Candidates on the ballot include David Clingan, James Feyerherm, Jayme Goetz, Lori Hertel, Craig Pallister, Allen Park, Ruth Ruder, Duff Watson, Dennis Wilkie and Derek Yarmer.

Election Day is Tuesday, Nov. 7. Polls will be open from 7 a.m. to 7 p.m.

If you had one thing you could change about the USD 489 school district, what would it be?&nbsp;

USD 489 does a great job preparing students for college. College level and concurrent credit classes are available for those who are university-bound. Since not all students are going to college, more attention needs to be given to industrial arts and careers that do not require a college degree. Non-college-bound students need additional career counseling.&nbsp; Many of these kids will be staying in Hays. We need to pair them with businesses that offer mentors and apprenticeships. These will be our future business owners, electricians, beauticians, plumbers and contractors. There are good-paying careers available for Hays High School graduates. We need to do a better job of preparing and directing these kids while they are still in school.

What is your opinion of the current school board? Do you think you could compromise with the incumbents who will remain on the board?&nbsp;

This is really a process vs. product question. It doesn’t always look pretty, but the outcomes have usually been satisfactory. The current board has been positive in several areas. They have shepherded through a successful school bond. As pointed out during the candidate forum, the current superintendent has been in place for five years and that lends itself to continuity of operations — something that had been lacking.&nbsp;&nbsp;

As far as compromising with the incumbents, absolutely. What this question is really asking is, “Do you respect other people’s opinions? Do you listen? Can you negotiate?” Yes, to all of those. Somehow the word compromise became a dirty word. Every healthy relationship, yes, EVERY HEALTHY RELATIONSHIP requires compromise to work. That is true in your personal and professional life. We can’t just fight out every issue and tally winners and losers. We are part of a community and it doesn’t work when either side simply wants to dictate to the other. We all want what’s best for our kids, so we should be able to work together.

What is your opinion of the Hays USD 489 administration?

The USD 489 administration, from what I have witnessed, genuinely cares about the students. Superintendent Wilson is thoroughly engaged in the matters of the school district, the bond, and student achievement.&nbsp; Again, from what I have seen and heard from him and how he has presented himself at board meetings, he is trying to lead the district on a path of continual improvement. He references “from good to great” often but actually backs it up with actions. He was very much in favor of offering free breakfast to all students in the district again. That program ended after the previous school year. The principals in all the USD 489 schools are advocates for their students and committed members of the community.&nbsp;

What do you think the board’s role should be in the day-to-day operations of the district?&nbsp;

The board’s job is to arbitrate, not dictate. The board is not going to review every textbook and every syllabus to make sure it falls in line with what we think should be taught in a particular class. That is not reasonable or possible. If there are issues, however, that arise between parents and teachers or teachers and administrators that cannot be resolved, then the board will need to look at the issue and arbitrate.

Hays is blessed. We do not have to deal with many of the challenges faced by larger school districts. Do we really want seven board members trying to sway the day-to-day operations of our schools? That sounds chaotic.&nbsp;&nbsp; We have good kids and an involved community. We should be able to model for our kids how you can build consensus that benefits everyone and maintain a high level of trust with our educators and administrators.&nbsp;&nbsp;

What role do you think the board should have&nbsp;moving forward with the bond issue projects?&nbsp;

Oversight is the primary task of the board going forward. The board needs to hold the general contractor accountable and be able to tell taxpayers they did, in fact, get what they paid for. There are several projects active at this time. Keeping these projects on track is in everyone’s interest. With inflation where it is currently, moving the projects along as quickly as possible, without sacrificing quality, is very important.

Have you received money or in-kind donations from individuals, businesses, groups&nbsp;or PACs outside of the school district?

This is an easy one. Yes, I have received money from someone outside the school district. My brother, Alan, donated $30 to my campaign, and he lives in Virginia.

Hays USD 489 BOE candidate: James Feyerherm

The Kansas economy is doing well, by many measures.&nbsp; So, why do so many Kansans think otherwise?&nbsp; To paraphrase James Carville—it’s housing costs, stupid.

