Nearly 100 conservation district employees and partner agency staff gathered on May 8 &amp; 9 in Salina, KS for the annual Kansas Association of Conservation District Employees Organization (KACD-EO) annual meeting. According to KACD-EO executive board president Dana Schmelzle, "the annual event is fun and full of information for our employees from across the state."

As most conservation districts only have one full time staff member, days away from their local offices can be difficult to manage so the KACD-EO executive board makes sure to plan a full agenda for employees while they are together. Those in attendance heard presentations from the following partners:

· KACD Executive director Dan Meyerhoff, focused on the contribution agreement available for local conservation district and landowners across Kansas to benefit from through multiple partnerships KACD has established.

· KACD Assistant Director Amanda Scott, highlighted the many educational programs KACD has partnered with conservation districts on and the value of these programs.

· NRCS State Conservationist David Doctorian, gave an update from Kansas NRCS, and shared his appreciation for the partnership with KACD and the dedication of conservation district staff across the state. David indicated conservation district staff played a critical role in the implementation of the nearly 70 million dollars in conservation practices completed last fiscal year in Kansas.

· Kansas Department of Agriculture, Division of Conservation staff shared critical legislative updates and program delivery information directly related to implementation of the Kansas Water Plan and State Water Plan funds as administered through the state cost share programs.

Day two included presentations from KACD's marketing agency on the new services they can offer the conservation districts through their agreement with KACD. The Soil Health Alliance gave a soil health presentation and shared information on new climate smart incentives available. There are currently 26 climate smart initiatives that touch Kansas and KACD representative should be equipped to assist with information on many of them to help get local producers enrolled in various opportunities. Each county received a soil health bucket with supplies necessary for conducting various soil health assessments in the field.

The meeting serves as one of just two official times per year when all KACD-EO members come together for training and networking to stay up to date on programs, policies, and conservation delivery. As the meeting began employees went around the room introducing themselves with some being as new as one month on the job, to the Russell County District Manager who has served for 38 years and Pottawatomie County District Manager who has served 37 years. The employes each shared something they enjoy about the job and the reoccurring themes were "the farmers we get to work with" and "knowing we are making a difference in our communities for the future."

Although soybeans are grown more north and east of Ellis County, I felt this information on a new pest of soybeans would be of interest to the agriculture community as a whole.

In 2023, soybean gall midge was found infesting soybean and sweet clover in Marshall and Nemaha counties. Since this pest can overwinter in Kansas, producers should be on the lookout for additional infestations in 2024.

The Soybean Gall Midge (Resseliella maxima) was first observed in Nebraska in 2011 but was not officially described as a new species until 2018 when this tiny fly established itself as an emerging pest of soybeans in South Dakota, Nebraska, Minnesota, and Iowa. New infestations have been documented every year since and its range has expanded into Missouri. Soybean gall midge has been documented in Nebraska along the Kansas border as recently as 2021. This pest should be actively scouted for during the growing season, especially in counties along the Nebraska border.

Losses from soybean gall midge infestation are due to plant death and lodging. Heavily infested fields have shown the potential for complete yield losses from the edge of the field up to 100 feet into the field and a 20% yield loss from 200 to 400 feet into the field.

Identification and Lifecycle -Adults: tiny (2-3mm), delicate flies with an orange abdomen, slender bodies and mottled wings. Long legs are banded with alternating light and dark markings. Larvae: small, legless, maggots that are clear to white-colored when young but turn bright orange when mature.

Soybean gall midge overwinters as larvae in the first few inches of soil. After pupation in the early spring, adult midges emerge and lay their eggs on the lower portions of stems or at the base of soybean plants. The eggs hatch and the larvae feed within the stems. Infestation does not occur until the V2 stage when natural fissures and cracks appear in stems allowing entry by larvae. Infestation can continue into the reproductive growth stages. So far, there appear to be at least two generations per growing season. The adult soybean gall midges do not feed on soybeans.

Scouting - begin scouting soybean plants at the V2 growth stage. Symptoms of infestation include:

1. wilting or dead soybeans along field edges with decreasing damage into the center of the field,

2. darkening and swelling at the base of stems,

3. brittle stems that break easily near their base, and

4. small orange larvae present in split open stems.

Management - as such a new pest, no published research-based management recommendations are currently available. On-farm studies in impacted states are examining the effects of cultural practices and insecticides on preventing losses. Seed treatments have not been shown to be effective.

