COLBY —&nbsp;The Colby Community College Cross Country program will host the Pioneer Marathon on Saturday, April 26, at the Colby Community College Farm east of Colby. 

The event offers race distances for various skill levels, including a full marathon, half marathon, 10K, and 5K that all begin at 10 a.m.

Sponsored by Hoover Lumber, the Pioneer Marathon is open to walkers, beginners, intermediate, and experienced runners and aims to bring the community together for a celebration of endurance, camaraderie, and fun while supporting a great cause. 

All proceeds will be used for scholarships in the cross country program.

SMITH COUNTY—Authorities are investigating the cause of a fatal fire in Smith County.

Just after 5a.m. Tuesday, first responders were alerted to a fire at the Home on the Rang Lodging Motel on East Highway 36 in Smith Center, according to Sheriff Travis Conway.

First responders pulled a unresponsive person from the structure who was pronounced dead at the scene. The Smith County Sheriff'f office, investigators from the Kansas State Fire Marshal and a K9 from Sedgwick County Fire are working together to investigate.&nbsp; No foul play is suspected.&nbsp; Authorities have not released the name of the victim or a damage estimate.

PHILLIPSBURG — The officers and members of Phillipsburg Fire Department and Phillips County Rural District #1 Fire Department would like to thank several organizations for their generosity in support of our recent grant request for equipment upgrades. 

Their contributions enabled the departments to purchase a new Ford F550 with 500 gallons of water capacity and 20 gallons of foam. This truck has the capability of two 1½” cross lays, two whip lines and a booster reel. 

This truck replaces an outdated 2001 Ford F350 brush truck, which previously only held 300 gallons of water. 

Again, the Phillipsburg FD and Phillips County Rural District #1 FD wants to thank the following organizations that made this possible:

New 500-gallon truck purchased for Phillipsburg Fire Departments, thanks to donors

Senate Passes Budget: The one constitutional responsibility the legislature must accomplish every year is to pass a balanced budget. Last week, the legislature got one step closer to the FY 2026 budget when the Senate adopted the Senate Sub for HB2007.

This marks the first year of a reformed budget process, in which the legislature takes primary control of crafting the budget, rather than merely reviewing the governor’s recommendations as in previous years. The budget includes more than $25B in expenditures, including $10.6B from the state general fund. 

Now the House and Senate positions go to conference committee to work out the differences between the two chambers’ recommendations, with a final budget to be voted on by both chambers this week.

Last week, the Senate re-adopted HCR5011 which, if adopted by a two-thirds majority of each chamber of the Kansas Legislature and approved by voters, would amend the Kansas Constitution to generally limit, for property tax purposes, the growth of taxable value of any real property or residential mobile home and personal property to 3% per year. The repassage of this amendment sends it to conference committee, so the Senate can work out differences between approaches to property tax relief with the House.

Home ownership is still a core value of the American Dream, but it’s harder for people to obtain. Part of the problem lies in the fact there are simply not enough single-family homes being built. Oftentimes, the culprit is slow approval processes at the local level. The Senate approved HB2088, which would create the Fast-Track Permits Act for single family residential developments with the stated purpose of enhancing economic growth in local communities and streamlining the building permit review process.

This bill would require a local government or local governmental authority to approve or deny a building permit for improvement of single-family residential property within its jurisdiction within 60 days of receiving a completed application. If the authority fails to provide written notice of an application’s approval or denial, the application must be deemed approved by the authority.

The key to ensuring that our voter rolls are free from illegal immigrants is careful monitoring. The Senate passed HB2020, which would direct the Director of Vehicles at the Department of Revenue, to provide the Secretary of State with a list of all permanent and temporary driver’s licenses issued to noncitizens on a quarterly basis. The list of non-citizens must contain the names, addresses, phone numbers, Social Security numbers, alien registration numbers, dates of birth, temporary driver’s license numbers and the expiration dates of such licenses.

The bill would direct the Secretary to compare the list provided by the Director with the voter registration rolls and investigate and then direct the county election officer to remove the names of any alleged or suspected non-citizens that appear on the voter registration rolls within five business days. The bill would require the county election officer to notify such person that they may be reinstated on the voter registration rolls by providing proof of their citizenship.

