More proposed expansion of business north of Interstate 70 in Hays will be brought to the Hays City Commission during Thursday's work session.

 JTL Leasing (Lewis Auto Group) has purchased two tracts near the intersection of East 41st Street and Sherman Avenue. 

Lewis plans to utilize the existing building at 655 E. 41st St., formerly&nbsp; Vernie’s Toys 4 Trux, for a mechanic/service shop and to build a structure in the vacant lot across the street to the west. 

The properties are just outside the current city limits.

Requests have been submitted for annexation into the city and for rezoning of the two tracts from general commercial to light industrial.

The properties have water and sewer available at each site. The Home Depot Addition was built in 2003 to serve future development in the area. 

"Allowing this zoning change would increase chances for redevelopment north of 41st Street," Jared Kuckleman, Hays management analyst, said Tuesday.

Following a July 15 public hearing where there was no opposition, the Hays Area Planning Commission voted unanimously to approve the zoning change.

Commissioners will also further discuss the draft 2025 budget.&nbsp;

Hays' total assessed valuation is up 4.2%, while the total mill levy remains at 25.

 Public hearings will be Sept. 12 for the budget and to exceed the revenue neutral rate.

The record high for July 30 in Hays is 116 degrees in 1934.

Heat wave continues for Ellis County, area; chance of thunderstorms tonight

Shelley Scheck, 53, a Hays native, has been a child care provider for 20 years.

Scheck worked in banking before she was a child care provider.

When the family decided to move to Hays, her children were entering kindergarten and third grade. She didn't have anywhere for the kids to be after school, so she decided to provide in-home child care so she could care for her children.

Scheck followed in her mother's footsteps. She had a child care and cared for Shelley and her husband's children when they worked.

"Day care is the first stop before we start preschool, so their minds are like little sponges," she said. "We are the first people to start teaching them about manners, sharing, and being nice to their friends.&nbsp;

"We're the first stop for kids when they leave the comfort of their parents' house. We're the first place they go before school, so we need to make that a positive experience for them and make them feel comfortable."

Four people nominated Scheck for the Child Care Champion award for July, praising her big heart and patience.

Andrea Kuhn said, "Shelley is amazing with my daughter. She has so much patience, and her house is always spotless! She has the biggest heart and cares about all the kids she watches."

Andrea Scheck said, "The kids don't want to leave and absolutely love their time there. She has the cleanest environment, and you know your kids are in the best hands."

Corinne Karlin said, "Shelley is amazing with the kids.  She is patient,  kind and caring. She teaches them important things they need to do and keeps them in a great routine."

Jacob Karlin said, "She is absolutely amazing with the kids!"

Scheck's child care focuses on age-based learning, including learning shapes, colors and manners.

"They are so creative. Seeing the things they come up with is amazing," she said.

"It's getting to know each and every child," she said. "They all have different personalities. ... They can tell you what we do from the minute they walk in the door to the minute they walk home."

She engages the children in making keepsakes for their parents for holidays, including Mother's Day, Father's Day and Christmas.

"I like to create keepsakes with pictures or the kids' handprints— something that will be meaningful," she said.

For Father's Day, the kids used paint to put their hand prints on gloves. She took pictures of the kids with the letters M-O-M and put them into a three-picture frame. The kids have imprinted coffee mugs and planted flowers in pots the children decorated with their fingerprints.

"The kids are so proud of them, they can't keep it a secret," she said.

Scheck said she has become close to many of the families whose children she has cared for.&nbsp;

"There are some families that I was close with that I am still friends with now," she said. "It's always hard when they age out and they go to start school because you get close to them and you get attached to them. It's hard because you feel like you are losing a child."

Some of the children she has cared for are now graduating from high school and in college. She has also had the opportunity to care for her grandchildren.

It's time she regrets not being able to spend with her son and daughter when they were small.

Scheck said child care has changed in the last 20 years as a business.

People used to call her a babysitter.&nbsp;

"They thought we were at home, drinking tea with our feet up and eating bonbons," she said.

She added, "It's not all sunshine and roses, but it has its benefits."

"When a little kid comes to you and gives you a hug or says they love you or just wants to come and sit with you for a little bit, that just makes it worth it."

Regulations have become stricter. She started her business as a registered child care home, which required her to only pay a $5 fee and have no annual inspection.

