Hays resident receives Doctor of Education from Bryan College

For the month of April 2024, the Ellis Police Department responded to 193 calls for service, conducted 21 traffic stops, and issued three traffic citations. All citations were for speeding, with the highest alleged speed to be 20 mph over the posted limit. The average alleged speed for April was 16 mph over the posted limit.

The Ellis Police Department also conducted several felony and misdemeanor investigations, resulting in one juvenile and five adult arrests.

The following adults were arrested in April by the Ellis Police Department:

On 04/01/2024, Garret Vandenberg was arrested on suspicion of domestic battery and disorderly conduct. He was booked into the Ellis County Jail.

On 04/02/2024, Veronica Dossey-Moore was arrested on suspicion of domestic battery. She was booked into the Ellis County Jail.

On 04/05/2024, Garron Sheppard was arrested on suspicion of theft less than $1,500. He was cited and released.

On 04/07/2024, Heath Robins was arrested on suspicion of violation of a protection order. He was booked into the Ellis County Jail.

On 04/18/2024, Amanda Hayes was arrested on suspicion of criminal threat. She was booked into the Ellis County Jail.

The Ellis Police Department participated in the National Drug Take Back Day on April 27, 2024. They received several unwanted prescriptions as well as over-the-counter drugs from our community members. The police department plans on making this a yearly event for the community.

The Ellis Police Department has also requested two dangerous dog hearings to be presented to the Ellis Municipal Court. In one instance, a victim suffered significant damage to their leg, requiring stitches. I’d like to remind the community that it is the responsibility of the animal’s owner to keep it under control at all times, especially if your animal is territorial, Police Chief Avery Smith said.

Now that Spring has sprung, the mowing season has begun. The Ellis Police Department is responsible for document services within Ellis, including but not limited to: mowing violations, environmental code violations, summons/subpoenas from municipal court and returned check notices.

Officers will attempt to serve a document several times before it is sent via certified mail. Officers often receive questions from our community members about why they received a document.

The police department, in most of these instances, serves as the messenger and is serving the document on behalf of another city department. In the envelope you receive, you will be provided information on how to rectify the situation that you were notified of or how to contact the department the notice came from. Officers will typically serve documents from the hours of 8 a.m. to 730 p.m. unless some other arrangement has been made.

Officers will also be making a concerted effort to speak to our community members about junked or disabled motor vehicles within Ellis. Please do your part to help keep Ellis beautiful, Smith said.

Lastly, but most importantly- April is National Sexual Assault Awareness and Prevention Month. If you or someone you know is being victimized or has been a victim of sexual or intimate partner violence, please know that you are not alone and help is available.

Statistically, 1 in 5 people will experience sexual assault in their lifetime. In our area, Options Domestic and Sexual Violence Services provides completely free and confidential support for survivors of domestic and sexual violence. Diana VanBruggen, City of Russell Water Production Superintendent and Operator of Record, was recently recognized for her outstanding dedication to the water utility industry in Kansas as the recipient of the 2024 Kansas Municipal Utilities Water Operator Award of Excellence. This award is presented annually to a water operator demonstrating proficiency and excellence in the areas of compliance, operation and maintenance, training and mentoring and dedication to their community served in Kansas.

Diana's leadership and expertise have been instrumental in the operation and maintenance of the City of Russell's water utility. She oversees two separate water treatment plants, including a water- softening plant originally built in 1938 and an electro-dialysis reversal water treatment plant built in 2008. Despite facing numerous challenges, Diana's innovative maintenance and inventory programs have significantly reduced costly delays and breakdowns, ensuring uninterrupted water supply for the community.

Diana's exceptional leadership was particularly evident when she assumed the role of superintendent amidst challenging circumstances. She spearheaded the rehabilitation of the water softening plant, collaborating with the public works and utility directors, engineers, and contractors to overcome various obstacles, including supply chain disruptions, construction and equipment delays, and environmental concerns. Despite adversity, Diana ensured the uninterrupted provision of quality water for the community, even during extreme drought and plant failure.

