Introducing the Heartland No Bummer Summer — a creative challenge dreamed up by members of the Trego County Youth Action Council to help kids and teens get out, explore, and have fun this summer — without spending a fortune or staying glued to their phones.

From June 1 through July 31, teens and kids of all ages, living in Ellis, Rooks, and Trego counties are invited to complete fun, quirky and community-centered challenges — all designed to make the most of summer. From ice cream taste tests and sidewalk chalk art to choreographed dance videos and backyard obstacle courses, these activities are anything but boring. Maybe you can even get a local elected official to join in on a TikTok dance!

Participants simply complete a challenge, snap a photo, and text it with their name and hometown to 785-639-2003. Each completed challenge earns one entry into the end-of-summer prize drawings, with winners announced in August! Participants can complete as many challenges as they like — more entries mean more chances to win.

Heartland launches “No Bummer Summer” challenge for teens and kids across Ellis, Rooks, Trego counties

LAWRENCE – Fourteen University of Kansas School of Law students received awards during the spring 2025 semester for distinguishing themselves in scholarship, leadership and service to the law school and the community.

All award winners are graduates of the Class of 2025, who were recognized at the KU Law hooding ceremony May 17. Emma Mays, of Hastings, Nebraska, was selected to serve as the 2025 banner carrier, an honor bestowed upon the student who exemplifies excellence in their program.&nbsp;The class is composed of 126 recipients of the Juris Doctor as well as two Doctor of Juridical Science graduates. Eight students graduated from the Master of Science in Homeland Security: Law &amp; Policy program.

Funds for the awards are managed by KU Endowment, the independent and nonprofit organization serving as KU’s official fundraising and fund-management organization. Founded in 1891, KU Endowment was the first foundation of its kind at a U.S. public university.

Student awards are listed below alphabetically.

Neelie Browne, of Olathe, received the Janean Meigs Memorial Award. This award is given to the graduates who have demonstrated a caring spirit in service to the students of the university and/or the community at large. Browne founded the KU Law Balance and Wellbeing club, where she coordinated programs and events aimed at improving student well-being. She also served as a Dean’s Fellow and staff articles editor for the Kansas Journal of Law &amp; Public Policy. Browne is the daughter of Kevin and Kindra Browne. She graduated from Olathe East High School and KU.

Karen Campbell, of Lawrence, received the Class of 1949 Leadership Award. This award is given to the students who contributed most significantly to the overall experience of the students in Green Hall.&nbsp;Campbell served as the editor-in-chief of the Kansas Law Review for the 2024-25 school year. She has also been a student ambassador since her first year at KU Law and formerly served as the Student Federal Bar Association president. Campbell is the daughter of Terrence and Kristin Campbell. She graduated from Free State High School and KU.

Dane Caster, of Inman, received the Faculty Award for Outstanding Scholastic Achievement. This award is given to the graduates who have made the most significant contribution toward overall legal scholarship. During his time at KU Law, Caster served as Chief Justice En Banc of the KU Court of Parking Appeals, also known as Traffic Court. He dedicated his time teaching new students how to prep cases and give strong oral arguments. He also worked as a staff and comments editor of the Kansas Law Review. Caster is the son of Carol Summervill and Michael Caster. He graduated from Inman High School and Wichita State University.

Sam Crawford,&nbsp;of Ellis,&nbsp;received the Faculty Award for Outstanding Scholastic Achievement. This award is given to the graduates who have made the most significant contribution toward overall legal scholarship. Crawford worked as an articles editor for the Kansas Journal of Law &amp; Public Policy, where her article was selected for publication. She also competed on the bankruptcy moot court team, placing third at the national Duberstein competition. She was a Shook, Hardy &amp; Bacon Scholar, served as a Moot Court Council officer, was on the Mock Trial Council and was elected treasurer of the KU Law chapter of the Federal Bar Association for two years. Crawford is the daughter of Kim Andries and the late George Crawford III. She graduated from Ellis High School and Kansas State University.

Josh Hukill, of West Valley City, Utah, received the Class of 1949 Leadership Award. This award is given to the students who contributed most significantly to the overall experience of the students in Green Hall.&nbsp;As Chief Justice of the Traffic Court, Hukill not only led the court but also mentored first- and second-year law students. He was an active member of the mock trial team and represented KU Law in the American Association for Justice Student Trial Advocacy Competition. He graduated from Hunter High School and Utah Valley University.

