The wheat crop is ahead of schedule and there is a dramatic difference in yield potential in parts of the state that have received moisture and parts that have not. Here, we review some key wheat fungicide considerations.

As of May 2, stripe rust has been detected in 24 Kansas counties. It’s important to note that most of these observations have been at very low or trace levels (Figure 1). You can keep up-to-date with reports here: https://wheat.agpestmonitor.org/. Up until this point, the disease has largely been limited by lack of moisture. Reports in the northwest portion of the state are most concerning, as the crop in this region is still in earlier growth stages, and there is ample time for stripe rust to take hold if the environment stays favorable. There are some counties where stripe rust has been detected on flag leaves at an elevated incidence. These fields should be carefully scouted and may be candidates for fungicide applications.

As a reminder, fungicides have pre-harvest intervals based on growth stages or the number of days before harvest. This publication lists some common fungicides and their pre-harvest intervals: https://bookstore.ksre.ksu.edu/pubs/ep130.pdf. It is always a good idea to consult the label prior to application. We are now fielding questions about the value of a fungicide application in fields that are between flag leaf and flowering growth stages. Here are some factors to consider as we make those decisions:

1. First and foremost, what variety is planted? Varieties rated 3 or below will likely have enough genetic resistance and will not benefit from a fungicide application. Check your variety rating here: https://bookstore.ksre.ksu.edu/pubs/mf991.pdf

2. Has disease been detected in the field? If weather conditions are favorable, fields with already established stripe rust are at the highest risk of the disease increasing in the coming days. K-State research demonstrates that if stripe rust is detected on flag leaves at the heading growth stage, there is a 90% chance your fungicide application will pay off. This is a year when scouting will be critical.

3. What is the crop's yield potential? Does the yield potential justify an application? K-State research has shown that under moderate to high stripe rust pressure, a fungicide application can provide a 10-15% yield benefit. However, in the absence of disease, we

do not expect any economically significant yield benefit from a fungicide application.

4. What kind of moisture has been received? As a reminder, it takes about 10 days from the time of infection to symptom development for stripe rust. Areas that have recently received moisture (Figure 2) and are still in the window for a fungicide application (flag leaf to flowering) should be more mindful of scouting over the coming days.

5. What is the fusarium head scab risk? Fields approaching early flowering with a history of head scab may be able to use a single application to control both diseases this year. All fungicides that are recommended for head scab are also recommended for stripe rust control. The risk of head scab may be elevated in fields that receive rainfall at or around flowering.

Leaf rust has now been reported in Oklahoma but has not taken hold in Kansas. We will continue to monitor for it over the coming weeks..

Water line replacements at 11th & Ash to close Hays intersection

Another small amount of rain fell in Hays overnight Tuesday.

The official measurement at the K-State Agricultural Research Center was 0.21 inches, bringing the monthly total to 0.93 inches as of May 15.

Hays is still considerably below average in moisture received so far this year.

During May, Hays has an average of 3.34 inches of rain. To date, 0.93 inches has fallen.&nbsp;

The 154-year cumulative moisture average for Hays at the end of May is 7.92 inches.

So far in 2014, Hays has received 4.70 inches.&nbsp;

Mask up for an evening of mystery and enchantment in downtown Hays for the inaugural Masquerade on Main fundraiser.

High Plains Mental Health Center, dedicated to providing mental wellness across northwest Kansas through various programs, is sponsoring the fundraiser.

James Gerstner, development officer at High Plains, said the dance is a fun way to support their programs and raise mental health awareness.

"The idea is since mental health is a topic that often involves things both seen and unseen, a masquerade gala would lean into the struggle of people not necessarily wanting to talk about mental health openly," Gerstner said.

The 21-and-over event celebrates High Plains' 60th anniversary with nostalgic music, inviting guests to "dance through the decades."

"We're going to start in the 1960s with some of the biggest hits of that era," Kayley Conner, marketing manager of High Plains, said. "We're going to chronologically move to the '70s, '80s, '90s and into the 2000s."

The Masquerade on Main will be from 7 to 11 p.m. June 1 at the <a href="https://www.thestrandhays.com/">Strand Event Center</a>, 1102 Main St.

Tickets are available online at <a href="https://www.eventbrite.com/e/the-masquerade-on-main-tickets-804222700747?aff=ehometext">Eventbrite</a>&nbsp;for $50, which provides admissions to the event, including appetizers from Gella's Diner and LB Brewing, complimentary drinks and music.

