Feeding Hays comedy show fundraiser is Saturday

Fort Hays State University earned the renewal of its five-year United States Distance Learning Association (USDLA) Quality Standards certification. The announcement of the recertification comes after an extensive 91-point quality review self-inspection and a site visit by a team of USDLA examiners. USDLA’s Standards of Practice recertification evaluation focused on FHSU Online’s administrative, student support, infrastructure, leadership, management, and teaching and learning practices.

FHSU Assistant Vice President for Enrollment Leadership Dennis King welcomed the five-year recertification.

“USDLA is a rigorous certification that FHSU is committed to because it helps set a high standard for our offerings,” he said. “We are pleased to be one of the few institutions in the nation that meet their rigorous quality standards.”

The USDLA&nbsp;team’s two-day site visit included meetings with more than 30 FHSU faculty, staff, and students, including executive and student affairs leadership, the university’s Teaching Innovation and Learning Technologies (TILT) team, FHSU Online staff and students, Forsyth Library staff, academic department chairs, deans, and the University Marketing group.&nbsp;

FHSU Online Director Kayla Hickel found the process served as a well-deserved recognition for the talented people at FHSU who deliver world-class online learning experiences.

“The best part of the recertification process was engaging in conversations with the USDLA certification team and various groups across campus,” Hickel said. “Our work with USDLA was uplifting and clearly demonstrated that FHSU operates according to the best industry practices and our shared commitment to continuous improvement.” &nbsp;

Three-day weather outlook

While I deal specifically with the 4-H side of the Barton County Fair, there are lots of ways for you to be involved!

The theme for the Barton County Fair is Blue Jeans and Big Dreams and it will be happening June 26th-30th. Exhibits are due to the fairgrounds for most categories on Wednesday, June 26th. Our 4-H members must pre-enter their exhibits while Open Class entries can be entered online ahead of time or on-site on the 26th.

Judging is handled a bit differently for 4-H and Open Class. Consultative judging is used to provide one-on-one feedback about project learning and the exhibit as an important part of the learning opportunity for the 4-H member and all members receive a ribbon on their entry. We use the Danish system for 4-H exhibits which defines a Purple as exemplary, a Blue as above average, a Red as average, and a White as having substantial deficiencies. For Open Class, the judge will evaluate the exhibit item and determine if it receives one of the top three placings awarded per class.

Each year, the Barton County Fair Association has several special award categories for Open Class which tie to the theme. Be on the lookout for the announcements about these and all Open Class opportunities. Open Class offers a youth (16 and younger), Adult (17-65), Senior (65 and better), and a Professional class for those who teach about or make a practice of selling their work.

Entries aren’t open just yet for 4-H or Open Class but keep an eye on bartoncountyfair.com for updates, schedules, and entry information.

PAWNEE COUNTY—A Kansas man accused of child sex crimes made a court appearance in Pawnee County on Monday for a preliminary hearing.

Tyler J. Whitten, 30 of LaCrosse, is charged with rape and aggravated sodomy of a child younger than 14, according to Pawnee County Attorney Doug McNett.

The alleged acts in Pawnee County occurred at a private residence in Larned sometime between Sept. 16, 2021, and March 1, 2023, and were discovered during an investigation by the Rush County Sheriff regarding similar allegations. 

The Kansas Bureau of Investigation is assisting in the investigation at the request of the Rush County Sheriff.

Magistrate Judge Julie Cowell found the state presented sufficient evidence to support two separate felony sexual offenses and bound Whitten over to the higher court. Arraignment has been scheduled for July 18, according to McNett.

Based on the age of the alleged victim, if convicted Whitten faces a mandatory 25 years to life sentence under the Jessica’s Law sentencing provisions. He would also be subject to registration as a sex offender under the Kansas Offender Registration Act.

On July 25, the Kansas Bureau of Investigation arrested Whitten in Rush County. He has been in the custody of the Barton County Sheriff since his arrest.

The Ellis County Fire Department has announced the relaxation of the temporary burn ban in all the unincorporated areas of Ellis County effective immediately.

The burn ban was implemented due to the increasing temperatures, lower levels of humidity, and a long spell without significant measurable moisture. Although Ellis County has not received the forecasted amount of rainfall throughout the county, the ban is being lifted due to the changing conditions.

