LaVera Martha King, age 88, passed away peacefully on Wednesday, 
December 16, 2020, at the Scott County Hospital in Scott City, Kansas. 
She was born on August 17, 1932, in Scott City, Kansas, the daughter of 
John and Hilda Koch Wiechman. She was a homemaker most of her life and 
was loved to the moon and back by her children, grandchildren, family, 
and friends.

She was a member of the Holy Cross Lutheran Church, Ladies VFW 
Auxiliary, a member of the VIP Senior Center, and a Pink Lady for the 
Scott County Hospital. She enjoyed many years of bowling which included 
several state and National trips with family and friends and “dancing 
the night” away at the VIP Senior Center.

On October 8, 1951, she married Harry V. King in Scott City, Kansas. He passed away on September 1, 1981, in Scott City, Kansas.

Survivors include her Two Daughters - Gloria &amp; Forrest Gough of 
Scott City, Kansas, Carol &amp; Bruce Latham of Scott City, Kansas, Two 
Sons - Randy &amp; Kay King of Scott City, Kansas and David &amp; Susan 
King of Olathe, Kansas, One Sister - Velda &amp; Milt Riddiough of Scott
 City, Kansas, One Brother - Jerry &amp; Joyce Wiechman of Scott City, 
Kansas, Five Granddaughters - Shellie Carter, Krista &amp; Jeremy 
McDaniel, Shanna &amp; Cody Wells, Danea &amp; Chad Wasinger all of 
Scott City, Kansas and Sarah King of Olathe, Kansas, Three Grandsons - 
Teth &amp; Sonya Gough of Blue Springs, Missouri, Alex &amp; Alyssa King
 of Olathe, Kansas and Harrison King of Scott City, Kansas, Thirteen 
great-grandchildren, One great great-grandson and numerous Nieces &amp; 
Nephews.

She was preceded in death by her parents, husband, 3 brothers Marvin,
 Martin, and Donnie Wiechman, and 2 sisters Geneva Faurot and LuElla 
Erskin.

Graveside services will be held at 2:00 p.m. on Tuesday, December 22,
 2020, at the Scott County Cemetery in Scott City, Kansas with Pastor 
Rodney Hopper presiding. Services will be Live-Streamed on Price &amp; 
Sons Funeral Home Facebook page starting at 1:55 p.m. Tuesday.

Memorials in lieu of flowers can be made to The Holy Cross Lutheran 
Church, Park Lane Nursing home or the VIP Senior Center in care of Price

TOPEKA — Nebraska state Sen. Machaela Cavanaugh never understood how Saint Francis Ministries secured the state’s only private foster care contract with a shockingly low bid and no plan for providing minimum services.

She was concerned the cost savings would be made by overloading social workers with too many cases, despite warnings from legislators that state law required foster care providers to keep caseloads low. After Saint Francis took over services for the Omaha region in January, it was no surprise to Cavanaugh that the organization failed to meet its obligations.

“We told Saint Francis at our public hearings numerous times that this was a statute, and if that was their plan, they could not increase case numbers,” Cavanaugh said. “It was against our laws. We could never really get a full answer.”

A recent report by the Nebraska Office of Inspector General and revelations of financial mismanagement by leaders of the Kansas-based organization have brought into focus the concerns raised by Cavanaugh and others in Nebraska when the contract was awarded last year.

The decision by Saint Francis leadership to spend $80,000 on Chicago Cubs tickets, which was revealed in&nbsp;<a href="https://kansasreflector.com/2020/12/04/kansas-agency-serving-3100-foster-children-accused-of-rampant-financial-mismanagement/">a Kansas Reflector report earlier this month</a>, also is a point of interest because Nebraska Gov. Pete Ricketts’ family owns the Cubs and he formerly served on the team’s board of directors.

Cavanaugh and other lawmakers who serve on a foster care oversight committee will get their first chance to question Saint Francis about the developments at a hearing scheduled for Wednesday at the state capitol in Lincoln.

Among findings in the OIG report, just 41% of Saint Francis social workers have acceptable caseloads, children were staying for days at a time in a location intended for short emergency stays, children were housed in office space, and the organization was “ill-prepared and unable to secure enough foster homes.” Additionally, Saint Francis has struggled to retain and hire employees.

Morgan Rothenberger, spokeswoman for Saint Francis, said the foster care provider was meeting a majority of its performance measures.

“Case management work is complex, with numerous moving parts,” Rothenberger said. “In beginning new services, we expect challenges as Saint Francis adapts to a new system and as we partner with state officials to bring healing and hope to children and families.”

The Nebraska Department of Health and Human Services operates nearly all of the state’s foster care system following a short-lived experiment with privatization that ended about a decade ago.

The lone holdover from the privatized system was PromiseShip, an organization formed by the iconic Boys Town and other social welfare groups in Omaha. No one expected the announcement in July 2019 that DHHS was severing ties with PromiseShip. Even more surprising was the disparity in bids for the five-year deal: Saint Francis offered to do the work for $197 million, compared to PromiseShip’s offer of $341 million.

“It was shocking and abrupt,” Cavanaugh said.

Saint Francis was preceded by its reputation in Kansas, where the foster care system had devolved into chaos and cruelty. More children were missing, abused, killed, sold for sex, frequently moved, and sleeping in office spaces. Caseloads skyrocketed for social workers.

Kansas Department for Children and Families recommends a limit of 30 cases assigned to social workers. At times, the average case management in some regions exceeded 50 children.

Under a 2012 Nebraska law, caseloads are capped at 14-17, depending on case type. The same Sept. 15 OIG report that pointed to concerns with Saint Francis caseloads also found that 100% of social workers in two state-run regions had acceptable caseloads, as well as 92% and 88% of social workers in the other two regions.

And as Saint Francis severely underperformed, Nebraska lawmakers grew wary of the numbers the organization reported.