The magical night will feature auctions and activities for items from donors, along with raffle games for wrapped books and hidden surprises.

"They may not know what it's about or who the author is, but some of the books will have gift certificates to local businesses, and in one of the books will be a large cash prize," Gerstner said.

The Masquerade on Main fundraiser benefits the High Plains Mental Health Center Endowment Association. Proceeds will support medication assistance for clients and initiatives to expand the center's manpower.

"We're sending any of our bachelor's level staff back to school who are interested in pursuing a master's degree to grow our clinical workforce," Gerstner said.

The nonprofit operates in 20 counties in northwest Kansas, supporting these communities through school outreach events and various forms of assistance.

Founded in 1964, High Plains began with a staff of three full-time individuals in rented offices. The center has grown to 140 employees across six full-time service locations.

"That's a story of really big growth that has happened in the last 60 years, and we felt that's something worth celebrating," Conner said.

The High Plains Center in Hays provides services for therapy, substance abuse disorder support, community-based support and operates a 24/7 crisis hotline at 800-432-0333.

Craig Poe, executive director of High Plains, said increasing discussions around mental health and substance abuse will help normalize these conversations and reduce stigma.

According to the <a href="https://www.nimh.nih.gov/health/statistics/mental-illness">National Institute of Mental Health</a>, statistics indicate that 1 in 5 U.S. adults experience a mental illness each year. On average, adults in the U.S. wait 11 years before seeking treatment for mental health or substance use issues.

"It's a big hill to climb, and we certainly hope to have an impact on that the more we have public events like this," Poe said.

The event is sponsored by Blue Cross Blue Shield of Kansas, United Healthcare Community Plan, Vyve Broadband, Commerce Bank, Conrade Insurance Group, Genoa Healthcare, Insurance Planning, Midwest Energy and Werth Wealth Management.

"I think attendees for the first-ever Masquerade on Main are in for a night to remember," Gerstner said.

Masquerade on Main fundraiser for mental services set for June 1

Tristen Wilhelm, a remarkable student from La Crosse, Kansas, is on the brink of achieving a groundbreaking milestone. At just 18 years old, Tristen is poised to become the first student in the history of La Crosse High School to graduate from high school and college simultaneously.

Born on January 23, 2006, Tristen's path to success has been marked by determination, resilience, and a drive to pursue his passions. Despite facing limited physical mobility, Tristen has never let obstacles get in the way of pursuing his dreams. Now, as he prepares to graduate from NCK Tech's Pharmacy Technician program on May 9, 2024, and La Crosse High School on May 18, 2024, Tristen's achievements serve as an inspiration to his peers and community.

Guided by the advice of his counselor and his own aspirations, Tristen chose to pursue a career as a pharmacy technician and began taking classes during his senior year of high school. Unlike many of his peers, Tristen opted for a shorter-term program, rather than the traditional four-year college route. He wanted more of a direct path to achieving his professional goals and decided the NCK Tech program was a perfect fit for him.

Tristen's daily schedule is a testament to his discipline and dedication. Each day begins at 5:45am and ends 7:00pm, Monday-Friday. During that time Tristen attends NCK Tech classes in the morning and high school classes in the afternoon. After classes are over, Tristen still has an internship, a job, and sports practice before he can call it a day. While in high school, Tristen participates in many extracurricular activities. He spent five years as a manager for the La Crosse Junior High and High School football teams. During his junior year of high school Tristen played wheelchair basketball, which included traveling to Oklahoma, Texas and Nebraska. Because of his busy class schedule he opted not to play during his senior year. His real passion lies in track and field, where he’s competed at state each year in the 100m and 400m races.

Reflecting on his journey, Tristen acknowledges the support he has received and the challenges he has overcome. "Starting out, my biggest challenge was not knowing what to expect," he shares. "But the small class size of the NCK Tech Pharmacy Technician program helped tremendously with the adjustment from high school classes to college classes and allowed for the personal attention that I needed."

Looking ahead, Tristen plans to work as a Pharmacy Technician in the La Crosse area, where he will be close to home and able to serve his hometown community. His determination and discipline, cultivated through years of facing and overcoming challenges, have prepared him for this next chapter in his life.

Tristen is not just graduating; he is paving the way for future generations, proving that with hard work and perseverance, anything is possible.