Just released from the Docking Institute of Public Affairs at Fort Hays State University, the 2023&nbsp;Kansas Speaks&nbsp;poll details the story. &nbsp; Fifty percent of Kansans rate the state’s economy as good, very good or excellent, while 48.2% rate it as fair, poor or very poor.&nbsp; This means that Kansans are nearly&nbsp; divided on the state’s economy.&nbsp; This rating is down from previous years.&nbsp;&nbsp;

This trend continues when respondents are asked about the direction of the economy, with 40.5% saying it is getting worse, 33.7% saying it stayed the same, and only 18.7% saying it is getting better.&nbsp; These numbers are slightly more optimistic than those in 2022, but both 2022 and 2023 are down dramatically from 2021, when the largest group thought it had stayed the same, and the getting better and getting worse responses were nearly tied.

Another question asked, “How concerned are you that the Kansas economy will seriously threaten you or your family’s welfare in the coming year?”&nbsp; In this case, the combined percentages of very concerned and moderately concerned rose from previous years and now stands at 45.5%.

Americans often hold the President responsible for the state of the economy.&nbsp; Right now, President Biden’s approval ratings in Kansas are abysmal, with only 21.9% being very or somewhat satisfied, 16.6% being dissatisfied, and 50.4% being very dissatisfied.&nbsp; This appears to reflect attitudes on the economy, not the culture war.&nbsp; For example,&nbsp;Kansas Speaks&nbsp;results indicate that most Kansans agree with Biden on abortion rights, with 63.5% of respondents who either strongly agree or agree that “women are in a better position than politicians to make their own choices about whether or not to get an abortion.”&nbsp; These numbers mirror the results of Kansas’ 2022 referendum on abortion rights.

In many ways, the economic attitudes are a puzzle.&nbsp; Kansas has an extremely low&nbsp;<a href="https://www.google.com/search?q=kansas+unemployment+rate&amp;rlz=1C1CHBF_enUS959US959&amp;oq=kansas+unemployment+rat&amp;gs_lcrp=EgZjaHJvbWUqBwgAEAAYgAQyBwgAEAAYgAQyBwgBEAAYgAQyBggCEEUYOTIHCAMQABiABDIMCAQQABgUGIcCGIAEMggIBRAAGBYYHjIKCAYQABgPGBYYHjIICAcQABgWGB4yCAgIEAAYFhgeMggICRAAGBYYHqgCALACAA&amp;sourceid=chrome&amp;ie=UTF-8" target="_blank">unemployment rate</a>&nbsp;today, only 2.8%.&nbsp; The state is sitting on a&nbsp;<a href="https://kansasreflector.com/briefs/kansas-revenue-forecast-expects-surplus-to-grow-to-1-9b-pending-tax-cuts/#:~:text=That%20would%20leave%20the%20state,in%20the%20rainy%20day%20fund." target="_blank">budget surplus</a>&nbsp;of over $3 billion.&nbsp;&nbsp;<a href="https://www.usinflationcalculator.com/inflation/current-inflation-rates/" target="_blank">Inflation</a>&nbsp;has dropped from its high of 7% in 2021 to 3.7% for this year. &nbsp; All in all, the economy is doing well.&nbsp; So why do so many Kansans think it is not?

Kansas Speaks&nbsp;answers this question, too.&nbsp; A whopping 71.6% of respondents either strongly agree or agree that “I am concerned about the cost of housing in my community.”&nbsp; Meanwhile, only 34.9% strongly agree or agree that “I believe there is sufficient available housing in my community.”&nbsp; Indeed, Kansas home prices are&nbsp;<a href="https://www.wichita.edu/about/wsunews-releases/2023/09-sept/realestate_3.php#:~:text=Home%20prices%20%E2%80%93%20Tight%20inventories%20are,another%203.5%25%20increase%20in%202024." target="_blank">expected to increase</a>&nbsp;by 5.5% this year, followed by another 3.5% increase in 2024.&nbsp; Housing costs are rising even faster in the Kansas City and Lawrence areas. &nbsp; In the worst cases, people can end up unhoused.&nbsp; This year, only 21% of Kansans agree that “homelessness is handled well in my community.”