Cavanaugh, a Democrat who represents Omaha in a unicameral legislature that doesn’t recognize political parties, said there was an implication that Saint Francis would count a family of five as a single case.

“It seemed like there was some suspect math on the casework numbers,” she said. “I certainly was suspicious of it.”

Kansas Reflector obtained the whistleblower’s report on financial mismanagement through an open records request with DCF, which had received the report in November 2019.

The Kansas agency hired an accounting firm to audit Saint Francis finances, but the organization declined to cooperate until a separate complaint about financial mismanagement was made directly to the Saint Francis board in October of this year. President and CEO Robert Smith and chief operating officer Tom Blythe&nbsp;<a href="https://kansasreflector.com/2020/11/19/foster-care-provider-removes-top-leaders-after-investigation-into-mismanagement/">left the organization</a>&nbsp;after an internal review.

“We’ve taken very proactive steps in recent weeks to stabilize the financial situation of Saint Francis Ministries,” Rothenberger said.

Among the complaints in the whistleblower report was the decision to spend $80,000 on Chicago Cubs tickets at a time when the organization had exhausted its line of credit and was struggling to make weekly payments.

Rothenberger said the Cubs tickets were purchased in September 2019 and refunded when the team failed to make the playoffs. A review of paperwork indicated the purchase had nothing to do with Nebraska, she said.

Nebraska officials also indicated the tickets didn’t influence the decision by Ricketts’ administration to award a contract to Saint Francis.

“The governor was not aware of the purchase of those tickets until after media reporting on the whistleblower’s report,” said Justin Pinkerman, a spokesman for the Republican governor.

Khalilah LeGrand, spokeswoman for Nebraska DHHS, said nobody at the agency received tickets.

Still, Cavanaugh said, it is concerning that Saint Francis leadership purchased the tickets at a time of upheaval in Nebraska over the surprising decision to change foster care providers.

“I’m concerned about our youth in Nebraska,” Cavanaugh said. “There’s a lot of concern and a lot of unanswered questions, and there has been since the start of this contract.”

Kan. child welfare contractor spent $80K on Cubs tickets

Brenda Moote (McLaughlin) was born on September 11th, 1963, in 
Plainville, Kansas, to Gerald and Gean McLaughlin. She passed away 
peacefully on December 12th, 2020, comfortably in her own home with her 
family surrounding her.
 Brenda lived a simple yet enjoyable life. She was born in 
Plainville, Kansas, and lived in Kansas for the first part of her life, 
enjoying time with friends, family, school, and work. She grew up in 
Stockton, Kansas, and graduated from Stockton High School in 1981. She 
loved playing pool and quarters with her friends and family in her free 
time. On October 17th, 1987, she married Kevin Moote at the United 
Methodist Church in Stockton, Kansas.
 Brenda and Kevin moved to Fort Collins, Colorado, in the early ’90s 
to start their family. Brenda started working at Mac’s Frame Shop as a 
picture framer around 1992. She continued the business by becoming the 
owner of Mac’s Frame Shop in 2000. She was always hard-working, put her 
customers first, and went above and beyond to meet her customers' goals.
 She could tell you what every moulding, frame, or glass type was just 
by looking at the front of it. Her customers would ask for her 
specifically because her skills and taste of designs were extravagant.
 In 1992 she had her son, Quentin Moote, then in 1996, she had her 
daughter, Chelsea Bush (Moote). Soon after her daughter was born, 
Brenda, Kevin, Quentin, and Chelsea moved permanently to Windsor, 
Colorado. Brenda helped with Girl Scouts and was always the favorite 
leader. She also enjoyed reading books and going to book clubs now and 
then. Brenda loved going camping when the time was allowed, along with 
day car ride trips to Estes or anywhere in the Mountains. She also used 
to take frequent trips to Stockton, Kansas, to see her family or visit 
them when they passed. When Brenda’s children grew up, she would love to
 spend quality time with them and her family in general. In 2019, Brenda
 became a grandmother to Adelynn Bush, which she loved dearly.
 Brenda was preceded in death by her parents, Gerald and Gean McLaughlin, and her sister, Linda Smith.
 She is survived by her husband, Kevin; son Quentin; daughter 
Chelsea; granddaughter Adelynn; and nephews Michael and Brian Smith.
 Brenda was an exceedingly kind, loving, and forgiving woman who 
would do anything for her family and friends. Her primary goal in life 
was to make everyone happy and laugh. She would always forgive someone 
fast because she said, “Life is too short.” She nevertheless left a 
great impression on everyone she met with her easy, funny, and friendly 
personality. Even when she was diagnosed with Pancreatic cancer in early
 2020, she never let fears get to her. She continued to have a positive 
outlook on life through chemo, surgery, and after surgery when 
complications happened. Brenda continued to pray every day and always 
looked at what she has done instead of what she cannot anymore.
 Funeral Service will be held on Saturday, December 19, 2020, at 11 AM

Brenda Moote

Robert E. Gramzow, age 84, passed away on December 12, 2020 at the 
Morton County Nursing Home in Elkhart, Kansas.&nbsp; He was born at his 
parents home in rural Norton County northwest of Almena, Kansas on June 
22, 1936.&nbsp; He was the first child of Ernest F. and Louise (Holiday) 
Gramzow.&nbsp; He was known as Bobby the good big brother of his fraternal 
twin sisters who were born four years later.

