Hays tied its record high on Thursday, hitting 105 degrees.

The National Weather Service has forecast Hays' high today at 91 degrees with a 50 percent chance of thunderstorms tonight.

The high for Saturday is forecast for 92 degrees, with chances for storms in the afternoon and evening.

Sunday, Monday and Tuesday are forecast to be hot, with highs in the upper 90s and windy.

Chances for rain return on Tuesday night.

Hays ties record high Thursday

The ordinance allowing UTVs to be driven on Hays city streets was amended by the Hays City Commission Thursday night to be more consistent with the new golf cart ordinance.

The update repeals existing registration, licensing, inspection and fee requirements for UTVs.

Last week, Police Chief Don Scheibler said the police department was "an enforcement agency, not an inspection agency."

"The UTVs still must have safety equipment, and drivers must follow the rules of the road," Scheibler said during an earlier work session. He noted that, to date, no tickets had been issued to UTV drivers.

By state law, vehicles are not allowed on state or federal highways, including Vine Street.

Prior to the start of the meeting, Shaun Musil, mayor, read and signed a proclamation recognizing June as Pride Month in Hays.

A public hearing, with no comment, was conducted to establish a community improvement district for Vernie's Trux-N-Equip at 4945 General Hays Road.

The truck repair and sales shop plans to relocate from its current location near Home Depot to the site of the former Hays Livestock sales barn.

Commissioners approved an ordinance establishing the community improvement district and levying a 2% sales tax within it, as well as approval of the development agreement.

"They're really improving that area," said Sandy Jacobs, vice-mayor.

Bids were approved with Mayor Specialty Services, Goddard, for rehabilitating up to 102 manholes and with&nbsp;CC Steel, LLC, Fargo, North Dakota, for light cleaning and video inspection of 22 miles of sewer lines. Both awards were not to exceed the $150,000 budgets.&nbsp;

Bids from Lewis Ford of Hays for four pickups for the public works and water resources departments, totaling $227,740, were also approved.&nbsp;

Most restrictions for driving UTVs on Hays streets to be removed

Two public hearings regarding new developments will be conducted Monday by the Hays Planning Commission.&nbsp;

The first is a rezoning request from public and institutional to neighborhood shopping district and residential multi-family for a tract of land at 27th and Main streets.

Astra Bank plans to build a new facility on the location. The current facility, 1100 Fort, has been sold to the city of Hays and will be remodeled into a new police station/municipal courthouse.

Other portions of the land at 27th and Main are planned for a potential shopping center and a residential multi-family of apartments or townhouses.&nbsp;

The second public hearing will be for the preliminary and final planned development of the new housing area, The Grove, north of HaysMed on Canterbury Drive.&nbsp;&nbsp;

Also on the June 17 agenda are potential actions on the preliminary and final plats of 27th and Main Street Addition, Depot Addition at 10th and Walnut, and the Exit 161 Addition on Commerce Parkway.

Commissioners will also consider a&nbsp;rezoning request from general commercial to light industrial for East 41st St., 1st Addition, Lot 2, and Block 1, Vernie’s Addition.

2 public hearings for new developments scheduled Monday by Hays Planning Commission 

A man convicted of two counts of committing aggravated sexual battery in Hays is appealing his conviction for the second time, alleging being stranded on Interstate 70 in a snowstorm deprived him of his right to be present for his full trial.

Reagan Booto, a former Fort Hays State University student, was convicted in January 2020 and sentenced to 84 months in prison for allegedly groping two Fort Hays State University students in separate incidents, according to court records.

In October 2017, the first victim was standing outside of a Hays bar. As she was underage, she could not enter the bar and went into the alley to urinate. The victim reported she had been drinking earlier in the evening, according to court records.

She said she unbuckled her pants to urinate. Booto allegedly approached her, restrained her, and touched her vagina and her buttocks, despite her saying "stop" and trying to get away. She was able to push Booto away and run to the front of the bar, according to court records.

Booto allegedly assaulted the second victim in April 2018. A group of friends, including Booto, were walking to a house party in Hays. This victim had also been drinking. The victim said she and Booto became separated from the other two friends, according to court records.

Booto allegedly put his arms around the victim, slid his hand down the top of her shirt, unbuttoned her pants and touched her vagina on the outside of her underwear, according to court records.

She ran from Booto and hid behind a friend's house, according to court records.