Today, she is licensed. She must have 16 hours of continuing education credits annually, be CPR and first aid certified and have her home subject to a surprise inspection annually.

She said she knows the regulations are there to protect children.

"I feel like my house is more childproof than half by child care parents," she said.

She would tell new child care providers that they needed to have thick skin. When she first opened her child care, she had a child struggling to sleep, and the parent was angry with her.

It ended up that the child was not sleeping well because he had an ear infection.

"I always say if you have a problem, come to me because your child is the main focus of my business, so we need to keep the lines of communication open," she said.&nbsp;

Scheck said she always thought she would work as a provider only until her children were older, but she stayed in the industry.

&nbsp;"I love it. I love being at home. I love the things that we do. I love kids. I waited my whole life to be a mom, and it seemed like my kids grew up overnight."

Now, as an empty-nester, she said being a child care provider fulfills that need to nurture others.

"I still have someone to take care of," she said. "It's just been a really good fit for us."

She also said since the Child Care Task Force of Ellis County started its efforts to create more child care slots in Hays, she has seen a decrease in demand for her services.

She used to have a continuous waiting list. She has an opening for a 2-year-old or older who will be available in August, but she hasn't received any calls to fill it.

Child Care Champion: Profession can be tough but hugs, love are worth it

TOPEKA – U.S. Department of Agriculture (USDA) Kansas Rural Development Director Christy Davis announced today that USDA will help farmers and small businesses expand access to clean energy and lower energy bills through the Rural Energy for America Program (REAP). Today, Rural Development is investing $1,789,170 in grants that will support 15 clean energy projects across Kansas.

“The USDA is partnering with people in rural Kansas to expand access to clean energy,” Davis said. “We are working hard, supporting our small businesses and farmers as they create jobs for their communities.”

REAP enables agricultural producers and rural small business owners to expand their use of wind, solar, geothermal and small hydropower energy and make energy efficiency improvements. These innovations help them increase their income, grow their businesses and address climate change while lowering energy costs for American families.

Today’s announcement is part of a larger national announcement that includes projects in 38 other states and Guam. The specifics of the Kansas projects are:

· A $37,001 grant will help purchase and install a 26.91 kilowatt solar array for Midway Machine, a machine shop business located in Wilson County. This project will realize $4,259 per year in savings and will generate 36,697 kilowatt hours per year, enough electricity to power three homes.

· A $67,500 grant will help USA Gymnastics &amp; Supply Inc., an existing gymnastics and sports products manufacturer in Great Bend, purchase and install a 50.4 kilowatt solar array. The project is expected to replace 80,004 kilowatt hours of electricity per year, enough energy to power seven homes.

· A $31,344 grant will help purchase and install a 20 kilowatt solar array for Brentan Yost, a swine producer located near Newton. The project will produce 31,026 kilowatt hours and replace 85 percent of the facility's annual energy usage.

· A $37,477 grant will help purchase and install irrigation equipment for Schmidt Land LLC, a corn grower in Inman. The project is estimated to save 110,791 kilowatts per year, enough energy to power ten homes.

· A $39,900 grant will help purchase and install a 19.2 kilowatt solar array for Roy Buessing, an agricultural producer in Axtell. The project is estimated to replace 27,453 kilowatt hours per year, enough energy to power two homes.

· A $178,348 grant will help purchase and install a 99 kilowatt solar array for B&amp;B Hydraulics Inc. of Hutchinson. The project is estimated to generate

156,168 kilowatt hours and replace 100 percent of the facility's annual energy usage.

· A $611,745 grant will help purchase and install a 616 kilowatt solar array for Schwartz Farms Inc. of Herington. The project is estimated to generate 991,117 kilowatt hours and replace 40 percent of the farm's annual energy usage.

· A $30,857 grant will help purchase and install a 25.53 kilowatt solar array for King Solar Inc. of Yoder. The project is estimated to generate 37,587 kilowatt hours per year, enough energy to power three homes.

· A $26,652 grant will help purchase and install irrigation equipment for Ruby Goering Trust, a corn farm in Inman. The project is estimated to save 123,249 kilowatt per year, enough energy to power 11 homes.

· A $57,927 grant will help purchase and install a 42.1 kilowatt solar array for Edward Koehn, a poultry producer near Halstead. The project is estimated to produce 64,113 kilowatt hours annually, enough energy to power six homes.