He received his elementary education at a rural school located near 
his family’s farmstead.&nbsp; His Aunt Marie Van de Wege was one of his first
 teachers.&nbsp; He graduated from Almena High School in 1954.&nbsp; Bob earned a 
B.S degree in Ag Education at Kansas State College.&nbsp; He lettered in 
gymnastics and received the award for high point gymnast his senior 
year.&nbsp; Following graduation in 1958 he taught&nbsp;Vocational Ag at Beaver 
City, Nebraska High School.&nbsp; Having met his wife to be at an 
InterVarsity Christian Fellowship Picnic at K-State,&nbsp;Bob and Norma Duell
 of Ruleton, Kansas were married at the United Methodist Church in 
Goodland June 21, 1959.&nbsp; She was working as an Extension Agent in Leoti 
at the time so he joined her in Leoti to teach Vo Ag at Wichita County 
High School for three years.&nbsp; He had signed a contract to teach Vo Ag in
 Flagler, Colorado but a decision to drop the program led to the 
decision to take more classes to certify teaching at the elementary 
level.&nbsp; He enjoyed teaching the 5th&nbsp;grade&nbsp;for USD 352 in Goodland for 12
 years.&nbsp; Bob helped his father-in-law, Carl Duell, during the summers 
until his untimely death on January 1, 1975.&nbsp; He went into full time 
farming at the end of that school year.

The Gramzow’s were blessed with two daughters.&nbsp; Judy was born while 
they were in Leoti in December, 1960 and Jana was born in Goodland in 
November, 1963.&nbsp; The family was active in the First Baptist Church where
 Bob taught Sunday School, sang in the choir, served as deacon, and 
ushered.&nbsp; Bob was active in The Gideons International organization, 
helping with their jail ministry until his memory began to fail.

He retired from farming at the end of 2010.&nbsp; Unfortunately, his 
short-term memory problems increased and the failure to remember he was 
retired was his biggest problem.&nbsp; On&nbsp;Memorial Day, May 26, 2013, not 
finding his pickup keys, he took his van to check the irrigation.&nbsp; He 
hadn’t been feeling well so it was assumed he was coughing, sneezing or 
reaching for a Kleenex when the car left the road, hitting a concrete 
culvert.&nbsp; He suffered two broken vertebra, 4 broken ribs, a small brain 
bleed, other cuts and bruises.&nbsp; Remarkably, he was able to return home 
on October 3 after spending 2 months in Denver and 2 months in Good 
Samaritan Home in Goodland.&nbsp;&nbsp;&nbsp;&nbsp;

His family is grateful for all his caregivers, friends, neighbors and
 family who lifted him in prayer in the prior event and since he had a 
stroke in September.&nbsp;

Bob was preceded in death by his parents, aunts, uncles, and two brothers-in-law, Jim Williams and Marvin Duell.&nbsp;&nbsp;

He is survived by his wife, Norma, of Goodland; his daughters Judy 
(Mark) Pitnick and step-son, Justin, of Lenexa KS and Jana (Rob) Lehman 
of Meridian, ID; his two grandchildren, Gage and Brooke Lehman of 
Meridian, ID.&nbsp; He is also survived by his sisters, Virjean Williams of 
Hermitage, TN and Virginia (Bernard) Kinnick of Greeley, CO; brothers 
and sisters-in-laws: Don (Eloise) Duell, Lone Tree. CO, Bonnie Duell of 
Goodland, Elaine (Emery) Pankratz of Hawthorne, CA, Dennis (Orpha)&nbsp;Duell
 of Wichita, KS, many nieces, nephews, and cousins.

One of his favorite Bible verses was Deuteronomy 31:8 NASB “The Lord 
is the one who goes ahead of you; He will be with you.&nbsp; He will not fail
 you or forsake you.&nbsp; Do not fear or be dismayed.”&nbsp; As one Christian 
author puts it for the Christian “Retirement is out of this world!”

 </figure>Robert E. Gramzow, age 84, passed away on December 12, 2020 at the 
Morton County Nursing Home in Elkhart, Kansas.&nbsp; He was born at his 
parents home in rural Norton County northwest of Almena, Kansas on June 
22, 1936.&nbsp; He was the first child of Ernest F. and Louise (Holiday) 
Gramzow.&nbsp; He was known as Bobby the good big brother of his fraternal 
twin sisters who were born four years later.He received his elementary education at a rural school located near 
his family’s farmstead.&nbsp; His Aunt Marie Van de Wege was one of his first
 teachers.&nbsp; He graduated from Almena High School in 1954.&nbsp; Bob earned a 
B.S degree in Ag Education at Kansas State College.&nbsp; He lettered in 
gymnastics and received the award for high point gymnast his senior 
year.&nbsp; Following graduation in 1958 he taught&nbsp;Vocational Ag at Beaver 
City, Nebraska High School.&nbsp; Having met his wife to be at an 
InterVarsity Christian Fellowship Picnic at K-State,&nbsp;Bob and Norma Duell
 of Ruleton, Kansas were married at the United Methodist Church in 
Goodland June 21, 1959.&nbsp; She was working as an Extension Agent in Leoti 
at the time so he joined her in Leoti to teach Vo Ag at Wichita County 
High School for three years.&nbsp; He had signed a contract to teach Vo Ag in
 Flagler, Colorado but a decision to drop the program led to the 
decision to take more classes to certify teaching at the elementary 
level.&nbsp; He enjoyed teaching the 5th&nbsp;grade&nbsp;for USD 352 in Goodland for 12
 years.&nbsp; Bob helped his father-in-law, Carl Duell, during the summers

Robert A. Gramzow

Virginia Beamer, 82, of Oakley, died Monday, December 14, 2020, at Logan
 County Hospital. 

She was born November 24, 1938, in Monument KS, to 
Belle and Martin Selley. She graduated from Oakley High School in 1956.
 On October 14, 1956, she married Charles Beamer. Virginia was a member
 of the United Christian Church in Oakley. Virginia had served as Clerk
 of the District Court in Logan County, was the first female County 
Commissioner in Logan County, and was a Kansas State Representative. 
She was preceded in death by her parents and brothers, Martin Wells, Robert, and Lowell. 
She is survived by her husband, Charles, of Oakley; children, Alexis 
Basgall, of Herndon, KS, Gaylene Langley, of Evergreen, CO, and Charlyn 
Smith, of Colorado Springs, CO; 9 grandchildren and 5 great 
grandchildren. 
Visitation will be 6-7:00 p.m. Thursday, December 17th, 2020 at the 
United Christian Church, Oakley. Funeral Service is 10:30 a.m. Friday, 
December 18, 2020, also at the church with burial in the Oakley City

Virginia Belle Beamer (Selley)

Naomi Kathryn Strecker, 88, of Russell, Kansas, died on Saturday, December 12, 2020, at the Russell Regional Hospital in Russell, Kansas. 
 