Joshua Lollar, of Lawrence,&nbsp;received the Faculty Award for Outstanding Scholastic Achievement. This award is given to the graduates who have made the most significant contribution toward overall legal scholarship. He served on the Moot Court Council and as articles editor for the Kansas Law Review. Lollar is the son of Robin Kluge and Kevin Lollar. He is a graduate of Wichita East High School, Kansas State University, St. Vladimir's Orthodox Theological Seminary and the University of Notre Dame.

Kelli Ludlum, of Uniontown, received the Robert F. Bennett Award. This award is presented to the graduate whose undergraduate degree is from a Kansas university or college and who has demonstrated leadership qualities through public service.&nbsp;During her time at KU Law, Ludlum served in a leadership position in Women in Law, &nbsp;participated in moot court and was staff editor of the Kansas Journal of Law &amp; Public Policy. &nbsp;Her efforts as president of the Federal Bar Association earned the KU chapter national recognition with the Innovation Award as one of the top three student divisions in the country. Ludlum also earned pro bono distinction for her work in KU Law's Legal Aid Clinic and served on the search committee to hire a director for the new Veterans Legal Support Clinic. Ludlum is the daughter of Joe and Ann Ludlum. She graduated from Uniontown High School and Kansas State University.

Emma Mays, of Hastings, Nebraska, received the Samuel Mellinger Scholarship, Leadership and Service Award. This award is given annually to the graduate who has most distinguished themselves in the combined areas of scholarship, leadership and service. Mays served as the editor-in-chief of the Kansas Journal of Law &amp; Public Policy for the 2024-25 school year. She served as a Lawyering Skills and writing teaching assistant, helping first-year students learn the complexities of the Bluebook. Mays received the highest grade-point average of any student in the Class of 2025. Mays is the daughter of Greg and Ann Mays. She graduated from Hastings High School and the University of Nebraska-Lincoln.

This award is given to the students who contributed most significantly to the overall experience of the students in Green Hall.&nbsp;She served as a Lawyering Skills teaching assistant, was the president of the Environmental Law Society and held a position on the Moot Court Council. Ben Murphy,&nbsp;of Overland Park,&nbsp;received the Janean Meigs Memorial Award. This award is given to the graduates who have demonstrated a caring spirit in service to the students of the university and/or the community at large. Murphy served as the executive comment editor on the Kansas Law Review, where he had his paper on the International Centre for Settlement of Investment Disputes and the applicability of U.S. law published. He was also a Shook, Hardy &amp; Bacon Scholar. Murphy is the son of Mark and Susan Murphy. He is a graduate of Olathe East High School and KU.

Ayaan Musse,&nbsp;of Vancouver, British Columbia, received the Janean Meigs Memorial Award. This award is given to the graduates who have demonstrated a caring spirit in service to the students of the university and/or the community at large. She served as executive staff articles editor of the Kansas Journal of Law &amp; Public Policy, where her article proposing and advocating for legislation on community land trusts in Kansas and Missouri was selected for publication. She worked for two semesters in KU Law's Legal Aid Clinic, representing low-income clients under the supervision of licensed attorneys. She also served as a Shook, Hardy &amp; Bacon Scholar, where she led Constitutional Law study groups to support first-year law students' academic success. Musse held leadership roles in several student organizations, including the Black Law Students Association and the Student Bar Association, and mentored prospective law students through the KU Minority Pre-Law Student Association. She is a graduate of Lee's Summit North High School’s International Baccalaureate program and Arizona State University.

Gabby Phillips, of Norwich, received the Justice Lloyd Kagey Leadership Award. This award is presented to the graduate who has most distinguished themselves through leadership in the School of Law.&nbsp; Phillips is a Weigand Scholar. She served as a comments editor for the Kansas Law Review, where her article was selected for publication. She was a member of the Moot Court Council, the president for the Business and Tax Law Society, the program manager for the Volunteer Income Tax Assistance program, the treasurer of the Asian Law Students’ Association, a teaching assistant for the Lawyering Skills program and a Shook Hardy &amp; Bacon Scholar. She also worked as Professor Mike Hoeflich’s research assistant. Phillips is the daughter of Jessie and Judy Garrison and Nghia Nguyen. She is a graduate of Norwich High School, Emporia State University and KU.

Leah Stein, of Dodge City,&nbsp;received the Walter Hiersteiner Outstanding Service Award. The recipient of this award is the graduate whose service to their fellow students in the School of Law or the university community demonstrates the greatest promise for contribution to the legal profession and to society.&nbsp;Stein served as a head Dean’s Fellow and the symposium editor for the Kansas Journal of Law &amp; Public Policy, where she coordinated their 2025 symposium “Cities of Tomorrow: Legal Approaches to Urban Health and Sustainability.” Stein is the daughter of Michael and Coleen Stein. She is a graduate of Dodge City High School and KU.