· An $83,014 grant will help Rural Rental LLC, of Abilene, purchase and install a 19.35 kilowatt and a 30.10 kilowatt solar array. The project is estimated to replace 65,370 kilowatt hours per year, enough energy to power six homes.

· A $42,200 grant will help Kober Farms LLC, of Inman, purchase and install irrigation equipment. The project is estimated to save 42,538 kilowatts per year, enough energy to power four homes.

· A $277,000 grant will help Stateline Dairy LLC, of Morrowville, purchase and install a 250 kilowatt solar array. The project is estimated to replace 380,028 kilowatt hours per year, enough energy to power 35 homes.

· A $177,486 grant will help purchase and install a 150 kilowatt solar array for Sales Date Inc., a computer software company in Hutchinson. The project is estimated to replace 216,823 kilowatt hours per year, enough energy to power 20 homes.

· A $90,719 grant will help Beloit Auto &amp; Truck Plaza Inc., of Beloit, purchase and install a 62.5 kilowatt solar array. The project is estimated to generate 85,647 kilowatt hours per year, enough energy to power seven homes.

USDA continues to accept REAP applications and has set aside a portion of the program funds to support underused renewable energy technologies, like wind and geothermal power. For additional information, contact a local energy coordinator.

USDA invests nearly $1.8 Million in rural Kansas communities to lower energy costs and create jobs

Dr. Henry Agbogun, Fort Hays State University assistant professor of geosciences/geology, will be presented with the American Association of Petroleum Geologists (AAPG) Foundation’s Inspirational Geoscience Educator Award in August at the International Meeting for Applied Geoscience &amp; Energy meeting in Houston.

The Inspirational Geoscience Educator Award is an annual award from the AAPG Foundation to a geoscience professor who has inspired students to&nbsp;appreciate&nbsp;geoscience and motivated them to pursue geologic careers. The awardee is selected from individuals nominated by students, faculty members, or industrial professionals.

Minimum selection criteria&nbsp;for a nominee&nbsp;to be eligible for consideration for this award include: must have a PhD in geoscience with a minimum of three years of full-time teaching at a higher education institute, must be a full-time assistant or associate professor within ten years of their initial tenure track appointment at the time of nomination, must also teach courses that include topics that apply to geologic history of earth’s resources. 

Through the selection process, nominees are evaluated not only on the contents of their coursework but also on their ability to motivate and inspire students in geologic studies.

“I feel privileged and grateful to have my commitment to geoscience education recognized by worldwide organizations like AAP and the AAPG Foundation,” Agbogun said. “It certainly encourages me to continue striving for excellence.”

In addition to the honor of being selected to receive this award from among many educators who are making an impact on students in geosciences, the award comes with a monetary stipend and special recognition with other award winners at the annual IMAGE event in Huston this fall.

Agbogun is the 13th recipient since the award program began in 2012 and is the second FHSU faculty member to receive this award. Dr. Hendratta Ali received the award in 2017. 

In making this award announcement, foundation chair Jim McGhay noted that in the history of this award, this is the first time two faculty members from the same institution have been selected.

Agbogun teaches courses in environmental geology, structural geology, stratigraphy, sedimentology, hydrogeochemistry, principles of geophysics, and petroleum geochemistry. He has received praise from faculty and students, who have&nbsp;seen&nbsp;and experienced his dedication to his students and successes in geoscience.

 </figure>FHSU University NewsDr. Henry Agbogun, Fort Hays State University assistant professor of geosciences/geology, will be presented with the American Association of Petroleum Geologists (AAPG) Foundation’s Inspirational Geoscience Educator Award in August at the International Meeting for Applied Geoscience &amp; Energy meeting in Houston.The Inspirational Geoscience Educator Award is an annual award from the AAPG Foundation to a geoscience professor who has inspired students to&nbsp;appreciate&nbsp;geoscience and motivated them to pursue geologic careers. The awardee is selected from individuals nominated by students, faculty members, or industrial professionals.Minimum selection criteria&nbsp;for a nominee&nbsp;to be eligible for consideration for this award include: must have a PhD in geoscience with a minimum of three years of full-time teaching at a higher education institute, must be a full-time assistant or associate professor within ten years of their initial tenure track appointment at the time of nomination, must also teach courses that include topics that apply to geologic history of earth’s resources. Through the selection process, nominees are evaluated not only on the contents of their coursework but also on their ability to motivate and inspire students in geologic studies.“I feel privileged and grateful to have my commitment to geoscience education recognized by worldwide organizations like AAP and the AAPG Foundation,” Agbogun said. “It certainly encourages me to continue striving for excellence.”In addition to the honor of being selected to receive this award from among many educators who are making an impact on students in geosciences, the award comes with a monetary stipend and special recognition with other award winners at the annual IMAGE event in Huston this fall.Agbogun is the 13th recipient since the award program began in 2012 and is the second FHSU faculty member to receive this award. Dr. Hendratta Ali received the award in 2017. FHSU professor named American Association of Petroleum Geologists Foundation’s Inspirational Geoscience Educator

