Although Jarrett Smolarkiewicz will graduate on Dec. 15 with a B.S. in Information Networking and Telecommunications, it's his unique person-to-person networking ability that truly sets him apart. Through his classes at Fort Hays State University and his relationships with people and businesses in Hays, Jarrett continually makes it a priority to "invest in people" in his daily life.

Jarrett began his college career in 2000 at&nbsp;Kellogg Community College&nbsp;in his home state of Michigan. After a move to Virginia Beach, Jarrett and his wife, Misty, relocated to Hays in 2007 to be closer to Misty's family, who live in Nebraska.

Jarrett's career path in Hays has taken him from entry-level positions at NEW, HaysMed, and Nex-Tech Wireless. His interest in technology led him to teach himself various skills, such as HTML, CSS,&nbsp;JavaScript, PHP, and SQL.

"We came here (Hays), and I fell in love with the people," Jarrett said. "We don't have any family in town, but we've found tons of people from our church (Celebration Community Church) who are like family. It's a home away from home."

Jarrett was working at Nex-Tech Wireless as a customer service representative when he decided to return to FHSU. He had investigated the possibility of doing a coding boot camp, with a goal of becoming an entry-level full stack software developer, but found the $12,000-18,000 price tag, which didn't include a degree, an option he didn't relish.

"I was looking at opportunities to advance,&nbsp;and I wasn't getting anywhere," he said. "It was frustrating. I wasn't totally open to the idea (of completing a degree at FHSU). But it was an opportunity to provide for my family."

In searching for positions as a software developer, Jarrett had found that 75 percent of job opportunities required a bachelor's degree, and with today’s AI screening tools, many applications online now require checking a box to confirm the applicant has a degree.

“If you cannot honestly check that box,” Jarrett said. “It doesn’t matter how great your portfolio is or how good of a developer you are; your application won’t even be considered. Thus, the Fort Hays option was the best route.”

Jarrett, who had stopped out of Fort Hays classes in 2012 due to a family member's serious health concerns, returned to FHSU in the summer of 2019 to take online courses. By living in Hays, Jarrett could meet locally with instructors as needed but complete coursework online, working around his busy family schedule. His family grew in 2020 when Jarrett and Misty added another member, Xayden, to their family of two boys, Ajoni and Kiros.

Just as he entered his final FHSU semester, on Sept. 29, Nex-Tech hired Jarrett as a technical training specialist, a position that enables him to train and help others grow in their own skills.

"It all came full circle," Jarrett said. "Right now, I'm learning Salesforce, which is one of the key industry implementation platforms for companies big and small."

Jarrett credits several FHSU faculty members with helping him find success in the classroom and beyond. He pointed out that Jason Zeller, assistant professor of informatics, is more than simply knowledgeable in his academic area; he is engaged and dedicated to serving the needs of students. Amie Wright, instructor of informatics, has encouraged Jarrett to strive in ways that set him apart from others. In addition, he said Dave Gray, instructor of informatics, "is the hardest instructor I have had here, but he gives students the support they need. He loves teaching, and it shows."

Gray said he encourages all his students to continue progressing despite obstacles.

"I always tell my students to choose progress over perfection," Gray said. "Computers expect us to be perfect when we write code. One small syntax error can throw everything off, but we shouldn't expect that of ourselves."

"We all make mistakes. To find the small errors, we sometimes need to take a small break and come back with fresh eyes. In the overall scheme of things, we're learning concepts, and we're making progress if we learn just a little more each day."

For Jarrett, the journey to graduation has been a long one, taxing on his family life, health, and sleep, but filled with discoveries each day. After graduation, he hopes to spend more time with his family and reach out to help people in the community.

"I really have a heart to build people up," Jarrett said. "The mentoring, the investment that people have made in me, I want to give that back. I don't want to be just a technical trainer. I want to invest in people because so many people have invested in me."

Low Income Energy Assistance Program opens two weeks early this winter

TOPEKA&nbsp;–&nbsp;With temperatures dropping, the Kansas Department for Children and Families (DCF) announced today that Kansans needing financial assistance to keep their heat on this winter can apply for the Low Income Energy Assistance Program (LIEAP) earlier this year than in past years.

