Three-day weather outlook

Planting is well underway across the Midwest, but farmers are still grappling with dry conditions that led to lower than normal corn yields last fall. It’s the third year of a near historic drought for parts of the Corn Belt.

Mark Mueller’s farm in Bremer County, Iowa, sat within a pocket of extreme drought in the northeast part of the state until a rainy April lifted the area into severe drought.

The fourth generation farmer says last year’s crop was below expectations, and even with recent rains, they're still behind.

Mueller typically plants two-thirds corn and one-third soybeans across his fields. This year, because of the drought, he’s scaling back his corn crop and splitting it closer to 50-50 ratio with his soybeans.

“It’s not quite Corn Belt-wide like it was during the Dust Bowl days,” he says, “but it could also develop into a Dust Bowl-type thing. All it has to do is quit raining tomorrow, and we’ll be dry within a month.”

Planting is well underway across the Midwest and Great Plains, and farmers in several regions are making similar adjustments, as much of the Corn Belt enters a third year of drought. The U.S. Drought Monitor shows significant areas of Kansas and Iowa are in severe drought, while portions of Nebraska, Oklahoma, Missouri, Minnesota and Wisconsin are also affected.

Dennis Todey, director of the USDA’s Midwest Climate Hub, said the area’s been parched for a historically long time.

“We would probably have to go back to some period in the 1950s or even some in the 1930s to compare with what we’ve seen in the way of longevity and precipitation deficit we’re dealing with,” he said.

The dry conditions have extended from Todey’s home base in Ames, Iowa, to Michigan’s Upper Peninsula to as far south as the Ozarks, with a few wet pockets further east in Illinois and Indiana.

Todey says with less precipitation over the past few years, groundwater for corn could be a problem this season, as well.

“Because of the lack of rainfall over a longer period, deeper soil moisture profiles are dry,” he says. “Groundwater is being limited in some areas.”

In Wisconsin, officials said resilient groundwater reservoirs helped bring in better than expected yield last fall, despite dry conditions. But Sam Bibby, a crop educator with the University of Wisconsin Extension, said they can’t rely on that this year.

“If we ended up in a situation like we did last year during the summer, it would certainly be a lot worse than last year just because we are lower on that subsoil moisture,” he said.

The dry conditions are having impacts on livestock producers, as well.

In southeast Missouri, first-generation rancher August Horstmann says they weren’t able to raise their own hay, because of the dry weather. That led him to a tough decision.

“We were buying $108 hay,” he said. “You can only buy so much of that to get by, so we actually destocked 50% of our cow herd last year.”

To lower his feed costs, Horstmann is currently converting entire grazing fields back to native grasses to help keep subsoil moisture and his livestock’s food sources stable. He said so far it’s been a huge success.

“Our planted cover crops haven’t done very well at all,” Horstmann said. “But the native grasses – the old prairies that were here – performed really well in the drought we’ve had.”

Those changes helped Horstmann feel more confident, despite the dry conditions, and he recently bought 80 head of cattle.

“It looks like this is going to be one of our better grazing seasons, and it’s still very dry,” he said.

But in Iowa, where it’s been even drier, state extension field agronomist Terry Basol says they’ll be even more dependent on rainfall this year as the soil has mostly dried out.

And he said there’s a lot of catching up to do.

“Our 30-year average is roughly 30 inches of rain,” he said, “and last year, that total was 13-point-8.”

Despite 4 inches of rain in April, this year’s totals are still about 3 inches short of that. Basol’s concerned about conditions but trusts in the ingenuity of regional producers to make it through the dry spell.

“You have to have some hope, sometimes I call it faith, to get everybody through,” he said. “Growers are resilient, they’ll make it through.”

Drought lingers in parts of the Midwest: ‘You have to have some hope’

EnerSys laid off an undisclosed number of employees at its Hays plant as of the end of April, corporate communications confirmed Thursday.

Lisa Hartman, EnerSys vice president of corporate communications, said the layoff affected employees in various roles and levels, but she did not release the number of affected employees.

"This decision was related to a slowdown in our telecommunications and broadband business, which the industry has been experiencing for several quarters," Hartman said in an email.

EnerSys manufactures batteries for industrial applications. It makes motive power, reserve power, aerospace/defense, and specialty batteries and offers a range of integrated services and systems. The company has sales and service locations throughout the world.

Hartman&nbsp;said the actions were taken as part of a companywide review.

"We believe we have taken the right steps to structure the company and this plant for the current market conditions as well as for when spending in these end markets returns," she said.