No matter the promising unemployment, budget surplus, and inflation statistics, the limited supply and rising costs of housing are causing Kansans major worries about the state of the economy.&nbsp; Policymakers, take note.

INSIGHT KANSAS: Housing costs have Kansans worried

From chilling tales to creepy costumes, lots of things can be scary on Halloween night. 

But the real danger for children is walking in the dark. On average, children are more than twice as likely to be hit by a car and killed on Halloween than any other day of the year, according to Safe Kids Worldwide. And the leading cause of injury is falls. Make sure children know the rules of the road and are as visible as possible at night.

• Travel together. Avoid letting children walk alone and walk in large groups with a responsible adult.

• Brighten up. Fasten reflective tape to kids’ costumes and treat bags so drivers can see them at night. Brightly colored costumes are better for kids.

• Look both ways. Tell your children to look both ways before crossing the street and to use crosswalks

• Stay on sidewalks. Walk on sidewalks whenever possible, or on the far edge of the road facing traffic to stay safe.

• See and be seen. Give children a flashlight or glow stick to hold while trick or treating to help them see, and to hope others see them while they walk and never run from house to house.

• Costumes should allow your child to see and move safely while they’re out and about.

• Use make-up instead of masks to children can see better. Test make-up for sensitivity and remove before bedtime to prevent possible skin and eye irritation.

• Make sure costumes and shoes are well fitted so they are less likely to fall.

• Use battery-operated lights instead of candles.

• Feed your trick-or-treaters dinner or a snack before going out so they can resist the temptation to open a piece of candy before it’s inspected.

• Check candy when you get home and look for evidence of tampering. Throw away homemade treats and check labels if your child has any allergies.

• Put electronic devices down, keep heads up. Make eye contact with drivers before crossing in front of them.

Halloween is about making memories. Keeping children safe throughout the festivities depends on everyone-- parents and kids, drivers and pedestrians-- being thoughtful, attentive and careful.

Hays, Norton residents named new Humanities Kansas board members

Seven students in the Department of Communication Studies, Law, and Political Science at Fort Hays State University attended the Public Relations Student Society of America international conference in Nashville, TN between Oct. 13 and Oct. 17, 2023. 

The students, Halee Glover (Wichita), Carly Kullot (Syracuse), Dinah Newman (Great Bend), Carley Norton (Minneola), Stacia Oren (Colby), Kamryn Schoenberger (Hays), and Allison Vrooman (Hastings, Nebraska), are all members of the FHSU chapter of PRSSA, which is the foremost pre-professional organization for students interested in strategic communication in the country.

The seven FHSU students attended a variety of sessions and workshops at the conference, including topics such as crisis communication, social media marketing, artificial intelligence, entertainment and sports public relations, civic engagement, and media relations. They also had the opportunity to network with other public relations students, scholars, and professionals from around the world.

“This was an amazing experience for our students,” said Dr. Hsin-Yen Yang, professor of communication studies and faculty adviser for the FHSU chapter of PRSSA. “<a></a>They learned from some of the brightest minds in the industry, and they made connections that will help them launch their careers.”

In November, the seven students will give a campus-wide presentation to share their new knowledge about strategic communication. The presentation is open to all students, faculty, and staff. “The students are excited to share what they learned at the conference with the FHSU community,” said Dr. Xinle Jia, assistant professor of communication studies and also a faculty adviser for the chapter. “We believe that strategic communication is an essential skill for everyone, and we hope that the presentation will help others learn more about this field.”