Naomi was born on February 12, 1932, on the family farm in rural Sylvan Grove, Kansas, the daughter of Harm and Laura (Hopfer) Gerdes.&nbsp; She grew up in Sylvan Grove and graduated from Sylvan Grove High School in the class of 1950. &nbsp;

After high school, she graduated with an associate’s degree in business from St. John’s College in Winfield, Kansas.&nbsp; She met, fell in love and was united in marriage to Marvin R. Strecker on October 18, 1953, in Sylvan Grove.&nbsp; From this union Naomi and Marvin were blessed with 3 children Laurel, James and Mary.&nbsp; They moved to Russell, Kansas, in 1967.&nbsp; She worked as a production clerk for several oil companies. Then she worked in a local accounting office. Until her retirement, she owned and operated Russell Office Supply.&nbsp; She was a former member of the Redeemer Lutheran Church in Russell and later in life enjoyed listening to church services on the computer and television.&nbsp; 

She enjoyed researching genealogy, working on the computer, reading and following politics.&nbsp; She loved camping and traveling with her husband Marvin. Most of all she enjoyed spending time with her family. 
 
Surviving family include her daughter Laurel Strecker of Russell, Kansas; son James Strecker (Juanita Piedimonte) of Harrisonville, Missouri and daughter Mary Strecker of Grandview, Missouri; granddaughter Valiha Strecker (Mark Dedovesh); great grandchildren Grayson and Everly Dedovesh. 
 
She was preceded in death by her parents; husband Marvin on July 11, 2016, and brother Laurence Gerdes. 
 
Cremation has been selected by the family and there may be a celebration of life at a later date.&nbsp; Visitation will be on December 22, 2020, from 9 a.m. to 6 p.m. at the mortuary.

In lieu of flowers, memorials may be given to the Russell Food Pantry or Russell Regional Hospital.&nbsp; Pohlman-Varner-Peeler Mortuary of Russell, Kansas is in charge of the arrangements.

Helen V. Johnson, age 100, of Denver, passed away on December 13, 2020

Pancake.&nbsp; Helen married Kermit Johnson on May 29, 1943 in Colby.&nbsp; She 
was an elementary school teacher and a homemaker. After her 
marriage, Helen spent 53 years as a housewife and community member of 
Gove County.&nbsp; After Kermit's death in May, 1996, Helen moved from one of
 her children to the next.&nbsp; In 2004, she arrived in Denver to be near 
her daughter, Rose.&nbsp; She married Jack Kent in 2005. Helen is 
survived by her sons:&nbsp; Bill (Darlene) Johnson of Berthoud, CO, Don 
(Donna) Johnson of Lawrence, Andy (Debi) Johnson of Grand Junction, Co, 
Steve (Jil) Johnson of Great Bend, and Walter (Georgia) Johnson of 
Healy, as well as her daughter, Rose Castle of Denver, CO, a brother, 
Warren Pancake of Dayville, OR, 14 grandchildren, 24 great 
grandchildren, and 6 great-great grandchildren. She was preceded 
in death by husbands:&nbsp; Kermit Johnson and Jack Kent, grandsons:&nbsp; Clint 
Johnson and Christopher Johnson, and siblings:&nbsp; Joseph Pancake Jr., Vera
 Knudson, Marjorie Ramge, Nina Jensen, Alfred Pancake, and Delmar 
Pancake. Graveside service for family and friends will be on

Helen V. Johnson

Michael Howard Haas, 76, of Hoxie, Kansas passed away Tuesday, December 
15, 2020, at the Sheridan County Health Complex LTC .  He was born on 
June 7, 1944, in Liberal, Kansas to Pete and Syble Haas.  He spent his 
early elementary years in Hays, and then, his family moved to Russell 
when he started fourth grade.  He graduated from Russell High School 
with the class of 1962.  