Three-day weather outlook

Cool-season grasses such as Kentucky bluegrass or tall fescue are among the most common grasses needing attention, said Kansas State University horticulture expert Cynthia Domenghini, who shares the following maintenance calendar:

March Spot treat broadleaf weeds, if necessary. Treat on a day that is 50 degrees or warmer. Rain or irrigation within 24 hours of application will reduce effectiveness.

April Apply crabgrass preventer when redbud trees are in full bloom, usually in April. The preventer needs to be watered in before it will start to work. One-quarter inch of water will be enough to water in any of the products commonly available.

May Fertilize the lawn with a slow-release fertilizer if you water your lawn or if you normally receive enough rainfall that your turf doesn’t go drought-dormant during the summer. If there are broadleaf weeds, spot treat with a spray or use a fertilizer that includes a weed killer. Rain or irrigation within 24 hours of application will reduce effectiveness of the weed killer, but the fertilizer needs to be watered in. If you are using a product that has both fertilizer and weed killer, wait 24 hours after application before watering in.

If grubs have been a problem in the past, apply a product containing imidacloprid or chlorantraniliprole during May or anytime from May through June for imidacloprid. These products work to prevent grub damage. If rainfall does not occur within 24 hours, irrigate with ¼ inch of water.

June through Mid-July Apply second round of crabgrass preventer by June 15 – unless you have used Dimension (dithiopyr) or Barricade (prodiamine) for the April application.

Late-July through August If you see grub damage, apply a grub killer that contains Dylox. Imidacloprid and chlorantraniliprole are effective against young grubs but may not be effective on late instar grubs. The grub killer containing Dylox must be watered in within 24 hours or effectiveness drops.

September Fertilize around Labor Day. This is the most important fertilization of the year. Water in the fertilizer if rainfall does not occur.

November Fertilize. This fertilizer is taken up by the roots but is not used until the following spring. Water in fertilizer. Spray for broadleaf weeds even if they are small. Broadleaf weeds are much easier to control in the fall than in the spring. Try to spray on a day that is at least 50 degrees. Use label rates for all products.

Domenghini reminds homeowners that using best practices for turf management is the most effective way to manage their lawn. “This includes watering only when needed and only applying as much as needed. Deep, infrequent watering is more efficient than frequent, shallow watering. Excessive fertilizer does not equal a healthier lawn and follow recommendations for lawn height when mowing."

 She also recommends getting the soil tested to determine nutrient levels. The best start to a healthy lawn is healthy soil.

May crude prices in New York settled 21 cents higher Friday, at $68.28 per barrel for the near month contract. That's a weekly gain of about a dime. Prices were up another dollar by lunchtime Monday, topping $69 a barrel for the first time in a month.

Prices at CHS are a dollar lower than last week, a half dollar lower than the first of the month, and a buck-and-a-half lower than the first of the year. Kansas Common crude starts the week in McPherson at $58.50 per barrel.

Crude imports from Canada cascaded, contributing to a drop in all crude imports, and a two-year low in net crude imports. 

U.S. crude imports averaged 5.4 million barrels per day in the week through March 14, down 85,000 barrels a day from the week before. Crude imports from Canada fell by more than half a million barrels per day, to 3.1 million daily barrels. That's the lowest since March 2023.&nbsp; 

The Energy Information Administration says we are still a net crude importer, but that's down by 1.44 million daily barrels to 741,000 barrels per day, the lowest since October 2023. U.S. crude production last week dropped by two thousand barrels a day tot 13,573,000 barrels per day, the fifth highest weekly tally in government records. The Energy Information Administration says the four-week and cumulative year-to-date averages set new record highs near 13.5 million barrels a day.

Crude stockpiles rise, while fuel inventories drop.&nbsp; Commercial crude inventories rose by 1.7 million barrels to 437 million, or about five percent below the five year average. Stockpiles of regular gasoline and diesel were both lower. Gasoline demand was unchanged from a week ago, while diesel demand dropped.

The Energy Department took delivery on another 300,000 barrels for the Strategic Petroleum Reserves last week, raising the dip stick to just under 396 million barrels, up 34 million from last year.

The weekly Rotary Rig Count from Baker Hughes is up two gas rigs but down one oil rig for a total of 593 active rigs. Texas is down one, Louisiana is up one, and Oklahoma is up two rigs.