La Crosse High School student to graduate high school, college simultaneously

Work is expected to ramp up on the two Hays USD bond projects this summer.

Construction crews have been doing dirt work, pouring concrete and installing infrastructure at the new Hays High School site, but Superintendent Ron Wilson said Monday precast walls will be going up soon.

This will include walls for the auditorium.

Last week, structural steel was started in area B and a firewall in area D/E. That work will continue this week. More infrastructure work is ongoing in multiple areas. Interior walls are being erected in area A.

Last week, drywall was hung at Roosevelt Elementary School, and work was done on the veneer on phase 4.1.

Masonry work and drywall installation will continue this week. Workers will also start roofing for the canopies for the expansion.

<a href="https://hayspost.com/posts/2464a271-b948-4ea8-90ee-e499e0f85916">The Kansas Legislature has approved its K-12 funding bill for the year. The legislation passed included $75 million in additional funds for special education.</a>

The state is required by law to fund 92 percent of the cost above what federal funding for special education covers. It has not done so for years.

In 2023-24 school year, the state funded special education at 69 percent of the excess costs.

 This leaves the burden of financing the difference on local school districts, who must take money from their general funds to make up the difference.

Hays Superintendent Ron Wilson said a task force is being created to revise the school finance formula, which has not been revised since the 1990s.&nbsp;

The state will pilot a new at-risk student funding accountability plan with 10 school districts in the state. The plan will be rolled out to the rest of the state the following year.&nbsp;

Wilson said he did not know if Hays would be part of the pilot program.

A virtual student law will allow virtual students to participate in district activities without a minimum enrollment requirement in district classes, Wilson said.

The Legislature also passed a safe and secure schools grant that would give schools access to security cameras and software. Wilson said he did not know if USD 489 would take advantage of that bill.

The Legislature has also changed how it will count enrollment, which dictates funding. Enrollment will be based on the current year or the previous year's enrollment as of the 2025-26 school year.

USD 489's enrollment has been steady, but the change might more significantly affect schools in rural areas facing decreasing enrollments.

The district plans to close Lincoln Elementary School as part of the bond projects.

The current middle school is going to be remodeled into an elementary school. Wilson Elementary and Lincoln will be closed as elementary schools. The district plans to use Wilson for administrative offices.

The district will need to conduct a public hearing on the Lincoln closure. When a school district chooses to sell a school, the state has the first right of refusal. The Legislature would have to approve the sale.

Wilson said he would like the closure hearing in January so the Legislature could act while it is in session.

Board member Allen Park said he wanted to have a board discussion before January to consider other district uses for the school. Board President Ken Brooks said he would put the item on a September board meeting agenda.

Summer school will be offered for Hays High School and Hays Middle School students at HMS. It will not be offered at the elementary level. The district did not have enough teacher interest to offer elementary summer school this year.

Feeding Hays comedy show fundraiser is Saturday

Fort Hays State University earned the renewal of its five-year United States Distance Learning Association (USDLA) Quality Standards certification. The announcement of the recertification comes after an extensive 91-point quality review self-inspection and a site visit by a team of USDLA examiners. USDLA’s Standards of Practice recertification evaluation focused on FHSU Online’s administrative, student support, infrastructure, leadership, management, and teaching and learning practices.

FHSU Assistant Vice President for Enrollment Leadership Dennis King welcomed the five-year recertification.

“USDLA is a rigorous certification that FHSU is committed to because it helps set a high standard for our offerings,” he said. “We are pleased to be one of the few institutions in the nation that meet their rigorous quality standards.”

The USDLA&nbsp;team’s two-day site visit included meetings with more than 30 FHSU faculty, staff, and students, including executive and student affairs leadership, the university’s Teaching Innovation and Learning Technologies (TILT) team, FHSU Online staff and students, Forsyth Library staff, academic department chairs, deans, and the University Marketing group.&nbsp;

FHSU Online Director Kayla Hickel found the process served as a well-deserved recognition for the talented people at FHSU who deliver world-class online learning experiences.

“The best part of the recertification process was engaging in conversations with the USDLA certification team and various groups across campus,” Hickel said. “Our work with USDLA was uplifting and clearly demonstrated that FHSU operates according to the best industry practices and our shared commitment to continuous improvement.” &nbsp;

While I deal specifically with the 4-H side of the Barton County Fair, there are lots of ways for you to be involved!