If the drought continues with the summer temperatures, the burn ban may be implemented again later in the summer.

The federal government's antitrust watchdog has barred Scott Sheffield from taking a seat on the board of directors when Exxon-Mobil buys Pioneer Energy, the giant oil producer Sheffield founded.&nbsp; 

The Federal Trade Commission declined to challenge the $60 billon deal on the condition Sheffield be excluded from the board. The proposed consent order also bars Sheffield from serving in any advisory capacity at Exxon and prohibits the oil giant from appointing any Pioneer employee or director to its board for five years.

The benchmark Nymex crude futures contract dropped a dollar Friday to $78.26 per barrel.&nbsp; By midday Monday, New York crude prices were up a few cents from Friday's close at $78.68 a barrel. London Brent was also slightly higher, trading over $83 by teatime. Kansas Common crude at CHS in McPherson starts the week at $68.50 per barrel after dropping a dollar on Friday.

The Kansas Rig Count from Independent Oil and Gas Service drops by one rig to 17 in western Kansas, with drilling underway on a lease in Russell County Friday. The tally is unchanged at 13 active rigs east of Wichita.

The state approved 13 new drilling locations last week. That's 331 so far this year, compared to 331 last year at this time. There are eight new permits east of Wichita, and five in western Kansas, including a new one in Barton County.

Independent Oil and Gas Service reports one completion in Barton County out of 14 west of Wichita. Operators completed 46 new wells statewide. The running total this year is 452 wells, compared to 638 a year ago.

The government reports commercial crude inventories dropped by 1.4 million barrels last week to 459.5 million as of May 3. Commercial stockpiles are about three percent below the five-year average.

Crude imports outpaced exports by two-and-a-half million barrels a day last week. The difference is down slightly from a week ago but up from the four-week average. U.S. crude oil imports averaged 7.0 million barrels per day. That's an increase of 198,000 barrels per day from the previous week, and about 300,000 barrels a day over the four-week average. The Energy Information Administration says crude exports averaged 4.4 million barrels a day, up half a million barrels week over week but slightly less than the four-week average.

The government reported another refill purchase for the Strategic Petroleum Reserve, the fourth in four weeks. The weekly inventory report from the Energy Information Administration shows an additional 900,000 barrels added to the Strategic Petroleum Reserve since last week. That's nearly three million barrels of crude in the last month. The government received an average of $95 a barrel when strategic stockpiles were sold to manage crude prices after the Russian invasion of Ukraine. They've been buying it back at around $78, and in the process have realized savings of about $50 million so far.

Some of the biggest players in the patch are doubling down on Texas and New Mexico, and that could spur even more mergers and acquisitions elsewhere. ExxonMobil, Chevron, Occidental and Diamondback Energy all plan to divest assets outside the Permian Basin worth tens of billions of dollars. Chevron intends to divest approximately $10 billion to $15 billion of assets by 2028, while Oxy plans to divest between $4.5 billion and $6 billion. 

A report by Rystad Energy and World Oil suggests this could pave the way for a power shift among a new batch of deal-hungry players. Global mergers and acquisitions this year have already topped $64 billion, an increase of 145% over last year at this time, and the biggest first-quarter total in five years.

A large energy investment firm plans to continue spending on the liquefied natural gas export industry in this country, despite the Biden Administration's pause in new permitting. Ben Dell of Kimmeridge Energy Management tells Bloomberg his company expects to make additional investments in a proposed liquefied natural gas export facility offshore near Louisiana, but says they're open to other prospects.&nbsp;&nbsp;

News From the Oil Patch: FTC blocks Pioneer chief from joining Exxon board

The Hays USD 489 school board approved the purchase of a&nbsp;$312,400 activity bus at its meeting Monday night.

The bus will be purchased from&nbsp;Master Transportation with money from the FY2025 capital outlay budget. The district will receive it in July, and Russ Henningsen, transportation director, said it should be in service by August.

The bus purchase is part of the district's five-year transportation plan.

Board member Derek Yarmer asked why the estimated cost had gone from the budgeted $200,000 to $312,000.

Henningsen said the district opted to buy a Freightliner, which rides better on long trips, rather than a standard yellow school bus. The cost of the buses has also increased by $30,000 to $40,000 in the last several years.