“Kansas winters can be brutal and no Kansas family should be cold,” said Laura Howard, DCF Secretary. “We are accepting LIEAP applications beginning Dec. 18, rather than the beginning of January as we have traditionally done.”

LIEAP helps Kansans restore or maintain energy services that heat their home. This includes electricity, natural gas, propane and other home heating fuels.

“We understand that applying for benefits can be complicated,” Howard said. “Beginning Dec. 18 through the end of March, DCF and partnering energy companies will be available to help Kansans gather information and submit their LIEAP applications.”

DCF opens Energy Bill Assistance Program early

Reviews of Fort Hays State University's new food service have been mixed in its first semester.&nbsp; Some students said they are dissatisfied with the food services on campus, specifically in McMindes Hall.

The six-story residence hall accommodates about 620 students on campus and includes various facilities, including a cafeteria-style dining location known as McMindes Cafe.

Earlier this year, Fort Hays State University announced a one-year food service and catering agreement with Union Catering Company in Hays.

Owners Wes Rathbun and Philip Kuhn of the catering company assumed responsibility from Chartwell's Higher Education Dining for providing food services on campus.&nbsp;

FHSU student Henry Hein has eaten on campus for the last three years and describes his overall experience as negative.

"We got a new catering service this year and I thought, 'OK, it probably can't get any worse.' I was very wrong," he said.

Hein said the food service quality has improved a little over time but suggests others be cautious with food items like chicken.

"It's not uncommon for it to be undercooked. You have to be careful with that. If stuff isn't undercooked, it's commonly overcooked and dry," he said.

Other issues Hein took with the services include warm or spoiled beverages, long wait times and prices.&nbsp;

Fort Hay State University offers three different meal plans for students to choose from.&nbsp;

• Open Access includes $900 in Dining Dollars, priced at $4,523 per year ($2,261.50 per semester). • A package of 10 weekly swipes and $1,000 in Dining Dollars, priced at $4,322 per year ($2,161 per semester). • A package of seven weekly swipes and $1,200 in Dining, priced at $4,258 per year ($2,129 per semester).

Hein said he thinks the high prices don't align with the quality of the food being provided despite being on the cheapest meal plan.

"I know multiple colleges with cheaper meal plans and much better food," Hein said.

FHSU student Ross, who did not want to give his first, has tried various campus food services across the state and noted Fort Hays State University as his least preferred dining option.&nbsp;

"I went to K-State and Salina once, I thought their food was a little better than here. It's probably on the lower end," Ross said.&nbsp;

Other issues Ross has had with Fort Hays State University food services include burnt food, cold food, unflavored chicken and prolonged wait times.

"At one point it did get clear out to the front doors," Ross said regarding the long lines at McMindes Cafe.

The recently implemented card system for dining at the Memorial Union food court and McMindes Hall has been criticized by students as inefficient.

Previously, students had to swipe their cards, but the new system requires them to tap, leading to slow and time consuming processing that results in extended wait times.

Other student concerns about the food service include flavorless dishes, unusual food appearances, lack of consistency, limited operating hours and mislabeling or misplacement of food cards that provide information on the item like its calorie count.

Owner Philip Kuhn of Union Catering Company takes responsibility for inaccurate food cards and is determined to bring high service to students after a difficult start to the school year.

"As far as labels, I totally own up to that," he said. "We want to make sure that we give the best quality and service. It's an ongoing process and to be able to come in within 60 to 120 days to develop all of these concepts and train staff was a huge challenge for us."

FHSU Chief Communications Officer Scott Cason expressed his approval of Union Catering Company considering the short preparation time they had.

"I thought they did a pretty remarkable job at standing up in a month and a half," Cason said.

Addressing student concerns regarding problems with food services, Kuhn said he aims to improve every aspect that students find problematic.

"We appreciate all feedback," he said. "We're taking steps to become better every single day and week, so I hope we can continue that through the right channels of being able to get feedback."

Suggestions from students to improve the food service include replacing food items that have been on display for a prolonged period with fresh ones, increasing the rotation of food options, prioritizing staff improvements and ensuring consistency in food quality.

Cason encourages students to voice their concerns so the catering company can learn what can be improved.&nbsp;

"Those are the kind of things that I hope students are sharing, whether it's through the QR code feedback or surveys," he said. "If they want consistency, then they should expect that and they're free to demand it."