Upon graduation, he attended two years at 
Wentworth Military School in Lexington, Missouri. Following that, he 
graduated from Fort Hays State University (FHSU). Following his 
graduation from FHSU, he attended Washburn University where he obtained 
his Law Degree. Through Washburn, he also was sworn into the United 
States Supreme Court. While in Topeka, he met and married Carol Berthot
 in Chanute, Kansas. Carol died of melanoma cancer in June, 1993. To 
this union, three children were born, Shelley, Travis, and Tyler. On 
October 15, 1994,&nbsp; Mike married his high school sweetheart, Margery 
Haselhorst Brown in Dodge City, Kansas. 
 Upon graduation from Washburn University, he worked one year for 
Kent Frizzell, Kansas Attorney General. After that, he and his wife 
moved to Hoxie where he became affiliated with Joe Fromme’s Law 
Practice; eventually, in the 1980’s he purchased the practice from Joe. 
 He was very proud of the fact that he ran for Sheridan County Attorney 
in 1972 and won. He continued to win every election until he retired at
 the end of 2013 because of declining health. He wasn’t the oldest 
County Attorney in Kansas; but, he was the longest serving, continuously
 elected County Attorney in the state at the time of his retirement.
 Mike was an avid sports fan and inherited the love for Notre Dame 
Football from his father. He also loved track and basketball. He 
walked to work daily when weather permitted. He enjoyed weights and 
jogging which he did on a daily basis. Eventually, he took up the game 
of golf and spent time playing when he could sneak out of the office or 
on weekends. He was a member of the St. Frances Cabrini Catholic 
Church, Knights of Columbus, Hoxie Rotary Club and Hoxie Elks Lodge 
#2415. Mike was the recipient of a Rotary Good Fellow Award. In the 
late 1960’s and early 1970’s, Mike spent six years in the Army National 
Guard.
 Mike is survived by his wife, Margery; his children, Shelley Brown 
(Travis) Goodland, Kansas, Travis Haas (Erica) Lawrence, Kansas, and 
Tyler Haas (Jolene) Hays, Kansas; two stepsons, Steve Brown (Marlene) 
Guymon, Oklahoma and Michael Brown of Spearville, Kansas; grandchildren,
 Britney Whisnaut (Josh) US Army, Jacob and Derek Brown of Goodland, 
Kansas, Kyra, Noah and Ian Haas of Lawrence, Kansas, Declan, Beckett and
 Mila Haas of Hays, Kansas; Step-grandchildren, Kaleb, Sean and Kendall 
Brown of Guymon, Oklahoma and Jay Brown of Spearville.
 He was preceded in death by his parents Syble in 1998 and Pete in 2002. 
 A Mass of Christian Burial will be held Friday, December 18, 2020, 
11:00 A.M., at the St. Frances Cabrini Catholic Church. Interment in the
 St. Frances Cabrini Catholic Cemetery will immediately follow the 
service. Visitation will be Thursday, December 17, 2020, noon to 6:30 
P.M., with family receiving friends from 5:30 P.M. to 6:30 P.M., all at 
the Mickey-Leopold Funeral Home.

 He was very proud of the fact that he ran for Sheridan County Attorney 
in 1972 and won. He continued to win every election until he retired at
 the end of 2013 because of declining health. He wasn’t the oldest 
County Attorney in Kansas; but, he was the longest serving, continuously
 elected County Attorney in the state at the time of his retirement.
 Mike was an avid sports fan and inherited the love for Notre Dame 
Football from his father. He also loved track and basketball. He 
walked to work daily when weather permitted. He enjoyed weights and 
jogging which he did on a daily basis. Eventually, he took up the game 
of golf and spent time playing when he could sneak out of the office or 
on weekends. He was a member of the St. Frances Cabrini Catholic 
Church, Knights of Columbus, Hoxie Rotary Club and Hoxie Elks Lodge 
#2415. Mike was the recipient of a Rotary Good Fellow Award. In the 
late 1960’s and early 1970’s, Mike spent six years in the Army National 
Guard.
 Mike is survived by his wife, Margery; his children, Shelley Brown 
(Travis) Goodland, Kansas, Travis Haas (Erica) Lawrence, Kansas, and 
Tyler Haas (Jolene) Hays, Kansas; two stepsons, Steve Brown (Marlene) 
Guymon, Oklahoma and Michael Brown of Spearville, Kansas; grandchildren,
 Britney Whisnaut (Josh) US Army, Jacob and Derek Brown of Goodland, 
Kansas, Kyra, Noah and Ian Haas of Lawrence, Kansas, Declan, Beckett and
 Mila Haas of Hays, Kansas; Step-grandchildren, Kaleb, Sean and Kendall 
Brown of Guymon, Oklahoma and Jay Brown of Spearville.
 He was preceded in death by his parents Syble in 1998 and Pete in 2002. 
 A Mass of Christian Burial will be held Friday, December 18, 2020, 
11:00 A.M., at the St. Frances Cabrini Catholic Church. Interment in the
 St. Frances Cabrini Catholic Cemetery will immediately follow the 
service. Visitation will be Thursday, December 17, 2020, noon to 6:30 
P.M., with family receiving friends from 5:30 P.M. to 6:30 P.M., all at

TOPEKA, Kan. (AP) — A soon-to-be seated Kansas lawmaker has had a temporary anti-stalking order issued against him in court at the request of a former opponent’s campaign manager, who said he sent her harassing messages, came to her home twice and tried to get her evicted.

State Rep.-elect Aaron Coleman, a 20-year-old Democrat from Kansas City, Kansas, will face a video hearing Dec. 16 in state district court in his home of Wyandotte County to determine whether the temporary order stays in place. The temporary order, issued by a judge Friday, orders Coleman not to communicate “in any manner” with Brandie Armstrong, also of Kansas City, Kansas, or follow her or come “on or around” her home or job site.

It’s the latest controversy involving Coleman. Others include allegations of circulating revenge porn and threatening to shoot a student when younger and post-election criticism of Democratic Gov. Laura Kelly for not being liberal enough.

Armstrong was campaign manager for Rep. Stan Frownfelter, the veteran Kansas City lawmaker that the 20-year-old Coleman narrowly defeated in the August primary. Frownfelter and a Republican candidate also ran write-in campaigns in the November general election, but Coleman captured 66% of the vote.

Armstrong said in her request for an order against Coleman that he repeatedly sent harassing texts and personal messages to her during the campaign, came to her home in June and October and attempted to file “false and bogus” complaints against her landlord to try to get her evicted. She declined Tuesday to comment further, other than saying in a text message to The Associated Press that she did not want to bring more attention to her case “given what Mr. Coleman and his supporters are insinuating about me,” without elaborating.

Coleman also declined to discuss Armstrong’s allegations. He was at the Statehouse on Monday and Tuesday for meetings ahead of the Legislature convening its 2021 annual session Jan. 11.

“I don’t want to upset any judges,” he said. “Judges don’t like it when you step on their toes.”

Coleman defeated Frownfelter in the primary after running on&nbsp;<a href="https://apnews.com/article/d7ea4a5bc168f3b608ea96c81efb6c78">a liberal platform</a>&nbsp;that included providing universal health coverage, eliminating college tuition and legalizing marijuana.