Corrinne Yoder-Mulkey,&nbsp;of Eudora, received the Dru Mort Sampson Center for Diversity &amp; Inclusion Award of Distinction. This award is given to a student who has exhibited exemplary leadership and a commitment to promoting diversity and belonging – both in Green Hall and in the law school’s broader communities.&nbsp;They served as the president of OUTLaws &amp; Accomplices for two years and was a founding member of the first Trans Law Student Association of its kind. Yoder-Mulkey is the child of Christine Yoder and Kent Mulkey. They graduated from Eudora High School and Wellesley College.

Emma Mays, of Hastings, Nebraska, was selected to serve as the 2025 banner carrier, an honor bestowed upon the student who exemplifies excellence in their program.&nbsp;The class is composed of 126 recipients of the Juris Doctor as well as two Doctor of Juridical Science graduates. Eight students graduated from the Master of Science in Homeland Security: Law &amp; Policy program.Funds for the awards are managed by KU Endowment, the independent and nonprofit organization serving as KU’s official fundraising and fund-management organization. Ludlum also earned pro bono distinction for her work in KU Law's Legal Aid Clinic and served on the search committee to hire a director for the new Veterans Legal Support Clinic. Ludlum is the daughter of Joe and Ann Ludlum. Ellis High School Semester 2 Honor Roll 

Coronado Area Council, SA, the Northwest and Northcentral Kansas leading organization to develop youth to make moral and ethical choices over their lifetime, announced that Samuel Pyle has been named their newest District Field Executive.

In his role, Pyle will oversee the operations of the Wheatland District, including the counties of Ellis, Russell, Gove, Trego, Rocks, Osborne, Phillips, Smith, and Jewell. 

He will focus on developing growth and sustainability strategies for Northwest Kansas Scouting units. 

He will be based in Hays at the Wheatland District office located in the Hadley Center at 205 E. 7th St. 

Pyle will be focusing in the short term on building community relationships and budget-focused efforts. 

Pyle is an Eagle Scout from Ellis who has an extensive background in Outdoor Programs. He brings a wide assortment of experiences to his new role. 

The Wheatland and Eastern Tomahawk Districts he will serve support 26 units with over 250 Scouts from elementary through high school-aged youth. 

In addition to the traditional Scouting events, he will also support our new Special Needs outreach program and collaboration with WeKan. This program currently serves 10-15 special needs young adults each semester in Hays.

Ellis man named new district field executive for Coronado Area Council Boy Scouts

Ellis County parents overwhelmingly said they trust their child care providers, but they wished they were paying less for care, according to a recent survey.

The Child Care Task Force of Ellis County received results from the online survey at its meeting on Tuesday.

The survey was taken by 121 people, including parents, child care providers and business people, with parents and child care providers making up the two largest groups of survey respondents.

Of the 60 parents or future parents who responded to the survey, a quarter said they were looking for child care.&nbsp;

Two-thirds of parents said their children are currently enrolled in a licensed child care. One-third said they were not.

Dana Stanton, Childcare Program Specialist with the&nbsp;Northwest Kansas Economic Innovation Center, said the survey results do not mean those 20 parents have their children in unlicensed child care. She said it could mean a parent is staying home with the children or the children are being cared for by another family member.

More than half of the parents said their children are in an in-home child care. About 19% of children were enrolled in child care centers and 16% were cared for by family members.

Sixty-eight percent of parents responding said they were satisfied with their child care arrangements. When asked what aspects contributed to their satisfaction, 95% said they trusted their children's caregiver.

Stanton said parental preference mirrored child placement. Most parents said they preferred having their children cared for by in-home child care providers.

Seventy-five percent of respondents said they were pleased with the quality of their children's care and education.

Seventy-five percent of parents surveyed said they were dissatisfied with the cost of care. The survey indicated the county's child care costs varied widely, with parents paying $80 to more than $200 per week per child for care.

The respondents said they would prefer to pay $141 to $160 per week per child for care. Stanton said that the price range is low for the cost of care in Ellis County.

Most parents said they needed full-time care Mondays through Fridays, with a few also needing care for school-age children during school breaks and snow days.

Most respondents said they had found child care through word of mouth, not the state child care system, <a href="https://ks.childcareaware.org/">Child Care Aware of Kansas</a>.

Stanton said the child care task force should consider placing more emphasis on using the Child Care Aware online database.

Of the child care providers surveyed, 27% said they did not update their capacity openings with Child Care Aware.

The state resource tracks child care openings across the state and can be searched by community. It only lists licensed providers.&nbsp;

Only four businesses responded to the survey. All four said they have experienced workforce gaps due to a lack of child care for their employees.

