“The trip to Taiwan was fascinating,” said Becker. “Traveling with the Taiwanese students allowed us to immerse ourselves in the culture more thoroughly, especially with traditions, food, and talking about life experiences. Taiwan is a very diverse agricultural country with farmers who strive for success and sustainability. It was very interesting to learn about their farming and business practices. This experience was once in a lifetime, and I was so glad that I was able to visit.”

Scovill added, “From eating our way through crowded night markets to harvesting wide open passion fruit fields, and up and down mountain roads, the Kansas delegates saw the true beauty of Taiwan. And beyond the sights, traveling with us up and down the coast of the island nation was a set of new friends who showed us all how to appreciate our surroundings. The trip was a blessing of an experience, and I cannot wait for the Taiwanese students to come experience agriculture in Kansas in the spring.”

The trip is coordinated by KDA and the Taipei Economic and Cultural Office in Denver, Colorado. The trip is sponsored by the Taipei Economic and Cultural Office, the K-State College of Agriculture and KDA.

Opportunities such as the Taiwan Agricultural Youth Exchange Program provide tremendous knowledge and networking to the delegates. In 2022, Kansas exported $225 million in agricultural products to Taiwan and Taiwan was our sixth-largest trading partner. Exports to Taiwan have been steadily increasing for the last five years. International relationships with countries such as Taiwan help open opportunities for more exports in the future.

Many reactions occur within the body during an attempt to deal with stressors. A few short-term effects include increased adrenaline, cortisol production (the stress hormone), or muscle tightness. Chronic stress affects our physical, emotional, and social well-being, and symptoms such as irritability, fatigue, changes to eating habits, or burnout can occur.

As you can see, there is a broad spectrum of stress depending on severity. Acute stress lasts no longer than one month and typically occurs right after a stressful event such as an interview or performance.

Chronic stress can also develop after a stressful event, but this type is ongoing and persistent. It can be caused by losing a loved one or struggling with poverty to name a couple of examples.

Living in a state of stress for an extended amount of time is not healthy in any aspect of well-being, but if we aren’t careful, life can become overwhelming and stress can be difficult to manage. Stress is proven to have severe effects on mental health and the development of chronic illnesses. In fact, it is estimated that 90 percent of illness and disease is stress-related according to medical research. When chronic stress is present, it can interfere with your physical functioning and bodily processes. This is linked to high blood pressure, cardiovascular disease, and heart disease.

PHILLIPS COUNTY —Two people were injured in an accident just after 4p.m. Monday in Phillips County.

The Kansas Highway Patrol reported a 2006 Buick LeSabre driven by&nbsp; Arliss A.&nbsp;Hatcher, 67,&nbsp; Phillipsburg, was eastbound on U.S.36 one mile east of the U.S. 183 Junction.

The driver attempted to turn left into a private drive and struck a westbound 2017 Volkswagen Beetle driven by Stacey L. Rempe, 60, Smith Center. EMS transported both drivers to the Phillips County Hospital. The drivers were not wearing seat belts, according to the KHP.

Customers should observe the following precautions until further notice:&nbsp;

The advisory took effect on&nbsp;December 3&nbsp;and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.&nbsp;KDHE&nbsp;officials issued the advisory because&nbsp;of&nbsp;a loss of pressure. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination. &nbsp;

Over the weekend The Ellis Polar Express took visitors through lighted Christmas displays in the heart of down downtown Ellis.