MANHATTAN —&nbsp; Stacie Minson, WaKeeney, an extension watershed specialist with the Kansas Center for Agricultural Resources and the Environment, or KCARE, has received the Distinguished Service Award from the National Association of County Agricultural Agents.

The award recognizes excellence in the field of professional extension and is presented to NACAA members who have conducted outstanding programs and are held in high esteem by their colleagues.

Minson was the only person from Kansas to receive this award in 2024.

"Stacie is an excellent communicator who works very hard to keep the landowners in her watershed informed,"&nbsp;said Herschel George, retired extension watershed specialist.&nbsp;"Her commitment to education and field day events better informs the producers about best management practices that will, in the end, protect the watershed."

Minson has been a leader in agricultural programming through K-State Research and Extension for the past 27 years. 

In her current role as an extension watershed specialist, she works with producers in the counties surrounding the Kanopolis Lake watershed to implement best management practices in their operations. These practices help to improve water quality within the watershed and, hopefully, reduce Total Maximum Daily Loads in local waterways.

Area watershed specialist Stacie Minson receives national award for service

Years ago, when we lived in the country, we and local critters survived an extended 100 degree+ heat wave one droughty July. Because the creek had gone dry, we filled a kiddie pool a couple times a day so wildlife could slake their thirst. Does brought fawns, coyotes and bobcats crept in under cover of darkness while birds, rabbits, and squirrels turned the round tub into a three-ring circus. After filling their tanks, visiting rodents sought cool places to collapse and wait til dusk dropped temperatures. Recent thermometer readings triggered memories as current bunnies and squirrels compete for water at our birdbaths and then zero in to find the coolest crash pads in the yard.

Anyone who’s lived through more than one summer in Western Kansas hopes to complete outdoor chores and watering in the early morning cool. We soak garden, flower beds, and pots to discourage roasting under hot prairie skies. We fill bird baths early, again at noon, at four o’clock, and at dusk. This practice suits our feathered friends, bunnies, and squirrels. During intense heat, especially when it’s windy, they drain six water containers in short time.

The four o’clock filling is our favorite. We make a point, despite pouring sweat, to rock on our shady deck and watch critters savor fresh, cool water. It’s pure entertainment from our seats. Lately, our mother rabbit introduced her 2 juveniles. Energetically, they whip in for a drink, nibble grass or clover, snarf corn and sunflower seeds and then seek the coolest spot to beat the heat.

Their behavior reminded me of those country squirrels who’d gobble a late lunch, slurp a refill, and scamper onto a shaded patio where they flattened themselves on low growing cedar branches or cool bricks. This current yard has no low branches or cool bricks, so present rodents improvise.

One afternoon, those teenager bunnies spent ten minutes juking and jigging about the yard like practicing football players before they settled into their high tea and eventually a flowerbed snooze. I don’t know how rabbits communicate, but somehow mom let her young know they can safely eat and nap close to the deck where green grasses grow, soil is damp and cool, and humans laugh at their antics.

Once they finish snacking, they scout beneath the big ash tree for the best camp site. Because I water in the morning, evaporation has performed its cooling magic. The cottontails each claim a spot, gently pawing out a soft-landing. Once they settle, they remain alert til nature takes its course. Full tummies and soft earth work like a sleeping tonic, forcing bunny eyes to close and heads to nod. Like resistant toddlers, they jerk to attention a time or two but sleep eventually wins.