CAMPBELL: Be on the lookout for Soybean Gall Midge

TOPEKA — All six of Kansas’ state universities have proposed tuition increases for the 2024-2025 school year, citing inflation, declining enrollment and staff retention costs.

Emporia State University, diverging from the other institutions, proposed cutting student fees to fully offset the increase in tuition.

University officials on Wednesday had a preliminary discussion about the proposed increases with the Kansas Board of Regents. KBOR sets tuition and fee rates for the state’s public university and usually formally implements these changes through a vote in the later summer months.

Jeff DeWitt, chief financial officer for the University of Kansas, said KU is proposing a 3.5% tuition increase for both undergraduate and graduate students. DeWitt chalked the change up to inflation pressures, market pay to retain faculty and staff, facility maintenance, and cybersecurity and technology costs. The change would add $28.6 million in tuition revenue for the Lawrence and Edwards campuses.

DeWitt said the university failed to attract top-shelf researchers on multiple occasions because it couldn’t afford to match other offers. He said many staff and faculty members at KU are also paid less than their peers at other institutions.

“If you want to be great, you gotta have a great workforce to do that, and you gotta bring in those top researchers and those top faculty to develop the workforce of the future,” DeWitt said.

At Kansas State University, officials proposed a 2.8% tuition increase for undergraduates and graduate students, an adjustment projected to generate approximately $5,583,399 in additional funds. According to the&nbsp;<a target="_blank" href="https://www.kansasregents.org/resources/PDF/About/Board_Meetings/FY_2024/Final_Tuition_with_Supplemental_Information.pdf">K-State’s document</a>,&nbsp;the university has struggled with the pandemic, years-long enrollment decline and cybersecurity threats.

Wichita State University is proposing a 3.9% tuition increase for all students, estimated to generate $3.6 million in tuition revenue to offset operating costs such as student scholarships and utilities. The university froze tuition hikes through 2022 and 2023 but increased rates by 5.9% in 2024.&nbsp;

Pittsburg State University is asking for a 3.5% increase in 1.2% increase in fees. The proposed tuition change would be an increase of $107 per semester for undergraduates and $125 per semester for graduate students. A proposed $60 fee per semester would support the College of Technology.

“During a time of significant inflation impacts to students and the university, this proposal will continue to represent significant value to students and families by keeping tuition rate changes greatly below general inflation, while allowing important investments in key strategic goals and student success and experience initiatives,” the university said in its written request.

Fort Hays State University is proposing a 6% tuition increase, citing uncertain future enrollment. Even with the increase, FHSU plans to reduce its budget by an estimated $825,000 next year, according to the university’s proposal outline. The tuition increase would generate about $960,000.

“As we progress through the uncertainty of the future and the challenges facing higher education, including record inflation, declining high school senior graduates, increased competition, and wage pressures, the university has instituted several measures to keep costs down,” FHSU said in its proposal. “… While we continue to see savings from our actions, we also plan for additional financial challenges.”

Emporia State University is seeking a 4% tuition increase for undergraduates and a 2%&nbsp;increase for graduate students. However, the university is also cutting campus fees by 17%, allowing for a net decrease in costs of $14.28 per semester for a full-time resident undergraduate student and $109.21 for a full-time resident graduate student.

“Our combined goal is always affordability for all students,” said Angela Wolgram, ESU assistant vice president and deputy chief financial officer. “Our students will actually be paying less next year to attend ESU than they did this fall.”

The request follows continued public outcry over the school’s mass firing of professors in 2022 and rapidly declining enrollment.

ESU fired 30 professors and eliminated programs and majors in 2022 before investing in new programs. The Legislature allocated&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/09/12/emporia-state-university-forges-new-identity-with-9m-earmark-from-kansas-legislature/">a $9 million earmark</a>&nbsp;in the state budgets last year and this year to support the endeavor, known as the “ESU model.” The governor used a line-item veto on the earmark earlier this year but allowed it to remain in legislation passed shortly before lawmakers adjourned.

In the university’s written proposal, ESU officials said they expected enrollment numbers to stabilize in 2025, following&nbsp;<a target="_blank" href="https://kansasreflector.com/2023/09/27/kansas-public-university-college-enrollment-grows-despite-12-5-plunge-at-emporia-state/">a 12.5% plunge</a>&nbsp;last fall. The university said it will focus on “programs most aligned with workforce needs and enhancing marketing to build the university’s brand and attract more students from the shrinking college-going population.”

