Two delegates from the 2025 session of the <a href="https://ksbstate.org/">American Legion Boys State of Kansas</a> have been elected by their peers to represent Kansas Boys State as senators at <a href="https://www.legion.org/boysnation/">Boys Nation</a> this summer. The announcement was made this morning during an assembly at Kansas State University in Manhattan.

Tristan Jenkins, a resident of Olathe, Kan., and a senior-to-be at Olathe South High School, and Garrett Li, a resident of Overland Park, Kan., and a senior-to-be at Olathe North High School will attend Boys Nation, Friday, July 18 through Saturday, July 26, at Marymount University in Arlington, Va. Earlier in the week Li was elected as the Kansas Boys State governor

Jared Tucker, a resident of Fall River, Kan., and a senior-to-be at West Elk High School in Howard, Kan., and Louis McVey, a resident of Otis, Kan., and a senior-to-be at Otis-Bison High School, were elected as the first alternate and second alternate, respectively.

At Boys Nation, Jenkins and Li will join representatives from each of the 49 Boys State programs across the country (Hawaii does not have a Boys State program) to receive an education on the structure and function of federal government. At the event, each delegate acts as a senator from his Boys State. The young lawmakers caucus at the beginning of the session, then organize into committees and conduct hearings on bills submitted by program delegates. Senators also learn the proper method of handling bills, according to U.S. Senate rules.

Participation in the political process is emphasized throughout the week, including organization of party conventions, and nominating and electing a president and vice president. The week of government training also includes lectures, forums and visits to federal agencies, national shrines, institutions, memorials and historical sites. On Capitol Hill, Boys Nation senators meet with elected officials from their home states.

Kansas Boys State provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government and the price paid by members of the military to preserve democracy.

One of the buzzwords of the 2000’s is “hack.” Now hack can mean something very bad, like your computer getting “hacked,” meaning someone has digitally broken into your information and now everyone in the township somehow knows the secret recipe for Aunt Agnes’s famous potato salad and Uncle Oscar’s deer jerky marinade, (even though they were both written on the inside of the kitchen cabinet door.) “Hack” can also mean a DIY shortcut of some sort, like how to use a roman candle to light the neighbor’s wheat stubble on fire without even leaving your yard. But I digress, so now on to some hunter hacks I found, and some hunter hacks of my own.

More has probably been written about different ways to start a campfire than about any other outdoor subject. First off, no one in the crowd I hang with is gonna’ have need of a campfire except for rare camping trips with the family, then we’ll start our fires with those neat gizmos called matches and lighters. We all have Little Buddy propane heaters in our deer blinds, and none of us have the ambition to climb Mount Everest or do anything where emergency campfires might be needed. Never-the-less, I found hacks about using corn chips and crayons as fire starters. Sure, they work fine, but what self respecting hunter is going to waste good corn chips to start a fire. Eat the chips and light the empty bag, it works just as well. And as far as lighting crayons to start a campfire, once again it works great and they burn for a long time, but no hunter worth their jerky would dream of wasting a perfectly good crayon just to start a fire. They should be kept for things of greater importance like scribbling messages and phone numbers on the wall of your deer blind or for labeling packages of meat in the freezer so you can tell this year’s venison back strap from the muskrat meat kept for next year’s coyote bait.

 Another interesting campfire starting hack I found involves dryer lint; it seems dryer lint burns very well and starts very easily. It can be stuffed into empty toilet paper tubes or merely carried in a Ziploc bag and used right from there. Now we’re talkin’, something we all can relate to. I mean who doesn’t save all their dryer lint and empty toilet paper tubes? Instead of emptying them into the recycle container and trash every couple years, make fire starters from them! But in all my trolling of the almighty internet I did not find one reference to the most trustworthy tried-and-true method of starting a campfire ever, even used by our Native American forefathers. From anywhere in Kansas, you would have to travel forever to deer hunt where there are no cattle nearby, SO LIGHT A DRY COW TURD.