A third victim also reported being assaulted by Booto, who she said penetrated her vagina in her dorm room at FHSU. She reported that she pushed Booto off her and ordered him to leave. She reported the incident to law enforcement and underwent a sexual assault exam, according to court records.

At the time of the trial, Booto lived several hours away from Hays. A snowstorm and resulting accidents closed Interstate 70.

Booto alleged in his first appeal, which was denied in May 2022, that District Court Judge Glenn Braun's comment that the defendant "didn't plan well" about his delay was a judicial error.&nbsp;

Although the appellate court found the judge's comments were an error, it found a single error was not enough to overturn the conviction.

In Booto's current appeal, he is alleging his rights were violated because he was unable to be present during jury selection and certain motions because of being stranded by the storm.

He also alleges that he was denied the right to testify. In the appeal, he alleges he wished to testify, but his attorney urged him not to.

The appeal also alleges ineffective counsel by his attorney Alex Herman, prosecutional error by Ellis County Attorney Tom Drees and cumulative error.

The case is set for a status conference on July 17.

Man convicted of sex crimes in Hays makes second appeal

The Ellis County Commission heard funding requests from 18
representatives of 23 outside agencies for the 2025 budget on Tuesday.

According to Ellis County Administrator Darin Myers, the
outside agencies requested $1.39 million. That is an increase of
$100,000 from the county's funding in 2024. The commission requested agencies keep their funding requests the same as the previous year.

Earlier this month, the commission elected to split the
agencies into two categories as it transitions into a new way to determine funding for outside agencies starting in 2025.

Beginning next year, 15 agencies will submit their funding requests to the CARE Council, whose members will go through the applications and then interview representatives from each
entity before the council makes its funding recommendations to the county
commission.

Those 15 agencies are mostly nonprofit organizations that
have received funding from the county in the past, but the county is not obligated
to provide them with funding.

For 2025, those agencies requested $168,912.

According to Myers, that is $15,170 more than the county has budgeted for 2025 funding.

The remaining eight agencies that the county is obligated to
fund, requested $1.16 million, $161,537 more than they received in 2024.

The largest requested increase was $75,000 from the Ellis
County Historical Society.

The historical society received $110,000 last year and
requested $185,000 for 2025.

Executive Director Amanada Rupp told the county commission
this week that the level of funding they requested from the county and the city
is “comparable, in a lot of ways,” to other historical societies and county
museums across the state.

Rupp said for their yearly expenses, about 64% is
covered by the county and an additional 14.5% comes from the city.

“Leaving us with about 21% to come up with ourselves,” Rupp
said. “And as you’ve seen over the last couple of years, we have increased our ability to raise our own funds, and we’ll continue to do so.”



Rupp said the public funding covers the cost of maintaining
the large complexes owned and operated by the historical society and the staff that
run them. They have three part-time employees and utilize several volunteers.

With the addition of the Victoria site, Rupp said they
believe the admission will cover the costs of the second site, and they will be
able to continue to operate with the current staffing levels.

Both Ellis County Commission Nathan Leiker and Neil Younger
complimented Rupp on how far the historical society has come in the last
several years. Commissioner Michael Berges was absent from Tuesday’s meeting.

“You have jumped leaps and bounds,” Younger said. “Thank you, and thank all the volunteers for all the hard work they’ve done.”

Rupp said they will continue to work to improve the
historical society, and while she would like more funding to increase their staffing levels, they will continue to operate the way they have. 

“Right now, we’re in a building phase and a reorganization
phase, but we’re almost to the end of that,” Rupp said. “You’re going to see
some bigger results in participation in events and things that we can host on
our own.”

The funding request from the historical society has
increased from $72,250 in 2021 to $185,000 for 2025.

Grow Hays also requested an increase of $10,000 for 2025.

Grow Hays Executive Director Doug Williams told the commission the
$180,000 requested for 2025 was the same as requested in 2024, but the
commission elected to fund the group $170,000.

The largest increase in funding requests from the other
group of outside agencies was $5,000 from the Hays Arts Council. They have not
requested funds over the last four years but did receive $3,385 in 2018 and
2019.

The commission will meet with department heads later this
summer to discuss 2025 budgets.

Ellis County outside agency funding requests increase by $100,000; Historical Society requests largest increase 

Hays Pride is delighted to announce that the City of Hays has officially proclaimed June 2024 as Pride Month. The proclamation was signed on June 13 by Mayor Shaun Musil in a gesture of support for the LGBTQ+ community and its allies during the month of June.

