TOPEKA&nbsp;— Lieutenant Governor and Secretary of Commerce David Toland today announced the launch of two new Kansas Creative Arts Industries Commission (KCAIC) grant programs, Arts Everywhere Grants and General Operating Support Grants, ushering in a new era of support for the arts in Kansas.

The enhanced grant programs reflect Commerce’s dedication to expanding funding opportunities for a more diverse range of organizations and projects throughout the state, all with the goal of leveraging the arts to grow the Kansas economy.

“The Kelly Administration is committed to fostering a dynamic cultural landscape in Kansas,”&nbsp;Lieutenant Governor and Secretary of Commerce David Toland said. “These initiatives signify a strategic evolution, expanding funding opportunities and ensuring the arts reach every corner of our state. By supporting diverse projects and nurturing the ongoing operations of cultural organizations, we aim to enrich the lives of Kansans and strengthen the state’s economy.”

Building on the success of the prior Arts Integration and Strategic Investment Programs, Arts Everywhere Grants will open up funding opportunities to a broader range of projects and organizations. This program will support projects that bring the arts directly to communities, ensuring cultural enrichment is accessible statewide. Arts Everywhere Grants are intended to fund individual arts- and culture-based projects.

Non-profit organizations and community groups are encouraged to apply for Arts Everywhere Grants and transform their unique creative visions into impactful experiences for Kansans.

The General Operating Support Grants program will provide financial assistance to Kansas public and private non-profit arts and cultural organizations. This initiative recognizes the vital role these organizations play in fostering creativity, preserving cultural heritage, and enhancing the economy and quality of life in our state.

Organizations with a demonstrated commitment to arts and culture are invited to apply for General Operating Support Grants to support ongoing operations and initiatives.

Commerce expands funding opportunities for arts, culture in Kansas

A recent Gallup survey showed a record-high 43 percent of Americans see themselves as politically independent. And a record-low identified as Democrat, 27%, matching Republican identification at 27 percent. Kansans are also declaring independence. The numbers registering as Unaffiliated and Libertarian are increasing and together now account for 30% of registered voters – four percent higher than registered Democrats. These numbers may help explain why Robert F. Kennedy Jr., Cornel West, and Jill Stein have already launched their independent White House bids. And why the well-funded centrist organization No Labels is seriously weighing its options.

Is 2024 ripe for a third-party? Absolutely, and here’s why.

Four years ago, Joe Biden’s electoral college triumph was decided by three states, Georgia, Arizona, and Wisconsin, where his margins of victory were less than .05 percent. In 2016, it was Michigan, Pennsylvania, and Wisconsin – where margins were less than 1%, that pushed Donald Trump over the top.

Across the last nine presidential elections the national vote margin between the two parties has not exceeded 9 percent.

With such razor thin margins separating the two parties, a third-party stands a good chance of attracting enough votes in one state or another to tip the balance.

For example, the 2000 presidential contest came down to Florida. Democrat Al Gore lost by a mere 537 votes. The extraordinarily small margin raised questions about Green party candidate Ralph Nader’s 97,488 Florida votes.

In Nader’s absence, would Gore have won?

In 1992, Reform party candidate Ross Perot achieved 19% of the popular vote nationwide, though he did not win a single state. But in Maine Perot defeated incumbent George Bush 30.4% to 30.3%. And in Utah Perot outpaced Democrat Bill Clinton 27.3% to 24.6%. In Kansas, Perot secured an impressive 27%. This placed Kansas 5th among states for the independent vote. Meanwhile Bush managed just 38.8%, the lowest Kansas vote share for a Republican candidate since 1912. That year former Republican president Theodore Roosevelt ran as a third-party candidate and split the Republican vote. Bush did win Kansas, but by only 5%, a difference typically used to identify swing states.