The next most talked about topic in the outdoors, especially relating to survival, is how to build a shelter. Let me offer a hillbilly hack for building a shelter. All hillbilly outdoorsmen worth their pork rinds will have a serious collection of tarps, and what a better use for a tarp than an emergency shelter. Harbor Freight has them in all sizes and you can occasionally get a small one “free with any purchase,” so there’s absolutely no excuse for not having one to carry with you on all outdoor excursions. A word of caution here; it’s not in your best interest to remove the tarp covering the hole in your trailer house roof. Anyway, there are a variety of ways to deploy your tarp/shelter. If you’re fishing, I’m sure you’ll have dynamite with you, so merely drop a stick into a small hole you dig in the ground, light her up and you’ll soon have a nice cave that you can crawl into and cover with your tarp.

No friend of mine would be caught dead on a hunting or fishing trip without a menagerie of plastic five-gallon buckets, and the uses for them as hillbilly hunter hacks are endless. You can buy kits to turn one into a “luggable loo,” and even cut a notch lengthways in a pool noodle and snap it around the top for a soft seat while you heed nature’s call. Spray paint a few more green, drill a small hole at the bottom and put them at the base of each “illegal pharmaceutical” plant you “just happened to find growing” along the river as a way to water those beauties. Five-gallon buckets make great hillbilly mouse traps too, for the deer blind or even the living room. On each side of the bucket near the top, drill a hole big enough for a broom handle to slide through and fit loosely enough to spin. Fill the bucket with water or used motor oil (which I’m sure you will have by the barrel-full,) put a glob of peanut butter in the middle of the broom handle and viola; when a mouse walks the broom handle to get the peanut butter, it will spin and dump the little blighter into the slurry below. If you keep the TV volume low enough you can hear the splash each time and reward the cat with a live mouse.

I’m certain the list of hillbilly hacks, whether for hunting or not is endless, and I’ve probably just scratched the surface here. Maybe another book is in order, “Hillbilly Hunter Hacks for the Deer Blind, Boat and Living Room.” For all my loyal readers who want one, let me know and I’ll reserve you a signed copy. Exploring Outdoor Kansas: Hillbilly hunter hacks

The Hays City Commission on Thursday approved a $5.9 million contract with PWC to renovate the former Astra Bank building, 1100 Fort, into a new police/municipal court facility.

PWC, Hays, was awarded the design-build contract for a guaranteed maximum price. The project will provide the police station with more than twice the operational space it has. The city currently rents space from the county. 

The new facility will give the city room for growth. The space should be adequate for about 20 years. If the city needs to expand further, it could build in the lot's courtyard, which would extend the building's life by another 30 years.

Mayor Sandy Jacobs lauded the project, saying it is saving taxpayers about $4.5 million compared to building a new facility from the ground up.

Hays Police Chief Don Scheibler said, "When we started the project, we wanted to do it right. We wanted to have space for future growth and keep on budget."

"We are very happy with where we are at," he said of the project.

Astra Bank is constructing a new facility at 27th and Main, which is expected to be open by Sept. 1.

The commission approved new cemetery fees, with most doubling in price.

Jeff Boyle, director of Parks, said the fees had not been updated in about 20 years. Most of the fees were below the cost of the services.

The proposed prices will place the city near the middle of the pack in terms of other Kansas communities of the same size.

However, Boyle said the fees are still only at about a break-even point. He said the cemetery is still operating at a deficit.

The new fee structure will bring the average burial and headstone placement cost to $1,040.

Jacobs said the city needs to continue reviewing fees for all departments so the community is not faced with such significant increases.

The other commissioners agreed, saying they appreciated the review, but hoped fee increases could be more gradual in the future.

The city commission approved a low bid for a new LED marquee sign for the Hays Convention and Visitors Bureau, 2700 Vine.

The old sign was built to last eight years and lasted 16, said Melissa Dixon, CVB executive director. The deteriorated sign, installed in 2007, has been dark for two years. Dixon said the message software is no longer supported.

Commercial Sign, Hays, was the low bidder at $44,773.

About 18,000 vehicles per day pass through the intersection of 27th and Vine streets.

Dixon said the sign was the first impression Hays gave most visitors.

Jacobs said it is a great way to tell the Hays story.

The city will pay a 30% increase in the premium for its 2025-2026 property/liability insurance policy renewal.&nbsp;

Kim Rupp, finance director, said the city has experienced major claims from wind and hail over the last few years, which have driven up the cost of insurance.

The city's property was recently revalued, which also contributed to the increase.