He tweeted Tuesday that he was fighting Armstrong’s order not because he wanted to contact her again but “because this order would block me from attending political meetings.” A supporter started a gofundme.com campaign Monday to raise money for Coleman’s legal defense.

Kansas law allows people to obtain a temporary court order to keep others from having contact with them if they can outline a case in writing that they are victims of abuse, including stalking. Wyandotte County District Judge Kathleen Lynch on Friday determined that Armstrong had established a case for the temporary order.

Kelly and the House’s top Democrat, Minority Leader Tom Sawyer, already had described Coleman as being unfit to serve. Coleman posted tweets immediately after the November election criticizing Kelly, including&nbsp;<a href="https://apnews.com/article/kansas-city-kansas-topeka-elections-fd91a21ee706c19194c7d302a2315d28">a later-deleted</a>&nbsp;one that said, “People will realize one day when I call a hit out on you it’s real.” He said later that he meant to use the phrase “political hit.”

Coleman was charged in May 2015 with a felony count of making a criminal threat against a high school student but later pleaded guilty to a misdemeanor charge of harassment. A police arrest report and investigative summary from the incident said Coleman threatened to go to a girl’s high school, shoot her and turn the gun on himself.

In June, he acknowledged in a post on Facebook that allegations of revenge porn and harassing middle school girls online&nbsp;<a href="https://apnews.com/article/ac948dae17c3dbc36ffe62246925c4f3">were true</a>&nbsp;but called them the actions of a “sick and troubled 14-year-old boy.”

The state Democratic Party disowned Coleman in August when&nbsp;<a href="https://apnews.com/article/d6ea4066903abd8ef70d60bebe6c8a3c">an ex-girlfriend accused him</a>&nbsp;of being physically abusive to her in late December 2019.

Sawyer had said Democrats likely would seek to oust Coleman once he was sworn in by forcing a House vote on expelling him. But Sawyer said Tuesday that House Speaker Ron Ryckman Jr. discouraged such a move because it would involve conduct before Coleman took office.

Democrats now are likely to monitor the new lawmaker’s actions closely, Sawyer said.

“I have a feeling he’s not going to make it the two years, but we’ll see,” said Sawyer, a Wichita Democrat. “If he can behave for two years, yeah, then, we’ll just get a primary.”

Ryckman said he told Sawyer only that overturning an election was a problematic “slippery slope.”

“I cautioned about undoing the will of the voters, who just knew who they voting for,” said Ryckman, an Olathe Republican.

Coleman has argued that the House can’t expel him for conduct that occurred before he took office.

“I’m focusing on governing,” he said.

Kan. lawmaker-to-be faces hearing on anti stalking order

MANHATTAN, Kan. (AP) — Federal officials say it will likely be October 2021 before a national biosecurity lab in Manhattan is substantially completed.

National officials announced in April that The National Bio and Agro-Defense Facility would not be completed as expected by December because of disruptions in supply chains and construction employee availability caused by the coronavirus pandemic.

The federal Department of Agriculture and Department of Homeland Security announced Tuesday the new “substantial completion” date is now October.

That is when the USDA will have full access to the plant and be responsible for its operation. The new date will also allow time to address necessary technology upgrades and installation of USDA-funded equipment.

National bio-defense lab completion delayed

A recently discharged felon was arrested last week in Hays following a reported string of vehicle burglaries that led to a vehicle theft and crash.

Around 2:49 a.m. Dec. 6, the Hays Police Department received a report of a break-in in progress of a vehicle on the 400 block of East Sixth, according to HPD Police Chief Don Scheibler.

The caller said the suspect had a gun, dropped it and picked it up, but according to HPD Deputy Chief Brian Dawson, no weapon was located by police.

Following the report, officers began searching the area for a suspect when another report came in from someone nearby saying they heard tires squealing and a crash, Scheibler said.

That person reported seeing someone who matched the description from the earlier incident flee the scene, and the search moved to the area of the crash.

Isaiah Tai Simpson, 21, was located shortly after and detained after a brief altercation with officers.

Within the crashed vehicle, police reported finding items from other suspected vehicle burglaries.

Simpson was arrested on suspicion of theft, burglary, felony interference, driving under the influence of alcohol or drugs, and driving while suspended.

Dawson said three vehicles were believed to burglarized by Simpson during the evening.

Simpson was previously convicted of aggravated burglary and burglary of a motor vehicle stemming from two incidents in October 2017. He was discharged from the Kansas Department of Corrections on Oct. 5 from those convictions, according to online records.&nbsp;

Recently discharged felon suspect in vehicle burglaries, vehicle theft

Steven Lacy Replogle, 63, of Southern Pines, N.C., passed away 
December 11, 2020, in Southern Pines. He was born October 20, 1957, in 
Great Bend, Kan., the son of Charles B. Replogle, M.D. and Lois (Lacy) 
Replogle.

He graduated from Great Bend High School in 1976, and later from the 
University of Kansas in 1984, where he was member of Phi Delta Theta 
fraternity. He worked many years in sales for hotels in Kansas, Texas, 
Tennessee and North Carolina. He was the director of Sales for Legacy 
Golf Links in Aberdeen/Pinehurst, N.C. for the last 14 years.

He was a former member of the First Congregational Church in Great 
Bend. He was a life member of the University of Kansas Alumni 
Association, member of AA and proudly celebrated over 24 years of 
sobriety, Sandpiper of Southern Pines Golf Club and Carolina Golf 
Association.&nbsp; Steven was also a member of the Chamber of Commerce and 
the Convention and Visitor’s Bureau of Pinehurst/Southern Pines 
Aberdeen, traveling all over the Northeast and Canada promoting golf in 
the Pinehurst area. &nbsp;He was a wonderful son, brother, uncle and 
exceptional friend.