The students, Halee Glover (Wichita), Carly Kullot (Syracuse), Dinah Newman (Great Bend), Carley Norton (Minneola), Stacia Oren (Colby), Kamryn Schoenberger (Hays), and Allison Vrooman (Hastings, Nebraska), are all members of the FHSU chapter of PRSSA, which is the foremost pre-professional organization for students interested in strategic communication in the country.The seven FHSU students attended a variety of sessions and workshops at the conference, including topics such as crisis communication, social media marketing, artificial intelligence, entertainment and sports public relations, civic engagement, and media relations. They also had the opportunity to network with other public relations students, scholars, and professionals from around the world.“This was an amazing experience for our students,” said Dr. Hsin-Yen Yang, professor of communication studies and faculty adviser for the FHSU chapter of PRSSA. “<a></a>They learned from some of the brightest minds in the industry, and they made connections that will help them launch their careers.” In November, the seven students will give a campus-wide presentation to share their new knowledge about strategic communication. FHSU communication studies students attend PRSSA international conference  

MANHATTAN — The&nbsp;<a href="https://cba.k-state.edu/academics/departments/national-strategic-selling-institute/" target="_blank">National Strategic Selling Institute</a>&nbsp;in Kansas State University's College of Business Administration hosted the Fall 2023 Mylo Sales Competition as part of its Fall Sales Week, and three K-State business students, including a Belleville native, won $500 awards for earning top spots in the competition.

Students enrolled in the certificate or major in professional strategic selling competed in the competition, which consisted of two rounds of role-play scenarios with representatives from Mylo — the representative from Mylo acted as the customer, and the student competitor acted as a Mylo associate facilitating the conversation.

The competition began with 25 student competitors in round one, and only nine students advanced to round two.

The following students finished as the top three in the competition and each received a $500 merit award: Blaine Kramer, senior in strategic selling,&nbsp;Atchison;&nbsp;Hunter Hartner, senior in professional strategic selling,&nbsp;Belleville; and Alyssa Ansay, junior in international business and professional strategic selling,&nbsp;Frisco, Texas.

"Internal sales competitions are one of the best ways we can give our students a glimpse at what real-world sales is like," said Dawn Deeter, director of the National Strategic Selling Institute. "We greatly appreciate Mylo taking the time to come give our students this wonderful opportunity."

The&nbsp;<a href="https://cba.k-state.edu/academics/departments/national-strategic-selling-institute/" target="_blank">National Strategic Selling Institute</a>&nbsp;is housed in the College of Business Administration, which has been named one of the top sales programs in the country for 12 straight years by the Sales Education Foundation.

The team consists of students who are enrolled in the certificate or major in professional strategic selling.

The Kansas State Agricultural Research Center just south of Hays is considering developing a portion of its water rights available from Big Creek surface water.

Brian Olson, head of the western Kansas research-extension centers in Hays, Colby, Garden City and Tribune, met with the Hays City Commission recently to explain why K-State wants to develop its water rights.

Three projects areas at the research center "really need adequate water," Olson said.

Those areas are the wheat breeding program, grain sorghum and pearl millet breeding, and growing alternative low-water forages locally for feeding trials in the cattle feedlot.&nbsp;

Despite a <a href="https://hayspost.com/posts/41c9dafc-2f1e-410c-9b29-41992c3029fc">much-needed rain early Wednesday morning</a> of&nbsp;0.67 of an inch, Hays is still behind average precipitation for the year by more than two inches.

"That's not a very favorable environment for planting wheat," Olson said.

The center has been irrigating its wheat variety trials with a big irrigation gun, but it's not a very efficient method for the type of research underway.

"It's not a good system when the wheat gets some height on it. We need another way to make sure we're maximizing yield potential on those wheat lines," Olson said.

All Kansas wheat producers contribute money to the center's research into developing wheat varieties that grow best in different parts of the state, Olson said.&nbsp; 

"Ultimately, there's over $1 million out in a small area with respect to the wheat breeding program," Olson said.

"We actually had to move some of our wheat breeding activities down to Garden City — under irrigation — just because we don't have the ability to irrigate it here."

State financial resources are also used to develop improved lines of&nbsp;grain sorghum and pearl millet.&nbsp;

Olson called the current drought in Ellis County a challenging environment they've been battling for two years.&nbsp;

Variable weather conditions hinder crop stand development and decrease yields of wheat, sorghum, millet and forage.