EnerSys has connected affected employees in Hays with local resources that specialize in helping people through job transitions, such as job training, resume building and job applications,&nbsp;Hartman said.

Employees also have access to the company's Employee Assistance Program, which provides various resources to help them consider and plan for the next steps.

EnerSys announces layoffs at Hays plant

Hays added a new resident as of Tuesday night.

A new baby bison was born at Frontier Park, marking three babies born this spring.

The park is home to four adult bison cows and one bull.

The bull is Ace. The white cow is Blizzard, and the three brown cows are&nbsp;Black Beauty, Starlight and Spot.&nbsp;

On April 13, a male calf, Firecracker, was born.

On Saturday, Blizzard gave birth to a white male calf that has been named Victor E. Tuesday evening, a female calf named Bisquit was born.

The park staff believes the fourth bison cow is also pregnant and will give birth at any time.

Bison, the national mammal, is the largest mammal in North America.

A bison bull can weigh up to 2,000 pounds and stand 6 feet tall.

Females can weigh about 1,000 pounds and reach a maximum height of about five feet. The calves weigh 30 to 70 pounds at birth.&nbsp;

Bison calves tend to be born from late March through May and are reddish. Their coats slowly turn brown.

In the wild, white calves are rare— about 1 in 10 million births. However, they can be more common with selective breeding.

A white bison is considered&nbsp;sacred&nbsp;or spiritually significant in several&nbsp;Native American cultures and is considered both a blessing and a warning in those traditions.

Jeff Boyle, Hays Parks director, warned visitors not to cross the fences at Frontier Park for safety reasons.

In addition to their size, bison can run up to 35 miles per hour.&nbsp;

Newest baby bison in Hays born Tuesday, new calves include white bison

More development in Hays will be discussed by city commissioners during their Thursday work session.

Two resolutions are being sought for the new location of Vernie's Trux-N-Equip on six acres northwest of the&nbsp;intersection of 48th Street and General Hays Road. It's the site of the former Hays Livestock sales barn.&nbsp;&nbsp;

The developer plans to seek the establishment of a community improvement district and the issuance of industrial revenue bonds for the $2.2 million project.&nbsp;No property tax&nbsp;abatement is requested.

The city also has a request for a $300,000 community development block grant for Chestnut Suites to redevelop&nbsp;1108 North Main in downtown Hays&nbsp;into a new&nbsp;luxury short-term rental Airbnb location.&nbsp;&nbsp;

Also on the <a href="https://ks-hays.civicplus.com/AgendaCenter/ViewFile/Agenda/_05162024-1481">May 16 agenda</a> is consideration of a contract renewal for the city attorney.

The work session begins at 4 p.m. in Hays City Hall, 1507 Main.&nbsp;

Development incentives requested for projects in downtown, north Hays 

Jamie Salter is breathing a little easier these days. "It's good news," she said.

The Hays Regional Airport director confirmed last week that the Federal Aviation Administration has renewed for three years the Essential Air Service contract with SkyWest, operated by United Express.&nbsp;&nbsp;

"We've had their notice to terminate [the service] out there since March 2022.&nbsp; So we are very, very happy to continue that partnership with them," Salter said.

"They were the low bid as well, so that's always nice," she said.&nbsp;

"There was a time when we weren't sure of the future for SkyWest in Hays or the [Essential Air Service] program. In April 2020, we flew 29 passengers. ... There was so much turmoil in the travel industry," Salter said.

She considers SkyWest the frontrunner among the airlines participating in the Essential Air Service program.

"Even weathering the storm of the pandemic, they hung in there the best they could. They didn't want to leave any community they could manage," Salter said.&nbsp;

SkyWest is contractually obligated to fly 12 flights a week at Hays. They fly 14 flights, "so we've got the same schedule every day of the week."

 SkyWest has been in Hays for 10 years.&nbsp;

Salter said the flight schedule has improved and is no longer tagged with Salina.

The early morning flight to Denver returned on April 2, leaving at about 6:30 a.m., with an evening flight arrival time in Hays at&nbsp; 11:06 p.m.

This summer, the daily flight to Chicago will be replaced with a second flight to Denver, departing at about 10:50 a.m.

The Essential Air Service was established to guarantee that small communities served by certificated air carriers before airline deregulation would have a minimal level of scheduled air service.  The U.S. Department of Transportation subsidizes commuter and certified air carriers for about 175 communities.

The return of the early morning flight in Hays has been popular among business and pleasure travelers.