Rupp said the staff intends to actively pursue the remarketing process for the renewal in 2026-2027, including an examination of hybrid coverage and self-funding.

The commission was slated to discuss backyard chickens during its next work session, but has pushed that agenda item into July to allow all of the commission members to be present.

NORTON — The Kansas Department of Transportation will begin work on a bridge repair project along U.S. 36 in Cheyenne County the week of June 16.

Crews will be repairing the South Fork Republican River bridge located approximately 1.5 miles west of St. Francis. Traffic will be reduced to one lane through the work zone and directed by a temporary traffic signal. Motorists should anticipate delays of up to 15 minutes during the project. 

Work is expected to be completed in September, conditions permitting.

PBX Corporation, of Salpulpa, Oklahoma, is the primary contractor with a total contract cost of approximately $345,000.

Repairs planned on U.S. 36 bridge near St. Francis

On April 4th, Governor Kelly vetoed a bill that asked the federal government to ban the use of SNAP, commonly called food stamps, for purchases of candy and pop. The bill instructed the Kansas Department of Children and Families (DCF) to request a waiver from the U.S. Department of Agriculture to eliminate the items.

 Curiously, Kelly’s veto message echoed the concerns of the beverage and candy industries. “This bill is wrong,” Kelly wrote. “Not only would it make it more difficult for Kansans to access the food they need to feed their families, it would also harm Kansas businesses.” Stranger, Kelly had already requested the waiver asking the federal government to exclude candy and pop – two days prior to her veto.

However, Republicans, not willing to concede, devised a workaround, attaching the SNAP language to a budget proviso that required DCF to request the waiver. If DCF failed to act, funding for SUN Bucks, the program that provides school meals for low-income children, would be withheld. DCF promptly submitted the request and SUN Bucks funds were released.

In a rational world, Kelly backs the bill. Kansas’s troubling health outcomes should not be ignored. The science linking sugary drinks to adverse health effects is well-documented.

Democrats are in fact leaders on nutrition policy. It was New York city’s left-leaning board of health that enacted the nation’s strictest ban on trans-fat in 2006. Democrat Mayor Bloomberg then proposed a soda ban and Michelle Obama’s Let’s Move! campaign targeted childhood obesity. And now, California Democrats are nearing passage of a bill that would be the first in the nation to ban ultra-processed food in school lunches.

Democrats have also been willing to cut SNAP. In 1996, Bill Clinton signed the 1996 Welfare Reform Act that limited eligibility for food stamps, imposed significant time restrictions, and slashed overall benefits.

Ultimately, Republicans got what they wanted, and Democrats got nothing. Kelly – fair or not – comes across as champion for Coca-Cola and Mars bars.

NATOMA — American Legion Auxiliary Kansas Unit 109 continues the momentum of service throughout the year by taking on great responsibilities in keeping the small, rural community of Natoma vital.

The 157th Memorial Day observance on the High Plains of Kansas, Monday, May 26, gave pause during four community services at the Natoma Catholic, rural; North Immanuel Lutheran, rural; Mt. Herman, Paradise rural; and Natoma City Cemetery. American flags waved above grave sites of each veteran. The American Legion Thomas J. Hogan Post 109 and American Legion Auxiliary Unit 109 with volunteers annually remember each veteran's grave with a flag. 

Natoma Post 109 was named after the first WWI soldier from the area was killed in the Battle of Normandy.

Through the cold rain and high winds, American Legion Post 109 Commander William Workman and Legion Color Guard presented the United States and Legion flags. Welcome by Unit 109 President Jenjer Murphy. Pledge of Allegiance by Chaplain Shawna Dunlap. Each deceased veteran was named by Unit 109 Veteran Archivist, Linda Crawford, with poppies by Lynae Paget and Sophia Robison, Unit 109 junior members. Prayers and memorial message by Pastor Michael Schmidt, Peace Lutheran Church. 

Voices joined in the “National Anthem” and “God Bless America,” heightening the full meaning of freedom’s sacrificial gift by men and women who faithfully served in the United States Armed Forces. Taps on trumpet by Gage Makings closed each memorial service. The North Immanuel Church bell was chimed by Milo Johnson, great-grandson of Korean veteran, Orville Pfortmiller.&nbsp;

Following the four services, the American Legion Auxiliary prepare a dinner and host the event at the American Legion Post 109 Hall.&nbsp;Trinity MacConnell, Unit 109 junior member, gave prayer.

