Barton Community College announces summer 2024 graduates

The Kansas Department of Transportation expects to begin work on the first phase of a modernization project on approximately 6 miles of K-23 in Sheridan County the week of Sept. 30.

The project will involve full-depth reconstruction of the pavement&nbsp;<a>into a 30-foot paved surface with 3-foot turf shoulders</a>&nbsp;starting near Road 70S and extending north to Walnut Avenue in Hoxie. The bridges spanning Sand Creek and the South Fork Solomon River will also be replaced.

Work will be phased across multiple construction seasons, with most activity occurring off of the roadway in 2024. Daily lane closures may be necessary at times, and traffic will be directed by flaggers in those instances.

<a>KDOT plans to close the highway in March 2025 and reopen in late fall.&nbsp;</a>A state route detour will be in effect during the closure. More information about the closure and detour will be provided at a later date.

The project is expected to be fully completed in early 2026.

The project is part of KDOT’s Eisenhower Legacy Transportation Program, known as IKE. Sporer Land Development of Oakley is the primary contractor with a total contract cost of approximately $19 million. This conference is for owners of agriculture land who did not necessarily grow up on the farm or those who inherited a farm and do not know where to start on how to handle being a landowner and working with a tenant.

Topics presented will be land values and trends, landowner-tenant communication, estate planning, wind and solar leases, hunting leases, carbon credits, conservation programs, farm economy outlook and more.

Kansas Landowner Conference is Oct. 10-11

The second most prolific crude-oil producing state in the U.S. has canceled dozens of planned wastewater injection wells. 

New Mexico has been rattled by a string of felt earthquakes in recent months, and a new study has uncovered thousands of quakes that have gone unfelt and undetected. The state pulled the plug on 75 new disposal wells along its southern border with Texas. Operators planned to inject 2.3 million barrels of brine into the earth each day at the facilities. 

According to the report, an average of about four barrels of wastewater are produced with each barrel of oil extracted in New Mexico.

Russia is shipping black gold on blacklisted ships, in defiance of Western sanctions. 

Since April, Russian ports have loaded petroleum cargoes onto at least 17 ships that have been restricted by the West, according to Bloomberg ship tracking data. 

Over the last several months Moscow appears to have ramped up its use of sanctioned vessels. A dozen of them took on cargoes of Russian crude and products in August and September, up from just one sanctioned ship noted in April.

The Energy Department reported another million barrels barrels in refills to the Strategic Petroleum Reserve (SPR) in the last two weeks. SPR inventories total 381 million barrels as of September 13. That's up more than 29 million barrels from a year ago. 

Reuters reports the administration will announce another six million barrels in refill purchases for delivery early next year.&nbsp; So far more than 50 million barrels have been added back into the SPR since the sale two years ago of more than 180 million barrels.

Commercial crude inventories dropped by 1.6 million barrels last week. 

Stockpiles are about four percent below the five year average for this time of year. U.S. crude production drops slightly to 13,211,000 barrels per day. Since last October, weekly U.S. crude oil production has dropped below 13 million barrels per day only once, during a widespread winter weather event in January.

Crude oil imports outpaced exports by 1.7 million barrels per day last week.&nbsp;Petroleum product imports lagged behind exports by more than five million barrels.

U.S. crude imports averaged 6.3 million barrels a day, down more than half a million barrels from last week. The four-week average is down more than seven percent from the same four weeks last year. 

Crude imports are down nearly half a million barrels a day from a year ago, and nearly 200-thousand daily barrels from two years ago.

The government reports crude exports of more than 4.5 million barrels a day, up nearly 1.3 million from a week ago but down half a million daily barrels from a year ago.

The Rotary Rig Count from Baker Hughes is down one gas rig for a total of 588 nationwide. The tally in Texas was up two rigs from a week ago, while New Mexico, Louisiana, Utah and Colorado were each down one rig.

The Kansas Rig Count From Independent Oil And Gas Service shows nine active rigs in eastern Kansas, down two, and 13 west of Wichita, which is unchanged. The tally is down 8% on the week, down 31% from a month ago, and down 39% from a year ago.

Kansas regulators okayed 19 new drilling locations last week, with eight in western Kansas, including two new drilling locations in Stafford County. That’s 752 permits so far this year. 

Independent Oil and Gas Service reports 23 new well completions, with 13 in western Kansas, with one in Ellis County. That’s 964 completions so far this year.