The theme for the Barton County Fair is Blue Jeans and Big Dreams and it will be happening June 26th-30th. Exhibits are due to the fairgrounds for most categories on Wednesday, June 26th. Our 4-H members must pre-enter their exhibits while Open Class entries can be entered online ahead of time or on-site on the 26th.

Judging is handled a bit differently for 4-H and Open Class. Consultative judging is used to provide one-on-one feedback about project learning and the exhibit as an important part of the learning opportunity for the 4-H member and all members receive a ribbon on their entry. We use the Danish system for 4-H exhibits which defines a Purple as exemplary, a Blue as above average, a Red as average, and a White as having substantial deficiencies. For Open Class, the judge will evaluate the exhibit item and determine if it receives one of the top three placings awarded per class.

Each year, the Barton County Fair Association has several special award categories for Open Class which tie to the theme. Be on the lookout for the announcements about these and all Open Class opportunities. Open Class offers a youth (16 and younger), Adult (17-65), Senior (65 and better), and a Professional class for those who teach about or make a practice of selling their work.

Entries aren’t open just yet for 4-H or Open Class but keep an eye on bartoncountyfair.com for updates, schedules, and entry information.

Come join us June 26th through 30th to watch the livestock shows, check out the 4-H and Open Class exhibits, listen to a concert, share a meal with friends, support all ages across our community as they showcase their interests from horticulture to horses!

PAWNEE COUNTY—A Kansas man accused of child sex crimes made a court appearance in Pawnee County on Monday for a preliminary hearing.

Tyler J. Whitten, 30 of LaCrosse, is charged with rape and aggravated sodomy of a child younger than 14, according to Pawnee County Attorney Doug McNett.

The alleged acts in Pawnee County occurred at a private residence in Larned sometime between Sept. 16, 2021, and March 1, 2023, and were discovered during an investigation by the Rush County Sheriff regarding similar allegations. 

The Kansas Bureau of Investigation is assisting in the investigation at the request of the Rush County Sheriff.

Magistrate Judge Julie Cowell found the state presented sufficient evidence to support two separate felony sexual offenses and bound Whitten over to the higher court. Arraignment has been scheduled for July 18, according to McNett.

Based on the age of the alleged victim, if convicted Whitten faces a mandatory 25 years to life sentence under the Jessica’s Law sentencing provisions. He would also be subject to registration as a sex offender under the Kansas Offender Registration Act.

On July 25, the Kansas Bureau of Investigation arrested Whitten in Rush County. He has been in the custody of the Barton County Sheriff since his arrest.

 </figure>PAWNEE COUNTY—A Kansas man accused of child sex crimes made a court appearance in Pawnee County on Monday for a preliminary hearing.Tyler J. Whitten, 30 of LaCrosse, is charged with rape and aggravated sodomy of a child younger than 14, according to Pawnee County Attorney Doug McNett.The alleged acts in Pawnee County occurred at a private residence in Larned sometime between Sept. 16, 2021, and March 1, 2023, and were discovered during an investigation by the Rush County Sheriff regarding similar allegations. The Kansas Bureau of Investigation is assisting in the investigation at the request of the Rush County Sheriff.Magistrate Judge Julie Cowell found the state presented sufficient evidence to support two separate felony sexual offenses and bound Whitten over to the higher court. Arraignment has been scheduled for July 18, according to McNett.Based on the age of the alleged victim, if convicted Whitten faces a mandatory 25 years to life sentence under the Jessica’s Law sentencing provisions. He would also be subject to registration as a sex offender under the Kansas Offender Registration Act.On July 25, the Kansas Bureau of Investigation arrested Whitten in Rush County. He has been in the custody of the Barton County Sheriff since his arrest.

The Ellis County Fire Department has announced the relaxation of the temporary burn ban in all the unincorporated areas of Ellis County effective immediately.

The burn ban was implemented due to the increasing temperatures, lower levels of humidity, and a long spell without significant measurable moisture. Although Ellis County has not received the forecasted amount of rainfall throughout the county, the ban is being lifted due to the changing conditions.

If the drought continues with the summer temperatures, the burn ban may be implemented again later in the summer.