Second, voters are deeply frustrated with the two parties and the candidates. Surveys show a record number of Americans hold unfavorable views of Democrats and Republicans. Nearly nine-in-ten agree that Democrats and Republicans spend more time fighting each other than solving the nation’s problems. And a growing number of people identify partisan polarization as the main problem with the political system. This year’s likely nominees are also historically unpopular and voters are clearly dissatisfied about the prospects of a Biden-Trump rematch. More troubling, a mere 28% of Americans are satisfied with the way democracy works, which is down from the historical low of 35% recorded shortly after the Jan. 6th assault on the Capitol.

All of this points to a political environment well-suited for third-party success. Not to win, but to influence the campaign and play spoiler.

The million dollar question is whether a strong third-party candidate would hurt Democrats or Republicans more.

Surveys show a record number of Americans hold unfavorable views of Democrats and Republicans. Nearly nine-in-ten agree that Democrats and Republicans spend more time fighting each other than solving the nation’s problems. And a growing number of people identify partisan polarization as the main problem with the political system. This year’s likely nominees are also historically unpopular and voters are clearly dissatisfied about the prospects of a Biden-Trump rematch. More troubling, a mere 28% of Americans are satisfied with the way democracy works, which is down from the historical low of 35% recorded shortly after the Jan. 6th assault on the Capitol.All of this points to a political environment well-suited for third-party success. Not to win, but to influence the campaign and play spoiler.The million dollar question is whether a strong third-party candidate would hurt Democrats or Republicans more.

Top dog names and breeds released by city

It's been extremely cold recently for people and their pets, said Hays Community Service Officer Nicki Hausler, who works animal control for the police department.&nbsp;

She reminds people to keep their pets warm with a fresh supply of water.

"All animals, especially in below zero temperatures, need protection," Hausler said.

The city of Hays has an anti-cruelty statute about animals, but it doesn't require bringing pets indoors when it's cold outside.

Pet owners are required to provide an insulated doghouse for outdoor pets.

"It's better to use hay inside the house or cat hut than a blanket because the blanket will draw the moisture, and then they're just laying on a block of ice," Hausler said.&nbsp;

When a dog or cat running at large outdoors is picked up by animal control and it's sporting a Hays pet license tag, the odds of that pet being returned to its home go way up.

"I always tell everybody a city pet tag is your dog or cat's one-way ticket home," Hausler said. "It's the fastest way we can get those animals back to you."

The pet tag includes 24-hour access to a city license database.&nbsp;

"We'll just call you up and say, 'We've got Fluffy, where can we meet,' instead of taking them all the way out to the animal shelter and impounding them. Then the owners have to pay impound fees to collect their animal," she said.&nbsp;

City pet tags for 2024 are now on sale at the city clerk's office, 1507 Main St. They are renewable annually.

The license cost is $5 if you have a spayed or neutered animal. If the animal is unaltered, cost goes up to $25.

To date, approximately 500 pets have been registered with the city but there are many more pet dogs and cats in the city limits of Hays, Hausler said.&nbsp;

After March 1, the license cost goes up to $10 for every month you're late purchasing it.&nbsp;

To buy a Hays license, you need to provide paperwork showing your dog or cat is vaccinated against rabies.&nbsp;

According to information provided by the IT and city clerk departments, the top 10 dog breeds registered in Hays are

Hausler says a lot of pet owners now have their animals microchipped, and the city's animal control vehicle is equipped with a scanner for the chips.&nbsp;&nbsp;

But she reminds pet owners to be sure they have the chips registered after they're inserted by a veterinarian.&nbsp;

"So many times we find people don't follow up to register those online," she said. "And if you don't register it under your name, when we call up the 1-800 pet link number, it says it's not registered. So, it doesn't do us any good."

Being able to actually see the city pet tag can be more helpful.&nbsp;

"A lot of times we don't even have to get involved. If somebody finds a dog or cat, they can call our police dispatchers with the tag number. If they're comfortable with it, the people can meet up and we don't even get involved."