"In April, our boardings were just under 1,100 passengers, a 23% increase over last year. It was the best April we've had since pre-pandemic. In 2019, we flew just over 1,200 passengers in April," Salter said.&nbsp;

Early bookings for May and June are also up.

Hays' airport is classified as a primary non-hub airport.

If more than 10,000 boardings are flown in a year, Hays is eligible to receive a $1 million entitlement from the FAA. The money is typically used for safety, security, and passenger enhancement projects.&nbsp;

Boardings at the Hays Regional Airport are running about 20% higher than they were last year at this time.

Salter is confident enplanements will exceed the 10,000 threshold for 2024.

"Each month has been better than the previous year," she said.

She attributes the expansion of passenger numbers to increased marketing and advertising for the airport, the use of a seasoned airline consultant and the routine flight connections that are back in place for travelers since the COVID pandemic ended.

Salter expects bigger passenger numbers this summer.

"May is normally a big month as are the summer months," she said.

"Utilization [of the air service] is a key factor in maintaining and keeping a great schedule like this."

FAA approves 3-year contract for SkyWest at Hays Regional Airport

An annual ceremony for those who have lost children will take place at 7 p.m. Tuesday, May 21, in the children’s section of Mt. Allen Cemetery.&nbsp; The public is invited to attend. Participants are encouraged to use the south entrance near the children’s area.

The “Avenue of Pinwheels” is for parents who have lost children, regardless of the child’s age. This includes children lost through miscarriage or stillbirth. The service is also for others impacted by a child’s death, including grandparents, aunts, uncles, siblings, friends, and teachers.

The event is sponsored each year by members of the Healing Hearts grief support group at the Center for Life Experience. Organizers emphasized that the ceremony’s purpose is to remember and honor all lost children, not just those buried at Mt. Allen.

At the ceremony, pinwheels will be available free of charge to all participants. People may place a note on their pinwheel with the child’s name and write a personal message. All of the names will be read aloud.

Then the pinwheels will be hammered into the ground by a Healing Hearts volunteer. The pinwheels will be placed in two long rows facing each other, thus creating “The Avenue of Pinwheels.” The ceremony will also include singing and prayers.

After the ceremony, participants are invited to the Center for Life Experience Office, 103C E. 27th&nbsp;St., for refreshments.

The pinwheels will be left up at Mt. Allen until after Memorial Day. Then members of Healing Hearts will pick them up. Organizers will laminate new pinwheels to protect them from the elements. Those who have lost children are invited to Hays ceremony

Campus Compact, a national coalition of colleges and universities working to advance the public purposes of higher education, has named the student civic leaders from 38 states, Washington, D.C., and Mexico, who will make up the 2024-2025 cohort of Newman Civic Fellows. 

Grace McCord, a Fort Hays State University political science major, was named a cohort member.

“I am honored to have been selected as a Newman Civic Fellow, and I can’t wait to step into a community of like-minded students who are also passionate about making their communities better places to live,” McCord said. “The Newman Fellowship offers a platform to translate passion into action, empowering me to be an agent of change in my community and beyond, for which I am incredibly grateful.”

The Newman Civic Fellowship is a yearlong program that recognizes students who stand out for their leadership potential and commitment to creating positive change in communities. 

The fellowship is named for the late Frank Newman, one of Campus Compact’s founders, who was a tireless advocate for civic engagement in higher education. In the spirit of Dr. Newman’s leadership, each fellow is nominated by their campus president or chancellor, who is invited to select one exemplary community-committed student from their campus each year.

Through the fellowship, Campus Compact provides these students with learning and networking opportunities that help to nurture their development as civic leaders. Programming emphasizes personal, professional, and civic growth that can empower them to collaborate effectively across disciplines and create large-scale positive change.

McCord was nominated for this honor by FHSU President Tisa Mason. In her nomination letter, Mason said, “Grace McCord is a dedicated and accomplished student leader who embodies the tenacious Tiger spirit. Our campus is both proud of and grateful for her impactful contributions to our campus community and beyond.”

McCord’s involvement in campus leadership includes service as a senator in the FHSU Student Government Association, the Panhellenic Council, and several community service and faith-based organizations. She is the recipient of myriad honors and scholarships, including the Dane G. Hansen Leader of Tomorrow Scholarship.

The cornerstone of the fellowship is the Annual Convening of Newman Civic Fellows, which offers intensive in-person skill-building and networking over three days. The fellowship also provides fellows with pathways to apply for exclusive opportunities, including mini-grants to help fund community projects, scholarships, and post-graduate opportunities.