The federal government's antitrust watchdog has barred Scott Sheffield from taking a seat on the board of directors when Exxon-Mobil buys Pioneer Energy, the giant oil producer Sheffield founded.&nbsp; 

The Federal Trade Commission declined to challenge the $60 billon deal on the condition Sheffield be excluded from the board. The proposed consent order also bars Sheffield from serving in any advisory capacity at Exxon and prohibits the oil giant from appointing any Pioneer employee or director to its board for five years.

The benchmark Nymex crude futures contract dropped a dollar Friday to $78.26 per barrel.&nbsp; By midday Monday, New York crude prices were up a few cents from Friday's close at $78.68 a barrel. London Brent was also slightly higher, trading over $83 by teatime. Kansas Common crude at CHS in McPherson starts the week at $68.50 per barrel after dropping a dollar on Friday.

The Kansas Rig Count from Independent Oil and Gas Service drops by one rig to 17 in western Kansas, with drilling underway on a lease in Russell County Friday. The tally is unchanged at 13 active rigs east of Wichita.

The state approved 13 new drilling locations last week. That's 331 so far this year, compared to 331 last year at this time. There are eight new permits east of Wichita, and five in western Kansas, including a new one in Barton County.

Independent Oil and Gas Service reports one completion in Barton County out of 14 west of Wichita. Operators completed 46 new wells statewide. The running total this year is 452 wells, compared to 638 a year ago.

The government reports commercial crude inventories dropped by 1.4 million barrels last week to 459.5 million as of May 3. Commercial stockpiles are about three percent below the five-year average.

Crude imports outpaced exports by two-and-a-half million barrels a day last week. The difference is down slightly from a week ago but up from the four-week average. U.S. crude oil imports averaged 7.0 million barrels per day. That's an increase of 198,000 barrels per day from the previous week, and about 300,000 barrels a day over the four-week average. The Energy Information Administration says crude exports averaged 4.4 million barrels a day, up half a million barrels week over week but slightly less than the four-week average.

The government reported another refill purchase for the Strategic Petroleum Reserve, the fourth in four weeks. The weekly inventory report from the Energy Information Administration shows an additional 900,000 barrels added to the Strategic Petroleum Reserve since last week. That's nearly three million barrels of crude in the last month. The government received an average of $95 a barrel when strategic stockpiles were sold to manage crude prices after the Russian invasion of Ukraine. They've been buying it back at around $78, and in the process have realized savings of about $50 million so far.

Some of the biggest players in the patch are doubling down on Texas and New Mexico, and that could spur even more mergers and acquisitions elsewhere. ExxonMobil, Chevron, Occidental and Diamondback Energy all plan to divest assets outside the Permian Basin worth tens of billions of dollars. Chevron intends to divest approximately $10 billion to $15 billion of assets by 2028, while Oxy plans to divest between $4.5 billion and $6 billion. 

A report by Rystad Energy and World Oil suggests this could pave the way for a power shift among a new batch of deal-hungry players. Global mergers and acquisitions this year have already topped $64 billion, an increase of 145% over last year at this time, and the biggest first-quarter total in five years.

A large energy investment firm plans to continue spending on the liquefied natural gas export industry in this country, despite the Biden Administration's pause in new permitting. Ben Dell of Kimmeridge Energy Management tells Bloomberg his company expects to make additional investments in a proposed liquefied natural gas export facility offshore near Louisiana, but says they're open to other prospects.&nbsp;&nbsp;

News From the Oil Patch: FTC blocks Pioneer chief from joining Exxon board

The Hays USD 489 school board approved the purchase of a&nbsp;$312,400 activity bus at its meeting Monday night.

The bus will be purchased from&nbsp;Master Transportation with money from the FY2025 capital outlay budget. The district will receive it in July, and Russ Henningsen, transportation director, said it should be in service by August.

The bus purchase is part of the district's five-year transportation plan.

Board member Derek Yarmer asked why the estimated cost had gone from the budgeted $200,000 to $312,000.

Henningsen said the district opted to buy a Freightliner, which rides better on long trips, rather than a standard yellow school bus. The cost of the buses has also increased by $30,000 to $40,000 in the last several years.

He also said the district would be delaying the purchase of a car and a suburban to maintain the budget.

Yarmer argued the district should buy a standard yellow bus to save money.

The contract will allow the company to plan better for employees and the district to better budget for the services, Lindsay said.Under the contract, no current district employees will lose their jobs or be supervised by BP-Clean-Rite. The district will still employ daytime custodians.<h2>Graduation requirements</h2>The board also approved changes to graduation requirements.