WWII veteran Paul Hofstetter, 99, was recognized for his service.

The 157th Memorial Day continued the legacy of the Auxiliary Unit 109 dedication to support and serve veterans, their families, children, youth, and community.

A clean stock tank with high-quality water promotes healthy livestock. 

Nursing calves have a nine percent higher weight gain when drinking water from a trough rather than from a pond. Poor tasting water can influence forage intake. Drinking more water can mean more efficient forage consumption. 

Viruses, parasites, and bacteria thrive in tanks that are not properly cleaned.&nbsp;

Keeping your stock tank clean can be a challenge in the summer. Warm summer temperatures, abundant sunlight, and nutrients mix together to create ideal conditions for algae growth. Nutrients from slobber, excrement, leaves, or other debris can stimulate harmful algae growth. Algae changes the taste of water, and some types are even toxic, like blue-green algae, which is toxic to livestock. 

Using fencing or other barriers to limit livestock access to ponds can mitigate nutrient introduction. Barriers should be low enough that critters won’t slip underneath.

Most tanks should be drained and cleaned once or twice a year. 

Add one part of household chlorine bleach for 32 parts of water. Let the water sit for 15 minutes. Drain and scrub the tank well. Keep livestock away from the tank for at least 30 minutes after cleaning. Getting the tank empty can be difficult unless the tank has a built-in drain. In the case of no drain, turn the water off and let the livestock drink the water down to a point where it can be managed.

Once the tank is cleaned, there are a few ways to keep it clean. 

First, keep debris (leaves, dead plants) out of the tank. Two ounces of household chlorine bleach to fifty gallons of water weekly will help regulate algae growth. Or, use copper sulfate, an eighth of a teaspoon per hundred gallons.

Goldfish are also an option for algae control. Add four to six goldfish per 100 gallons of tank capacity. Goldfish survive best when the temperature is at least sixty degrees. They need bricks, rocks, or some structure to hide from predators like birds or raccoons. Fish kills are a concern if the water level gets too low and there is not enough oxygen or in the winter when it’s too cold.&nbsp;

Keeping the troughs out of direct sunlight can also help minimize algae growth. 

Freeze-proof troughs, such as floating ball top waterers, work well in cold weather and work to keep water cool in the summer.

The board will also hear a sign size and height variance request from Hays USD 489 for a monument sign at 2300 E. 13th.&nbsp;A public hearing is set for July 21.

🎙Post Podcast: 'No Bummer Summer Challenge'

A hiring freeze that resulted in shortened hours at the National Weather Service office in Goodland has been lifted.

<a href="https://hayspost.com/posts/08853750-be1d-4b80-a0d6-501633d091a1">The freeze, which was implemented by the Trump administration, would have resulted in the office's inability to staff the center 24/7.</a>

The Goodland office covers the tri-state area, including northwest Kansas, southwest Nebraska and northeast Colorado. The weather service office in Dodge City covers Hays.

As employees retired or left for other jobs, the Goodland National Weather Service office had to cease night-time forecasting in May due to staffing shortages.

While the Goodland National Weather Service works to fill these vacancies, the office will be temporarily staffed by a rotation of weather service employees from other offices, returning to 24/7 operations on Sunday.

Jesse Lundquist,&nbsp;warning coordinator meteorologist in Goodland, said Wednesday he was very grateful to the temporary staff who have come from across the country to serve up to two weeks in western Kansas, many of whom are spending time away from their families.

Sen. Jerry Moran, R-Kansas, fought to protect Goodland from federal cuts.

Earlier this month, Moran&nbsp;introduced legislation&nbsp;with Sen. Gary Peters, D-Michigan, to exempt National Weather Service meteorologists from any executive order or memorandum imposing a hiring freeze.

During a recent Senate Appropriations Subcommittee on Commerce, Justice, Science and Related Agencies hearing, Moran&nbsp;questioned Secretary of Commerce Howard Lutnick&nbsp;on the importance of the National Weather Service and making certain safety-critical National Weather Service meteorologists and hydrologists remain protected from federal hiring freezes, according to an email from Moran's office on Thursday.