The proclamation acknowledges the importance of fostering an inclusive and accepting community where diversity is celebrated and awareness is encouraged. June is a significant month for the LGBTQ+ community because of the 1969 Stonewall Uprising in New York City. The Stonewall Uprising was a tipping point for the Gay Liberation Movement in the United States. Pride Month commemorates years of struggle for civil rights and the ongoing pursuit of equal justice under the law for the lesbian, gay, bisexual, transgender, and queer community, as well as the accomplishments of LGBTQ+ individuals.

"We are deeply grateful to the City of Hays for this meaningful recognition," said Anniston Weber, board member of Hays Pride. "This proclamation not only highlights the progress we are beginning to make as a community but also reinforces our commitment to ensuring that Hays remains a welcoming and supportive environment for everyone. City of Hays declares June 2024 Pride Month

TOPEKA&nbsp;– Lieutenant Governor and Secretary of Commerce David Toland today announced Celia Vega and Sara Bloom have been named the Kansas Department of Commerce’s 2023 Employees of the Year.

Workforce Services Administrative Officer Celia Vega has worked for Commerce for 20 years — all of which have been dedicated to the Workforce Division. Celia supports Assistant Secretary Mike Beene, other team members and workforce center colleagues across the state. Those who work with Celia say she exemplifies pride in work and always brings a personable and bubbly energy to Commerce and the team — making the work environment more inviting and enjoyable.

Community Development Specialist and CSP Tax Credit Program Coordinator Sara Bloom joined the Commerce team two years ago and has made great strides since. Prior to Commerce, she was a director for a non-profit organization assisting the Hays community with the application processes for Commerce grants to elevate her town. With Commerce, Sara engages with communities across the state to address opportunities for childcare, youth development and community development by connecting them with financial and technical resources. In Sara’s role as CSP Tax Credit Program Coordinator, she updates guidelines, oversees tax credit issuance, and provides regular reporting and evaluations of the program. Sara has been recognized by her team for always going above and beyond to ensure she is doing everything to make Commerce and Kansas the best place to work and live.

“It really has been a full circle moment being at Commerce — going from doing all of the groundwork of community development and being in charge of the projects, to now getting to be the one awarding the funds to communities. It’s rewarding,”&nbsp;Sara Bloom said. “It is truly an honor to be nominated by Commerce staff and leadership. I enjoy and love so much of what I get to do for the communities of this state. I am looking forward to many more years with this amazing Commerce team.”

Hays resident named Kansas Commerce Employee of Year

During the Click It or Ticket Campaign, Ellis County
Sheriff’s Office conducted overtime saturation patrols to enforce Kansas
occupant restraint, texting, impaired driving, and other traffic laws. 

During
the campaign (May 19 - June 2), officers wrote 12&nbsp; safety
belt citations, 3 speeding citations, and 2 other citations and arrests,
including 1 DUI arrest. 37 vehicle stops were made during the campaign.

According to Sheriff Scott Braun, “We are here to enforce
all Kansas Traffic Laws and ultimately, to decrease unsafe driving
behavior.&nbsp; If you were stopped, we hope
you learned from the experience.&nbsp; If so,
we have made the roads a little safer for you and those you share the road
with.&nbsp; We will continue to do that
because, while the 2024 Click It or Ticket campaign may be over, traffic
enforcement never is.”&nbsp;

The hard work of an employee couple at Hays Trio Tap House has paid off as they have become the new owners.

Clay and Claudia Gilbert have worked at the tap house, 1106 E. 27th St. Suite 10, for about nine years and are now stepping up to run the steakhouse.

The newlyweds first crossed paths while holding various positions at the restaurant, including server, bartender, supervisor and manager.

"That's where we first met was through working there. We didn't start dating or become a couple until 2019," Clay said.

Established 10 years ago, Trio Tap House was owned by Mario Gutierrez, who had long planned to step away from the business.

Discussions about changing ownership began in 2023 when Mario approached Clay with his and Claudia's dream offer.

"I went home and told Claudia, and she was ecstatic. She was ready to go," Clay said.

With the purchase finalized on May 15, Clay and Claudia plan to maintain the restaurant, making only minor changes by introducing new dishes.

"What we're trying to do is not change what's been working but bring in some different things," Claudia said.

The current menu features handcrafted salads, prime steaks, seafood, burgers and an array of sandwiches and cocktails.

As employees, Clay and Claudia yearned to have their own restaurant or take over one of Mario's locations in Hays.