Since April, Russian ports have loaded petroleum cargoes onto at least 17 ships that have been restricted by the West, according to Bloomberg ship tracking data. Over the last several months Moscow appears to have ramped up its use of sanctioned vessels. A dozen of them took on cargoes of Russian crude and products in August and September, up from just one sanctioned ship noted in April.The Energy Department reported another million barrels barrels in refills to the Strategic Petroleum Reserve (SPR) in the last two weeks. SPR inventories total 381 million barrels as of September 13. That's up more than 29 million barrels from a year ago. Reuters reports the administration will announce another six million barrels in refill purchases for delivery early next year.&nbsp; So far more than 50 million barrels have been added back into the SPR since the sale two years ago of more than 180 million barrels.Commercial crude inventories dropped by 1.6 million barrels last week. Stockpiles are about four percent below the five year average for this time of year. U.S. crude production drops slightly to 13,211,000 barrels per day. Since last October, weekly U.S. crude oil production has dropped below 13 million barrels per day only once, during a widespread winter weather event in January.Crude oil imports outpaced exports by 1.7 million barrels per day last week.&nbsp;Petroleum product imports lagged behind exports by more than five million barrels.U.S. crude imports averaged 6.3 million barrels a day, down more than half a million barrels from last week. The four-week average is down more than seven percent from the same four weeks last year. Crude imports are down nearly half a million barrels a day from a year ago, and nearly 200-thousand daily barrels from two years ago.The government reports crude exports of more than 4.5 million barrels a day, up nearly 1.3 million from a week ago but down half a million daily barrels from a year ago.The Rotary Rig Count from Baker Hughes is down one gas rig for a total of 588 nationwide. The tally in Texas was up two rigs from a week ago, while New Mexico, Louisiana, Utah and Colorado were each down one rig.The Kansas Rig Count From Independent Oil And Gas Service shows nine active rigs in eastern Kansas, down two, and 13 west of Wichita, which is unchanged. The tally is down 8% on the week, down 31% from a month ago, and down 39% from a year ago.Kansas regulators okayed 19 new drilling locations last week, with eight in western Kansas, including two new drilling locations in Stafford County. That’s 752 permits so far this year. Independent Oil and Gas Service reports 23 new well completions, with 13 in western Kansas, with one in Ellis County. That’s 964 completions so far this year.

She was professor at Fort Hays State University, been an anchor on local television with KAYS-TV, KBSH,and ECTV.

You can hear her on all Hays Eagle Radio stations as she does the local news.

 You can find her Thursday nights covering city commission meetings. 

She is currently on the United Way board and a member of Women Who Lead to name a few. 

Becky has won numerous awards over the years, the most recent are as follows: 2024 KAB honorable for multimedia reporting; 2023 KAB first place for multimedia reporting, second place for complete newscast and honorable mention for a special program; 2022 KPA first place for best story originating from a public notice, and 2022 KAB honorable mention for complete newscast.

She has done so much more throughout her career.

Kiser retirement reception set for Thursday

The Hays USD 489 school board approved a guaranteed maximum price of $14.49 million for the O'Loughlin Elementary School renovation and addition at its meeting on Monday.

The school board members asked representatives of DLR, the district's architect, about the cost of the project and the remaining bond projects.

A new high school is being built as part of $145 million in bond projects. The current high school will be converted into a middle school, and the middle school will be converted into an elementary school. An addition and renovation at Roosevelt Elementary School is close to being completed.

Lincoln Elementary School will close in May, and the district plans to close Wilson Elementary School as well. Upon the closure of the Rockwell Administration Center, that building will likely be used as an administrative office.

The former middle school will become Felten Elementary School. The main change at the Felten will be the addition of en-suite bathrooms to the kindergarten and first-grade classrooms.

The kindergarten and first-grade classrooms also will receive paint and other light renovations.

Board member Jayme Goetz expressed concerns about the school's plumbing.

Superintendent Ron Wilson said staff are not aware of any current plumbing problems. The DLR representative said a site visit is performed before the contract goes to bid.

The estimated cost for the project will be $3.8 million.

The project has a built-in 5% contingency fund.

Work on the new high school is set to be completed in August 2025. Work on the old high school is set to begin in summer 2025, with completion anticipated in six to eight months.

In the current high school, walls for several small classrooms will be moved to create larger classrooms.

The classrooms that will be enlarged will also receive light renovations, including flooring and paint.

The typical classroom in the former high school is about 624 square feet. New classrooms being built today average 800 to 900 square feet.

The district has budgeted $6.9 million for the renovations of the current high school. It has already spent $3.6 million to replace the HVAC system, and the rest of the renovations will cost an estimated $3.3 million.

All three projects are within the budget for the bond.

"I don't think we have wisely been using money," board member Derek Yarmer said. "I don't feel we've made the plans for the next step."