FHSU junior named Newman Civic Fellow

Hays Arts Council and Fort Hays Art Department organize and celebrate Art Walks and Galas every year. Attendees expect to view quality art, enjoy live music, and nibble hors d’ oeuvres. Once a year in tiny Grainfield, soon-to-be retired art instructor Ronna Schulz and her students offer Wheatland School District families, patrons, and guests a similar extravaganza.

Ronna’s sister invited me to Ronna’s final Art Preview this year. Over decades, my friend Cindy shared intriguing details, notably that her sister’s students receive multiple regional and national awards every year. Despite knowing the competitive drive Ronna passes on to her students, I had no idea the treat I’d experience.

Keep in mind Wheatland is a 1 A District, constituting several communities and miles of surrounding countryside. Avoid blinking as you drive past so you see the brick secondary facility on Grainfield’s south side of I-70. Its classrooms, athletic fields, and courts serve rural kids. Art teacher Ronna’s credentials include ranch wife, mother of four, now grandmother, one time scout leader, K -12 art teacher, and more. Her lengthy resumé equals or exceeds that of other vibrant souls who make this tiny community thrive.

Growing up as a small-town teacher’s kid, Ronna’s family encouraged participation, education, and creativity on a stringent budget. Each sibling learned to make do and celebrate events with style, leading to epic holidays and weddings. She’s shared those lessons with students to celebrate each years’ accomplishments at the Art Preview.

Walking into the facility, nostrils twitch as luscious scents waft from the kitchen. Bouquets, some acknowledging Ronna’s retirement and others as décor, welcome guests. Two festively-dressed students take tickets, hand out out guest-choice ballots, and offer attendees opportunities to participate in a fundraiser to support the art department.

Down the hall, the gym is not a gym. Young men greet guests with sparkling cider-filled tulip glasses. Along the nearby east wall, display panels and tables showcase secondary art. Nearby, a multi-tiered chocolate fountain surrounded with pretzels, tiny rice-crispy squares, strawberries, and more dipping treats awaits those willing to stand in line. Nearby, suited students normally attired in jeans and boots or tennies offer attendees fresh-brewed coffee.

A table set with black dinnerware framing smiling photos remembers students, one her son, who passed away during Ronna’s tenure as art teacher. Beloved faces and names below photos trigger frantic searches for tissues.

Art students following Emily Post’s Etiquette guidelines elegantly set hundreds of places on tables arranged through the room’s center. South of the tables, artful décor highlights a podium and reveals the music teacher who plays piano all evening.

Elementary school art fills displays and tables near the west wall. Viewers see skill transitions from beginner to accomplished artist as they examine art produced by kindergarteners to 12th graders.

To support their artists, local families and businesses donated silent auction items including gift certificates, art, food items, and more. Contenders good-naturedly battled to stay on top of their bids. Despite Ronna’s retirement, the art department will go on.

Students, following upscale restaurant protocols, served dinner. One server ground fresh parmesan over salads. Brownie sundaes followed roast beef, potatoes, green beans, rolls, and salads. No one left hungry. Student-servers conscientiously poured water and tea over guests’ right shoulders. Obviously, they learned more than art as they put this evening together for families and community.

Following entertainment provided by forensic team members, Ronna honored her students and identified those who won regional and national awards. Several have work hanging in Congressional Offices in Washington D.C. and Kansas.

As she transitions into the next season of her life, Ronna obviously expects Wheatland School Art programs to continue. Heading home into a pastel Kansas sky painted by a master artist fittingly ended this unexpected surprise.