He is survived by his mother; three sisters, Jane (Jerry) Barber of 
Richmond, Va., Susan (Jim) Debes and Anne (Larry) Kutina both of Great 
Bend. Also surviving are his adoring nieces and nephews he referred to 
as “his kids”: Parker Rhoads, Caitlin Debes, Colton Debes, Andrew 
Kutina, Madison Debes Blackmon, Elizabeth Kutina, Kyle Barber, Ryan 
Barber and Kristen Barber; and many beloved friends. He was preceded in 
death by his father; his niece, Stephanie Rhoads; and his grandparents.

Cremation has taken place and a private memorial service will be held
 at a later date. In lieu of flowers, memorials are suggested to the 
First Tee of the Sandhills, PO Box 3791, Pinehurst, NC 28374.

WILBER, Neb. (AP) - A hearing to determine whether a Kansas felon should be sentenced to death for killing a Nebraska woman who arranged a Tinder date with him has been delayed until March after one of his attorneys tested positive for COVID-19.

Aubrey Trail&nbsp;<a href="https://apnews.com/article/7242eab656f64cd99b8780881e67deab" target="_blank">was convicted</a>&nbsp;last year of first-degree murder and conspiracy in the November 2017 death and dismemberment of 24-year-old Lincoln store clerk Sydney Loofe, who disappeared after arranging a date with him.

The hearing was scheduled to begin this week in Wilber.

In a court motion seeking a delay, attorney Ben Murray said the coronavirus pandemic has prevented out-of-state witnesses, including Trail's relatives in Tennessee, from traveling to Nebraska.

He also said Trail's attorneys have been able to meet with him in person just once in six months, and argued that the notoriety of the case could draw large crowds and "become a significant community spreading event."

And he said Trail is at high risk for death or serious illness should he contract COVID-19.

Virus forces delay of Kan. felon's death penalty hearing

It is with great sadness to announce the unexpected passing of Nicolas “Cole” Wenzl on Friday, December 11, 2020, in Ellis County, KS at the age of 19 years young.

Cole was born on October 18, 2001, in Topeka, KS.&nbsp; At age 3, he moved to Phillipsburg where he graduated from high school this past May.&nbsp; He then attended Kansas State University and was majoring in Computer Science.&nbsp; Cole’s passions included drawing, playing the tuba in the high school band and computer coding.&nbsp;

Cole is survived by his loving parents Robert L. Wenzl and wife Tina of Manhattan, KS and Stacie A. Ricker and husband Rus of Phillipsburg, KS along with his sisters Cara and Ella Wenzl of Phillipsburg; step brothers Gunnison Ricker of Hays and Greyson Tanner of Wichita; step sisters, August Ricker of Plainville and Shelby Tanner of Kearney, NE; and grandmother Betty Wenzl of Seneca, KS, grandparents Karen and Gene Matia of Littleton, CO, step grandmother Sharon Ricker of Beulah, CO and grandfather Duane Nokes of Denver, CO.

Funeral services will be held at 11:00 a.m. Thursday, December 17, 2020, at the Huck Boyd Community Center, Phillipsburg. Social distancing and mask are encouraged. &nbsp;The services will be streamed live on the Olliff-Boeve Memorial Chapel Facebook page. &nbsp;Burial will follow in the Fairview Cemetery, Phillipsburg.

SEDGWICK COUNTY —Law enforcement authorities are investigating a Kansas felon on new charges after a standoff with police.

Just after 2:30 a.m. Dec. 11, police responded to a domestic violence disturbance with a weapon at a residence in the 10900 block of West Harvest Lane in Wichita, according to officer Charley Davidson.

Upon arrival, officers contacted the family of 29-year-old Courtland Gire outside of the residence.&nbsp; They reported that Gire was threatening family and his 29-year-old girlfriend with a handgun and knife and that he was holding his girlfriend in a bedroom against her will.&nbsp; Gire also reportedly threatened to shoot responding officers.

The situation was resolved peacefully after approximately four hours through the use of Wichita Police Department's crisis negotiators and mental health advisor who were on the scene.&nbsp; 

Gire exited the home and was arrested without the use of force.&nbsp; No one was injured in this incident.&nbsp; Officers also recovered a handgun and knife during the investigation.

Gire remains jailed on requested charges of aggravated assault domestic violence, one count of felon in possession of a firearm and one count of aggravated weapons violation.

The case will be presented to the Sedgwick County District Attorney’s Office.&nbsp; Gire has over a dozen previous burglary and theft convictions, had been convicted on multiple other felony charges and was dismissed from custody in October, according to the Kansas Department of Corrections.

Kan. man with over a dozen convictions jailed after standoff 

TOPEKA, KAN. – A Kansas man was indicted in federal court this with distributing heroin, according to U.S. Attorney Stephen McAllister.

James Licht, 39, Topeka, was charged with one count of distributing heroin and one count of unlawful possession of firearms by a previously convicted felon.

According to documents filed in court, in October investigators served a search warrant at Licht’s residence in the 1400 block of SW 5th&nbsp;Street in Topeka. Among the items seized were heroin, more than $1,500 in cash, a .45 caliber pistol, a 9 mm pistol, other firearms and drug paraphernalia.

Licht was paying $1,500 to $2,000 an ounce to buy 1 to 2 ounces of heroin each week.

&nbsp;Licht was prohibited from possessing a firearm due to a felony conviction in 2019 in Shawnee County District Court.

If convicted, he could face up to 20 years in federal prison and a fine up to $1 million on the heroin charge and up to 10 years and a fine up to $250,000 on the firearm charge. The Drug Enforcement Administration and the Kansas Highway Patrol investigated.&nbsp;

NEW YORK (AP) — As the coronavirus epidemic worsens, U.S. health experts hope Joe Biden’s administration will put in place something Donald Trump’s has not — a comprehensive national testing strategy.

Such a strategy, they say, could systematically check more people for infections and spot surges before they take off. The health experts say it would be an improvement from the current practice, which has professional athletes and students at elite universities getting routine tests while many other Americans stand in line for hours — if they get tested at all.

