Blizzarad causing delay in refuse/recycling collection today in Hays

WASHINGTON (AP) — A federal judge ruled Tuesday that the dismantling of the U.S. Agency for International Development likely violated the Constitution and blocked billionaire Elon Musk’s Department of Government Efficiency from further cuts to the agency.

U.S. District Judge Theodore Chuang in Maryland ordered the&nbsp;<a href="https://apnews.com/article/donald-trump-federal-judges-impeachment-29da1153a9f82106748098a6606fec39">Trump administration</a>&nbsp;to restore email and computer access to all employees of USAID, including those who were placed on administrative leave.

The lawsuit singled out Musk as a defendant covered by the preliminary injunction, arguing that he was wielding power the Constitution reserves only for those who win elections or are confirmed by the Senate.

The order comes in a lawsuit filed by attorneys for USAID employees and contractors.

Chuang said the evidence suggests that Musk made decisions to shut down USAID’s headquarters and website despite the administration’s claim that he was merely President&nbsp;<a href="https://apnews.com/article/homeland-security-violence-prevention-office-1ed9d79dbdb5b61a4ed30cff77071d56">Donald Trump's</a>&nbsp;advisor. Musk’s public statements and social media posts demonstrate that he has “firm control over DOGE,” the judge concluded.

The judge acknowledged that it’s unlikely that USAID is no longer capable of performing some of its statutorily required functions.

“Taken together, these facts support the conclusion that USAID has been effectively eliminated,” Chuang wrote.

In February, the Trump administration placed all but a fraction of USAID’s worldwide staff on leave and notified at least 1,600 of its U.S.-based staffers they were being fired. The effort to gut the six-decade-old aid agency was part of a broader push to eradicate the foreign aid agency and most of its humanitarian and development programs abroad.

<a href="https://apnews.com/hub/donald-trump">Trump</a>&nbsp;on Inauguration Day issued an executive order directing a freeze of foreign assistance funding and a review of all&nbsp;<a href="https://apnews.com/article/usaid-cuts-hunger-sickness-288b1d3f80d85ad749a6d758a778a5b2">U.S. aid and development work abroad</a>. Trump charged that much of foreign assistance was wasteful and advanced a liberal agenda.

The White House and DOGE did not immediately respond to a request for comment.

Judge rules DOGE's USAID dismantling likely violates the Constitution

The new Hays High School building project is progressing with an opening set for August.&nbsp;

The high school is the most signficant of multiple projects being paid for with a $145 million bond issue.

The current Hays High School will be converted to a middle school with middle school students set to move to their new home in January 2026.

The Hays High principal and Hays USD 489 superintendent March 13 took a group of local relators and a reporter from the Hays Post through the high school construction zone.&nbsp;

"Student collaborative areas, everything is intentional for teaching and learning to blend and combine and bring in career and technical ed and make it all quite visible," Shawn Henderson, Hays High principal, said.

There are rooms for student collaboration throughout the building. Teachers will not be assigned a classroom, but there are teacher collaborative spaces in each of the learning pods. This gives the school more flexibility and maximizes space. Teachers can plan in the collaborative space instead of occupying a classroom.

Hays USD 489 Superintendent Ron Wilson told the group the school is being branded in multiple places with the word "Hays," not only to encourgage student pride in their school but their community, which hopefully they will want to live and work in after they complete their education.

Henderson said he foresees the school opening the upstairs track for community members to walk during the day.

Henderson said many community members have expressed concerns about traffic at the new campus. The start times for the two schools will be offset by 10 minutes.

Hays High has never hosted a home football game. They will be able to do that in the new stadium. All of their games have been planned at Fort Hays State University's Lewis Field, Henderson said.

Not pictured is a culinary kitchen for students to learn food service skills, a family and consumer science classroom, and a small playground for students who are interacting with small children during child development classes.

Subjects similar to math, science, English and arts are grouped together to allow for teacher collaboration.

The Hays High students will go from classrooms of about 600 square feet to 900 square feet. The remodel at the current high school will convert three rooms into two. The current middle school has rooms of about 750 square feet. The remodeled building will have 950-square-foot rooms.