Avoid blinking as you drive past so you see the brick secondary facility on Grainfield’s south side of I-70. Its classrooms, athletic fields, and courts serve rural kids. Art teacher Ronna’s credentials include ranch wife, mother of four, now grandmother, one time scout leader, K -12 art teacher, and more. Her lengthy resumé equals or exceeds that of other vibrant souls who make this tiny community thrive.Growing up as a small-town teacher’s kid, Ronna’s family encouraged participation, education, and creativity on a stringent budget. Each sibling learned to make do and celebrate events with style, leading to epic holidays and weddings. She’s shared those lessons with students to celebrate each years’ accomplishments at the Art Preview.Walking into the facility, nostrils twitch as luscious scents waft from the kitchen. Bouquets, some acknowledging Ronna’s retirement and others as décor, welcome guests. Two festively-dressed students take tickets, hand out out guest-choice ballots, and offer attendees opportunities to participate in a fundraiser to support the art department.Down the hall, the gym is not a gym. Young men greet guests with sparkling cider-filled tulip glasses. Along the nearby east wall, display panels and tables showcase secondary art. Nearby, a multi-tiered chocolate fountain surrounded with pretzels, tiny rice-crispy squares, strawberries, and more dipping treats awaits those willing to stand in line. Nearby, suited students normally attired in jeans and boots or tennies offer attendees fresh-brewed coffee.A table set with black dinnerware framing smiling photos remembers students, one her son, who passed away during Ronna’s tenure as art teacher. Beloved faces and names below photos trigger frantic searches for tissues.Art students following Emily Post’s Etiquette guidelines elegantly set hundreds of places on tables arranged through the room’s center. South of the tables, artful décor highlights a podium and reveals the music teacher who plays piano all evening.Elementary school art fills displays and tables near the west wall. Viewers see skill transitions from beginner to accomplished artist as they examine art produced by kindergarteners to 12th graders.To support their artists, local families and businesses donated silent auction items including gift certificates, art, food items, and more. Contenders good-naturedly battled to stay on top of their bids. Despite Ronna’s retirement, the art department will go on.Students, following upscale restaurant protocols, served dinner. One server ground fresh parmesan over salads. Brownie sundaes followed roast beef, potatoes, green beans, rolls, and salads. No one left hungry. Student-servers conscientiously poured water and tea over guests’ right shoulders. Obviously, they learned more than art as they put this evening together for families and community.Following entertainment provided by forensic team members, Ronna honored her students and identified those who won regional and national awards. Several have work hanging in Congressional Offices in Washington D.C. and Kansas.As she transitions into the next season of her life, Ronna obviously expects Wheatland School Art programs to continue. Heading home into a pastel Kansas sky painted by a master artist fittingly ended this unexpected surprise.

The wheat crop is ahead of schedule and there is a dramatic difference in yield potential in parts of the state that have received moisture and parts that have not. Here, we review some key wheat fungicide considerations.

As of May 2, stripe rust has been detected in 24 Kansas counties. It’s important to note that most of these observations have been at very low or trace levels (Figure 1). You can keep up-to-date with reports here: https://wheat.agpestmonitor.org/. Up until this point, the disease has largely been limited by lack of moisture. Reports in the northwest portion of the state are most concerning, as the crop in this region is still in earlier growth stages, and there is ample time for stripe rust to take hold if the environment stays favorable. There are some counties where stripe rust has been detected on flag leaves at an elevated incidence. These fields should be carefully scouted and may be candidates for fungicide applications.

As a reminder, fungicides have pre-harvest intervals based on growth stages or the number of days before harvest. This publication lists some common fungicides and their pre-harvest intervals: https://bookstore.ksre.ksu.edu/pubs/ep130.pdf. It is always a good idea to consult the label prior to application. We are now fielding questions about the value of a fungicide application in fields that are between flag leaf and flowering growth stages. Here are some factors to consider as we make those decisions:

1. First and foremost, what variety is planted? Varieties rated 3 or below will likely have enough genetic resistance and will not benefit from a fungicide application. Check your variety rating here: https://bookstore.ksre.ksu.edu/pubs/mf991.pdf

2. Has disease been detected in the field? If weather conditions are favorable, fields with already established stripe rust are at the highest risk of the disease increasing in the coming days. K-State research demonstrates that if stripe rust is detected on flag leaves at the heading growth stage, there is a 90% chance your fungicide application will pay off. This is a year when scouting will be critical.

3. What is the crop's yield potential? Does the yield potential justify an application? K-State research has shown that under moderate to high stripe rust pressure, a fungicide application can provide a 10-15% yield benefit. However, in the absence of disease, we

do not expect any economically significant yield benefit from a fungicide application.

4. What kind of moisture has been received? As a reminder, it takes about 10 days from the time of infection to symptom development for stripe rust. Areas that have recently received moisture (Figure 2) and are still in the window for a fungicide application (flag leaf to flowering) should be more mindful of scouting over the coming days.

5. What is the fusarium head scab risk? Fields approaching early flowering with a history of head scab may be able to use a single application to control both diseases this year. All fungicides that are recommended for head scab are also recommended for stripe rust control. The risk of head scab may be elevated in fields that receive rainfall at or around flowering.

Leaf rust has now been reported in Oklahoma but has not taken hold in Kansas. We will continue to monitor for it over the coming weeks..

Another small amount of rain fell in Hays overnight Tuesday.
