<a href="https://kansasreflector.com/author/jacob-fischler/"></a>President Donald Trump’s administration will pursue a ban on Chinese ownership of U.S. farmland as part of an effort to strengthen farm security, Agriculture Secretary Brooke Rollins said Tuesday.

Appearing alongside other Cabinet officials, Republican governors and members of Congress at an event outside the U.S. Department of Agriculture headquarters in Washington, D.C., Rollins announced a department initiative to block “foreign countries of concern” from owning U.S. agriculture lands.

Rollins said officials will even try to revoke lands already owned by China-backed entities.

The administration will “take swift legislative and executive action to ban the purchase of American farmland by Chinese nationals and other foreign adversaries,” she said.

The executive branch will also work with state and local officials “to do everything within our ability, including presidential authorities, to claw back what has already been purchased by China and other foreign adversaries.”

Defense Secretary Pete Hegseth said the nation’s food supply was a national security issue on par with energy and water supplies.

The seven-part initiative, titled the National Farm Security Action Plan, is based on the idea that “farm security is national security,” according to a preamble to USDA’s written plan.

U.S. farmers dominate the global industry, the preamble said.

“Because that dominance is earned and not assured, it is critical we continuously adapt our approach to American agriculture security and elevate it to the top echelon of national security priorities,” the document read.

To protect U.S. farmland, the USDA, with help from the Justice Department, Department of Defense, Department of Homeland Security and cooperative state and local governments, will seek to block investment by foreign adversaries and launch an online tool to help farmers report on potential unknown foreign ownership.

The administration will look for vulnerabilities in the agricultural supply chain and attempt to ensure crop and nutrition programs are not being used to fund terrorist or criminal activity, while cutting down on fraud and abuse. The plan instructs the administration to strengthen biosecurity measures.

The initiative also calls for making sure foreign governments cannot access USDA research grants or other department funding programs.

The USDA will continue to work with the national security establishment and law enforcement to protect the agriculture sector’s critical infrastructure, according to the plan.

After Republican Sens. Tommy Tuberville of Alabama and Roger Marshall of Kansas at the event criticized the Committee on Foreign Investment in the United States, an executive branch agency, for not having a spot for the Agriculture secretary, Rollins said she would be joining the panel as of Tuesday afternoon.

At the Tuesday event, speakers offered few specifics about the initiative but praised the administration for elevating the issue of foreign investment in farmland.

“A country has to be able to feed itself, fuel itself, and fight for itself to truly be free,” Arkansas Gov. Sarah Huckabee Sanders said. “We now have a president who understands it and is willing to do everything within his power to make sure the United States continues to be the greatest country on the face of the planet.”

“Our farmland is not just dirt, it is our national security, it is our economic future, it is our children’s heritage,” Tennessee Gov. Bill Lee said. “And it is under threat, and the leaders here recognize that.”

Speakers emphasized what they called the threat of Chinese ownership of U.S. farmland.

“Today, we tell China to get the hell out of American agriculture,” Marshall said.

Nebraska Gov. Jim Pillen said his state had moved to ban Chinese equipment from telecommunications infrastructure and has worked to deny Chinese companies from owning farmland. He related a story of stonewalling Chinese-owned Syngenta, which sought a meeting with the governor.

“I said, ‘I have no interest in having a meeting,’” he said. “‘Have no interest in you being in Nebraska. My suggestion would be to leave. My suggestion would be to get a different job.’”

The company later sold their assets in Nebraska, Pillen said.

Tuberville, who is running in the state’s gubernatorial race next year, appeared to say China owned 2.2 million acres of farmland in his state alone – a number that actually describes the acres of land owned by all foreign entities in the state. Chinese entities own no acres in Alabama, according to USDA data.

“China is a threat,” he said. “They’re not a threat. They are dominating us in almost everything that they do because we’ve sat back and the politicians have been counting their money instead of doing what’s right and helping this country stay in the front. We’ve got to be number one. We can’t be number two. We’ve got to fight back.

“They are coming into our country and buying our farmland. In my state of Alabama alone, they own 2.2 million acres of farmland. That’s right in Alabama. Foreign adversaries.”

Asked about the comment, Tuberville spokesperson Mallory Jaspers said he was referring not only to Chinese ownership but all foreign adversaries and indicated that he opposed any foreign ownership of U.S. farmland.

“Sen. Tuberville believes American farmland should be owned by Americans,” she wrote in an email.