The Hays Area Planning Commission will meet at 4 p.m. Monday in Hays City Hall to consider the rezoning request from public and institutional to neighborhood shopping district and residential multi-family district for the property at 27th and Main St.&nbsp;&nbsp;

Plans for the site currently owned by the city include the new location of Astra Bank and future mixed-use housing.

Other discussion will involve the preliminary and final planned developments of The Grove, north of Hays Medical Center on Canterbury Drive.&nbsp;

Commissioners will be asked to set public hearing dates of June 17 for both matters.

In other business, the commission will discuss the recent designation of the Hays Area Planning Commission as the Hays Area Board of Zoning Appeals.

The awards recognize Kansas schools that are making a notable difference in student achievement despite facing significant challenges in their school population. Since its inception in 2002, more than 1,900 awards have been presented to schools across the state.

The Challenge Award recognizes schools for outstanding achievement and uncommon accomplishments based on Kansas assessment results in math and reading, graduation rates, chronic absenteeism rates and the socio-economic status of those taking the test.

Reconstruction of 28th St. in Hays to start next week

The unemployment rate in Ellis County for April dipped only slightly from 2.2% in March to 2.1% in April.

The jobless rate across northwest Kansas remained very low at 3.1% or less. Trego County's unemployment rate dropped almost a percentage point from 3.7% to 2.9%.

Preliminary estimates reported by the Labor Market Information Services division of the Kansas Department of Labor and the Bureau of Labor Statistics show a seasonally adjusted unemployment rate of 2.8% in April. This is an increase from 2.7% in March and an increase from 2.7% in April 2023.

Seasonally adjusted job estimates for Kansas indicate total nonfarm payroll employment increased by 2,000 from March. The total number of nonfarms includes private sector and government employers. Private sector jobs&nbsp;increased by 1,700 over the month, while government increased by 300.

Since April 2023, Kansas' seasonally adjusted total nonfarm jobs have increased by 23,000. This change is due to an increase of 17,500 private sector jobs and 5,500 government jobs.

Sponsorship opportunities available for 3rd-annual Child Care Provider Appreciation

Brett Meyer was disappointed three years ago when he barely missed qualifying for the U.S. Olympic Trials in the 1,500-meter run.

But he knew he still had time to realize that dream.

“Generally, the best middle-distance runners are around 27 to 28 years old,” he said. “I knew I had more opportunities ahead of me.”

That theory – along with a lot of hard work – has paid off.

The 27-year-old Meyer, a former national champion at Fort Hays State University who now coaches distance runners on the Tiger track team, will compete in the 1,500 meters at this summer’s U.S. Olympic Trials.

He recorded a personal-best time of 3 minutes, 36.8 seconds at a race in California last July, and he has been training ever since for the Trials, set for June 21-30 in Eugene, Oregon.

Following that race, he anxiously awaited the release of the Olympic standards for 2024 and received a huge Christmas present in December when he learned the 1,500 standard was 3:37.0.

Meyer said that was a big relief. Three years ago, he raced right up to the time of the Trials in an effort to meet the qualifying mark and “every race I was in three weeks before the Trials, I was under a lot of pressure.”

“I was excited to get the Olympic standard out of the way this time, because I didn’t want to be chasing it the whole year,” he said. “This way, I wasn’t stressed about trying to find races to better my time, and I could focus on my mental state.”

Handling one’s emotions is key to racing success, said Meyer, who trains on his own. And it has been an emotional roller-coaster year for Meyer and his family.

He and his wife, Kelly, bought their first house last fall.

Kelly’s father, Terry Wycoff from Scott City, died of heart complications at age 66 in January.

And Kelly gave birth to their firstborn son, Judah James, in April.

“I have a lot to run for this year,” said Meyer, who added that he is proud to represent Fort Hays State as well.

The feeling is mutual for FHSU Head Coach Jason McCullough, who Meyer trained under during his collegiate career.

Meyer is just the second former FHSU athlete coached by McCullough to qualify for the Trials in the past eight years after marathoner Cory Keehn made the USA Olympic Team Trials in 2016.

“I’m proud of Brett. It takes a lot of work and a lot of persistence,” said McCullough, who also is pleased to have Meyer as one of his assistant coaches. “You have to be patient and believe in yourself.”