"Staffing National Weather Service offices, particularly in rural parts of the country, is a constant challenge, and recent staffing shortages have led to some offices, including in Kansas, being unable to provide 24/7 weather forecasting," Moran said in an email to the Hays Post.

"The meteorologists, hydrologists, and technicians maintaining critical equipment at Weather Forecasting Offices are instrumental in keeping our communities safe, particularly as our state continues to face tornado season," Moran said. The Ellis County Fair is seeking volunteers and workers for the upcoming season.

The fair will offer seven nights of ticketed grandstand events, including car races, rodeos and other family-friendly entertainment from July 11 to 19.

"We pretty much wouldn't be able to have the fair unless we have the volunteers to help run it," Pfannenstiel said.

Help is wanted to assist with cattle, manage competition entries, staff the inflatable carnival, direct parking and work in the beer garden.

No special qualifications are needed and community members, especially students needing service hours, are encouraged to help. Volunteers will be provided meals during their shifts.

The minimum age to work at the fair is 14 years for carnival and parking positions, and 18 years for beer garden duties. Some roles are paid.

"If you can come out and give us a couple of hours, we'll take it," Pfannenstiel said.

Help is also needed before and after the fair, primarily for cleanup. Pfannenstiel said preparations begin several weekends ahead of the fair.

Ellis County Fair looking for volunteers

HOXIE – The Main Street Arts Council is proud to announce the return of the Main Street Summer Theater Festival, now celebrating its 10th year of bringing arts education and performance opportunities to youth across northwest Kansas. This year’s festival features a unique twist: the same production, Disney’s Dare to Dream Jr., will be performed by local youth in six different towns—Atwood, Colby, Goodland, Hoxie, Oakley, and Quinter—each offering its own interpretation of the musical revue.

Dare to Dream Jr. follows a group of trainees on their first day at a fictional Walt Disney Imagineering studio, blending songs from Encanto, Coco, Frozen II, and more in a celebration of dreams, teamwork, and creativity. Performances run from June 20 to August 9, with shows scheduled in each of the six communities.

Together, they are joined by choreographers Skylynne Fulwider, Nicole Kibel, and Paige Fulwider. Tori Rucker is directing and choreographing the Quinter production with choreographic assistance from Emery Waldman. MSAC Board Member Jessica Halbleib is assisting with the Oakley production as well. Lydia Pratt is assisting with the Hoxie production.

Supporting this year’s festival are 11 dedicated student interns, whose roles are made possible through the Nex-Generation Round Up for Youth Program. Interns include Kalvin “Kal” Doty, Paige Fulwider, Michael Johnston, Payton Juenemann, Brielle Karnes, Kati Kellogg, Mirari Linin, Rose Lowry, Chelidy Pridey, Hailey Vaughn and Ermelinda Veatch.

In honor of the Arts Council's 10th anniversary, arts council is also premiering a new documentary, Every Town a Stage-The Story of the Main Street Street Arts Council, produced by Ed Lowry of Story Pocket Productions. Funded by the Dane G. Hansen Foundation and the Pete Henry Foundation, the film chronicles the story of the Main Street Arts Council as well as the evolution of the Main Street Summer Theater Festival from its early days to its present-day impact. Free community screenings will take place in all six towns, beginning June 15 in Quinter and Goodland.

Oakley, a native of Wichita, is an acclaimed Broadway performer and singer-songwriter with deep beginnings in regional theater at Music Theatre Wichita. After earning a BFA in Musical Theatre from the University of Michigan, she made her Broadway debut in Wicked (2012) and went on to appear in productions like Annie, Les Misérables, and Evita. Oakley gained national recognition starring as Jenna in the first national tour of Waitress, reprised the role in the West End, and most recently took on Roxie Hart in Chicago on Broadway. In addition to her stage work, she writes and records original music—releasing projects including Don’t Look Back and Repeat—and lends her voice as a coach and voiceover artist, enriching the next generation of performers.

Performances of Dare to Dream Jr. will run from June 20 through August 9.