Diana's commitment to excellence extends beyond her daily responsibilities to the training and mentoring of other water operators. She takes great pride in sharing her knowledge and expertise, fostering a culture of continuous learning and professional development within the utility.

Omnibus Budget and Conference Committee

The House Appropriations Committee met Thursday following the joint meeting with the Senate Ways and Means Committee to draft the Omnibus Budget. 

The House version included several items concerning issues across the state, some of which are included below. 

• Under the Kansas Department for Aging and Disability Services, the House added $3.5 million State General Fund (SGF) for indigent support for substance use disorder providers in Fiscal Year (FY) 2025. • In the Department of Health and Environment—Health, $5 million SGF was added for child and adult behavioral beds in FY 2025. &nbsp;• In the Department of Health and Environment—Environment, $4.8 million was spent in FY 25 for the Small-Town Infrastructure Assistance Grant Program, to help provide wastewater treatment drinking water in towns with a population of 1000 or less.

There were many items regarding law enforcement and corrections. 

• First was $2.5 million SGF in FY 2025 for a newly created regional inpatient juvenile substance use treatment center in south central Kansas. • Second was $12 million SGF allocated in FY 25 for the Kansas Law Enforcement Training Center. The budget also included an additional $21 million for staffing at the correctional facilities across the state of Kansas.

There were also many funding items for higher education. 

• First, $2.4 million SGF in FY 2025 to provide a $7,000 base pay increase and a $2,500 retention bonus to nursing facilities at community and technical colleges. • Second was $1 million SGF to the Kansas Adult Learner Grant Program Fund and $2.5 million for Need-Based Aid at public universities in FY 2025. • Third was $1.1 million SGF in FY 2025 for the Kansas National Guard Education Master’s Program for Enhanced Readiness and Global Excellence, which provides financial assistance to Kansas National Guard members pursuing a master’s degree.

The Senate Ways and Means Committee finished their version of the Omnibus Budget Friday afternoon. Later that day Senate Ways and Means and House Appropriations conferenced on the Omnibus Budget and came to a consensus after midnight on April 27.

The final version of the omnibus budget bill passed both the Senate and the House on Tuesday, April 30. The bill passed the Senate with a vote of 22-11 and it passed the House Tuesday night, amidst the tornado sirens going off in the capitol, 71-49. The Kansas Legislature adjourned late Tuesday night and will return in January after the elections.

On Friday, the House voted to override the governor's veto on two tax bills. The first was House Bill 2036, the tax plan that would cut income, sales, and property taxes with a vote of 104-15. Second was House Bill 2098, that would reduce sales tax, with a vote of 99-20. I voted to override the governor’s veto on both bills.

On Monday, the House overrode many vetoes to bills or budget line items. We overrode the veto on House Bill 2583, which protects law enforcement dogs by increasing criminal penalties for harming or killing them. The House also overrode the veto for House Bill 2648, what is referred to as the Reins Act, which attempts to rein in the high cost of government bureaucracy. The veto was sustained on Senate Bill 233, the gender reaffirming bill.

Friday, the House voted on the adoption of the Conference Committee Report on House Substitute for Senate Bill 387 which is the K-12 Education Budget for fiscal years 2024, 2025, and 2026. For fiscal year 2024, the budget would lapse funding, including $714,470 to the Kansas Public Employee Retirement System for non-USDs and $341,000 to the Kansas Public Employee Retirement Systems for USDs and would bring fiscal year 2024 total appropriations to $6.7 billion.

Fiscal year 2025, the house appropriated a total of $6.6 billion which includes $65.5 million for Special Education Services Aid, $5 million for the School Safety and Security Grants, and $2.5 million for school food assistance.

This bill would also establish the Education Funding Task Force that is made up of three state representatives, three state senators, a parent, a teacher, and one superintendent from a rural district and one from an urban school district. The task force would be required to recommend to the Governor a new school finance formula to replace the current formula that is set to expire July 1, 2027, and review the current methods of disbursing Special Education State Aid. I supported this budget which passed the House 115-2.

