SEDGWICK COUNTY — The Sedgwick County District Attorney’s Office has filed formal charges against Clowie Ann McLaughlin, 80, of Augusta, in connection with a deadly crash on August 30 that claimed the lives of two Wichita women.

McLaughlin is charged with two counts of involuntary manslaughter while driving under the influence, severity level 4 person felonies, in the deaths of 42-year-old LaShea Bell and her daughter, 25-year-old A’Niah Bell.

The crash happened around 9:35 p.m. at the intersection of Central and Webb Road. According to Wichita police, McLaughlin’s black Chevrolet truck collided with a white BMW carrying the Bells and a gray Jeep driven by a 41-year-old man. LaShea Bell was pronounced dead at the scene, while A’Niah Bell later died at a local hospital. The Jeep driver was treated at the scene and released.

Police said speed and alcohol are believed to have been factors in the collision. McLaughlin was taken to a hospital for treatment of her own injuries and was booked into the Sedgwick County Jail after being medically cleared. She bonded out Sunday evening after posting a $100,000 bond.

McLaughlin is scheduled to make her first court appearance on Monday, September 15, at 10 a.m.

Because the investigation and legal proceedings remain ongoing, authorities say no further details will be released at this time. Officials also reminded the public that all criminal defendants are presumed innocent unless proven guilty in a court of law.

“Do you know how many transgender Americans have been mass shooters over the last 10 years?” an audience members asked. Kirk responded: “Too many.”

The questioner followed up: “Do you know how many mass shooters there have been in America over the last 10 years?”

“Counting or not counting gang violence?” Kirk asked.

The event had been met with divided opinions on campus. An online petition calling for university administrators to bar Kirk from appearing received nearly 1,000 signatures. The university issued a statement last week citing First Amendment rights and affirming its “commitment to free speech, intellectual inquiry, and constructive dialogue.”

Delven Lee Kraft, 89,
passed away on August 8, 2025 at the Grisell Memorial Hospital in Ransom,
Kansas.&nbsp; He was born on April 24, 1936 on
the farm in Trego County, Kansas the son of Jacob and Eva (Eichman) Kraft.

Delven was a farmer and
stockman. He married Vivian Hoover on June 2nd, 1956, in Ness City, Kansas.

Vivian Kraft of Ransom; daughter, Renata Kraft of Hays; son, Lee Kraft of
Ransom; daughter, Michele Nuttle of Utica; 4 grandchildren, Ryan Kraft, Codi

Hays city commissioners will conduct two public hearings on Thursday regarding the 2026 budget of $54.3 million.&nbsp;

The 2026 mill levy remains at 25 mills for the 17th consecutive year, while assessed valuation increased by 2.5%. 

"Because the city's valuation is up, the amount generated by the 25 mill levy will also increase," said Collin Bielser, deputy city manager.

According to example statistics supplied by city staff, the median sales price of a home in Hays is $216,000. The state's residential rate of assessed valuation is 11.5%, equaling $24,840. The assessed valuation is then multiplied by the city mill levy of 0.25, equaling $621 as the amount owed in 2026 city property tax.&nbsp;

A hearing will be held first to exceed the revenue-neutral rate of 24.382 mills in the city's property tax levy.&nbsp;

Commissioners will then take a roll call vote on the resolution.

The public hearing and vote on next year's budget will follow.

Hays City Commission to conduct 2026 revenue neutral rate, budget hearings Thursday

WASHINGTON (AP) — President&nbsp;<a href="https://apnews.com/hub/donald-trump">Donald Trump</a>&nbsp;had dinner Tuesday night at a seafood restaurant near the White House, promoting&nbsp;<a href="https://apnews.com/article/donald-trump-washington-dc-federal-immigration-deportation-81e3493e73e8af1ecce47af23d9911f4">his deployment of the National Guard</a>&nbsp;and federalizing the police force in an effort to&nbsp;<a href="https://apnews.com/article/trump-washington-increased-federal-law-enforcement-takeover-33b186a95dabf111bac61db398aa7543">crack down</a>&nbsp;on crime in the nation’s capital.