"If you consider dining with a social experience, I think that the Memorial Union might lend itself a little better to that," Cason said.

Kuhn said chain restaurants have restrictions on changing food items, but his company still tries its best to give students what they want.

"Within a franchise restaurant, you're stuck with what their product is, but if a student comes up and says this is too salty or doesn't have the flavor that I thought it would, we can change it," Kuhn said.

Pizza Hut and Starbucks are the two franchise restaurants on campus. Kuhn said bringing other chain restaurants onto campus, such as Chipotle, Chick-fil-A or Panda Express, is complicated.

"They have their own rules and regulations," Kuhn said. "Not saying it isn't possible, but it's difficult."

Restaurants found at the Memorial Union alongside Pizza Hut and Starbucks are Campus Grille, JaJa's Burritos and Bowls, Bamboo Bistro, Hoagies and the Student Stash Market.

Students with whom the Hays Post spoke expressed a preference for dining at the Union food court over McMindes Hall.

They noted a slight improvement in both food quality and service since the beginning of the semester at both the Union and McMindes.

FHSU student Clair Roland said she appreciates the diverse range of choices offered at the Union and finds it enjoyable to both dine and work on assignments there.

"I love it. I've never had an issue with it. Overall, it's very high quality and I enjoy coming here," she said.

Roland said she likes Bamboo Bistro in the Union food court and appreciates the Union's healthy options.

"If you want to eat healthy, there are healthy options for you like the salad bar.&nbsp; They're not just shoving fast food in your face," Roland said.

FHSU student Adam Shultz said he recognizes the overall cleanness of the Union and appreciates the efforts faculty and staff go through to maintain a sanitary eating experience.

"At the Union, I always see staff with their nets and gloves on. They're very good at changing their gloves so that's something I like to see," Shultz said.

FHSU student Connor Hilge frequently dines at McMindes Cafe and said his overall experience has been good.

"The chicken I just had was amazing. It was really juicy and tasty. It's almost always pretty good," he said.

Hilge highlighted the diverse range of choices at McMindes, including pizza, hot dogs, burgers and wings in addition to the available healthy options.

"There's always fruit and vegetable options in the salad bar that can go with the main dish," he said.

As the fall semester comes to an end, Kuhn said he intends to work over winter break to bring necessary changes to the food service.

"It's great that the students get that break, but we're not going to take that break," Kuhn said. "That allows us to get with staff and go over recipes, training and analyze the data given to us through either the feedback from Fort Hays or through the QR codes, then make educated decisions on where we go from there."

Cason said during a recent meeting, five vendors expressed interest in offering food services to Fort Hays State University in the future.

"It's an appealing business opportunity for other providers that would be potentially interested in becoming our next food service provider," Cason said.

