92nd Old Settler's Day in Kirwin is Saturday, Oct. 7

The Kansas Department of Transportation is hosting nine meetings across the state in October as part of the Eisenhower Legacy Transportation Program (IKE) Local Consult process. KDOT holds Local Consult meetings every two years to discuss regional transportation project priorities with Kansans.

Attendees will have an opportunity to share their region’s transportation priorities, hear about investments being made in transportation in their area and learn about various grant funding programs available through KDOT.

These meetings are an important step in collecting public input for the IKE program – the state’s current 10-year transportation improvement program. They are open to all Kansans.

9th annual Military Appreciation Night at TMP-M is this week

Both Fort Hays State University and NCK Tech saw enrollment decreases for the fall semester.

FHSU's enrollment declined by .8 percent, but officials said enrollment has increased in key areas.

NCK Tech's enrollment decreased by 4.2 percent, but the technical school is still at its second-highest enrollment in 10 years. Some of its key programs have waiting lists and the college is seeking to expand capacity.

"We always want to grow, of course," Eric Burks, NCK Tech president, said. "We are always striving to do that. We had a couple of shifts in online numbers that we weren't expecting."

NCK Tech hit a 10-year high last year with 999 students. The college has grown by 16.7 percent during the last five years and 24.8 percent during the last 10 years.

Fall enrollment at FHSU was 12,843 students and includes students enrolled in on-campus, online and international partner-hosted campus courses.

Despite a continuing decline in Kansas’ rural population and the number of college-going students in Kansas — a number expected to reach 15 percent by 2029 — enrollment at FHSU grew in several key areas, according to an FHSU press release.

Specific areas of growth at FHSU this fall include:

As of&nbsp; Sept. 20 a report from the Kansas Board of Regents showed growth of 2 percent across the Regents system, which includes the state's public universities, community colleges and technical colleges.

Emporia State University was the outlier. Its enrollment dropped 12.5 percent this fall after the university was mired in controversy when it fired tenured faculty.

FHSU officials in a press release issued last week discussed its work to increase enrollment at the university, which has declined 17.3 percent during the last five years from a high of 15,908 students in 2019.

"One clear indicator of a pending enrollment resurgence is the university’s enrollment of new freshmen," the university said in its release.

 The increase in new freshmen signals that students and families recognize the distinct value of FHSU’s unique mix of affordability and institution-wide commitment to student success, the release said.

Tuition and fees at FHSU are almost half the national average and the lowest among all Kansas Board of Regents universities.

FHSU’s commitment to student success is evident in the strategic investments the university has made in the quality of the student experience, the release said. One example is the Fischli-Wills Center for Student Success, which opened in 2021. The center unites student recruitment, academic advising, student engagement, and health and wellness services under one roof in the center of campus. The range of affordable new, revamped, and specialty residential living options the university opened during the past decade also contributed to the rise in new freshmen this fall, the university said.

Recent investments in new program development was the driving force behind FHSU’s largest enrollment success this fall, the university said. The Graduate School serves the workforce needs of Kansas by delivering 21 on-campus and online programs, including degree programs in nursing, counseling, school psychology and education.

In April, Kansas Governor Laura Kelly officially signed House Bill 2290, authorizing the establishment of the affiliation between Fort Hays State University, North Central Kansas Technical College, and Northwest Kansas Technical College. As this affiliation process moves forward, the three institutions will begin to integrate an array of student services operations, including enrollment management. 

The combined enrollment among the three institutions exceeded 14,500 students.&nbsp;

Burks said he sees the partnership with FHSU as a means to grow enrollment.

"I think it's going to have a positive impact," he said. "We are already partnering a lot with Fort Hays."

He said NCK Tech is trying to align its programs with FHSU so students can start at the college and complete a higher degree at the university.

Burks said the college's construction programs have been strong for at least the last five years. This includes trades such as carpentry, electrical plumbing and HVAC repair.

Some of these programs are at capacity with waiting lists.&nbsp;

The college has seen growth in its new telecommunications program, which is a partnership with Nex-Tech. That program is in its second year.

Nursing enrollment has been stable, but the culinary program has seen a slight decline, Burks said.

NCK Tech has campuses in Beloit and Hays. Historically Beloit had the higher enrollment, but enrollment has shifted with Hays now having more students.