His motorcade made the short distance to Joe’s Seafood, Prime Steak &amp; Stone Crab on 15th Street in the northwestern quadrant of the city following weeks of the president boasting about mobilizing federal authorities and the military that he says have made Washington “a safe zone.”

Cheers were heard as the president stepped from his limo — though there was also a smattering of boos and chants from protesters opposing U.S. policy in support of Israel in its war with Hamas in Gaza.

“We’re standing right in the middle of D.C., which as you know about, over the last year, was a very unsafe place — over the last 20 years — and now it’s got virtually no crime,” Trump told reporters.

He added that he wouldn’t have stood out “in the middle of the street” as recently as a couple of months ago. The suggestion was farcical, however, and didn’t actually reflect whether crime levels had changed in Washington, since the president is always surrounded by heavy security wherever he goes.

After entering the restaurant, a video posted on social media showed Trump shaking hands with some diners inside. But he also stared for an extended period at a small group of protesters who held up miniature Gaza flags and chanted: “Free D.C.! Free Palestine! Trump is the Hitler of our time!”

The president moved closer to them and could be seen gesturing briefly, but didn’t appear to speak.

Some restaurants have reported drops in reservations since Trump first announced the federal crackdown on Aug. 7, while there have been frequent street protests decrying his actions. Increased military and police presence also has occasionally&nbsp;<a href="https://apnews.com/article/washington-bowser-trump-dc-police-5d3768539b5155b1a7f4f26ddb54a8c3">sparked standoffs</a>&nbsp;between residents and authorities in normally quiet neighborhoods.

Trump has nonetheless said repeatedly that he’s spoken to friends who tell him local restaurants are full and that people have noticed a drop in crime. He says he’s also heard that people appreciate crews working to remove homeless encampments as part of the crackdown.

Accompanying the president for dinner were Vice President JD Vance, Secretary of State Marco Rubio and Defense Secretary Pete Hegseth, as well as Susie Wiles, the White House chief of staff. In his comments before going into dinner, Trump said, “The restaurants are booming.”

“People are going out to dinner where they didn’t go out for years,” he said.

After Trump returned to the White House after 10 p.m., press secretary Karoline Leavitt, who was also among those who dined with Trump, said he had eaten crab, shrimp, salad, steak and dessert.

The excursion was notable since Trump rarely dines away from the White House when he’s in Washington. And such outings have gotten even less common since he sold the hotel bearing his name a few blocks away, which was a key meeting point for administration officials and supporters during his first term.

The White House reported Tuesday that there had been nearly 2,200 arrests since Trump first announced the Washington crackdown on Aug. 7.

The Chicago White Sox announced Tuesday they have called up
Hays native Carson Jacobs to the Birmingham Barons, the Double-A affiliate of
the Chicago White Sox.

Jacobs made his debut with the team on the same day. 

He worked around a walk and struck out the side in an inning
of scoreless relief.

Jacobs had previously appeared in 42 games as a member of
the Winston-Salem Dash, the White Sox’s High-A team in the South Atlantic
League.

He had a 6-5 record with two saves and a 4.61 ERA. 

He amassed 80 strikeouts in 54 2/3 innings with 36 walks.&nbsp;

The Hays USD 489 school board approved its budget Monday night after conducting budget and revenue-neutral rate hearings.

However, the discussion included some dissent from two of the school board members.

No one offered public comment during either the revenue-neutral rate nor the budget hearings.

The district will exceed its revenue-neutral rate.&nbsp;The USD 489's portion of the county valuation increased by about 1.43%.

Twenty mills of the property tax levy go to the state and are redistributed on a per-pupil basis. Local school boards have no control over that levy. The amount raised by that levy will increase because the valuation has increased, Hipp said.

The district approved a .447 mill increase in the tax levy for the supplemental general fund for the 2026 fiscal year.