The Kansas Rig Count from Independent Oil and Gas Service shows five active rigs in eastern Kansas and 12 in the western half of the state. Drilling was underway on Friday on a lease in Barton County and two in Finney County. Operators on Friday were preparing to spud a new well in Ellis County.

Operators in Kansas completed 18 wells last week. Nine of those were west of Wichita, including one in Ellis County, one in Haskell County and two in Stafford County. Independent Oil and Gas Service reports 269 newly completed wells so far this year.

Kansas regulators okayed 22 new drilling locations, with eight in western Kansas including one in Russell County, two in Finney County and three in Haskell County. That's 158 new permits so far this year compared to 193 a year ago.

The North Dakota Department of Mineral Resources reports January production averaged 1.17 million barrels a day, down about 20,000 daily barrels from the month before. DMR said the state's closely watch gas-capture rate returned to 95% after a brief hiatus.&nbsp; Permits and rig counts are up compared to last year at this time.

An official in Saudi Arabia says the kingdom is not providing logistical support or fuel for U.S. military operations in Yemen, calling Middle East media reports "misleading." President Donald Trump ordered military operations targeting Houthi militants, which were expected to continue for days and possibly months.

Venezuela says it will continue crude production and exports after Chevron leaves next month. The Administration gave the U.S. oil company until next month to get out of the South American nation. Reuters reports on three possible scenarios by which the national oil company PDVSA intends to pump between 105,000 and 138,000 barrels per day after the oil major's departure.&nbsp;&nbsp;

News from the Oil Patch: Crude stockpiles rise despite import drop

The Hays USD 489 school board approved the purchase of laptops for Hays High students at its meeting on Monday.

The district's Technology Committee had recommended buying iPads with keyboards to replace the aging laptops at the high school.

The district budgets to replace the high school devices every four years.

Two Hays High students spoke during the public comments session of the meeting. Both advocated for the continued use of laptops.

Board members asked about moving the old bleachers from Hays Middle School to the new location.&nbsp;

Superintendent Ron Wilson said he thought the community will continue to use the field at the current middle school.

He said he was also concerned about the stability of the old bleachers if they had to be disassembled and bolted back together. He expressed concerns about liability issues.

New weight racks were purchased for the new high school with bond funds. Additional weights are needed for the facility.&nbsp;

The board&nbsp;approved the purchase of weights and equipment from BSN Sports for $54,492 from the capital outlay fund.

The board also discussed moving the election of board officers from July to January.&nbsp;

The district financial year starts July 1. However, board elections, which used to be in April, are now in November.&nbsp;

The board made no decisions on the elections Monday night. They will discuss the issue again at their June meeting.

The Kansas Highway Patrol reported a 2008 Chevy Trailblazer driven by&nbsp;Andrew B.&nbsp;Corley, 25, Russell, was&nbsp; northbound on Anspaugh Road one half mile south of Reservoir Road. The SUV traveled off the road to the left, entered the west ditch and struck a tree.

Additional clinicians include&nbsp;Colby Community College head women’s wrestling coach and former NAIA national finalist Michael Ruiz and Anastasia Hardin of Missouri Baptist University, a four-time NAIA national qualifier and USA Wrestling Beach National Champion. Participants also have the opportunity to learn from camp counselors Gracyn Dombroski, Aspen Sharpe, Luis Vasquez, Destiny Gonzales, and Kaylee Horinek.

Olympic medalist to be featured at Colby wrestling camp in May

Following the unfortunate <a href="https://hayspost.com/posts/6e85435e-6359-49f9-9065-13e910c2ef48">fire that destroyed the Garden Theatre</a>, local entrepreneur Carroll Bartlett Kelly purchased two lots and rebuilt the theatre in WaKeeney.

Business sense ran in this family that arrived in the newly established community in 1879. According to the Western Kansas World, C.B.’s grandfather “engaged in the hardware business, the firm known as Kelly and Walker, one of the first business establishments in the town.”

 Prior to young C.B.’s military service in World War I and after his return, he worked in the family-owned Star Grocery. In the 1920s, he managed the Garden Theatre in addition to holding other jobs.

During his military enlistment, young Kelly served on the Mexican border and later in France as an Infantry 2nd Lieutenant. Seriously wounded in France, C.B. required four years of treatment in American service hospitals following WWI. After returning to WaKeeney, he served as postmaster from 1924 until 1936, according to his obituary. Overcoming serious injuries, he served his home community until his death in 1951.