Who knew sitting outside watching wildlife at 95 degrees in the shade could engage a body so thoroughly. Keep in mind, while bunnies nap, crazy birds zoom in and out of bird baths like they’re at Dulles Airport. Somehow watching them while fluffy butts snooze keeps a gal awake on a scorching afternoon.

GOVE COUNTY—Two people were injured in an accident just before 12:30p.m. Tuesday in Gove&nbsp; County.

The Kansas Highway Patrol reported a 2024 Peterbilt semi driven by Ronald Anthony Garcia, 36,&nbsp; Commerce City, Colorado, was eastbound on Interstate 70 just before the Grinnell exit.

The driver&nbsp;failed to maintain a single lane and struck an eastbound 2020 Chevy Tahoe driven by Jack Nelson&nbsp;Buehler, 67, Wichita.

After impact the SUV&nbsp;rotated in front of the semi entered the south ditch traveled down the embankment and rolled, traveled through the KDOT fence and came to rest on its wheels in a field south of Interstate.

Vehicle One, pulling doubles, remained up right with the power unit halfway in the right lane and the two trailers in the ditch.

EMS transported&nbsp;Buehler and a passenger in the SUV&nbsp;Jaye Ann&nbsp;Buehler, 67, Wichita, to the Gove County Medical Center. Garcia was not injured. All three were properly restrained, according to the KHP.

Kansas couple hospitalized after SUV, semi crash

DODGE CITY, Kansas—&nbsp;Footsteps and excited chatter of medical students from the Kansas College of Osteopathic Medicine fill the CommonSpirit hospital in Dodge City.

Fitted with white lab coats and scrubs bearing the Wichita medical school’s logo, they make their rounds touring the facility.

“I really like the vibe of this place. It’s pretty upbeat compared to the other city hospitals,” one says.

“Everyone is really busy. A lot of rooms are full,” another observes.

The students are part of a program that immerses them in rural areas, specifically in southwest Kansas, to let them shadow health care professionals. Officials from the program hope this will encourage more future physicians to consider practicing in western Kansas, where health care facilities are regularly understaffed.

Southwest Kansas had seen a shortage of health care professionals even before the COVID-19 pandemic. The region is hours away from an urban center and the amenities that come with it. And some hospitals don’t have the finances to pay employee wages or bonuses that can compete with other places.

The isolation and lack of incentives make it difficult for people like Chris Cervantes, who recruits physicians for CommonSpirit in Dodge City, Garden City and Ulysses.

“All the health care challenges are a little more extreme when you come to rural America,” Cervantes said.

It’s not uncommon for patients in rural areas to make a three-hour trip to see a specialist on a regular basis, he said. Or they might change doctors every couple of years, which can make it hard for them to trust their health care providers, he said.

“You might have a pediatrician for a couple of years, then your son or daughter turns 3 or 4, then you got to find a new pediatrician because there's no providers that are staying for the long haul,” Cervantes said.

This problem echoes the plight of&nbsp;<a href="https://www.ruralhealthinfo.org/charts/5?state=KS" target="_blank">most Kansas counties</a>, over 70% of which are experiencing a physician or nurse shortage, according to the Rural Health Information Hub.

That’s why last year the Kansas Health Science University and the Kansas College of Osteopathic Medicine in Wichita launched a joint program that would place medical students in these rural areas to relieve the shortages, while providing opportunities for medical student rotations.

Medical students currently in the program recently shadowed professionals in Dodge City for a day and then rounded out the trip in Garden City the following week.

Another layer that highlights the needs of southwest Kansans is the large Latino population present in the region. The most populated towns in this corner of the state are majority Latino, and they are&nbsp;<a href="https://www.khi.org/articles/event-recap-understanding-access-health-coverage-for-kansas-hispanic-communities/" target="_blank">three times less likely to have health insurance.</a>

For these Kansans, it’s not just structural barriers that make it hard to receive the health care they need. Geovannie Gone, executive director of the Immunize Kansas Coalition, said at a Kansas Health Institute forum earlier this summer that there are also cultural barriers, given that the immigrant experience relies heavily on caring for their own and relying on home remedies.

But Cervantes said the region’s unique demographics may be the key to new recruitment strategies for physicians and nurses.

"You're going to get exposed to things you won't get exposed to in the larger areas,” Cervantes said.