The district is losing about $193,000 in state aid for the supplemental general fund, Hipp said, which means the net increase from that fund is only about $80,000.

The district also has an 8 mill capital outlay levy. That has remained the same for many years. The amount raised from the 8-mill levy will increase slightly because the valuation increased.

Taxes on a home valued at $239,000 will increase by about $36 per year, based on the district's mill levy and the increased assessed valuation, according to the school district. (See the chart above.)

An increase in salaries accounted for a significant portion of the budget increase, Hipp said on Monday.

Chris Hipp, assistant superintendent of business services, said the budgeting process begins in February with negotiations. The votes taken in September are the culmination of that process.

"At this stage of the game, the budget is established," he said.

"We continue to refine this budget through project planning and every meeting throughout the year," Hipp said.

Hipp said at this time of year, the district uses an estimated student count to work backward to determine the legal maximum for the budget.

"At this point in time, the money is allocated," he said. "The only plan B would be to spend contingency reserve to do the things that you have already committed to over the last three or four months or ..."

Ruder said if the board refused to approve the budget, she wanted the cuts to be determined that night.

The district is under a deadline to finalize its budget by Sept. 20.

Board member Allen Park said, "You developed the budget with very little input from us. You bring us things to approve, but we are supposed to [explicitly] determine what we are doing to justify raising these taxes."

"I don't think we've done that," he said.

Ruder said, "When have taxes gone down? ... You have had every opportunity to question the administration. I reached out to Chris [Hipp] and Ron [Wilson] several times. Salary is one that we all voted on. Where are you going to cut?"

Park said he was voting against the tax increase because he believed the community had already been taxed enough following the passage of the bond issue.

"We keep taxing, taxing, taxing and not adjusting a little bit," he said.

The vote to approve exceeding the revenue-neutral rate passed 4-2, with Park and board member Jayme Goetz voting against. Board member Derek Yarmer was absent from the meeting.

The budget was approved on a vote of 5-1, with Park voting against.

The board also approved • A bid of $69,328 from KCAV for 55 presentation display panels for Hays Middle School • A contract with The Insurance Guys for the Hays High School Marketing Partnership — Founder Partner package. The Founder Package is priced at $7,500 per year for a three-year term. The business will receive static signage in the Gold auxiliary gym as well as digital advertising.

The Ellis County Commission approved the 2026 budget with a mill levy increase of 1.96 mills during its Tuesday meeting.

A public hearing provided taxpayers the chance to give input on the general fund and fire district, both of which exceed the revenue-neutral rate. The budget process began in March.

The general fund mill levy increase will bring the total general fund expenditures to $34.7 million.&nbsp;The mill levy increase will require a homeowner with a house appraised at $100,000 to pay $22 more per year, and a homeowner with a house appraised at $200,000 to pay $45 more per year.

Several residents urged the commission to remain revenue-neutral, warning that tax burdens would be imposed on homeowners and businesses. Resident Mark Hess said the commission was breaking campaign promises to keep spending in check.

"It is imperative for the commission to look back at the budget and to make some of those tougher calls that you guys are elected to do," Hess said. "True leadership means honoring your commitments, holding every budget line to performance standards and having the discipline to say no when necessary."

Resident John Pyle described himself as an “overtaxed citizen,” saying that his property taxes increased from $3,600 to $5,800 over the last five years. He shared valuation numbers and suggested commissioners look at alternative revenue sources.

Darin Myers, county administrator, said the mill levy increase was necessary to prepare for possible federal grant reductions. Commissioner Nathan Leiker emphasized the commission devoted significant time to identifying areas where spending could be reduced.

"We as commissioners spent one day alone, almost 13 hours, going through each department, item by item, justifying costs and adjustments," Leiker said.

Myers said about $770,000 was trimmed during a budget meeting, but some items were later reinstated. Commissioner Neal Younger said while county spending is high, it supports 18 services.