C.B.’s can-do attitude guided the rebuild of the local movie house, renamed the Kelly Theatre. The Western Kansas World said the new facility, which officially opened on November 7, 1929 was constructed using 125 x 38 feet of fireproof brick and tile and included 540 spring-bottom upholstered seats that filled the main floor, with another 60 in the balcony. A wine-colored satin curtain fronted the 20 x 38-foot stage. The basement contained the heating and cooling system while the projection room sported Vitaphone Talking equipment. Upon completion, WaKeeney area residents again enjoyed moving pictures.

As in the present, technology continually updated. Mr. Kelly accommodated patrons with new sound equipment from Universal Television Co. The June 26, 1930 Western Kansas World mentioned the new system was “superior to the old 5 tube sets.”

During July 1931, Kelly again dealt with blue law enforcement. He responded to legal demands that he close his theatre on Sundays by closing his doors, stating, “As soon as the smoke clears, he will reopen for business.”

Though I didn’t find a specific reopening date, the October 1, 1931 Western Kansas World reported that C.B. invested in 5,000 advertising cards promoting October, November, and December show dates. The article mentioned movie patronage increased other business in town. It appears folks supported the reopened theatre.

In November of '31, Kelly advertised the Dayton Vaudeville Act between shows. Audiences got their money’s worth watching an added live show during intermission. Imagine the buzz circulating as folks exited that performance.

Kelly continued to prosper. Despite a diminishing national economy, Mr. Kelly continued improving his theatre in 1933. The June 22 paper records that he installed an “18-foot Dayton Perforated Picture Screen that permitted him to show larger, brighter pictures.” He also updated the stage curtain.

He added improvements according to the July 13, 1933 Western Kansas World. He increased the lobby room, widened aisles, and installed a partition to separate those waiting to attend the second show.

Other businesses may have suffered hard times, but thanks to C.B. Kelly’s astute business sense, the Kelly Theatre thrived.

Hays USD 489 to consider capital purchases at meeting tonight

TOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the City of Bunker Hill public water supply system located in Russell County. The advisory was issued because the city could not maintain the minimum required chlorine residual. Failure to maintain required chlorine residual levels may put the system at risk for bacterial contamination.&nbsp;

Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Regardless of whether it’s the supplier or KDHE that announces a boil water advisory, KDHE will issue the rescind notice following testing at a certified laboratory.

Laboratory testing of drinking water samples collected from the City of Bunker Hill indicate no evidence of bacteriological contamination and all other conditions that placed the system at risk of contamination are deemed by KDHE officials to be resolved. &nbsp;

KDHETOPEKA –&nbsp;The Kansas Department of Health and Environment (KDHE) has rescinded a boil water advisory for the City of Bunker Hill public water supply system located in Russell County. The advisory was issued because the city could not maintain the minimum required chlorine residual. Failure to maintain required chlorine residual levels may put the system at risk for bacterial contamination.&nbsp;Public water suppliers in Kansas take all measures necessary to notify customers quickly after a system failure or shutdown. Boil Water Advisory Rescinded for City of Bunker Hill

&nbsp;DECATUR COUNTY —Law enforcement across the state continue to find drivers traveling far above the posted speed limit.

On his department's social media page, Decatur County Sheriff David&nbsp;Wachendorfer wrote, " I figured my post a few days ago about the high-speed driver I stopped would be a one-off, because we don't see those high speeds out here that often."

"However, now I'm wondering if there is a "Hold My Beer" button on Facebook, because yesterday, I stopped two more drivers on our local two-lane highways for excessive(!) speed."

"That's bad enough but now consider this knowledge:  The majority of those stops are on the interstate, which as anyone who has attended a Kansas Driver's Education class knows is a four (or more)-lane controlled access highway designed for higher speeds.  The people your Sheriff's Office are stopping are doing these same speeds on TWO-LANE country highways, with gentle rolling hills, curves, draws, and cross traffic at least every mile.  Come over a hill or out of a draw at 102 mph to a tractor pulling onto the highway, and there is almost no way that outcome is going to be pretty."