The college has an eye on growth, Burks said.

The college has a new respiratory program that it is starting in cooperation with HaysMed. Burks said the college also is trying to expand its capacity in its construction programs.

The school has launched a $12-million capital campaign to add space for programs that need to expand.

It is also continuing to work with high schools to offer concurrent credit and technical programs.&nbsp;

Retention of associate degree students increased by 11 percent this fall. The college is now at an 83 percent retention rate for all programs.&nbsp;

NCK Tech continues to be ranked one of the top colleges in the nation for completion and placement rates, Burks said.

"I think that helps us with our enrollment," Burks said. "I think students and their families know we have a lot of resources there to help them reach the finish line.&nbsp;

"Our programs aren't easy. I don't want anyone to ever think that, but we also understand the challenges our students face, so we do as much as we can to remove those barriers and help them be successful."

Its enrollment dropped 12.5 percent this fall after the university was mired in controversy when it fired tenured faculty.FHSU officials in a press release issued last week discussed its work to increase enrollment at the university, which has declined 17.3 percent during the last five years from a high of 15,908 students in 2019."One clear indicator of a pending enrollment resurgence is the university’s enrollment of new freshmen," the university said in its release. The increase in new freshmen signals that students and families recognize the distinct value of FHSU’s unique mix of affordability and institution-wide commitment to student success, the release said.Tuition and fees at FHSU are almost half the national average and the lowest among all Kansas Board of Regents universities.FHSU’s commitment to student success is evident in the strategic investments the university has made in the quality of the student experience, the release said. One example is the Fischli-Wills Center for Student Success, which opened in 2021. The center unites student recruitment, academic advising, student engagement, and health and wellness services under one roof in the center of campus. The range of affordable new, revamped, and specialty residential living options the university opened during the past decade also contributed to the rise in new freshmen this fall, the university said.Recent investments in new program development was the driving force behind FHSU’s largest enrollment success this fall, the university said. The Graduate School serves the workforce needs of Kansas by delivering 21 on-campus and online programs, including degree programs in nursing, counseling, school psychology and education.In April, Kansas Governor Laura Kelly officially signed House Bill 2290, authorizing the establishment of the affiliation between Fort Hays State University, North Central Kansas Technical College, and Northwest Kansas Technical College. As this affiliation process moves forward, the three institutions will begin to integrate an array of student services operations, including enrollment management. The combined enrollment among the three institutions exceeded 14,500 students.&nbsp;Burks said he sees the partnership with FHSU as a means to grow enrollment."I think it's going to have a positive impact," he said. "We are already partnering a lot with Fort Hays."He said NCK Tech is trying to align its programs with FHSU so students can start at the college and complete a higher degree at the university.Burks said the college's construction programs have been strong for at least the last five years. This includes trades such as carpentry, electrical plumbing and HVAC repair.Some of these programs are at capacity with waiting lists.&nbsp;The college has seen growth in its new telecommunications program, which is a partnership with Nex-Tech. That program is in its second year.Nursing enrollment has been stable, but the culinary program has seen a slight decline, Burks said.NCK Tech has campuses in Beloit and Hays. Historically Beloit had the higher enrollment, but enrollment has shifted with Hays now having more students.The college has an eye on growth, Burks said.The college has a new respiratory program that it is starting in cooperation with HaysMed. Burks said the college also is trying to expand its capacity in its construction programs.The school has launched a $12-million capital campaign to add space for programs that need to expand.It is also continuing to work with high schools to offer concurrent credit and technical programs.&nbsp;Retention of associate degree students increased by 11 percent this fall. The college is now at an 83 percent retention rate for all programs.&nbsp;NCK Tech continues to be ranked one of the top colleges in the nation for completion and placement rates, Burks said."I think that helps us with our enrollment," Burks said. "I think students and their families know we have a lot of resources there to help them reach the finish line.&nbsp;"Our programs aren't easy. I don't want anyone to ever think that, but we also understand the challenges our students face, so we do as much as we can to remove those barriers and help them be successful."

FHSU, NCK Tech see enrollment declines; key indicators look toward future growth

I was raised in upstate New York, the child of two veterinarians. After graduating from Kansas State in 2010, I became a first-generation farmer near Palco. Today, my wife Codi is on the farm full-time with me, and in July, we welcomed our baby daughter, Lynn.