 </figure>By TONY GUERRERO Hays PostReviews of Fort Hays State University's new food service have been mixed in its first semester.&nbsp; Some students said they are dissatisfied with the food services on campus, specifically in McMindes Hall.The six-story residence hall accommodates about 620 students on campus and includes various facilities, including a cafeteria-style dining location known as McMindes Cafe.Earlier this year, Fort Hays State University announced a one-year food service and catering agreement with Union Catering Company in Hays.Owners Wes Rathbun and Philip Kuhn of the catering company assumed responsibility from Chartwell's Higher Education Dining for providing food services on campus.&nbsp;FHSU student Henry Hein has eaten on campus for the last three years and describes his overall experience as negative."We got a new catering service this year and I thought, 'OK, it probably can't get any worse.' I was very wrong," he said.Hein said the food service quality has improved a little over time but suggests others be cautious with food items like chicken."It's not uncommon for it to be undercooked. You have to be careful with that. If stuff isn't undercooked, it's commonly overcooked and dry," he said.Other issues Hein took with the services include warm or spoiled beverages, long wait times and prices.&nbsp;Fort Hay State University offers three different meal plans for students to choose from.&nbsp;• Open Access includes $900 in Dining Dollars, priced at $4,523 per year ($2,261.50 per semester). • A package of 10 weekly swipes and $1,000 in Dining Dollars, priced at $4,322 per year ($2,161 per semester). • A package of seven weekly swipes and $1,200 in Dining, priced at $4,258 per year ($2,129 per semester).Hein said he thinks the high prices don't align with the quality of the food being provided despite being on the cheapest meal plan."I know multiple colleges with cheaper meal plans and much better food," Hein said.FHSU student Ross, who did not want to give his first, has tried various campus food services across the state and noted Fort Hays State University as his least preferred dining option.&nbsp;"I went to K-State and Salina once, I thought their food was a little better than here. It's probably on the lower end," Ross said.&nbsp;Other issues Ross has had with Fort Hays State University food services include burnt food, cold food, unflavored chicken and prolonged wait times."At one point it did get clear out to the front doors," Ross said regarding the long lines at McMindes Cafe.The recently implemented card system for dining at the Memorial Union food court and McMindes Hall has been criticized by students as inefficient.Previously, students had to swipe their cards, but the new system requires them to tap, leading to slow and time consuming processing that results in extended wait times.Other student concerns about the food service include flavorless dishes, unusual food appearances, lack of consistency, limited operating hours and mislabeling or misplacement of food cards that provide information on the item like its calorie count.Owner Philip Kuhn of Union Catering Company takes responsibility for inaccurate food cards and is determined to bring high service to students after a difficult start to the school year."As far as labels, I totally own up to that," he said. "We want to make sure that we give the best quality and service. It's an ongoing process and to be able to come in within 60 to 120 days to develop all of these concepts and train staff was a huge challenge for us."FHSU Chief Communications Officer Scott Cason expressed his approval of Union Catering Company considering the short preparation time they had."I thought they did a pretty remarkable job at standing up in a month and a half," Cason said.Addressing student concerns regarding problems with food services, Kuhn said he aims to improve every aspect that students find problematic."We appreciate all feedback," he said. "We're taking steps to become better every single day and week, so I hope we can continue that through the right channels of being able to get feedback."Suggestions from students to improve the food service include replacing food items that have been on display for a prolonged period with fresh ones, increasing the rotation of food options, prioritizing staff improvements and ensuring consistency in food quality.Cason encourages students to voice their concerns so the catering company can learn what can be improved.&nbsp;"Those are the kind of things that I hope students are sharing, whether it's through the QR code feedback or surveys," he said.  </figure>"If you consider dining with a social experience, I think that the Memorial Union might lend itself a little better to that," Cason said.Kuhn said chain restaurants have restrictions on changing food items, but his company still tries its best to give students what they want."Within a franchise restaurant, you're stuck with what their product is, but if a student comes up and says this is too salty or doesn't have the flavor that I thought it would, we can change it," Kuhn said.Pizza Hut and Starbucks are the two franchise restaurants on campus. Kuhn said bringing other chain restaurants onto campus, such as Chipotle, Chick-fil-A or Panda Express, is complicated."They have their own rules and regulations," Kuhn said. "Not saying it isn't possible, but it's difficult."Restaurants found at the Memorial Union alongside Pizza Hut and Starbucks are Campus Grille, JaJa's Burritos and Bowls, Bamboo Bistro, Hoagies and the Student Stash Market.Students with whom the Hays Post spoke expressed a preference for dining at the Union food court over McMindes Hall.They noted a slight improvement in both food quality and service since the beginning of the semester at both the Union and McMindes.FHSU student Clair Roland said she appreciates the diverse range of choices offered at the Union and finds it enjoyable to both dine and work on assignments there."I love it. I've never had an issue with it. &nbsp;The Center for Life Experience, which provides grief support services, will hold its annual “Service of the Longest Night—Awaiting the Dawn of a New Day” at 7 p.m. Sunday, Dec. 17, at First Presbyterian Church, 2900 Hall St.

Ann Leiker, who is leading the hour-long service, said that similar services are held in churches around the country.For many people who have lost a loved one, “Christmas is not a happy, jolly time,” Leiker said.

 “This service is about finding hope for the future—finding that we are not alone.”

The non-denominational service is open to anyone of any faith, she said.

 It will include music, readings and lighting of memorial candles. Dana Keller will be the special soloist.

Laura Allen, the Center’s executive director, said, “It's so easy for us to get caught up in the holidays, we often forget others may be struggling. ‘The Longest Night Service’ is a time to recognize that the holidays are sometimes met with grief, loss, and other messy emotions.