The most&nbsp;<a href="https://www.fsa.usda.gov/resources/economic-policy-analysis/afida/annual-reports/foreign-holdings-us-agricultural-land-december-31-2023" target="_blank">recent year-end USDA report</a>&nbsp;on foreign investment, in 2023, showed Chinese-linked investors held about 276,000 acres of U.S. farmland nationwide.

An&nbsp;<a href="https://www.fb.org/market-intel/foreign-footprints-trends-in-u-s-agricultural-land-ownership" target="_blank">analysis</a>&nbsp;from the American Farm Bureau, an advocacy group, estimated Chinese investors accounted for only about .02% of all foreign owned U.S. agricultural land.

In addition to Lee, Huckabee Sanders and Pillen, who spoke outside of USDA, the Republican governors of Indiana, Idaho, Iowa, South Dakota and Oklahoma&nbsp;<a href="https://governor.sd.gov/doc/Governors-Council_Letter-to-Secretary-Rollins.pdf" target="_blank">signed a Tuesday letter</a>&nbsp;to Rollins in support of the plan.

USDA chief outlines plan to block China from U.S. farmland ownership

Your ability to watch these and other programs on Smoky Hills PBS will be jeopardized if the Senate votes next week to rescind already-appropriated funding for the Corporation for Public Broadcasting.

Why is this important to Smoky Hills PBS?

This year Corporation for Public Broadcasting (CPB) funding would make up 54% of Smoky Hills PBS’ revenues. The House of Representatives passed this Recission Bill last month. So if the Senate passes it by July 18th, this funding would be eliminated immediately, and would be exceedingly difficult, if not impossible, to replace. 

CPB funding comprises such a high proportion of Smoky Hills PBS’ revenues because the station serves a very large area, about 51 counties, with a relatively-sparse population with four energy-intensive transmitters. The relatively small population in these counties makes fundraising much more challenging than for urban stations that serve much smaller areas with much higher populations.

Hays City Commission reviews draft 2026 budget; mill levy remains at 25 mills

The Ellis County Commission discussed 2026 funding recommendations with the Ellis County Care Council during its Tuesday meeting.

Brett Gerber, with the Ellis County Care Council, said the group divides funding requests into four categories and bases its recommendations on the specific needs of the outside agencies seeking support.

The total requested is $169,500, while the amount available for allocation is $160,995.&nbsp;If approved in the final budget, the funding would be available for disbursement in January 2026.

The commission discussed the 2026 mill levy and long-term financial planning for the county. Commissioner Michael Berges suggested adding one to two mills to the levy to help fund future projects and maintain current services in the case of state legislation restricting the county’s financial flexibility.

"My overall concern is federal funding and state funding being cut," Berges said. "To me, that trickles down and it's demanding more of your local government, cities and counties to pick up those services."

Berges said if the commission raises the mill levy by one mill, it would result in an estimated increase of $23 per year for every $100,000 of home value.&nbsp;For agricultural land, one mill would cost about $7.50 per 40 acres, meaning an 80-acre parcel would see an estimated $15 annual increase.

Commissioner Nathan Leiker said the commission has managed the budget and mill levy well in recent years and encouraged taking a step back to consider the possibility of an increase carefully.

"What's it going to take to keep businesses here in our community? What's it going to take to recruit business? Is working with our property taxes the direction we want to go, or is there an alternative route?" Leiker said.

Berges also said that future discussions may be needed on how sales tax could serve as a long-term alternative to property tax.&nbsp;

The mill levy discussion is set to continue at the commission’s July 15 meeting.

Ellis County Commission discusses 2026 budget, raising mill levy

SALINA — On a recent morning, the Kansas Highway Patrol (KHP) and Fort Hays State University (FHSU) demonstrated techniques that allow law enforcement officers to respond effectively during traffic stops.

During a simulated traffic stop at the KHP Training Academy in Salina, KHP Lt. Gregory Etris along with Chair &amp; Professor of the Criminal Justice Program at FHSU, Dr. Tamara Lynn conducted a mock traffic stop scenario that displayed how officers should respond to certain people, depending on their personality/behavior. The technique falls under the&nbsp;<a href="https://discinsights.com/pages/disc-theory#:~:text=DISC%20theory%20is%20a%20model,leadership%20development%2C%20and%20hiring%20practices.">DISC Esoterica® model</a>, that is used to decipher different personality/behavior styles.