There is also a scene shop and dressing room off of the auditorium.

Government surplus commodities will be distributed in Hays at&nbsp;Unite Free Shelves (inside The Gamers Guild), 200 E. 8th Street in Hays, on Tuesday, March 25 from 7:30 a.m. to 9 a.m.

Commodities will be distributed on a first-come-first-serve basis until we run out.&nbsp;Doors will not open until 7:30 a.m.

Food commodities to be distributed in Hays March 25

TOPEKA, Kan. - The 27th-ranked Fort Hays State baseball team scored five runs in the top of the ninth to rally and beat Washburn 7-5 Tuesday afternoon at Falley Field. The MIAA-leading Tigers are now 17-5 overall and 12-1 in league play after winning their fifth game in a row while the Ichabods dip to 13-12 on the year and 6-7 in conference games.

Brandon Chavez&nbsp;came on to record his MIAA-leading seventh save after allowing one run to score on three hits in the bottom of the ninth.

Zane Knox&nbsp;and Howell both collected two hits on the day, while Cesar Saavedra&nbsp;and Woolwine both scored twice and DeGarmo and Howell both drove in two RBI.

The documents were posted on the website of the U.S. National Archives and Records Administration. The vast majority of the National Archives' collection of over 6 million pages of records, photographs, motion pictures, sound recordings and artifacts related to the assassination have previously been released.

Trump told reporters Monday that has administration will be releasing 80,000 files, though it’s not clear how many of those are among the millions of pages of records that have already been made public.

“We have a tremendous amount of paper. You’ve got a lot of reading,” Trump said&nbsp;<a href="https://apnews.com/article/donald-trump-kennedy-center-559bf5254b99f938dc156b60c9a495e7">while visiting</a>&nbsp;the John F. Kennedy Center for the Performing Arts in Washington.

Researchers have estimated that 3,000 records or so&nbsp;<a href="https://apnews.com/article/jfk-assassination-documents-release-trump-50ea62770b13f0ffc11ca18dde03500d">hadn't been released</a>, either in whole or in part. And last month,&nbsp;<a href="https://apnews.com/article/jfk-fbi-trump-newly-discovered-files-0bd8ad5569f5fa3ed92b8ee9b795c9e7#">the FBI said</a>&nbsp;that it had discovered about 2,400 new records related to the assassination.

Many who have studied what’s been released so far by the government say the public shouldn’t anticipate any earth-shattering revelations from the newly released documents, but there is still intense interest in details related to the assassination and the events surrounding it.

Trump's January order directed the national intelligence director and attorney general to develop a plan to release the records.

Kennedy was killed on Nov. 22, 1963, on a&nbsp;<a href="https://apnews.com/general-news-298388ef0d6e41d98a47c70c86c64788">visit to Dallas</a>. As his motorcade was finishing its parade route downtown, shots rang out from the&nbsp;<a href="https://apnews.com/travel-and-tourism-e9f33c5e647d45149c1738d64ea0e3c5">Texas School Book Depository</a>&nbsp;building. Police arrested 24-year-old&nbsp;<a href="https://apnews.com/national-national-general-news-808c313725d849fd884794fe49b6fd39">Lee Harvey Oswald</a>, who had positioned himself from a sniper’s perch on the sixth floor. Two days later, nightclub owner Jack Ruby fatally shot Oswald during a jail transfer.

A year after the assassination, the Warren Commission, which President Lyndon B. Johnson established to investigate, concluded that Oswald acted alone and that there was no evidence of a conspiracy. But that didn’t quell a web of alternative theories over the decades.

In the early 1990s, the federal government mandated that all assassination-related documents be housed in a single collection in the National Archives and Records Administration. The collection was required to be&nbsp;<a href="https://apnews.com/article/c50d6fd107534341b9fa47b9014801ab">opened by 2017</a>, barring any exemptions designated by the president.

Trump, who took office for his first term in 2017, had said that he would allow the release of all of the remaining records but ended up holding some back because of what he called the&nbsp;<a href="https://apnews.com/trump-boasted-hed-open-all-jfk-files-but-now-says-he-cant-2f48d57f9ee045d98eb784d2295288ef">potential harm to national security</a>. And while files&nbsp;<a href="https://apnews.com/article/joe-biden-statutes-assassinations-lee-harvey-oswald-5b50bdcd246d228828b24f584ccad3ab">continued to be released</a>&nbsp;during President Joe Biden’s administration, some remained unseen.