“Giving people a safe place to honor those feelings, as well as the memories of those who have passed, is essential to many on their grief journey. If you need to talk about your lost loved one, are looking for silent remembrance, or anything in between, please join us for ‘The Longest Night.’”

The Center, located at 103C E, 27th, offers three grief support groups that meet throughout the year at the Center.

Healing Hearts is for parents and other family members who have lost a child. It meets at 6:30 p.m. the second Thursday of each month.

Healing After Loss is for those who have suffered an adult loss, such as a spouse, parent, sibling, or friend. It meets at 6:30 p.m. the third Tuesday of each month.

Healing After Loss of Suicide is for those who have lost a loved one to suicide. It meets at 6:30 p.m. the first and third Wednesdays of each month.

Leiker, who retired in 2022 as the Center’s executive director, said the service is a tradition that the Center started a number of years ago. She expressed gratitude to the First Presbyterian Church for hosting it each year.

Longest Night Service all about ‘finding hope for the future’

Hays city commissioners will vote Thursday on whether to give themselves a substantial pay hike.

Each of the five members currently receives $150 a month, or $1,800 a year.

Vice-mayor Sandy Jacobs is proposing their compensation be increased starting in January to $12,000 a year, or $1,000 a month. The mayor would be paid $1,250 a month.&nbsp;

Hays city commissioners are paid considerably less than their peers in several similarly-sized cities as well as some smaller towns.&nbsp;

Jacobs, who is retired, hopes better compensation will attract more candidates and more diverse group of people running for the city commission.

She estimates commissioners spend a minimum of 15 hours a week on city business and thinks that may discourage some people who would have to take time off without pay from their jobs.

In other business, the commission will vote on issuing $3.5 million in industrial revenue bonds for the Grow Hays microfactory scheduled to open in mid-February. The city would act as a conduit issuer with Grow Hays responsible for the payments.

Requests for a $33,361 reimbursement payment to the Hays Recreation Commission for swimming pool operations will be made, along with two vehicle abatements.&nbsp;&nbsp;

Sarah Wasinger, Hays Chamber president/CEO, will present an update on activities of the Child Care Task Force of Ellis County.

Commissioners are expected to approve the updated city limits map and sign a resolution supporting Medicare expansion in Kansas.

I can’t
think about Christmas without thinking about recipes, and I can’t go through my
recipe box without thinking about Christmas. Index cards documenting
ingredients written in fading ink link me to decades of family and friends. 

My old-fashioned fudge recipe brings
to mind my great-grandmother, grandma, and mom standing before the stove
stirring that old black-handled pan passed down to each in turn. Linzer tarts
recall my husband’s mother and grandmother.&nbsp;
Stan’s favorite cut-out sugar cookies remind me of Sheri, the school
librarian. Sondra’s peanut butter blossoms evolved into a tradition my mom ate
til she emptied the plate. Jeanette’s snickerdoodles remind me of good people who
once worked at the old Ellis St. bank. That said, there’s a Christmas recipe I
love to make that honors my Volga German heritage that almost didn’t appear in
my treasured collection. Thank goodness, fate intervened to guarantee these
cookies decorate the Christmas cookie platter.

My Volga German family emigrated
from Russia to Rush County Kansas in the late 1800s, joining other newcomers in
central Kansas. Taking advantage of a strong work ethic and homesteading
opportunities, they farmed. Though her parents were born in Russia, Grandma and
most of her siblings came along after the family arrived in the new country. While
she grew up, her family spoke German at home, so she didn’t learn English until
she began first grade. As a result, Grandma spoke with a mild German accent all
her life. In fact, her kids, second generation Kansans, pronounced a few words
with a German twist. We didn’t have uncles in our family; we had onkles.

Born early in the new century,
Grandma reached adulthood as America entered World War I. Her older brother
interpreted for American forces, serving under John Pershing. While her brother
fought overseas, folks back home with German accents faced prejudice. Grandma
never shared her experiences, but she also never cooked German food for me.

Soon after we married, my husband’s
job transferred him to Ellis County, home to vibrant Volga German settlements.
One of my early jobs included teaching at Hays High where we had amazing Volga
German cooks. They served traditional school lunches like pizza and meatloaf,
but they occasionally included sides of German soups such as green bean
dumpling or bean and noodle soup. What had I missed all those years? On
everyone’s favorite lunch day, our kitchen wizards served hot-out-of-the-oven
bierocks. Walking toward the scent of hot bread, browned burger, cabbage, and
onions drove my taste buds crazy.