"We were excited. It was one of those surreal moments like it could actually be happening after all those years of joking around," Clay said.

Mario's second location, <a href="https://www.gutzmex.com/">Gutierrez Mexican Restaurant</a> at 1106 E. 27th St., originated in Russell in 1972 before relocating to Hays in 1984.

Trio Tap House is named after Mario's three sons, each of whom has found success outside the culinary industry, from running a boat company in Texas to pursuing an acting career in New York City.

After entrusting his business to Clay and Claudia, Mario remains committed to helping the couple manage his former eatery.

"We've always been entrepreneurs in the community and we just want to back off and pass the torch to the next people...," Mario said.

A ribbon-cutting ceremony is scheduled for later this year, but no official date is set. Clay and Claudia celebrated their first anniversary on May 27 after purchasing the tap house.

"He offered us this opportunity, and it was everything we had been talking about and praying for," Claudia said.

Mario and his wife, Karen Gutierrez, hope to focus more on their family. Their three sons and one daughter live outside Hays.

"We're looking to take time to do things we want to do," Mario said. "Mainly spend more time with our grandchildren and our own children," Mario said.

Our years of marriage have required serious budget stretching strategies. The first year, we discovered garage sales offered opportunities to buy anything from yard and garden tools, kitchen essentials, décor, and other crazy stuff folks who start out with nothing need. The fact we never knew what we’d find added adventure to those quests. It was like a perpetual Forrest Gump box of chocolates.

For pennies, we multiplied sparse kitchen inventory into cupboards full of vintage bowls, Bakelite choppers, pans, and wire potato mashers just like gramma’s. She still used her stuff, so when I’d find something similar for the right price, I added to my stash. Not only did people sell vintage items, they’d put unused or barely used towels, mitts, curtains, griddles, blenders, and such on their sale. For pennies on the dollar, I bought a sturdy blender and new in the box waffle iron to develop culinary skills. Once I realized I didn’t like cleaning waffle irons, I traded it for something I really needed.

Similar bargains filled our mostly empty family tool box. We found everything from hoes, rakes, and tomato cages to multitudinous screwdrivers, wrenches, pliers, saws, and more. Over time, our collection grew so that when we could comfortably share tools and hardly miss them.

Once our family expanded, such bargains furnished and decorated a nursery. We found a barely used cherry wood crib for infant daughters to sleep in. My mom embroidered an heirloom baby quilt, but garage sales added sheets, hooded towels, and adorable sleepers. Those who shop regularly know they’ll eventually find exactly what they want in great condition. That may mean hitting sales for weeks in a row and not bringing anything home, but eureka moments await.

Over time, we went through Mickey Mouse tables and chairs, art supplies, balls, bats, gloves, and lots of cute clothes. If I found an adorable something the girls would wear only a time or two, I’d buy it and later pass it to a friend with smaller kids. Same with toys. If what I brought home entertained the girls only a moment, it soon found a new home.

Once grandkids came along, the search for kid clothes, games, and toys began again. Discovering a boxed, beautiful Barbie brightened one grands’ day. Another eagerly awaits art and craft supply deliveries to refill her stash. Every kid has their choice of baseball mitts. All our grands eagerly anticipate fishing gear finds. They love new bobbers, lures, and nets.

One of the curses of being a lifelong bargain hunter is that space limits treasure you can bring home. We reached capacity long ago, so when new comes in—book, kitchenware, décor, tool, toy—something goes into the donation box in the trunk, delivered 2x monthly. I refuse to unpack a cupboard, closet, or drawer to find what I’m looking for. This rule makes that doable. It also guarantees thrift store employees recognize us.

It’s been an above-average spring for tornadoes and other severe storms in the Midwest and Great Plains. Experts say a big reason is that weather conditions were ripe for tornado-forming storms.

The number of tornadoes and severe storms in the U.S. so far this year has been well above average.

There were nearly 6,300 severe storms reported in May, many concentrated in the Midwest and Great Plains,&nbsp;<a href="https://www.spc.noaa.gov/climo/summary/" target="_blank">according to preliminary data</a>&nbsp;from the National Weather Service’s Storm Prediction Center. That includes more than 570 tornadoes, the most recorded in recent years. That number continues to climb as the center updates its data.

It was the second-most active May for severe storms since 2004. The most active remains May 2011, the month a massive tornado tore through Joplin, Missouri.