(AP) — Stuck in space no more,&nbsp;<a href="https://apnews.com/article/nasa-stuck-astronauts-butch-wilmore-suni-williams-432d8c3ebf8d617d2df4d3ae53db51c3">NASA astronauts</a>&nbsp;Butch Wilmore and Suni Williams returned to Earth on Tuesday, hitching a different ride home to&nbsp;<a href="https://apnews.com/article/stuck-astronauts-nasa-boeing-starliner-1929d955463291701b99d4862b2c45ef">close out a saga</a>&nbsp;that began with a&nbsp;<a href="https://apnews.com/article/nasa-stuck-astronauts-boeing-starliner-92dca67a1fbecf05f5f0e6e2e79afc3b">bungled test flight</a>&nbsp;more than nine months ago.

Their&nbsp;<a href="https://apnews.com/article/spacex-launch-boeing-nasa-stuck-astronauts-e179d0dc6c77d224278fd0430148ff8b">SpaceX capsule</a>&nbsp;parachuted into the Gulf of Mexico in the early evening, just hours after departing&nbsp;<a href="https://apnews.com/article/nasa-stuck-astronauts-international-space-station-e8e2d188bc4cd1bf36c3c41512d38fcb">the International Space Station</a>. Splashdown occurred off the coast of Tallahassee in the Florida Panhandle, bringing their unplanned odyssey to an end.

It all started with a flawed Boeing test flight last spring.

<a href="https://apnews.com/article/nasa-stuck-astronauts-spacewalk-2cb2b5897892449f9d4661449a88de1c">The two</a>&nbsp;expected to be gone just a week or so after launching on&nbsp;<a href="https://apnews.com/article/boeing-starliner-nasa-astronauts-launch-e139ce1842e0324942746bb0cdee5c73">Boeing’s new Starliner crew capsule</a>&nbsp;on June 5. So many problems cropped up on the way to the space station that NASA eventually sent Starliner back empty and transferred the test pilots to SpaceX, pushing their homecoming into February. Then SpaceX capsule issues added another month’s delay.

Sunday’s arrival of their relief crew meant&nbsp;<a href="https://apnews.com/article/nasa-stuck-astronauts-butch-wilmore-suni-williams-4e379e121d4386d2baca1e3426f62e58">Wilmore and Williams</a>&nbsp;could finally leave. NASA cut them loose a little early, given the iffy weather forecast later this week. They checked out with NASA’s Nick Hague and Russia’s Alexander Gorbunov, who arrived in their own SpaceX capsule last fall with two empty seats reserved for the Starliner duo.

<a href="https://apnews.com/article/nasa-astronauts-faith-orbit-international-space-station-b5d3e3473dff3b92c8dcfc7a7cb48b50">Wilmore</a>&nbsp;and Williams ended up spending 286 days in space — 278 days longer than anticipated when they launched. They circled Earth 4,576 times and traveled 121 million miles (195 million kilometers) by the time of splashdown.

Their plight captured the world’s attention, giving new meaning to the phrase “stuck at work" and turning “Butch and Suni” into household names. While other astronauts had logged longer spaceflights over the decades, none had to deal with so much uncertainty or see the length of their mission expand by so much.

Wilmore and Williams quickly transitioned from guests to full-fledged station crew members, conducting experiments, fixing equipment and even spacewalking together. With 62 hours over nine spacewalks, Williams set a record: the most time spent spacewalking over a career among female astronauts.

Both had lived on the orbiting lab before and knew the ropes, and brushed up on their station training before rocketing away. Williams became the station's commander three months into their stay and held the post until earlier this month.

Their mission took an unexpected twist in late January when President Donald Trump asked SpaceX founder Elon Musk to accelerate the astronauts’ return and blamed the delay on the Biden administration. The replacement crew’s brand new SpaceX capsule still wasn’t ready to fly, so SpaceX subbed it with a used one, hurrying things along by at least a few weeks.