"We've spent this money here, and whatever we have left, we have left," he said.

He added, "I think we overspent in areas we didn't need to. We are still leaving things subpar."

Board member Allen Park said he thought the light renovations could be done by district maintenance staff to save money.&nbsp;

He also said he thought the community and board should have been more involved in the planning process for Felten, the new middle school and O'Loughlin.

The price for the O'Loughlin project passed on a vote of 5-2, with Yarmer and Park voting against it.

Scholarships awarded from Kansas health care organizations

As an Ag agent for KSRE over these past ten years, I have made countless home visits for individuals with tree issues. There are many reasons a tree can have problems. The drought we lived through these past few years has taken its toll on our trees, to the other extreme the heavy rains and flooding that occurred in Barton County around 2019 also caused significant damage to our trees. These environmental conditions are unpreventable but, giving your tree a little extra TLC for some time after can help your tree stay healthy for a long time after such events.

If your tree falters and dies what should you do? What type of tree should be the replacement? Here are some observations I have seen over time to help you find the right tree for the area you want to plant.

First of all, take a look at the site you wish to plant and observe the surroundings. How close to buildings are you? Are there powerlines above that area? What other obstacles will the tree encounter as it grows? One example is powerlines. If you have some in the area you wish to plant, you will want to chose a tree that won’t grow as tall as to interfere with them.Soil type is also important. Most trees prefer moist, well drained soils. Knowing your soil type and how your landscape is in various conditions will help you find a tree that will thrive in your yard.

Another question you need to address: what types of diseases and what insects are prone to the type of tree you are looking to plant? The Red Maple for example is a popular choice for a landscape tree with its vibrant fall color but, the tree has several issues in our area. The soil pH in our region tends to be high causing iron to be tied up chemically. As maples need more iron than other trees, they become chlorotic. This hinders chlorophyll production and causes the leaves to turn yellow. This in turn causes the tree to be unable to make its own nutrients and eventually it causes the tree to decline and die. If you want a Maple tree be prepared to treat the tree with an iron supplement as it ages and shows symptoms. Maples also tend to have poor branching, so early pruning and extra care as its ages is very important to have a tree that will be around for years to come.

The Kansas Forest Service has a publication for each region of Kansas that rates trees for environmental and landscape attributes to help you select the right tree for the place you want to plant. Science Cafe to present 'The Watersmart Landscape'

Area unemployment rates in northwest Kansas were up slightly again in August.&nbsp;

Russell County's jobless rate jumped to 5.9% from 3.9% in July, Osborne County's rate was up to 5.1% in August up from 3.7% in July.

Ellis County's unemployment dropped slightly from 3.2% in July to 3% in August. Trego County's jobless rate dropped slightly from 4.3% in July to 3.8% in August.

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 3.3% in August for the state. This is an increase from 3.2% in July and an increase from 2.6% in August 2023.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment was unchanged from July. Total nonfarm includes private sector and government employers. Private sector jobs&nbsp;decreased by 3,500 over the month, while government increased by 3,500.

Since August 2023&nbsp;Kansas' seasonally adjusted total nonfarm jobs have increased by 20,000. This change is due to an increase of 18,500 private sector jobs and an increase of 1,500 government jobs.

Technical Note:&nbsp;This release includes nonfarm jobs and labor force estimates for August 2024, which are produced using data from two monthly surveys. Data for nonfarm job estimates is collected through a survey of employers while the main input for labor force estimates is a survey of households. Data collected for this report references the week including Aug. 12.

Ellis County's jobless rate declines slightly in August

The Hays USD 489 school board will consider the scope of the bond project for O'Loughlin Elementary School at 6:30 p.m. today at the Rockwell Administration Center.

The issue was tabled at the board's last meeting because some board members said they wanted to know more about the cost of the remaining work at the new Hays Middle School and Felten Elementary School before proceeding.

The board is set to vote on a guaranteed maximum price of&nbsp;$14.49 million from Nabholz Construction.

The board will also consider bids from Vogts Construction for $685,000 to build a bathroom/concessions building at the Hays Middle School Field/JV. The cost will also include $68,700 to pay HTK Architects for the project's design, bidding and construction administration, for a total of $753,700.

The board will also consider&nbsp;$763,449 to fund a portion of the improvements to 13th Street needed for the new high school and the relocation of Hays Middle School.

The city of Hays will pay a portion to improve the  East 13th Street corridor from Canterbury to Commerce.

Lincoln students will be relocated to other district schools, including Felten Elementary School, which is now Hays Middle School.

The board will discuss the future of the building.