WAYMASTER: From the Dome to Home, May 1; Omnibus bill & conference committee

A committee was formed Monday night to explore building an amphitheater in Hays.

An Image Ellis County Strategic Doing was conducted Monday night at the Hays Public Library to explore interest in building an amphitheater in Hays. The current proposed location is at Municipal Park.

The group members suggested a permanent stage could be used by Octoberfest and the Wild West Festival, as well as smaller festivals like Rockalooa.&nbsp;

Emily Knowles, a member of the Wild West Festival and Octoberfest committees, said those groups have to rent stages for their events. For the Wild West Festival, renting a stage with lighting and sound costs $60,000 annually.

Some participants said having a permanent stage would mean new events seeking to establish themselves in Hays would have less overhead.

Knowles said medium to smaller events could also use the stage.

Other ideas offered included car shows, art shows, church services, movies in the park, Fort Hays State University concerts, city band concerts, Hays Symphony concerts, Hays High concerts, recreation programs, Hays Public Library events, weddings, public meetings and non-profit events/fundraisers.

"I think the university is really trying to have a lot more communication around theater," said David Macey, FHSU Dean of the College of Arts, Humanities and Social Sciences. "We also like the park's location and its proximity to the campus."&nbsp;

Adam Conkey, who is a member of the Hays Community Theatre and Hays Arts Council boards, said he saw a permanent stage being used for a combination of live theater and music.

The group also discussed some of the downsides of an amphitheater. Some of these included cost, upkeep, competition for other venues and the location of the park in a flood plain.

Another challenge is having a stage large enough to accommodate large events like the Wild West Festival but small enough to be used by small—to medium-sized events.

The group members said they did not want fixed seating. Attendees also said they preferred a modern design, unlike Hays' former concrete bandstand.

Conkey said he thought the amphitheater should include limestone accents to match Larks Park and other aspects of the existing park.

The status of the National Guard Armory is unknown in the park's potential redevelopment. The armory is set to move, but no timeline has been set for that move.

Group members expressed concerns that if Hays does not build an amphitheater, the community could lose new events and existing events, including the Wild West Festival.

Knowles said Octoberfest has an economic impact of $315,000, which only counts people coming to Hays from 50 miles away or more.

Facilitator Betty Johnson also asked if the amphitheater would still be needed or if it would be needed on the same scale if the Wild West Festival ceased within a few years.&nbsp;

Group members said they thought an amphitheater would create opportunities for other events of varying sizes.

Roths said he has some concerns about competition with the Fox Theatre.&nbsp;

"Ultimately, we want music and live music to become a staple of our community. It's how we keep growing," Roths said. "It's how our venue becomes as famous as it can be. We've caught a lot of traction. I think it shows that people around here would be willing to support it."

He said middle-size venues, especially those in Texas, are closing, leaving up-and-coming artists without venues.

It's hard to make money from tickets, Roths said. He said most venues make money on alcohol.

Amphitheater events could draw crowds away from the Fox; however, Roths said, "It's hard to compete with a roof."

Hays City Commissioner Sandy Jacobs said an outdoor venue could only be used three to four months out of the year because of the weather.

Group members suggested that the amphitheater would need to be leased for ticketed events with some entity as a manager.

Several pickleball players attended the meeting and expressed concerns about the potential removal of the pickleball courts in Municipal Park to make way for an amphitheater. They said more courts are needed in the community.&nbsp;

They also said they hated to lose the Municipal Park location because it has trees and other barriers that protect the courts from wind.

The committee's next step is to research data on attendance at existing events in Hays and the operations of similar venues in the state.