The&nbsp;<a href="https://discinsights.com/pages/disc-theory#:~:text=DISC%20theory%20is%20a%20model,leadership%20development%2C%20and%20hiring%20practices.">DISC Esoterica® model</a>&nbsp;falls under the umbrella of the&nbsp;<a href="https://ndtccenter.com/">National De-escalation Training Center (NDTC) program</a>&nbsp;that is known to be 'the most comprehensive, innovative and evidence-based experiential program available for law enforcement professionals, around the country. NDTC training teaches officers to identify personality characteristic and traits quickly, in order to adjust their approach and maximize effective communication and interaction with an individual.

According to Fort Hays State University, the NDTC model helps trainees learn to:

• Respond in a procedurally just manner.

• Recognize individuals experiencing a mental and/or physical crisis.

• Apply behavior modeling to resolve potential conflicts.

• Recognize and respond to active and passive emotional states.

According to Dr. Lynn, FHSU offers the de-escalation training through its criminal justice program. Dr. Lynn describes that skills developed through the training at FHSU, will help students before they enter law enforcement as opposed to developing those skills through experiences as a professional officer.

"The troopers are trained to recognize a personality within seconds and start making those observations, even before they start walking up to the car," said Dr. Lynn. "This is the skill set we want the new cadets to get much earlier in their career."

KHP Public Resource Officer, Todd Hileman gave his comments on what he thinks about the training.

"Lt. Etris and I were talking about how for the first part of our career we had to learn this through experience, but now this is great that they (students) can get this experience in the classroom before going out into the field," said Hileman.

Lt. Etris trains new cadets in the KHP academy to conduct these scenarios,&nbsp; before they experience it in the real world. He describes what they teach throughout these sessions.

"We teach that being patient and allowing that energy to be used up by the individual prior to us making contact, works to our advantage because now that person has had a chance to vent out that emotion and now we can be able to have a normal conversation," said Lt. Etris. "The officer is going to want to acknowledge that emotion, because that acknowledgement helps open up that communication."

The model also helps reduce the stigma of decreasing the 'fear' that may arise within an individual, when law enforcement officers approach them during a traffic stop. Lt. Etris commented on what law enforcement professionals have discussed to reduce that stigma.

"We asked ourselves, what can we do to change the mindset of society when they do encounter law enforcement," said Lt. Etris. "This skill set allows you to better understand people and the better we can do that, I think we are able to resolve things more peacefully."

"It's all about how you approach, speak and treat them," said officer Hileman.

FHSU facilitates NDTC's four training modalities, including 8-hour de-escalation fundamentals (online or in person), 16-hour de-escalation and a 32-hour 'train the trainer program.' the FHSU criminal justice program and University Police facilitate the Central Region Training Center of the National de-escalation Training Center. Dr. Lynn coordinates with regions across the U.S. to facilitate training sessions to agencies from other areas.

KHP/FHSU demonstrate technique allowing officers to respond effectively during traffic stops

On a hot summer day, there is nothing better than a cool drink of clean water to quench one’s thirst. 

For cattle out on pasture, their need for clean, accessible water is important for good health, said the experts from Kansas State University’s Beef Cattle Institute on a recent&nbsp;<a target="_blank" href="https://ksre-learn.com/cattle-chat-watering-requirements-in-summer">Cattle Chat</a>&nbsp;podcast.

“Cattle that are eating dry hay will need to consume more water than cows eating fresh grass, and if they are in a hot environment they’ll drink about twice as much water as cows in the winter,” K-State beef cattle nutritionist Philip Lancaster said.

In the summer, Lancaster estimates the cows need to drink about two gallons of water for every 100 pounds of body weight. And adult cattle aren’t the only animals on pasture with a need for water.

“Even though their diet is mainly milk, calves also need to drink water to help their rumen properly digest any foods they are starting to consume,” Lancaster said.

Not only is it important to provide water access for cattle, but the quality of the water is key to good health, K-State veterinarian Bob Larson said. “Anytime cattle are not hydrated as well as they could be, they are suspectable to disease as in the case of pneumonia,” Larson said.

One source of water for cattle on pastures is ponds.

“When the water quality is important, it is best to keep the cattle out of the ponds by fencing them out and piping the water to a tank,” K-State Research and Extension fisheries specialist Joe Gerken said. “Having a pipe that runs through an earthen dam regulates the temperature so the cattle will want to drink more.”

Another option is to grant the cattle limited access to the pond by fencing them out except for a gravel path to one part of the pond, Gerken said. “Depending on the herd size, generally speaking, this path is from 20-40 feet wide, and because it is gravel, the cattle won’t linger as long due to the way it feels on their hooves,” Gerken said.