"And to add to my indigestion, one of these citations I ended up handing out was to a local resident who drives these roads all the time.  Not who I expected to have to "law enforce" in this manner. So, one more time, spoken loudly for those in the back:  PLEASE SLOW DOWN!!!  YOU ARE NOT ON THE AUTOBAHN.  Driving 90's and 100's+ on our local highways will get you nothing but a ride in an ambulance or blue lights in your rearview mirror.  Oh, and our local judge won't be very happy to see you either.  He drives on these highways too."

WICHITA, Kansas —&nbsp;Kansas students are spending fewer days in school than they did decades ago, and the state’s top education leader wants that to change.

Education Commissioner Randy Watson is urging districts to cancel breaks or extend the school year to make up for days that were canceled because of inclement weather.

Most districts lost about eight days of school this winter because of snow or bitterly cold conditions.

Watson recently told the Kansas State Board of education that districts should also consider half-day summer school in June and July, at least for kindergarten through third grade students who are below grade level in reading or math.

He said the boost is needed to make up for learning losses that began before the COVID-19 pandemic.

“Recovery is incrementally very slow,” Watson said. “While I think we should start thinking about our schedule for next year, I’m thinking, ‘How do we even jumpstart the learning … right now?’”

Kansas law requires public schools to have a minimum of 186 days, or at least 1,116 total hours each academic year. Over the past decade, most districts have opted to have longer but fewer school days — adding minutes to the daily schedule but shortening the school year.

In 2008, the average school year in Kansas was 174 days. This year, it’s 166. Some districts — particularly those with four-day weeks — have school only 141 days a year.

No district meets the minimum daily requirement of 186 days. The longest academic calendar is 183.4 days.

Watson said districts have added about 21 minutes to the school day, which equates to three minutes per class period in most high schools.

“Go ask a music teacher: ‘Would you rather have three minutes, or would you rather go to school eight more days?’” Watson said. “A music teacher’s going to say, ‘I want the eight days.’”

State law allows the Kansas State Board of Education to waive the minimum requirement for districts because of inclement weather or other factors.

But Watson discouraged board members from granting waivers, saying districts could make up the time by canceling scheduled breaks or adding days to the calendar.

“The state board will look at that at the end of the year when we see if you’ve exhausted all your avenues,” Watson said. “And right now, you have a lot of time left that you could … make up that time.”

Watson also urged half-day summer school for some young students. He proposed classes from 9 a.m. to noon Monday to Thursday through June and July, with extended weekends for Memorial Day and July Fourth.

He said that schedule would amount to at least 48 hours of additional learning time.

“If we could get 90% of the kids 48 to 49 hours of instruction, what progress we could make in a short period of time,” Watson said.

He said districts could use special education or state at-risk funds to help pay for summer classes.

The proposal stops short of year-round schooling — an idea some educators and lawmakers have floated in the past that is unpopular with most Kansas districts and families.

Two years ago, Republican Rep. Bill Rhiley&nbsp;<a href="https://kslegislature.gov/li_2024/b2023_24/measures/hb2224/#:~:text=Short%20Title,districts%20for%20each%20school%20year." target="_blank">introduced a bill</a>&nbsp;that would have mandated a minimum of 195 eight-hour school days or 156 10-hour days, but it never made it out of committee.

Advocates of year-round school say frequent, shorter breaks are better for students because they mitigate learning loss that can happen over long summer vacations. Opponents say year-round schedules cost more and leave less time for extracurricular activities like summer-league sports.

Watson said he’s not opposed to year-round school. But a half-day summer school plan for students who need it most would be an incremental improvement that could have huge benefits, he said.

“Engaging parents in that conversation is going to be easier for them to agree to than changing the entire schedule that we’ve run for 100 years,” Watson said.

Several Kansas districts spent a portion of their federal COVID-19 funding to pay for expanded summer school programs. But&nbsp;<a href="https://www.kmuw.org/education/2021-06-21/the-pandemic-left-kids-in-kansas-needing-summer-school-more-than-ever-yet-less-willing-to-enroll" target="_blank">only a small fraction of students attended</a>.

Wichita, the state’s largest school district, sent about 21,500 invitations to its summer programs for students in kindergarten through eighth grade in 2021. Despite incentives such as free breakfast, lunch and transportation, only 4,600 — about one in five — enrolled.

Watson said Kansas needs a social and cultural shift toward academics the way many districts and families emphasize sports and other activities.