Half of all respondents said they had missed work due to child care needs. Twelve people said they had delayed entering or reentering the workforce because of child care needs. Stanton said 12 people is low compared to other communities she has worked with in Kansas, where workers had to plan their careers around child care.

None of the employers said they wanted to offer in-house child care.

The task force has identified a continued need for more infant care in Ellis County. None of the businesses surveyed said they allowed employees to bring infants to work.

One employer said they allowed workers to bring their children to work after school if needed. One employer said they allowed employees to work from home if a worker was experiencing child care issues.

Of the child care providers surveyed, 92% said they accept infants. However, the state limits the number of infants that in-home child care providers can care for.

Only 34% of providers said they were certified to take funds from the Department of Children and Family Services for income-qualified families.

All of the providers surveyed said they offer full-time care Mondays through Fridays. However, many providers offered additional services such as care for school-age children during school breaks or care before or after school.

Sixty-three percent of survey respondents said they thought Ellis County does not have an adequate supply of child care.

"We had more yeses than I thought," Stanton said. "I'm thinking that is a lot of our current providers. We have talked about it in this group. While there may be a need for openings in infant care, we have a lot of in-home providers who have openings."

The number of needed child care spots in Ellis County, as reported by the state, has dramatically decreased since the child care task force was created four years ago. An additional 77 slots are set to open in August with the completion of the Bob and Pat Schmidt Community Center.

However, Stanton said of the survey, "It tells us that we're making progress, but there are still some issues."

 </figure>By TONY GUERRERO Hays PostThe Ellis County Commission discussed with city of Ellis officials the replacement of the 10th Street bridge in Ellis, which has fallen into disrepair.The commissioners went on a road tour, led by the Ellis County Public Works Department, on Wednesday to personally assess the county's roads and bridges that require attention.The day began near the city of Ellis's 10th Street bridge, which was the center of discussion for replacement designs, and how costs and responsibilities would be divided."The bridge is wider than what normal bridges are,"&nbsp;Ellis County administrator Darin Myers said. "Most likely that's due to the way it was designed back in the day for the city of Ellis."Ellis County Public Works Director Brendan Mackay informed attendees the bridge, including its road surface, is aging and deteriorating structurally.&nbsp;<figure>

 </figure>"There's asphalt over it. The bridge looks fine, but it's not fine. [The image] shows the delamination of the layers underneath the asphalt. That's hollow areas," he said.Mackay outlined three options: replacing just the deck, replacing the entire superstructure or fully rebuilding the bridge, including the piers.City of Ellis council members emphasized the importance of collaborating to ensure the bridge is rebuilt correctly, cost-effectively and in a manner that benefits the community.While the county owns the bridge, its location within city limits has prompted discussions about sharing costs if the design exceeds standard specifications.Myers said the county would cover the cost of a standard-width bridge, but any additional features, such as sidewalks or bike lanes, would fall under the City of Ellis’ financial responsibility.Mackay mentioned the Kansas Local Bridge Improvement Program grant as a potential funding source for the county and city. A complete bridge replacement is estimated to cost about $2.5 million.<figure>

 </figure>Myers said the best choice is to fully replace the bridge, while the second option—repairing only the structure above the piers—may be less expensive upfront, but is not a viable long-term solution."If we leave the piers but put a whole new steel structure... that may get you 40 to 50 years and then you now have a 100-year bridge sitting on top of a pier that's only worth 40 years," he said. "Yes, it's cheaper, but it could be something that costs us more in the years ahead."County officials agreed to continue collaborating with the city of Ellis, but emphasized the city needs to decide on sidewalk and width preferences to direct engineers and avoid unnecessary expenses.<h2>Catherine Road</h2>The Ellis County Commission also visited Catherine Road, where reconstruction is underway to address deteriorating asphalt. Crews are rebuilding the road base in preparation for a new asphalt overlay.<figure>

 </figure><h2>Vineyard Road and Commerce Parkway</h2>Vineyard Road and Commerce Parkway is a collaborative project between the Ellis County Commission and the city of Hays. The road base has been rebuilt, and ditches have been installed for improved drainage. An asphalt overlay is scheduled for later this summer.<figure>

 </figure><h2>Old Highway 40</h2>The county commission toured multiple areas of Old Highway 40, including east of Walker Avenue and the interchange at Old Highway 40 and Eighth Street.Mackay said plans are in place to repair cracked panels at the interchange later this year and to redesign the crossovers at the location.<figure>

 </figure><h2>Toulon Avenue</h2>Toulon Avenue has developed pavement ruts that create noticeable wobbling, especially for larger and heavier vehicles.