He also said the district would be delaying the purchase of a car and a suburban to maintain the budget.

Yarmer argued the district should buy a standard yellow bus to save money.

"I traveled in a bus with no AC and no seat belts, and I'm perefectly fine," he said.

Under the contract, no current district employees will lose their jobs or be supervised by BP-Clean-Rite. The district will still employ daytime custodians.

The board also approved changes to graduation requirements. The changes were discussed at a meeting in February but were tabled so the Kansas Association of School Boards could review the new policy.

The KASB recommended no changes to the policy as it was presented.

The Women Who Lead of Ellis County has awarded seven $1,000 scholarships for the 2023-24 school year.

 Ellis County female students who were planning to attend Fort Hays State University, NCK-Tech or the Hays Academy of Hair Design full-time in 2023-24 could apply for the scholarships.

The Russell County 4-H Development Fund is a non-profit organization whose mission is to secure funds from private and public sources in order to support 4-H programs, 4-H members, and 4-H alumni.

On April 9th, 2024, the Russell County 4-H Development Fund board met and reviewed six scholarship applications from Russell County 4-H members and 4-H alumni currently attending post-secondary classes. High school graduates and alumni applicants must submit the application with an essay, 4-H permanent record, cumulative 4-H accomplishments, work experience, public service, extra-curricular activities, school transcript, and letters of recommendation from teachers, peers, and 4-H leaders. The Board awarded four graduating high school seniors each a $1000 scholarship. Two alumni applicants were each awarded a $250 scholarship for the upcoming school year.

Russell High School graduating senior recipient Marissa Myers plans to attend Fort Hays State University in the medical diagnostic imaging program. Hays High/Westview graduate Conner Miller is attending Fort Hays State University in the music education program. Russell High School graduate Kierra Eck is attending Barton Community College in the agribusiness program. Sylvan-Lucas graduate Emma Cline is attending Sterling College in the business management program.

WINKEL: Grab ‘N Go, be prepared for severe weather

Hays Mayor Shaun Musil is pleased to announce that the City of Hays has been named the recipient of a Build Kansas grant in the amount of $12.5 million for the project to develop a long-term water supply on its property in Edwards County. 

Hays is undertaking the project jointly with the City of Russell which co-owns the property. The project will result in a sustainable supply of water that is estimated to last Hays and Russell for 50 years or longer. &nbsp;&nbsp;

The project is critical to the future survival of Hays and Russell as both cities have water sources that are inadequate to serve their current residents and very susceptible to the effects of drought. 

The City of Hays has submitted an application for $50 million in BRIC (Building Resilient Infrastructure and Communities) funding through FEMA (Federal Emergency Management Agency). The Build Kansas grant will provide matching funds for the BRIC grant if Hays is awarded.

Tryyaki Asian Cuisine in Hays now offers bubble teas, milk teas, smoothies and new entrees.

Tryyaki opened in Hays eight years ago and is owned by Eric and Ivory Han.

Milk tea consists of tea and milk and is found in many cultures.

Boba, or bubble tea, contains tea, milk, water, sugar and tapioca pearls.

The fruit teas come in a variety of flavors like lychee and dragonfruit.

The Hans have a variety of toppings that can be added to one of the teas, including fruit pearls such as mango, strawberry, cherry, passion fruit, kiwi, lychee and peach.

All beverages come with one free topping, but you can add fruit or boba pearls for an extra 75 cents per flavor.

"With the different syrups and toppings, you can make your own flavors," Eric said.

The milk tea flavors are banana, iced mocha, honeydew, matcha green tea, Okinawa brown sugar and taro.

Taro is a root. Depending on how you prepare it, it can taste sweet, like vanilla.

Smoothies come in flavors, including mango, peach, strawberry and pina colada.

Last week, Tryyaki started offering fruit teas open to close every day.&nbsp;

The Hans hope to hire more staff to offer the full drink menu daily.

Eric and his wife have been considering expanding their menu to include milk tea for several years. Three years ago, during the Thanksgiving holiday, they traveled to Overland Park and found people in the Kansas City area enjoying milk and bubble teas.

The Hans had considered opening a separate location for the tea business but ultimately decided to integrate the concept with Tryyaki.