K-State has five acre-feet of groundwater rights at the research center but doesn't plan to develop it, Olson said.&nbsp;

Instead, K-State wants to use its surface water right on Big Creek.

The Stockton field office of the Kansas Division of Water Resources provided information determining that the center is authorized for irrigation use on 293 acres at an annual quantity of 180 acre-feet.

"We're really looking at developing between 40 to 60 acres of irrigation capacity out at the center, a small amount," Olson said.

"I understand water is a very sensitive topic for the city of Hays so I want to bring this forward so you are aware of it," Olson told the city commissioners.&nbsp; &nbsp;

The center is already using one of its water rights for the greenhouse.&nbsp;

The new irrigation would be in the area on the south side of the Highway 183 Bypass.

If Big Creek doesn't meet the irrigation needs, the research center could put in a retention pond west of the feedlot and use that water for irrigation.

"We're just trying to use the resources the state has given us the best way possible, understanding that we've got some harsh conditions out here that can occur. We're trying to give our breeders the best chance to do their jobs," Olson said.

Trials with the low-water-use forage in Hays will be utilized across western Kansas to reduce water use, Olson said.

Before the Water Appropriations Act was adopted in the 1950s, water rights in Kansas were largely unregulated.

Those who had water rights at the time were considered vested water rights holders.

"This is obviously a long-established water right," said Toby Dougherty, city manager. "They have every right to put it to use."

Olson noted this specific K-State water right dates from when the land it occupies was the Fort Hays military reservation.&nbsp;

"It's the water right that they had a long time ago," Olson said.

Thursday's U.S. Drought Monitor for Kansas shows most of the state remains in a drought.

The transparency of the district. I have seen the strides our current board has been taking to have transparency with the community, but I would like to see&nbsp;more&nbsp;of it.

What is your opinion of the current school board? Do you think you could compromise with the incumbents who will remain on&nbsp;the board?&nbsp;

I think the current school board is very attuned to the needs of the district. They have done well to pass the bond, improve the baseball field, and even get our students free breakfast. I would, however, like to see a little more cohesiveness between members and less animosity. I believe they all are well-intentioned but disagree on the finer things that help them achieve their goals.

What is your opinion of the Hays USD 489 administration?&nbsp;&nbsp;

This is a very broad question. There are many different levels of administration in education. Overall, I support the administration in their support of the staff and students.

The board’s role is to oversee policy in the district.&nbsp; The day-to-day operations are left to the discretion of the professionals who were hired in those positions.

What role do you think the board should&nbsp;have&nbsp;moving forward with the bond issue projects?&nbsp;

This bond is to bring better facilities to Hays for our staff and students. These buildings are for what&nbsp;they&nbsp;need,&nbsp;not&nbsp;me.&nbsp; However, I do want to make sure that there is accountability behind these decisions as it is quite a bit of money being handled. Ensuring that the changes made are fiscally responsible and for the betterment of our students is my priority.

Hays USD 489 BOE candidate: Jayme Goetz

TOPEKA –Kansas Attorney General Kris Kobach announced the award of more than $10 million in grants through the Kansas Fights Addiction grant program. 

The 59 grants, including High Plains Mental Health Center and others in northwest Kansas, will be used to assist approximately 37,100 Kansans in support of substance abuse and addiction services in Kansas.

“This is unprecedented,” Chris Teters, assistant attorney general, said. “This is $10 million that didn’t exist in the opioid abatement space that is going to target emergency needs in areas that either really need additional assistance or may not have had access to resources previously.

“These awards will expand access to naloxone. We will be using this opportunity to make naloxone available to communities and organizations across the state at the lowest cost possible.”

Naloxone is a fast-acting medication used to reverse the effects of opioid overdose.

The Kansas Fights Addiction Grant Review Board awarded grants to rehabilitation facilities, treatment centers, local law enforcement agencies, health providers and first responders to be used for treatment, recovery, and opioid prevention efforts.