I’ve always tried to get involved in organizations, whether professional or personal. However, I think farmers in general are often happy to let someone else speak for them. While there are times I’d prefer that as well, I realize it’s very important for our voices to be heard, particularly when our livelihoods are at stake. 

As a cattle producer, I decided to get involved with the beef checkoff and learn more about how producer dollars are spent. 

In 2022, Kansas Farm Bureau nominated me to the Cattlemen’s Beef Board, the governing body of the national beef checkoff program, and over the past year, I’ve learned about the opportunities and challenges facing the beef industry.

While you may know that the beef checkoff’s primary goal is to drive demand, you may not realize the checkoff is constantly addressing misinformation about beef. 

You’ve probably seen and heard a lot of chatter about beef recently, from dietary guidelines and sustainability claims to meat substitutes and animal welfare and everything in between. 

Of course, much of that chatter is not factual. 

However, it still has the potential to affect beef purchases at grocery stores or restaurants, which impacts not just my livelihood, but that of the nearly 800,000 other beef producers in the United States today.

During my short time on the Cattlemen’s Beef Board, I’ve learned how the beef checkoff actively monitors television, online and social media to discover emerging issues that could threaten consumer confidence in beef. By knowing what issues are out there, the checkoff can fund research that will help the beef industry uncover and share the facts about our product’s sustainability, nutrition, safety and quality.

Those efforts come to life through checkoff-funded initiatives like middle and high school curriculums about greenhouse gases and cattle, attendance at New York City’s Climate Week conference and immersion events that bring inner city teachers to real farms to learn about how much we producers care for our land and cattle.

There are partnerships with the American Heart Association to educate consumers about beef’s role in a healthy diet, as well as programs providing health care providers with educational content through webinars, in-office visits and at professional conferences. 

By sharing information through both consumer and professional outreach, the checkoff can also respond to questions about how beef compares with other proteins, including the plant-based, alterative proteins that have emerged in recent years.

I’m proud to be on the Cattlemen’s Beef Board. It’s given me an opportunity to share cattle producers’ perspectives from right here in northern Kansas with the rest of the country. And I know the beef checkoff continues to fund projects that have a tremendously positive impact on the American beef industry.

September is National Food Safety Education month. Every year, according to the Centers for Disease Control and Prevention, about 1 in 6 people get sick, 128,000 are hospitalized and 3,000 die from eating contaminated food. Getting sick is never fun and is usually quite an inconvenience. 

What can you do at home to help prevent getting sick? The Partnership for Food Safety Education breaks it down into four easy steps: clean, separate, cook, and chill.

The first step is clean. Wash hands and surfaces often. We have heard it so many times but washing hands really does cut down on all types of illnesses including foodborne illnesses. Keep counter tops and other kitchen surfaces clean. How often do you clean out your refrigerator? Yep, that needs to be cleaned regularly also! After wiping the dirt off countertops, surfaces should be sanitized with a solution of one tablespoon bleach and one gallon of water. Cutting boards should also be washed in between preparing each food. Also remember to wash your produce under running water before eating or peeling them to prevent the spread of bacteria.

Step two is to separate. Be careful not to cross-contaminate. Separate raw meat, poultry, seafood and eggs from other foods in your grocery cart, grocery bags, and refrigerator. Use different cutting boards and utensils for each type of food and never place cooked food on a plate that had raw meat on it. If you marinate foods be sure and boil the marinade before using it on cooked foods.

Step three is to cook meats to an internal temperature of at least 145 degrees and 160 degrees for ground meat where contamination is more likely. Poultry should be cooked to 165 degrees. Color is not a reliable indicator. Use a food thermometer that has been properly calibrated. Check the thickest part of the meat. Raw eggs can be a source of contamination. When using a microwave to heat up foods again use your food thermometer to check the temperature.

Finally, step four is to chill leftovers as quickly as possible to prevent the growth of bacteria. Keep the refrigerator at 40 degrees or less. Do not let foods set at room temperature for more than two hours. Do not thaw food at room temperature. To thaw foods, use one of three methods: in the refrigerator, in cold water, or in the microwave. Cook food immediately when defrosting in water or the microwave.