Although a rabies tag can be used as identification, Hausler said a pet wearing just a rabies tag who is picked up at night or over the weekend, would have to be impounded until the veterinarian office opens up and can be contacted for ownership contact information.&nbsp;

The NCK Tech Nursing program is proud to announce that one of its registered nursing (RN) students, Roscate Mwaura, has been awarded a $1,000 scholarship by the Kansas State Board of Nursing (KSBN). This prestigious scholarship is part of a program aimed at supporting students in pre-licensure nursing programs across the State of Kansas.

The scholarship opportunity, provided by KSBN, requires nursing students to apply and submit an essay on a topic “The Impacts of Nursing Shortage on Models of Nursing Care” chosen by the Board Members. Through a blind review process, KSBN Board Members selected four outstanding students, and Roscate was among the recipients of this $1,000 scholarship.

To honor Roscate’s accomplishment, she and Sheri Stone, Director/Instructor of the NCK Tech Hays Nursing program, are invited to attend the Kansas State Board of Nursing Board Meeting on March 27, 2024, in Topeka. Fort Hays State is pleased to announce the renewal of funding for the NW Kansas Live and Learn Scholarship for the upcoming year. The university has received another year’s commitment from the Dane G. Hansen Foundation, bringing its total financial support for the project to $810,000 since the scholarship’s inception in 2019.

The NW Kansas Live and Learn Scholarship has played a pivotal role in supporting a diverse range of academic programs at FHSU. Since 2019, scholarship funds have been allocated to 69 students, spanning various academic disciplines. These recipients have not only demonstrated exceptional academic success but also hail from 24 counties within the Dane G. Hansen Foundation service area.

Dane G. Hansen Foundation’s continued investment in education through this scholarship program has made a significant impact on the lives of students in Northwest Kansas. Fort Hays State University secures additional funding for NW Kansas Live and Learn Scholarship

The Kansas Agriculture and Rural Leadership program, now in its 33rd year, is accepting applications for its 2024-26 class. Applications will be accepted through April 1. Thirty members of Class XVII will be announced on June 1 in Manhattan.

Through in-state seminars, and national and international study tours, new class members will receive more than 400 hours of training over two years in agriculture, business and rural communities.

The program is designed to enhance class members skills as they prepare for leadership roles in agriculture, business and rural communities.

KARL graduates become part of an alumni network and have gone on to serve in the state legislature, farm organizations, agribusinesses and community government and organizations.

The program is for anyone who wants to learn more about our state, country and global entities, especially as they pertain to agriculture and rural communities. KARL participants will also learn ways to enhance their communication skills and broaden their circle of friends and business connections.

Once applications close, a list of finalists will be interviewed by a selection committee in May and the new class roster will be announced on June 1.

KARL is a member of the International Association of Programs for Agricultural Leaders. IAPAL has member associations in 40 states and multiple countries.

United in their commitment to addressing the critical shortage of nursing professionals in Kansas and the nation, Fort Hays State University and the presidents of 11 Kansas community colleges signed a memorandum of understanding today on a new guaranteed admission program ensuring Kansas community college nursing graduates admission to FHSU. The event took place in the State Capital Building in Topeka. The presidents were joined by Senate Majority Leader Larry Allen, state Senator Rick Billinger, and state representatives Barbara Wasinger, Ken Rahjes, Dr. Bill Clifford,and Dr. Ron Bryce.

Data from the National Council of State Boards of Nursing indicates that 100,000 nurses left the workforce during the pandemic. The Kansas Department of Labor's 2022 Occupational Outlook report shows by&nbsp;2026, the state will face a shortfall of more than 18,000 registered nurses. The impact in rural Kansas is especially dire, and hospitals now face nursing shortages that could lead to closures.

“This workforce-focused partnership is an example of Kansas higher education at its best,” FHSU President Tisa Mason said. “While this guaranteed admission program in nursing is new, our long-standing partnerships with Kansas’ community colleges have contributed greatly to the quality of higher education in our state.”&nbsp;

Under the terms of the memorandum, FHSU will provide guaranteed admission to students who have completed an accredited nursing program, hold a current Registered Nurse license, and meet all other FHSU admission requirements. The signing of this agreement follows a recent approval by the Kansas State Board of Nursing for the university to move from 65 to 90 students admitted per year to the Bachelor of Science in Nursing program.

