A Garden City man was arrested in Hays following a report of a suspicious person dressed in all black.
According to Hays Police Chief Don Scheibler, a records check revealed that 31-year-old Oscar Salazar had stolen a van near the Garden City High School.
At around 12:30 p.m., the police department received a call about a suspicious man in a black sweatshirt and black pants walking in circles in the 1500 block of Commerce Parkway.
Officers found Salazar, who initially claimed he had run out of gas. Officers conducted a records check. According to Scheibler, Salazar later admitted to stealing the van, which had been unlocked and running.
Salazar was arrested on a charge of possession of stolen property and was booked into the Ellis County Jail.