During the holidays on year, I
discovered spitzbuben. Holy cow, how had I grown up with a Volga German grandmother
and never eaten this buttery goodness? The next time we got together, I asked,
“Grandma, did your mom cook German food when you grew up?”

I responded, “I wondered because our
school cooks serve Volga German foods and desserts, and they’re really good. Why
didn’t we eat them at your house?”

Grandma was a tall woman who reared
back to her full 5’9’’. With a stronger than usual German accent, she informed
me, “I vas American and I fet my kits American food.” That ended the questions.


Thank goodness, Volga German
friends hooked me up with regional recipe books and offered guidance. Now I
cook Volga German recipes when the urge hits.

The Hays USD 489 school board approved several capital projects at its meeting on Monday including two projects to improve security and a second phase of HVAC improvements at O'Loughlin Elementary School.

The board members approved an $148,998 project to install a new electronic secure door access control locks system provided by Nex-Tech at Roosevelt Elementary School.

Rusty Lindsay, director of Building and Grounds, said the project is in the district's five-year capital improvement plan. The district has wanted to move to the electronic lock system for some time, but the price has recently become much more affordable.

The new system will allow the district to divide the school into zones and better control individual access.&nbsp;&nbsp;

The system would be on a network, and lockdowns could be initiated remotely.

New keyed locks were installed in the building six years ago. Those locks will be removed and put up for auction.

The school board approved the purchase of security cameras for the Roosevelt addition.

Twenty-one additional cameras will be purchased from Nex-Tech for&nbsp;$39,710.

The board approved the second phase of upgrades to the heating and cooling system at O'Loughlin Elementary School.

BCS &amp; Glassman Corp. will complete the project this summer at a cost of&nbsp;$495,278.

The project will address areas of the building that are not part of the bond renovations. This will include hallways and areas that otherwise make it difficult to maintain temperatures in classrooms, Lindsay said.

Superintendent Ron Wilson gave the board an update on bond projects.

The board also approved adjusting wages for after-school care workers, crossing guards and lunchroom supervisors to $12.91 per hour and the after-school care director's wage to $13.91 per hour.

By CRISTINA JANNEY Hays PostThe Hays USD 489 school board approved several capital projects at its meeting on Monday including two projects to improve security and a second phase of HVAC improvements at O'Loughlin Elementary School.The board members approved an $148,998 project to install a new electronic secure door access control locks system provided by Nex-Tech at Roosevelt Elementary School.Rusty Lindsay, director of Building and Grounds, said the project is in the district's five-year capital improvement plan. The district has wanted to move to the electronic lock system for some time, but the price has recently become much more affordable.The new system will allow the district to divide the school into zones and better control individual access.&nbsp;&nbsp;The system would be on a network, and lockdowns could be initiated remotely.New keyed locks were installed in the building six years ago. Those locks will be removed and put up for auction.<h2>Security cameras</h2>The school board approved the purchase of security cameras for the Roosevelt addition.Twenty-one additional cameras will be purchased from Nex-Tech for&nbsp;$39,710.<h2>O'Loughlin HVAC</h2>The board approved the second phase of upgrades to the heating and cooling system at O'Loughlin Elementary School.BCS &amp; Glassman Corp. will complete the project this summer at a cost of&nbsp;$495,278.The project will address areas of the building that are not part of the bond renovations. This will include hallways and areas that otherwise make it difficult to maintain temperatures in classrooms, Lindsay said.The project came in under budget.<figure>

Hays USD 489 BOE approves security, HVAC projects, hears bond update

With more than 80 years of experience serving producers, the Kansas Farm Management Association (KFMA) maintains a long-term commitment to Kansas agriculture, by building strong relationships with agriculture producers. Twenty-four KFMA economists, who are part of the Department of K-State Agricultural Economics, comprise the professional staff of the KFMA program. The economists/fieldman work cooperatively with farm families to provide members with production and financial management information for use in decision making.