Meyer, a multi-sport athlete at Scott City Community High School, actually wanted to play basketball in college.

But he decided to follow his high school sweetheart, Kelly Wycoff, to Fort Hays State.

Since she spent a lot of time at the track, Meyer thought he’d give college track a shot.

McCullough pegged Meyer as a natural for the mile and 1,500 from early on.

“By his sophomore year, I remember telling him he would be a sub-4-minute miler,” McCullough said.

“He’s really good at racing, and he loves to race,” McCullough said, checking off a list of reasons for Meyer’s success. “He’s also very smart. He plays the long game and is patient. He knows how to win.”

“My wife says, ‘If I could brag Brett up, it’s his discipline,’ ” Meyer said.

“I don’t know that I’m all that talented, but I don’t miss a day,” he said. “I focus on being disciplined, don’t do any crazy hard difficult workouts.”

Humility also is one of Meyer’s characteristics. Anyone who knows him would agree that he is definitely talented.

Meyer didn’t let the disappointment of not qualifying in 2021 get him down. He kept training – and racing.

He qualified for both the indoor and outdoor U.S. Championships in 2022. He made it all the way to the outdoor finals, where he finished seventh. He qualified for that meet again last year and finished one spot out of making the finals.

Meyer has a busy schedule. Both he and his wife work for the Office of Student Affairs at FHSU. And Kelly, like her husband, is part of the Tiger track and field coaching staff.

Meyer knows training takes more than putting in miles, although he does a lot of that, too, logging between 80 and 95 miles a week.

“Nutrition, sleep, rest, hydration – they’re all really important,” he said.

Jim Krob, who coached cross country and track and field at FHSU from 1988 to 2005 and still lives in Hays, was pleased to hear that Meyer had qualified for the U.S. Trials.

“Oh, my, yes,” Krob said when talking about Meyer being a positive representation of Fort Hays State. “He is such a hard worker and such a good kid. And he does a great job of working with those Tiger runners. I hope he does well (at the Trials).”

Meyer said parenthood has given him a new twist to everyday life, which includes running about 14 miles a day.

“I’m never not tired. Maybe running has been preparing me for this whole parent experience,” he said with a smile.

Meyer will accompany the FHSU track team to the NCAA Division II National Championships in Emporia next week, then can totally immerse himself in pre-race mode.

He is excited that his young family will accompany him to Oregon, where Kelly and Judah should easily be able to spot their favorite runner.

At 6-foot-3, Meyer said he is often a head taller than a lot of his competitors.

Hopefully, it will be easier to see the finish line in Eugene.

“My A standard would be top three,” Meyer said of the placing that would qualify him for the 2024 Summer Olympics in Paris. “But I’m really into effort goals, and I really just want to leave no regrets.”

With Eugene being the home of the University of Oregon, where late distance running icon Steve Prefontaine set the running world on fire in the 1970s, Meyer said he can’t help but think of one of Prefontaine’s famous quotes: “To give anything less than your best is to sacrifice the gift.”

“That’s what racing is all about,” Meyer said. “The main thing is to give my best effort there and give myself a shot. I don’t want to leave the track thinking I could have done something better.”

And Kelly, like her husband, is part of the Tiger track and field coaching staff.Meyer knows training takes more than putting in miles, although he does a lot of that, too, logging between 80 and 95 miles a week.“Nutrition, sleep, rest, hydration – they’re all really important,” he said.Jim Krob, who coached cross country and track and field at FHSU from 1988 to 2005 and still lives in Hays, was pleased to hear that Meyer had qualified for the U.S. Trials.“Oh, my, yes,” Krob said when talking about Meyer being a positive representation of Fort Hays State. “He is such a hard worker and such a good kid. And he does a great job of working with those Tiger runners. I hope he does well (at the Trials).”Meyer said parenthood has given him a new twist to everyday life, which includes running about 14 miles a day.“I’m never not tired. Maybe running has been preparing me for this whole parent experience,” he said with a smile.Meyer will accompany the FHSU track team to the NCAA Division II National Championships in Emporia next week, then can totally immerse himself in pre-race mode.He is excited that his young family will accompany him to Oregon, where Kelly and Judah should easily be able to spot their favorite runner.At 6-foot-3, Meyer said he is often a head taller than a lot of his competitors.Hopefully, it will be easier to see the finish line in Eugene.“My A standard would be top three,” Meyer said of the placing that would qualify him for the 2024 Summer Olympics in Paris. “But I’m really into effort goals, and I really just want to leave no regrets.”With Eugene being the home of the University of Oregon, where late distance running icon Steve Prefontaine set the running world on fire in the 1970s, Meyer said he can’t help but think of one of Prefontaine’s famous quotes: “To give anything less than your best is to sacrifice the gift.”“That’s what racing is all about,” Meyer said. “The main thing is to give my best effort there and give myself a shot. I don’t want to leave the track thinking I could have done something better.”