He also said the gravel keeps sediment from filling the pond. “With this system, the pond can be healthy, and the cattle can still get the benefits they need from it,” Gerken said.

TOPEKA&nbsp;– Kansas Tourism is excited to announce the launch of the 2025 Sunflower Summer program, inviting Kansas families to enjoy a season packed with unforgettable adventures across the state. Created especially for Kansas students and their families, the Sunflower Summer program offers complimentary admission to more than 230 attractions. The 2025 season opens Saturday, July 12, and runs through Sunday, August 3.

Participating attractions include museums, discovery centers, historic sites, arboretums, zoos and more. 2025 Sunflower Summer free program opens Saturday; area tourism sites included

Out of seven new drilling permits in Western Kansas last week, three are close to home. Statewide, drilling permits are down 27 percent from a year ago. There are seven new drilling locations in Western Kansas this week, including three in Ellis County. That's nine so far this year in Ellis County and 363 statewide.&nbsp; Independent Oil and Gas Service reported 17 new well-completions statewide.

The weekly rig count from Baker Hughes drops by seven oil rigs and one gas rig to the lowest US tally in nearly four years. The breakout for horizontal drilling is down a whopping sixteen rigs. Oklahoma is down three, Texas and New Mexico are each down two.The Kansas Rig Count is unchanged at 12 rigs statewide but down two in Western Kansas.

The Kansas Corporation Commission reports 82 new intent-to-drill notices across the state last month. That's 307 so far this year. After six months last year we had 506. A search at the KCC Web site turns up four new intents in Barton County, 11 so far this year, compared to 14 a year ago. In Ellis County, &nbsp;two Intents came up for June, noting eight through June, up from five through June last year.

Commercial crude inventories are up nearly four million barrels at 419 million.&nbsp; Stockpiles are nine percent below the five year average for this time of year. EIA reports another 200,000 barrels in refills this week for the Strategic Petroleum Reserve. DOE has added 9.1 million barrels this year in weekly increments ranging from 200,000 to 1.1 million barrels, at prices an average $28 cheaper than what we sold it for three years ago.

EIA says we're still a net petroleum exporter, but only by 404-thousand barrels a day. That ratio last week was over 3.7million. A big drop in exports skews reporting on Net Petroleum Imports. Crude exports were down by nearly half, from 4.3 million to 2.3 million barrels a day. Crude imports last week increased by a million daily barrels to just over 6.9 million. Product imports were down slightly. Product exports were down half a million daily barrels or seven percent.

Domestic crude-oil production declined this week after inching upward in each of the last eight weeks. The Energy Information Administration reports output for the week through June 27th of 13,433,000 barrels per day, down two thousand barrels from the week before. The four-week average is up more than 200-thousand barrels a day from a year ago. Cumulative production for this year drops slightly but remains more than a quarter-million barrels a day higher than the same tally a year ago.

The United States set some new milestones in energy consumption in 2024.&nbsp; The Energy Information Administration reports total US energy consumption rose by one percent last year to 94 quads, or 94 quadrillion British Thermal Units. EIA says fossil fuels, including petroleum, natural gas and coal, account for 82% of domestic energy. Renewable energy sources and nuclear energy account for the rest.&nbsp; Petroleum remains the top source, as it has been for 75 years. Natural gas is second.&nbsp; For the first time, nuclear energy consumption surpassed coal to become our number-three energy source.&nbsp;&nbsp;

News from the Oil Patch: Rig counts drop to four-year low

Ride through history Saturday with the Tour Die Kapellen, a cycling tour showcasing the rich Volga-German heritage of Ellis County.

The sixth-annual Tour of Chapels features stops at St. Catherine Church in Catherine, the Basilica of St. Fidelis in Victoria, Holy Cross Church in Pfeifer and St. Francis Church in Munjor.

Kay Werth, president of the Hays Area Bicyclists, said the tour began in 2019 as a partnership between the rural communities, the Hays Symphony and the Hays CVB.

"It's interesting this year that the demographics of our tour are almost 50% of the people that are doing the bike ride are over 65 years," Werth said. "People think that it's just for young and active people but it is a very doable sport to keep their wellness regimen going."

The event offers several route options from 15 to 100 miles, all starting at Hays Municipal Park, 100 Main St., along with a bus tour, live music and homemade meals. New this year are optional church stops and the ability to create custom routes.

The 15-mile beginner route begins at 8:45 a.m. and will be guided by three experienced cyclists, with a stop in Munjor to hear violinist Rigo Murillo perform at the chapel.