Heather Morgan, executive director of the Kansas Association of Community Colleges, framed this partnership as an excellent opportunity to expand student access and affordability across Kansas.

“Under this agreement, our students will enjoy a seamless opportunity to advance in their nursing careers, secure in the knowledge that they will be accepted into the FHSU BSN program,” Morgan said.

The RN to BSN program at FHSU plays an integral role in advancing the education of nurses from across Kansas and the U.S. The BSN degree opens the door to higher-level degrees, including FHSU's Master in Nursing Education or Nursing Administration or the Doctor of Nursing Practice degree that allows a nursing professional to become a Family Nurse Practitioner.

“Our faculty do an amazing job of listening to students and employers, with a continual goal to keep courses engaging and impactful,” said FHSU Department of Nursing Chairwoman Dr. Jenny Manry. “We are excited to launch this partnership, and we look forward to the opportunity to&nbsp;better serve nursing students from across Kansas.”

Hays property owners asked to remove snow from around water meters before Monday

An agreement for the R9 water pipeline easement acquisition services was approved by the Hays City Commission during its Jan. 11 meeting.&nbsp;

The recommendation came from John Braun, R9 project manager, for the low bid of&nbsp;$1,079,374 by O. R. Colan Associates, Charlotte, N.C., to be funded out of the water sales tax reserve fund.

The city will pay another $29,000 for the lease of the company's propriety computer program.

Construction of the 66-mile pipeline will run from the cities of Hays and Russell's wellfield at the R9 in Edwards County to the Hays Smoky Hill River water wellfield south of Schoenchen.

The bid proposals were reviewed by the city's project engineer Burns &amp; McDonnell, Kansas City, as well as city staff.

According to references contacted by the city, "... ORC is not noted for sending [land] tracts excessively for condemnation," Braun said. "We also discussed the rate of diminishing returns, which is sometimes involved in the negotiating process. Someone who doesn't sign the paperwork within 90 days probably isn't going to come to an agreement within 120 days. Many times, they don't actually sign until the city or whatever the entity is, actually files the intent to condemn, and that's the incentive for [the entity] to take action.

"So we feel ORC's proposal is in the best interest of the city."

Survey notifications are to begin this month, although actual surveying is subject to weather conditions.&nbsp;

Land appraisals through a consultant hired by the Hays city attorney's office would be done in May and June of 2024.

Offers to land owners will be made by the end of August and acquisition of easements will be completed by the end of the year.&nbsp;&nbsp;

Any parcels not acquired by Dec. 31, 2024, would be turned over for consideration of condemnation.

"That would provide adequate timing for construction bids in June and July 2025," Braun said. "The construction phase and crop damage settlements would begin in the fall of 2025."

Construction of Hays' third fire station, 1732 W. 41st St., is expected to be completed in March. Commissioners approved a budget of  $280,500 for the purchase of fixtures, furnishings and equipment.&nbsp; Most of the money — $200,000 — will come from the city's share of the Ellis County ¼ cent sales tax. The remaining $80,500 is from the city's 2010 sale of its property near 33rd Street and Sherman Avenue.&nbsp;

Public Works Director Jesse Rohr recommended awarding a bid for four Freightliner Model 108SD dump trucks for the service division to Truck Center Companies, Wichita, for $804,525, which was approved by the commission.&nbsp; The money will come from the new equipment reserve fund. Each truck is equipped with a snowplow, two have sand/salt spreaders, and one has a brine applicator.&nbsp;

Commissioners also approved Rohr's requests for a general nuisance abatement at 409 Riley St. and a demolition abatement for 3809 Post Road.

In resident comments at the beginning of the meeting, a resident requested the city investigate allowing the use of golf carts on Hays streets. Commissioners asked city staff to gather relevant information for discussion at a future work session.