TOPEKA&nbsp;– Kansas Tourism is pleased to announce the lineup of attractions participating in the 2024 Sunflower Summer program. Designed as a benefit for Kansas families with school-age children, Sunflower Summer offers a way to explore and fall in love with Kansas by providing complimentary access to tourism attractions across the state.&nbsp;

The 2024 Sunflower Summer season will run from May 25 through August 11. More than 220 tourism attractions are participating in the program – a 97 percent increase from 2023. The digital tickets are redeemed at participating venues upon their arrival. Each user can only use tickets once per venue during the 2024 season.&nbsp;

3 from Hays Early Childhood Connections honored with Kansas awards

A three-person team from Junction City High School took first place in a national Jobs for America’s Graduates competition in St. Louis last week. Additionally, several representatives of the Kansas affiliate of JAG placed in the top 10 in the competitions.

JAG National hosted the National Career Development Conference (NCDC) in St. Louis Thursday through Saturday, with a contingent from each state affiliate attending for training and competition.

This year, 35 JAG-K students traveled to St. Louis to participate in national competitions that culminate Regional and State Career Development Conferences held in the spring in each of the 38 states with JAG programs. The seven competition categories are Financial Literacy, Creative Decision Making, Prepared Speaking, Career Preparation, Project-Based Learning, Business Plan, and Employability Skills. The results of the events were announced Saturday, April 20.

The JAG-K Creative Decision-Making team from Junction City High School, of James Lamar, Jae’Lynn Dennard and Jaden Exantus (pictured left to right) placed first in their respective category. The Junction City students gave Kansas its first win at nationals since the state claimed three first place finishes in 2020.

“I am eternally grateful to JAG-K who gave me the opportunity to compete, and I’m grateful to my teammates for supporting me each step of the way,” Exantus said of the accomplishment.

Leonardo Hernandez of Hays High School was runner up in the Employability Skills competition.

Analicia Aquino from Shawnee Mission North placed third in Prepared Speaking.

A team from Junction City High School consisting of Noah Maldonado, Jonae Conover and Alani Burks placed third in the Project-Based Learning event.

The scholarship program honors the extraordinary leadership and 43 years of service of the first President and CEO of Jobs for America’s Graduates, Inc., Kenneth M. Smith.

“JAG-K was well represented by some outstanding students at the second annual National Career Development Conference,” said JAG-K President and CEO Chuck Knapp. “These young people continue to impress and inspire, and they are a consistent reminder that our evidence-based model works. There is not another program that is as comprehensive in the competencies taught, personal skills learned, and life changing results achieved.”&nbsp;

JAG-K is a multi-year, in-school program for students in grades 6-12 that offers tools to successfully transition students into post-secondary school, the military, or directly into the workforce with marketable skills. Many a good fisherman has cut his or her “teeth” on bluegills, often catching them from a farm pond with nothing but a hook and a bit of worm under a bobber. Some of us can even remember catching them with a cane pole and an old cork fastened on some sort of heavy cord. They’re feisty fighters and provide just enough action to get and keep a youngster “hooked” on fishing. When spawning, they scoop out oval shaped beds in the pond bottom, and in defense of their spawning ground, the little rascals will chase about any bait or lure thrown into the water.

I recently stumbled across another role for bluegills besides helping kids learn to fish. Do you remember how coal miners of years ago carried caged canaries into the mine with them to detect toxic air? It seems the birds were able to detect toxins in the air well before the miners could, and by watching the birds’ reactions the miners would be warned in time to exit the mines before breathing the poisoned air. It seems that some time back the Army developed a system of using bluegill fish to detect toxins in drinking water, much like the canaries were able to do with air in the coal mines. The original process was named IAC 1090, or Intelligent Aquatic BioMonitoring System, and though it was developed by the Army for its own use, the system is currently used to monitor the drinking water at Fort Detrick, Maryland, plus several large cities including New York City, San Francisco and Washington DC, and since 911, even more large US cities have begun using bluegills to help protect their water supplies.

It seems bluegills are extremely sensitive to toxins in the water where they live, so the system works by employing bluegill fish at water treatment plants. Each fish is kept in an individual plastic case that is described as looking like a trunk made into an aquarium. Fish do a three week tour of duty and are then replaced. They are kept inside at the water treatment facility and water is piped through the case, where electronic sensors monitor each fish for what amounts to “fish coughs.” Much like we humans cough to expel something foreign from our respiratory system, bluegills do the same by flexing their gills to expel something foreign, say a grain of sand, from their breathing passage. The instruments pick up these “coughs” and other irregularities and send the information to computers that constantly compare it to the fish’s normal behavior. If the computers sense that enough of the fish are upset by something in the water, they automatically trigger water samples to be taken and notify workers.

