A resolution to set a public hearing date for establishing a Reinvestment Housing Incentive District in Tallgrass 2nd Addition, Phase 4, will be considered by Hays city commissioners during their work session Thursday.

The local developer, Heart of America, Ellis County, wants the district implemented on the 101 lots north of 22nd Street and east of Wheatland Avenue. It's the largest known housing development ever created in Hays.&nbsp;

Heart of America proposes the city finance and construct the district eligible items, and the city utilize district revenues to offset its costs. Heart of America would also provide a deposit equal to 30% of the projected infrastructure costs.

If the Reinvestment Housing Incentive District  is created, the fund would collect incremental property tax revenues for a maximum period of 25 years, an estimated $6.8 million.&nbsp;

The commission will also hear proposed updates to the 2024 city building code, which was last adopted in 2017 as well as a request for permission by the Downtown Hays Development Corporation to build a small storage building adjacent to the pavilion in the Union Pacific Plaza Park, a city park.

In light of the current drought and its projected continuation by the National Weather Service, a wellfield status update of the Smoky Hill River Wellfield will be presented by City Manager Toby Dougherty.

"The wellfield is used every day and is one of our main sources of water," said Jarrod Kuckelman, assistant city manager.&nbsp;

We currently have just over 12,000 customers without power, which about 25% of our total customer base. Fortunately, winds have abated and crews are now able to get out and make repairs as needed.

Warmer temps are allowing ice to melt off of the wires. The downside: Many roads, especially outside of town, remain challenging but we're just now getting out to inspect the more rural areas.

More than half those out now are in the City of Hays; crews are out right now, replacing fuses and repairing burned-down lines, in an effort to get folks back on by evening.

Great Bend crews are in the Galatia-Susank area, and Lyons crews east of Ellinwood, making repairs.

Out west, linemen are north and south of Brewster, and south of Oakley, identifying and fixing.

Customers in more rural circuits could be down for longer; we'll know more when we update tonight at 5 pm. Until then, stay in if you can, and thank you for your patience!

Counties with the highest number of outages include Ellis, Gove, Graham, Ness, Osborne, Rooks and Russell.&nbsp;

In Hays, approximately 4,600 Midwest Energy customers are without electricity, according to the <a href="https://outageviewer.mwenergy.com/">Midwest Energy outage viewer</a>.&nbsp; It includes a large area of west Hays.&nbsp;

Earlier this morning, Russell was experiencing a city-wide electrical outage. Three circuits remain down because of galloping power lines in the wind along with heavy snow. Crews are on scene.&nbsp;

All highways in northwest Kansas have been closed by the Kansas Department of Transportation because of blizzard conditions and low visibility.

I-70 has also been closed in both directions between Salina and the Colorado border.

All non-essential travel should be delayed until conditions improve. Motorists currently on the road are advised to seek shelter until the storm moves through.

Larry James Wiedeman, 82, La Crosse, Kansas, passed away Thursday, March 13, 2025, at Hays Medical Center, Hays, Kansas.

Larry was born August
8, 1942, in WaKeeney, Kansas, the son of Alvin and Olinda (Rohn) Wiedeman.&nbsp; He was a resident of Rush County, Kansas, for&nbsp; many years, moving there from Trego County,
Kansas, for his employment.&nbsp; A 1960
graduate of WaKeeney High School, WaKeeney, Kansas, Larry enrolled in the first
telecommunications class at Goodland Vo-Tech, Goodland, Kansas.

Larry worked for
Golden Belt Telephone Association, Rush Center, Kansas, for 40 years before his
retirement.&nbsp; He began his career with
Golden Belt Telephone Association in 1963.&nbsp;
At the time of his retirement, he had been employed by Golden Belt
Telephone Association longer than any employee.

He was a member of the
United Methodist Church, La Crosse, Kansas.

On September 9, 1970,
he married Angela R. “Angie” Rein in Colby, Kansas.&nbsp; She preceded him in death August 13, 2009.

Survivors
include:&nbsp; two daughters, Heidi Holopirek
(Jay), La Crosse, Kansas, and Heather Moore (Merlin), Coldwater, Kansas; five
grandchildren, Garrett Holopirek, Kansas City, Kansas, Paige Holopirek,
Lawrence, Kansas, Cade Holopirek, La Crosse, Kansas, Jared Moore, Wichita,
Kansas, and Karley Moore, Manhattan, Kansas; and one sister in law, Pat
Wiedeman, WaKeeney, Kansas.