This strategy has already proven to help even smaller communities like Lakin, 30 minutes west of Garden City, from closing its hospital, a fate that could await&nbsp;<a href="https://ruralhospitals.chqpr.org/downloads/Rural_Hospitals_at_Risk_of_Closing.pdf" target="_blank">56% of rural Kansas hospitals.</a>

The Kearny County Hospital leaned into its diversity as a&nbsp;<a href="https://www.politico.com/magazine/story/2018/05/26/kansas-hospital-rural-healthcare-218407/" target="_blank">strategy to attract young physicians</a>&nbsp;who wanted to deliver babies in less urban areas. They could do that right in western Kansas, where more than 20 languages are spoken in the Garden City school district, and agribusiness attracts immigrants and refugees.

The Kearny County Hospital went from delivering 187 babies in 2014 to 327 in 2017, Politico Magazine reported. In five years, it had become the county’s largest employer.

Workload and opportunities in rural Kansas

These opportunities sound especially interesting to medical students like Dina Suasnabar, who is originally from Peru.

“One of the reasons I went into medicine is because there aren't a lot of physicians that are one, Hispanic, and two, Spanish speaking,” Suasnabar said.

Suasnabar spent her day in Dodge City shadowing the hospital’s intensive care unit and visiting some of the newborns.

She pointed out the need for physicians to be “jacks of all trades” in rural Kansas because of the lack of specialists. Primary care doctors are sometimes the first or only line of support for rural Kansans.

“Back in California, you just pass off the patient, like you do the initial intake, you pass it on, but here you're doing more, so I think you're able to learn more,” Suasnabar said.

Cervantes said he hopes the program can add to the strategies in place to expand health care in rural Kansas.

“Providers want to know why they should move into an isolated area … and the different benefits that we can provide to these people,” Cervantes said.

Primary care doctors are sometimes the first or only line of support for rural Kansans.“Back in California, you just pass off the patient, like you do the initial intake, you pass it on, but here you're doing more, so I think you're able to learn more,” Suasnabar said.Cervantes said he hopes the program can add to the strategies in place to expand health care in rural Kansas.“Providers want to know why they should move into an isolated area … and the different benefits that we can provide to these people,” Cervantes said.

Hospitals give medical students a taste of rural Kansas hoping they'll eventually work there

The question “Shall Ellis County, Kansas establish and maintain a county library?” is on the Aug. 6 primary ballot.

On March 19, 2024, the Ellis County Commission approved Resolution No. R-2024-05. This resolution placed the question on the ballot for consideration by voters of Ellis County.

The question will be voted on by registered voters in the city of Victoria and unincorporated areas of Ellis County. The two existing public libraries, Ellis Public Library and Hays Public Library will continue to be supported by their respective municipalities. 

If approved, a County Library Board of five members, appointed by the Ellis County Commission, will be established to maintain and govern the newly created Ellis County Library.

An Ellis County Library Board may contract with existing libraries in Ellis County, including the Hays Public Library and Ellis Public Library, to provide library services to county and area residents. There are no plans to build a new physical library in the county. However, extending services to Victoria, potentially to St. John’s Place, is a real possibility. 

The five-member board must be residents of the taxing district, meaning residents in the city of Victoria and unincorporated areas of Ellis County.

Currently, Ellis County property outside the city limits of Ellis and Hays is assessed a tax funding the Central Kansas Library System (CKLS) with administrative offices at the Great Bend Public Library. In 2023, $292,853.51 was collected from Ellis County for CKLS. It’s estimated that by 2027 less than 25% of the taxes paid by Ellis County taxpayers to CKLS will be returned to Ellis County libraries. 

After establishing the new library taxing district and regularly levying a tax for the Ellis County Library, a petition to withdraw the taxing district from the regional library system may be submitted to the State Library of Kansas Board. If Ellis County’s withdrawal is granted, the taxes assessed in support of CKLS would no longer be paid to CKLS but would, instead, be used locally in support of the Ellis County Library. 

Instead of being controlled by CKLS, the level of taxation and use of funds would be controlled by the Ellis County Library Board.

All registered voters in the city of Victoria and unincorporated areas of Ellis County are eligible to vote on this question regardless of party affiliation. Advanced voting is available now at the Ellis County Administrative Center (718 Main St., Hays, KS) through noon Monday, Aug. 5. Primary Election Day is Tuesday, Aug. 6.