Even in the middle of the political storm, Wilmore and Williams continued to maintain an even keel at public appearances from orbit, casting no blame and insisting they supported NASA’s decisions from the start.

NASA hired SpaceX and Boeing after the shuttle program ended, in order to have two competing U.S. companies for transporting astronauts to and from the space station until it's abandoned in 2030 and steered to a fiery reentry. By then, it will have been up there more than three decades; the plan is to replace it with privately run stations so NASA can focus on moon and Mars expeditions.

Both retired Navy captains, Wilmore and Williams stressed they didn’t mind spending more time in space — a prolonged deployment reminiscent of their military days. But they acknowledged it was tough on their families.

Wilmore, 62, missed most of his younger daughter’s senior year of high school; his older daughter is in college. Williams, 59, had to settle for internet calls from space to her mother and relatives.

“We have not been worried about her because she has been in good spirits,” said Falguni Pandya, who is married to Williams’ cousin. “She’s been healthy and we’ve been in touch with her right until they left. She was definitely ready to come home.”

Prayers for Williams and Wilmore were offered up at 21 Hindu temples in the U.S. in the months leading up to their return, organizer Tejal Shah, president of World Hindu Council of America said. Williams has spoken frequently about her Indian and Slovenian heritage. Prayers for their safe return also came from Wilmore’s Baptist church in Houston, where he serves as an elder.

After returning in the gulf — Trump in January signed an executive order renaming the body of water Gulf of America — Wilmore and Williams will have to wait until they’re off the SpaceX recovery ship and flown to Houston before reuniting with their loved ones. The three NASA astronauts will be checked out by flight surgeons as they adjust to gravity, officials said, and allowed to go home after several days.

The National Weather Service in Dodge City has issued red flag warnings for several southwest counties today and Tuesday, including Ellis County.

The warnings are in effect from 1 to 8 p.m. today and Tuesday. By mid-afternoon today, sustained winds of 15 to 25 mph and gusts of up to 35 mph are expected.

Tuesday's forecast will consist of stronger winds, sustained at 25-40 mph with gusts up to 60 mph. Minimum relative humidity will be higher, reaching up to 15%.

A Winter Storm Watch has also been issued for Wednesday. High winds are expected early in the morning to affect west-central and southwest Kansas, including Ellis County.

Strong winds and heavy snow, creating blizzard conditions, will be the primary threat. According to the National Weather Service in Dodge City, the greatest chance for these impacts is along and north of KS-96.

Blizzard conditions are also possible in northwest Kansas Tuesday night and Wednesday, accroding to the National Weather Service in Goodland.

Total snow accumulation of 2 inches is expected. WInds could gust to 55 mph.

Ellis County under red flag warning, winter storm watch this week

The Ellis County Commission heard suggestions from a resident regarding road conditions in rural subdivisions during its meeting Tuesday.

The discussion focused on establishing a standardized approach to road maintenance and gathering feedback from residents in various subdivisions.

Ellis County resident Ty Wilson from Stonewood North Addition highlighted the need to address road deficiencies after consulting with various subdivisions.

"The solution is pretty simple. All you have to do is create a program or agenda," Wilson said. "That opens the doors to all kinds of funding and avenues to help get the program in place."

Wilson shared several images of subdivision roads, which he said need maintenance and improvements.

Commissioner Nathan Leiker said the commission is unable to allocate funds beyond the current budget year or commit future commissions to obligations.

"One thing that hinders a lot of commissions is we cannot impose something on future commissions," Leiker said.

Wilson suggested planning ahead while maintaining consistent communication during the process. The next commission meeting for further discussion is May 20.

An adjoining property owner has requested Ellis County Public Works vacate the right of way for a portion of St. Jacobs Street in Catherine.

Public Works Director Brendan Mackay led the discussion. Mackay said the street has not been built. The request comes from someone planning to build a home on it.

The commissioners said they support vacating the right of way. A resolution will be presented for approval at the April 1 commission meeting.

Ellis County Library Board appointment and update

Commissioners&nbsp;reappointed Alisha Hammerschmidt's to the Ellis County Library Board for a new term ending April 30, 2029. They also approved $10,000 for 2025 expenses.