He was preceded in
death by his parents; his wife; one brother, Delbert Wiedeman; and one sister,
Mary Ann Pearson.

Visitation will be Tuesday,
March 18, 2025, from 4:00 P.M. to 8:00 P.M. at the Janousek Funeral Home, La
Crosse, Kansas.&nbsp; 

Funeral service has been cancelled for Wednesday, March 19, 2025, at 11:00 A.M. at the United Methodist Church, La

The new Hays High School building project is progressing with an opening set for August.&nbsp;

The high school is the most signficant of multiple projects being paid for with a $145 million bond issue.

The current Hays High School will be converted to a middle school with middle school students set to move to their new home in January 2026.

The Hays High principal and Hays USD 489 superintendent March 13 took a group of local relators and a reporter from the Hays Post through the high school construction zone.&nbsp;

"Student collaborative areas, everything is intentional for teaching and learning to blend and combine and bring in career and technical ed and make it all quite visible," Shawn Henderson, Hays High principal, said.

There are rooms for student collaboration throughout the building. Teachers will not be assigned a classroom, but there are teacher collaborative spaces in each of the learning pods. This gives the school more flexibility and maximizes space. Teachers can plan in the collaborative space instead of occupying a classroom.

Hays USD 489 Superintendent Ron Wilson told the group the school is being branded in multiple places with the word "Hays," not only to encourgage student pride in their school but their community, which hopefully they will want to live and work in after they complete their education.

Henderson said he foresees the school opening the upstairs track for community members to walk during the day.

Henderson said many community members have expressed concerns about traffic at the new campus. The start times for the two schools will be offset by 10 minutes.

Hays High has never hosted a home football game. They will be able to do that in the new stadium. All of their games have been planned at Fort Hays State University's Lewis Field, Henderson said.

Not pictured is a culinary kitchen for students to learn food service skills, a family and consumer science classroom, and a small playground for students who are interacting with small children during child development classes.

Subjects similar to math, science, English and arts are grouped together to allow for teacher collaboration.

The Hays High students will go from classrooms of about 600 square feet to 900 square feet. The remodel at the current high school will convert three rooms into two. The current middle school has rooms of about 750 square feet. The remodeled building will have 950-square-foot rooms.

There is also a scene shop and dressing room off of the auditorium.

The start times for the two schools will be offset by 10 minutes.Hays High has never hosted a home football game. They will be able to do that in the new stadium. All of their games have been planned at Fort Hays State University's Lewis Field, Henderson said.<figure>

 </figure>The Hays High students will go from classrooms of about 600 square feet to 900 square feet. The remodel at the current high school will convert three rooms into two. The current middle school has rooms of about 750 square feet. The remodeled building will have 950-square-foot rooms.<figure>

East and Westbound I-70 closed from Salina to Colorado border

The Hays Public Library has hired a new Children’s Coordinator, who will work with youth and families by connecting them with books and resources as well as facilitating library programs.

Plainville native, Jami Morain, studied at Emporia State University and Washburn University. She discovered her love of working at a library while volunteering at the Plainville Memorial Library.

About her new position, Morain said, “I wanted to work at the library because I grew up going to my local library. Those ladies are so wonderful, and I hope to make an impact on these kids, like my librarians made on me.”

Morain began working at the Hays Public Library on March 3.

Hays Public Library hires children’s coordinator

&nbsp;FHSU University Communications

A 12-member team of student delegates from Fort Hays State University journeyed to St. Louis, Mo., to compete at the annual Midwest Model United Nations competition. The competition took place between February 19-22 and involved more than 200 college students from across the United States.

“Last year, we sent a team of five to St. Louis and won a single Honorable Mention award. This year, with 12 delegates, we won eight awards and finished number three in the award count,” said FHSU Model UN advisor and associate professor of political science, Dr. Jay Steinmetz. &nbsp;

Model UN is a competitive collegiate experience where student delegates advance UN policy in specific committees and work toward resolutions that can ultimately pass the main plenary body. The competition is a superior test of each student’s skills in public speaking, writing resolutions, following rules of order, and researching specific countries and that country’s policy stances. &nbsp;

Students work incredibly hard to prepare for intense competition days filled with negotiations, responses to crisis events, positioning their teams and individuals as principal sponsors and writers of resolutions, and building alliances.

“The competition is dynamic, fluid, intense,” Steinmetz said. “The students love it—in my experience, I have observed that students like strict professionalism and the demands and rigors of intense negotiations; all of this makes the conference more fun and impactful for them.”