The storms have resulted in 39 deaths this year, according to the Storm Prediction Center. Tornadoes in Oklahoma have killed eight people and demolished homes and businesses. In Iowa, a large tornado&nbsp;<a href="https://apnews.com/article/tornado-iowa-wind-farm-turbines-feb9913c3d53915ffa420e277af4bb6d" target="_blank">crumbled five massive wind turbines</a>&nbsp;and killed five.

A main reason for the activity was weather conditions that made it more likely for tornadoes to form, said Patrick Marsh, the chief of science and support at the Storm Prediction Center in Norman, Oklahoma.

Throughout the spring, a pocket of cold air called a “trough” put winds from the Southwest across the middle of the country, Marsh said. Winds from the Southeast carried warm, moist air from the Gulf of Mexico closer to the ground.

The combination created a good environment for tornado-producing storms known as supercell thunderstorms.

“We’ve had ingredients in place for supercell thunderstorms over the Plains for pretty much the entire month of May,” Marsh said. “And when you have that many of these kinds of thunderstorms, inevitably you will have an increase in tornadoes as well.”

Three tornadoes this year ranked EF4, which is the second-highest ranking on the Enhanced Fujita Scale. This spring produced higher-ranking tornadoes than in recent years, Marsh said. But, this system is also based on the amount of damage caused, rather than just the size and strength of a tornado.

“If a tornado producing wind speeds equivalent to an EF5 – so 205 miles per hour or stronger – if it never hits a structure that has an engineer rating to withstand 205 mile per hour winds, we can't assign the rating of an EF5,” Marsh said.

The increased number of tornado reports could also be due in part to more available data.

An advancement in radar technology more than a decade ago allows weather trackers to better detect weak tornadoes by radar. Plus, there are more potential eyewitnesses with cameras, thanks to smartphones, and more structures that can be in the path of a tornado.

These are all factors to consider when comparing current and historical data, said Zack Leasor, the Missouri state climatologist.

“It's really hard to disentangle, is this a greater number of tornadoes themselves? Or are there just more buildings that can be damaged by those tornadoes? Are there more people out that can see those tornadoes, report those tornadoes with their smartphones?” Leasor said. “All of these kinds of characteristics go into those trends as well.”

Quincy Vagell started storm chasing across the Midwest and Great Plains in 2014. He said he often sends reports of what he sees to the National Weather Service.

“Sometimes storm chasers may be the first people on the scene, especially if it's in a very rural area where there's not a lot of people,” he said.

The activity this season allows him to choose which storms to chase. He said he tries to stay closer to Oklahoma, where he’s based.

“I've only seen, actually, two or three tornadoes this year, but I've had an active season,” Vagell said. “I've seen plenty of supercells, great storms and all that. So it's definitely been a busy season for me.”

A more active spring season for tornadoes is difficult to link directly to climate change, according to Marsh. However, warm and moist air in the wintertime could cause more tornadoes in off-peak times, he said.

Warmer weather earlier this year has opened the door to a longer season for severe storms in Missouri, Leasor said. There have been&nbsp;<a href="https://www.kcur.org/news/2024-05-30/missouri-is-having-one-of-its-most-active-tornado-seasons-on-record-whats-behind-the-numbers" target="_blank">184 tornado warnings in the state</a>&nbsp;this year so far. This is the fourth highest number of warnings for that timeframe since records began in 1986.

Marsh expects storm activity to be calmer in early June. Beyond that, it’s more uncertain, he said.

BROOKINGS, S.D. — South Dakota State University announces Katelyn Engel of Hays, Kansas, (67601) has been named to the dean's list for the spring 2024 semester.

Engel is a student in SDSU's College of Arts, Humanities and Social Sciences.

More than 3,300 students were recognized for their outstanding academic performance over the sping 2024 semester at South Dakota State by being named to the dean's list.

To earn dean's list distinctions in SDSU's colleges, students must have completed a minimum of 12 credits and must have earned at least a 3.5 GPA on a 4.0 scale. Students with F, I, U, RI or RU grades are not eligible regardless of system term GPA attained. Note that this report includes courses that were taken at other South Dakota institutions this term. A minimum of 12 credits within the 100-699 course range must be taken. A student who passes pregeneral education courses may still qualify, if the student has 12 other credits that do fall within the 100-699 range.

Overall, 3,378 students from 40 states and 37 foreign nations are on the list. More than 1,400 students received a 4.0 GPA, and those are indicated with an asterisk.