Bluegills are best able to detect non-biological threats such as pesticides, mercury, cyanide, heavy metals, fuel spills and phosphates. By monitoring the fish, workers are not able to tell exactly what toxins they are reacting to, just that there is threat to the drinking water that needs immediate attention. One article I found said that the Army had tested bluegills against 27 different toxins, and the fish detected them all.

The system at Fort Detrick tests both the raw water coming into the plant and the fully treated water just before its leaves the treatment facility. One example of the bluegill’s effectiveness cited a situation when the computer monitoring the fish sensed that the bluegills sampling the raw water pumped from the river had become agitated. The incoming water was immediately shut off and samples taken, revealing that someone had evidently washed a pesticide truck upstream in the river. The incoming water was so poisoned that all the fish that initially sensed it died, but not before the threat had been

addressed and identified. In this case the city of Fredericksburg, Virginia also benefited from the bluegills, allowing it to shut off its incoming water also, which was being pumped from the same river just one hundred yards upstream.

A spokesman for the San Francisco Public Utilities Commission, had this to say about their system that uses the little fish to protect its drinking water. “We appreciate that there’s an irony to this, that the oldest technology in the world -life- is now being combined with high technology to keep the water supply of the region safe. We want to use what works, and if that means we have to become fish keepers, then we will.” So the next time you catch a mess of bluegills, look upon them with a whole new respect!

Water line replacement at 11th & Walnut in Hays starts today

Statewide crude production bottomed out last year. 

The Kansas Geological Survey reports total Kansas output last year of 27.7 million barrels or 75,805 barrels per day. That's down more than 1,200 barrels a day from the year before to the lowest annual tally on record. Kansas output has been in a steady decline since the high point in 2014, when operators pumped more than 135,000 barrels a day or nearly double current output.

• Output in Ellis County leads the state rankings but drops by 110 barrels a day from a year earlier to 5,881 barrels per day.&nbsp; • At number two, Haskell County dropped by more than two hundred barrels to just over 4,500 per day.&nbsp; •&nbsp;Barton County&nbsp;showed an increase of nearly a thousand barrels to 4,080 barrels per day. &nbsp;• Finney County pumped 3,800 barrels per day, an increase of 130 daily barrels. •&nbsp;Rooks County was number five with 3,600 barrels a day, up 41 barrels. • Russell County drops to number six in the county rankings, with average daily output of 3,594 barrels a day. • Stafford County production ranks eighth, dropping by nearly 100 barrels a day to just under 2,500 barrels per day.

Regulators approved 27 new drilling locations across the state last week, with 11 in western Kansas including one new drilling permit in Russell County. That's 283 new permits this year, compared to 416 by this time last year.

Operators completed 24 wells in Kansas last week. Independent Oil and Gas Service reports 18 new completions east of Wichita and six in the western half of the state. That's 378 wells so far this year, compared to nearly 600 a year ago.

The Kansas Rig Count from Independent Oil and Gas Service drops by two rigs in eastern Kansas to 12 active rigs. West of Wichita, there are 18 active rigs, which is up one from last week.&nbsp; The count is down six percent from last week and down nine percent from last year at this time. Drilling was underway on Friday on leases in Barton and Stafford counties.

Friday's Rotary Rig Count from Baker Hughes drops to 613 rigs, a decline of five oil rigs and one seeking natural gas. The tally in Louisiana was down four rigs. New Mexico was down one rig while Texas was up one.

Stockpiles are dropping, except in the Strategic Petroleum Reserve. The Energy Information Administration reports commercial crude inventories dropping 6.4 million barrels to just under 454 million as of April 19. Stockpiles are about three percent below the five-year average for this time of year. 