Sponsorships for the biggest northwest Kansas event ensure 30th anniversary event, more needed to sustain the tradition into the future

In a demonstration of community spirit and generosity, the area business community has stepped up to ensure the continuation of the annual Wild West Festival for its 30th-anniversary event this summer.

Just two months ago the annual celebration, known for its three days of concerts, parade and fireworks show around the Fourth of July holiday, faced uncertainty due to rapidly increasing costs.

“We continue to see price increases in almost every aspect of the festival,” said Jeff Ridgway, Wild West Festival executive committee president. “Not long ago we were worried about this year’s event, but once we put the word out that we needed additional assistance to keep the festival going, many businesses immediately offered their financial support.”

At one point he said, the committee was unsure funding would be available for the fireworks show this year, but hearing the news, Thirsty’s Brew Pub and Grill immediately stepped up, pledging a substantial contribution as a Fireworks Sponsor.

But their dedication extended beyond monetary support alone. Within a remarkably brief timeframe a total of $25,000 was raised from Thirsty’s and other Fireworks Sponsors, Gella’s Diner/Lb. Brewing Co., Platinum Group and Joe Bob Outfitters.

“This effort saved the fireworks show this year,” Ridgway said. “We are incredibly thankful for the monetary support and the time taken to find the other contributions needed to keep this beloved annual tradition going. Their generosity not only ensures the continuation of our cherished fireworks tradition in 2024, but also underscores the spirit of unity and cooperation that defines our community."

Now, the nonprofit group continues to solicit other sponsors, and many opportunities remain for local businesses to take advantage of the advertising opportunities provided through sponsorship.

“We are continuing to raise funds for 2024,” Ridgway said. “While we have raised enough to secure this year’s event, even with solid ticket sales this year, we will be starting significantly behind the $250,000 needed for next year. We continue to seek community partners to maintain the festival for years to come.”

Event sponsorship opportunities begin at $1,000. Many area businesses have already signed up at various levels, including long-time Stage Sponsors, Eagle Communications, City of Hays, Nex-Tech, Vyve Broadband and Nex-Tech Wireless, and catering providers Rose Garden Banquet Hall and Catering, Union Catering Company and the Hilton Garden Inn.

“Over the last few years, it has become harder every year to cover the rising costs associated with the event. However, the committee continues to look for new ways to bring in revenue and create a better festival every year. As a volunteer group, we are not for profit, and in many ways, the festival's success and viability depend on our community partners' support.”

Hays business community steps up for Wild West Festival

Diana Angarita found her place at Fort Hays State almost by accident. The vibrant flamenco dancer from Venezuela tagged along as her friend, a prospective Fort Hays State student, toured the campus in 2021. Along the way, Diana saw a T.V. screen in Picken Hall promoting FHSU. She was amazed when she saw Fort Hays State’s affordability compared to other Kansas universities.

“The screen was showing good things about Fort Hays, price differences, how many international students they have,” Diana said. “It kept convincing me. So, I picked up the phone right away and called my mom and said, ‘Mom,’ this is where I’m going.’ She didn’t even know I came here for a tour.”

Diana started her U.S. educational journey in Ulysses, Kan., as a high school exchange student, then attended Garden City Community College on a dance team scholarship. She started at FHSU in 2021, just as the pandemic began to subside.

Diana grew up dancing flamenco and has participated in and taught Hispanic dance lessons at FHSU. She attributes her passion for flamenco to her grandfather’s influence. He moved to Venezuela from Spain when he was 18 years old, bringing with him many aspects of the Spanish culture. Diana attended two dance academies in Venezuela and taught dance lessons there before moving to the U.S.