The funding will go toward software, training, legal fees and office supplies.

The initial funding request was $15,000, but the commissioners encouraged Ellis County Library Board President Benjamin Dome, who was in attendance, to attend future board meetings to request additional funds if needed.

The Ellis County Historical Society requested a letter of support from the county for two grant applications. One grant application to T-Mobile would fund the purchase of new exhibit displays.

Commissioners approved Ellis County EMS Director Danita Schroeder's request to purchase a Stryker PowerPro Cot and Powerload system for $54,504. The equipment will be used in a newly acquired ambulance.

Commissioners also approved the purchase of a 2021 Caterpillar excavator for the Road and Bridge Division for $184,736. The county's current 2005 CAT excavator is limited in reaching specific project sites.

Ellis County Commission discusses subdivision concerns

TOPEKA — The Senate completed their 2026 budget last week, which will be debated on the floor Tuesday, March 18, 2025.

Both the Senate and the House passed SB14, which would prevent the state government from shutting down in the event the governor and legislature cannot come to an agreement on a budget prior to the end of the fiscal year. The bill would provide for continuing appropriations at the same level as the previous fiscal year. This bill would ensure that schools would never close and that state government operations would continue.

HB2043 passed and would allow an insurer or producer to request an extension of a pilot or testing program for a value-added product or service beyond a one-year period for any additional time needed to determine whether the value-added product or service meets the criteria in the case the insurer or producer is unable to determine sufficient evidence within the first year. The bill would clarify the time for an agent or insurer to respond to an inquiry concerning a consumer complaint from the Insurance Department to be within 14 calendar days of receipt of the inquiry, and the response time for all other inquiries from the Department would be within 15 business days. The bill would add the failure of an insurer to respond to an inquiry from the Department to the list of actions that could lead the Commissioner of Insurance to deny, suspend, revoke, or refuse a new license or application for license.

SB213 was passed by the Senate. It would prohibit non-residents from hunting migratory waterfowl during certain times and in certain places. It changes the fees for migratory waterfowl habitat stamps.

Last week, the Kansas Senate took a bold step to ensure pregnant women receive child support. HB2062&nbsp;would make amendments to law regarding child support guidelines established by the Kansas Supreme Court to require the guidelines to consider the direct medical and pregnancy-related expenses of the mother. Expenses for children begin early in pregnancy, expenses that a woman might need to undertake prior to the birth of the child. Part of being pro-life means ensuring that pregnant women need and deserve the most support. HB2062 recognizes that fathers are still fathers even when a child is not born yet and would bring consistency to our child support laws by recognizing this reality. The Senate amended the bill to also include a personal exemption of $2,320 for any unborn child, as defined by the bill, starting in tax year 2025.

BILLINGER: Senate Update March 18, 2025

SEDGWICK COUNTY—Law enforcement continues to investigate weekend vandalism at a church in Wichita. On Monday while meeting with the media during a tour of the&nbsp;Kennedy Center, President Trump was asked about the crime.

Police in Wichita arrested a 23-year-old Saline County man identified as Michael Angel Gonzalez, according to Sedgwick County booking records, for the vandalism.

Just after 8:30 Saturday, police responded to a reported burglary at St. Patrick Catholic Church, located in the 2000 block of N. Arkansas Street in Wichita, according to Wichita Police spokesman Brad Wright.

Officers discovered significant vandalism, including hate speech and damage to items such as statues, candles, and glass. Notably, a United States flag had been burned.

Recognizing the severity of this crime, Wichita Police and investigators—alongside federal law enforcement partners including the FBI and ATF—immediately launched a full-scale investigation. The Wichita Police dedicated Crime Scene Investigation team worked diligently to analyze evidence, leading to the swift identification of a suspect.

Officers from the Wichita Police Field Community Response Teams were provided with critical intelligence and began searching for the suspect. At approximately 2:20 a.m. Sunday, officers located and arrested Gonzalez in the 2800 block of N. Hillside in Wichita without incident.