“We have had no strategy for this virus. Our strategy has been no strategy,” said Dr. Michael Mina, a Harvard University researcher focused on use of testing to track disease.

Some experts say the lack of such a system is one reason for the current national explosion in cases, hospitalizations and deaths.

“If we’d had a more robust approach and testing was scaled up as one of the tools, I think much of this third surge would have been avoidable,” said Dr. Grant Colfax, director of the San Francisco Department of Public Health.

There are differing opinions on what such a strategy should look like, but many experts say rapid and at-home tests should be used so Americans can check themselves and stay away from others if they test positive.

The president-elect has endorsed that strategy, called for making testing free for all Americans, and said government experts at the Centers for Disease Control and Prevention and other agencies should be empowered to coordinate the entire effort.

“The reality is we’re not testing enough today,” Dr. Marcella Nunez-Smith, co-chair of Biden’s coronavirus advisory board,&nbsp;<a href="https://apnews.com/article/joe-biden-pandemics-race-and-ethnicity-vivek-murthy-coronavirus-pandemic-89841e7414f76b84b04def0a8478e391">told The Associated Press</a>.

His transition team so far has not gone into further detail.

Testing was one of the first — and most enduring — stumbles in the federal government’s response to the coronavirus epidemic that hit the nation early this year.

In February, the CDC distributed test kits to public health laboratories that initially were faulty. U.S. officials worked with companies to expand testing, but shortages of chemicals, materials and protective equipment meant fewer tests were available than what experts said was necessary.

Worse, some experts say, states and cities competed against each other to buy limited testing services and materials, and with little guidance or training on how to best use the tests.

In April, President Donald Trump declared governors were responsible for testing. Amid complaints about shortages and delays, the federal government began sourcing and shipping key testing supplies to states, beginning with swabs.

In the latest phase, Trump officials are sending more than 100 million rapid, point-of-care tests to states. The government said the first shipments went out in early October.

Such tests are considered key to slowing spread, but states have distributed them differently. For example, Alaska is sending tests to oil drilling sites, Colorado to local public health agencies for testing homeless populations, and Mississippi to veterans’ homes.

There’s also no federal standard for reporting test data. Some states report the number of tests administered, while others tally the number of people tested. Some have counted types of tests that others don’t, which can skew results because some tests are better at diagnosing active infections than others.

Administration officials say they are proud of the current state of testing. Last month, Vice President Mike Pence celebrated that 170 million tests have been completed, and that an expanding array of tests are available.

But the focus should be less on numbers and more on action, said Dr. Ali Khan, dean of the University of Nebraska College of Public Health.

“It shouldn’t be anybody who needs a test can get a test,” Khan said. “It should be anybody who has a positive test immediately gets isolated” and the people they were in contact with checked and placed in quarantine.

He was echoed by Nunez-Smith, the Biden coronavirus adviser.

“Testing is only useful when we can act on the test,” said Nunez-Smith, a Yale health equity researcher.

Trump himself has voiced a lack of enthusiasm for comprehensive testing. In a June tweet, the president called testing a double-edged sword that is good to have but “makes us look bad.” And Dr. Scott Atlas — a top pandemic adviser to Trump before he resigned Monday — argued against testing people who aren’t experiencing symptoms.

But some regard such thinking as an attempt to spin a leadership failure into something else.

“The executive branch has seen test results – case counts – as a report card on its performance,” said Carl Bergstrom, a University of Washington evolutionary biologist who studies emerging infectious diseases.

The nation may have a coronavirus vaccines available, but that won’t erase the need for testing, said the Rockefeller Foundation’s Eileen O’Connor.

“We’re not going to get everybody vaccinated right away. And we still don’t know how long that immunity will last,” she said. So testing will still be needed to monitor where the infection is active and to see if infections are occurring in vaccinated people.

In July, the Rockefeller Foundation called for making cheap tests widely available to better identify people who are infected and don’t know it. That would involve developing and making cheap antigen tests, which provide quick results but are less reliable than genetic tests. Foundation officials hoped the government would push companies to manufacture tests the same way it has pushed vaccine makers to mass produce experimental vaccines.

Some Harvard researchers believe that testing half the population each week would be possible by mailing those tests to millions of U.S. households.

Participation would be voluntary, and positive results would have to be confirmed with genetic tests — the home tests are not considered as sensitive as more established lab-based testing. Even so, it could dramatically expand the amount of infection monitoring going on across the nation, its proponents say.

During an appearance on NBC’s “Meet the Press,” Dr. Anthony Fauci of the National Institutes of Health said Americans should have easy tests they can do in their own homes.

“We don’t have that,” he said. “We should have that.”

Versions of such an approach have been tried in some places, including Slovakia and Minnesota. But some experts note there is little precedent for screening tens of millions of people with cheap, rapid tests—which would generate a significant portion of false results. It’s also unclear whether people who test themselves at home will follow instructions to quarantine.

Nearly all experts agree that more data and coordination is needed.

“Having every state do its own thing without guidance from the federal level — from CDC in particular — I think has really hampered us,” said Scott Becker, the chief executive of the Association of Public Health Laboratories. “It is a federal response as much as it is a state response, but it’s a shared responsibility. We need to work together.”

 Barnett Rice.&nbsp; Betty was a resident of Scott City, Kansas since 1951 
moving from Great Bend, Kansas.&nbsp; She was a registered nurse and a 
homemaker.

She was a member of the First Christian Church and numerous other 
organizations all of&nbsp; Scott City, Kansas.&nbsp; Betty graduated from Gray 
Hospital School of Registered Nursing in Hutchinson, Kansas on September
 1, 1948.

On October 1, 1950, she married Raymond Schmidt in Great Bend, 
Kansas.&nbsp; He passed away on February 10, 2002, in Scott City, Kansas.