The primary goal of the KFMA program is to provide each member with information that can be used to help make farm and family decisions. KFMA Economists assist producers by providing the following information and services:

· Financial benchmarks for comparing performance with similar farms

· Integrated tax planning, marketing and asset investment strategies

· Assistance with estate planning and farm succession planning

Dr A.J. Tarpoff, KSRE Beef Veterinarian will cover topics including: Stages of the normal calving process and tips to handle difficult calving situations, when and how to intervene, the calving process, and demonstrating proper use of calving equipment on a life-size cow and calf model.

A calving kit door prize drawing will happen at the end of the evening, sponsored by South Wind Animal Health.

Kansas State University beef extension specialists and agents will host a cow-calf production clinic January 10th at the Ellis County Extension office located at 601 Main St in Hays.

The clinic is scheduled from 10 a.m. to 2:30 p.m. and will focus on “Navigating Opportunities and Risks: Production and Forage Considerations,” with discussion on local conditions encountered by cow-calf producers.

The clinics will also include interactive polls, forage sampling in a drought year, implications of -forage sampling and presentation by K-State agricultural economist Jenny Ifft, who will discuss making dollars and cents of risk management tools.

There will be a $10 cost payable at the door and a meal will be provided. RSVP by Jan. 5th for a meal count by calling 785-628-9430 or emailing Theresa Meis at tam3@ksu.edu.

Extension agents Clint Laflin and Alicia Boor will host a joint extension program in Ellsworth, Kans. on Thursday January 18th, 2023. Topics covered include financial budgeting, understanding interest rate trends, risk management insurance options, and farm family transitions.

Experts from local banks, the Kansas Farm Management Association, and Kansas State Research and Extension will serve as speakers, and be on hand to answer attendee questions.

Registration cost is $10 payable at the door by cash or check. The event will take place at the Ellsworth Health and Recreation Center: 221 West Douglas Ave, Ellsworth, KS 67439.

Registration begins at 9:00 a.m. with coffee and doughnuts provided, followed by our first speaker. The event will conclude by 3 p.m.

The city of Hays will consider expanding its Neighborhood Revitalization Plan to include homes and businesses built in 1980 and earlier.&nbsp;

City staff has made the recommendation with the idea that the expansion would help aid redevelopment and reinvestment in those areas.&nbsp;

The Neighborhood Revitalization Plan provides tax rebates to property owners who make improvements that raise the appraised value of residential or commercial properties located within the designated area.&nbsp;

The area was most recently updated in 2017 to reflect the buildout of the city in 1965, an expansion that included properties approximately 50 years old.&nbsp;

"Now that several years have passed since then, the areas with aging properties throughout the city that are located outside the current NRP-eligible area have grown," said Jarrod Kuckelman, Hays management analyst. "An expansion that reflects the buildout of the city of Hays in 1980 could capture many of these residential and commercial properties that would potentially benefit from the NRP."&nbsp;

Commercial properties require a minimum investment of $50,000, which are eligible for rebates of 95% for 10 years.&nbsp;According to information presented to the city commission by Kuckelman,&nbsp;72&nbsp;properties have benefited from the program since the 2017 expansion.The proposed expanded area includes many residential and commercial areas in north Hays that were developed as part of the expansion of the city towards Interstate 70 in the 1970s and '80s, Kuckelman said.This includes the area of North Vine, which is not eligible for tax increment financing and has many properties that could benefit from the use of revitalization plan. Also included are properties that are not quite 50 years old but will reach that age within the next five to 10 years."We're proposing this area because this could potentially preempt having to come back to you multiple times asking for expansions constantly," Kuckelman said.<figure>

 </figure>Kuckelman pointed out several recent projects that have benefited from the current plan, including <a href="https://hayspost.com/posts/e3b1b1c8-8c2e-44bc-9d11-c0a5be0050cf">Club Liquor</a> at 717 Vine and housing at 211 E. 17th.By state statute a public hearing must first be held in order to amend the current plan document and expand the area.&nbsp;A resolution must also be approved by the city, Ellis County, and Hays USD 489, which have been part of an interlocal agreement. It allows all three entities' share of the property taxes to be captured in the rebates.&nbsp;&nbsp;"The NRP works as an incentive, as a rebate, not as an exemption... the city would not be giving up any existing tax revenues," Kuckelman said.