Gonzalez is being held in the Sedgwick County Jail on a bond of over $500,000 on requested charges of Burglary, Criminal Desecration, and Criminal Damage to Property. The case will be presented to the Sedgwick County District Attorney and federal prosecutors for formal charging considerations.

So says a French politician who is making headlines in his country for suggesting that the U.S. is no longer worthy of the monument that was a gift from France nearly 140 years ago.

White House Press Secretary on Monday afternoon responded to a question about President Trump giving the Statue of Liberty back.

As a member of the European Parliament and co-president of a small left-wing party in France, Raphaël Glucksmann cannot claim to speak for all of his compatriots.

But his assertion in a speech this weekend that some Americans “have chosen to switch to the side of the tyrants” reflects the&nbsp;<a href="https://apnews.com/article/denmark-europe-france-boycott-usa-trump-6e4b568ef4ae5705ac200a3986a8ebf6">broad shockwaves</a>&nbsp;that U.S. President Donald Trump’s seismic shifts in foreign and domestic policy are triggering in France and elsewhere in Europe.

“Give us back the Statue of Liberty,” Glucksmann said, speaking Sunday to supporters of his Public Place party, who applauded and whistled.

“It was our gift to you. But apparently you despise her. So she will be happy here with us,” Glucksmann said.

UNESCO, the United Nations’ cultural arm that has the statue on its list of World Heritage treasures, notes that the iconic monument is U.S. government property.

It was initially envisaged as a monumental gesture of French-American friendship to mark the 100th anniversary of the July 4, 1776,&nbsp;<a href="https://apnews.com/today-in-history/july-4">Declaration of Independence.</a>

But a war that erupted in 1870 between France and German states led by Prussia diverted the energies of the monument’s designer, French sculptor Frédéric-Auguste Bartholdi.

The gift also took time to be funded, with&nbsp;<a href="https://www.quimper.bzh/uploads/Image/0a/18701_266_souscription-a-l-erection-de-la-statue-de-la-Liberte.jpg" target="_blank">a decision taken</a>&nbsp;that the French would pay for the statue and Americans would cover the costs of its pedestal.

Transported in 350 pieces from France, the statue was officially unveiled Oct. 28, 1886.

Is France’s government offering asylum to Lady Liberty?

No. French-U.S. relations would have to drop off a cliff before Glucksmann found support from French President Emmanuel Macron’s government.

For the moment, the French president is treading a fine line — trying to work with Trump and temper some of his policy shifts on the one hand but also pushing back hard against some White House decisions, notably Trump’s tariff hikes.

Macron has let his prime minister, François Bayrou, play the role of being a more critical voice.&nbsp;<a href="https://apnews.com/article/trump-zelenskyy-france-bayrou-ukraine-oval-office-1b12c5024d0aad34bd4336ef931e51f0">Bayrou tore into the “brutality”</a>&nbsp;that was shown to Ukrainian President Volodymyr Zelenskyy&nbsp;<a href="https://apnews.com/article/trump-zelenskyy-oval-office-ukraine-russia-blowup-8aa63e55c859e8fea963911478c376ee">during his White House visit</a>&nbsp;and suggested that Trump’s administration&nbsp;<a href="https://apnews.com/article/france-ukraine-bayrou-macron-trump-military-drones-aef148aa847dd36722cbf0c99c901022">risked handing victory to Russia</a>&nbsp;when it paused military aid to Ukraine.

Glucksmann’s party has been even more critical, posting accusations on its website that Trump is wielding power in an “authoritarian” manner and is “preparing to deliver Ukraine on a silver platter” to Russia.

In his speech, Glucksmann referenced New York poet Emma Lazarus’ words about the statue, the “mighty woman with a torch” who promised a home for the “huddled masses yearning to breathe free.”

“Today, this land is ceasing to be what it was,” Glucksmann said.

The TMP-Marian girls’ basketball team had two players named to the All Mid-Continent League, released Monday by league officials.

TMP senior Brooke Koenigsman was named one of the unanimous first-team selections.

Koenigsman led the Monarchs, scoring 14.2 points per game. She also led the team in rebounds (5.0) and assists (3.2) per game. 

She was joined on the first team by Norton senior Hallie Brooks, also a unanimous first-team selection.