PHILLIPS COUNTY —One person died in an accident just before 2:30p.m. Monday in Phillips County.

The Kansas Highway Patrol reported a 1997 Buick Regal driven by Brandon W Hogan, 38, Logan, was eastbound on Kansas 9 Highway five miles west of U.S. 183.

The car left the roadway, entered the north ditch, struck a culvert, went airborne and landed on its roof.

Hogan was pronounced dead at the scene and was transported to&nbsp; Olliff-Boeve Memorial Chapel. He was properly restrained, according to the KHP.

Ellis County Public Works officials are advising motorists
to use extra caution when travelling on unpaved roads and to limit unnecessary
travel on unpaved roads because of the deteriorating road conditions.

Public Works Director Brendan Mackay said the dry
conditions break the road down. With the lack of rain and the department’s
lack of available water trucks, it makes the roads difficult to maintain. 

“When we enter these drought conditions like we are, especially
with the high heat that we have had this summer with the drought, it causes the
rock to break down into a powder,” he said.

Mackay said when the rock on the chalk roads breaks down
into that powder, it takes on a very fluffy consistency that drivers are not
used to.

“The traveling public, they’re used to it being a solid consistent
base that is underneath, but now there is a couple inches of powder above the
road that they’d normally be used to driving on,” Mackay said. 

Mackay said they fix the issue is by adding water.

“But with the 1,375ish miles of road that we have and three
water trucks for the county, we try to as much as we can with what we’re given,”
Mackay said. 

He said they are hoping with rain in the forecast this
week and the county's plans to address the issue, the conditions will improve. 

In the meantime, motorists should slow down, use caution and
be aware of the road conditions.

"Dr. Jaeger brings a wealth of experience to the Department of Animal Science,” said Joe Cassady, South Dakota Corn Endowed Dean of the College of Agriculture, Food and Environmental Sciences. “His time in Oregon and Kansas has prepared him to serve in the department head role."

In his new role, Jaeger hopes to increase undergraduate students by expanding undergraduate research and hands-on learning opportunities. Jaeger believes a higher degree of student involvement will help prepare SDSU animal science students for successful careers in South Dakota, as well as leading to greater student retention and encouraging new student recruitment.

“I am excited to be a part of the College of Agriculture, Food and Environmental Sciences leadership team. I am excited to help SDSU grow while continuing to focus on and fulfill its land-grant mission,” Jaeger said.

Jaeger also plans to assist Department of Animal Science faculty in any way he can so they can be as effective and successful as possible. He believes the atmosphere and success of a department is dependent on the faculty. “I am looking forward to helping mentor young faculty to help ensure they have a long and successful career at SDSU,” Jaeger said. “As department head, I can be an advocate and facilitator for the faculty, allowing them to flourish.”

Jaeger received his bachelor’s and master’s degrees in animal science from Oregon State University in 1984 and 1986, respectively. He then went on to complete his doctorate in animal science with an emphasis in reproductive physiology at Oregon State University in 2005.

Prior to accepting this position, Jaeger spent the past 17 years at Kansas State University as a beef cattle scientist at the Agricultural Research Center in Hays, Kansas. In this position he conducted a research program focused on forage-based beef cattle production systems that include cow/calf and weaning-to-finish operations. This program had an emphasis on sustainable and economical conversion of grazed native forages to animal product. His research also focused on how pre-weaning calf management can improve feedlot performance and carcass quality. In addition to research, Jaeger oversaw unit administration, personnel management and budget planning and implementation.

His previous career responsibilities provided Jaeger with insights to help him be a facilitator for researchers by building bridges for diverse collaborative research projects, while also providing opportunities to develop strong working relationships with extension personnel, both of which are crucial skills in his role as department head.

“Encouraging strong relationships with departmental faculty and statewide SDSU Extension specialists will help ensure that our animal science department is addressing the most current issues and providing real-world solutions for the people of South Dakota,” Jaeger said.

Prior to Jaeger’s appointment, Bob Thaler, distinguished professor and SDSU Extension swine specialist, served as the interim head of the Department of Animal Science since June 2022.

The SDSU Department of Animal Science serves the teaching, research and SDSU Extension outreach focus areas of the land-grant mission. More than 400 animal science undergraduate students are provided hands-on learning opportunities through an in-house meat lab and livestock teaching and research farms located near campus.