This year in St. Louis, four-person teams from FHSU represented the nations of Finland, Moldova, and Ethiopia. The 2025 team included students from diverse backgrounds, majors, home countries, and policy perspectives.

“We had Biology majors, Informatics majors, Music majors, Honor’s College students, student-athletes, local students from western Kansas, and international students from Israel, Senegal, and Togo,” said Daniel Bechle, a sophomore from Aurora, Colo.

Bechle was one of four FHSU students to take home an individual award. He was selected by the other Model UN delegates to receive the Delegates Choice award. 

Other individual award winners include Luke Hampl, a junior from Andover who took home a Position Paper Award; Mayan Paz, a sophomore from Israel, who won the Most Distinguished Delegate Award; and Mickey Mason, a senior from Ulysses, who earned an Honorable Mention Delegation Award.

“I think we earned a lot of respect this year,” Bechle said. “We raised the profile of our program and made some new friends, including a delegate from Johnson County Community College, who I am trying to get to transfer to FHSU.”

Hannah Caycedo from Manhattan was a member of FHSU’s team of delegates that represented the nation of Ethiopia and a high school senior in FHSU’s Kansas Academy of Math and Science (KAMS) residential college program.

“I was nervous, especially with the part where we had to research existing UN precedents and write proposals based on those precedents,” Caycedo said. “I got more comfortable as the competition progressed and enjoyed working with the delegates representing Mozambique and South Africa on a youth disarmament initiative.”&nbsp;

Plans are underway for the FHSU team to return to competition next academic year, including a trip to Chicago for the November American Model United Nations conference. Plans are also underway to bring the Model UN experience to western Kansas. The inaugural Heartland Model UN Conference is tentatively scheduled for October of this year.

UPDATE: KDOT reopens additional portions of I-70 in northwest Kansas

TOPEKA, Kan. - The 27th-ranked Fort Hays State baseball team scored five runs in the top of the ninth to rally and beat Washburn 7-5 Tuesday afternoon at Falley Field. The MIAA-leading Tigers are now 17-5 overall and 12-1 in league play after winning their fifth game in a row while the Ichabods dip to 13-12 on the year and 6-7 in conference games.

FHSU's ninth-inning rally opened with a pinch-hit single from&nbsp;<a href="https://fhsuathletics.com/sports/baseball/roster/jose-cintron/8418">Jose Cintron</a>. Two beaned batters and two strikeouts loaded the bases for DeGarmo, who worked a walk to close the gap to 4-3. The Tigers then scored four unearned runs after a throwing error and a Cooper Howell&nbsp;two-RBI single to right, putting FHSU in front for the first time since the top of the first.

Brandon Chavez&nbsp;came on to record his MIAA-leading seventh save after allowing one run to score on three hits in the bottom of the ninth.

Zane Knox&nbsp;and Howell both collected two hits on the day, while Cesar Saavedra&nbsp;and Woolwine both scored twice and DeGarmo and Howell both drove in two RBI.

Acierno struck out one Ichabod and allowed three runs on four hits over 3 2/3 innings of work. Baugh gave up one run on two hits in 2 1/3 innings of relief. ⚾ No. 27 Tigers rally past Ichabods

HAYS, Kan. – Fort Hays State Softball swept a pair of non-conference games from Northwestern Oklahoma State on Tuesday 

at Fleharty Family Field. The Tigers won by scores of 2-1 and 4-2 to improve to 18-6 overall for the season. The Rangers fell to 6-18 overall. FHSU ran its overall win streak to seven games, all in non-conference play.

Game 1: Fort Hays State 2, Northwestern Oklahoma State 1 Savanah Egger&nbsp;dominated in her second-straight appearance at home this week, holding Northwestern Oklahoma State to just one hit and a pair of walks. She struck out five on her way to a complete-game win, moving to 8-4 overall on the season. Her only blemish in the run column was a runner who reached base by error in the fourth inning.

The Tigers took a 2-0 lead in the third inning with an RBI single from Regan Curry&nbsp;and RBI double by Lilly Mohr. The Rangers got the one run back in the top of the fourth, but Egger shut them in the final three innings by retiring the final nine batters she faced. Egger also retired the side in order in the second and third innings. The one hit was Egger's fewest allowed in a game so far this season. Mohr led the Tigers with two hits in the game.