Unmanned aerial vehicle pesticide applications - What you need to know

There is a good deal of interest in using unmanned aerial vehicles (UAVs) or unmanned aircraft systems (UAS) or drones for the application of pesticides. In this context, a drone is a small, remotely controlled fixed-wing or rotary-wing aircraft. A drone application might be appealing to individuals wanting to spray where it is not practical or desirable to use a traditional spray, or perhaps, for spot spraying. Applications are limited by the size of the payload the unmanned aircraft system is able to carry, and compliance and logistics for such applications can be challenging. If you are someone who is considering using a drone for applications, here is some basic information regarding licenses that you need to know before you apply any pesticides. You should comply with Federal Aviation Administration (FAA) regulations, Kansas Department of Agriculture (KDA) requirements, and pesticide label directions to operate a drone for pesticide spraying.

Federal Aviation Administration (FAA) Regulations - all drone-based chemical applications must adhere to FAA regulations, most of which are described in the Code of Federal Regulations (CFR) under 14 CFR Part 137, which governs the use of aircraft – including drones – to apply agricultural chemicals. In order to <a href="https://www.faa.gov/uas/advanced_operations/dispensing_chemicals">obtain a Part 137 UAS certification</a>, an individual should apply for the necessary exemptions, submit necessary documentation, including drone registration information and the pilot’s agricultural aircraft operator certificate. <a href="https://www.faa.gov/uas/getting_started/register_drone">Drone registration</a> costs $5 and is valid for three years. In addition, a drone operator must have a Remote Pilot Certification, which requires passing an exam and paying a fee. The certification must be renewed every 24 months by training and testing, which is available <a href="https://www.faa.gov/uas/commercial_operators/become_a_drone_pilot#keepCurrent">online </a>at no cost. The testing and training include information about regulations, airspace, weather, and night operations.

Kansas Department of Agriculture (KDA) Requirements - state-level regulations require that proof of drone registration with the FAA be submitted to the KDA, evidence of certification, such as a Remote Pilot Certificate, and additional information. Moreover, the operator must be certified as a commercial pesticide applicator in the appropriate category, such as Agricultural Pest Control, through KDA. The applicator needs to provide the KDA with the make, model, serial number (if applicable), and any other requested information related to the drone and submit a completed and signed application to apply pesticide products. If a drone-based pesticide spray is operated as a business, a Pesticide Business License from KDA is required. This license verifies that the business complies with state regulations regarding pesticide application. Moreover, such a business should complete an application to receive approval before completing such pesticide applications. In order to <a href="https://www.faa.gov/uas/advanced_operations/dispensing_chemicals">obtain a Part 137 UAS certification</a>, an individual should apply for the necessary exemptions, submit necessary documentation, including drone registration information and the pilot’s agricultural aircraft operator certificate. <a href="https://www.faa.gov/uas/getting_started/register_drone">Drone registration</a> costs $5 and is valid for three years. In addition, a drone operator must have a Remote Pilot Certification, which requires passing an exam and paying a fee. The certification must be renewed every 24 months by training and testing, which is available <a href="https://www.faa.gov/uas/commercial_operators/become_a_drone_pilot#keepCurrent">online </a>at no cost. The testing and training include information about regulations, airspace, weather, and night operations.Kansas Department of Agriculture (KDA) Requirements - state-level regulations require that proof of drone registration with the FAA be submitted to the KDA, evidence of certification, such as a Remote Pilot Certificate, and additional information. Moreover, the operator must be certified as a commercial pesticide applicator in the appropriate category, such as Agricultural Pest Control, through KDA. The applicator needs to provide the KDA with the make, model, serial number (if applicable), and any other requested information related to the drone and submit a completed and signed application to apply pesticide products. If a drone-based pesticide spray is operated as a business, a Pesticide Business License from KDA is required. This license verifies that the business complies with state regulations regarding pesticide application. Moreover, such a business should complete an application to receive approval before completing such pesticide applications. Henry O. Fitzthum of Hays, Kansas, has been named to the dean's list in the University of Notre Dame's First Year of Studies for outstanding scholarship during the Spring 2025 semester.

Fitzhum finished with a 4.0 GPA as an Aerospace Engineering major. Through a summer abroad program, he is spending the summer in Rome, Italy.

Students who achieve dean's honors at Notre Dame represent the top 30% of students in their college.