Extracurricular activities include livestock, meat and wool judging teams. Students also participate in multiple student clubs and organizations within the department, including a Collegiate Cattlemen’s Club and Swine Club, as well as Little international, which is the largest student-run livestock exposition of its kind in the U.S.

Undergraduate and graduate students have the opportunity to participate in applied and basic research. SDSU Extension specialists based in the department extend and apply university knowledge and education to the citizens of South Dakota and the Upper Great Plains.

Crude prices have retreated from 13-month highs reached last week, dipping below $90 a barrel in New York Monday. The benchmark Nymex futures contract settled nearly a dollar lower on Friday and prices continued to crater on Monday, dropping to $89.38 per barrel by lunchtime. London Brent was also lower, fetching a few cents over $91 by midday Monday. Kansas Common crude at CHS in McPherson starts the week and the new month at $81 a barrel after dropping a dollar on Friday.

Despite near-record production, U.S. crude stockpiles are dropping. U.S. crude production averaged more than 12.9 million barrels per day for the third week in a row, marking the 12th-highest weekly production tally ever. But, the government reports another big drop in U.S. crude stockpiles. At just over 416 million barrels, the Energy Information Administration reported stockpiles dropped 2.2 million barrels from a week ago and are about four percent below the five-year average for this time of year. 

The Energy Information Administration said imports rose above seven million barrels per day. Over the last four weeks, average imports are about eight percent higher than a year ago. 

Baker Hughes reports a drop in drilling activity for the third straight week. The total of 623 active drilling rigs is down five oil rigs and two gas rigs from a week earlier. Texas was down eight rigs, Oklahoma was down two while New Mexico was up two. The breakout for horizontal drilling was down by five rigs. 

The Kansas Rig Count from Independent Oil &amp; Gas Service is up one to 25 rigs in western Kansas and unchanged at 12 rigs east of Wichita. Drilling was underway Friday on a lease in Russell County, and operators were moving in rotary drilling tools to spud a new well in Ellis County.

Operators spudded 958 new wells so far this year, down nearly 25% from a year ago. 

Total footage drilled is down about 27% compared to a year ago. Kansas drillers completed 27 wells last week, with 14 of those in western Kansas. Independent Oil and Gas Service reports one new completion in Barton County and two in Ellis County.

Kansas regulators approved 24 new drilling locations last week, with two new permits in Ellis County and one in Stafford County. There are 21 new permits in western Kansas and three east of Wichita. So far this year, the state has issued 913 drilling permits, down 324 permits from the tally a year ago.

A new report from a trade group suggests the Lone Star State is setting new production records for oil, natural gas and natural gas liquids. The Texas Oil &amp; Gas Association says the state now accounts for 43.2% of oil production in the U.S. and 28.5% of the natural gas. The group's chief economist says Texas oil production reached a 5.7 million barrels per day in August. That's up 200-thousand barrels per day from the latest official report.

The Western price cap of $60 a barrel for Russian crude oil does not appear to be stopping them from demanding, and getting, quite a bit more. Russia has been able to avoid Western shipping and insurance companies since the imposition of the price cap and other sanctions. Reuters reports Russian-crude transactions have been going on since July with India and others at up to $20 per barrel over the cap.

The auto club AAA reported we may have reached our peak gasoline prices for the year. Prices across the U.S. Thursday were three cents lower than a week ago but still higher than a month ago. Diesel prices were slightly lower on the week, but 19 cents a gallon higher than a month ago.&nbsp;&nbsp;

BUNKER HILL — The Kansas Department of Health and Environment has issued a boil water advisory for the city of Bunker Hill public water supply system located in Russell County.

KDHE officials issued the advisory because of a loss of pressure. Failure to maintain adequate pressure may result in a loss of chlorine residuals and bacterial contamination.&nbsp;

Customers should observe the following precautions until further notice:

The advisory took effect on October 2 and will remain in effect until the conditions that placed the system at risk of bacterial contamination are resolved.&nbsp;

Supervision of children is necessary while bathing so that water is not ingested. Persons with cuts or severe rashes may wish to consult their physicians.</li>

Phillisene Probasco lived in a world, or rather a time, that most of us have never seen.