Funding application approaching for United Way of Ellis County

WASHINGTON — Following feedback from taxpayers, tax professionals and payment processors and to reduce taxpayer confusion, the Internal Revenue Service released&nbsp;<a href="https://lnks.gd/l/eyJhbGciOiJIUzI1NiJ9.eyJidWxsZXRpbl9saW5rX2lkIjoxMjYsInVyaSI6ImJwMjpjbGljayIsInVybCI6Imh0dHBzOi8vd3d3Lmlycy5nb3YvcHViL2lycy1kcm9wL24tMjMtNzQucGRmIiwiYnVsbGV0aW5faWQiOiIyMDIzMTEyMS44NTk4NDI5MSJ9.iFaXl103Kd3wmKVB12VLd6G3eRAN9V6pf2QbZ_1cFFM/s/1558083055/br/231381918050-l" target="_blank">Notice 2023-74</a>&nbsp;announcing a delay of the new $600 Form 1099-K reporting threshold for third-party settlement organizations for calendar year 2023.

As the IRS continues to work to implement the new law, the agency will treat 2023 as an additional transition year. This will reduce the potential confusion caused by the distribution of an estimated 44 million Forms 1099-K sent to many taxpayers who wouldn’t expect one and may not have a tax obligation. 

As a result, reporting will not be required unless the taxpayer receives over $20,000 and has more than 200 transactions in 2023.Given the complexity of the new provision, the large number of individual taxpayers affected and the need for stakeholders to have certainty with enough lead time, the IRS is planning for a threshold of $5,000 for tax year 2024 as part of a phase-in to implement the $600 reporting threshold enacted under the American Rescue Plan.

Following feedback from the tax community, the IRS is also looking to make updates to the Form 1040 and related schedules for 2024 that would make the reporting process easier for taxpayers. Changes to the Form 1040 series – the core tax form for more than 150 million taxpayers – are complex and take time; delaying changes to tax year 2024 allows for additional feedback.

“We spent many months gathering feedback from third-party groups and others, and it became increasingly clear we need additional time to effectively implement the new reporting requirements,” said IRS Commissioner Danny Werfel. “Taking this phased-in approach is the right thing to do for the purposes of tax administration, and it prevents unnecessary confusion as we continue to look at changes to the Form 1040. It’s clear that an additional delay for tax year 2023 will avoid problems for taxpayers, tax professionals and others in this area.”

The American Rescue Plan required third party settlement organizations, which include popular payment apps and online marketplaces, to report payments of more than $600 for the sale of goods and services on a Form 1099-K starting in 2022. These forms would go to the IRS and to taxpayers and would help taxpayers fill out their tax returns. Previously, the reporting requirement applied only to the sale of goods and services involving more than 200 transactions per year totaling over $20,000.

The IRS temporarily delayed the new requirement last year.

Reporting requirements do not apply to personal transactions such as birthday or holiday gifts, sharing the cost of a car ride or meal, or paying a family member or another for a household bill. These payments are not taxable and should not be reported on Form 1099-K.

However, the casual sale of goods and services, including selling used personal items like clothing, furniture and other household items for a loss, could generate a Form 1099-K for many people, even if the seller has no tax liability from those sales.

This complexity in distinguishing between these types of transactions factored into the IRS decision to delay the reporting requirements an additional year and to plan for a threshold of $5,000 for 2024 in order to phase in implementation. The IRS invites feedback on the threshold of $5,000 for tax year 2024 and other elements of the reporting requirement, including how best to focus reporting on taxable transactions.

“The IRS will use this additional time to continue carefully crafting a way forward to minimize burden,” Werfel said. “We want to make this as easy as possible for taxpayers. We will work to make the new reporting requirements easier for them, and we’ll work closely with third-party groups, tax professionals and others to find the smoothest path to ensure compliance with the law. This is consistent with our Strategic Operating Plan. The IRS is focused on meeting taxpayers where they are and helping them get it right the first time.”

Expanded information reporting, which will occur as the result of the change in thresholds for Form 1099-K, is important because it increases tax compliance and can reduce burden on taxpayers seeking to follow the law. The IRS believes that expansion must be managed carefully to help ensure that Forms 1099-K are issued only to taxpayers who should receive them. In addition, it's important that taxpayers understand what to do as a result of this reporting, and that tax professionals and software providers have the information they need to assist taxpayers.