Mayor Shaun Musil was absent from the meeting, which was lead by Vice-Mayor Sandy Jacobs.&nbsp;

R9 Ranch project moves ahead with pipeline easement acquisitions for Hays, Russell

We understand the significant impact of high property taxes on our valued residents and local businesses. The Russell City Council and dedicated city staff are fully committed to alleviating this burden. We want to highlight the tireless efforts of the city of Russell's leadership in keeping property taxes as low as possible, and we urge our fellow citizens to join us in advocating for a change that will make a real difference in our community.

Our city council is dedicated to making informed decisions that align with the needs and values of our residents. Each year, they face the challenge of balancing various costs against perceived benefits while crafting a budget that serves Russell's best interests. Russell has a track record of prudent fiscal management, consistently prioritizing the community's needs and values.

In 2014, our city's property tax revenue stood at $1,612,623. By 2023, it had only modestly increased to $1,776,467, reflecting a 9.2 percent rise over a decade. However, this increase pales compared to the cumulative inflation rate of 27.90 percent during the same period. Had we merely kept up with inflation, we would have had to collect $2,062,499 in property taxes to maintain the same purchasing power as in 2014. We have been well below this threshold, underscoring our efficient resource utilization. This includes strategic staff alignment, cost-effective solutions, and a relentless pursuit of alternate funding sources, such as grants, which have brought over $30 million to our city over the past decade.

Despite our efforts, property taxes continue to concern our community, and we firmly believe more can be done to lower them. One effective solution unavailable for the past 20 years is the Local Ad Valorem Tax Reduction Fund (LAVTR).

The LAVTR, established in 1965, mandates that a portion of sales tax, compensating use tax, and local share of certain taxes collected by the state of Kansas should be returned to local governments. These funds can be used to reduce property tax levies, providing genuine cost savings for our citizens. Unfortunately, this partnership was effectively canceled in 2003 when the Kansas Legislature ceased allocating funds, a practice that continues today. As a result, local governments have missed out on over $1.7 billion in revenues collected by the state, effectively causing taxpayers to pay these taxes twice, once at the store and then again with their property taxes.

Additionally, in 2006, the Kansas Legislature exempted new machinery and equipment (M&amp;E) from property taxation, and while the LAVTR fund was partially reinstated to mitigate the impact on local budgets, cities and counties did not receive LAVTR payments.

Russell's ability to avoid raising property taxes in line with inflation is becoming increasingly challenging. The loss of other funding streams and rising materials and labor costs mirror our residents' household and business budget challenges. 

We credit our ability to maintain a steady mill levy to the dedication of the city council, the pursuit of alternate funding sources like grants, and our efficient resource management. Over the last decade, the city has secured over $30 million in grant funds, enabling vital infrastructure projects, equipment purchases, and quality-of-life improvements that would have otherwise been out of reach.

However, we have reached a point where we can no longer do more with less. The escalating costs of serving our community demand action. The Kansas Legislature must fund LAVTR and provide genuine property tax relief to our residents and businesses.

The May 2023 memo from the State’s Consensus Revenue Estimating Group predicts a substantial increase in tax collections by the state for FY2024, along with a significant ending balance in the state general fund and a deposit into the budget stabilization fund. These predictions present a unique opportunity for the Kansas Legislature to make a real difference in the lives of taxpayers and local governments.

Recent legislative attempts to lower property taxes have proven ineffective. However, funding LAVTR offers a promising solution. By supporting LAVTR, the Legislature would acknowledge the dedication of the city council, which empathizes with the challenges faced by taxpayers and has consistently strived to keep property taxes stable while delivering essential services to our community. 

We believe that by working together at the state, county and city levels, we can address the issues surrounding Kansas's tax base, secure funding for LAVTR, and responsibly manage the property tax burden on our fellow Kansans. Russ Tuttle's Stop Trafficking Project coming to Ness City

The Kansas Department of Transportation has reopened all lanes of I-70 in central and western Kansas. The interstate was previously closed because of limited visibility and crashes blocking the driving lanes.