"Whether it be an ambulance, road and bridge, noxious weeds, mental health, that's where a lot of money goes to," Younger said.

Adam Pray,&nbsp; a developer, complimented the commission's efforts but recommended exploring sales taxes to help shift some of the costs to visitors.

Personnel policy change for retiree insurance

The county approved a personnel policy change regarding retiree health insurance, as mandated by a Kansas statute.

The law requires local governments that offer health insurance also to make the coverage available to retirees and their dependents, provided they apply within 30 days of retirement, have at least 10 years of employment with a local government and retired after Dec. 31, 1988.&nbsp;

Coverage ends when the retiree reaches 65 years old, premiums are not paid, or the retiree gains coverage under another employer's plan.

New electronic health record for Ellis County Health Department

The county health department received approval to purchase a new electronic health record system, replacing an outdated one. The five-year purchase price of about $77,100 will be prepaid using Workforce Development Grant funds and will have no impact on the general fund.&nbsp;

A homeowner received approval from the commission to use a county easement in Commerce Estates to build a private road that would provide access to his property. The homeowner will be responsible for funding, building and maintaining the road.

The Monarchs combined to shoot a team score of 401. They
finished 43 shots behind the team champion, Goodland. 

They were four shots better than third-place Syracuse. Colby
finished fourth.

TMP sophomore Brynn Schoepf finished with a 25-over 96 and
finished fifth.

Ava Schumacher shot a 100 and finished tied for sixth.

Jenna Brull was tied for 11th with a 102, and one
shot back and tied for 13th was Emma Wasinger.

The Monarchs will travel to Larned for their next varsity
action on Sept. 18.

Hays police officers swap squad cars for bicycles, gaining a new view of the streets they patrol.

Hays Police Patrol Corporal Alex Broadway said the bike division focuses on community policing, mainly downtown and around Fort Hays State University.

"We're preventing crimes in and of themselves from us being there," Broadway said. "I like to think that because we're preventing those college parties from overgrowing, we would have prevented college kids from getting overly intoxicated, stumbling out and getting struck by a vehicle."

Bike officers undergo a&nbsp;40-hour training program through the International Police Mountain Bike Association. Dakota Reese, Hays Police patrol sergeant, said this prepares the division to handle any situation.

 </figure>"The main job of bike patrol at this time of year is in our college areas... you've got 2,000 kids out, there's beer cans, we're hopping curves and moving around illegally parked cars, so that creates its own obstacles," Reese said.The bike division is most active on weekends, during special events and in warm weather to boost police visibility."People are more willing just to come up and chat with us. We're a lot more approachable to members of the community," Broadway said.Broadway and Reese will participate in Pedal Patrol in the Park at 11 a.m. Sept. 13 at Aubel-Bickle Optimist Park, 30th and Sherman Ave., where they will share safety tips and encourage safe riding in Hays."We're hoping for a good time and to have some positive contacts with people in the community," Broadway said.The event will feature an electric scooter raffle tied to a brief safety presentation, a kids’ safety course, snacks, food trucks and a DJ. A limited number of free helmets will be given away.Broadway said the bike patrol rides in colder weather with jackets and gloves, but stays off the streets in rain, snow or slippery conditions. Officers typically cover 10 to 15 miles per shift.According to Broadway, bike patrol officers most often respond to underage drinking, fights and traffic-related incidents. When an arrest is required, a patrol car is called in for transport."We can see and hear so much more because we're out there. It's not uncommon for bike officers to catch a DUI and process it," Broadway said.Broadway said riding a bike does not limit an officer’s ability to serve, as shifts usually finish in a patrol car toward the end of the night. He added the best part of the job is directly engaging with the community."Interacting with people who are supportive of what we do, those are some of my favorite moments," he said.The Hays Police Department launched "Ride Right Hays," a new safety campaign to educate residents on the proper and lawful use of UTVs, ATVs, golf cars, scooters and bicycles.In addition to Pedal Patrol in the Park, the campaign will also include social media outreach.