The organization will use its $200,000 grant to provide essential treatment services to the uninsured and to initiate adolescent screening, treatment, and recovery services.

The grants are funded through multiple legal settlements with major pharmaceutical companies and related firms as part of the state’s ongoing efforts to bring accountability to those that fueled the opioid-addiction crisis. Kansas will receive more than $340 million over the next 16 years to fight and treat opioid addiction.

The 59 grants, including High Plains Mental Health Center and others in northwest Kansas, will be used to assist approximately 37,100 Kansans in support of substance abuse and addiction services in Kansas.<figure>

 </figure>“This is unprecedented,” Chris Teters, assistant attorney general, said. “This is $10 million that didn’t exist in the opioid abatement space that is going to target emergency needs in areas that either really need additional assistance or may not have had access to resources previously.“These awards will expand access to naloxone. We will be using this opportunity to make naloxone available to communities and organizations across the state at the lowest cost possible.”Naloxone is a fast-acting medication used to reverse the effects of opioid overdose.The Kansas Fights Addiction Grant Review Board awarded grants to rehabilitation facilities, treatment centers, local law enforcement agencies, health providers and first responders to be used for treatment, recovery, and opioid prevention efforts.Some of the grant recipients include:<ul>

Fall armyworm, Spodoptera frugiperda, can damage several important Kansas crops as well as pasture, turf, and home landscaping. This insect does not overwinter in Kansas. Rather, it is native to the tropical regions of the western hemisphere and is active year-round along the Gulf Coast and southern Florida, migrating in from these locations each year. Two full generations are possible in Kansas, with defoliation and grain damage being the biggest concerns.

While reports of fall armyworm caterpillar damage have not been received so far this fall, it is a good idea to keep an eye out for this insect, especially where newly seeded crops or grasses have been planted.

Fall armyworm caterpillars can be distinguished from other Lepidopterans by markings on the head that resemble an inverted “Y” and four spots on the last abdominal segment that form a square. Once caterpillars are ½ to ¾ inch, they can do considerable damage in a few days. Because of this it is important to scout newly planted fields or hay meadows, in order to spot them when they are small.

A reasonable treatment threshold is finding three or more caterpillars per square foot within a newly planted field. 

There are several insecticides labeled to control this insect including Mustang Maxx, Besiege and Sevin. For forage crops, be sure to check the grazing restriction and post-harvest interval. When considering a chemical treatment option, keep in mind caterpillars ¾-inch or longer are close to maturity and can be harder to control with an insecticide.

Fall armyworm feeding declines with cooler temperatures and the adult moths eventually migrate south. In the meantime, be sure to keep an eye on any newly seeded grain or hay fields.

Regional residents among Barton Community College summer 2023 grads

Students from Fort Hays State University and Thomas More Prep-Marian High School, along with local attorneys, came together to celebrate Constitution Day with the 2nd Annual Reading of the Constitution program. 

Participants took turns reading the full text of the United States Constitution aloud at the Ellis County courthouse on Friday, September 15.

Constitution Day is an annual observance that commemorates the signing of the United States Constitution on September 17, 1787. This day serves as a reminder of the fundamental principles upon which our nation was founded and encourages citizens to reflect on the importance of the constitution in shaping our democracy.

Together with the Kansas 23rd Judicial District Court, the FHSU American Democracy Project, and the Federal Bar Association, Dr. Wendy Rohleder-Sook, assistant professor of political science, helped organize this educational event, noting “this program underscores the significance of understanding the constitution and hopefully, inspires a sense of civic duty and responsibility among the young people participating.”

Glenn Braun, chief judge of the 23rd Judicial District, extends his appreciation to Rohleder-Sook and the students of Fort Hays State and TMP-Marian for their participation in honoring the constitution. 

As said by Abraham Lincoln, “As the patriots of 1776 did to the support of the Declaration of Independence, so to the support of the Constitution and Laws, let every American pledge his life, his property, and his sacred honor; let every man remember that to violate the law, is to trample on the blood of his father, and to tear the character of is own, and his children’s liberty.”