Students in rural Kansas communities will soon have new resources to integrate science, math, and technology education toward some of the nation’s most in-demand career options – while boosting the state’s overall thriving rural future.

Through grant funds of $600,000 from a Patterson Family Foundation grant, the STEMM FIRE Foundation (Science, Technology, Engineering, Math, and Medicine Foundations In Rural Education) will partner with the Fort Hays State University Science and Math Education Institute to become RAISE Kansas (Rural Alliance Investing in STEMM Education - Kansas). RAISE Kansas will work to expand opportunities for rural students and contribute to the quality of life in rural Kansas.&nbsp;

The STEMM FIRE Foundation was formed in 2019 as an organization that takes STEMM professionals to rural schools to help expose students to career options while providing mentors and other post-secondary career-based educational resources. With this grant and the expansion to RAISE Kansas, more students across Kansas will be able to experience the STEMM FIRE program. 

Highlights of the program include an “Educonomy” Pilot Program to build students’ educational and economic connections and a new website resource for STEMM educators and students across the state.&nbsp;

Lindsay Schmidt will lead the RAISE Kansas initiative and is the previous executive director of STEMM FIRE. She brings 14 years of experience as a Physician Assistant in orthopedic surgery and an understanding of Kansas’s rural medical needs.

“We were honored to receive the grant and excited for the challenge of the project, the partnership with FHSU, and the opportunity to collaborate with the Patterson Family Foundation,” Schmidt said. “Developing successful high school graduates who are prepared for post-high school education and careers and consider their rural communities as their future home is a driving force behind RAISE Kansas.”

RAISE Kansas will focus on three core initiative areas: (1) STEMM FIRE rural school visit expansion, (2) building a centralized resource for rural STEMM (Science, Technology, Engineering, Math, and Medicine) educators, and (3) a Pilot Educonomy Program. 

Initially targeting up to six communities through the grant, RAISE Kansas will select sites&nbsp;for these initiatives based on attributes such as a vibrant school district, a healthcare site in or near the community, and other economic drivers and employers.

Fort Hays State University’s Science and Math Education Institute has partnered with STEMM FIRE for several years and will serve as the infrastructure for RAISE Kansas. 

Paul Adams, FHSU’s Dean of the College of Education, said that considering FHSU’s proposed affiliation with NCK Tech and NW Kansas Tech schools, FHSU will be positioned to promote expanded student opportunities.

“RAISE Kansas will help schools and communities work together to create better pathways for students,” said Adams. “It’s not just about being aware of a career but of how to get there.”

According to Adams, RAISE Kansas aims to introduce students to exciting opportunities within Kansas. Experts from medical and other STEMM-oriented fields who have grown up in rural places will help open students’ eyes to the possibilities throughout the state.

“This initiative helps Fort Hays serve its role as a steward of place,” Adams said. “It is workforce development. We know we must start young with workforce development – middle and high school and make them aware of all the options. This gives us a chance to make a difference in that space.”&nbsp;

The Pilot Educonomy program is modeled after a successful initiative in Colorado that works with rural districts to deepen their connections with their community leaders and economic drivers (hospitals, manufacturers, etc.). 

Educators, employers, leaders, and students are selected to partner in each community, working to identify deficits in their economy and education system and pool resources in innovative ways to construct long-term educational and economic success. 

Schmidt notes that the most important aspects will be empathy and out-of-the-box thinking among the community partners – along with a local leader passionate about the future success of their students and their town.

“The Educonomy program is an opportunity for employers in rural communities to voice what they are seeking in future employees and then become involved in the preparation of that employee,” says Schmidt. “As such, they are involved in the production, not just the consumption, of local talent.” 

This may include projects such as providing additional hands-on STEMM curriculum, out-of-school programs with student-led community projects or enhancing local job shadowing and internship opportunities.

Earl Legleiter, an educator of rural STEM teachers, will assist Schmidt and serve as the director of the Educonomy Program. A western Kansas program director will also be hired to head the STEMM FIRE school visit expansion efforts and assist Legleiter with the Educonomy program for RAISE Kansas.

In the long term, it is hoped that RAISE Kansas will develop a robust state-wide program that supports and provides resources for STEMM-interested rural students and educators. The network of support created by RAISE Kansas will go on to provide opportunities for communities across Kansas.