Chloe Brown threw a complete game for the Rangers, striking out five and allowing six hits. She moved to 3-8 on the season.

Game 2: Fort Hays State 4, Northwestern Oklahoma State 2 Fort Hays State jumped out to a 3-0 lead through two innings and held on once again to complete the sweep of NWOSU. Jules Bosco&nbsp;led off with a double in the first and Lilliana Ramirez-Johnson&nbsp;followed with an RBI triple to straight-away center field. Madison Pierce&nbsp;brought her home with an RBI groundout to the right side. In the second, Bosco drove in a run with a sacrifice fly.

The score remained 3-0 all the way until the sixth when NWOSU had a single and then two-run home run by Rachel Sherwood to trim the lead to one. However, the Tigers responded with a run in the bottom of the sixth on an RBI double by Lexi Mohr. Mohr and Bosco led the Tigers with two hits each.

Morgan Schmidt&nbsp;threw a complete game for the Tigers, recording six strikeouts with no walks allowed. She scattered six hits. Kathryn Jones took the loss in a complete game for NWOSU, allowing four runs on seven hits with one strikeout.

The Tigers return to conference play on Friday when they play host to Northwest Missouri State. The doubleheader is set for 1 p.m.&nbsp;&nbsp;

SIOUX FALLS, S.D. – Fort Hays State Tennis ran its overall win streak to six matches by edging University of Sioux Falls on Tuesday. The Tigers and Cougars played the match indoors at the Huether Family Match Pointe. The contest came down to the final singles match remaining, won by&nbsp;<a href="https://fhsuathletics.com/sports/womens-tennis/roster/grace-unruh/8121">Grace Unruh</a>&nbsp;of FHSU in thrilling fashion.

Unruh fell in the first set 6-4, but rallied for a 6-1 win in the second to force a tiebreaker set. Unruh pulled away for a 10-5 win in the final frame to lift the Tigers to victory.

Wilbert D. Pfeifer, age 96, of
Hays, Kansas passed away Friday, March 14, 2025, at Hays Medical
Center.&nbsp;He was born June 9, 1928, in Victoria, Kansas, and was the oldest
of nine children born to Daniel and Albina (Dreiling) Pfeifer. Wilbert married
LeeAnn (Billinger) on May 23, 1949.&nbsp;Wilbert and LeeAnn have four children,
six grandchildren and five great-grandchildren; LeeAnn died in May
1980.&nbsp;Wilbert married Barbara (Byler) on December 6, 1980; they divorced
in 1986.&nbsp;Wilbert married Shirley (Munson) on March 6, 1993; Shirley died
in August 2022.

Wilbert graduated in 1946 from St Joseph Military Academy and completed the
Industrial Arts Curriculum at Fort Hays State University under Ed Davis who was
a big influence in Wilbert’s vocation. Wilbert began his career designing and
building custom cabinets and millwork in 1947 when he was employed by Leiker’s
Woodworking Shop.&nbsp; He purchased the Hays Planing Mill in 1957 which he
owned until his retirement in 1993. His gift of carpentry design work graces
many churches, businesses and homes throughout the area.&nbsp;For decades,
Wilbert also created wooden, sculptures and puzzles; something he was
passionate about in his retirement. His most recent art accomplishment was his
free-form metal sculpture displayed on the Fort Hays University Campus.

Wilbert was a True Son of Ellis County and Hays, Kansas.&nbsp; As a small
business owner, and through volunteer commitments, Wilbert dedicated his life
to making the community a better place for all who called Ellis County home.
Wilbert was an active member of St. Joseph Catholic Church, Knights of
Columbus, and the Hays Rotary Club. Wilbert served on the Boards or in
Executive positions for the following organizations: Ellis County Historical
Society, Hays Chamber of Commerce, St. Joseph Catholic Church, Thomas More
Prep-Marian, and Smoky Hill Country Club.&nbsp; He also served as a Director
for both the Farmers State Bank and Commerce Bank of Hays. In addition to his
active community involvement, Wilbert planned and assisted in the construction
of the Volga German home. He also was in charge of the Boot Hill Historic
Preservation project, and placement of historical markers in downtown Hays.