One highlight of Diana’s time at FHSU has been an internship she completed with <a href="https://facingproject.com/">The Facing Project</a>, a non-profit that raises awareness of social issues through storytelling. Diana completed an online internship providing videography and communicating with the organization through email and Zoom meetings. Her interest in videography started as a child and has led to her understanding of the medium’s impact on marketing.

“They (Facing Project staff members) were very supportive and let me do whatever I needed to do,” Diana said. “They said they needed help with marketing, and I said ‘perfect,’ I know exactly what to do. They welcomed me with open arms. It was a very good experience.”

Diana will pursue an MPS in Organizational Leadership with a concentration in marketing at FHSU after graduating with a BBA in marketing in May.

“There are still so many things I want to do here. I might as well get them done and continue to enjoy my path at FHSU,” Diana said. “Since I didn’t start my academic career here at Fort Hays, I feel like I still have a couple of years that I can spend here.”

Her path to organizational leadership was inspired by Dr. Lori Kniffin, assistant professor of Leadership Programs. Diana said she learned vital lessons in her first leadership class that helped her attain her position as an FHSU Global Ambassador. In that class, Kniffin discussed roles within teams and how individuals can play various roles at different times, from leader to follower.

Diana applied that knowledge almost immediately when she interviewed for a position as a Global Ambassador with FHSU’s Global Affairs. In her interview, Diana was asked if she typically plays the role of leader or follower in a team setting.

“I thought, ‘I have the best answer in the world,’” Diana said. “I said, ‘It’s really situational,’ and they thought that was a great answer. That got me a job.”

Kniffin said that it’s a spirit of teamwork that truly sets Diana apart from other students.

“Diana enacts leadership in every team she is a member of,” Kniffin said. “Other students look to her for guidance and inspiration. She can eloquently lead others but also assumes the role of follower on teams when necessary, resulting in exceptionally high-quality work.”

Diana dreams of being a team-building advisor or marketing consultant for businesses or non-profit organizations. She would like to work in an international setting, learn new languages, meet new people, and play a role she enjoys, that of being an outsider.

“I want to put myself in that situation again, where I don’t know anyone,” she said. “I think you gain a whole new perspective in life. It would be fun to go somewhere that I don’t know the language.”

Diana’s marketing background has made her a natural cheerleader for the positive attributes of FHSU.

“I don’t try, but I always sound like I market Fort Hays,” she said. “I say, ‘It’s such a great place. Have you been here? They give you clothes for free. Have you ever been to Tailored for Tigers?’ I rant on and on, and my boss says, ‘She just can’t help herself.’”

Kniffin agrees that Diana has been a strong positive force for FHSU, committed to academics, passionate about her field of study, engaged in student organizations, and leading in the community.

“She is loud about how much she loves FHSU,” Kniffin said. “She makes this place and everyone around her better.”

Graduate from Venezuela makes impact on Fort Hays State family

Higher education, civic, and economic development leaders from western Kansas gathered on the campus of Fort Hays State University on May 1 for a wide-ranging discussion that explored potential opportunities for strengthening relationships between higher education and workforce development in western Kansas. 

Fort Hays State University and strategic affiliation initiative partners North Central Kansas Tech College and Northwest Kansas Technical College hosted the event.

FHSU President Tisa Mason initiated the discussion by expressing gratitude to all attendees for their commitment to spurring economic growth in Western Kansas. She emphasized the session's focus on pioneering inventive solutions through the Strategic Affiliation’s "True North" focus on communities, businesses, and students. &nbsp;She asked for the group’s help in developing a gateway for businesses and their employees to access emerging and market-smart learning opportunities.

Think Tank meeting moderator Dr. Brett Zollinger of FHSU’s Docking Institute of Public Affairs facilitated the discussion. 

Early in the discussion, several participants spoke about the necessity of embracing a culture of nimbleness and initiative if higher education institutions want to become more successful in moving partnerships with businesses toward impactful outcomes.

Several participants shared examples from their outreach efforts that taught them that potential education and training solution partners tend to be fully engaged in what is immediately necessary to ensure their businesses make it to the next business day and the next payroll.

 A clear takeaway was that higher education must drive these important partnerships by establishing trust, demonstrating a commitment to an enduring and mutually beneficial relationship, and clearly communicating the potential value of a partnership.

Another area of discussion centered around how successful businesses in rural Kansas invest early in their future workforce through direct outreach to high school students and offers of scholarships and employment guarantees for those who complete specific education and training programs. 