"Bubble tea, milk tea, and fruit tea are pretty popular in China and Taiwan," Eric said. "Just like American people like coffee, Asian people love tea."

Both Eric and Ivory are from China. They lived in Lawrence and studied at the University of Kansas before moving to Hays to open Tryyaki.

Tryyaki is a drive-through restaurant, so customers sometimes buy their drinks from other businesses. Eric said they wanted to encourage customers to buy drinks from their restaurant.

New food menu items include teriyaki (chicken, beef, shrimp, tofu) bowls, general chicken bowls, orange chicken bowls, general tofu bowls and sesame chicken bowls.

New sushi rolls include golden crunchy crab roll, golden crunchy Philly roll, golden crunchy tuna roll, golden crunchy eel roll and golden crunchy veggie roll.&nbsp;

&nbsp;"We are really thankful to our Hays community. Without our community’s support, we cannot go that far," Eric Han said.

 </figure>By CRISTINA JANNEY Hays PostTryyaki Asian Cuisine in Hays now offers bubble teas, milk teas, smoothies and new entrees.Tryyaki opened in Hays eight years ago and is owned by Eric and Ivory Han.Milk tea consists of tea and milk and is found in many cultures.Boba, or bubble tea, contains tea, milk, water, sugar and tapioca pearls.The fruit teas come in a variety of flavors like lychee and dragonfruit.The Hans have a variety of toppings that can be added to one of the teas, including fruit pearls such as mango, strawberry, cherry, passion fruit, kiwi, lychee and peach.<figure>

 </figure>All beverages come with one free topping, but you can add fruit or boba pearls for an extra 75 cents per flavor."With the different syrups and toppings, you can make your own flavors," Eric said.The milk tea flavors are banana, iced mocha, honeydew, matcha green tea, Okinawa brown sugar and taro.Taro is a root. Depending on how you prepare it, it can taste sweet, like vanilla.Smoothies come in flavors, including mango, peach, strawberry and pina colada.<figure>

 </figure>Last week, Tryyaki started offering fruit teas open to close every day.&nbsp;The Hans hope to hire more staff to offer the full drink menu daily.Milk tea and smoothies will have specific hours. Three years ago, during the Thanksgiving holiday, they traveled to Overland Park and found people in the Kansas City area enjoying milk and bubble teas.The Hans had considered opening a separate location for the tea business but ultimately decided to integrate the concept with Tryyaki."Bubble tea, milk tea, and fruit tea are pretty popular in China and Taiwan," Eric said. "Just like American people like coffee, Asian people love tea."<figure>

They lived in Lawrence and studied at the University of Kansas before moving to Hays to open Tryyaki.Tryyaki is a drive-through restaurant, so customers sometimes buy their drinks from other businesses. Eric said they wanted to encourage customers to buy drinks from their restaurant.The restaurant has also added entrees.New food menu items include teriyaki (chicken, beef, shrimp, tofu) bowls, general chicken bowls, orange chicken bowls, general tofu bowls and sesame chicken bowls.New sushi rolls include golden crunchy crab roll, golden crunchy Philly roll, golden crunchy tuna roll, golden crunchy eel roll and golden crunchy veggie roll.&nbsp;&nbsp;"We are really thankful to our Hays community. Tryyaki in Hays offers new entrees, line of boba, milk teas

The ongoing drought affects everyone in the region, but many are unaware of the steps needed to ensure the safety of water from private wells. 

A new program from K-State 105 aims to provide residents with an easy guide to “Know Your Water.” Direct mailings have recently arrived in Ellis, Hays, Victoria and all Ellis County mailboxes.

If residents use a private water well for their domestic water supply, it is recommended that they take a water sample annually to test for nitrates, E. coli bacteria and more.

“Spring is a great time to set a reminder to have your private water well tested,” said Stacie Minson, K-State watershed specialist. 

For those who are unsure about the process, Minson said the information packet mailed to residents includes recently updated K-State Research &amp; Extension Know Your Water publications on understanding and protecting your private water source.

The mailing also includes a yellow postcard to return if Ellis County residents want to have their private well tested or have a landscape irrigation system assessment conducted within the city of Hays. 

Minson said the water tests and irrigation assessment are free if the postcards are returned quickly.