All routes from 30 to 100 miles will depart from the downtown park at 7 a.m., except for the 54-mile mixed surface route, which starts at 7 a.m.

The Ellis County Sheriff's Department will provide an escort out of Hays for those cycling 30 miles or more at 7 a.m.

Werth said new optional stops along the routes include St. Ann Catholic Church in Walker, Our Lady Help of Christians in Antonino and St. Anthony Catholic Church in Schoenchen.

The bus tour, starting at the park at 8 a.m., will visit the same churches featured on the bike routes and pass by landmarks such as George Grant’s Villa, the Old Walker Air Base and the ruins of Emmeram Church.

Jerry Braun, a descendant of Volga Germans and Ellis County Historian, will guide the bus tour. Werth advises against drivers following cyclists in their own vehicles for safety.

Werth said around 200 participants have signed up across all routes. Bike ride registration is still open until the day of the event, from 6 to 6:45 a.m., for a $60 fee that includes a post-ride German meal, a T-shirt, and a swag bag.

Announcements, National Anthem and Invocation are at 6:45 a.m.

Saturday’s forecast predicts partly sunny skies with a high around 86 degrees and a 20% chance of showers.

Tour Die Kapellen set to ride through Ellis County Saturday

Salina, Kan.&nbsp;— Melissa Herrera, Emergency Assistance Coordinator at Catholic Charities of Northern Kansas, has been selected as one of just 40 individuals nationwide to be featured in&nbsp;People of Hope: Faith-Filled Stories of Neighbors Helping Neighbors&nbsp;— a new traveling museum exhibit launched by Catholic Charities USA (CCUSA).

Out of more than 240 submissions from across the country, Herrera’s heartfelt video sharing her experience working with a local man named Michael was chosen for professional recording later this month at CCUSA’s national headquarters in Alexandria, Virginia. The finished exhibit will launch in Spring 2026 and travel the United States for two and a half years.

Funded by a $5 million grant from Lilly Endowment Inc.,&nbsp;People of Hope&nbsp;will feature immersive, first-person stories that showcase the transformative power of Christian service. Housed in a retrofitted tractor trailer, the mobile museum will highlight sacred encounters of compassion and dignity from Catholic Charities staff and volunteers across the country. Visitors will also be invited to record their own stories of service, with a national advertising campaign to accompany the tour.

Herrera’s story centers on a man named Michael, who first walked through the doors of Catholic Charities in Salina three years ago. Homeless, struggling with addiction, and feeling hopeless, Michael found not only practical support but also the compassion and encouragement he needed to change his life.

“Something tugged at me, saying, ‘This guy right here, he needs help. And you’re going to help him,’” Herrera recalled. “I told Michael, ‘When you’re ready to change, you’re going to come back and see me.’”

She offered him a second chance — and he took it.

 </figure>Out of more than 240 submissions from across the country, Herrera’s heartfelt video sharing her experience working with a local man named Michael was chosen for professional recording later this month at CCUSA’s national headquarters in Alexandria, Virginia. The finished exhibit will launch in Spring 2026 and travel the United States for two and a half years.Funded by a $5 million grant from Lilly Endowment Inc.,&nbsp;People of Hope&nbsp;will feature immersive, first-person stories that showcase the transformative power of Christian service. Housed in a retrofitted tractor trailer, the mobile museum will highlight sacred encounters of compassion and dignity from Catholic Charities staff and volunteers across the country. Visitors will also be invited to record their own stories of service, with a national advertising campaign to accompany the tour.Herrera’s story centers on a man named Michael, who first walked through the doors of Catholic Charities in Salina three years ago. Homeless, struggling with addiction, and feeling hopeless, Michael found not only practical support but also the compassion and encouragement he needed to change his life.“Something tugged at me, saying, ‘This guy right here, he needs help. And you’re going to help him,’” Herrera recalled. “I told Michael, ‘When you’re ready to change, you’re going to come back and see me.’”She offered him a second chance — and he took it.Because of Catholic Charities and generous community support, Michael received food, shelter, and help finding employment. With Herrera’s guidance, he reconnected with a former employer, moved into his own apartment, and eventually obtained identification documents that opened doors to even more stability. Today, he is working, housed, and proudly sober for more than two and a half years.“You made me feel like I was a person,” Michael told Herrera. “You helped me be more confident about myself. Thank you for everything. Keep doing what you’re doing. You’re doing an awesome job helping the community.”<figure>