Members of the technical college delegation added that the learning solutions that businesses and younger workers are often looking for today include accelerated credentialing and robust internship and apprenticeship programs.

The discussion&nbsp;then&nbsp;shifted to ways a coalition might be built to facilitate breakthrough partnerships between rural businesses and higher education. 

Innovation Center President and CEO Scott Sproul and Western Kansas Rural Economic Development Association Alliance (WKREDA) Vice President Mike Parsons introduced the concept of creating a joint “one-stop-shop” with the sole focus of incubating workforce development solutions. Sproul, Parsons, and several representatives from Grow Hays shared their willingness to leverage their expertise and extensive professional networks across a 51-county service area in Western Kansas to the creation of a one-stop-shop workforce development coalition. &nbsp;

By the end of the session, it was clear that a potential model for the new “front door” for workforce development was beginning to take shape, and a commitment from essential champions necessary to drive this innovative future coalition was in place.

A major and immediate next step in the FHSU, NCK Tech, and Northwest Tech Strategic Affiliation initiative, bolstered by the day’s think tank discussion with regional economic development partners, will be crafting a response to an invitation from the Kansas Department of Commerce to submit a FORGE grant proposal. 

The Kansas Fostering Opportunities for Research, Growth, and Entrepreneurship (FORGE) program supports and accelerates innovation activities within state universities to create new economic activity in Kansas. 

The three higher education institutions’ response will propose a project to enhance workforce development initiatives and help regional partners retain employees and expand their businesses.

 </figure>“It’s not quite Corn Belt-wide like it was during the Dust Bowl days,” he says, “but it could also develop into a Dust Bowl-type thing. All it has to do is quit raining tomorrow, and we’ll be dry within a month.”Planting is well underway across the Midwest and Great Plains, and farmers in several regions are making similar adjustments, as much of the Corn Belt enters a third year of drought. The U.S. Drought Monitor shows significant areas of Kansas and Iowa are in severe drought, while portions of Nebraska, Oklahoma, Missouri, Minnesota and Wisconsin are also affected.Dennis Todey, director of the USDA’s Midwest Climate Hub, said the area’s been parched for a historically long time.“We would probably have to go back to some period in the 1950s or even some in the 1930s to compare with what we’ve seen in the way of longevity and precipitation deficit we’re dealing with,” he said.The dry conditions have extended from Todey’s home base in Ames, Iowa, to Michigan’s Upper Peninsula to as far south as the Ozarks, with a few wet pockets further east in Illinois and Indiana.Todey says with less precipitation over the past few years, groundwater for corn could be a problem this season, as well.“Because of the lack of rainfall over a longer period, deeper soil moisture profiles are dry,” he says. “Groundwater is being limited in some areas.”<figure>

 </figure>In Wisconsin, officials said resilient groundwater reservoirs helped bring in better than expected yield last fall, despite dry conditions. But Sam Bibby, a crop educator with the University of Wisconsin Extension, said they can’t rely on that this year.“If we ended up in a situation like we did last year during the summer, it would certainly be a lot worse than last year just because we are lower on that subsoil moisture,” he said.The dry conditions are having impacts on livestock producers, as well.In southeast Missouri, first-generation rancher August Horstmann says they weren’t able to raise their own hay, because of the dry weather. That led him to a tough decision.“We were buying $108 hay,” he said. “You can only buy so much of that to get by, so we actually destocked 50% of our cow herd last year.”To lower his feed costs, Horstmann is currently converting entire grazing fields back to native grasses to help keep subsoil moisture and his livestock’s food sources stable. He said so far it’s been a huge success.“Our planted cover crops haven’t done very well at all,” Horstmann said. “But the native grasses – the old prairies that were here – performed really well in the drought we’ve had.”Those changes helped Horstmann feel more confident, despite the dry conditions, and he recently bought 80 head of cattle.“It looks like this is going to be one of our better grazing seasons, and it’s still very dry,” he said.<figure>

 </figure>But in Iowa, where it’s been even drier, state extension field agronomist Terry Basol says they’ll be even more dependent on rainfall this year as the soil has mostly dried out.And he said there’s a lot of catching up to do.“Our 30-year average is roughly 30 inches of rain,” he said, “and last year, that total was 13-point-8.”Despite 4 inches of rain in April, this year’s totals are still about 3 inches short of that.