Wilbert is survived by his son, Richard Pfeifer and wife Karen; and their
children, Sarah; Ross and wife Hannah; and their children, Grant and Ben;
Katherine, and husband Terry; and their children, Luke and Millie, all of St.
Louis, MO; his daughter, Janet Pfeifer of Carlsbad, CA; his son, Dale Pfeifer;
and daughter, Leah of Shawnee, KS; his daughter, Lynne Bone and husband Rich;
and their children, Chrisi and Michael all of Omaha, NE; his two brothers,
Joseph Pfeifer and wife Mary Ellen; James Pfeifer and wife, Sheila, all of St.
Louis, MO; his two sisters, Rose Ann James, of Albuquerque, NM; Susan Marie
Haas of Denver, CO; and many nieces and nephew.

Wilbert was preceded in death by his wife, LeeAnn (Billinger) Pfeifer; his
wife, Shirley (Munson) Pfeifer, his parents, Daniel and Albina Pfeifer; his
brothers, Callistus Pfeifer and wife, Jeannine; Daniel Pfeifer and wife,
Lorene; Michael Pfeifer and wife, Patricia; his brother-in-law, Frank Haas; and
his sister, Helen Catherine.

 Mass of Christian Burial will be at 11:00 AM Saturday, March 29, 2025 at St.
Joseph Catholic Church, 13th and Ash Street, Hays, Kansas with celebrant,
Father Fred Gatschet. The family will receive guests from 10:00 AM until
service time at the church.&nbsp;Inurnment will be in St. Joseph Cemetery,
Hays, Kansas.

The National Weather Service in Dodge City has issued red flag warnings for several southwest counties today and Tuesday, including Ellis County.

The warnings are in effect from 1 to 8 p.m. today and Tuesday. By mid-afternoon today, sustained winds of 15 to 25 mph and gusts of up to 35 mph are expected.

Tuesday's forecast will consist of stronger winds, sustained at 25-40 mph with gusts up to 60 mph. Minimum relative humidity will be higher, reaching up to 15%.

A Winter Storm Watch has also been issued for Wednesday. High winds are expected early in the morning to affect west-central and southwest Kansas, including Ellis County.

Strong winds and heavy snow, creating blizzard conditions, will be the primary threat. According to the National Weather Service in Dodge City, the greatest chance for these impacts is along and north of KS-96.

Blizzard conditions are also possible in northwest Kansas Tuesday night and Wednesday, accroding to the National Weather Service in Goodland.

Total snow accumulation of 2 inches is expected. WInds could gust to 55 mph.

Ellis County under red flag warning, winter storm watch this week

The Ellis County Commission heard suggestions from a resident regarding road conditions in rural subdivisions during its meeting Tuesday.

The discussion focused on establishing a standardized approach to road maintenance and gathering feedback from residents in various subdivisions.

Ellis County resident Ty Wilson from Stonewood North Addition highlighted the need to address road deficiencies after consulting with various subdivisions.

"The solution is pretty simple. All you have to do is create a program or agenda," Wilson said. "That opens the doors to all kinds of funding and avenues to help get the program in place."

Wilson shared several images of subdivision roads, which he said need maintenance and improvements.

Commissioner Nathan Leiker said the commission is unable to allocate funds beyond the current budget year or commit future commissions to obligations.

"One thing that hinders a lot of commissions is we cannot impose something on future commissions," Leiker said.

Wilson suggested planning ahead while maintaining consistent communication during the process. The next commission meeting for further discussion is May 20.

An adjoining property owner has requested Ellis County Public Works vacate the right of way for a portion of St. Jacobs Street in Catherine.

Public Works Director Brendan Mackay led the discussion. Mackay said the street has not been built. The request comes from someone planning to build a home on it.

The commissioners said they support vacating the right of way. A resolution will be presented for approval at the April 1 commission meeting.

Ellis County Library Board appointment and update

Commissioners&nbsp;reappointed Alisha Hammerschmidt's to the Ellis County Library Board for a new term ending April 30, 2029. They also approved $10,000 for 2025 expenses.

The funding will go toward software, training, legal fees and office supplies.

The initial funding request was $15,000, but the commissioners encouraged Ellis County Library Board President Benjamin Dome, who was in attendance, to attend future board meetings to request additional funds if needed.

The Ellis County Historical Society requested a letter of support from the county for two grant applications. One grant application to T-Mobile would fund the purchase of new exhibit displays.

Commissioners approved Ellis County EMS Director Danita Schroeder's request to purchase a Stryker PowerPro Cot and Powerload system for $54,504. The equipment will be used in a newly acquired ambulance.

Commissioners also approved the purchase of a 2021 Caterpillar excavator for the Road and Bridge Division for $184,736. The county's current 2005 CAT excavator is limited in reaching specific project sites.