She saw the men in her family go off to fight in World War II. She remembers learning to drive in a '49 Ford coupe.Phillisene&nbsp;celebrated her 105th birthday at Ascension Living Via Christi Village in Hays on Thursday, surrounded by her family.Phillisene&nbsp;was born and raised in Stockton. The school sent the children home early one day because a dirt storm was coming in. Her brothers' school was closer to home, but Probasco recalls struggling to get home as the storm hit."I had a heck of a time getting from the west end of Stockton," she said.She said the dirt storms were terrible. They scared her. Her grandmother put wet bath towels at the bottom of the north-facing window to keep the dust from blowing in the house.Her parents struggled during the Depression with four children at home to feed.Her husband, nine years her senior, and she met when her parents threw her a party for her 16th birthday."We kind of eyed each other up good," she said, "and ended up getting married." Carl courted Phillisene for four years. He was patient and waited until&nbsp;Phillisene was 20 before the two married.The family lived on a farm west of Stockton. Probasco, the daughter of a truck driver, had lived in town as a child, but on the farm, she learned to milk cows, dress chickens and drive a tractor.When Carl and&nbsp;Phillisene were married, Phillisene didn't know how to drive. The two loaded up in their '49 Ford coupe, and&nbsp;Phillisene drove down a dirt road to the crick and back. Carl insisted that she learn because he didn't want to drive her to church on Sunday anymore. Philisene and her daughter both chuckled as they recalled the story.Phillisene&nbsp;attended St. Thomas Catholic Church in Stockton, where she originally attended Mass in Latin.Although Carl did not serve in World War II, both of her brothers, Carl's brother and one of&nbsp;Phillisene's uncles, all served in the armed forces. Fortunately, all came home alive.Carl and&nbsp;Phillisene worked on the farm through the war, feeding themselves and others through their work.Neither of the&nbsp;Probasco children was born in a hospital.Her son was born at home, and her daughter, Barbara, was born at a nursery&nbsp;run by a local midwife. Barbara weighed 9 pounds. Her mother, the midwife and two local doctors attended the birth and finally were able to deliver Barbara.&nbsp;Phillisene almost bled to death.To pass the time on the farm, the couple played cards with friends.Carl and&nbsp;Phillisene owned a camper and loved to travel. They traveled across the country and Canada, although Phillisene said their favorite spot was Webster Lake."We did [have a lot of adventures]," she said. "We really enjoyed life."When they went to Canada, they were told they couldn't cross the border because Carl had a gun in the camper. They parked the camper, stowed the gun in the camper and went into Canada with bedding that they used to sleep in the bed of the pickup.Phillisene made scores of quilts and crocheted afghans, as well as did handy work until her eyesight deteriorated."Everyone in the family has a quilt and an afghan," Barbara said.That family continues to grow.&nbsp;Phillisene has one grandson, two granddaughters, two great-granddaughters and one great-grandson.On Saturday, all of her grandchildren were in Hays to celebrate her 105th birthday.She said she thinks the younger family members are all doing well so far, and she encourages them to be happy."They're stayin' out of trouble," she said.Phillisene has been a resident at Via Christi for years now. When she was in assisted living, she walked more than 100 miles with the aid of a walker. A staff member helped her measure the distance in the halls, and&nbsp;Phillisene kept a daily log of her progress.&nbsp;She walked until her knees gave out. Today, she has to use a wheelchair. Her eyesight has further deteriorated. However, her daughter said she still loves to talk about the comings and goings of her hometown of Stockton. She still remembers much of her life on the farm.For years, even in nursing care, she has kept up on the commodity prices and the weather via radio. She said the weather has changed significantly since she was on the farm. She expressed the need for rain and her sadness at the recent fires that affected so many area farmers.Although it's difficult to read because of her eyesight, she listens to audiobooks.She said she sleeps soundly through the night. Her daughter laughed."I don't sleep that good," Barbara said.Phillisene said she never thought she would live to be 105 years old. Her husband, who was almost a decade older, died 20 years ago. They were married 64-1/2 years.Phillisene said she has no idea what has helped her achieve such longevity."When my husband got to 94, I thought that was wonderful," she said, "and here I am clear up to 105. It's hard to believe. I feel great."