Government data reflect an increase in strategic inventories for the second week in a row. The Energy Information Administration's weekly Petroleum Balance Sheet shows an increase of 800,000 barrels in the SPR, marking a total increase of 1.4 million barrels in the last two weeks. 

The Energy Information Administration canceled previous efforts to buy about three million barrels when market prices failed to meet the government's target $79 a barrel. Prices have been over $80 for more than a month. 

The reserve remains a little over half full, at more than 365 million barrels. The U.S. stored more than 600,000 barrels before Russia's invasion of Ukraine prompted the government to sell off strategic stockpiles to tame prices.

Energy Information Administration notes U.S. crude production increased slightly from a week ago. Alaska adds six thousand barrels per day while the lower-48 states held steady for a nationwide average of 13,137,000 barrels per day.

The U.S. is a net petroleum exporter, but we import more crude oil than we ship out by 1.3 million barrels a day. Domestic crude-oil imports last week rose 36-thousand barrels a day for an average just shy of 6.5 million barrels a day, outpacing crude exports by 1.4 million barrels a day.

 The Energy Information Administration says petroleum product imports were also up slightly, driving total petroleum imports up to nearly 8.5 million barrels a day. Total petroleum exports topped 12 million barrels a day last week.

Slack demand drops gasoline prices, across the country and here at home. Pump prices are down despite dwindling national gasoline and diesel inventories. The auto club Triple-A says motor fuel demand typically slows in the run-up to Memorial Day and the traditional summer driving season. Gasoline prices have dropped two cents from last week. 

Diesel prices nationwide are three cents lower than a week ago. The Energy Information Administration reports diesel consumption this year is lower than usual, due largely to warmer winter weather and reduced manufacturing activity, but also to the substitution of biofuels on the West Coast.

Drilling was underway on Friday on leases in Barton and Stafford counties.Friday's Rotary Rig Count from Baker Hughes drops to 613 rigs, a decline of five oil rigs and one seeking natural gas. The tally in Louisiana was down four rigs. New Mexico was down one rig while Texas was up one.Stockpiles are dropping, except in the Strategic Petroleum Reserve. The Energy Information Administration reports commercial crude inventories dropping 6.4 million barrels to just under 454 million as of April 19. Stockpiles are about three percent below the five-year average for this time of year. Government data reflect an increase in strategic inventories for the second week in a row. The Energy Information Administration's weekly Petroleum Balance Sheet shows an increase of 800,000 barrels in the SPR, marking a total increase of 1.4 million barrels in the last two weeks. The Energy Information Administration canceled previous efforts to buy about three million barrels when market prices failed to meet the government's target $79 a barrel. Prices have been over $80 for more than a month. The reserve remains a little over half full, at more than 365 million barrels. The U.S. stored more than 600,000 barrels before Russia's invasion of Ukraine prompted the government to sell off strategic stockpiles to tame prices.Energy Information Administration notes U.S. crude production increased slightly from a week ago. Alaska adds six thousand barrels per day while the lower-48 states held steady for a nationwide average of 13,137,000 barrels per day.The U.S. is a net petroleum exporter, but we import more crude oil than we ship out by 1.3 million barrels a day. Domestic crude-oil imports last week rose 36-thousand barrels a day for an average just shy of 6.5 million barrels a day, outpacing crude exports by 1.4 million barrels a day. The Energy Information Administration says petroleum product imports were also up slightly, driving total petroleum imports up to nearly 8.5 million barrels a day. Total petroleum exports topped 12 million barrels a day last week.Slack demand drops gasoline prices, across the country and here at home. Pump prices are down despite dwindling national gasoline and diesel inventories. The auto club Triple-A says motor fuel demand typically slows in the run-up to Memorial Day and the traditional summer driving season. Gasoline prices have dropped two cents from last week. Diesel prices nationwide are three cents lower than a week ago. The Energy Information Administration reports diesel consumption this year is lower than usual, due largely to warmer winter weather and reduced manufacturing activity, but also to the substitution of biofuels on the West Coast.
