Hays City Commission to hear new proposed moderate-income housing project

The Hays City Commission will be asked today for a resolution of support for a $1.4 million moderate-income housing grant application for a 48-unit apartment complex on city-owned property at 10th and Walnut. 

The location is more commonly known as the site of the old train depot. 

Mike Graham is the developer of the proposed project and hopes to utilize a moderate-income housing/American Rescue Plan Act grant from the Kansas Housing Resources Corporation to help fund construction.

Commissioners also will hear a resolution from Kim Rupp, director of finance, regarding the sale of general obligation bonds for permanent financing of the King’s Gate 2nd Addition infrastructure improvements.

Due to the relatively small size of the offering, Rupp is recommending a bank placement rather than a traditional bond sale. In a memo to commissioners, Rupp said he thinks rates will be competitive, and the process is cheaper and more streamlined.
